LARC Announces its Annual Appreciation Dinner

LARC, a not-for-profit organization providing services to individuals with intellectual and developmental disabilities, will host its Annual Appreciation Dinner on Friday, October 7, to celebrate its recent accomplishments, show appreciation for its patrons, and recognize the milestones of its staff and clients. The event will be held from 6:00 p.m. through 10:30 p.m. at the Serbian Social Center in Lansing.

The event typically draws more than 300 guests and features appetizers, dinner, complimentary cocktails, music, dancing, raffles and a silent auction. The event is one of LARC’s largest fundraising events, raising revenues through ticket sales, sponsorships, donations and proceeds from the auction and raffles.

All proceeds will benefit more than 100 individuals with intellectual and developmental disabilities in programs that promote job training and employment, daily life skills enrichment, senior care, 24-hour residential services, and special recreation.

Friends of LARC are encouraged to join them in fellowship during the dinner-dance. Those unable to attend may consider donating an item, gift certificate or gift basket to the auction and raffles, or becoming a sponsor for the event.

Advance reservations are $65 each. Sponsorships vary in price from $125 to $1,000 with varying inclusions. Their Half-Carat Diamond Raffle tickets are $20 each or $50 for three, and the winner need not be present.

“It’s been a little more than three years since we’ve hosted our

Annual Appreciation Dinner, and we’re eager to come together in celebration once again,” said Ernie Gonzalez, Executive Director. “We truly appreciate all the businesses, families and civic organizations in our community who continue to support us through these tough economic times.”

DAY 1: The Realtor came over today and he brought a camera with him. First they moved some of my furnishings around (it tickled), opened my drapes and took some photos. I smiled my best smile. DAY 3: The pictures came in…I look great. I heard that my owner (sniff, they’re trying to get rid of me) is having a “cleaning crew” come over this weekend. I’m a little nervous. DAY 5: The cleaning crew was here…it hurt a little but I look and smell a lot better. While the cleaning crew was here, a painter came by and touched up a few areas where I wasn’t looking my best. Later in the day a carpet cleaner came and cleaned my carpets. I feel fresh and clean. DAY 8: I’m on the market…I’m on the market!!! There are beautiful photos of me all over the Internet… and there’s a sign stuck in my front yard that says “FOR SALE”. DAY 14: We’ve had lots of strangers showing up. Often when my owners aren’t home. This makes me really nervous. DAY 23: I’m totally exhausted by over 3 weeks of having to look pretty…but I’ve heard a rumor that someone has written an offer on me. I hope it was the couple with the little boy that liked my room with the blue paint. It would be perfect for him.

DAY 24: They say I’m sold. It was the family

with the little boy, and they have a girl too.

I’m very nervous. DAY 25: The family that bought me came over with a mean man who told them all the things that are wrong with me…the nerve!!! DAY 29: My family has agreed to do the major repairs. I’m going to miss them. DAY 60: My family has moved out. A big truck arrived and they loaded all of their things in the truck and drove away.

She stood on my porch for a few minutes and cried. She touched my brick, tenderly.

I’ll miss her…I’m sad. DAY 65: The new family came for something called a “walkthrough”, and they brought both of the children…they were so excited to see me… and they loved the swing set that my current owners put in the yard for their kids when they were young. They talked about their plans for me. I really tried not to like them, but they’re going to repaint me, top-tobottom. They’re going to bring in a brand new kitchen and update both bathrooms. I think we’re going to get along just fine.

Look closely at open enrollment choices SUBMITTED BY PATRICK ZAMKIN Once again, it’s the season for football games and back-to-school activities. And if you work for a medium-size or large employer, it will soon be open enrollment season – the time of year when you can review your employee benefits and make changes as needed. What areas should you focus on?

Actually, it’s a good idea to pay close attention to all your benefits. Some of the offerings may have changed from last year — and you might have experienced changes in your own life, too, which might lead you to look for something different from your existing benefits package.

You may want to start with your health insurance. If you’re satisfied with your coverage, and it’s essentially the same as it’s been, you may well want to stick with what you have. However, many employers are increasingly offering high-deductible health plans, which, as the name suggests, could entail more out-of-pocket costs for you.

But high-deductible plans may also offer something of benefit: the ability to contribute to a health savings account (HSA). Your HSA contributions are made with pre-tax dollars, so they can reduce your taxable income for the year. Also, your earnings grow tax-free, and your withdrawals are taxfree, provided the money is used for qualified medical expenses. (Withdrawals taken before age 65 that aren’t used for qualified medical expenses are taxable and subject to a 20% penalty; once you reach 65, the penalty no longer applies, although withdrawals are still taxable as income if not used for a qualified expense.)

Your next benefit to consider: Life insurance. Your employer may offer a group life insurance plan, but you’ll want to evaluate whether it’s sufficient for your needs, especially if you’ve experienced

changes in your personal situation over the past year, such as getting married or adding a new child. There’s no magic formula for how much life insurance you need — you’ll need to consider a variety of factors, such as your income, family size, mortgage and so on — but it may be necessary to supplement your employer’s coverage with a private policy.

Your employer may also offer disability insurance as a benefit. Some employers’ disability policies are fairly limited, covering only short periods of time, so you may want to consider a private policy.

Beyond the various insurance policies your employer may offer, you’ll also want to closely look at your 401(k) or similar retirement plan. Typically, you can make changes to your 401(k) throughout the year, but it’s important to make sure your investment selections and contribution amounts are still aligned with your risk tolerance and goals.

Also, are you contributing enough to earn your employer’s match, if one is offered? And if you’ve already receiving the match, can you still afford to put in more to your plan if such a move makes sense for you?

Your employee benefits package can be a valuable part of your overall financial strategy. So, as open enrollment season proceeds, take a close look at what you already have, what’s being offered, and what changes you need to make. It will be time well spent.

JOSH BOOTSMA When I see a beautiful painting — where the colors of the paint and strokes of the brush are perfect — I think about how long it must have taken to make such a beautiful masterpiece, and how challenging the process must have been.

Now, imagine you’re that piece of art and God is the masterful painter. We’re all in-progress pieces of art, and we don’t know what the final painting of our lives and ourselves is supposed to look like — and that’s frustrating!

We don’t know why God spends so much time painting in one difficult area of our lives, be it illness, abuse, addiction, sexuality, or anything else. But he labors over every inch of our lives, slowly working us toward becoming a masterpiece.

C.S. Lewis explores this metaphor in his book, The Problem of Pain. He says: “We are, not metaphorically but in very truth, a Divine work of art, something that God is making, and therefore something with which He will not be satisfied until it has a certain character.”

He later says, “Over a sketch made idly to amuse a child, an artist may not take much trouble: he may be content to let it go even though it is not exactly as he meant it to be. …

One can imagine a sentient picture, after being rubbed and scraped and re-commenced for the tenth time, wishing that it were only a thumb-nail sketch whose making was over in a minute. In the same way, it is natural for us to wish that God had designed for us a less glorious and less arduous destiny; but then we are wishing not for more love but for less.”

THE RISE AND FALL OF THE STEEL MILLS IN SOUTHEAST CHICAGO--Those of us who have lived on Chicago’s SE Side have a recollection of members of our families working in US Steel, Republic, Wisconsin or Chicago Steel and Wire. Tens of thousands worked in “the mills” as we called them. In the recent past, 33 year old Steven Walsh from the East Side began his quest to rediscover the area steel mills by recording his grandfather playing his guitar.

Through that, the young Walsh came to know the story of the mills, from his grandfather’s work at Republic Steel and his grandfather’s loss of the job. He put together a documentary about the mills starting with them thriving around World War II to their demise and decline in the 80’s and 90’s and, with them a middle class lifestyle for East Siders, South Chicagoans, Hegewisch, South Deering and related suburbs, including NW Indiana. The young documentarian should have the finished product by the end of the year. He raised $10,000 in a Kickstarter campaign in 2020. The story appeared in the Chicago Sun Times Monday September 5, 2022 under the byline of Michael Loria staff reporter via Report for America. ***

Gov. JB Pritzker announced Monday that Illinois taxpayers will soon start receiving rebates of their income and property taxes, either in the mail or by direct bank deposits.

Speaking at a news conference in Chicago where he was flanked by other state officials and Democratic leaders of the General Assembly, Pritzker said the rebates are intended to help soften the impact of rising inflation and high gasoline prices.

“Everyone knows inflation is a global problem with local consequences,” he said. “Prices at the pump and at the supermarket have taken Illinois families on a rollercoaster ride over the past months. It’s exactly the kind of thing that responsible government should help our residents with, and we have.”

Those rebates, totaling about $1.2 billion, were part of a larger, $1.8 billion tax relief package that lawmakers included in the budget they passed this spring.

Individual income taxpayers who earn less than $200,000 who are not claimed as a dependent on someone else’s taxes will receive a rebate of $50. That goes up to $100 for couples filing jointly who earn less than $400,000. Tax return filers will also receive $100 rebates for each dependent they claim, up to a maximum of three dependents.

Homeowners who were able to claim the property tax credit on their 2021 tax returns will receive an additional rebate equal to the credit they claimed, up to a maximum of $300. Those rebates will go to filers who earned less than $250,000, or $500,000 for a couple filing jointly.

No further action is needed from eligible Illinoisans who filed tax returns in 2021, otherwise, more information can be found at tax. illinois.gov/rebates.

Pritzker’s office said the payments will take “at least eight weeks to be issued in total.”

In addition to those measures, the tax relief package also included a six-month pause, through Dec. 31, of the automatic inflationbased increase in the state motor fuel tax; a one-year suspension of

the state’s 1 percent grocery tax; and a sales tax holiday on back-toschool merchandise that ran Aug. 5-14.

The package also included a permanent expansion of the state’s earned income tax credit, raising it from 18 percent to 20 percent of the federal credit and extending eligibility for that credit to noncitizens who file taxes using an individual taxpayer identification number instead of a Social Security number.

“The expansion of the earned income tax credit is a huge deal for Illinoisans who are emerging in this state and trying to make their way,” said state Rep. Michael Zalewski, D-Riverside, who chaired the House Revenue Committee. “And we expanded it this year. And we are on our way to a fairer tax code through existing law, which is incredibly exciting for the state of Illinois.”

Republicans criticized that package as an election-year gimmick, noting that the rebate checks would show up in people’s mailboxes or bank accounts just before Election Day, while the pause on the motor fuel tax hike would disappear soon after Election Day. Yet nearly all in the GOP voted in favor of the tax relief package, which passed 55-1 in the Senate and 110-0 in the House with four “present” votes.

Pritzker defended the timing of the rebate payments during the news conference.

“We passed it back in the spring, that’s when you pass a budget.

And it went into effect at the beginning of the fiscal year, that’s July 1,” he said. “It takes some time. The comptroller only just got enough paper – think about the supply chain issues – in order to be able to issue the checks. And then, of course, you’ve got to make sure you’ve got the reserves of $1.2 billion to send out to people when you’re sending the checks out. So that’s why it takes a little time.”

On September 8, 2022, I wrote a letter to a client who has not responded to me since I started working on her Medicare related medical bill case.

I tried to phone you and I left a message, but never got a return call. I ordered the Medicare report on your ambulance claim, but you never brought it to our office so that I could compare it with the ambulance bill.

I am willing to help you, but I can’t invent facts from thin air. I might be able to help you if you will cooperate with me. Right now, I need the Medicare report about the ambulance ride. Also, I need medical bills about the services that you got at the hospital.

Here is the critical thing regarding your ambulance bill. The ambulance attendants said that you did not need ambulance service because you were able to walk and step into the ambulance rather than ride a stretcher.

Based on that fact, they determined that your ride was not an emergency. And that is how they reported it to Medicare.

I know that you told me that you fell from ice on the street or sidewalk while walking and that your head was bleeding from the fall on your head. I remember that you told me that you did not want to drive yourself to the

hospital because you thought that you might cause an accident and hurt someone else.

But without some medical information or a letter from a doctor that your head was bleeding and that it would be unwise for you to drive yourself to the hospital, the chances of overturning the ruling against you would be slim to none.

I’m still willing to help you appeal Medicare’s ruling of noncoverage of the ambulance ride. But you must cooperate and work with me to do that. Do you want to appeal, or do you just want to pay the $1,740 bill for the ambulance ride?

My help to this client is free of charge. I don’t visit clients at their homes for two reasons: (1) It would take too much of my time, and (2) I am disabled and should not attempt to visit clients. So, what more can I do for this client?

State Senator Napoleon Harris III is proud to announce the rehabilitation of Wood Street in the South Suburbs through the state’s multi-year infrastructure plan.

“It is a bittersweet feeling to be one of the reasons why a street I grew up on is going to be restored,” said Harris (D-Harvey).

“I lived right on Wood Street, and I am proud to see that our infrastructure plan is rebuilding communities and creating an equitable transportation system for all.”

Improvements to Wood Street will consist of roadway development, replacement of existing traffic signals, railroad crossings upgrades, modern storm sewer system, up-to-date roadway lighting and new landscaping.

This project is part of IDOT’s multi-year plan, a $34.6 billion investment in construction projects for the next six fiscal years.

The $34.6 billion will go to highway reconstruction and preservation, bridge improvements, strategic expansion, system support such as engineering and land acquisition, and safety and system modernizations. Over six years, the funding will be dispersed to improve more than 2,500 miles of roads and nearly 10 million square feet of bridges.

“Whether it’s paving our streets, improving lighting, building sidewalks or just improving road safety, our multi-year infrastructure plan helps our communities move forward while building an equitable transportation system for all,” said Harris. “All of our streets are a crucial link in our neighborhood, especially Wood Street, which is why we are enhancing its safety for all of our families in Harvey, Dixmoor, Riverdale and surrounding communities.”

EPA Announces Over $1 Million in Grant Funding to U of I for Pollution Prevention Today, U.S. Environmental Protection Agency announced over $1 million in pollution prevention, or P2, grants to the University of Illinois System. The University of Illinois Chicago Energy Resources Center will receive $350,000. The University of Illinois UrbanaChampaign Smart Energy Design Assessment Center will receive $349,999 and the university’s Illinois Sustainable Technology Center will receive $349,197. These P2 grants are among 39 national grants made possible by President Biden’s Bipartisan Infrastructure Law’s historic $100 million program investment. The grants will allow states and Tribes, or in this instance academic institutions, to provide businesses with technical assistance to help them implement P2 practices to prevent or reduce pollution before it is even created, while also reducing business and liability costs.

“Reducing pollution at the source, before it ever even enters the waste stream, is the best and most cost-effective way to protect the environment,” said EPA Regional Administrator Debra Shore.

“Thanks to these grants, and increased funding from the Bipartisan Infrastructure Law, EPA is working with organizations like the University of Illinois System to empower communities and businesses to save money and safeguard precious natural resources.”

The University of Illinois Chicago Energy Resources Center will use its grant to provide technical assistance to 20 industrial plants in some of Chicago’s underserved communities. UIC-ERC, in partnership with the city of Chicago, will help facilities find and achieve energy and cost savings, emissions reduction, and waste reduction.

“UIC is excited to engage with the City of Chicago and the U.S. Environmental Protection Agency to provide technical assistance to manufacturing plants in the City of Chicago, including those areas of the City facing environmental injustice. The technical assistance program will focus efforts on student workforce development, reducing plant energy consumption and source emissions, and increasing plant productivity,” said Patrick Brown, senior research engineer for Energy Resources Center at University of Illinois Chicago.

“The City of Chicago congratulates the UIC Energy Resources Center for this major award from the USEPA dedicated to offering technical guidance to the industrial sector to transition to renewable

energy and energy efficiency solutions. This critical support will result in more energy efficient operations as well as reduced pollution and better air quality for our communities. We are thrilled to serve as collaborators in this effort,” said Angela Tovar, chief sustainability officer for the city of Chicago.

The University of Illinois Urbana-Champaign Smart Energy Design Assessment Center will use its grant to provide technical assistance and training for 260 businesses, including 80 businesses located in or adjacent to underserved communities.

“Green business programs are an innovative model for driving voluntary education and engagement in P2 best practices,” said Dr. Brian Deal, executive director of the Smart Energy Design Assistance Center. “They make it easier for businesses to assess and reduce their environmental footprint, while also providing recognition and a competitive platform for their achievements. SEDAC is thrilled to help integrate P2 technical assistance with national green business best practices.”

The University of Illinois Urbana-Champaign Illinois Sustainable Technology Center will use its grant to host two training events, create a pollution prevention guidebook, and offer technical assistance to 15 Illinois manufacturing and processing facilities.

“The support that the ISTC Technical Assistance Program will provide to manufacturing operations and related industries will go a long way in reducing energy costs, water consumption, air emissions, wastewater generation, and hazardous wastes in Illinois,” said Debra Jacobson, associate director of the Illinois Sustainable Technology Center. “At the same time, this project will benefit underserved neighborhoods by offering technical assistance to facilities that directly impact local environmental justice communities.”

Selected and awarded grantees will document and share P2 best practices they identify and develop through these grants so that others can replicate the practices and outcomes. Each selected grantee will address at least one of the National Emphasis Areas, which were established to focus resources and to create opportunities for information sharing among P2 grantees and businesses. Each selected grantee will also develop at least one case study during the grant period on P2 practices.

Historic Underground Railroad Site Featured On WGN-TV The Jan and Aagie Ton Farm, a recognized Underground Railroad (UGRR) “safe house,” led off a Channel 9/WGN-TV news segment this week on the African American Heritage Water Trail. The Ton Farm was located on the Little Calumet River near Riverdale, making it an important site on this waterway that encompasses one hundred and eighty years of African American history.

Since the Ton Farm was authenticated as an official UGRR station in 2019 by the National Park Service, the Little Calumet River Underground Railroad Project has conducted tours and presentations to raise awareness of the area and its role in the nation’s freedom movement. Prior to the U.S. Civil War and Emancipation, historians estimate thousands of escaped slaves, referred to as Freedom Seekers, found their way to Chicago and points north by journeying through this region. They were assisted by local white settlers sympathetic to the liberation cause.

Although the Ton Farmhouse no longer exists, the site has become a destination due to the fascinating history of the local abolitionists, mostly Dutch immigrant farmers such as the Ton family, who owned or rented farmland between South Holland and Roseland. They risked everything to aid the Freedom Seekers along their journeys to safety and freedom, usually to northern states and ultimately Canada, where slavery had been abolished.

The gripping stories of the white settlers and escaping slaves at this little-known site in part inspired Openlands, a regional organization dedicated to protecting the open spaces of northeast Illinois, to create the African American Heritage Water Trail. The trail begins at Beaubien Woods, adjacent to the Ton Farm, and meanders westward for about seven miles to Robbins, passing through several south side neighborhoods and almost two centuries of history.

In addition to the UGRR site, features along the Water Trail include the Major Taylor Trail Bridge and other locations that call attention to important persons who influenced Civil Rights, Environmental Justice, and other issues locally and nationally. The WGN-TV story was presented by reporter Gaynor Hall and photojournalists Michael D’Angelo and Steven Scheuer. A featured guest was Tom Shepherd, the Lead Project Organizer of the Little Calumet River Underground Railroad Project.

Another highlight of the Water Trail, Chicago’s only Blackowned marina, was also featured. Guest Ronald Gaines, Chicago’s Finest Marina owner, recounts the marina’s secret past.

Real Estate Questions & Answers CATHY & JIM HIGGINS Question: I recently purchased a property that was sold as a two-bedroom home. Later I discovered that it’s actually a one-bedroom, as the largest room is just that -- a “room” and not a “bedroom” because it does not have a closet.

Can we go after the seller, the seller’s agent, or the appraiser for misrepresentation? If we decide to sell, we’d probably have to market it as a one-bedroom because a savvy buyer and/ or his agent may realize that this is actually a one-bedroom. Should we add a closet? We’d have to eat the costs, which is not fair since we paid the asking price based on the fact that it was a two-bedroom property?

Answer: Have you ever been in an historic home? Often they have bedrooms with no closets. Instead, each room has a tall piece of furniture called an armoire where residents can hang their clothes. Today, we often use armoires as combination dressers and TV centers.

A room does need a closet to be a bedroom. Instead, what’s generally required is a minimum square footage, a minimum height and a working window to provide natural light and ventilation. Typically the window sill for a bedroom in a new structure must be no more than 44 inches above the floor

so that residents have an emergency exit. For specifics, contact your local building inspector.

Why is it that you think you have a claim against the seller, broker or appraiser? Did they put a fake door in the room to create the illusion of a closet? Were you prohibited from seeing the room? Banned from having a buyer broker? Prohibited from getting an independent home inspector of your choice?

Do you not have any responsibility as a buyer?

Although some within the legal/industrial complex may disagree, the experience here is that most buyers and sellers, landlords and tenants act fairly and want to be treated fairly.

When you have a situation which seems so outsized that it seemingly requires an instant trip to the Supreme Court, your first step should be to get more information, to better understand the problem. Most likely you’ll save a lot of legal fees. And personal anguish.

State announces first REV Act tax credit to Decatur manufacturer The state on Tuesday announced the award of the first electric vehicle manufacturing-targeted tax incentives made possible by a law signed by Gov. JB Pritzker last year.

The incentives come from the Reimagining Electric Vehicles Act, which passed nearly unanimously and became law in November, and will provide an estimated $2.2 million in value to T/CCI Manufacturing in Decatur.

The REV Act passed two months after the Climate and Equitable Jobs Act which incentivizes EV adoption, driving Pritzker’s vision to make Illinois “the best place in North America to drive and manufacture an electric vehicle.”

T/CCI’s Decatur plant currently manufactures compressors for gasoline-powered cars. The company plans to retool the Decatur facility to produce compressors for EVs with an estimated $20 million investment. Currently, T/CCI makes EV compressors, a part which cools batteries and powers car air conditioning systems, in China and India.

Pritzker and local lawmakers said the manufacturing of EV parts domestically is necessary to work around supply chain issues.

“Thanks to the REV Act, Illinois beat out international competition to bring this deal home,” Pritzker said. “That means new jobs and jobs that would have gone overseas are staying right here.”

T/CCI’s transition will create 50 new jobs, while 103 existing jobs are expected to be retained.

The REV Act’s incentives are targeted to the manufacturers of EVs and their parts, such as compressors. The companies receiving the breaks can receive a state income tax credit of 75 percent or 100 percent of payroll taxes withheld from each new employee and 25 percent or 50 percent for current employees. The law also provides a 10 percent credit for training expenses.

The governor’s office tied the Tuesday announcement to a previously announced plan to provide $15.3 million in state infrastructure funding to Richland Community College and $6 million to the city of Decatur to create an “EV cluster” that includes a training, research and innovation facility in partnership with T/CCI. “We know that when companies are looking where to locate, talent is what’s most important and we want to make sure that when electric vehicle companies are looking to Illinois to either

expand or locate a new venture, they should know you won’t find a harder working more qualified workforce,” Department of Commerce and Economic Opportunity director Sylvia Garcia said at a news conference Tuesday.

The infrastructure money would go toward a climatic simulation center on T/CCI’s Decatur campus which will allow the testing of new EVrelated technologies in extreme environments.

“T/CCI is recognized in the industry as a leader in compressor technology, already having developed a largest range of EV compressors in the market,” Richard Demirjian, TCCI’s president, said in a news release. “We’re excited to use our expertise in innovation and component manufacturing to advance Illinois’ position and create a successful partnership that drives longlasting economic growth.”

Richland and T/CCI are also working in partnership with the University of Illinois Grainger College of Engineering and Northern Illinois University on a training academy that will focus on EV advanced engineering, software technology and accredited apprenticeship programs.

A public-private partnership model, the climatic center will be open to businesses and researchers looking to expedite adoption of new EV technologies, according to the governor’s office.

“Together we are establishing a new model for Illinois that sets the stage for how education, research and industry work together to cohesively advance us faster, invest in our people and grow our economy,” Richland Community College President Cris Valdez said. “This state-of-theart facility will provide world class training in electrification, a registered apprenticeship program, along with immersive industry partnerships and testing available to the electric vehicle industry.”

Pritzker said the community college partnership is one he would like to emulate in communities across the state, pointing to a partnership between the EV manufacturer Rivian and Heartland Community College in Normal.
