News to Know: The Most Popular Veterans Benefits Don’t Expire While some people may think that the veterans benefits they have earned from military service could evaporate or disappear, this is inaccurate. The most popular veteran benefits have no expiration date. You can apply at any point and are not timebound.

The three most popular veterans benefits are: disability compensation, home loan guaranty and education/G.I. Bill.

For these benefits, there are important dates to remember.

If you miss those dates, you may be inconvenienced, but these benefits are still available, providing you qualify.

Disability compensation is a tax-free monthly payment based on an injury or disability that occurred during service. A Veteran completes an application, referred to as a claim. Accompanying this claim is information about their service and medical conditions. The Department of Veterans Affairs (VA) evaluates the claim and grants or denies benefits.

A disability compensation claim can be filed as early as 180 days prior to completion of active duty and throughout the remainder of a Veteran’s life. In short, there is no expiration date for disability compensation.

Many Veterans file multiple claims throughout their lives as new conditions are identified or previously identified conditions worsen. This is called a claim for an increase. There is no limit on how often this can be done.

There are two important dates to keep in mind relative to disability compensation. The first concerns the Intent to File. In advance of actually applying for disability compensation, you can complete an Intent to File form. This tells the VA you will file in the next year and preserves the effective day (i.e., the date on which benefits will begin).

For example, a Veteran completes an Intent to File form establishing February 1, 2024, as his/her effective date. After collecting all the needed information and forms, benefits are granted on December 1, 2024. The first payment would include

a retroactive payment reflecting the intent to file date of February 1.

You can get assistance with your VA claim for no cost from an accredited representative like your county veterans service officer, or an accredited veterans service organization, such as the American Legion, Disabled American Veterans, or the VFW. Home Loan Guaranty allows Veterans to purchase a home with no money down. This is a tremendous advantage over our civilian counterparts, who must save for a down payment prior to purchasing a home. Subject to restrictions, this can even be used to purchase a mobile home or farm residence.

There is no time restriction on this benefit. It can be used repeatedly by Veterans as they move and purchase new homes.

Education/G.I. Bill benefits are significant for veterans. Serve for three years and you can earn four years of free college. It can also be used for high-tech apprenticeships, advanced Science, Technology, Engineering, and Math training, and credentials and certificates.

In 2017, a new law, often known as the Forever G.I. Bill, was introduced. If your service ended on or after January 1, 2013, this benefit will never expire.

If your service ended prior to January 1, 2013, you still could qualify for the Post 9/11 G.I. Bill or the Montgomery G.I. Bill for active duty or reservists. Each of these has an expiration date, so check those dates carefully at VA.gov.

Veterans benefits are an important part of the rewards for military service and you can apply at VA.gov. The best time to learn about your benefits is well before applying for them. But remember, it’s never too late to start, and some of the most popular veterans benefits never expire.

Get Off The Porch

by Janice R Newman Do you know your neighbors? Do you spend time with your neighbors to get to know them?

A 2018 Pew Research Center survey concluded that 57% of Americans know some neighbors and a quarter know most. However, knowing a person’s name or waving from the porch does not constitute “knowing your neighbor”. A majority of people never engage socially with their neighbors beyond that wave. People are less likely to know and be social with their neighbors than 20, 30, 40, or 50 years ago. It’s not uncommon for people to complain about issues in their neighborhood or advocate for improvement, but they are not actively engaged with the people closest to their home: their neighbors.

This past weekend, my block had our first annual block party. The purpose was to bring our block together, get us off the porch, and get to know each other. Unfortunately, with a block full of houses, we had approximately four houses participate. Four!!! I wondered why.

There are several reasons for low neighbor engagement such as lack of trust, busy lives, social barriers, and changing social norms.

Lack of Trust: People have fear, anxiety, and lack of trust in developing relationships with the stranger next door. People generally have lower levels of trust with non-familial people.

There is a fear of your life being vulnerable to strangers. The news reports stories of mistrust with government officials, professionals, the work environment, and society. However, knowing your neighbors should build trust.

Neighbors should look out for each other, help each other in need, and join in keeping their neighborhood safe.

Too Busy: People are too busy to find time to get to know their neighbors. Generally, we are so busy with work, kids, family, friends, social activities, etc. that there is no time to mingle with neighbors. The simple wave from the porch is all that’s done. We acknowledge the neighbors, then quickly go inside. However,

it’s necessary to find time to build a community by getting to know people. Block parties are great social functions to meet people, exchange stories, and share a meal. (Thank you to Greg, my wonderful neighbor, for sharing a great meal he barbecued with my family at the block party.)

Social Barriers: People are hesitant to engage others because of the lack of accepting diversity and different cultures. The lack of understanding of other cultures hinders people from being open to meeting their neighbors and being acquainted with them. Biases, fears, and avoidance prevail in neighborhoods instead of love and acceptance. Jesus said in Matthew 22:39 (MEV) “And the second is like unto it, Thou shalt love thy neighbor as thyself”. You can’t love thy neighbor if you don’t want to get to know and love them.

Changing Social Norms: Times are changing drastically. Thirty to forty years ago, cell phones, television, and home computers were not utilized as much as we use them today. Most activities or socializing were in person. Children interacted with other children who lived nearby and generally with only children of parents who knew their parents. Today, we can engage with worldly people in a matter of seconds but struggle with the person next door. Modern technology and changing social norms have moved people from in-person to behind closed doors. However, inperson engagement brings a human touch to distant loneliness and isolation.

It’s important to connect with your neighbors to create bonds by building trust, making time in our busy lives, breaking social barriers, and challenging social norms. Block parties, planning to get together, and actively engaging in person can unite people with a human touch that the digital society lacks. Therefore, get off the porch and get to know your neighbors by creating friendships, enriching others’ lives, and enhancing safety. Y? Why Not! Like us on Facebook and YouTube.

Losing a spouse is one of the most painful experiences anyone can have. Unfortunately, widows and widowers have to deal with more than just the emotional trauma — they also must consider a range of financial issues.

If you’ve recently been widowed, what financial moves should you consider?

For starters, don’t rush into any major decisions. If you’re still in the grieving process, you are unlikely to be in the best shape to make significant choices affecting your finances and your life.

But once you feel ready to look at your situation objectively and make appropriate choices, consider the following steps: • Review your finances. Look at your entire financial picture — your assets, investments, debts and income. If you and your spouse had communicated well about your finances, and you shared decisions, you hopefully won’t encounter any big surprises. But if your spouse was the partner who mostly handled financial matters, you may need to get up to speed quickly on what you have and what you owe. And if your spouse had provided a large amount of your household income, you will also need to determine what changes you may need to make to your lifestyle.

• Address insurance issues. If you will receive a death benefit from your spouse’s insurance policy, what will you do with the money? It may prove helpful in funding your own retirement or meeting other financial goals. But you’ll also want to be clear about what other beneficiaries, such as your children, might receive. And while you’re looking at insurance, you also might want to look at your own policies — do you need to change beneficiaries?

• Review your Social Security options. If you are at least 60 and you were married at least nine months, you may be entitled to Social Security

survivor benefits. (If you remarry before age 60, you typically cannot receive survivor benefits, but you can reinstate them if this subsequent marriage ends.)

The amount of your survivor’s benefits depends on your age and the age of your deceased spouse. You can’t claim your deceased spouse’s benefits along with your own retirement benefits, so if you qualify for survivor and retirement benefits, you’ll receive the larger amount. Depending on your situation, you might come out ahead by delaying your retirement benefits, giving them the chance to grow, while you accept survivor benefits. For more details on receiving Social Security benefits, visit the Social Security Administration’s website at www.ssa.gov.

• Review your estate plans. The death of a spouse can certainly affect your family’s estate plans. So, it’s a good idea to review these plans to see what changes, if any, need to be made. When conducting this review, you’ll benefit from working with an estate-planning professional.

Finally, keep in mind that you don’t have to go it alone during this difficult time. If you’re already working with a financial professional, they can help. If you aren’t currently working with one, now might be the time to start. By looking at your finances and your family situation holistically, a financial professional can provide guidance that can help ease the stress you are naturally feeling. Few events are as sad as losing a spouse. But when you feel ready, start taking the steps necessary to continue forward on your life’s journey.

Lt. Gov. Crouch, IHCDA launch crowdfunding campaign for Fresh Starts Food Truck VALPARAISO, Ind. (June 7, 2024) – Justiceimpacted individuals in Lake and Porter counties will soon have access to second-chance employment and community involvement if this crowdfunding campaign reaches its goal of raising $30,000 by Aug. 6, 2024. If successful, the project led by the Community Change Center will receive a matching grant as part of the Indiana Housing and Community Development Authority’s (IHCDA) CreatINg Places program.

Funds from this campaign will be used to purchase and update a food truck, which will be solely run by formerly incarcerated individuals and will operate primarily outside the Porter County Jail and other justice-oriented buildings.

“The vision for this unique food truck has tremendous upside for individuals reentering the community, employees of the justice system and the Region generally,” said Lt. Gov. Suzanne Crouch, Indiana’s Secretary of Agriculture and Rural Development. “The CreatINg Places program is powered by individuals seeking innovative solutions to challenges in their communities, and this campaign is a great example of that innovative spirit.”

In addition to providing these individuals opportunities for gainful employment, the food truck will foster positive interactions between employees and corrections staff and allow the

Community Change Center to expand its reach.

“The Fresh Starts Food Truck will reduce recidivism and stigma surrounding the justiceinvolved population by providing supportive employment to those returning to the community after incarceration,” said Sam Burgett, Founder of the Community Change Center. “The food truck will help foster relationships between the formerly-incarcerated population and those working within the justice system, as the truck will primarily serve meals outside the Porter County Jail, the courthouse and administrative building and in other areas frequented by those working within corrections. We look forward to fostering such positive feelings and relationships in our community.”

Since the CreatINg Places program began in 2016, projects have raised more than $10.9 million in public funds and an additional $9.1 million in matching IHCDA funds. The program is available to projects located in Indiana communities. Non-profit entities (with 501c3 or 501c4 status) and local units of government are eligible to apply. Eligible projects must have a minimum total development cost of $10,000, where the recipient will receive $5,000 in IHCDA matching funds should it successfully raise $5,000 through Patronicity. IHCDA will provide matching grant funds up to $50,000 per project.

RICHARD ZEKVELD God is not referred to once in the entire book of Esther in the Bible. In fact, when you’re in the middle of the story, it looks like a chaotic jumble of sinful desires, stupid decrees, wicked plots, competing agendas, and abuses of power. The kind of thing we once called a soap opera for daytime television.

In his commentary on Esther, David Strain brings us back to March 14, 2008. On that day, Alabama was playing Mississippi State in the Georgia Dome in Atlanta. Alabama was losing by three points with seconds left in the game.

At that moment, Mykal Riley launched a 28-foot shot. The horn sounded as the ball sailed toward the hoop. It bounced around on the rim, looked like it would bounce out, then slid through the hoop. Tie game! The game went into overtime.

Mykal Riley’s shot was newsworthy. But what made it history was what happened next. Minutes in overtime, a tornado roared through downtown Atlanta and over the Georgia dome and the 15,000 people inside, watching the game. Had Mykal Riley not tied the game, thousands of people would have been leaving the stadium when the tornado roared through, likely killing and injuring many.

But there’s more to the story. When Mykal Riley was a child, his aunt was murdered. Mykal’s grandmother used the life insurance money to build him a basketball court, where he developed his love and skill for the game.

From our perspective, life often looks like a chaotic jumble of disconnected, random and often tragic events. What we don’t often see is the hand of God coordinating them all for his unseen purposes. He is the One who “works all things according to the counsel of his will” (Ephesians 1:11b, ESV).

Time running out to net and protect young plants from cicada-related damage

By DILPREET RAJU - Capitol News Illinois draju@capitolnewsillinois.com While Illinois’ dual emergence of periodical cicada broods is harmless to people and animals, young trees may sustain serious damage if not protected by mid-June, experts at The Morton Arboretum said.

This is the first co-emergence of these two broods since 1803, researcher Katie Dana from the Illinois Natural History Survey told Capitol News Illinois, making it a truly once-in-a-lifetime event. Although each brood will appear in 2037 and 2041, respectively, the 221-year-long cycle means the next time both broods emerge at the same time will happen in 2245.

public’s help to photograph and record the 13- and 17-yearold cicadas they see with ecology apps such as iNaturalist or Cicada Safari.

Dana said she is “trying to engage with citizen scientists” to help track the broods.

“If you look back at like 2011 or 2007, when these broods last emerged, there (are) a lot of gaps in the mapping,” she said. “Because it is really hard to get on the ground across the huge range that these broods are going to be out.”

Biden-Harris Administration Announces $725 Million from President Biden’s Investing in America Agenda to Clean Up Legacy Pollution VALPARAISO, Ind. (June 7, 2024) – Justice-impacted individuals in Lake and Porter counties will soon have access to second-chance employment and community involvement if this crowdfunding campaign reaches its goal of raising $30,000 by Aug. 6, 2024. If successful, the project led by the Community Change Center will receive a matching grant as part of the Indiana Housing and Community Development Authority’s (IHCDA) CreatINg Places program.

Funds from this campaign will be used to purchase and update a food truck, which will be solely run by formerly incarcerated individuals and will operate primarily outside the Porter County Jail and other justice-oriented buildings.

“The vision for this unique food truck has tremendous upside for individuals reentering the community, employees of the justice system and the Region generally,” said Lt. Gov. Suzanne Crouch, Indiana’s Secretary of Agriculture and Rural Development. “The CreatINg Places program is powered by individuals seeking innovative solutions to challenges in their communities, and this campaign is a great example of that innovative spirit.”

In addition to providing these individuals opportunities for gainful employment, the food truck will foster positive interactions between employees and corrections staff and allow the Community Change Center to expand its reach.

“The Fresh Starts Food Truck will reduce recidivism and stigma surrounding the justice-involved population by providing supportive employment to those returning to the community after incarceration,” said Sam Burgett, Founder of the Community Change Center. “The food truck will help foster relationships between the formerly-incarcerated population and those working within the justice system, as the truck will primarily serve meals outside the Porter County Jail, the courthouse and administrative building and in other areas frequented by those working within corrections.

We look forward to fostering such positive feelings and relationships in our community.”

Since the CreatINg Places program began in 2016, projects have raised more than $10.9 million in public funds and an additional $9.1 million in matching IHCDA funds.

The program is available to projects located in Indiana communities. Non-profit entities (with 501c3 or 501c4 status) and local units of government are eligible to apply.

Eligible projects must have a minimum total development cost of $10,000, where the recipient will receive $5,000 in IHCDA matching funds should it successfully raise $5,000 through Patronicity. IHCDA will provide matching grant funds up to $50,000 per project.

My Letter to the CEO of a Hospital WOODROW WILCOX On June 7, 2024, I wrote a letter to the CEO of a hospital to tell him how bad and uninformed the people in the hospital’s patient billing department were. With some editing to protect our client’s privacy, here is the letter that I sent to the hospital president and CEO. I wasted time yesterday and today with your patient billing people giving me bad information in response to a simple question.

Here is that question.

What address should I use to send to an appropriate person or department at your hospital to explain that Medicare never sent claim information to the secondary insurer for one of your patients who is our client and to request that you send both the original billing information and the Medicare EOB information that you have for the claim directly to the secondary insurer? Also, I’ll send the correct address to get that done.

Because no one that I contacted in the patient billing department of your hospital knows how to answer that question, my time has been wasted by being misdirected to a billing office in Cary, NC and an office somewhere else.

Why don’t your patient billing people know how to respond to this request? The Medicare system relies on a network of emails and satellite services. When the message is broken by sun spots, lightning,

or other causes, information is lost. This happens hundreds of times each day. Why not be prepared to fix the problem in order to be paid more quickly?

In this case, the patient is [our client] with [this account information and this date of service].

Medicare never sent any claim information to the secondary insurer for this. This problem was caused by Medicare and not the patient or the patient’s secondary insurer.

To fix this problem so that your firm can be paid properly and promptly, send both the original billing information and the Medicare EOB directly to this address.

The help that I gave the client was FREE OF CHARGE. This insurance agency helps all our clients with such Medicare related medical bills at no charge to demonstrate that we really do care for our clients. If your insurance agent or agency does not give this high level of customer service, shouldn’t you switch to an insurance firm that does?

Sims launches summer reading program

$6.9 mil awarded to 22 IL communities for urban forestry

CHICAGO – To emphasize the importance of learning throughout the summer, State Senator Elgie R. Sims, Jr. is hosting a Summer Book Club to encourage students to read and continue their studies during the summer vacation.

“Becoming a stronger reader will benefit kids in school and in life for years to come,” said Sims (D-Chicago). “Keeping young minds active during summer break can help maintain critical literacy skills when school isn’t in session.”

(June 10, 2024)— The Morton Arboretum today announced the selection of 22 urban forestry projects in priority communities throughout Illinois that will receive a portion of nearly $6.9 million in federal Inflation Reduction Act (IRA) funding through the U.S. Department of Agriculture Forest Service, under the direction of the Illinois Department of Natural Resources (IDNR).

Arboretum President and CEO Jill Koski reported that the organization received 61 applications requesting more than $14 million from communities that meet federal guidelines as disadvantaged areas. The Arboretum’s Chicago Region Trees Initiative (CRTI) is administering the grants on behalf of IDNR and providing technical assistance to awarded communities.

“The Morton Arboretum is pleased to award this essential funding and provide ongoing support services that will address some of the many inequities communities have faced related to green infrastructure,” Koski said. “The large number of applications clearly demonstrates the need and desire for resources and capacity to plant and care for trees for the many benefits they provide to communities and people.”

Research by the Arboretum’s scientists and others revealed that properly placed, diverse trees that are well cared for can cool temperatures in built environments, sustain biodiverse ecosystems, reduce flooding and help clean the air, among other benefits.

Awarded communities throughout the state will collectively plant and care for more than 1,800 trees, prune more than 500 trees in need of maintenance, remove nearly 300 dead or highrisk trees, establish one new community fruit orchard and clear 30 acres of woody invasive species. Some projects will include education and resident outreach in multiple languages.

“As the recipient of unprecedented U.S. Forest Service Inflation Reduction Act funds, IDNR is thrilled to see these resources extended to Illinois communities,” said IDNR Director Natalie Phelps Finnie. “We are excited and eager to see the massive urban and community forestry gains that will be made in underserved and disadvantaged areas of Illinois.”

Among the awards are $3 million for the City of Chicago and $1.5 million for the Chicago Park District for separate projects that will involve significant community engagement and job creation for initiatives including the development of Urban Forestry Management Plans and a 100% inventory of the city’s trees.

The park district will also be planting 200 trees in priority areas with the greatest need.

“We know that in large cities like Chicago, we often overlook the benefits of green space despite these natural resources being the best ally we have in the fight to address climate change,” said Chicago Mayor Brandon Johnson. “We are proud that through Our Roots Chicago, we are making strides in raising awareness and educating residents on the benefits of our urban tree canopy, which is a pillar of my administration’s commitment to equity, sustainability and improving healthcare outcomes. As a city, we are grateful for this additional support from the federal government to complete the public tree count and invest in community building through our tree planting and maintenance initiatives.”

Other communities throughout the state that received awards include the City of Effingham, which will receive $50,000 to complete a 100% inventory of the city’s trees, develop an Urban Forestry Management Plan, and remove dead trees and plant new ones in disadvantaged areas. The Town of Normal was awarded $25,000 to prune and plant trees and remove dead or hazardous trees in disadvantaged areas. The City of Peoria will use $50,000 to remove dead or hazardous trees and plant 117 new trees in disadvantaged areas and provide green infrastructure workshops. A complete list of awarded communities is available on the Arboretum’s website.

Applications for $7.9 million in additional U.S. Forest Service IRA funding awarded to the Arboretum are now open on the Arboretum’s Tree Equity Grants for Disadvantaged Communities webpage for projects that will enhance forestry in disadvantaged areas of communities. These grants will provide funding assistance to nonprofits, government entities and other eligible groups.

Grants for community-based organizations in the City of Chicago for urban forestry work will be announced in the coming months.

Real Estate Questions & Answers CATHY & JIM HIGGINS Question: We’ve signed an agreement of sale with a new home builder, put $40,000 down and are soon going to have the new house ready.

The problem? We have not sold our existing home. We can’t afford both mortgages and do not qualify for both anyway. How to get our deposit back or what we can do? Our new home builder is aware of our situation and said they will be sending an appraiser over to our house to see if they can do anything for us.

What do you think they might do? They are being very vague and we are very stressed.

Answer: The goal of a home builder is to sell new homes. Unless there’s a contractual obligation to the contrary, it is not the builder’s job to sell your existing home, buy it or fix it up.

Most likely you have bought a new home using a sale agreement written by attorneys who work for, ta da, the builder. You can bet that every term and clause favors the homebuilder, thus the odds of getting back

your deposit are pretty low.

What can you do? Selling the first property is the plain solution, but if that’s not possible then would it make sense to rent it? Would it make okay to stay in the existing home and then rent the new one? The problem with this approach is that you likely applied for and obtained financing as an owner-occupant and not an investor.

Having an attorney review the new home sale agreement to see if there are any grounds for the return of your deposit. For instance, what if you no longer qualify for financing?

How about a partial settlement where you give up some -- but not all -- of the deposit?

The local host families and exchange students are participating in the SHARE! High School Exchange Program, a non-profit educational foundation that brings people of different cultures together to live as a family, so they can learn about each other first hand.

“There are still about 110 students from around the world, awaiting placement with a host family,” stated Yvette Coffman, the SHARE! Director. “If anyone has thought about hosting, now is an excellent time to start.

We have a group of great students, and hope to match all students with host families as soon

as possible, so they have time to communicate before the students arrive to begin school,” added Coffman. The exchange students, all between the ages of 15 and 18 years, will live with host families and attend local high schools.

They are carefully selected, speak English, have their own health insurance and spending money. Host families provide a bed and meals for their exchange student, as well as friendship, understanding, and a genuine desire to share the American way of life. All types of families are eligible to host: those with small children or teens, “empty nest” families or those with no children, retired couples, and single-parent families.
