Hard Rock Casino Northern Indiana Donates $25K to Salvation Army of Lake County Gary, IN (May 4, 2023) Today, Hard Rock Casino Northern Indiana donated $25,000 to the Salvation Army of Lake County Indiana. At a special ceremony, Matt Schuffert, President of Hard Rock Casino Northern Indiana presented Captain Amanda Keene, Corps Officer in charge of the Gary-Merrillville Community Center with an oversized check for $25,000. The funds will support programs and services provided by the community center including the Pathway of Hope initiative that helps recipients build a future by connecting them to additional support services such as job training, housing options, health services, childcare and education.

According to Schuffert, “Hard Rock Casino Northern Indiana is proud to partner with The Salvation Army of Lake County. They make a huge impact to the community, and we want to see that continue.”

“We are truly blessed to be receiving these funds today,” said Captain Keene. “We are especially grateful for a partner that has been helping us year after year.”

The Gary-Merrillville Corps Community Center provides rent, utilities and food assistance to those who are at risk of homelessness and hunger. The center also provides summer and after-school programs for local children, youth activities, as well as support services for women and seniors.

Medicaid renewals resume for first time since beginning of COVID-19 pandemic

By JERRY NOWICKI Capitol News Illinois jnowicki@capitolnewsillinois.com SPRINGFIELD – Medicaid recipients in Illinois should be on the lookout for correspondence from the state regarding their coverage as the normal renewal process resumes for the first time in three years.

Medicaid is a health insurance program for low-income and disabled people that is jointly funded by the federal government and the states. Throughout the pandemic, people who were enrolled in Medicaid did not have to go through the normal process of reapplying every 12 months to determine whether they were eligible, even if there were changes in their income or household that would normally make them ineligible.

That rule has ended due to a change approved by the federal government in its December spending plan. Redetermination letters will be sent to Illinois Medicaid recipients in waves over the next 12 months, with letters going out to the first group this week.

State officials are urging all Medicaid recipients to update their information within the Illinois Medicaid program to ensure their benefits are not wrongly ended due to the state being unable to contact them. Medicaid recipients can do so, and can check their enrollment status, by visiting abe.illinois.gov and clicking “Manage My Case” to set up an online account.

Recipients can also call 1-800-843-6154 or find more at Medicaid.illinois.gov, which includes answers to frequently asked questions and other resources.

In June, according to the governor’s office, approximately 113,600 cases in Illinois are up for renewal. Of those, 51 percent have been automatically renewed as a result of screening by the Department of Healthcare and Family Services, which administers Medicaid at the state level. Still, customers with June renewal dates are urged to watch for correspondence from the state to see if they have been renewed automatically or will need to take action by June 1.

Customers who do not respond or who are no longer eligible will lose Medicaid coverage a month after their due date, the administration said in a news release. Those losing eligibility will be notified and will receive information about enrolling in alternative coverage.

DHFS said that Illinois’ Medicaid enrollment grew by about 1 million enrollees during the COVID-19 pandemic, to 3.9 million.

But the state also received an additional $3 billion in federal funding through the enhanced matching rate.

The U.S. Department of Health and Human Services estimated that about 9.5 percent of Medicaid enrollees nationwide, or 8.2 million people, could lose coverage because they are no longer eligible. Another 7.9 percent, or 6.8 million people, could lose coverage despite still being eligible due to issues with the application process.

That would translate to roughly 700,000 people in Illinois. In February, IDHFS said in a news release the department believed it could mitigate the impact to result in roughly 384,000 losing coverage, acknowledging “nobody knows for sure” how many individuals would be affected.

“Illinois has taken a proactive, multi-faceted approach to try to make sure that everyone who is eligible for Medicaid can continue coverage through the program without disruption,” IDHFS Director Theresa Eagleson said in a statement Monday.

“Medicaid customers have not had to renew coverage in over three years, and we have engaged in many levels of outreach to prepare people for when their renewal date comes up. We believe these efforts will have a significant impact in preserving coverage.”

The department has been building up staff and has conducted a multi-platform outreach campaign called “Ready to Renew” to ensure recipients are prepared for their renewals. The state is also collaborating with community health centers and local organizations to publicize the restarting of renewals.

The governor’s COVID-19 disaster declaration, which has been ongoing in 30-day increments since March 2020, expires on May 11. That will coincide with the conclusion of the federal government’s disaster declaration.

Are you protected from disability risk?

SUBMITTED BY PATRICK ZAMKIN Like many people, you may try to stay healthy by exercising regularly, following a good diet and avoiding dangerous activities.

But as we all know, life is unpredictable, and despite your best efforts, you may encounter an injury or illness that can leave you unable to work for several months — or longer. If this happened, would you have difficulty paying your bills? Or would you be forced to dip into investments meant to help you achieve long-term goals, such as a comfortable retirement?

To help prevent these outcomes, you may want to protect yourself against the possibility of a disability. One good move is to build an emergency fund containing up to six months’ worth of living expenses, with the money kept in a liquid account. Even if you never need this fund for a disability, it’s hardly a wasted effort, because you could use the funds for other unexpected costs, such as a major repair to your home or car.

But to feel truly prepared for a disability that could threaten your financial situation, you may also need to consider disability insurance. If you work for a mid-size or large company, your employer may offer group coverage as an employee benefit. This coverage can be valuable, but it may not be sufficient. For one thing, many employersponsored disability policies won’t fully replace your lost income. Also, some group policies may make you wait longer than you’d like before your benefits kick in. And these policies aren’t always “portable,” either — if you leave your job, you might also be leaving behind your disability plan.

For these reasons, you may want to consider purchasing a long-term disability insurance policy. However, the features of these policies vary greatly, so you’ll want to be diligent in choosing the policy that’s right for you.

What are the key features to compare among policies? For openers, look at the type of policy — is it noncancelable or guaranteed renewable? With a noncancelable policy, the terms and premiums can’t be changed, but a guaranteed renewable policy can increase premiums.

Here are some other features to consider: • Coverage amount – How much will you receive in benefits? You may be able to replace up to 100% of your after-tax income.

• Waiting period – How much time must pass from the onset of your disability until you start receiving benefits?

• Benefit duration – How long will you receive benefits? To protect against a longterm disability, you might want a policy that replaces income until your planned retirement age.

• Inflation coverage – How much will your benefits increase each year? Ideally, you’d like your benefits to keep pace with inflation and keep up with what you might receive from future salary increases or promotions.

• Definition of disability – If you choose an “Own Occupation” policy, you’ll receive benefits if you can’t work at the job you had when you became disabled.

With an “Any Occupation” policy, you’ll receive benefits if you can’t work at any job based on your qualifications.

Clearly, there’s much to consider when choosing a disability policy. You might want to consult with a financial professional, who can help you pick a policy that fits within your overall financial strategy. But don’t wait too long — you may never need to use this protection, but you might like having it available.

CLOSING DELAYS MIKE BUDER Waiting to close on a home can be a stressful time for buyers and sellers. The real estate closing process is a complex task requiring teamwork and the coordination of leaders, Realtors, title companies, municipalities, attorneys and of course buyers and sellers.

It can get a little hectic especially toward the end when everything has to come together for the closing. Normally, buyers and sellers don’t even realize all that is going on because of the things happening behind the scenes while they are busy with their own preparations like the moving process, changing utilities, overnight and travel arrangements just to name a few. But closing dates are often set far in advance and sometimes need to be changed because of unforeseen circumstances that require more time. If this happens with enough notice, it may be inconvenient but usually can be dealt with. This is quite different when something comes up in the last minute that causes a delay. Lending requirements have become increasingly rigid in recent years, so many delays are caused by last minute requests from loan underwriters for additional or updated paperwork. Other times it can be circumstances that are outside the control of anyone. I remember one closing that was delayed because the lender who was located in North Dakota lost power in a December snowstorm and wasn’t able to get paperwork out to the title company. I remember because we closed one day later just in time for Christmas. Closing delays can add quite a bit to the stress level for both buyers and

sellers who are emotionally involved in the transaction. Buyers want to move in, sellers may get worried that the deal might fall through in the last minute, and these are just two of the many concerns buyers and sellers may have. A good Realtor, will be there for buyers and sellers to take the stress out of these situations. The most important thing in a delayed closing situation is to stay in contact with all parties involved and to keep the buyer/seller informed as to what is happening and why. Once it is apparent that the closing is not taking place on time, it is important to provide an approximate time line so that buyers and sellers can make appropriate adjustments to their plans.

Sometimes, they are also able to work out an agreement that s satisfactory to both parties. Dealing with closing delays will need to focus on two elements, one is clear away any obstacles that caused the delay and the second is to keep the frustration level to a minimum by keeping the lines of commutation open between all parties that way, when the closing is finally taking place, buyers and sellers will be able to enjoy the moment despite any last minute craziness.

JOSH BOOTSMA Have you ever forgotten to pay for something? What an awful feeling. From realizing the credit card payment was due yesterday to discovering that your child smuggled a ring pop out of the convenience store, it feels terrible to realize that we owe something and haven’t paid for it.

It feels bad because we know what justice looks like in our day-to-day financial obligations. When we make credit card purchases, we’re agreeing to pay our credit card bill. When we enter a store, we (and our children) are agreeing to pay for whatever we walk out with. We understand that we need to pay what we owe. This intuition comes from God, who is the ultimate standard for what is just.

But when it comes to our sinfulness, God helps us realize that we can’t pay what we owe. And we owe a lot.

Our careless words, our deep selfishness, our impure thoughts — all are debts against God and require payment, a payment we cannot provide. Instead, God sent Jesus to take our debt and pay it through his death on the cross — a payment that will never expire or be exhausted.

You might wake up one night remembering you still owe a debt to your bank, but you will never wake up and owe anything to God for your salvation. The 18th century hymn writer Augustus Toplady said it well: “Payment God cannot twice demand, first at my bleeding surety’s hand and then again at mine.” That “bleeding surety” is Jesus, and his payment has already been made in full — all you need to do is accept it.

The chorus of our lives, then, is this: “Jesus paid it all, all to Him I owe; sin had left a crimson stain, he washed it white as snow.”

If your character and values are positive, such as being honest, trustworthy, ethical, and empathetic, your customers are more likely to feel positive about your business and build a long-term relationship with you.

On the other hand, if your character lacks integrity, and you conduct business unethically, customers may become disenchanted and might take their business elsewhere.

Customers want to work with people they can trust, people they believe are honest and have a good reputation within the community.

Therefore, your character and values should be an essential part of any business strategy, goals you set, or in your personal life as they can impact the success of your business and relationships by attracting or repelling people.

Jesus states in Matthew 7:17-18 “Likewise, every good tree bears good fruit, and a bad tree bears bad fruit. A good tree cannot bear bad fruit, and a bad tree cannot bear good fruit.

This can apply to how a business or a person is viewed. Once an individual has interacted with you or a company, they formulate their belief in you and the business’s reputation and how they feel the company will treat them.

Your character and values play a significant role in shaping your reputation, as they are closely tied to how you conduct yourself in business and personal life. You create an impression on those around you. You need a strong reputation that attracts customers, relationships and builds loyalty.

Here are three ways that having the fruits of the spirit can benefit you in business,

Steger Client Messed His Medical Bills WOODROW WILCOX

On March 27, 2023, I learned how a client from Steger messed his own medical bills because he acted without consulting his insurance agent. The client might have to pay more money because he goofed up Medicare records.

The client bought a very good Medicare supplement policy through our agency. In fact, he bought the best kind of Medicare supplement policy – a Plan F which pays for any medical service that Medicare approves but does not pay entirely.

Then, he went online and bought a Medicare Advantage plan.

That automatically killed his wonderful Medicare supplement policy because Medicare stopped paying for medical services. Instead, the Medicare Advantage plan took the claims and started paying only a portion of medical bills. Under the Medicare Advantage plan, the client was required to pay co-pays, deductibles, and other fees when he got medical services.

In the Medicare system, Medicare Advantage plans cancel the flow of medical claims information to Medicare supplement plans. He wanted extra help with medical bills. Instead, he got less help because he

did not know what he was doing and he did not consult his insurance agent who works at our firm. If he had, our agent would have cautioned him not to buy a Medicare Advantage plan.

Because he bought a Medicare Advantage plan, his Medicare supplement plan will not be required to pay on any medical bills since he started the Medicare Advantage plan.

Here is a word of caution. Before you sign for any Medicare related medical insurance plan, consult an insurance agent near you. Medicare related insurance plans are complicated. They don’t all work the same way. The medications that you use or your health history can make different insurance plans treat you differently or cost more money. In this case, our client hurt himself financially. Don’t do the same to yourself.

Mark Anthony Carter, age 58, passed away Saturday, April 29, 2023, surrounded by his family in his home in South Holland, Illinois.

He was born on January 23, 1965 in Chicago, Illinois.

He was preceded in death by his father Cliff Williams and his mother Mae Carter. Mark was a serial entrepreneur, wearing many hats over the course of his long career, first as a Fundraiser, Consultant, Real Estate Investor, and much more. Mark was known not only for the incredible depth of knowledge he brought to any subject, any business, but also for the warmth of his personality, kindness, deep regard for others, and a radiant optimism.

Answer: I think you’re doing a terrible disservice to your friend, and I think you should also look at the real estate laws in your jurisdiction. They will no doubt say that without a real estate broker’s license you have no ability to sue for a real estate commission -- thus if you sell the property your friend is not obligated to pay you a dime.

Your friend may well be trying to help you, or may honestly think that you have a skill which would allow you to sell the property. But what do you know about

real estate contracts? Seller disclosures?

Complete Internet exposure? Fair housing requirements? Financing? Pricing? Seller contributions?

The list goes on, but the point is this: There’s a lot more to selling real estate than advertising. Without a broker’s license you do not have the right to collect a fee from another for the sale of a property.

Worse, you might sell the property for less than it’s worth or you may create unintended liabilities that cost your friend huge amounts of money.

Go no further with this until you have spoken with a local -- and licensed -- attorney.

Bill blocking libraries from state funding if they ban books clears General Assembly

By PETER HANCOCK Capitol News Illinois phancock@capitolnewsillinois.com SPRINGFIELD – A bill that would block libraries from receiving state grants if they ban books cleared the Illinois Senate Wednesday and will soon be sent to Gov. JB Pritzker, who is expected to sign it.

House Bill 2789 is an initiative of Secretary of State Alexi Giannoulias, whose office oversees the Illinois State Library and administers several grant programs for public and school libraries.

It would require that as a condition of qualifying for those grants, libraries adopt either a written policy prohibiting the practice of banning books or the American Library Association’s Library Bill of Rights, which includes a statement that “(m)aterials should not be proscribed or removed because of partisan or doctrinal disapproval.”

“This right-to-read legislation will help remove the pressure that librarians have had to endure from extremist groups like the Proud Boys who have targeted some of our libraries and their staff,” Giannoulias said during a news conference after the Senate vote. “This firstof-its-kind legislation is important because the concept of banning books contradicts the very essence of what our country stands for.”

In June 2022, the Community High School District 99 school board came under pressure to remove the book “Gender Queer” from its library shelves. According to a Chicago SunTimes article, that pressure came from a group of conservative parents as well as members of the far-right Proud Boys. The book, written and illustrated as a graphic novel, is a memoir about a nonbinary person grappling with issues of gender identity and sexuality as a teenager and young adult.

According to the American Library Association, “Gender Queer” was the most frequently challenged book in 2022, drawing 151 requests for its removal because of its focus on LGBTQ issues and allegedly explicit sexual content. All told in 2022, the ALA said it documented 1,269 demands for books and other resources to be removed from libraries, the largest number of attempted book bans since the organization began collecting data more than 20 years ago.

Senate Republicans, however, argued that the bill would put too much power in the hands of the ALA and that putting the group’s Library Bill of Rights into law would force local libraries to enact extreme policies.

For example, Sen. Sue Rezin, R-Morris, cited

a provision that said libraries that also provide exhibit spaces and meeting rooms to the public “should make such facilities available on an equitable basis, regardless of the beliefs or affiliations of individuals or groups requesting their use.”

“I think what I heard is, regarding the Bill of Rights here, that if a library does not make its public space available for anyone who wants to use it, including, say, a drag show, because of what the local officials of that library feel is not appropriate for the library, that library can now potentially lose their state funding,” she said.

Likewise, Sen. Steve McClure, R-Springfield, said that prohibiting libraries from banning books for any reason would mean they could not reject the donation of books from the public, including books that are purely hate speech or books offering directions on how to build a bomb.

“Anybody who thinks that makes sense, vote yes,” he said. “But if you have common sense, and if you want to stick up for our local communities to keep everyone safe, at the very least, this is an easy no vote.”

At his news conference, Giannoulias described those arguments as “ludicrous” and said the legislation does not deal with drag shows or dictate to librarians what materials they have to maintain.

“We’re not telling you what books to buy or not buy,” he said. “What we’re saying is, if a book is in circulation as determined by the libraries and the librarians, that book cannot be banned because a group of individuals don’t like or want that book in their library. That’s what the legislation is all about.”

Summer Griffith, director of Springfield’s public library, also spoke at the news conference and said that libraries have established policies governing what materials they put in their collections.

“We do not just get them because somebody dropped off a bunch of books. That’s not how we get books,” she said. “Our collection policy is, in fact, on our website so everyone can go look. It is confined by our budget. It’s confined by what is necessary and good for our community.”
