March Madness came to ECHO School on March 31st

ECHO School hosted its 2nd annual student vs South Holland Police Hot Shots Basketball Game. The student’s worked very hard for two months, practicing their basketball skills and the cheerleaders learned a new routine to showcase during halftime. The basketball team was coached by Kyle O’Bright and Megan Rasche and the cheerleaders were coached by Courtney Fleck. As always we like to thank the South Holland Police Officers for showing care and compassion towards our students and continuing to enhance our relationship within our school community. We continue to look forward to our next year’s rivalry game in Spring of 2023.

With selfcompassion, we’re actually acknowledging the reality that we all have challenges, we all suffer. Far from being self-indulgent, selfcompassion helps us realize the shared human experience we are all a part of. Tip #4: When you notice that you’re being hard on yourself, push yourself to say something kind to yourself To reverse patterns of self-criticism, we have to bring mindful awareness to this pattern. Once we do, the key step is going out of our way to bring kindness to ourselves. We can place a hand over the area of our heart, and tell ourselves the same kind words we would say to someone we loved who was going through something difficult.

Democrats in the General Assembly on Friday outlined community investment proposals that they say will be part of a broader crime reduction package that is still being negotiated as session enters its final week. The measures outlined by House and Senate Democrats stand in stark contrast to the toughon-crime sentence enhancements and mandatory minimums pushed for by Republicans. Instead, they focus on what the Democrats billed as longterm violence interruption programs. The lawmakers said they came from weeks of discussion with a public safety working group that included law enforcement groups and crime victims. Sen. Robert Peters, D-Chicago, said the investments outlined in the proposals are aimed at addressing a “30- to 40-year Groundhog Day-like history” of what he called the “failed tough-oncrime status quo.” “Fundamentally, I’m of the belief that I wish we did a lot yesterday and yesterday and before that and before that decades ago,” Peters said. But the goal now, he said, is to “turn the boat around,” from “a deep state of crisis.” Their proposals were largely appropriationsbased, requesting nearly $240 million in funding increases from the current fiscal year for intervention programs such as early childhood education and after school programs. But they also included a grant program for establishing anonymous tiplines across the state in an effort to help solve crimes, as well as a program aimed at expanding a witness protection program for those involved in bringing violent criminals to justice. Those programs, according to House Assistant Majority Leader Jehan Gordon-Booth, D-Peoria, would have the most immediate impact on crime reduction of the measures mentioned Friday at the Capitol news conference. “We have to be mindful that when we’re seeing crime and violence, oftentimes, the majority of the time in all of our communities, the crime is being perpetuated …(by) a small group of folks,” she said. “If we give law enforcement the tools to be able to solve the crimes, and we’re able to get these small group of folks off the streets, that produces a significant turnaround that we see in communities relatively quickly.” Gordon-Booth gave a personal example. In 2014 her 22-year-old son Derrick Booth Jr. was killed at a birthday party. A witness came forward to identify the killer, who Gordon-Booth said would still be at large without the testimony. “One of the pieces that gets left out of that conversation is, what does that individual have to go through in order to be a witness to a homicide?” she said. They have to witness the crime, but also be willing to be a part of a prosecution, she said. “They also have to go and take the stand in court and stand before that individual who they saw take someone else’s life,” she said. Gov. JB Pritzker proposed funding a Gang Violence Witness Protection Program with $20 million for the upcoming fiscal year. Peters has a bill, Senate Bill 4203, appropriating that amount while requesting another $1 million to fund grants to create anonymous hotlines across the state and fund cash rewards for tipsters. His amendment to House Bill 4736 would also rename the Gang Crime Witness Protection Act as the Violent Crime Witness Protection Act and it would expand it to be able to fund emergency relocation expenses, lost wage assistance, security deposits for rent and utilities and other relocation expenses. The financial assistance program would go online in January 2023, per the bill.

The plan would also create a crime reduction task force that would include lawmakers, law enforcement, legal and criminal justice professionals, crime victims and witnesses. The task force would meet four times to discuss violence prevention measures and report back to the governor and General Assembly by March 1, 2023. Democrats made clear the long-awaited package is still under negotiation in the General Assembly, particularly the funding components. As written, the funding increases proposed in Senate Bill 4202 include $598 million for early childhood education, an increase of $54.4 million from the current year, which is a number in line with the governor’s budget proposal. The Monetary Award Program providing financial aid to college students with financial aid would see $529 million in the bill, an increase of $50 million from the current year but less than the $601 million proposed by Pritzker. The Child Care Assistance Program would see $3 billion, an increase of $41.1 million; a Teen REACH After-School program would see $19.6 million, an increase of $5.1 million; a Redeploy Illinois Program focusing on incarcerated youths would see $14.3 million, an increase of $8 million; and other after school programming would see $45 million, an increase of $25 million. Other proposed expenditures include $7.7 million for the Parents Too Soon program that aids new and expecting teen parents, an increase of $850,000 from current year; and $10.8 million for the Healthy Families Illinois program that falls under the previous program, an increase of $850,000. The Democrats said the programs were identified because of their effectiveness, but the dollar amounts are subject to change. “They’re programs that we’re already funding, what we’re pushing to do is to increase funding of these programs because we know that they work,” Sen. Celina Villanueva, D-Chicago, said. Gordon-Booth also introduced an amendment to House Bill 1360, which would create a “co-responder” pilot program that sends social workers alongside officers of the police departments in East St. Louis, Peoria, Springfield and Waukegan. The social workers would look to address mental health issues. Republicans in recent months have been hitting Democrats on crime, including for passing a criminal justice reform in January 2021 known as the SAFE-T Act. While Republicans have referred to that law as the “defund the police” act, it did not take any action affecting law enforcement funding, although it did add requirements that departments adopt body cameras on a staggered timeline with the smallest departments being required to adopt them by 2025. The governor’s budget includes $10 million in grants to fund body cameras. In a news conference on Thursday, House Republican Leader Jim Durkin, of Western Springs, said the measure was a “de facto defunding of the police” that has been “catastrophic towards morale in police departments.” The SAFE-T Act eliminates cash bail beginning next year in favor of a system prioritizing the offender’s threat level over ability to pay. It’s to be defined in the courts. The act also changes useof-force guidelines for law enforcement, creates a new police certification system and expands detainee rights. Peters rejected Republican attacks on the SAFE-T Act after the news conference, noting several of the provisions most maligned by the GOP have not yet taken effect.

RICHARD ZEKVELD Sometimes we play Monopoly at my house. I usually lose. One of my children usually takes over the board and bankrupts the other players. Then she or he has bragging rights. But then it all goes back in the box. A preacher once used this as an illustration for life. It is a good one. As in Monopoly, we spend our waking hours and energies going round and round the board of life, sometimes winning, sometimes losing. Some get ahead and gain control of the board. Others do not. But in the end, for all of us, it all goes back in the box. And then we go back in the box. On his way to his cross, Jesus said to his disciples, “What will it profit a man if he gains the whole world and forfeits his soul? Or what shall a man give in return for his soul?” (Matthew 16:26, ESV). Two thousand years earlier, a man named Esau returned from a hunting trip, famished. His younger brother Jacob was cooking delicious stew. “Give me some of that stew!” Esau demanded. “I’ll make you a deal,” offered the conniving Jacob. “I’ll give you some stew in exchange for your legal status as firstborn son.” “Done!” said Esau and gobbled down the stew. Esau signed over the farm and his father’s blessing for a bowl of stew. When we put the treasures and pleasures of this world ahead of Christ, when we trample God’s commands and our consciences to get ahead or please others, when we abandon spiritual practices that help us trust and follow Jesus, we are trade our precious souls for the fleeting pleasures of this life. Soil and water conservation needed now Americans Eating more than ever More Meat, Cooking More at Home By GRANT HAMMER Executive Director, Association of Illinois Soil and Water Conservation Districts

As a resource conservationist, Tina’s day is full helping farmers invest in both a better harvest and a brighter future for our farmland. She’s up early to go across the county and meet a farmer who wants to make more environmentally friendly decisions on his land but isn’t quite sure how to do it. Tina advises him to start easy: Take a small piece of land, plant cover crops and tap into existing state and federal funding to help cover the costs of these proactive measures. If that works, the farmer can expand to cover more of his land with crops that grow in the off seasons – preventing soil erosion and literally saving nearby streams and community water systems from the results of growing nutrient loss. She then heads back to sit down with local planners concerned about the best ways to reduce stormwater impacts from a new residential development. Finally, there is a late stop at an afterschool program to talk about the important role that pollinators play in our environment. It’s clear the staff of Soil and Water Conservation Districts are helping drive many often small but critical decisions that, all added up, mean tremendous savings across our state. How does it make sense, then, to cut off the very funding provided last year at a time when Illinois is staking its claim as a worldwide leader on tackling climate change? It doesn’t, and we hope state legislators agree. Since the days of the devastating ecological disaster of the Dust Bowl in the Midwest in the 1930s, conservation staff have been the respected, effective boots on the ground building relationships, providing technical guidance, and ensuring project

funding helps support goals we all agree on: healthier soils, cleaner water, proper wildlife habitat. We know Illinois’ soil health and water quality challenges are significant and growing in concern. SWCDs have adapted to budget cuts over the past decade to do more with less, but we cannot risk undermining our collective interest in environmental and agricultural health by cutting back on the very advocates who help make it happen. Last year, Gov. JB Pritzker and the Legislature took an important step forward with a critical funding boost of $8 million after years of cuts, to $16 million annually. SWCDs welcomed the infusion by correcting dramatic staff reductions that cost all of us the capacity and institutional knowledge critical to stronger conservation practices. This year, though, that extra funding has been proposed to be eliminated. That’s why our organization is among a diverse group of advocates supporting Senate Bill 3471, to match Illinois’ ambitious soil health and conservation goals with the funding and strategy needed to reach them. The proposed Partners for Nutrient Loss Reduction Act, extending the Partners for Conservation Program, maintaining funding for the popular Fall Covers for Spring Savings Program, and supporting the ongoing Nutrient Loss Reduction Strategy all should work in partnership to help every landowner who shares our goals of investing in our land’s future. Tina, who represents hundreds of resource conservationists across Illinois, will be checking emails late at night, making sure each stop on tomorrow’s trek supports soil health and clean water. The Legislature should step up to maintain funding for SWCDs and show we are right there for them. Millennials vs Boomers

MIKE BUDER As I recently celebrated my 63rd birthday and my 41st year in real estate, I find myself amazed by the symbiotic chemistry of Boomers (like myself) and Millennials working together in the real estate industry. The generation that didn’t trust anyone over 30 is now over 50 (aka Boomers), many of us are over 60 and closing in on 70. We are confronted in the marketplace with those now under 30, the Millennials. So the Beatles sing “Paperback Writer”, a Millennial looks at me and asks, “What’s paperback?”…Baby Boomers were born after World War II, between 1946 and 1964. The next generation is called Generation X range from 1965 to 1984. Millennials, sometimes called Generation Y, have various dates attached to them. The parameters vary from 1980 to 1984 and from 1995 to 2004. Some critics believe that what each generation thinks of the other is neither politically correct nor even polite. You simply can’t believe everything you have read about these “opinions” for each group. The media often displays a lot of smoke and no fire. When they write what Millennials think of Boomers you will read Boomers are eating up social security assets and they are working longer, refusing to get out of the way of enterprising Millennials as they try to move up the corporate ladder. Then you read what Boomers think of Millennials. They are selfabsorbed, as they post their entire lives online while parents say, “It’s dinnertime, could you please put your phone down and pass the butter?” In real estate, I have observed some competing strengths and weaknesses. Millennials have an almost innate ability with online technology, excelling at online marketing and software development, and many Boomers are intimidated by that. On the other hand, Boomers have in-depth experience working with multiple trends in entrepreneurship and marketing, they recognize patterns that escape the Millennials. Working in real estate, I see we have more similarities than differences. We are just different people and that is not determined solely by generation. Our priorities are different, but basically both groups have similar worries, goals and habits. Many millennials have chosen the entrepreneurial life and the idea of working remotely while traveling the world is their vision. Us Boomers with experience in the marketplace have faced many of these problems and learned from the experience. If we Boomers work hand-in-hand with new Millennial entrepreneurs, we can help steer them away from potential mistakes. This is a secular statement inspired by a Christian principle found in Proverbs 22:6 “Direct your children onto the right path and when they are older, they will not leave it.” There is a lot of hyperbole and spun rhetoric when agenda driven media talks about the conflict between the age groups. In real estate, my experience is, both will work together if given a chance. Baby Boomers have the steak and Millennials have the sizzle. By KAY SHIPMAN - FarmWeek Meat fortifies more Americans’ meals, which are now more frequently cooked and eaten at home, a new Food Marketing Institute (FMI) report revealed. A total of 98.5% of American households reported buying meat and nearly 3 in 4 Americans described themselves as meat eaters, according to the 17th annual Power of Meat study from FMI. The 2021 report examined the impact of the pandemic on shoppers’ habits and lifestyles. The Power of Meat offers an annual update of shopper habits regarding meat and poultry before they purchase, in the store and at home. Compared to pre-pandemic levels, sales of all meat by volume increased 3.9%. Volume sales of both fresh and prepared meats are higher compared with levels before the pandemic. Fresh meat sales are up 3.7% with prepared meat sales 4.3% higher. More people are cooking and eating their meals at home. While that 80% level is down slightly from the 88% peak in April 2020, the at-home trend remains strong. On average, Americans reported eating four home-cooked meals with meat each week. More than half, 57%, cook meat for four to seven dinners each week. Americans not only altered where they are eating, but they also changed how they shop. Now, 61% report shopping for meat online, compared to 39% in 2019. Of those online shoppers, 46% regularly shop online. While consumers are cooking more meat at home, they’re turning more to online sources for ideas and instruction, especially younger shoppers. About half said they regularly turn to websites, apps and social media for recipes and suggestions. Search engines, like Google, are the top tool for 72%, while 57% turn to YouTube. Among Generation Z and Millennials, about half use Pinterest, Instagram and TikTok for help with meat preparation and recipes. The generational differences are striking. For example, 53% of Generation Z report turning to TikTok compared to 4% of Baby Boomers. What is everyone searching online for? They look for ideas related to type of meat, specific cuts and specific cooking methods.

IL Senate Democrats introduce mostly temporary $1.8 billion tax relief proposal Democrats in the Illinois Senate on Friday announced a $1.8 billion package of mostly temporary tax relief proposals that they hope to include in the Fiscal Year 2023 budget as the legislative session enters its final week. The package is $800 million beyond the tax relief package proposed by Gov. JB Pritzker in his budget in February, although it includes many of the same tax reductions backed by the governor. The measures are contained in eight amendments to Senate Bill 1150. The measures include direct checks to Illinoisans, a 10-day stay on taxes on schools supplies and qualifying clothing, and a six-month stay on the grocery tax and a motor fuel tax increase, among others.

Lawmakers are scheduled to adjourn on April 8, with the budget being the main proposal that still needs to be wrapped up. It needs approval from both chambers of the General Assembly and the governor. Pritzker’s office said it will review the plan, while Republicans called it an election-year gimmick. Sen. Elgie Sims, D-Chicago, one of the lead budgeteers in the Senate, said the tax relief was made possible by unspecified “additional revenues” made available in the budget. “As we were going through the budgeting process, additional revenues had been made available,” he said. “And we we’ve looked at those revenues. We looked at the governor’s budget that was proposed in February, there was a billion dollars in tax relief that was planned there. So the tax relief that was planned, we’ve built on that, based on the new revenues which are available.” Sims said only that the revenues were “identified from all sources” based on “a rebounding economy.” Last month the Department of Revenue testified in committee that Illinois took in $4.6 billion more than expected in the current fiscal year that ends June 30, due largely to pandemic-related changes in consumer spending, although Pritzker included that revenue spike in his February budget plan. IDOR also warned that the ongoing war in Ukraine could have an impact on revenues for the remainder of the current fiscal year and next. And some of the current-year surplus was spent on $1.4 billion in debt reduction in a measure passed last week that also addressed debt in the Unemployment Insurance Trust Fund. The plan announced Friday would include one-time direct checks to Illinoisans. Those earning less than $250,000 in 2021 would receive a $100 check, while joint filers earning less than $500,000 would receive $200. Checks would include an extra $50 per dependent, up to three dependents. Lawmakers said the hope would be that the checks would be distributed by September, although they said the date was based on immediate taxpayer relief, not on the fact that an election is

upcoming in November. Taxpayers would not need to take action to receive the checks. Anyone who is eligible based on their 2021 return would be sent a check. Other programs include a six-month suspension on the state’s 1 percent grocery tax, as well as a six-month stay on the inflationary adjustment to the motor fuel tax. That equates to keeping the motor fuel tax at its current level rather than increasing it by 2-3 cents. Democrats are also proposing to increase the state Earned Income Tax Credit by a percentage point, raising it to 19 percent of the federal tax credit. The EITC is a credit available to low- and moderate-income households. It is a refundable credit, meaning those who qualify can receive a refund, even if the amount of the credit exceeds what they would otherwise owe in taxes. Another proposal would allow for a tax credit up to $300 for homeowners who earn less than $250,000 individually or $500,000 jointly. The credit would be 5 percent of property tax paid, up to $300. Another measure gets rid of the sales tax on school supplies from Aug. 5 to Aug. 14 this year. The tax moratorium would also apply to qualifying clothing and footwear items up to $125 per item. It would also give teachers a tax credit up to $300 beginning in tax year 2023, up from $250 the current tax year, for supplies purchased for their classrooms and a $500 credit for volunteer firefighters and EMS who held those positions for at least nine months in the tax year. The sponsors said those credits would be permanent. “We look forward to reviewing this proposal,” Pritzker’s spokesperson said in a statement. “Our conversations with members of the General Assembly in both chambers have been productive, and we will continue to focus on delivering fiscally responsible relief for working families.” Senate Minority Leader Dan McConchie, R-Hawthorn Woods, issued a statement criticizing the proposal’s temporary nature. “The Senate Democrats’ proposal appears to be just another election year stunt,” he said in a statement. “Under their plan, checks and relief will arrive right before the election and then will expire right after the election. This is not the real reform the people of this state want and need, and Illinoisans will see right through this disingenuous gimmick.”

To achieve most goals in life, you need some type of strategy. And that’s certainly true for your financial goals. Since you likely have multiple financial goals, you may need to pursue several different strategies – but they all should follow a similar process. What does this process entail? Here are the basic steps: Fully define each goal. Like most people, you probably have a goal of someday enjoying a comfortable retirement. But have you defined what “comfortable retirement” means to you? Do you plan to spend your retirement years traveling the world, or would you rather stay close to home to be with family members? Would you like to pursue your hobbies? Open a small business? Think carefully about what this goal looks like. Identify the costs. Once you’ve identified a retirement vision, you need to put a price tag on it. How much income will you require? You don’t have to identify a figure down to the penny, but you should be able to come up with a pretty good estimate. A surprising number of people never reach this point – more than three-fourths of pre-retirees haven’t calculated how much they’ll need once they retire, according to Four Pillars of the New Retirement, a study by Age Wave and Edward Jones. Invest appropriately for each goal. Your investment strategy should reflect your risk tolerance and your goals. So, for example, when you’re working toward a long-term goal, such as retirement, you’re essentially investing for growth, which means you’ll accept the level of risk that always accompanies a growth strategy. But when you’re investing for a shorter-term goal, such as taking an international vacation in a few years, you may be somewhat less concerned with maximum growth and more focused on making sure that a certain amount of money

is available when you need it. Consequently, you might follow an investment strategy with a lower degree of risk. Understand the potential trade-offs of your financial strategy. Each of your goals may have its own investment strategy, but you still need to look at your goals holistically. So, for instance, if you decide you need to ramp up your investing for your child’s education, will that affect your ability to put away the amounts you’ve designated for retirement? If so, do you have the flexibility to change your retirement plans somewhat, perhaps by working an extra year or so? Of course, this might not be necessary, but it does illustrate the potential impact one choice can have on another. Track your progress. It’s important to track the progress of your investments and investment strategies, but you’ll want to be careful about using market indexes as benchmarks. Your portfolio was designed for your risk tolerance and goals, so comparing it to an equity index (like the S&P 500) isn’t all that relevant, or helpful. Instead, measure your progress at least annually to determine if you’re on track to achieve the goals your strategy was designed to meet. When you review your progress, you may also want to determine if any changes in your family situation or your employment might affect your investment strategies. Medicare Upset the Family

On March 17, 2022, I reviewed a bill and wrote a letter about a bill of a client who had passed away. The family of the deceased was upset about repeatedly getting a bill and not knowing what to do about it. The problem was caused by Medicare’s slow updating of the client’s Medicare file when the client switched from one insurance company to another to save money with a lower bill from the new insurance company. We helped the client to shop for a better deal to save some money. To fix the problem, I sent a letter to the medical firm asking them to send the claim information to the correct insurance company. With some editing to protect the privacy of our client and her surviving family, here is the letter that I sent. Dear Representative, The daughter of our deceased client sent to me the bill that you sent to our client and asked me to assist in resolving the bill. I reviewed the facts. Here is the problem. Our client switched from one secondary insurer to another on 08/01/2021. Medicare failed to update her Medicare file in a timely manner. When you filed the claims for the services rendered to our client in September 2021, Medicare’s file on her still showed her as having a policy with the old secondary insurer. That policy ended on 07/31/2021. Medicare sent the claim to the old secondary insurer instead of the correct and current secondary insurer. Neither our client, nor her family, nor her correct secondary insurer, nor your firm caused this problem. Medicare caused this problem by its irresponsibly slow updating of the senior’s Medicare file. To fix this problem as fast as possible, please send both the original billing information and the Medicare EOB information about this claim directly to the correct secondary insurer at the following address. Thank you for cooperating. All the help that I gave the surviving family was FREE OF CHARGE. This insurance agency is proud of its reputation for “going the extra mile” to help our clients with Medicare related medical bills. If your insurance agent or agency does not give this high level of customer service, why not switch to one that does? This one does. The Wilderness One Perspective In reading a scripture passage recently, it was apparent that the word “wilderness” was used often. It was repeated enough it prompted the motivation to investigate; why is the word was being used? One comment uncovered specifically said “the wilderness is traditionally where God meets with His people, to bring them to Himself “. No one really wants to be in the wilderness we think; there are images of danger, fear, vulnerability, loneliness and weakness. It seems like a place where nature or predators can spot you, pick you up, and then chew and spit you out. But the detail about being in the wilderness so that God can “ bring them [us] to Himself ” pulls us in and prompts us to think about this. Who doesn’t want God picking them up and separating them, bringing them right to Himself so He has our attention? As if God is saying, “Hey! You! Front and center.” This implies God is trying to convey something important when we are brought to the

wilderness. However, most of us can attest to the fact that being in such a position in life, through trials we face, is never easy or comfortable. As we start our day, every day, perhaps it makes sense to get one-on-one time with God first through prayer and then by reading His word. We bring ourselves to Him first and stand front and center to meet with Him, before He feels the need to take us to some version of our personal wilderness to get us away from distractions and to get our attention. This is not meant to indicate we can manipulate God in anyway; if going to the wilderness is part of His will for us, nothing will change that. However, by cultivating a relationship with the Lord we build a personal relationship with Him that is based on prayer and communion with Him that is grounded in the words He left for us. We receive guidance, knowledge and wisdom and this will build and strengthen our faith when we do have to meet Him in the wilderness where we may experience new trials. - Sara
