Free Learning Opportunities Available and Volunteers Needed for the SSC Literacy Tutoring Program

South Suburban College (SSC) is seeking participants for the Adult Volunteer Literacy Tutoring Program. The program is structured to train volunteers to become one-on-one tutors for adults needing basic literacy skills. Instruction in basic literacy includes the development of phonetic reading skills, whole language experience, and effective communication skills. Residents can volunteer as tutors and encourage others to take advantage of this free professional development opportunity.

Once certified, SSC’s volunteer literacy tutors visit adult learners at locations in or near their neighborhoods. Tutoring is flexibly scheduled based on the availability of tutors, learners, and tutoring sites. The following locations have been established as tutoring sites: Acorn Public Library, Oak Forest; GlenwoodLynwood Library; Harvey Public Library; Phoenix Public Library; Calumet City Public Library; Grande Prairie Library, Hazel Crest; Homewood Public Library; South Holland Public Library; South Suburban College Main Campus Library, South Holland; South Suburban College Oak Forest Center Library, Oak Forest; Lansing Public Library; Dolton Public Library; Riverdale Public Library; Blue Island Public Library; Dixmoor Public Library; Tinley Park Public Library; Markham Public Library; Midlothian Public Library; and Thornton Public Library. Illiteracy can be debilitating for adults who have yet to receive

the proper instruction. Adults who cannot read experience difficulty completing many daily activities that others may take for granted, along with a disadvantage in today’s competitive job market.

SSC’s Office of Adult Education administers the Adult Volunteer Literacy (AVL) Tutoring Program in addition to High School Equivalency (HSE), English as a Second Language (ESL), and Adult Basic Education (ABE). These opportunities are made possible by a grant awarded by the Illinois State Library (ISL), a division of the Office of the Secretary of State, using state funds designated for literacy.

The March training will occur at the SSC’s Oak Forest Campus in Oak Forest on Tuesdays and Thursdays from March 7 through March 23, 2023, from 3:00 p.m. to 5:00 p.m. This 12-hour program culminates with literacy training certification. Tutors will continue to receive free professional development services throughout this program. Successful tutors are also eligible for letters of support or recommendation for jobs, scholarships, educational opportunities, and more. Cook County Clerk Karen A. Can you plan for an unplanned retirement?

Many people plan to take an early retirement, so when that day arrives, they’re ready for it. But what if you were to face an unplanned retirement? Would you be prepared to deal with the financial issues?

It’s something worth thinking about, because any number of factors — illness, a spouse’s illness, downsizing, other issues — could lead to an abrupt departure from the workforce. But taking action while you’re still working may help you make the transition easier on yourself.

Your first move, of course, should be to at least consider the possibility of having to retire earlier than you planned. You can then move on to some concrete steps, possibly including the following.

Build an emergency fund. Under any circumstances, it’s a good idea to build an emergency fund — but it’s especially important if you want to prepare for an unforeseen retirement. Generally speaking, your emergency fund should contain three to six months’ worth of living expenses, with the money kept in a liquid, low-risk account. But if you suspect an earlier-than-anticipated retirement may be in your future, and you have some time to prepare for it, you should consider an emergency fund that contains a full year’s worth of expenses.

Consider your portfolio’s asset allocation. If you’re concerned about an unexpected retirement, you may want to consider the equities allocation in your portfolio. If you think you may need to tap into your portfolio sooner than you expected, you may not want to be over-exposed to investments most vulnerable to market volatility. However, these are the same investments that offer you the most growth potential — which you’ll need to help stay ahead of inflation. So, look for an investment balance that’s

The spring market is almost here!

Potential buyers are receiving income tax returns that in some cases equate to down payments. However, many first-time home buyers seeking pre-approvals are finding that their credit (FICO) scores are slightly sub-par for a mortgage approval.

Unfortunately, a person with a bad credit score is often in this position because he or she lacks the discipline to pay bills on time. Of course, there are exceptions where unforeseen circumstances come into play, such as health complications, or loss of employment.

There are a few things that may be able to bring your score up so that you can either qualify for or secure a better interest rate on your mortgage loan.

Example 1: Distribute debt from revolving credit.

Our borrower, Mr. Jones, has a credit score of 664. He has five credit cards, but his Visa account is almost maxed out. His other four credit cards have relatively low balances. Mr. Jones moves part of the debt from the Visa account to the other major credit card accounts, thus distributing the debt more evenly over the five cards. This changes the ratio of debt to available credit (which has a 30% impact on the overall

credit score) and Mr. Jones successfully raises his credit score by 20 points with very little effort.

Example 2: Transfer outstanding balances to new accounts.

Our borrower, Mr. Smith, has only two credit cards, but both are pushing the limit of available credit. Mr. Smith opens two new credit card accounts, each with a credit limit of $5,000. He transfers part of his existing balances to the new accounts. While he has acquired two new cards that have no established history, the greater impact is the change in the ratio of debt to available credit.

Ultimately, experts say that it is best to have three to five credit cards, and no more than that. You should keep your balances as low as possible. If you have a credit account with a zero balance, do not close the account. Instead, make a small purchase so the card shows up as an active account on your credit report, and you will be awarded points for your long-term credit history.

Pritzker touts $70 mil. plan for addressing teacher shortage

Gov. JB Pritzker on Friday highlighted a proposed grant program that would direct $70 million per year over the next three years to school districts facing the greatest teacher shortages.

The Teacher Pipeline Grant Program, which Pritzker included in his budget proposal to lawmakers, would target vacancies in 170 school districts that account for 80 percent of all unfilled teaching positions in Illinois. The districts would have “maximum flexibility” to decide how the funds are disbursed, according to a news release.

Funds could be used for signing bonuses, housing stipends, down-payment assistance and providing residencies or apprenticeships, among other hiring incentives. Districts may also use the funding to reimburse tuition and fees or to provide teaching supplies, coaching and additional school support.

If you have sufficient income through other sources, you may be able to delay taking Social Security until your checks will be bigger — but of course, if you need the money, waiting may not be an option.

Address your health care needs. If you take an unplanned retirement, and you have employer-sponsored health insurance, you’ll have to look for alternatives. You might be able to get extended coverage from your employer, but this could be quite expensive.

Of course, if you’re already 65, you can get on Medicare, but if you’re younger, you might be able to get coverage under your spouse’s plan. “The result will be that over 870,000 Illinois students will see an improved teacher-student ratio, a critical factor in classroom success,” Gov. Pritzker said at a Friday news conference. “Our collective goals are to make sure we have enough great teachers in every classroom.”

The governor touted some of his earlier accomplishments aimed at improving the teaching workforce, including increasing the teacher minimum wage, increasing scholarships and grants for aspiring teachers, and reducing the reinstatement fees for a lapsed educator license.

Pritzker also made a call to other teachers in surrounding states to move to Illinois.

“We have surrounding states where teachers are paid less than teachers in the state of Illinois and I want to formally invite every teacher in every state surrounding us to jump over the border,” Pritzker said, eliciting laughter from the crowd.

He was joined by newly appointed State Superintendent of Education Tony Sanders, a former superintendent for Elgin Area School District U46, the second largest school district in Illinois.

The governor has spent several recent news conferences publicizing his plans on education issues, including his proposed “Smart Start” program to expand access to preschool and child care throughout the state. In the weeks following his budget address, he visited Springfield, Rockford, East St. Louis, Chicago, Mount Vernon, Chicago, Peoria and Macomb to rally support for the plan.

“When I came into office, the state of Illinois was providing nearly the lowest percentage of school funding for K-12 and P-12,” Pritzker said at the Friday news conference. “That was four years ago. But during the last four years, with the General Assembly’s help, we’ve addressed this woeful underfunding of K-12 education with an increase of more than $1.5 billion from the state of Illinois.”

His proposed plan calls for $250 million to fund the first year of Smart Start and an additional $350 million aimed at the Evidence Based Funding formula.

Have you ever gone to a concert or a sporting event and been a few minutes late? You’re outside and you can hear the bass thumping inside. The ladies here volunteer their own time and efforts to create the mats which take about 25 hours to assemble. Pritzker announces $60 million park grants, declines to endorse Chicago mayor candidate

The money through the Open Space Land Acquisition and Development grants was distributed to 118 projects, all but one ranging from $102,800 to $600,000 per grant, per a news release. The allotment to “distressed” communities – which are determined by an area’s poverty level and land value – is a roughly five-fold increase from the previous fiscal year.

The governor made the announcement at a park in Springfield that will receive $600,000 through the Springfield Park District to demolish an outdoor pool and build a modern splash pad and pool facility.

Pritzker noted that the current fiscal year marks the first time that 100 percent of costs in distressed communities will be covered, as lawmakers waived the cost-sharing requirement for projects in those communities that would normally apply to grantees.

“This means that places needing renewal and restoration like the city of Cairo, Illinois, which is a recipient of their first ever OSLAD grant will be able to improve their parks and their green space,” Pritzker said.

Cairo was slated to receive $599,500 in grant funding. Approximately 59 percent of the grants are directed to the Chicagoland area, including Cook and its five surrounding counties. A total of 46 counties will see new projects.

At least $12.5 million of the more than $59 million in funding will go to distressed communities.

Among the other projects, the city of Benld in Macoupin County will receive $600,000 at the site of its former elementary school that was

destroyed by underground mine subsidence in 2009. Peoria Park District will receive $255,000 to acquire 40 acres along the Illinois River Bluff to extend a hiking trail and conduct conservation work. It will also receive $600,000 to replace an outdoor swimming pool at its Lakeview Park with a modern splash pad and pool facility. Another $600,000 would go to the Chicago Heights Park District to build three soccer fields, new lighting and spectator seating at Commissioners Park.

This year, the Illinois Department of Natural Resources, which oversees the grants, contracted with the Northern Illinois University Institute for the Study of Environment, Sustainability and Energy. Through that partnership, 15 undergraduate and graduate NIU students served as supervised grant reviewers.

“One of our students shared that she and her family had enjoyed access to a brand new neighborhood park, in her small village in Illinois,” said Thomas Skuzinski, director of the institute at NIU. “And knowing that she had played a role in helping to bring that kind of opportunity to families and communities statewide, was in her words, truly life changing, and easily the most important thing that she had ever done in her life.”

The OSLAD grant program has been in place in Illinois since 1986, and the Fiscal Year 2023 allotment is the largest in its history. Pritzker’s proposed budget for Fiscal Year 2024 includes $56 million for OSLAD grants.

Words Bring Life or Death

Words have the power to bring life or death to a situation. They build power on how they are utilized, what is conveyed, and how they are received such as in a conversation between friends and family. Words can bring encouragement and life into a person or crush them by bringing discouragement, cruelty, and defeat. Therefore, you must be cautious about the words that flow from your mouth as words can either bring life or death to hope, dream, self-esteem, or relationship.

This is a powerful bible verse to embrace in your personal and business life. Think about single words that instill high emotions or responses that can and have made or broken a person: LOVE, HATE, FREE, YES, NO, ALIVE, DIED, SURVIVED, FOUND, DIVORCE, SAVED, LOST, CRASHED, or WON. Those fourteen words can convey a wide range of emotional responses depending on how they’re received or given. They can make a serious impact on someone’s life.

When we have conversations with our family and friends, they can get a little heated, we’re human. The verbal punches below the belt get thrown. It’s sparring time with our words. Everyone wants to express their opinions or the “real” side of the story without pausing to think before we speak. Even at work, we can disagree with a coworker, client, or management. We get careless then words shoot out of our mouths so fast to

the next thing we’re saying is “Oh boy, what did I say?” You regret immediately what you said but it’s out there.

So how can our words encourage life? Here are a few simple tips you can implement to watch your words to build people up and not tear them down. Wait or pause before speaking. Don’t be in a rush to give a response back. This reduces anxiety and stress. If we can speak 100-160 words per minute, why don’t we wait a minute or two to contemplate what we are going to say before we do?

Get a grip on your emotions and tongue. If you don’t have control of yourself, angry words flow easily. It takes the same amount of time to say something cruel as it does to say something respectful. “Don’t let any foul words come out of your mouth. Only say what is helpful when it is needed for building up the community so that it benefits those who hear what you say” Ephesians 4:29 (CEB). Control your thoughts. Your mind can race faster than we can speak. It’s already on the next words it wants to say before you finish the words you’re saying. Your mind is looking for ammunition to help your mouth win the fight. No one will be a winner.

Be respectful by listening twice as much as speaking. Use the listening time to understand and get control of your words and actions. Choose your words to encourage others by saying uplifting, supportive, and understanding words. Comments such as “I appreciate you”, “I believe in you”, or “You did a great job” are all encouraging words. Implement these tips daily. Y? Why Not!

Auditor Klutz Proposes Office

Name Change

The biannual state budget isn’t the only interesting piece of House Bill (HB) 1001 currently making its way to the Senate Appropriations Committee. HB 1001 also includes proposed language to allow the Auditor of State to be referred to as the “State Comptroller.”

But why? The Auditor of State has five key responsibilities – balance the state’s checkbook, distribute local government funding, process state payments, develop year-end reporting and pay state employee salaries.

“When our forefathers created the official position of Auditor of State within the Indiana Constitution, they understood the importance of a balanced government,” said Auditor Tera Klutz, CPA. “They created the Treasurer of State to manage the cash and the Auditor of State to issue warrants (checks) and to account and report on state operations. However, the term ‘auditor’ means something entirely different to people two hundred years later.”

A frequent misconception of the office is that its purpose is to audit the State, local units of governments or individuals – this is not the case. The Indiana State Board of Accounts audits the State and local units of governments,

and the Indiana Department of Revenue audits individual taxpayers.

“The title change would allow the office to have a more appropriate title that aligns with the services we provide,” said Auditor Klutz, “alongside 19 other states who refer to their state’s chief financial officer as the State Comptroller or Controller.”

HB 1001, authored by State Representative Jeff Thompson (R-Lizton), passed out of the House Ways and Means Committee on February 20, and then passed out of the House Chamber with a 66-29 vote on February 23. The legislation was assigned to the Senate Committee on Appropriations, which is chaired by HB1001 Senate sponsor, Senator Ryan Mishler (R-Mishawaka).

If enacted, HB 1001 would allow the Auditor to be referred as State Comptroller upon passage. To clarify, the language as written would not require a constitutional change.

“Our request does not impact the state’s constitution and will not change the functionality of the office,” said Auditor Klutz. “The Auditor’s Office will continue to have the same duties and responsibilities the office has had for more than two hundred years.”

Griffith Client Got a Bill

On February 14, 2023, I got a bill from a client in Griffith, Indiana. The client got the bill from a local hospital. The client bought a Plan F Medicare supplement insurance policy through our insurance agency. That is the best policy that can be bought. It pays on any bill that Medicare approves.

The client wanted to know why he was getting a bill since he bought the best policy possible. I investigated. With some editing to protect our client’s privacy, here is the letter that I sent to the hospital that billed him.

Dear Diane Burnell and staff,

Our client sent to our firm a bill from your firm for our review. The bill seeks a balance of $72 on Account Number XXXXXX for services rendered on 08/26/2022.

I phoned the secondary insurer to learn what it knew of this bill. It said that the Medicare EOB that they received said that Medicare denied this claim because it was filed as a routine preventative exam at the same time that another routine preventative exam was filed. That sounds like your firm may have accidentally filed the same claim twice. On your bill to our client, there

is a credit of some payment. Why would Medicare pay anything on a claim that it denied because it was filed twice?

I requested that Medicare send an MSN to our client. When he gets that, he will bring it to me so that we can compare it with your bill to him.

Our client is not ignoring the bill. Please, check the work of your employees. If a mistake was made, please correct it and tell the patient what you did. Thank you.

Question: Do you see the real estate market collapsing like it did in 2008? So many people we knew lost their homes.

Answer: Although no one can predict the future, we don’t see this happening, nor does the National Association of Realtors chief Economist, Lawrence Yun. There are several key indicators of how this market differs.

For one, In the last major housing downturn, there were 8 million job losses in a single year. Now there are virtually none. Though layoffs in the technology and mortgage industries are occurring, they haven’t accumulated enough to form a net job loss, Yun noted. A strong job market bodes well for housing’s future.

The subprime loans that were prevalent during the 2008 housing bust are basically nonexistent today.

Home inventory is less than half of what it was then. This means more of a demand for homes.

About 10% of all mortgage borrowers were delinquent on their loans in the previous housing bust. The mortgage delinquency rate is now at 3.6%, holding at historical lows. Homes in foreclosure reached a rate

of 4.6% during the last housing crash as homeowners who saw their property values plunge walked away from their loans. Today, the percentage of homes in foreclosure is 0.6%—also at historical lows, Yun said. He predicted foreclosures to remain at historical lows in 2023.

Overall, the fundamentals don’t point to a housing market that is operating similarly to the 2008 cycle, Yun said. While home sales are slowing, prices remain good. Also, inventory remains low, which will keep home prices elevated, Yun said. “The chance of a price crash is very small due to the lack of supply.”

We feel Real estate is still a very good long term investment. The economy has its ups and downs, investments have their highs and lows. Hopefully, inflation will come down, making housing more affordable to everyone!
