Giannoulias Advocates to Make Digital Driver’s Licenses & IDs Available in IL Continuing his commitment to modernize the Secretary of State’s office, Secretary Alexi Giannoulias is championing legislation to allow Illinois residents to start using digital driver’s licenses and state IDs. Giannoulias’ backing marks the first time the Illinois Secretary of State’s office has supported such a measure, which now includes digital IDs as well as digital driver’s licenses. HB 4592 is sponsored by State Representative Kam Buckner (26th District) and State Senator Michael Hastings (19th District). If the bipartisan legislation passes, implementation could occur as early as next year.

“Smartphones have become convenient places to store everything from movie tickets, boarding passes and credit cards,” Giannoulias said. “With technological advancements and additional safeguards to make it the most secure and state-ofthe-art system in the nation, we’re confident Illinoisans will soon have the option to ‘carry’ a digital version of their driver’s license or state ID.” If approved in the General Assembly, Illinois would join 12 other states that already offer digital forms of identification (including bordering states – Iowa and Missouri) while at least 18 other states are currently working toward the implementation.

The legislation would not eliminate physical driver’s licenses, but instead digital IDs would act as a companion to a physical card.

“Innovation serves as the underpinning of our work to make lives better through better technology. A digital ID is a logical next step when it comes to providing proof that you’re qualified to drive and identifying yourself at stores, banks and doctor’s

offices,” Buckner said. “I’m confident this legislation will ensure that the implementation of digital IDs is done in the right way to protect the privacy of all Illinoisans.”

“This initiative marks a major milestone, providing Illinois residents with touchless convenience, and businesses and law enforcement with the tools and information they require,” Hastings said. “The move to digitals IDs represents a growing trend across the country as the technology has become even more fraud-resistant than physical cards. In addition, the COVID-19 pandemic sped up the widespread adoption of contactless identification methods significantly – including digital IDs.” New technology allows for more privacy by allowing individuals to decide what personal information they share via a contactless encrypted data exchange between their device and the reader. Digital IDs offer privacy control options that allow people to verify their age when legally purchasing alcohol, cannabis or renting a car, while hiding other personal information – like their address.

Giannoulias added that the initiative will also help reduce in-office wait times and lines at DMVs because the digital platform will allow users to make changes to their licenses and IDs remotely without having to make an in-person visit.

The proposed legislation would give the Secretary of State’s office the authority to begin the process of providing digital IDs. The office would issue an RFP and then select the vendor that is most capable of producing digital IDs in the safest way possible, ensuring that the final product meets testing requirements and the highest standards of security for Illinoisans.

Can you save too much for a rainy day?

SUBMITTED BY PATRICK ZAMKIN “Save for a rainy day” is an old piece of advice — and a good one. But is it possible to save too much?

To begin with, what defines a “rainy day” in terms of financial needs? It could be any number of things: a temporary loss of employment, a major home or car repair, a large medical bill, and so on.

If you did not have the money readily available to pay for these types of expenses, you might be forced to dip into your IRA, 401(k) or other retirement accounts, incurring taxes and possible penalties, as well as lowering the amount of money you’d have available for retirement. And that’s why it’s a good idea to build an emergency fund containing up to six months’ worth of total expenses, with the money kept in a liquid, low-risk account that’s separate from the accounts you use for your daily spending needs.

An emergency fund is valuable, but many people may be overfunding it. And while this isn’t the biggest financial mistake one can make, it could result in some missed opportunities.

For one thing, when you keep money in a low-risk account, you can generally count on your principal being protected, which means the money will be there for you when you need it —but the flip side is that this money likely won’t grow very much, if at all. And if you’re going to achieve your long-term goals, such as a comfortable retirement, you need your investment portfolio to provide you with significant growth potential within the context of your individual risk tolerance.

So, any excess dollars kept in your rainy-day fund might be used to help fuel some growthoriented investments.

False Claims on Medical Bill WOODROW WILCOX

On February 27, 2024, I sent a polite letter to a billing firm in another state that was trying to collect money from one of our clients who died soon after the medical treatment of the bill. The letter upset the widow of our client because it claimed that her husband had no supplemental insurance after Medicare.

I read the letter and understood her concerns. This bill had a small bill balance.

But if he had no insurance, bigger bills would be coming. That frightened her.

Fortunately, I have collected the names and contact information of some people who work at billing firms and have asked me to contact them if I find any problems. I had such a contact for the company that sent the bill that alarmed the widow.

With some editing to protect people’s privacy, here is the letter that I sent to the contact at the firm and sent a copy of it to the widow.

Accompanying this letter is a copy of the first page of a bill that you sent the deceased client and which his widow read.

I don’t know who prepared this letter, but there are four FALSE STATEMENTS in this letter to which I want to draw your attention. If the bill has false statements and it is sent through the U.S. Mail with the intent to induce someone to pay a bill that is

not owed, then that is a statement that could harm your firm. So, I am being a friend to you and your firm by showing this to you and alerting you to the potential harm it could do to your firm.

The four false statements are these: “You are receiving this statement because your insurance carrier denied our claim.”

“At this time the balance due is your responsibility.”

“Coverage not in effect at time of service (02-09-24).”

“01/11/24 XXXXXXXXXX Life Ins. Company coverage not in effect at time of service.”

I phoned the vice president of XXXX XXXX Life Ins. Co. She reported to me that the policy has been in effect since 9/1/2017.

If you are not connecting with the correct insurance company, then send both the original billing information and the Medicare EOB information about this claim directly to the correct company at this address. (I stated the correct address here.)

Up to six months’ worth of total expenses may be adequate for most people — but everyone’s life is different. For example, if you have reason to believe your employment — or that of your spouse — may be in jeopardy in the near future, or if you anticipate the need for some renovations to your home, but not for a year or so, you might want more than six months of expenses tucked away in your emergency fund. Also, once you’re retired, you may well want to keep a year’s worth of expenses in the fund. If you need cash, you don’t want to be forced to sell investments when their price may be down, especially since you have less time for them to recover.

Ultimately, when thinking about how much to keep in your emergency fund, review your situation carefully and weigh as many variables as you can. And if you do decide your rainy-day fund is abundant, use any “overflow” in a way that can help you keep moving toward your financial goals.

CATHY & JIM HIGGINS Question: We have a contract on our home that had a closing date of 2 weeks ago. We were not given any reason for this delay except the lender needs more time.

Why did the buyers write that closing date in the contract if they can’t even come close to meeting it?

Answer: When you accepted the buyers offer, you signed the contract knowing that contingencies in the contract must be satisfied before a closing could be scheduled. The ability for the buyer to obtain financing is one of these contingencies. Sure you received a letter from the lender saying the buyer has been prequalified for a loan, but this prequalification is only based on his credit report and what the buyer told the lender.

Nothing else has been verified. Sometimes buyers exaggerate, thinking none of this goes through a detailed verification process.

Sometimes, the lender bites off a little more than they can chew. This can affect the buyer’s ability to get the loan.

If you are the buyer, you were prequalified for the loan with the mind set that you are going to get the loan. If you are the seller, you need to plan a move, a new purchase or make other living arrangements. This is stressful.

But the mortgage companies are the ones lending the money. Many of them do the loan approval process with little concern for any of the other parties. But, it is their business, their money, and they have the right, within the law, to do what they want to do.

Why did the buyers write that closing date? Most likely, the Realtor spoke to the mortgage person to get a timeframe on the approval process and that’s what the Realtor was told.

You need to have your Realtor and Attorney ask for some straight answers from the Lender.

If the lender will not give you answers, then it’s time for the buyer to step in and get the answers for you. Let the buyer know you have no intention of extending the contract without answers about the delay for loan approval.

Heart Smart JOSH BOOTSMA What if I told you an innocent man was sentenced to death after living a perfect life?

If you’re like me, you’d want retribution. You’d want to see justice done for the evil people that killed the man.

Well, 2,000 years ago, Jesus Christ was a perfectly innocent man that was put to death. But as he’s dying, he didn’t utter words of retaliation. He spoke words of forgiveness: “Father, forgive them, for they do not know what they are doing.” (Luke 23:34) Although you and I may not want to hear it, to be like Jesus means we need to forgive the same way he forgave.

The wife forgives the husband who forgot an anniversary.

The engineer forgives the coworker that stole her idea. The daughter forgives the father whose gambling squandered her inheritance. The dad forgives the drunk driver that killed his son.

Forgiveness is not a sweet suggestion. It’s hard. It hurts. It’s choosing to say, “I’m going to take the profound heaviness of this wrongdoing and carry it myself.”

Author Brennan Manning says in his book Abba’s Child: “The demands of forgiveness are so daunting that they seem humanly impossible. The demands of forgiveness are simply beyond the capacity of an ungraced human will. Only reckless confidence in a Source greater than ourselves can empower us to forgive the wounds inflicted by others. In boundary moments such as these there is only one place to go — Calvary.

“Stay there for a long time and watch as Abba’s Only Begotten dies utterly alone in bloody disgrace. Watch as he breathes forgiveness on His torturers at the moment of their greatest cruelty and mercilessness. Pappas urges property owners to pay First Installment tax bills by Friday, Mar 1. due date

First Installment Tax Year 2023 property taxes are due Friday, March 1, Cook County Treasurer Maria Pappas reminded taxpayers today.

The Treasurer’s Office posted nearly 1.8 million bills online at cookcountytreasurer.com in early December and mailed printed bills to taxpayers in late January.

“If you don’t pay your taxes by the due date you end up paying more because of the interest penalty,” Pappas said. “This is the first tax bill that reflects how we succeeded in slashing the interest rate in half. But the best thing to do is to pay your taxes on time.”

The Treasurer’s Office accepts partial payments from those unable to pay the full amount. After March 1, any balance due is charged 0.75% per month, as required by state law. Illinois lawmakers in 2023 approved historic reforms championed by Pappas that reduced the interest rate penalty from 1.5% to 0.75 per month, or from 18% to 9% annually.

Surrounded by waterways and railroads, the community is mistaken for an independent town due to its secluded location. In the 1970’s, the city allowed landfills to burgeon on the outskirts of Hegewisch and threatened to replace the entire neighborhood with an airport in 1989. To gain amenities that other neighborhoods have taken for granted, the resilience of Hegewisch has given it a history unique in the Calumet Region.

Sheriff Dart Announces Awareness Campaign on Firearm Restraining Orders COOK COUNTY, IL – Cook County Sheriff Thomas J. Dart is raising public awareness about an underutilized tool for the public that can remove firearms from individuals who pose an immediate and present danger to themselves or others.

“Undoubtably, there are people out there right now who know someone who is an immediate danger and has access to firearms. This law can help, but too few people know about it,” Sheriff Dart said. “We need to get the word out to residents that the firearm restraining order can be a critical part of protecting themselves and their families, particularly in a mental health or domestic situation.”

The Sheriff’s Office has partnered with the City of Chicago to run digital billboard awareness messages that direct individuals to the Sheriff’s Office website, www. cookcountysheriffil.gov, for more information on Firearm Restraining Orders.

The Firearm Restraining Order Act (FRO), also known as Illinois’ “Red Flag” law, allows police officers, family members, and household members to petition their local

circuit court to remove firearms from those who are presently exhibiting threatening behavior and poses an immediate and present danger of causing injury. Members of the public can file petitions themselves or inquire with their local law enforcement agency for assistance.

Since the law went into effect in 2019, it has been little used, in part due to lack of awareness within both law enforcement and the public. To help with this issue, the Sheriff’s Office has hosted training sessions with scores of county law enforcement agencies. Since 2022, the Sheriff’s Office has filed more than a dozen FRO orders, leading to the removal of nearly 100 firearms. Meanwhile, the public awareness billboards are now visible on a rotating basis on approximately 57 billboard faces near Chicago expressways as well as on electronic street advertising spots downtown.

“This is a solution that is readily available right now.

People can use this tool to stop gun violence,” Sheriff Dart said. “We will continue to do everything on our end to educate the public and work with agencies to spread the word. This can save lives.”

Carol J. Housman, nee Slager, age 91, passed away peacefully on Monday, February 26, 2024. She was preceded in death by her dear husband, Donald R. Housman (2007). She was called “Grandma” to many grandchildren, “GiGi” to many, many great grandchildren and “GreatGreat Grandma” to one.

She was the youngest of six children born to the late John and Elizabeth (Bessie) Slager and grew up on the south side of Chicago in the Roseland neighborhood.

She was preceded in death by her siblings, William (Helen) Slager, Anne (Dave) Drinnan, Jeanette (Chuck) Linden and Babe (Rich) Lund, and is survived by her brother and sister-inlaw John and Joanne Slager of Naples, FL. She was also called “Aunt Carol” to many nieces and nephews.

Carol was fun loving to be around and always out for a good time! Carol loved Jesus and it showed! She attended Faith Reformed Church in South Holland and soon helped form a group called “Positive Singles” where she met her future husband, Don. She worked as a secretary for World Home Bible League and then for Country Companies Insurance for many years.

Don and she were blessed with 24 years of marriage and enjoyed golfing, shopping, and traveling together, and also singing in the choir at their new church home, First Reformed Church of South Holland.

She never let a birthday go by without sending a card even though their families had grown tremendously. She loved baking and cooking especially when it came to their family Christmas party.

After Alzheimer’s became evident, she made her new home at Park Place and then eventually moved to Cedarhurst in Dyer in 2021 where she received additional care.

She continued to recognize her friends and family’s faces and always lit up when her grandchildren and great grandchildren walked in the room to visit! We draw our comfort in knowing she is resting in the arms of Jesus!

A memorial gathering will be held with friends and family on Friday, April 19, 2024 from 10:00 a.m. until the time of the Celebration of Life service at 12:00 p.m. at Smits Funeral Home 2121 Pleasant Springs Lane (Rt.30/Pleasant Springs Ln.), Dyer, IN, with Rev. Mark Prestriedge and Rev. Dr. Rich Grevengoed officiating.

Bad Company Can Corrupt

by Janice R Newman Reflecting on 1 Corinthians 15:33, “Do not be deceived: ‘Bad company corrupts good morals.’” This struck me deeply. How true is this in our lives and our families’ lives? Bad company can sometimes be the people you trust the most such as close friends and family. They can be going through a situation and their emotions or reactions become negative and toxic. Merely engaging in conversations with individuals in distress or being surrounded by negativity can significantly impact our emotions and morals. Morals serve as a compass for ethical conduct that helps you make choices that align with your values. Bad company can corrupt our morals and actions in relationships, the workplace, health, family life, and spiritual life.

In relationships, think about a friend who had a rocky marriage or relationship. You try to support them by listening and being there for them. But all the negative conversations start penetrating your thoughts and feelings. They share their pain, suffering, and complaints which can adversely affect you. You start questioning your current relationship. Do you have similar problems with your partner? Are there similarities between both relationships? You may start perceiving things that don’t exist. Now you’re analyzing your present relationship instead of just being supportive of your friend.

In the workplace, we’ve all encountered that one coworker who’s always unhappy and complains about everything. Their negativity can be draining. It can start to affect how we see our work and even our own attitude. Their perspectives and work ethics may begin to influence our own, leading to a decline in morale and productivity. It’s important to try to avoid getting sucked into that negativity and instead focus on staying positive. Their attitude does not have to be yours.

In our health, our conversations can be influenced by the company we keep. As we get older, we might find ourselves talking more about health issues and medications. But constantly dwelling on these topics can lead to unnecessary worry and anxiety. Your friends attempt to diagnose your condition or provide doom-and-gloom analysis, and hope and positivity go out the door. It’s important to maintain a balanced perspective and not let negative influences dictate how we view our health.

In our family life, one of our biggest concerns is the influence of bad company on our children. We often worry about the friends they choose and the media they consume. There are “bad company” or influences that we may not be aware of such as television programming, video games, YouTube, music, family, the government, and even us. Today, explicit content and questionable role models adversely affect our children when making sound decisions. We play a significant role in impacting morals and values in our children. Whether it’s through our own attitudes or the example we set, we have a responsibility to teach them good morals and values.

In our spiritual life, hanging around people who don’t share similar values of the Fruits of the Spirit such as kindness, honesty, and respect can have a negative influence on us. We might start thinking it’s okay not to follow good morals also.

If we encounter individuals who gossip, judge others or are unkind, it can hurt our spiritual growth. If we’re made to feel unwelcome or judged, it can shake our faith and make us doubt our beliefs. This can be especially confusing and disheartening when we expect to find support and guidance within our church community. It’s crucial to seek out friends and mentors who will be uplifting and encourage us in our spiritual journey.

It’s important to be aware of how bad company can negatively impact your life. In the end, however, it’s important to remember not to become bad company ourselves, even when we’re going through tough times. Focus on the positive while believing that things will get better.
