SUBMITTED BY PATRICK ZAMKIN If you’re in a blended family, you’re already aware of the emotional and financial issues involved in your daily life. But what about the future? When it’s time to do your estate planning – and it’s never too soon for that – you’ll need to be aware of the entanglements and complexities that can get in the way of your vision for leaving the legacy you desire. You can take comfort in knowing that you’re far from alone. More than half of married or cohabiting couples with at least one living parent, or parent-in-law, and at least one adult child, have a “step-kin” relationship, according to a study from researchers at the University of Massachusetts and other schools. That’s a lot of estate-planning issues. Nonetheless, the task does not have to be overwhelming – as long as you put sufficient time and thought into it. Here are some ideas that may help: Seek fairness – but be flexible. Even in a nonblended family, it’s not always easy to be as equitable as you’d like in your estate plans – too often, someone feels they have been treated unfairly. In a blended family, these problems can be exacerbated: Will biological children feel cheated? Will stepchildren? Keep this in mind: Fair is not always equal – and equal is not always fair. When deciding how to divide your assets, you’ll need to make some judgment calls after carefully evaluating the needs of all your family members. There’s no guarantee that everyone will be satisfied, but you’ll have done your best. Communicate your wishes clearly. When it comes to estate planning, the best surprise is no surprise – and that’s especially true in a blended family. Even if you’re the one creating your estate plans, try to involve other family members – and make

your wishes and goals clear. You don’t have to be specific down to the last dollar, but you should provide a pretty good overall outline. Consider establishing a revocable living trust. Everyone’s situation is different, but many blended families find that, when making estate plans, a simple will is not enough. Consequently, you may want to establish a revocable living trust, which gives you much more control than a will when it comes to carrying out your wishes. Plus, because you have transferred your assets to the trust, you are no longer technically the owner of these assets, so there’s no reason for a court to get involved, which means your estate can likely avoid the time-consuming, expensive and very public process of probate. Choose the right trustee. If you do set up a living trust, you’ll also need to name a trustee – someone who manages the assets in the trust. Married couples often serve as co-trustees, but this can result in tensions and disagreements. As an alternative, you can hire a professional trustee – someone with the time, experience and neutrality to make appropriate decisions and who can bring new ideas to the process. Above all else, make sure you have the right estate-planning team in place. You’ll certainly need to work with an attorney, and you may also want to bring in your tax advisor and financial professional. Estate planning can be complex – especially with a blended family – and you’ll want to make the right moves, right from the start. Waiting is like that. You’re waiting to emerge from isolation. You’re waiting for a breakthrough in chronic illness and pain. You’re waiting for reconciliation with an estranged child. You’re waiting for justice. You’re waiting for Jesus to return and make all things new, including you. God shows us how to wait. He makes promises to his waiting children who belong to him through faith in Christ. Ask God to speak these verses to your heart. You’re Moving Anyway Right? MIKE BUDER Whenever meeting with a seller during a listing appointment one of the many discussions is what the seller can do to better prepare the home for sale. At times the home is very well staged and organized and will present itself perfectly with nothing additional needed. More often a homeowner has filled the home’s space with furniture, collectables and a plethora of personal items. This is normal for most of us but it doesn’t always help in selling your home. My suggestion is simple… think out furnishings, de-personalize and think as a minimalist. I mean you’re moving anyway right, so why not box it up now and store those items in the garage or off-site storage. I have at times had sellers say, “this is still my home and until it sells my stuff stays just how it is”. While that is certainly true, the attitude and approach may cost you a lengthy time on the market or potentially less net funds. I have passed on some listings where the sellers were unwilling to heed this simple and sound advice. Sellers have expressed a buyer may not be

able to see much of the garage, while that too is true most home buyers are much more interested the living accommodations than the garage space. I am not discounting the garage at all just prioritizing it. As your Realtor, I would much rather see boxes of stored items neatly stacked in the garage than your stuff filling every nook and cranny of your home. I know the buyer would agree. I hear buyers comments…I know! I am a homeowner as well with plenty of personal items around but before my home goes on the market for sale it will be largely void of those items in order to show ample space and light. 10 Tips for Safer Winter Generator Usage If your electricity goes out due to snow and ice, a generator can keep power flowing to your home or business. The Outdoor Power Equipment Institute (OPEI), an international trade association representing small engine, utility vehicle and outdoor power equipment manufacturers and suppliers, reminds home and business owners to keep safety in mind when using generators this winter. “Not having power when you need it is frustrating, so a generator can provide emergency backup power at a reasonable cost,” says Kris Kiser, President and CEO of OPEI. “It’s important to follow all manufacturer’s instructions, and never place a generator in your garage or inside your home or building. It should be a safe distance from the structure and not near an air intake.” More tips include: #1 - Take stock of your generator. Make sure equipment is in good working order before starting and using it. Do this before a storm hits. #2 – Review the directions. Follow all manufacturer’s instructions. Review the owner’s manuals (look manuals up online if you cannot find them) so equipment is operated safely. #3 - Install a battery operated carbon monoxide detector in your home. This alarm will sound if dangerous levels of carbon monoxide enter the building. #4 - Have the right fuel on hand. Use the type of fuel recommended by the generator manufacturer to protect this important investment. It is illegal to use any fuel with more than 10% ethanol in outdoor power equipment. It’s best to use fresh fuel, but if you are using fuel that has been sitting in a gas can for more than 30 days, add fuel stabilizer to it. Store gas only in an approved container and away from heat sources.

#5 - Ensure portable generators have plenty of ventilation. Generators should NEVER be used in an enclosed area or placed inside a home, a building, or a garage, even if the windows or doors are open. Place the generator outside and away from windows, doors, and vents that could allow carbon monoxide to drift indoors. #6 - Keep the generator dry. Do not use a generator in wet conditions. Cover and vent a generator. Model-specific tents or generator covers can be found online for purchase and at home centers and hardware stores. #7 - Only add fuel to a cool generator. Before refueling, turn the generator off and let it cool down. #8 -Plug in safely. If you don’t yet have a transfer switch, you can use the outlets on the generator. It’s best to plug in appliances directly to the generator. If you must use an extension cord, it should be heavy-duty and designed for outdoor use. It should be rated (in watts or amps) at least equal to the sum of the connected appliance loads. Make sure the cord is free of cuts, and the plug has all three prongs. #9 - Install a transfer switch. A transfer switch connects the generator to the circuit panel and lets you power hardwired appliances. Most transfer switches also help avoid overload by displaying wattage usage levels. #10 - Do not use the generator to “backfeed” power into your home electrical system. Trying to power your home’s electrical wiring by “backfeeding” – where you plug the generator into a wall outlet – is dangerous. You could hurt utility workers and neighbors served by the same transformer. Backfeeding bypasses built-in circuit protection devices, so you could damage your electronics or start an electrical fire.

FRESH START TO 2021--A GREAT CAR WASH! What makes us feel better than getting our cars clean during a snowy winter? It’s hard to keep our cars looking good when they are covered with debris kicked up from the road as we go from here to there during our daily lives? N 2 N came across this car wash last Saturday. I pass it all the time. But have been content to just use the Drive Thru Easy Wash and let the car ‘drip dry.’ Can’t do that when the temp is below zero, or close to it. So, for $15 my 2015 VW Passat got a good cleaning inside and out (not a detailing, but nice) and I was proud of my ‘ride’ again. The Munster Car Wash people are very careful and thorough and really get rid of the grime. ***

FEMA Provides $49.6 Million to Cook County for Vaccine Distribution Support

Third Large Scale Community Vaccination Site at South Suburban College Cook County Board President Toni Preckwinkle and Cook County Health System CEO Israel Rocha announced today that Cook County will open its third large scale vaccine administration site at South Suburban College to continue vaccinations for individuals eligible under 1b. Phase 1b includes individuals age 65 and older and essential workers such as first responders, manufacturing employees and grocery store personnel. While an estimated 600,000 suburban individuals are eligible for vaccine under Phase 1b, officials continue to remind the public that there is currently not adequate vaccine supply to vaccinate everyone. “While current vaccine supply does not meet the demand and in fact has been exhausted – we are standing up large scale sites now to ensure that we are ready as vaccine supply is expected to increase in the weeks and months ahead,” said Cook County Board President Toni Preckwinkle. South Suburban College, located in South Holland, is the third large-scale site Cook County has operationalized following the Tinley Park Convention Center on January 26, 2021 and Triton College on February 2, 2021. When fully operationalized and when ample vaccine supply becomes available, Cook County Health estimates it will be able to provide more than 4,000 vaccines weekly at South Suburban College. To date, Cook County Health has provided nearly 70,000 vaccine doses which is only a fraction of what is needed to get us to the next phase. “The South Suburban College Board of Trustees and our executive leadership team are proud to collaborate with Cook County to provide a safe, convenient, COVID-19 vaccination site right here at our main campus in South Holland,” said Frank M. Zuccarelli, Chairman of the SSC Board of Trustees. “We applaud President Preckwinkle, the Board of Commissioners and medical professionals of Cook County Health for your tireless efforts to protect our community.” Vaccinations at all Cook County Health sites are provided by appointment only. Cook County Health will continue to only offer appointment slots based on the amount of vaccine expected and will add appointments as new vaccine shipments arrive. At this time, Cook County Health has exhausted its vaccine supply and cannot open new appointments. “We are equally as frustrated as the community with the lack of vaccine that has been distributed. We are asking Cook County residents for their continued patience as we work to ramp up one of the largest County-operated vaccine programs in the country,” said Israel Rocha, CEO, Cook County Health. When vaccine becomes available, Cook County Health will announce the availability of new appointments which can be made at vaccine.cookcountyil.gov. Individuals without internet access or who need assistance scheduling may call (833) 308-1988 (from 7 a.m. to 7 p.m., Monday – Friday). In addition to Cook County Health sites, the Cook County Department of Public Health has distributed vaccines to more than 90 partner locations including Jewel-Osco, Mariano’s, Walgreens, Federally Qualified Health Centers and hospitals who are also offering vaccines by appointment. Additional sites can be found at https://coronavirus.illinois. gov/s/vaccination-location. In the weeks ahead and pending vaccine availability, Cook County plans to open several additional large sites across the suburbs. This funding is an advance payment to Cook County for eligible reimbursable costs associated with establishing and operating seven vaccination centers across the County to rapidly distribute and administer available COVID-19 vaccines. “FEMA is committed to supporting COVID-19 vaccination efforts across the country,” said Kevin M. Sligh, acting regional administrator, FEMA Region 5. “This expedited grant funding will increase access to COVID-19 vaccines for Cook County residents, helping to ensure every person in the County who wants a vaccine can get one.” “The Pritzker administration is committed to ensuring every

Protect Your Eye Health: Don’t Go Blind from Glaucoma t’s the new year and one of your resolutions should be to get your eyes checked, advises Dr. Daniel Laroche, Director of Glaucoma Services and President of Advanced Eyecare of New York. Despite the busyness of the new year, he says it’s still important to stay on top of regular doctor visits, including visits with your eye doctor. What is Glaucoma? Glaucoma is a disease of the eye characterized by three components: 1. Damage and loss of the retinal ganglions cells and optic nerve described as cupping 2. Loss of visual field 3. Usually increased eye pressure (the mean normal eye pressure is 15mmHG) People at risk for glaucoma include the elderly, Blacks, people with elevated eye pressure, primary relatives with glaucoma, persons with high myopia, high hyperopia, history of eye trauma and diabetes. Blindness from glaucoma is insidious. In most cases, there is no pain, and the loss of vision occurs slowly from peripheral to central. The central reading vision is not affected until the end, thus most people do not realize it until they have lost a substantial amount of their peripheral vision. In low or normal pressure glaucoma, the central vision may be affected first. The elevated intraocular pressure damages the optic nerve both mechanically and creates decreased blood flow to the eye. The most identifiable cause of glaucoma is the enlarged lens or cataract in the eye. Early cataract surgery and trabecular bypass has become the best option to stop vision loss in patients with glaucoma. The current use of eyedrops and laser help to lower intraocular pressure but do not address the causative mechanism of the glaucoma being the enlarged lens. Incisional cataract surgery and glaucoma surgery is often needed to truly stabilize glaucoma. All people should be screened regularly for glaucoma as part of a medical eye exam.

Screening should consist of an eye examination consisting of gonioscopy (examination of the drainage angle), intraocular pressure measurement with Goldmann applanation tonometry and a dilated optic nerve examination. If there appears to be any damage to the optic nerve or abnormal pressure, then a visual field test should be performed, and optic nerve photos taken. Persons with thin corneas should be more aggressively monitored and treated for glaucoma as the disease tends to be worse in these patients. If you have eye pressure or glaucoma and feel that you may be losing vision, Dr. Laroche recommends that you seek the care of a glaucoma specialist for a second opinion. DON’T GO BLIND FROM GLAUCOMA! People with conditions such as glaucoma and diabetic retinopathy that could lead to blindness if left unchecked need to stay particularly vigilant with their checkups. The pandemic shouldn’t keep you from visiting your doctor, but for patients over 60, Dr. Laroche advises it’s better to stay home and do telehealth visits or video consultations until the pandemic flattens. He also encourages people to wear face masks on visits and maintain social distancing, even if they are in a health clinic, and if you’re high-risk, consider adding eye protection when in public spaces. “Eyesight or human vision is one of the most important senses. As much as 80 percent of what we feel comes through our sense of sight. By protecting the eyes, people will reduce the chance of blindness and vision loss while also staying on top of any developing eye diseases, such as glaucoma and cataracts. “A healthy brain function requires a healthy vision. The brain is our most essential organ, and it allows us to control other organs. Normal and healthy vision contributes to improved learning and comprehension for a better quality of life,” says Dr. Laroche.

Dentists fear ‘tidal wave’of postpandemic dental problems Most of us have been doing everything we can to stay inside in order to reduce the transmission of the coronavirus. By limiting our public encounters to a minimum, it means some aspects of our personal health, such as dental check-ups, have also been limited due to many of us prioritizing social distancing over comparative issues. Dentists in Illinois fear a ‘tidal wave’ of dental problems among Illinoisans when the Coronavirus pandemic begins to flatten as more people are vaccinated against the virus, according to research by NextSmileDental.com. The website, which provides resources on dentures, conducted a survey of 4,500 patients, revealing that 68% of Illinoisans have delayed routine check-ups due to Coronavirus fears. This may mean than once the coronavirus curve has – hopefully – stabilized due to the effects of the vaccine, and it is safer to be in public, dentists will face an overwhelming influx of patients due to the number of people who have delayed their check-ups. There has also been research which suggests a strong correlation between dental conditions, such as periodontal disease and erosion, and anxiety, depression and loneliness. This is particularly concerning in the context of the coronavirus pandemic, where many people are experiencing challenging circumstances. For those of us who are limiting our exposure to the outdoor world, perhaps that tingling sensation in your molar has a taken a backseat during the pandemic… Kathryn O’Brien, editor at NextSmileDental.com, says she has a particular concern about the health of children’s teeth, such as untreated tooth decay, because children have also been restricted by parents from dental checkups since the start of the pandemic. This is concerning as children are more at risk of dental complications than adults,

because their tooth enamel is thinner, which makes them more vulnerable to tooth decay. Indeed, the survey also revealed that 3 in 5 parents admit that their children had been eating more sugary food and drinks since the start of the pandemic. With sugary food products posing an increased risk of developing cavities, this is another concern for dentists once things return to a sense of normalcy. Reassuringly, 22% of parents said they had carried out their own research online as to how to check their children’s teeth. This shows that many parents are aware of the importance of oral health, especially during this time. If it’s not possible to take a trip to your family dentist, a DIY check-up may suffice for now if your child isn’t experiencing any pain as a result of an underlying issue. When it comes to adults, 73% said they felt comfortable skipping dental check ups if it reduced their risk of Covid-19 infection. Additionally, a significant 20% also said they would delay treatment for serious medical issues if they were not in pain. ‘With social distancing still a big part of our lives right now, prioritizing our exposure to public spaces is still a consideration for many of us. However, if you are experiencing debilitating discomfort or inability to function as a result of tooth or mouth pain, it is a good idea to contact your local dentist in order to find out what treatment options are available during this time,’ says Ms O’Brien from NextSmileDental.com. ‘Many practices have strict COVID measures in place and may be able to assist if you are comfortable and willing. As much as it is important to stay in, it is crucial not to ignore signs your body is giving you if it is in pain – this includes your dental health.’

Surely having a steady job is a big plus. Try this: Start making appointments with lenders. Have a lender review your credit report -- you can generally get such a report for minimal cost. Is there anything on your credit report which is factually incorrect or out-of-date? Are there loan programs for which you might qualify? What about state-backed programs? Lastly, make a point of paying all bills early and in full -- your credit score will be helped. Question: I placed a $500 deposit on a lot. Shortly after, the broker called and said the property had been sold to someone

else. There was no other paperwork. Can they do this? Answer: You can just picture the questions that would arise in a contract law class: Is delivery of the check enough to create an agreement? Was the check cashed? If it was cashed, did the check contain all the elements needed to have a contract? Was the lot fully described on the check? If the check was not cashed, what do you have? If the check was cashed has the money been returned? You can surely have an attorney review this matter. But if your money has been returned, then you need to ask what you want to accomplish, what it will cost and how long it will take. It may be best to simply look at a different lot. SAVED MERRILLVILLE CLIENT $807.73 WOODROW WILCOX On February 10, 2021, I wrote a letter to help an 81-year-old client from Merrillville with a medical bill problem. With some editing to protect the privacy of our client, here is part of the letter that I sent to fight the false bill. Dear Representative, Our client sent to our firm a bill from you firm for our review. The bill seeks a balance of $807.73 on Account Number XXXXXXX for services rendered on 07/29/2020. I phoned the client’s Medicare supplement insurance company to learn what it knew of this claim. It reported that your bill to our client is false. It reported that Medicare reported the original billed amount as $923, that Medicare allowed only $114.69, that Medicare paid $92.33, and that the secondary insurer paid the balance of $22.94. With the Medicare adjustment of this claim, that leaves a balance to our client of ZERO.

It appears that your firm failed to reduce the claim by the amount of the Medicare required adjustment. That is a violation of Medicare rules. If you believe our review erred in some way, explain that in writing. If you agree with our findings, send a new bill to our client which shows the correct balance of ZERO instead of the $807.73 that you originally billed to her. This seems logical – drinks such as a hot toddy and mulled cider, which are served piping hot, must lead to an increase in body temperature, right? Actually, it doesn’t. Alcohol acts as a vasodilator and causes blood vessels to dilate. This effect creates a sensation of feeling warm – however, alcohol actually takes heat from your vital organs and conversely lowers your core temperature. Alarmingly, the survey revealed that 1 in 10 people also believe alcohol can protect against hypothermia. Therefore, the experts at Rehabs.com advise that in order to avoid any adverse health and/or medical complications, particularly in the time of the coronavirus, it is best to avoid alcohol on colder nights altogether. Bundle up in a good winter coat or blanket, eat warming foods, and find ways to stay active, even if they are just simple exercises you can do indoors. The nation’s tax season starts on Friday, February 12, 2021 when the agency begins accepting and processing 2020 tax year returns. U.S. persons are subject to tax on worldwide income from all sources. Most taxpayers meet this obligation by reporting all taxable income and paying taxes according to the law. However, those who willfully hide income should know that the IRS works across its divisions to ensure the highest possible tax compliance. Taxpayers found to be committing fraud may be subject to penalties including payment of taxes owed plus interest, fines and jail time. “Most individuals file truthful tax returns voluntarily and pay their share of taxes,” said Tamera Cantu, Acting Special Agent in Charge, IRS Criminal Investigation Chicago Field Office. “IRS Special Agents are experts at their jobs and are doing their part to ensure honest individuals do not have to pick up the tab of those who blatantly ignore their responsibility of filing taxes, or those filing fraudulent returns.” Tax return preparers are vital to the U.S. tax system. As of tax year 2018, 55 percent of taxpayers used a paid preparer. Although most preparers provide honest and professional services, there is a small number of dishonest preparers who set up shop during filing season to steal money, personal and financial information from clients. Taxpayers can avoid falling victim to unscrupulous preparers by following important steps. Tips when choosing a tax preparer: Look for a preparer who is available yearround in case questions arise after the filing season. Ask if the preparer has an IRS Preparer Tax Identification Number (PTIN), which is required for paid preparers. Inquire about the preparer’s credentials and check their qualifications. Ask about service fees. Avoid preparers who base fees on a percentage of their client’s refund or claim to offer a bigger refund than their competition. Never sign a blank or incomplete return and review it before signing. Refunds should go directly to the taxpayer, not the preparer. The IRS reported 5.7 million payments totaling $9.6 billion were made in Illinois where residents should be on alert for the most common scams currently being used. The FTC has received more than 275,643 reports of fraud relating to Coronavirus, costing victims more than $211 million. Google reported during the first stimulus it was blocking 18 million scam emails every single day; and 150,000 fraudulent stimulus check sites were launched. With a third stimulus for $1.9 trillion being negotiated in congress, Americans must be on alert and know how to protect themselves right now and going forward. SocialCatfish.com today released a report today on 4 Stimulus Check Scams and How to Avoid Them based on information from the FTC, FBI and IRS during the Coronavirus pandemic. 1) ROBOCALL CHECK SCAMS: The scammer will call pretending to be the IRS and ask for your personal financial information. They will claim they need this to deposit the stimulus check into your account and will also ask for a fee to deposit said check. The truth is, they want your information so that they can pretend to be you and claim the check for themselves. They can also drain your bank account with this information and will keep the fee for themselves for good measure. How to Avoid: Do not give out any personal information. The government already has your information on file from when you filed your taxes. The stimulus check will either be automatically deposited into your account or you will get it mailed to your house.

Phillip Crowell was sentenced on October 21, 2020 in federal court in Chicago to 30 months in prison and ordered to pay over $97,000 in restitution to the IRS. Crowell, of Chicago, IL defrauded the Internal Revenue Service by attempting to obtain refunds totaling approximately $4.7M through the filing of false Form 1041, Trust Returns. Between 2013 and 2017, Crowell filed at least seven fraudulent Form 1041 Trust Returns claiming approximately $4.7M in refunds. He caused two U.S. Treasury checks totaling approximately $1.7M to be mailed to a PO Box. On January 19, 2021, James E. Olson was sentenced to five months in prison and ordered to pay $189,350 in restitution as well as a $25,000 fine. In 2012, the Republic of Albania put its nationally-owned oil company up for sale and solicited bids from prospective buyers. Each prospective buyer was to include in its bid package a performance guarantee from a financial institution that was equivalent to 10% of the bid amount to be paid in the event the company selected was unable to complete the purchase. Olson sent the Republic of Albania a fraudulent Letter of Guarantee obligating the bank where he worked. Olson received five wire transfers totaling $500,000 as well as a four percent share in the company in return for the fraudulent letter. Olson failed to report the income received on his tax return. Gustavo Lomeli was sentenced to 24 months in prison for money laundering. Lomeli, of Chicago, IL was a wholesale distributor of marijuana from Mexico and California. Lomeli distributed the narcotics in the Chicagoland area and then laundered the proceeds through bank accounts back to California. The proceeds were then withdrawn by Lomeli’s boss, German Valencia in California. On October 30, 2020, Richard Harmon was sentenced to 24 months in prison and ordered to pay $1,094,830 in restitution to the IRS. Harmon, formerly of Lake Forest, IL, was the CEO of a company called The Ticket Reserve. As CEO he took funds from the company and instructed the bookkeeper to categorize them as notes receivable. At the same time, he told people he wasn’t taking his salary and instructed the bookkeeper to accrue his salary. The funds he received were not reported as income on his tax returns. He also instructed the bookkeeper to categorize the funds a board member took from the company as notes receivable and those funds were not reported on the board member’s tax returns.
