Bill guaranteeing workers five days of paid leave will head to governor A bill that would guarantee a minimum of 40 hours of paid leave per year for all Illinois workers passed both chambers of the General Assembly Tuesday and will soon head to Gov. JB Pritzker, who says he will sign it.

Under Senate Bill 208, workers begin to earn paid leave on their first day at a rate of one hour of leave for every 40 hours worked, up to 40 hours of paid leave for the year. They can begin using their leave after 90 days, although an employer may allow them to use it sooner.

Once signed, the measure would take effect on January 1, 2024.

“Paid leave for all is about the dignity of work,” said Rep. Jehan Gordon-Booth, D-Peoria, a lead sponsor on the bill. “It’s about humanizing and honoring the realities that we know that adult workers have in our daily lives and providing a space for folks to just do what it is that we all have the luxury and are so blessed to do.”

Republicans who opposed the bill said it would be bad for small businesses, criticizing the legislation for raising costs.

“My ultimate concern is that we, in this body, we pass millions and millions and millions of dollars of incentives for large corporations,” Rep. C.D. Davidsmeyer, R-Jacksonville, said on the House floor. “And, on the other hand, we pass mandates on small businesses – and I know this isn’t just for small businesses.

But my major concern are the little guys. It’s the mom and pops that have 5, 10, maybe 13 employees, that this has a significant impact on their budgets.”

Gordon-Booth pushed back on that argument.

“The idea that we have to play this zero-sum game of you either support business or you support employees, I refuse to accept that is our reality,” she said. “I believe that we can show and have shown with this negotiation that you can support employees, all the while supporting employers by providing the consistency and the implementation of a policy such as this.”

Under the law, workplaces would still be able to require their employees to provide notice before taking paid time off. If the paid leave is not used by the end of the year, it carries over.

The bill is supported by workers’ rights groups and unions including Women Employed, the Chicago Urban League and the Service Employees International Union.

Gordon-Booth said the measure had been under negotiation since 2019, and multiple key business groups had come to a point of supporting the measure or taking a neutral stance on it.

While the measure received a few Republican votes in the House, it passed the Senate with only Democratic support.

The bill still needs approval from Pritzker, who expressed his support in a statement.

“Working families face enough challenges without the concern of losing a day’s pay when life gets in the way. I’m looking forward to signing this legislation and giving a safety net to hardworking Illinoisans,” he said.

SUBMITTED BY PATRICK ZAMKIN As you know, inflation was big news throughout 2022. But will it continue in 2023? And looking even further ahead, how should you account for inflation in your long-term plans?

In regard to the first question, many experts predict that inflation will cool off this year, though there are no guarantees. The high inflation of last year is thought to have been caused by some unusual factors, such as a spike in the demand for consumer goods as the world came out of the COVID-19 pandemic, which led to supply chain issues.

Also, the war in Ukraine drove up oil prices, increasing the cost of manufacturing and shipping and driving up the price of wheat and other commodities.

In any case, last year reminded us that inflation needs to be reckoned with as you work toward your financial goals. But how you respond to inflation will depend somewhat on your stage of life. So, here are some suggestions to consider: If you’re still working …

• Contribute more to your retirement plans. If you can afford to put more money away in your IRA and 401(k), you may want to do so. The more resources you’ll eventually have available in retirement, the better protected you are against the rising cost of living.

• Adjust your portfolio objectives with your financial professional. Using tools such as “hypothetical” illustrations, a financial professional can show you some different paths you might take with your investments, given different rates of inflation. So, for example, if you feel that inflation may be higher for a longer period than you once thought, you could request a hypothetical showing how you might need to adjust your investment mix to achieve your long-term

If I didn’t have the money, I didn’t buy it.

Why is this allowed?

Answer: First off, your neighbor did not have to pay for his buyers closing costs. He chose to as part of the negotiations. Your neighbor was satisfied with his bottom line, which is simply the net sales price of the home. There is no difference whether he paid for his buyers closing costs or simply reduced the sales price by the same amount.

The closing costs were taken out of your neighbors proceeds at closing. No money was given to the buyer upfront.

This transaction must be viewed as only a business deal. Keep your emotions out of it.

Times are different now. Paying a buyer’s

closing costs has advantages to the seller and buyer. For sellers, it presents an option in negotiations to help them sell their home.

For buyers, it allows them to either ‘buy down’ their mortgage interest rate or to have extra cash to update the home or make other improvements that may be needed.

A successful business transaction takes place when both parties are satisfied with the deal.

Apparently your neighbor was satisfied or he wouldn’t have accepted the offer.

If you’re already retired …

• Consider part-time work or consulting.

Once you retire from your career, it doesn’t mean you can never do any paid work again.

If you’ve accumulated years of experience and expertise, you could use your skills as a consultant. Also, many part-time jobs are available for retirees. With the added income from employment, you may be able to delay taking withdrawals from your retirement accounts and other investments, possibly extending their longevity. (Once you turn 72, though, you will need to begin taking money from your 401(k) and traditional IRA.) • Delay taking Social Security. You can begin taking Social Security when you’re 62, but your monthly checks will be substantially bigger if you wait until your full retirement age, which will likely be between 66 and 67. (You could even wait until 70, at which point your monthly benefits will max out.) Of course, the ability to delay taking Social Security depends on whether you can afford it, but it may be possible if you work longer than you once planned or if you work part time in retirement. But even if you do need to take Social Security before your full retirement age, your payments will be adjusted annually for inflation — in fact, for 2023, benefit checks will rise 8.7% over 2022.

We’ll always have to deal with some level of inflation — so it’s a good idea to be prepared.

Pricing to Sell MIKE BUDER “If it sells to quickly it was underpriced to begin with!”

This is what my seller said to me yesterday when we were discussing his price point. I said “excuse me?” and he repeated it, nodding his head up and down. I quickly thought of my most logical response to this myth and said “what do you feel is a reasonable amount of time on the market before it sells?” Well, I don’t know”, he said “but under 10 days is too short!” I quickly went into the process of selecting a price. FIRST, I talked about our competition; all the other homes on the market will let us know where we stand in the grand scheme of things and determines our absorption rate.

The absorption rate tells us what has sold and how many homes are currently available and how long it should take to sell this home. SECOND, I talked about pricing it right from the beginning and I used him as my example. When they bought the home from me, as we were looking at homes, if a home was on the market for a long time their first question to me was “what’s wrong with this home?” Most times I pulled up the history on it and sure enough the seller has it priced to high from the beginning. THIRD, is the list to sold priced percentage which helps us determine where homes were priced when they went on the market vs. how much they sold for. Clearly this shows how realistic folks are from the get go on their homes. I am not in the business of putting an overpriced home on the market and letting it sit there for 6, 9, or 12 months. I like to come to an agreement on the price point of the home based on the above criteria and let it sell. That’s our goal, right? In my opinion if a home sells in one, three, five or even 20 days, it was priced right from the beginning. There are a variety of things that come into play when determining the price of a home. Two majors are location and price. You can’t change the location, but you can make your price very attractive without “giving it away.”

Sand Ridge Audubon Society Plans “Eagle Watch” Field Trip

Turning 65 or older?

The local Audubon chapter which meets at Sand Ridge Nature Center in South Holland/ Calumet City has scheduled a field trip to Starved Rock State Park a very popular eagle observation site on Sunday, February 5.

When the area water ways are frozen, Eagles like to gather near the open water by the nearby dam on the Illinois River to catch fish. This is a particularly excellent area for eagle observation.

We will meet in Highland -then Lansing- at around noon, and head toward Starved Rock.

We will arrive about 2 pm. Folks can carpool or coordinate their arrival to meet up with the rest of the group.

There are several places we will stop to look for eagles once we get to the Illinois River region. We will leave for home about 4 or 4:30.

Our plan is to stop at R-Place Restaurant in Morris on the way back for dinner and friendly conversation.

The Sand Ridge Audubon Society Chapter meets monthly on the 1st Fridays at 7pm; September thru June (unless that day falls on a holiday weekend, in which case it moves to the next week). Please note the April Meeting will be on Friday April 14 due to the observance of Good Friday.

Pritzker signs assault weapon sales, manufacturing ban On the first full day of his second term, Gov. JB Pritzker on Tuesday signed a bill banning the sale, distribution and manufacture of high-power assault weapons, .50 caliber rifles and ammunition, and large-capacity magazines while still allowing people who already own such weapons to keep them.

Pritzker signed the bill during a ceremony in the Statehouse just hours after the final version of it cleared the House, making Illinois the ninth state in the nation to impose such a ban.

“I’m signing this legislation tonight so that it can take immediate effect and we can end the sale of these weapons of war as soon as possible,” Pritzker said.

The House had passed a similar bill early Friday morning and sent it to the Senate, where it appeared over the weekend to run into roadblocks. But negotiations continued behind the scenes throughout the weekend and into Monday when a final deal came together just as Gov. JB Pritzker, who campaigned on a pledge to pursue an assault weapons ban, was being inaugurated into his second term in office.

As recently as Sunday, the House and Senate seemed to be far apart, both on the weapons ban and a bill expanding access to reproductive health services, two of the biggest items being considered in a lame duck session that will conclude Tuesday.

“I will fight for the needs of Illinoisans and I will not accept a watered-down version of legislation that falls unacceptably short of the comprehensive solutions that the people of this state deserve,” House Speaker Emanuel “Chris” Welch, D-Hillside, said in a statement released Sunday afternoon.

But by Monday night, he, Pritzker and Senate President Don Harmon, D-Oak Park, announced that they were all in agreement on a final proposal.

One of the key sticking points concerned a requirement that people who currently own such weapons register them with the Illinois State Police. Those individuals would be required to disclose the make, model and serial number of the specified weapons to obtain a special endorsement on their Firearm Owners Identification, or FOID card. The House had included that in the bill it passed shortly after midnight Friday morning, but an early draft of a Senate plan reportedly proposed dropping it.

The final version of the bill, contained in a package of amendments to House Bill 5471, includes the requirement but extends the deadline for compliance to Jan. 1, 2024, instead of

180 days after the governor signs the bill into law, as the House had proposed.

The Senate language was unveiled during a committee hearing Monday morning, only a few hours before inauguration ceremonies for the governor and other constitutional officers were about to begin blocks away in a downtown Springfield convention center.

Other changes included a more up-to-date list of weapons that would fall within the banned category along with authority for the Illinois State Police to modify the list through administrative rules to capture new and copycat models as they come onto the market.

The Senate bill also clarifies that any device that makes a semiautomatic weapon fire more rapidly – whether it converts the weapon into a fully automatic one or merely increases the rate of fire – will be illegal. And it defines large-capacity magazines as those capable of holding more than 10 rounds for a long gun or 15 rounds for a handgun.

The Senate version also does not change the age limit to obtain a FOID card, meaning people between the ages of 18 and 21 will still be able to obtain one with the consent of a parent or guardian. The House had proposed eliminating that exception.

“It really is the House structure,” Harmon said of the bill after a Monday committee hearing. “We have been careful to be precise, that we are articulating the list of guns where an endorsement would require the make, model and serial number so that owners know exactly what they need to do.”

In an effort to ease concerns from hunters and sportsmen, the bill also contains a provision authorizing the Department of Natural Resources to adopt administrative rules exempting weapons used only for hunting that are expressly permitted under the Illinois Wildlife Code.

That, however, was not enough to quell the opposition of gun rights advocates who argued that the weapons to be banned are “commonly used” weapons in American society and thus, under standards of recent U.S. Supreme Court rulings, will likely be deemed unconstitutional.

“I think folks at home need to know, and folks here in the chamber, that many of the commonly used semi-automatic shotguns will still have to be registered as assault weapons,” Sen. Terri Bryant, R-Murphysboro, said during debate on the floor

of the Senate. “So even though some may come off, we’re still going to have many commonly used shotguns that will be listed as assault weapons.”

Democrats pushed the bill through the Senate 34-20, sending it to the House, where it passed 68-41 on Tuesday afternoon with two Republican votes: outgoing House Minority Leader Jim Durkin, R-Western Springs, and Rep. Bradley Stephens, R-Rosemont.

Otherwise, GOP members echoed Bryant’s sentiments.

“I can tell you that we will not comply, and you’re not going to do a darn thing about it,” Rep. Blaine Wilhour, R-Beecher City, said during House floor debate. “Because the law, the constitution and the founding principles are on our side.”

During the debate, Welch, with his mother seated next to him, spoke of how his aunt was shot and killed in her car while leaving church in the mid-1980s, and how his mother ended up adopting her sister’s three daughters.

“Let’s end families having to change overnight,” Welch said.

“Let’s not lose any more brothers, sisters, aunts, uncles, children to gun violence.”

On January 12, 2023, I checked two $900 bills that two clients got. One client was charged $900 in Merrillville and one was charged $900 in Griffith. These charges were for an ambulance RESPONSE CHARGE. I first encountered the $900 RESPONSE CHARGE last year for a client in Highland, Indiana. During that time, I got help from an official in the fire department to explain the new charge to me. He said that ambulance companies pushed for a change in the law so that ambulance companies could charge to respond to an ambulance call even if they never took someone to a hospital. It seems the change happened in 2022 before the midterm elections.

I phoned Medicare to ask if Medicare ever helped pay for a RESPONSE CHARGE. It will not.

To get the details, I wrote our local congressman to ask for information on the history of the RESPONSE CHARGE and how it came to be. To me $900 is so high a fee that it might have a “chilling effect” on people so that they avoid calling for an ambulance even when it is needed. To me, such a high RESPONSE CHARGE is a bad idea and harmful to people, especially seniors on a limited income. One third of that, or $300, would be easier on most seniors in my opinion.
