Homeowners: Are you missing exemptions on your property tax bill?

As homeowners in Cook County receive their 2021 Second Installment Tax Bills (tax bill) in the mail they are encouraged to look at the bottom left corner to ensure that the correct exemption(s) are applied.

If a homeowner believes they are entitled to an exemption that is not reflected on their tax bill, they can apply for what is called a Certificate of Error. The Certificate of Error process provides homeowners an opportunity to redeem missing exemptions for up to three years in addition to the current tax year. Homeowners can now apply for the 2021, 2020, 2019, and 2018 tax years all on one easy to use form available online.

This year, many exemptions auto renewed to make the process more convenient for homeowners. In addition to the Homeowner and Senior exemptions, the Assessor’s Office processed auto-renewals for the “Senior Freeze”, Veterans with Disabilities, and Persons with Disabilities exemptions. In total, more than 1.1 million exemptions were auto-renewed, which provided millions of dollars in tax relief to homeowners in Cook County.

As a reminder, homeowners are responsible for paying the entirety of the tax bill to the Cook County Treasurer’s Office by December 30, 2022. If the Certificate of Error application is granted, either a corrected tax bill or a refund for the difference will be issued.

SSC to Host Legal Studies Open Houses South Suburban College (SSC) is hosting open houses for Legal Studies Programs in December and January, including Paralegal/ Legal Assistant and Court Reporting/Verbatim Technology concentrations.

The Paralegal/Legal Assistant Program at SSC prepares students to become highly trained paralegals and legal assistants. SSC has the only paralegal curriculum approved by the American Bar Association (ABA) in the Chicago Southland and Northwest Indiana region. In addition, 89% of the program graduates between August 2021 to March 2022 were working in the Legal Field within six months of graduation. The community is invited to learn about the benefits of the Associate of Applied Science degree and certificate tracks, as well as the opportunity to complete the paralegal program entirely online.

Time for tax-loss harvesting?

SUBMITTED BY PATRICK ZAMKIN For a variety of reasons, such as higher interest rates, rising inflation and supply chain issues, the financial markets were volatile in 2022 — and this volatility probably showed up in your investment statements. Yet, while you may have been less than happy about your investment returns this year, the volatility and depressed prices may offer you some opportunities at tax time.

Specifically, you may be able to take advantage of tax-loss harvesting. Using this strategy, you sell securities at a loss to offset capital gains, which you may have if you’ve held some investments for years and they’ve greatly appreciated in value. And if your total losses exceed your gains, you could offset up to $3,000 of ordinary income per year and carry over the rest to future tax years.

Tax-loss harvesting isn’t just a tax issue — it also can be part of your investment strategy. What investments should you sell to take the capital gains? Which ones should be sold to take the losses?

To answer these questions, consider a few different factors: • Diversification – Portfolio rebalancing is important for investors. If you have too many investments that have essentially the same characteristics, your portfolio might be under-diversified — and diversification is necessary to help you achieve your longterm goals. If your assets are concentrated in a single asset class or a single stock, your portfolio could take a big hit during times of market volatility, but a diversified investment mix can reduce this impact. Consequently, when looking at ways to take advantage of tax-loss harvesting, you could consider selling an investment that’s similar to several others you may own. (Keep in mind, though, that diversification can’t prevent all losses or guarantee profits.)

• Performance – Investment performance

can be looked at in a couple of different ways. If you’ve held an investment for many years and it has gone up greatly in value, you might be motivated to sell it and take the profits. Conversely, if you have an investment that’s consistently under-performed and has lost value, you might feel you’re better off selling it and applying the losses against capital gains.

• Holding period – When you sell investments that you’ve held for a year or less, your gains are taxed at your ordinary income tax rate; for investments held longer than a year, you’ll pay the long-term capital gains rate, which is based on your income and ranges from 0% to 23.8%, which includes a 3.8% net investment income tax for high earners. Short-term losses offset short-term gains first, while long-term losses offset longterm gains. Once losses in one category exceed the gains of the same type, you can use them to offset gains for the other category.

Here’s one more point to keep in mind: If you want to sell an investment for tax purposes, but you might like to reacquire it, you’ll have to meet the “wash sale” rule, which prohibits you from writing off an investment loss if you or your spouse buys the same investment, or a substantially identical one, in the 30 days before or after the sale.

To take advantage of tax-loss harvesting, you’ll need to act before the end of the year.

And consult with your tax advisor. This strategy can be effective — but you’ll need to be sure it’s right for you.

Cook County Clerk Certifies Gubernatorial Election Results The Cook County Clerk’s Office has confirmed ballot tabulation, completed all post-election audits, and has officially certified the results of the 2022 Gubernatorial Election to the Illinois State Board of Elections, Clerk Karen A. Yarbrough announced Tuesday.

All certified township and precinct-level results for suburban Cook County can now be viewedonline at cookcountyclerk.com/results.

The certified results include all individual precinct voting totals, all Early Voting, and all

Mail Ballots cast.

The South Holland Police Department (SHPD) relies on over 20 different software databases to input and extract information to facilitate its daily operations. Various systems are used to access and maintain files of accident reports, incident reports, arrest records, payment processing, State/Federal records, citation information, towed vehicle information, etc. The Records Clerk operates and generates reports from these databases/systems.

The records clerk often serves as the initial face of the SHPD that is operational 365/24-7 days a year interacting with a diverse population, with varying personalities.

RICHARD ZEKVELD A great love story never goes out of style. This is certainly true of the book of Ruth in the Bible. It’s a true love story.

It’s a great love story. It is, in fact, a God-sized love story.

This love story resonates on several levels. First, it is the story of a bitter, hopeless widow shattered by tragedy. An immigrant, far from her people, she suffers the untimely deaths of the three men in her life – first, her husband, then her two sons. She stands, shell-shocked, before three graves and concludes that God is against her.

An Israelite living in Moab, Naomi decides to return to Israel. Her Moabite daughters-in-law, also widows, want to go with her. She urges them to go back to their mothers, their people, even their gods, and start over. After all, those close to Naomi end up as collateral damage when her God strikes her.

But Ruth digs in her heels with one of the most moving declarations of loyal love ever recorded. “Don’t urge me to leave you or to turn back from you. Where you go I will go, and where you stay I will stay. Your people will be my people and your God my God. Where you die I will die, and there I will be buried. May the Lord deal with me, be it ever so severely, if anything but death separates you and me” (1:1617, NIV84).

The Moabite Ruth, who grew up worshiping false gods, turns from them to trust in the one true God, Israel’s God. She gives herself to him and to Naomi. See how Yahweh uses the loyal, loving Ruth to restore the shattered heart and life of Naomi with his loyal, life-giving love!

This week I was on a listing appointment and the client asked, “Should I wait until after the holidays to list my home”? I have also had some sellers in the past call and say “no more showings until after the holidays”.

The holidays could be the best time of the year to have your home on the market!

People who look for homes this time of the year are SERIOUS BUYERS and not just out there to wear down your carpets. Who else would take their time to come look at a home in this hectic time of year, A SERIOUS BUYER OF COURSE. And…what better time to let them see your home beautifully decorated for the holidays. Buyers are more emotional during the holidays and your cozy warm home can cause emotions in a buyer you can’t get other times of the year. Serious buyers also have fewer homes to choose from during the holiday season, which means less competition for you and possibly a higher offering price. Starting in January there will be more homes coming to the market every day. Keep in mind an increase in supply heading into the spring market without an equal increase in demand (possibly due to expected interest rate escalation) can reduce

demand and could cause prices to pull back again. Buyers have more time to look for a home with time off work during the holidays and winter vacation breaks. People stay home more in colder weather and online searches go way up. Traditionally many people have job transfers at the end of the year and they need to find new homes and won’t be able to wait until spring to buy.

Some people want to buy before the end of the year for tax reasons. If you are planning to purchase another home, by selling now you could be a non-contingent buyer in the spring when many more homes are available for possibly less money. Maybe you will be able to enjoy the rest of the season knowing you sold your house because you didn’t put off showing your home during the more hectic time of the year!

Thomas (Tom) J. Boleski, age 73, born and raised on the Southeast Side of Chicago, Illinois with roots later planted in Dyer,

Indiana and Branson West, Missouri, passed away on Sunday, November 27, 2022.

Tom was the loving father of Jennifer (Kenneth) Reeder, Sheri (Eric) Deedrick, and Joseph (Elaine) Boleski; proud grandfather of Ryan, Nathan, Avery, Adam, and Henry; dear brother of Judith (late Neal) Moran and William Boleski; and kind uncle of several nieces and nephews. Tom was the son of Jannie (Dzikowski) Boleski and Joseph Boleski.

Tom was a Proud American, having served in the United States Navy as a member of the Naval Construction Battalion (Seabees), protecting his country and fellow countrymen in the Vietnam War and reaching a top level of recognition.

In addition to his love for his country, Tom had a deep passion for music, which he spread to his children, grandchildren, and friends, inspiring them to make music a central part of their own lives. Tom once said, “Throughout my life, music has been my passion.

In bad times, I’ve found it to be a comfort and, in good times, a means of celebration.” And no one knew the rosters, statistics, and future outlooks of the Chicago Bears, White Sox, and Blackhawks as well as Tom, who needed to rush home from Sunday Mass in time to see the opening Bears’ kickoff. Tom also loved to spend time on his boat, named the Seabee, especially on Table Rock Lake, and crafting furniture and other pieces from wood in his meticulously organized workshop in which he would always “measure twice and cut once.” During his career, Tom became an expert within the heating, ventilation, and air conditioning (HVAC) field, having served as a technical information source for many HVAC technicians throughout the Chicagoland area during his career with South Side Control Supply Company and while teaching at Environmental Technical Institute (ETI). Tom would often express his love for his family and friends by sharing an inspiring song, hosting a karaoke party, or offering an educational tidbit. The celebration of Tom’s life will take place on Friday, December 9, 2022, with a visitation starting at 9:00 a.m. at St. Maria Goretti Catholic Church, located at 500 Northgate Drive in Dyer, Indiana, followed by his Funeral Mass at 10:00 a.m. Tom’s Mass will be followed by his Interment at 1:00 p.m. in Elwood, Illinois at the Abraham Lincoln National Cemetery, a cemetery dedicated by the United States Department of Veterans Affairs National Cemetery Administration, located at 20953 W. Hoff Road in Elwood, Illinois.

CATHY & JIM HIGGINS Question: I recently put an offer on a house and gave a $1,000 deposit. I signed all the contracts. I never received a signed copy from the owner because he was away on business.

His agent overnighted him the contracts and the owner of the house is now saying he does not want to sell. Do I have a right to that house? The agent did refund my money, but I feel the owner signed the contracts and the house should be mine.

Answer: Entire libraries are devoted to the question of what is or is not a contract. In general terms, you need an offer (a bid to purchase), acceptance (an owner who says “great” and signs the offer) and consideration (such as a deposit). A signed document is awfully good evidence that something was accepted, but based on your note you don’t have any proof that the seller actually signed the offer.

Moreover, you did not sign a “contract.”

You did sign an “offer.” To have a contract you would need the seller’s signature and acceptance of all terms. Sellers are not required to accept offers, even full-price offers.

That the owner was “away” does not mean a signed agreement could not be sent overnight or electronically transmitted. Your deposit has been promptly returned -- that’s good news and a credit to the broker.

The question to ask is this: If you really want the property would it make sense to submit another offer? Maybe the first offer can be modified to gain acceptance from the owner.

Good News on a Monday Morning!

On Monday morning, November 7, 2022, I got a “good news” message delivered to me. The $3,855 ambulance bill of our client in Cedar Lake went away. Yes, my efforts resulted in saving the client $3,855.

In the previous week, the client met with me. He had a mixed message when he met with me. He had received another bill for $3,855 from the ambulance company. But then, he got a phone call from someone at the ambulance company reporting to him that the ambulance bill was not owed.

So, I phoned and wrote a letter to someone at that ambulance company with whom I had worked in the past. I asked whether the phone call that the bill no longer existed was true. The response was that it was true.

In August, I had reviewed the bill with the client and spotted a problem with the ambulance bill for $3,855. I helped the client file an appeal with Medicare. In that appeal, I attached documents that alerted Medicare to what I believed were errors in how the claim was filed with Medicare by the ambulance company.

Apparently, Medicare agreed with the appeal. The $3,855 ambulance bill went away. Probably, the claim was refiled with

Medicare with the corrections that would cancel the bill to our client. The client thanked me for the work that I did in helping him file the appeal. Why wouldn’t he? I saved him $3,855.

All the help that I gave this client was FREE OF CHARGE. This insurance agency helps any client that has a Medicare related medical bill problem without charge. The Medicare system is not perfect. When a problem with a bill threatens to hurt our client financially, we review the bill for free to make sure our client is treated fairly. This demonstrates to all our clients that we really do care about them and appreciate their business. We can’t change Medicare rules for our clients. We just alert others when we believe that they made a mistake so that our client is not hurt.

Note: Woodrow Wilcox is the senior medical bill case worker at Senior Care Insurance Services in Merrillville, Indiana.

He has saved clients of that firm over three million dollars by fighting mistakes and fraud in the Medicare system. Also, Wilcox wrote the book SOLVING MEDICARE PROBLEM$ which is available through book stores and online.

Spring Registration Open for Free High School Equivalency and English as a Second Language Courses at SSC The South Suburban College (SSC) Adult Education Department has opened registration for its free High School Equivalency (HSE/ GED) and English as a Second Language (ESL) programs. Both programs will run from January 17 through April 6 during the Spring 2023 Semester. Most of the Adult Education programs are offered both full and part-time at the Main Campus in South Holland or the Oak Forest Center. Daytime, nighttime and online course options are available.

Many adults choose to further their skills and pursue high school education through the High School Equivalency (HSE/GED) program. The HSE program will develop the skills required to pass the High School Equivalency exams.

HSE for ESL is also available for intermediate and advanced level ESL students who plan to take the HSE/GED exam in English. English as a Second Language (ESL) allows non-native students to improve their English skills from beginning to advanced levels.

Cook County Assessor Releases Property Tax Data and Simulation Software Code Over $180 billion in property taxes collected from every property in Cook County – from Ford Heights to Chicago to Winnetka – can now be analyzed with software code created by the Cook County Assessor’s Office.

The Property Tax Simulator, or PTAXSIM, is a software code package implemented in the coding language R and designed to recalculate changes to Cook County property tax bills. It uses real assessment, exemption, TIF, and levy data to generate historic, line-by-line tax bills for any Cook County property from tax years 2006 to 2020 (for bills issued from 2007 through 2021). PTAXSIM allows the user to recalculate and analyze single or multiple historic tax bills simultaneously.

The Assessor’s Data Department created the database by extracting already-public tax levy and rate data published by the Cook County Clerk, then combined it with previously unpublished data.

“This is the first time that the data used to create tax bills in Cook County has been put together in one place,” said Cook County Assessor Fritz Kaegi. “Researchers and policymakers can now use the data to analyze the whole system of appeals, exemptions, and tax levies – an unprecedented resource for academics, journalists, and policymakers.”
