Free Learning Opportunities Available and Volunteers Needed for the SSC Literacy Tutoring Program South Holland, IL–South Suburban College (SSC) is seeking participants for the Adult Volunteer Literacy Tutoring Program.

The program is structured to train volunteers to become one-onone tutors for adults in need of basic literacy skills. Instruction in basic literacy includes the development of phonetic reading skills, whole language experience, combined with effective communication skills. Residents are welcome to volunteer as tutors and encourage others to take advantage of this free professional development opportunity.

Once certified, SSC’s volunteer literacy tutors visit adult learners at locations in or near their neighborhoods. Tutoring is flexibly scheduled based on the availability of tutors, learners, and tutoring sites. The following locations have been established as tutoring sites: Acorn Public Library, Oak Forest; GlenwoodLynwood Library; Harvey Public Library; Phoenix Public Library; Calumet City Public Library; Grande Prairie Library, Hazel Crest; Homewood Public Library; South Holland Public Library; South Suburban College Main Campus Library, South Holland; South Suburban College Oak Forest Center Library, Oak Forest; Lansing Public Library; Dolton Public Library; Riverdale Public Library; Blue Island Public Library; Dixmoor Public Library; Tinley Park Public Library; Markham Public Library; Midlothian Public Library; and Thornton Public Library.

Illiteracy can be debilitating in many ways for adults who never received the proper instruction. Adults who are unable to read experience difficulty completing many daily activities that others may take for granted, along with a disadvantage in today’s competitive job market.

SSC’s Office of Adult Education administers the Adult Volunteer Literacy (AVL) Tutoring Program in addition to High School Equivalency (HSE), English as a Second Language (ESL), and Adult Basic Education (ABE). These opportunities are made possible by a grant awarded by the Illinois State Library (ISL), a division of the Office of the Secretary of State, using state funds designated for literacy.

The August training will take place at the South Suburban College Oak Forest Campus in Oak Forest, IL on Tuesdays and Thursdays from August 1 through August 17, 2023 from 4:00 p.m. to 6:00 p.m. This 12-hour program culminates with literacy training certification. Tutors will continue to receive free professional development services throughout this program. Successful tutors are also eligible for letters of support or recommendation for jobs, scholarships, educational opportunities, and more. State driver services facilities to require appointments in more than 40 locations

By ANDREW ADAMS Capitol News Illinois aadams@capitolnewsillinois.com Drivers who need to renew their license at a secretary of state facility will likely have to make an appointment starting this fall.

Starting Sept. 1, 44 driver services facilities in medium- to large-sized cities around the state will require appointments for driver services – things like renewing a license, updating a license to meet Real ID requirements or taking a driving test. Vehicle services, like title registration, will still be offered on a walk-in basis.

The facilities impacted by the move to appointment-based service are in some of the state’s most high-traffic locations. These include all but one of the locations in Chicago as well as locations in Aurora, Deerfield, Naperville, Waukegan, Champaign, Decatur, Bloomington, Peoria and more.

Sixteen locations will offer Saturday morning hours from 8 a.m. to 12:30 p.m.

“Our goal is to change the stereotype of dealing with government offices,” Secretary of State Alexi Giannoulias said on Thursday, noting that he hopes customers have a “positive experience.”

Appointments can be made by visiting the secretary of state’s website at ilsos.gov or by calling 844-817-4649.

Giannoulias said that the cost of implementing the changes falls within the existing secretary of state’s budget.

“This is sort of the first major step in implementing the rest of our modernization goals,” Giannoulias said.

Giannoulias also encouraged Illinoisans to make use of online services when possible, including driver’s license renewal and ordering license plate stickers. The secretary of state’s office also received more than $75 million in this year’s budget for its IT modernization efforts, which have already resulted in an overhaul of the office’s website, ilsos.gov.

“The revamped website is more intuitive and prioritizes our most popular programs and services so customers can find the information they want and need faster and more conveniently,” Giannoulias said in a July 12 news release.

It’s a continuation of several pandemic-driven shifts toward modernization for the secretary of state’s office. That process began under former secretary Jesse White, who held the office for more than two decades before Giannoulias took office in January.

These pandemic-era modernizations included piloting appointmentbased service and offering expanded online services for drivers.

Annual Pilgrimage to the Carmelite Shrine Munster— July 26 — On August 12, Pilgrims from Chicago will be walking to the Carmelite Shrine Ridge Road Munster, Indiana. This event has grown substantially in the 35 years of its existence. Thousands are expected to walk in this two-day pilgrimage.

The participants will spend the night in tents on the grounds of

the Shrine and inside the Shrine.

by Janice R Newman There’s a time for everything including work, family, friends, prayer, sleep, etc.

Included in those times should include finding joy and happiness in whatever you are doing.

There in the midst of life, even a little bit of joy or happiness can be found in every moment. Joy and happiness should not only be for moments of celebration or triumph but for everyday aspects of existence. They are both closely connected with the value of appreciation. When you appreciate the little things, you find joy and happiness in your life.

Finding joy and happiness in everything you do is a mindset and skill that can be cultivated and developed with practice.

Here are a few strategies to help you embrace and include joy and happiness in all aspects of life: • Practice Gratitude: Being thankful is necessary to cultivate joy and happiness even when you don’t see it naturally. You must utilize the habit of gratitude by acknowledging the positive aspects of all experiences. Focus on what you have rather than what you lack.

It’s about the small blessings in your daily life to appreciate. Galatians 5:22-23 (ESV) notes joy as important “But the fruit of the Spirit is love, joy, peace, patience, kindness, goodness, selfcontrol; against such things there is no law”.

• Find purpose: Discover your purpose and find meaning in your work and relationships.

Understand and identify how you contribute to something larger and the well-being of others, the community, or your family and friends. This will instill a sense of fulfillment and joy in your endeavors.

• Practice Self-Compassion: Be kind to yourself and avoid self-criticism. Understand that

mistakes can happen to everyone and do. Don’t forget to laugh and find humor in everyday situations. Laughter lightens your mood and infuses joy and happiness into your experiences.

• Engage in Activities You Love: Make time for something you love to do that brings you joy and happiness. Start a hobby, or garden, or join a social community group for dancing, games, or book discussion. Do something that you find pleasing, relaxing, and can put a smile on your face. Even taking time out to watch your favorite television show with someone can bring joy to your life.

My husband and I find small joys in doing the puzzles together in The Shopper weekly and the NYT puzzles daily. We constantly search for free local activities that we can go out to enjoy such as music in the park or car shows. We attend church locally and pray daily together expressing our appreciate for God in our lives. In our appreciation, we find joy and happiness even if it’s a small amount for all our experiences.

Remember that finding joy and happiness in everything is an ongoing journey, and it’s okay to have challenging days as there will be some.

Be patient with yourself while you’re learning how to cultivate joy and happiness. Joy and happiness are good for the soul, body, and mind. Finding a little bit of joy and happiness reduces the possible amount of anger, hostility, disappointment, or sadness you can hold in your life. The good positive feeling you get from them sends a ripple effect outward, enriching the lives of those around us, and you will radiate the light of joy in all aspects of your life. Y? JOSH BOOTSMA You’ve probably heard it before: “Jesus said to him, ‘I am the way, and the truth, and the life. No one comes to the Father except through me’” (John 14:6).

In a world that highly values inclusivity, Jesus’ brazen statement seems profoundly exclusive. It rubs us the wrong way. Who is Jesus to say how we are to approach God? It’s popular to deny this exclusivity. “God will reward me if I’m a good person.” “All religions are similar so what does it matter if I choose one over the other?” “God’s love is enough for me--I don’t need Jesus.” You’ve probably heard all of these sentiments.

Here’s the problem: Jesus, the very person who gave His life to save us and understands more about our sinful problems than we ever will, says otherwise. If you were seriously injured, would you push away the doctor trying to save your life so you could try to save it your own way?

Obviously not — the doctor is the way!

When we begin to understand our sin and the perfect God whom we’ve sinned against, we start to balk less at the idea that Jesus is the only way to God and we start to wonder why God would provide a way to Himself at all.

Jesus loved his undeserving people so much that he died for them. He sacrificed himself in order to wipe our dirty, broken, sin-filled selves clean. If you are a Christian, your life will be marked by the joy of knowing “The Way” — Jesus Christ. If you are not a Christian, know that there is only one avenue down which you can be saved. It’s free to travel and will give you greater joy than you’ve ever known.

Despite what many believe, appraisers primarily represent lenders and confirm a property’s value rather than determine the value. Appraisers are versed in reconciling a value for a buyer and seller to agree upon in a purchase contract. Realizing what’s involved in becoming a licensed appraiser today is useful. Typical requirements to be a licensed appraiser include completing over 150 hours of education from a certified licensing school.

Passing an intensive exam and logging at least 2,000 hours of experience within 5 years. Considering the requirements to become licensed, it would seem logical to assume an appraiser’s opinion of value is more qualified than a full time, veteran real estate agent. However, during a continuing education class I attended, the instructor who was an appraiser stated that real estate agents have an advantage in determining value. Naturally, I sat up in my chair, eager to hear his explanation. The simple answer surprised me…an appraiser doesn’t go inside homes with buyers. Instead, appraisers rely heavily on the photographs and description that the listing agent wrote.

Because descriptions and photographs can be deceiving, a diligent appraiser will occasionally interview the listing or selling agent to learn more about the comparable property they are planning to use. When the appraiser comes to measure and take pictures of the subject property, it seems logical that they should know all about the recent improvements. Naturally, you want them to know about the newer roof, furnace,

top-of-the-line flooring and remodeled kitchen & bath. Appraisers typically have six labels they can give your property: poor, fair, average, good, very good and excellent.

This is where your hard-earned money and excellent choices may let you down. Because appraisers can’t feel, touch, see and smell the comparable properties, they are inclined to give many of them average or good ratings.

So even if the appraiser gives your property a very good and gives the comparable property an average rating, the dollar-for-dollar adjustments are based on a determination by a company called Marshall & Swift, and in my experience those adjustments are a mere percentage of what you probably spent or what those improvements might cost today. My seller clients rest assured in today’s market that if the appraiser comes in at a value less than the contract sale price that I will make sure the appraisal is fair. I automatically audit a copy of the full appraisal report and if necessary, I will file an appeal with supporting documentation in my effort to have an appraisal value adjusted to or toward the original contract purchase price.

Smart ways to invest in bonds SUBMITTED BY PATRICK ZAMKIN Most investors are aware of the different types of stocks: big-company, smallcompany, technology, international and so on. And it may be a good idea to own a mix of these stocks as part of your overall investment portfolio. But the importance of diversification applies to bonds, too — so, how should you go about achieving it?

To begin with, individual bonds fall into three main types: municipal, corporate and government. Within these categories, you’ll find differences in the bonds being issued.

For example, government bonds include conventional, fixed-rate Treasury bonds as well as inflation-protected ones, along with bonds issued by government agencies, such as the Federal National Mortgage Association (or Fannie Mae). Corporate bonds are differentiated from each other by several factors, but one important one is the interest rate they pay, which is largely determined by the credit quality of the issuer.

(The higher the rating grade — AAA, AA and so on — the lower the interest rate; higher-rated bonds pose less risk to investors and therefore pay less interest.)

Municipal bonds, too, are far from uniform. These bonds are issued by state and local governments to build or improve infrastructure, such as airports, highways, hospitals and schools. Generally, municipal bonds are exempt from federal tax and often state and local taxes, too. However, because of this tax benefit, municipal bonds typically pay lower interest rates than many corporate bonds.

How can you use various types of bonds to build a diversified bond portfolio? One method is to invest in mutual funds that invest primarily in bonds. By owning a mix of corporate, government and municipal bond funds, you can gain exposure to much of the bond world. Be aware, though, that bond funds, like bonds themselves, vary widely in some respects. To illustrate: Some

investors may choose a low-risk, low return approach by investing in a bond fund that only owns Treasury securities, while other investors might strive for higher returns — and accept greater risk — by investing in a higher-yield, but riskier bond fund.

But you can also diversify your bond holdings by owning a group of individual bonds with different maturities: short-, intermediate- and long-term. This type of diversification can help protect you against the effects of interest-rate movements, which are a driving force behind the value of your bonds — that is, the amount you could sell them for if you chose to sell them before they matured. When market interest rates rise, the price of your existing, lower-paying bonds will fall, and when rates drop, your bonds will be worth more.

But by building a “ladder” of bonds with varying maturities, you can take advantage of different interest-rate environments. When market rates are rising, you can reinvest your maturing, shorter-term bonds at the new, higher rates. And when market rates are low, you’ll still have your longer-term bonds working for you. (Generally, though not always, longer-term bonds pay higher rates than shorter-term ones.)

A bond ladder should be consistent with your investment objectives, risk tolerance and financial circumstances. But if it’s appropriate for your needs, it could be a valuable tool in diversifying your bond holdings. And while diversification — in either stocks or bonds — can’t always guarantee success or avoid losses, it remains a core principle of successful investing.

The Problem With Foreign Call Centers WOODROW WILCOX On July 26, 2023, I made phone calls to various numbers of a medical billing firm with a client from Saint John, Indiana. It was a frustrating and grueling hour plus session.

Our client lives in Indiana but crossed the state line to use a medical firm in Illinois. The firm does not want to talk to us about how it made some mistakes that caused the client’s Medicare supplement insurance firm to never get the claim to pay it. They don’t want to follow Medicare rules. They just want our client to pay the bill.

When we phoned, we got a medical billing call center in El Salvador, Central America.

We got bounced around to three people. The last one was Gabriella. We talked until she wanted the Medicare number of our client.

He was on the phone and could have given me permission to state it or he could have stated it. But I stopped that to protect our client and the privacy of his personal information.

If a person in a foreign call center gets your Social Security number or your Medicare number, and passes it to someone else, how could an American prosecutor investigate the matter to find the guilty parties and prosecute them?

Every company doing business in the U.S. that uses an offshore call center is risking protected information of its customers in the U. S. The company doing business in the U.S. is using the foreign based call center to increase its profits without regard for the safety of the protected information of people in the U.S.

If the foreign based call centers were forced to relocate in the U.S., and someone did a criminal act with protected information, it would be much easier for investigators and prosecutors in the U.S. to find the criminals and bring them to justice.

Many communications companies in the U.S. are related and aligned together with companies that own satellite services or other firms that promote doing business internationally. I don’t believe that these firms or their leaders care about or even think about protecting senior citizens on Medicare or Social Security.

In my view, a President or a Member of Congress that does not want to stop the use of foreign call centers (especially in medical services) is no friend to any senior citizen or anyone else who lives in the U.S.A. The politicians that promote or protect the use of foreign call centers are enemies of everyone living in the U.S. because they support risking the privacy of people’s protected information.

That could lead to identity theft that could harm residents of the U.S. Note: Woodrow Wilcox is the senior medical bill case worker at Senior Care Insurance Services in Merrillville, Indiana.

He has saved clients of that firm over three million dollars by correcting medical bill mistakes. Also, Wilcox wrote the book SOLVING MEDICARE PROBLEM$ which is available through book stores or online.

Clerk Yarbrough Releases 2023 Directory of Elected Officials Cook County Clerk Karen A. Yarbrough has released the 2023 edition of the Directory of Elected Officials (DOEO), a multi-platform, comprehensive resource that provides updated contact information for federal, state, county, municipal, and local elected officials in Chicago and suburban Cook County.

Voters in Cook County are represented by officials on many levels, from U.S. Senators and County Commissioners to Park District and School Board Trustees, and the directory is designed to provide residents with the information they need to contact their representatives at all levels of government, according to Yarbrough.

“No matter where you live in Cook County, this directory can connect you with every level of government,” Yarbrough said.

“It provides a direct line to our democracy and is a valuable resource for the constituents we serve as well as elected officials and members of the media.”

The directory provides the name of each official, the office held, when they were last elected, when the next election for their office will be held, office address and phone numbers, as well as website, email address, and social media accounts.

“The importance of the vote in our democracy means nothing if elected officials are not accessible and accountable to the voters we serve,” Yarbrough said. “I hope the public will find this directory to be a useful and beneficial resource to continue to make our community and our democracy better for all those represented.”

An online version of the directory is available on the Clerk’s website at cookcountyclerk.com/DOEO. Residents can also locate the elected officials that represent their household by searching by their address, or by using the name or level of government of the official they are seeking to contact.

Mary Bernadette Niven, née Truesdale, born April 5, 1958 passed peacefully in her sleep in the early hours of July 22, 2023. After a 30 year battle with multiple illnesses, she was welcomed into Heaven by her mother and father, Donald and Joanne Truesdale (Healy) of Homewood, Illinois. Pieces of her heart are left here with her husband David Niven, whom she married November 11, 1978 and her three children Nicholas Niven, Brittney Kurczewski (Michael), Bridgette Sockel (Michael), as well as her 8 adoring grandchildren; Brayden Kurczewski, Brody Niven, Aubrey Kurczewski, Caleigh Niven, Camden Kurczewski, Gavin Niven, Willow Sockel, and Finleigh Sockel. Her Husband and children were her everything. Many times she would say, “If you ain’t got family, you ain’t got nothing.”

When Mary truly shined was when she became a GG to her grandbabies, and she never missed an opportunity to share their accomplishments.

She was a devoted sister to late Donald Truesdale, Kathleen McKinney (Gary), Terry Truesdale, John Truesdale (Diane), late George “Mickey” Truesdale, Judy Viramontes (Tom), Janet Corning (David) and the late Timmy Truesdale. Mary was a loving aunt to many nieces and nephews and godmother to Kara McKinney and Brennen Viramontes.

Mary thrived for years with her career in sales. Her irresistible bubbly personality led her down a path of many awards and outstanding accomplishments. She worked many years despite her illnesses until it became too much for her to handle.

She was an inspiration of encouragement to many with her unrelenting faith and strength that she maintained for many years while battling many illnesses. She would tell her children, “I’m strong like bull.” A constant smile remained upon her beautiful face and uplifting positive attitude was radiant. Mary put others before herself, always was conscious of the “little things’ that made a big impact on others. Heaven gained the most benevolent of angels in Mary. May she have eternal rest and peace in Heaven and soar with her wings of pure 24K gold. In the words of Mary, “I love you BIG time M.O.R.E, see ya when I see ya.” Until we meet again.
