Recent Animal Shelter Data Shows

Significant Increase in Stray Dog Intake; Humane Indiana tops the national trend with 30% more strays cared for

Munster, IN, 7/6/2023 – Shelter Animals Count (SAC), the most trusted and current source for animal sheltering data, encourages pet owners to take precautions to keep their pets home and safe, in recognition of National Lost Pet Prevention Month, observed every July.

According to SAC’s Industry Trends Dashboard, data from January-May 2023 has shown a 4% increase in stray intake compared to 2022, and an increase of nearly 18% compared to 2021. This trend has been especially dramatic for dogs.

Over the past two years, the stray intake rate for dogs has increased significantly across the nation. Data from January-May 2023 shows a 10% increase in stray dog intake compared to 2022, and an increase of 30% compared to 2021. Fortunately, cats saw a 1% decrease in stray intake compared to 2022.

For each of the past three years, only about 10% of animals entering shelters are returned to their owners.

The need is especially great at Humane Indiana, which has a 30% increase in strays taken into the shelter this year – higher than the nation’s 10% increase.

Humane Indiana also leads the community in partnering with local animal control agencies to help stray animals reunite with their families if lost, or find a new home.

Jessica Petalas, Humane Indiana Shelter Director, called on the community to help by adopting a pet from Humane Indiana, becoming a HI dog foster parent, or donating to Humane Indiana.

“Foster parents – especially for medium-sized dogs and large dogs – help stray animals become socialized and allow us to learn their personality and needs to help them find the right home, while opening up space at the shelter to help even more animals,” said Petalas. “Donations are also essential to support our lifesaving programs.”

Petalas also encouraged owners to ensure their dogs are microchipped in case they become lost, so they can be quickly reunited with their families and kept out of shelters. Humane Indiana’s Clinic offers reduced-cost microchipping for incomeeligible people and all residents of East Chicago, Gary, Hammond, and Merrillville; appointments can be made at 219-922-3811 x 212.

“Summer is the busiest time of year for shelters, with increases in kittens and puppies, as well as lost pets who commonly escape their homes or yards during fireworks and other summer festivities,” said Stephanie Filer, Executive Director of Shelter Animals Count. “Shelters are now in their third year of having too many animals and not enough adoptions, especially for dogs, and many shelters are having to make difficult decisions about how to manage limited space. This makes it more important than ever to keep our canine companions home and safe, and out of overburdened shelters.”

No matter how careful we are, pets can still get loose, so it’s best to be prepared. Here are tips to help keep pets home and out of shelters:

• Make sure your pet is microchipped and wearing a collar with identifying information, including a phone number. This helps them to be quickly and easily reunited with you should they become lost. Microchips are available at a lower cost from Humane Indiana for income-eligible people and residents of East Chicago, Gary, Hammond, and Merrillville – call 219-922-3811 x 212 for an appointment. Make sure tags are current and microchip information is updated with

the veterinarian or shelter that implanted the chip.

• Ensure you have current photos of your pet from all angles. These can be used to make flyers and post on neighborhood apps and lost pet pages if the pet gets lost.

• If your pet gets lost, start looking in your neighborhood right away. Carry a leash or carrier with you, and make sure to have your cell phone in case someone calls you while you’re out looking.

• Call your local shelter and visit their website to learn how to file a lost pet report. Many animal control officers strive to return pets to their owners while still in the neighborhood, avoiding a trip to the shelter. Humane Indiana can be reached at 219-922-3811. Humane Indiana also partners with Petco’s Love Lost on its website, www.humaneindiana.org, which uses facial recognition and a national database of lost pets to reunite lost pets with their families.

• Check local social media pages and neighborhood apps and post a photo of your lost pet. These resources are extremely helpful for posting lost and found pets in real-time. Many happy reunions have occurred quickly because of the power of social media.

• Visit the shelter the first day if possible, and at least every other day to look for your pet in person. People’s perception of breed and description can vary, so relying on someone who doesn’t know your pet to find it in the shelter may not be effective.

• Create posters with a clear photo of your pet, with a brief description and a cell number. Place the flyers around your neighborhood and at any local businesses.

• Don’t give up! Lost pets have been found weeks, months or even years after they’ve been lost.

• If you find a lost pet, try to find their owners by walking the neighborhood and checking neighborhood apps/social media groups before taking them to a shelter. Many pets are reunited with their owners within minutes or hours without ever leaving the neighborhood.

Wrote Client About Her $900 Bill

An 83-year-old client was billed a $900 ambulance RESPONSE CHARGE and asked me about it.

Since about the middle of 2022, our senior citizen clients have been getting billed $900 whenever an ambulance is called to help them but not take them to a hospital. I have tried to find someone who will explain to me which law changed and was it a federal law or a state law.

In the case of this client, she fell onto her lawn. Her daughter was there with her but was not capable of helping the client to get onto her feet. The client was angry that she was billed $900 just for two people to help her get to her feet.

Following is part of the letter that I sent to the client to explain this $900 RESPONSE CHARGE and get her help to get a response from lawmakers.

RETIME for REVIEW

“RE” is a prefix that means again or anew. Basically “RE” is to look at or do something again or make something anew. Sometimes you must look at it again or do something anew to improve the outcome and get better results. RETIME is spending time working on various “re” prefix words to make improvements in your life such as review, reinvent, renew, refresh, redesign, etc. Working on “re” words is a good method for working on a better you or if you’re having trouble finding the motivation to make changes in your life.

The first retime word we’ll work on is REVIEW. Each person is different, but sometimes the best way to kick yourself into action is to review your life. The review will help when it’s time to rethink various patterns to look for ways of improvement and renew your outlook on life.

You must REVIEW your life but don’t relive your life. It is not about reliving the past or being too hard on yourself. Look back, analyze, and list your experiences and accomplishments, including the GOOD and the BAD, while being honest with yourself. Take time to look over personal relationships, employment, career, physical, finances, education, values, character, and spiritual life. Reviewing is just to take note or inventory of what you’ve already accomplished, who you are, what you stand for, how you reacted in certain situations, what major events happened in your life, and when or what time frame did you accomplish it.

We list the details of the four W’s (who, what, where, and when). We DON’T list the why or how because those are objective and reflective. In review, you want to avoid any reasoning and just stick with the facts. Write your information down. This helps you visualize what you’ve accomplished and potential areas for improvement.

Reviewing your life can be a powerful tool for self-reflection and personal growth. By examining your past experiences and patterns, you can gain valuable insights that can motivate you to make positive changes in various aspects of your life. Here are some tips that can help you with reviewing your life and discover motivation to help make improvements.

•Clarity: Reviewing your life will provide clarity on your current situation and where you stand in different aspects of your life.

• Identify patterns: Reviewing allows you to identify recurring patterns and themes in your life. You can determine which had a positive or negative influence.

• Address areas in need of improvement: Reviewing provides self-reflection to recognize various aspects that need improvement or require attention.

• Motivation: Reviewing highlights achievements, big and small, to inspire you to aim for higher goals, challenges, and successes. It allows you to celebrate your achievements.

• Learn from mistakes: Reviewing your life helps you to learn lessons from your past experiences so you can develop new strategies to overcome similar obstacles in the future. Reviewing your life can help you find new motivation and ways of improving your life by making positive changes, even if it’s one small thing at a time. If it was a change in federal law, then it is likely that the Democrats changed it because they controlled both houses of Congress and the presidency when the change was made. If it was a change in state law, then it is likely that the Republicans changed it because they controlled Indiana offices when the change was made. Notice that I’m not playing favorites between the parties. I want the truth of how this change happened.

Paul Kelly began his career in education in 1998 as a social science teacher at Carl Sandburg High School (Orland Park). He continued teaching social science at Hinsdale South High School (Darien) and later served as division head for social studies/world languages at John Hersey High School in Arlington Heights. Kelly has served as principal of Elk Grove High School in Elk Grove since 2013. Kelly has also served as a teacher leadership coach at the University of Illinois-Chicago.

Kelly received a Bachelor of Science in Secondary Education-Social Science, a Master of Education in Curriculum and Instruction from Benedictine University, a Master of Education in Educational Organization and Leadership from the University of Illinois at Urbana-Champaign and is pursuing a Doctor of Education in Educational Administration from the University of Southern Mississippi.

Kelly resides in Mount Prospect with his wife, Megan, who is the principal of Rolling Meadows High School. Have you been wearing your bifocals lately?

I first heard the phrase “put on your bifocals” a couple years ago from Jonathan Brooks, a pastor, teacher, author, and community leader in Englewood. When touring Chicago neighborhoods with him as part of a class I was taking, “Pastah J” told me that bifocals help people see things they otherwise wouldn’t. By asking me to put on my bifocals, he was telling me to see the communities we were visiting through both a “good” and “bad” lens. In all communities, there is both good and evil at work--but so often we only see one or the other.

Have you driven through a community and made a snap judgement about it in just seconds? I sure have. Well manicured lawns? This place is good. A broken window? That place is bad. I wasn’t wearing my bifocals.

Did you know that the Englewood neighborhood in Chicago has one of the highest violent crime rates in the city? Did you also know that there’s a place there called the Kusanya Café that sells good food, hosts community events, and provides job training and apprenticeship opportunities for the community? You’d miss it without your bifocals.

When we fail to see both the good and bad in our communities and in our lives, we fail to see the world like God wants us to. Jesus always wore bifocals. He looked at Zacchaeus the tax collector--a hated man--and saw his repentant heart. When Pharisees were scoffing at a sinful woman anointing Jesus’s feet, he rebuked them, seeing the woman’s sincere penitence.

Let’s wear our bifocals like Jesus, who sees you and me not only as sinners, but as his beautiful creation. He died to account for the bad in our lives, that we might experience the ultimate good.

Should you be ‘selfish’ in retirement?

As a parent, you naturally want to help your children — but is it always a good idea to provide them with support when they’re adults? You may want to proceed carefully in this area — to protect everyone’s financial interests.

This topic is on the minds of many people: 63% of retirees and 69% of pre-retirees have either limited their financial support to adult children or other family members, or would limit this support, to preserve their own financial stability and avoid becoming a burden, according to a recent survey by Age Wave and Edward Jones.

So, as this finding indicates, it isn’t that pre-retirees and retirees are being “selfish” when they’re cautious about providing financial assistance — their goal is to maintain their financial independence, so they never have to depend on their family members for help. And anyone can agree that this is a worthy objective.

In any case, the amount of support you can reasonably offer will depend on several factors, including your monthly income, your expenses, your savings and your projected future expenditures. By taking these figures into account, you should be able to develop a good estimate of what you can — and can’t— do for your adult children.

But if you do decide that you can afford to provide some financial resources, at least on occasion, you may want to be strategic about it. In other words, how can you do the most good?

You have various options. For one thing, if your children have earned income, they can contribute to an IRA to help fund their retirement — and while you can’t put funds directly into their IRAs, you can give them money for that purpose, up to the annual

contribution limit, which, in 2023, is $6,500, or $7,500 for those 50 or older. Also, if you have grandchildren, you could contribute to a 529 education savings plan for them. A 529 plan can provide tax-free earnings and withdrawals for qualified higher education expenses.

However, even if you don’t think you can afford to make cash gifts, you might be able to provide some financial benefits in other ways. For example, you could give your children shares of stock you’ve owned for several years. If these shares had appreciated in value, and you were to sell them yourself, and then give the money to your children, you’d have to pay the capital gains taxes. By gifting the shares directly to your children, you’d avoid these taxes, and while your children would have to pay the taxes when they sold the shares, they might be in a lower tax bracket than you. And if they didn’t need the money right away, they could hold the shares and hope that they appreciate further.

(Keep in mind that you can make financial gifts, including the value of stocks, of up to $17,000 per person, per year, to as many people as you want without incurring gift taxes.)

Being cautious about providing financial support to your grown children and other family members – and being purposeful when you do provide it — isn’t selfish. It’s a thoughtful way to protect your own financial security and avoid burdening your family — while still helping them out when you can.

Senator Sims to host Back to School Festival, College Expo

As families across Illinois prepare for another school year, State Senator Elgie R. Sims, Jr. is hosting fun and free community events to help students gear up for the fall. He is extending an invitation to his upcoming Annual Back to School Festival for families and students in the 17th Senate District.

“It is critical that we continue supporting parents, kids and teachers, which is why I’m proud to host this event again this year and provide resources to families in the 17th District,” said Sims (D-Chicago). “My office is working hard to make sure kids in Chicago and across Illinois will have a great start to this school year.”

The fun and family-friendly Back to School Festival will take place on Saturday, July 29 and feature games, food, entertainment, school

Cook County Clerk’s Office

Oversight of Shakman Consent Decree

A U.S. District Court has issued an order terminating the Shakman Consent Decree as it applies to the Cook County Clerk’s Office, relieving the office from the oversight associated with the costly, decades-old consent decree, according to the Office of Clerk Karen A. Yarbrough.

The Clerk’s Office was found to have demonstrated ‘substantial compliance,’ according to the federal court ruling, and will no longer be required to submit to the oversight of its hiring practices and personnel policies.

There have been no findings of unlawful political discrimination by either the Shakman

Compliance Administrator or the Office of the Independent Inspector General since the Federal Court imposed a monitor to oversee the Clerk’s hiring practices in 2020.

“We are pleased that the court has recognized our commitment to fair and equitable hiring and employment policies,” said Clerk Yarbrough.

“The termination of this consent decree is going to save taxpayers millions of dollars in legal fees and enable us to focus fully on ensuring effective hiring standards, building continued efficiencies across our office, and providing the best possible service to the residents of Cook County.”

Question: My neighbor said he just sold his home but he had to pay the buyers closing costs. No one ever paid for my closing costs. If I didn’t have the money, I didn’t buy it. Why is this allowed?

Answer: First off, your neighbor did not have to pay for his buyers closing costs. He chose to as part of the negotiations. Your neighbor was satisfied with his bottom line, which is simply the net sales price of the home. There is no difference whether he paid for his buyers closing costs or simply reduced the sales price by the same amount. The closing costs were taken out of your neighbors proceeds at closing. No money was given to the buyer upfront. This transaction must be viewed as only a business deal. Keep your emotions out of it.

Times are different now. Paying a buyer’s

closing costs has advantages to the seller and buyer. For sellers, it presents an option in negotiations to help them sell their home. For buyers, it allows them to either ‘buy down’ their mortgage interest rate or to have extra cash to update the home or make other improvements that may be needed.

A successful business transaction takes place when both parties are satisfied with the deal. Apparently your neighbor was satisfied or he wouldn’t have accepted the offer.

What makes a great Realtor? Certainly not perfection. There is no such thing. My feeling on this is that if you actually try, try, try and do your best for your clients that even if you are unsuccessful, you have not failed. If you do your best and put your right foot forward, remain honest and sincere and place your clients’ needs first and foremost, truly work to do the right thing even if it means losing a commission, then you are one of the best.

We’ve all heard that real estate agents are all in it for themselves and they are not to be trusted. I believe that the face of our business has changed drastically. Over the past fifteen years there is nothing easy about being a Realtor. There is no consistency in lending practices and still no stabilization of home prices. Even though I communicate constantly with attorneys, lenders, appraisers, title officers, and fellow Realtors to keep current on industry changes and trends, I, personally have had people hopping mad at me. I probably deserved it. I have felt that I dropped the ball and could

have done better for my clients. I don’t like that feeling and I’m sure most Realtors have experienced it. On the other hand, we have also had some deals process and close so smoothly that people would question our deserving to be paid a commission.

Here is a valuable tip: The easier a professional makes their work appear, be it your dentist, mechanic, carpenter, etc…isn’t necessarily a reflection of the simplicity of the tasks. There is also the possibility it is the fruit of their accumulated experience and acquired wisdom at their trade. Translated: The simpler your Realtor makes the purchase or sale look and feel the more value you got for your investment.

The hope and desire of most Realtors is that we leave a good enough impression to have our clients/customer speak highly of us.

Cherished grandmother of Gabe, Bella and Luca Rossi, Hailey, Phetkye, Bane, and Gavin Mixayvanh. Preceded in death by her parents Bounexay and Sivay Khanma. Oulay was loved by many and will be dearly missed. Her story started in Thailand where she was born. Raised by missionary parents who instilled a strong value and faith in God and she radiated those values. Their faith took them into Laos where a church was formed. She then married, built a family of four that would later escape Laos and ultimately journey half way across the world for a better life in the United States. Her love of life, love of God, love of cooking brought joy to everyone around her and she showed it to everyone. Her story doesn’t end with her death, but continues through her husband, children and grandchildren.
