South Suburban College to Dedicate Frank M. Zuccarelli Park on South Holland Campus Former South Suburban College (SSC) Board Chairman Frank M. Zuccarelli will be honored with a new park in his name. The Park dedication event will be held on Wednesday, June 28, 2023, at 11 a.m. on the north end of the Main Campus. The public is invited to attend this event free of charge.

The SSC community was profoundly saddened by the news of the passing of longtime Board Chairman Zuccarelli on January 3, 2022, at 70. Zuccarelli, a South Holland resident, has served as a member of the SSC Board of Trustees since 1978. In 2014, he received a service award from the Illinois Community College Trustees Association, recognizing his 35 years of service as a community college trustee. During his tenure, Zuccarelli witnessed SSC and the Illinois community college system grow from temporary buildings into the third largest community college system in the United States (US). He is only the fifth person out of more than 2,200 current and former trustees to reach this level of success in Illinois.

Zuccarelli previously enrolled at SSC, then Thornton Community College, in 1974 after he completed his enlistment in the US Air Force, where he served as a medic. He earned an Associate of Science degree in 1976 and an Associate of Arts degree in 1978 from SSC. Zuccarelli was elected to the unpaid post on the Board of Trustees in 1978 and was chosen by his peers to be the Chairman of the Board in 1987, a position he maintained until his passing.

Zuccarelli also served as Thornton Township Supervisor since 1993, among other public service roles.

In life, Zuccarelli established one of the SSC Foundation’s most significant annual scholarships to assist students passionate about public or community service. Upon his passing, he and his partner, Carmen Canales, earmarked an additional $20,000 for the Frank M. Zuccarelli memorial fund, which was utilized to revitalize the gazebo park area, where many classes and events were held during his early years at SSC. As we move from Spring to Summer what does it mean for those living with Alzheimer’s Today, there are more than 6 million people living with Alzheimer’s disease in the United States, with 233,000 here in Illinois. Alzheimer’s disease can cause people to lose their ability to recognize familiar places and faces. It’s common for a person living with dementia to wander or become lost or confused about their location, and it can happen at any stage of the disease.

In fact, it is estimated that 60% of people with dementia will wander and become lost at some point, many do so repeatedly. If not found within 24 hours, up to half of wandering individuals will suffer serious injury or death.

There are several warning signs that lead to wandering including forgetting how to get to familiar places, talking about fulfilling former obligations, such as going to work and trying or wanting to “go home” even when at home.

On January 1, 2016 Silver Search legislation was passed in Illinois.

Silver Search is a coordinated effort to bring awareness, education, and resources to help find and safely return people with Alzheimer’s or dementia that go missing. The Silver Search program wants to bring to light the increasing incidences of people with Alzheimer’s or dementia that get lost and ways in which the public can help law enforcement return them home safely.

“While the term ‘wandering’ may suggest aimless movement, individuals who wander have a destination and a purpose,” said Delia Jervier, Executive Director Alzheimer’s Association, Illinois Chapter. “For example, a person who wanders may have a personal need such as going to the bathroom. And because people living with dementia can become disoriented even in a familiar place, this simple task can become a challenge and may prompt a person to leave the house”.

“Just as Amber Alert is for missing children; Silver Search is for those with Alzheimer’s or dementia. Many of those that wander may still have a driver’s license, may still be in a vehicle, may

still be on our roadways,” Illinois State Police Missing Persons Coordinator Craig Burge said. “So it creates a hardship for law enforcement to determine where these people might be located.”

To help families prevent their loved one with Alzheimer’s or dementia from wandering, the Alzheimer’s Association offers these tips: • Identify the time of day the person is most likely to wander.

Plan things to do during this time including exercise as it may help reduce anxiety, agitation and restlessness.

• Ensure all basic needs are met. This would include toileting, nutrition and hydration.

• Create a daily plan. Involve the person in daily activities, such as folding laundry or preparing dinner.

• Reassure the person if he or she feels lost, abandoned or disoriented.

• Consider using a GPS device. If the person is still safely driving, this can help if they get lost.

• Remove access to car keys. If the person is no longer driving, they may forget that they no longer drive.

• Avoid busy places. Shopping malls and other busy areas can be confusing and cause disorientation.

• Assess the person’s response to new surroundings. Do not leave someone with dementia unsupervised if new surroundings may cause confusion, disorientation or agitation If a family member does wander and get lost, begin your search immediately. Start by searching the immediate vicinity, including “less-traveled” areas in your home. Outside the home, search the yard and nearby surroundings. Most wanderers are found within a half mile of their homes or starting location. If, after 15 minutes, the person is not located, call 911 to file a missing person’s report.

When You Need To Speak For Someone WOODROW WILCOX

This past week, I helped a client in a nursing home and her family. It is difficult to reach the woman at the nursing home by phone with a clear phone line to connect for a three-way call with Medicare to discuss a medical bill problem.

So, with her husband present in my office, I phoned Medicare and asked what form I needed to get permission for her husband to legally speak for her. The Medicare representative coached me to the internet site where I could find and print the AUTHORIZATION TO DISCLOSE PERSONAL HEALTH INFORMATION FORM. I printed that and helped prepare it for the signature of the client in the nursing home.

She is giving both her husband and one of her sons permission to speak for her and resolve medical bill problems. The form needs to be sent to a Medicare office in Kansas to be processed and entered into the Medicare system. All this takes weeks of time to get the permission in place before I can help the husband or son to resolve medical bill problems for the woman.

I would suggest that someone on Medicare give written permission for a trusted relative or friend to discuss medical bill issues with

Medicare before an emergency problem arises. Without such permission on file with Medicare, Medicare can speak only with the patient under federal health information privacy laws. Of course, if the patient talks with a Medicare representative in a phone call and gives permission to someone else in that phone call, then another person can help.

Whenever a client is in my office and we call Medicare, I introduce the client, identify who I am and that I seek only temporary permission to speak and question on behalf of the patient, and then let the Medicare representative ask the questions that the patient needs to answer before I can help the patient in the phone call.

Helping seniors with Medicare related medical bill problems is something that I have done over 20 years. I do pretty well at it, too. I have saved our clients over three million dollars by challenging medical bills that need to be corrected.

Bad Practice MIKE BUDER “Buying a listing”…who should the seller choose? Mr. and Mrs. Gullible have been talking about putting their home on the market for about a year now. Well, they have finally made up their minds. They have decided that “now is the time”. They have a fairly good idea of what they think their home is worth. After doing their own homework online with some of the automated pricing websites, the sellers, Mr. and Mrs. Gullible being somewhat sensible, schedule appointments with three local real estate agents who’ve been hanging stuff on their front doorknob for years.

Each agent comes prepared with a “Competitive Market Analysis”. Each of the 3 agents recommends a specific sale price. Amazingly, the first 2 agents have come up with prices that are lower than the sellers expected. Although they back up their recommendations with recent sales data of comparable homes, the sellers remain convinced their home is worth more.

The sellers find the third agent’s pricing to be much more in line with the listing price they hoped for. Suddenly, they are two very happy and excited home sellers, already counting their money. Mr. and Mrs. Gullible like many people pick agent

number three to market their home. The truth is…the sellers may have just met a listing agent using an unfair listing practice called “buying a listing”. He “bought” the listing by suggesting that the sellers might be able to get a much higher price than the other agents CMA’s recommended. Most likely, he is quite doubtful that their home will actually sell at that price. The intention from the beginning is to eventually talk the sellers into lowering their price during the listing term.

Why do some agents “buy” listings?

Some well-meaning agents can feel pressure from the homeowners who have an inflated idea of their homes value and others engage in this unfair sales practice routinely. Which agent should the seller choose? It depends on whether the sellers want to “LIST” their home…or if they really want to “SELL” their home. It’s just that simple!

Leadership change for IN Office of Medicaid Policy and Planning Indiana Medicaid Director Allison Taylor will be resigning later this summer after serving eight years with the Indiana Family and Social Services Administration, including six years leading the Office of Medicaid Policy and Planning through historic changes and events.

“Allison has led Medicaid through its most transformative time,” FSSA Secretary Dr. Dan Rusyniak said. “The positive impact she has made will benefit Hoosiers for decades to come.

We will miss her.”

Taylor first served as general counsel of FSSA and then became Indiana Medicaid director in 2017. During her tenure, she was also selected among her peers nationwide to serve as president of the National Association of Medicaid Directors.

“Allison served with great distinction as president of the NAMD Board of Directors, elevating states’ best practices and liaising with federal partners,” said Kate McEvoy NAMD executive director.

“The Indiana Medicaid team is unlike any in this nation, moving mountains to serve Hoosiers, and I will enthusiastically work to ensure a smooth and successful transition,” Taylor said. “This work has been the honor of a lifetime.”

Among the Office of Medicaid Policy and Planning’s achievements under Taylor’s leadership: • Indiana received a first-of-its-kind 10-year renewal for the Healthy Indiana Plan • A multi-pronged effort was launched to reform long-term services and supports founded on industry-leading Medicare integration • Telehealth services were expanded for Hoosiers • A Medicaid provider reimbursement rate matrix was established to ensure a sustainable, predictable reimbursement structure going forward • Substance use disorder and serious mental illness treatments were expanded and a continuum built for better behavioral care delivery • Indiana became a national leader in managed care alignment, compliance and oversight “We focus every day on serving Hoosiers and helping them live their best lives, in fully integrated communities,” Taylor said. “During the pandemic, Medicaid flexed and did what it

does best – served individuals and communities in need.”

The executive director of the National Association of Medicaid Directors commended Taylor’s service.

“Allison served with great distinction as president of the NAMD Board of Directors, elevating states’ best practices and liaising with federal partners,” Kate McEvoy said.

Dr. Rusyniak also announced that Cora Steinmetz will be the next director of Indiana Medicaid. Steinmetz and Taylor will work closely during the weeks ahead to ensure a smooth transition later this summer for employees and all initiatives underway.

“No leader is better positioned to continue this important work than Cora Steinmetz,” Dr. Rusyniak said. “Her knowledge of Medicaid finance, policy and regulation combined with her communication and team management skills will assure that the critical work we are doing seamlessly continues.”

Steinmetz has been Gov. Holcomb’s senior operations director for health-related state agencies, including FSSA, Department of Child Services and Indiana Department of Health, since 2021. She has been deeply involved in developing policy and strategy and guiding the state’s work related to the Governor’s Public Health Commission, the long-term services and supports reform, the delivery of mental health services and the evolution of early childhood learning services.

“I am deeply grateful for my time in Governor Holcomb’s office and the faith he and Dr. Rusyniak are placing in me as I move into the Medicaid director role,” Steinmetz said.

“Over the last two years, I have been fortunate to work side-by-side with the Medicaid team and other agency leaders on a number of key health strategies and initiatives. This has given me a firsthand view of the incredible impact this team has on our state and I look forward to continuing the important work underway.”

Steinmetz, a licensed attorney, previously worked as a program director for government programs and revenue cycle compliance for Indiana University Health and was an attorney for the Indiana Department of Revenue and the Bureau of Motor Vehicles. She is also a board member for Music for All, a national organization focused on music education.

Heart Smart RICHARD ZEKVELD “In the beginning, God created the heavens and the earth” (Genesis 1:1, ESV). He created it in line with his wise design.

Christ is the personification of Lady Wisdom in Proverbs 8. He turned the blueprint into breath-taking reality (John 1:1-3). But someone else was also involved: the Spirit of Wisdom (Isaiah 11:2a).

Imagine a construction site with piles of material that needs to be ordered into a building, then filled with people and pets. God first created the building materials. Then, in Genesis 1:3-31, he formed them into a creation-temple and filled it with life.

“Now the earth was without form and void, and darkness was over the face of the deep” (Genesis 1:2a, ESV). Here we see the jumble of building materials. Creation is still ‘tohu’ and ‘vohu’. That’s ‘without form’ and ‘void’ in Hebrew.

That’s where the Spirit comes in. “And the Spirit of God was hovering over the face of the waters” (Genesis 1:2b, ESV). He turns ‘tohu’ into order. He creates water, sky, and land rooms for creatures to live in. Then he turns ‘vohu’ into life, by breathing life into the creatures that will live in those rooms – birds in the sky, fish in the sea, land creatures, including humans, on the land.

If you are a child or child at heart, try this with Lego.

Dump a jumbled pile of Lego on the floor. That pile is ‘tohu’, without form. Build that Lego into a structure with rooms. Your structure is still ‘vohu’, void of life. Put Lego people and toy animals in the building. Now, with a little use of your imagination, it is filled with life.

God the Spirit breathes order and life into God’s world.

SSC Offering Barber Instructor Program for Southland Residents South Suburban College (SSC) is offering Community College District 510 residents the opportunity to start the 1000-hour Barbering Instructor Program.

The program will begin July 10th and run Monday through Thursday from 9:00 am – 3:30 pm. The ten-month program will run through SSC’s Office of Continuing, Corporate, and Community Education (C3) office. The program will occur at SSC’s central South Holland, Illinois campus. The Workforce Equity Initiative (WEI) Department will provide funding opportunities for participants in the program.

“The barber instructor program is designed to professionally take our graduates and all local licensed barbers to the next level. A new law signed by Gov. JB Pritzker on Friday expands local police departments’ authority to use drones to surveil certain events, respond to certain 911 calls, inspect buildings and participate in public relations events.

House Bill 3902 passed 56-1 in the Senate and 84-7 in the House with three members voting “present,” The law drew some concerns from civil liberties groups which ultimately led to added privacy protections and disclosure requirements.

The push to expand when police drone authority originated after a 2019 mass shooting at the Henry Pratt Company in Aurora, according to the bill’s House sponsor, Rep. Barbara Hernandez, D-Aurora. She and others received renewed calls after a 2022 shooting at a July 4th parade in Highland Park last year.

“I hope people are safe and that this can prevent anything else from happening,” Hernandez said.

Kenny Winslow, executive director of the Illinois Association of Chiefs of Police, supported the measure and is already planning to offer training on the new law to police departments. He said drone technology could save lives and expects more departments to use them moving forward.

But he added that the protections contained in the bill – including requirements that police post notices if they are surveilling an event and keep a record of flight paths – were an important part of the final product.

“We’re trying to be as transparent with the public as we can,” Winslow said.

The ACLU of Illinois – a civil rights organization that has long been a voice of opposition to unrestricted drone use by police departments – took a neutral stance on the bill. ACLU staff were key architects of a 2013 state law referred to as the Freedom from Drone Surveillance Act that placed significant restrictions on police drone use.

“Our concern is that this kind of technology can be used in fairly invasive ways that intrude on our constitutional and privacy rights,” ACLU attorney Liza Roberson-Young told Capitol News Illinois.

These concerns led to some key protections in the bill, including limitations on what circumstances warrant the use of drones and how long the information collected by drones can be stored.

“We wouldn’t want this to be a first step to a slippery slope to chipping away at the Freedom from Drone Surveillance Act,” Roberson-Young said.

Under the new law, drones may only be used at outdoor, government-hosted events. These include events such as parades, walks, races, concerts or food festivals. These events must meet minimum size requirements depending on the size of the municipality in which they are hosted in order for police to use drones.

The law explicitly bars drones from being used to monitor “any political protest, march, demonstration, or other assembly protected by the First Amendment.”

The law also allows police to use drones when responding to 911 calls to find victims, to assist

with health or safety needs or to coordinate emergency personnel.

The information collected using drones, which could include video, images, sounds or other data, may only be stored temporarily and must be deleted within 24 hours after a parade or other special event and within 30 days for most other uses. There are some exceptions where police may retain that information, such as if there is reasonable suspicion that the information contains evidence of criminal activity, if the information is relevant to an ongoing investigation or if it will be used for future training.

The Illinois Attorney General’s office can investigate police departments’ patterns and practices of drone use and compel their compliance by seeking a court order.

Departments can lose drone authority for at least six months the first time they are found to violate the law and up to one year for subsequent violations.

In an interview, Hernandez encouraged people to reach out to the attorney general if they find police violating the new regulations.

“I hope people get to see that there are clear instructions in the law to prevent people from violating privacy,” Hernandez said.

The law also explicitly bans police from equipping drones with weapons, such as firearms, chemical irritants or lasers.

The law also places significant restrictions on the use of facial recognition technology in conjunction with drones, barring police from using it during a flight and only allowing it to counter a high risk of a terrorist incident based on U.S. Department of Homeland Security intelligence or to prevent “imminent harm to life or to forestall the imminent escape of a suspect of the destruction of evidence.”

But some in the digital rights world say that the law still leaves the door open for police to use other surveillance technologies that encroach on people’s civil liberties.

Beryl Lipton is a law enforcement technology and surveillance researcher at the Electronic Frontier Foundation, a digital rights advocacy group. EFF was not engaged in the process of drafting HB 3902.

“It’s good that they have protections on facial recognition technology, but there are other biometric technologies that could be used,” Lipton said, pointing to gait analysis as one example.

Although Lipton said that her organization has concerns any time police use drones, she added that there are good reasons for drones to be used in some circumstances.

Ultimately, however, Lipton said that local governments should be involved in determining appropriate use of police technologies for their communities.

“There should be a municipal, local conversation about surveillance,” Lipton said.

The law went into effect immediately after Pritzker’s signature Friday.

Devoted grandfather of Emma, Zach, Tristan, Gavin, Giuliana, Sophia, and Mateo. To begin with, it’s useful to be aware of the scope of the challenge. Consider this: 50% of women have had to adopt a more frugal lifestyle in retirement, compared to 34% of men, according to a recent survey by Age Wave and Edward Jones.

There’s certainly nothing wrong with frugality — you could spend two or three decades in retirement, so you’ll need to make your financial resources last. The longer you work, the more you’ll be able to contribute to your retirement plans — and the added years of employment may also allow you to delay taking Social Security, which can result in larger benefits. Even if you don’t want to continue full-time work, you might be able to go part time or do some consulting.

Real Estate Questions & Answers CATHY & JIM HIGGINS Question: How do Home inspections work and how do they work into the sales contract?

Answer: When buying a Home, it is common practice and encouraged for the buyer to have a home inspection on a house once you have agreed on price, terms and conditions, and have a signed offer to purchase.

The inspector will check the structure, mechanical system, plumbing, electrical and more.

They will submit a report to the buyer which often highlights areas that have concern and may need to be corrected.

This list may be extensive. The list could include anything as minor as a small rip in the Kitchen floor vinyl, to as extensive as a failing foundation or major safety issues.

The practice of home inspection was intended to let the buyer know what they were buying during the discovery period and allow them the opportunity to continue forward with the purchase or give notice that they no longer want to buy. In most cases, it allows them to get out of the contract without bias and allows them the return of their earnest money deposit.

However, through the years, it has become common practice for the buyers to ask the seller to do repairs or give credit to the buyer at closing so they can fix the items. Most sellers will have safety issues fixed, as these are a concern for them. But, over the years, we have seen the buyers ask for everything to be repaired, including minor issues.

Buyers need to be careful here. What most buyers do not understand, is once you ask the seller to do something as a result of the home inspection, they are renegotiating the contract and the seller could decide not to sell anymore. The request for repair rejects the original offer and introduces a new offer. The seller does not have to accept the new offer and does not have to sell to the buyer anymore.

SSC Offering Barber Instructor Program for Southland Residents South Suburban College (SSC) is offering Community College District 510 residents the opportunity to start the 1000-hour Barbering Instructor Program. The program will begin July 10th and run Monday through Thursday from 9:00 am – 3:30 pm. The ten-month program will run through SSC’s Office of Continuing, Corporate, and Community Education (C3) office. The program will occur at SSC’s central South Holland, Illinois campus. The Workforce Equity Initiative (WEI) Department will provide funding opportunities for participants in the program.

“The barber instructor program is designed to professionally take our graduates and all local licensed barbers to the next level. This program prepares SSC students to be the future Barber

Bishop Noll breaks ground on outdoor athletic facilities Bishop Noll Institute leaders, joined by the Most Rev. Robert J. McClory, bishop of the Diocese of Gary, broke ground June 20 on the first major renovation of the school’s outdoor athletic facilities in 60 years.

The initial phase of the renovation – carrying a price tag of $4.5 million and scheduled to be completed by summer 2024 – calls for a new turf field for football and soccer, the addition of a regulation eight-lane track, plus bleacher seating and lighting.

“It has been a goal of the Bishop Noll administration and school board to renovate our outdoor athletic fields, most components of which are no longer competitive with the standards of high schools today,” BNI President Paul Mullaney said.

“For the past 12 years, we have made numerous and strategic improvements inside our school building to provide our students with the best possible tools and facilities to excel in the classroom. Now it’s time to turn our attention outside to the facilities that serve as an extension of the classroom. Our students deserve the same level of quality in their outdoor facilities.”

Bishop Noll Principal Lorenza Jara Pastrick said top-notch athletic facilities are important to the families of today.

“They want to see a beautiful space that their kids can grow in outside of the classroom,” Pastrick said. “The reality is sports play is an integral part of the growth and development of students, an important part in growing leaders and young disciples.

“This is very exciting. It’s a great day for Bishop Noll.”

The groundbreaking ceremony was attended by students, faculty, staff, donors, board members and community members. The event also featured a blessing of the field by Bishop McClory.

The first phase of the project is being funded by a $500,000 gift from the Diocese of Gary, revenues from the recent Ignite & Inspire capital campaign, the annual Mary Whelan Memorial Golf Outing, and other donations.

Don’t Despise Small Beginnings

by Janice R Newman In our pursuit of success, it is easy to overlook the significance of small beginnings.

We tend to yearn for immediate results to fill our craving for instant gratification and desires for a grandiose start. Everyone wants to be a success overnight, the newly discovered actor, the next Grammy Award winner, or the creator of the latest trendy item. We dismiss the power hidden within humble beginnings and are quick to throw in the hat when it seems progress is stalled. However, numerous successful people had small beginnings that led to greatness because they did not get discouraged by the slow start. Slow starts teach us to have faith, be patient, and display humility.

Zechariah 4:10 NLT tells us “Do not despise these small beginnings, for the Lord rejoices to see the work begin, to see the plumb line in Zerubbabel’s hand.” This refers to the rebuilding of the Temple, which was not a small feat, but even the largest buildings start with just a few bricks stacked up. We must have faith that the large vision we see does not get diminished by only having a small wall started. Faith is when you move forward despite not seeing the finish line or big picture ahead of you. Abraham could not fathom having as many descendants as the stars as God told him since he was childless. Oprah had small beginnings as a young child in poverty. Michael Jordan did not make the high school Varsity team on his first. They increased their faith to accomplish what could not be seen, through hard work and being patient.

Being patient allows us to get prepared, build character, and resilience during the small beginning. It takes time to achieve goals.

Many worthwhile endeavors require patience and persistence. It’s common for progress to be slow in the beginning, but consistent effort can yield significant results. A car does not instantly start at 60 mph. A teenager’s first job is typically not the CEO or manager position. Remember that success is often the culmination of small, consistent steps forward

while you’re growing, learning, and building a foundation for future success. Momentum will build up over time even if your initial progress seems insignificant, the accumulation will increase your confidence, motivation, and patience to achieve more, while being humble.

Learning humility can be advantageous in business, work, and in relationships. Humility allows you to approach others with respect, openness, and a willingness to learn. Instead of taking the lead, you allow someone else to contribute by valuing and acknowledging their expertise. This can lead to valuable partnerships, networking opportunities, and deeper personal relationships. Humility enables us to actively listen and learn from others. You are more open to listening to different perspectives, feedback, and even constructive criticism. This takes humility because in a “me” world it’s hard to accept feedback when we’re not open to others’ comments. When you’re humble, you are more willing to take responsibility to admit when you’ve made a mistake, embrace new ideas, or adapt your strategies. In Matthew 23:12 (NIV) “For those who exalt themselves will be humbled, and those who humble themselves will be exalted”, Jesus teaches that true greatness and success are found in humility.

As we reach for our goals, remember the biblical wisdom of not despising small beginnings. Embrace the small steps and challenges along the way to enable us to develop patience. We learn valuable lessons that humble us to remain steadfast in our pursuit. When our plans align with God, we understand the power of small beginnings.

Let us embrace small beginnings with faith, trusting that they hold the potential for extraordinary accomplishments in our lives.
