7 Ways to Set Up Your Yard for Summer Fun - Channel “master backyarding” skills to create an ideal summer backyard Your family backyard is the ideal location to create a summer full of memories for you, your family, and community. Easy to access? Check. Affordable? You bet. Able to accommodate all sorts of activities? Absolutely. Your backyard’s potential is really only limited by your imagination and willingness to roll up your sleeves to create a sensational space for summer enjoyment.

“We’ve all been practicing our ‘backyarding’ skills for the last few years, taking our indoor lives out into the green space around us,” says Kris Kiser, president & CEO of the TurfMutt Foundation. “Now’s a great time to turn your yard into the ideal outdoor summer room.”

According to a recent poll commissioned by the TurfMutt Foundation and conducted online by The Harris Poll, more than three-quarters of Americans who have a yard (76%) say the family yard space is one of the most important parts of their home.

Here are seven ideas from the TurfMutt Foundation to turn an ordinary yard into a summer oasis for fun and relaxation: 1. Give your yard a facelift. The first step to establishing a summer fun zone is to work with what you have. Clean out flowerbeds, clear the yard of debris, spread a fresh layer of mulch around trees and bushes, and keep the grass mowed. See what additional trees, shrubs and plants might be needed. Use outdoor power equipment to make even big jobs easier (e.g. a pole trimmer for pruning trees, a leaf blower to tidy your flowerbeds, a riding mower for big lawns, or a hedge trimmer for your bushes).

2. List all the fun you want to have outside. Identify activity zones for games, entertaining and relaxation. Can your lawn lure your kids away from their screens and into the great outdoors for cornhole, soccer, bocce ball, croquet, or a giant checkers board game? Do you have a patio table or deck where family game nights can be held? Have a swimming pool where you can plan a “dive in” movie night, and invite your neighbors to bring their favorite pool float? You can even plan a memorable family staycation in your own backyard with camping, parties and more. Get your children’s buy-in by involving them in the planning.

3. Bring learning outdoors. Just because school is out doesn’t mean the learning should end. Avoid the “summer slide” by setting up an area for outdoor learning, like a space under a shade tree where your kids can do summer reading. 4. Don’t forget Fido. Pets are part of the family, too, so think about what backyard improvements you can make to ensure they fully enjoy the dog days of summer. Add a water feature for them to cool off. Plant some bushes for napping in the shade. Use a row of hedges to separate their “business” spot from the rest of the backyard activity areas. Just remember when planting to check the ASPCA’s list of toxic and non-toxic plants.

5. Make outdoors as inviting as indoors. Think about ways to make your outdoor living area just as comfortable as your indoor spaces. String lights add a warm glow. A firepit is great for toasting marshmallows. A new deck or hardscaping could be just the ticket for taking your backyard oasis from boring to brilliant.

6. Consider the good you’re doing. Whether putting in a vegetable garden, planting pollinator-supporting shrubs and flowers, or creating activity zones, your family yard can do a lot—all at once both for your family and the environment. A grassy area is not only a field for play, but it’s also an excellent carbon-capturing and oxygen-producing space. Planting shrubs and flowering plants feeds our birds, bees, and butterflies. A leafy tree is a perfect perch for a relaxing swing in a hammock and it provides shade to combat the heat island effect. It also produces oxygen and captures carbon. A garden where you can grow some of the food your family will enjoy this summer gets you digging in the dirt, proven to be good for our immune systems and happiness. (Soil is the new Prozac, after all.)

7. Put safety first. When working outdoors, always remember no children or pets around operating outdoor power equipment.

Sheriff Dart Warns Public of Phone Scam Cook County Sheriff Thomas J. Dart is warning the public of a telephone scam where a caller identifying as a Sheriff’s Office employee tells victims they must pay a “collateral bond” for federal citations or risk going to jail.

The scammer tells victims that they missed a court date and has two options to remedy the situation.

Either get an attorney and go through criminal proceedings and being held in jail or a go through a civil hearing through zoom and pay a $1,500 “collateral bond” for reach citation through a mobile banking app.

The name used by the caller matches the name of an actual Sheriff’s Office employee, and the phone number on caller ID

appears to be that connected to Sheriff’s Office number so an Internet search of the name may make the call appear to be legitimate. The caller may also use legal or police jargon during the call to further intimidate the victims.

The public should be aware that these types of calls are scams and should not send money or provide personal information to the caller.

The Sheriff’s Office does not request payments in this manner, nor does the Office accept payment via money transfer apps.

Individuals who believe they have been a victim of this scam are asked to call the Sheriff’s Police Investigation Section at 708865-4896 or the Sheriff’s Police non-emergency number at 847635-1188.

What should you expect from your investments?

SUBMITTED BY PATRICK ZAMKIN To help achieve your financial goals, you may need to invest in the financial markets throughout your life. However, at times your investment expectations may differ from actual returns, triggering a variety of emotions. So, what are reasonable expectations to have about your investments?

Ideally, you hope that your investment portfolio will eventually help you meet your goals, both your short-term ones, such as a cross-country vacation, and the long-term ones, such as a comfortable retirement. But your expectations may be affected by several factors, including the following: • Misunderstanding – Various factors in the economy and the financial markets trigger different reactions in different types of investments — so you should expect different results. When you own stocks, you can generally expect greater price volatility in the short term. Over time, though, the “up” and “down” years tend to average out. When you own bonds, you can expect less volatility than individual stocks, but that’s not to say that bond prices never change. Generally, when interest rates rise, you can anticipate that the value of your existing, lower-paying bonds may decrease, and when rates fall, the value of your bonds may increase.

• Recency bias – Investors exhibit “recency bias” when they place too much emphasis on recent events in the financial markets, expecting that those same events will happen again. But these expectations can lead to negative behavior. For example, in 2018, the Dow Jones Industrial Average fell almost 6% – so investors subject to recency bias might have concluded it was best to stay out of the markets for a while. But the Dow jumped more than

22% the very next year. Of course, the reverse can also be true: In 2021, the Dow rose almost 19%, so investors who might have been susceptible to recency bias may have thought they were in for more big gains right away — but in 2022, the Dow fell almost 9%. Here’s the bottom line: Recency bias may cloud your expectations about your investments’ performance — and it’s essentially impossible to predict accurately what will happen to the financial markets in any given year.

• Anchoring – Another type of investment behavior is known as “anchoring” — an excessive reliance on your original conviction in an investment.

So, for instance, if you bought stock in a company you thought had great prospects, you might want to keep your shares year after year, even after evidence emerges that the company has real risks — for example, poor management, or its products could become outdated, or it could be part of an industry that’s in decline. But if you stick with your initial belief that the company will inevitably do well, and you’re not open to new sources of information about this investment, your expectations may never be met.

In many areas of life, reality may differ from our expectations — and that can certainly be true for our investments. Being familiar with the factors that can shape your expectations can help you maintain a realistic outlook about your investments.

So, it appears that this bill was paid by your insurance company only a few days after this bill was mailed to you.

Help coming for struggling homeowners as Pappas initiative leads to historic reform of Illinois’ property tax law Cook County Treasurer Maria Pappas, who issued two studies last year that found gross inequities in the state’s property tax code, spearheaded the passage of groundbreaking legislation that would help homeowners who fall behind on their property taxes and close loopholes tax investors have exploited at the expense of local governments.

Pappas’ Property Tax Equity Legislation — now a collaborative effort with the Chicago Community Trust philanthropic organization — was passed by the Illinois General Assembly today, Wednesday, May 24. Governor JB Pritzker is expected to sign it into law. State Sen. Ram Villivalam and state Rep. Kam Buckner, both Chicago Democrats, were original sponsors of the legislation.

The legislation would cut in half the onerous interest rate charged in Cook County for late property tax payments. That interest rate would drop from 18% a year to 9% a year. That change will save struggling property owners between $25 million and $35 million a year, with most of those savings benefiting Black and Latino communities.

Slashing the interest rate was a core recommendation from “Maps of Inequality: From Redlining to Urban Decay and the Black Exodus,” a July 2022 study by the Treasurer’s research team.

“The vast majority of property owners who fall behind on their property taxes are in predominantly Black and Latino communities,” Pappas said. “These changes will prevent millions of dollars of generational wealth from being stripped from these households. Property tax law must be made more fair and our legislation does that.”

Another significant piece of the bill would overhaul the state’s system for selling unpaid property taxes to private investors by closing a series of loopholes that they have exploited for years. These “tax buyers,” mostly hedge funds, private equity firms and real estate investors, have drained about $40 million each year from governments that serve predominantly Black and Latino communities.

Those recommendations stem from a study the Treasurer issued in October 2022, “How Wealthy Investors are Making Millions Exploiting Illinois’ Property Tax Law.” Illinois law requires that unpaid property taxes be offered for sale to private investors.

These tax buyers pay the taxes and receive a lien against the property. Most owners redeem the taxes, repaying the tax buyer with interest, plus court costs and fees. If they don’t pay up, the tax buyer can go to court to take ownership of their property.

However, most tax buyers do not want to own the property, so they use loopholes they helped write into a section of the property tax code known as “sales in error” to overturn the sale, often citing frivolous or insignificant reasons. If the sale is overturned, tax buyers get all of their money back from local governments, typically with interest. The property is returned to the delinquent property tax roll.

Using sales in error, tax buyers in Cook County have received refunds totaling about $277.6 million, including at least $27.7 million in interest, during a seven-year period from 2015 to 2022. Of that money refunded, about 87% was siphoned from local governments serving predominantly Black and Latino residents, impacting schools and public safety.

A third piece of the bill would make it easier to move abandoned residential properties back onto the tax rolls and into productive use more quickly by making changes to the biennial Scavenger Sale, which began in 1943 and is used only in Cook County.

The Scavenger Sale, a last-ditch auction of chronically delinquent properties, is a failure, Pappas said. The new law would allow local governments to take control of properties if they are not purchased in the Annual Tax Sale.

Government could clear liens more quickly and put the properties into the hands of people and organizations to develop them.

“This is without a doubt, the biggest property tax reform legislation Illinois has had in decades,” Pappas said. “We thank Senator Villivalam and Representative Buckner for sponsoring and guiding legislation that will help to ease the financial burden on property owners and restore our neighborhoods.”

The property tax reform legislation was drafted by Pappas’ office following the release of the two studies by her research team last year. Pappas put the team together nearly two years ago to investigate flaws and inequities in the sprawling and complex property tax system. The Pappas studies can be found at cookcountytreasurer.com.

Heart Smart JOSH BOOTSMA A college professor had a student that he knew was physically strong in his class. His name was Micah and he was on the gymnastics team. One day the professor called Micah into his office and asked him, “Do you think you could do 300 push-ups?”

Micah was surprised. “Uhh, the most I’ve ever done in a day is 200, but I probably could, if they were broken up a little.”

“That’s perfect,” the professor said.

During next week’s class, the professor brought donuts to class, much to the delight of the students.

“Charlotte, would you like a donut?” he said to the first student seated in the front row.

“Yes,” she said.

“Micah, would you do ten push-ups so Charlotte can have a donut?” asked the professor as Micah got on the floor and did ten quick push-ups.

This pattern continued until the fifth student said, “I don’t want a donut, no.”

The professor turned to Micah. “Micah, can you do ten push-ups for the donut that Noah didn’t want?”

Micah did the push-ups, beads of sweat starting to appear on his brow. The professor placed a donut on the desk in front of Noah.

“What? I didn’t want one!” stammered Noah, but the professor ignored him.

The pattern continued, with Micah doing more and more push-ups for more and more donuts — many of which weren’t asked for but were placed on the desks anyway.

As the professor made his way to the last row, Micah’s pushups had become slow and labored.

The professor came to John, a strong young man himself.

“Can I do the push-ups myself?” asked John.

“No. Only Micah can do the push-ups for your donut.”

“Well, I don’t want a donut, then,” said John, looking sympathetically at Micah, who was breathing heavily.

“Ok. Micah, can you do ten push-ups for the donut that John doesn’t want?”

Micah took a long breath and slowly lowered and raised himself ten times. By now students were pleading with the professor to stop whatever cruel game this was. He didn’t listen.

As the last student — with tears in her eyes — refused a donut, the professor asked Micah for ten final push-ups.

Micah’s shaking arms slowly finished the final set and he collapsed on the floor in total exhaustion.

I first heard this illustration years ago as a way to show Jesus Christ’s free offer of salvation to everyone. Jesus Christ died so that people like you and me can have a donut, that is, so that we can have eternal life and all the benefits that come with being a child of God. Jesus’ sacrifice is offered to everyone, freely. Will you accept the free gift he offers?

FALLEN SOLDIER CORNER MAY 28, 2023— LET’S NEVER FORGET: The weather was bright and balmy and the families of the 12 fallen soldiers on the wall turned out in numbers to salute them and honor their sacrifice. At center of the event is OUR LADY OF GUADALUPE CHURCH, where all the soldiers and their families were members. The 50 plus years of their enshrinement was observed. During the course of the ceremony following the 10:30 Mass at OLG, relatives from each family brought a wreath with the family name for placement in the enshrined corner, 9100 S. Brandon, South Chicago. The soldiers rememberd include: Joseph A. Quiroz; Antonio G. Chavez; Edward Cervantez; Raymond Ordonez; Peter Rodriguez; Alfred Urdiales, Jr; Charles Urdiales Jr; Michael S. Mirnada; Dennis J. Rodriguez; Leopoldo A. Lopez Jr; Joseph A. Lozano; and Thomas R. Padilla. Each family in turn brought a wreath to the corner. In addition to the wreath laying members of the local military community spoke to the sacrifice of the day and how the soldiers have never been forgotten. The progran consisted of Commander Joe Sanchez introducing the assemblage as Master of Ceremonies with President of the South East Viet Nam Veterans, Larry Kutz welcoming those present and honoring the fallen heroes. Other speakers that day included incoming 10th Ward Alderman Peter Chico who had warm and heartfelt words of compassion for the relatives of the fallen and those there to honor them; Adjutant 1238 Frank Corona of South Deering Post 1238 and South East Vietnam Vets.

Other veteran’s groups represented included DAV Chapter 17; VFW Post 802 Hammond; American Legion Post Blue Island Post 50; Mexican Patriotic Club of South Chicago; VFW Post 8141 Ehinger Brothers; Quarter Master John Peulecke; Lansing Jr, Women’s Club. The 21 gun salute was given by the South East Side Vietnam Vets. Kudos to soundmaster Jaime Cruz. ***

“Why Can’t I Talk” MIKE BUDER When I newly list a home for sale the first thing that I counsel the homeowner about is showings. The other day one of my sellers said “I’ve listed my home and I can’t always leave when it’s being shown. Why are you so adamant that I not talk to buyers or their agents?” You’ve listed your home for sale and you’re facing some competition in the South Suburbs of Chicago. You don’t want a potential buyer to walk because of a slip of the tongue. Let’s go back to agency relationships. I am your agent. I represent you, the seller. But when potential buyers come through, their agents represent them. The buyer’s agent will most likely share all information gained from the seller, or the seller’s agent. I’ll give an example. I recently showed a house and the seller was home. I asked the seller if she was tired of people coming traipsing through her home. She answered, saying that we were only the second showing appointment she’d had since the house was listed and that she didn’t mind because she really wanted to move. Seems innocent enough, right? Wrong! That told me a lot and I shared it with my buyer clients. The home had been on the market for 108

days and we were only the second appointment. What does that say; not much interest and a frustrated seller. I also shared the fact that the seller was anxious to move, so they might accept less if we offer a quick closing. That seemingly innocent response will give my buyers an advantage should they decide to make an offer. Don’t get me wrong; we’ll be upfront and honest in our dealings with buyers and their agents. But listing and showing your home is just a piece of the process. When we move onto the next step in this journey, negotiating an offer, lets make sure that we’re in the strongest position to negotiate the highest price for your home. Try to separate yourself from the showing if at all possible.

Sherrif Dart Calls on Congress for 24/7 Carjacking Hotline National Citing the urgent need to address the rise in violent carjackings across the country, Sheriff Thomas J. Dart called on Congress today to follow Illinois’ lead and require automakers to create a quicker way for police and victims to access the location of hijacked vehicles.

“Hijacked vehicles are often used to further additional violent crimes, including armed robbery and homicide, but we can find many of these cars quickly if automakers would remove unnecessary bureaucratic hurdles to providing critical location data,” Sheriff Dart said. “Illinois lawmakers were right to overwhelmingly pass legislation to require automakers to create 24/7 hotlines to provide tracking information after a carjacking in a way that protects consumer privacy. The federal government can easily follow suit here, saving lives and limiting this vicious, violent crime that has left too many people afraid to drive.”

Resolutions have been introduced in the General Assembly by state Rep. Martin Moylan and state Sen. Willie Preston calling on Congress to help address carjackings and create a national hotline.

Cook County saw 1,838 reported carjackings in 2022, up 24 percent from 2020. Meanwhile, data from the Council on Criminal Justice shows that the number of carjackings increased 24 percent across seven cities from 2020 to 2022. Those cities include Baltimore, Chicago, Denver, Los Angeles, Memphis, Norfolk, and San Francisco.

Many vehicles built after 2015 have tracking capabilities, but legal access to that data is routinely delayed when automakers do not staff existing call centers afterhours, require victims to pay a service fee to activate tracking, or institute legally unnecessary hurdles.

To demonstrate the issue, Sheriff Dart played audio of a Sheriff Police Officer’s interaction with Acura in trying to locate a 2020 Acura sedan carjacked at gunpoint from an 85-yearold woman in the 4200 block of west Henderson Street on April 28.

Last week, the General Assembly gave final approval to Sheriff Dart’s proposal, HB2245, to require automakers selling vehicles in Illinois to create a 24/7 hotline to relay location information on carjacked vehicles to police and victims free of charge. The measure also incorporates safeguards to protect consumers, ensuring that location data is only released to police with a warrant or court order, when the vehicle owner consents, or in situations where a vehicle is carjacked and there is a clear and present danger of death or bodily harm.

Co-sponsored by more than 100 lawmakers, including every state senator, the legislation received overwhelming support, with no dissenting votes in the Senate or House. The measure is now heading to Gov. JB Pritzker, and the Sheriff’s Office urges him to sign it.

At the national level, Sheriff Dart has been working with U.S. Sen. Dick Durbin on the issue.

“Illinois’ new law harnesses the power of technology to give police real-time assistance locating vehicles and makes our communities safer,” U.S. Sen. Durbin said. “There is also an important role for the federal government to play in addressing carjacking, and I’ve been working closely with Sheriff Dart’s office and my colleagues in Washington to coordinate how the federal government can best assist.”

The hotline legislation is just one plank of the Sheriff’s efforts to address carjacking.

Sheriff’s Police are one of the primary agencies in a regional task force that has helped lead to an exponential decrease in the amount of time it takes to locate carjacked vehicles.

Additionally, the Sheriff implemented an innovative consent-to-track form that owners can submit to the Sheriff’s Office to preauthorize access to vehicle location information in the event it’s illegally taken. Having the completed form on hand will make it easier for law enforcement to access location information from manufacturers.

Real Estate Questions & Answers CATHY & JIM HIGGINS Question: My wife and I are planning on purchasing a home. We were told a seller has to fill out a property disclosure form on the home. My friend told us that he received a property disclosure statement saying that the roof was new, the A/C was five years old and the furnace was a year old. He was in the home three months and he had to have an HVAC company in to check out a problem with the furnace. They checked the serial number and found out the unit is over 12 years old which puts it near the end of its predictable life.

The disclosure clearly stated that the furnace was only one-year old. What can I do to protect ourselves from this same potential problem?

Answer: You should never rely on a seller disclosure. Why? The most-honest seller on the planet may not have sufficient information or understanding to complete such a form. For instance, if a form asks “does the roof leak” it may be that to the owner the roof does not leak because he has no information to the contrary. Of course, it may also be true that the owner has never

been in the attic. The owner in this situation can honestly answer “no” because to him that’s the way it is.

Or “does the furnace work properly”?

The owner says yes because he doesn’t hear any strange noises and the home heats up well. But What if there is a crack in the heat exchanger? The owner may not know about the crack, but can honestly state that the furnace does what it is supposed to do…. heat the home.

As a buyer, you want information about the condition of the property and the only way to get that information on a reliable basis is to have a professional home inspection. When you make an offer to purchase property be sure that it’s “subject to” a home inspection which is “satisfactory” to you.

On May 19, Claudio and Johnson were charged by the Cook County State’s Attorney’s Office with attempting to bring contraband into a penal institution and bribery of a public official, both Class 2 felonies.

Claudio is scheduled to appear for a bond hearing today at the George N. Leighton Criminal Court Building.

The State’s Attorney’s Office will be seeking an indictment against Johnson, 20, who has been held at the jail without bail since Dec.18, 2020 for the murder and attempted carjacking of a retired Chicago firefighter.

Paper laced with narcotics have become a growing problem of concern for correctional facilities across the country, including the Cook County Jail, which has had to institute numerous new policies, including increasing the searching of mail and regulating paper brought into the facility, to protect staff and those in custody.

The defendants are presumed innocent until proven guilty by the government in a court of law.

An individual in custody and his girlfriend have been charged with felonies for attempting to bring narcotic soaked paper into the Cook County Jail, Sheriff Thomas J. Dart announced today.

In April, Sheriff’s Office investigators were contacted by a correctional officer who relayed that Dwain Johnson, an individual in custody, approached him about bringing drug-soaked paper into the jail. Johnson, according to the investigation, offered to pay the officer $1,500 to do so.

The officer provided a phone number to Johnson who then provided it to his girlfriend, 23-year-old Kasandra Claudio. Claudio contacted the number and arranged a May 18 meeting at a suburban mall parking lot with who she thought was the officer’s girlfriend, but in reality, was an undercover Sheriff’s officer.

Sheriff’s investigators took custody of Claudio, who is from the 200 block of 27th Avenue in Bellwood, after she provided an envelope with paper saturated in suspected narcotics to the undercover officer.
