Grants Given to IL Colleges to Sam’s Club Pharmacy Partners Help Students in Need with DoorDash for Delivery The Illinois Board of Higher Education is awarding grants to nine colleges and universities which will target equity in recruitment and retention. The $3 million in funding comes from the Governor’s Emergency Education Relief (GEER) Fund for use in Financial Year 2021. “As part of our laser focus on equity, IBHE, in conjunction with Gov. JB Pritzker’s Office, will use these dollars to support students with the greatest need,” said Ginger Ostro, executive director, IBHE. “Each of the institutions is demonstrating evidence-based efforts to recruit and retain first-generation, low-income, underrepresented, and rural students. The bottom line is that we want these students to stay the course.” The institutions will support the students’ progress toward degree completion by closing digital equity gaps, providing targeted, academic, and social/emotional supports through peer mentoring and other innovative efforts. This includes equipment checkout efforts, enhanced financial and career literacy programs, intensive language instruction, childcare assistance, increased campus food pantry supplies, and telehealth. Grantees are: Eastern Illinois University – $41,693 Eureka College – $165,424 Governors State University – $456,286 Lewis University – $446,891 Lincoln College – $375,948 National Louis University – $444,094 Northern Illinois University – $456,286 Northeastern Illinois University – $456,286 St. Xavier University – $157,092 Stephanie Bernoteit, deputy executive director, IBHE, said, “This funding originally comes to Illinois from the federal Coronavirus Aid, Relief, and Economic Security (CARES) Act, and we know from working with colleges and universities across the state that COVID-19 has brought to light many inequities for at-risk students. We are pleased that Illinois could dedicate some of those dollars for programs designed to increase post-secondary attainment for that group of potential and returning students.” The grant program was open to all four-year Illinois public and private/non-profit institutions of higher education holding accreditation through the Higher Learning Commission.

On Oct. 30 Sam’s Club announced it is partnering with DoorDash to offer same-day pharmaceutical delivery across the country. This first-of-its-kind pharmaceutical delivery experience from DoorDash covers more than 500 Sam’s Club locations across 41 states in the U.S., and is powered exclusively through Drive, DoorDash’s white-label fulfillment platform that powers direct delivery for business partners. Sam’s Club members can receive free delivery on their first two pharmacy orders until Jan. 31, 2022. After this promotion is utilized or expires, delivery will carry a flat fee of $7.99 for all patients. To experience the new service, patients can call their local Sam’s Club Pharmacies and speak to a Sam’s Club Pharmacist to schedule delivery. Through the DoorDash Drive integration, Dashers will fulfill eligible pharmacy order deliveries from Sam’s Club. Sam’s Club is taking steps to make Rx delivery options available in the Sam’s Club app in the first half of 2021. “Our partnership with DoorDash to launch this new service allows us to not only give our members more convenient healthcare options, but also delivers on our commitment to their overall wellness needs,” said John McDowell, Vice President, Pharmacy Operations and Divisional Merchandise, Sam’s Club. “Sam’s Club has always adapted to our members changing needs, and that’s never been truer than today as we continue to evolve our ways of shopping to help them live healthier, happier lives.” Sam’s Club’s pharmacy services have ranked highest in customer satisfaction with

Study Shows Cook County Property Tax Bills Doubling Since 2001 Cook County Treasurer Maria Pappas has released an unprecedented study of property taxes that shows the county’s tax bills virtually doubling over 20 years, an increase that is nearly triple the rise in the cost of living index. “The Pappas Study” is a painstaking examination of tax bills on Cook County’s 1.7 million parcels of property that shows the increase of total taxes over the past 20 years, and allows taxpayers to see the increases in bills on their homes, businesses and land. The study is posted on cookcountytreasurer.com with a research tool allowing owners to see “how local governments taxed property and people have paid the tax bill” over two decades, Pappas said. “This website tool gives taxpayers a sobering reminder of what they have paid every year going back 20 years,” she said. “In the midst of the pandemic and a recession, local governments should take their foot off the gas pedal and stop raising property taxes.”

While the cost of living has risen just 36 percent over 20 years, the findings of the Pappas Study include: • In all of Cook County, total taxes billed increased 99 percent, from $7.85 billion to $15.58 billion • In Chicago, total taxes on residential properties skyrocketed 164 percent, from $1.33 billion to $3.51 billion • In Chicago, total taxes on commercial properties rose 81 percent, from $1.92 billion to $3.48 billion • In suburban Cook County, total taxes on residential properties jumped 116 percent, from $2.45 billion to $5.29 billion • In suburban Cook County, total taxes on commercial properties rose 53 percent, from $2.15 billion to $3.30 billion “Because the study lets us see what government has done in the past, we might be able to chart a better, less costly future,” Pappas said. “Government cannot just raise taxes and

hope for the best.” Cook County has 2,200 local government agencies, such as school districts, townships, parks, libraries, public health and safety agencies. The study analyzes total property taxes billed in the county’s 135 cities and villages by those 2,200 agencies. The hedge fund industry is dominated by men, with women and minorities controlling only a small fraction of U.S.-based assets. Some financial observers say fixing this gender imbalance is long overdue. They bolster their argument with data showing hedge funds run by women have performed well in recent years, including during the pandemic, when they out-performed those managed by men. “Embracing a culture of inclusion and diversity in an organization is not just the right thing to do,” says Allison Nolan (www. athena.ky), founder and managing director of Athena International Management Limited and author of the upcoming book, Madam Chair, about how women are transforming the hedge fund industry and why more women are needed. “The benefits of gender balance within investment management firms are clear and irrefutable. Not only does gender diversity and inclusion within a firm improve decisionmaking and enhance the business culture, but evidence shows that it is sound business sense, creating value and improving returns.” Studies reveal that part of the reason female investors fare well compared to men is due to behavioral differentiators, such as showing more discipline than men in investing decisions, being less overconfident and trading less, and focusing more on protecting investments from risk. Nolan says investors increasingly demand that hedge fund firms demonstrate a commitment to diversity, equity, and inclusion. She suggests actions hedge fund firms can take to improve diversity and inclusion, and enhance the industry: Lead the culture. “Rather than having diversity as a matter for the HR department,” Nolan says, “the firm’s principals should treat diversity and inclusion as a strategic initiative and an imperative part of the overall business plan. Senior management should set a clear intention, with D&I goals becoming part of the firm’s mission, fundamental values and culture.” Start early. Nolan says firms should, at the minimum, require a diverse slate of candidates to be considered when hiring for open positions. “It is a great idea to start earlier on in the process and create collegelevel internships encouraging applications from minority groups,” she says. “Overall, make diversity an ingrained part of the hiring process, creating diversity goals as well as policies and procedures around the onboarding process.” Identify unconscious bias. “Negative bias

CAPITOL NEWS ILLINOIS With jury trials throughout the state on hold during the pandemic, the Illinois Supreme Court has ruled jury selection for civil trials can be be held remotely via video conference. The court’s order to allow remote jury selection comes after months of discussion and research by the Court Operations During COVID-19 Task Force. The COVID-19 Task Force, which was formed by the court in late June, is charged with making recommendations for safely continuing court operations—including civil and criminal jury trials—amid the pandemic. “Civil jury trials are necessary to the administration of justice in Illinois, and the COVID-19 pandemic continues to have an enormous impact on our entire court system, including the number of civil cases tried to verdict,” according to the court’s order, which was issued Oct. 26th and was based on the task force’s proposed recommendations. “Remote jury selection by video conference in civil cases is permissible to reduce the risk of COVID-19 exposure so that litigants can access justice in a timely fashion while keeping all jurors, court personnel, litigants, and the public safe,” the order stated. The 14-member task force was made up of a combination of attorneys, judges and legal professionals. The order allows remote jury selection for civil trials, but does not permit via video conference for criminal jury selection, nor does it “address any other part of the jury trial,” according to a news release from the Illinois Supreme Court. Illinois Trial Lawyers Association President Larry Rogers Jr. said in a phone interview that the order is a step in the right direction. “I applaud the court for taking steps to get us back to . . . the courtroom,” said Rogers, who is a partner at Power Rogers LLP in Chicago, the plaintiff in the Illinois Supreme Court case. Cook County Circuit Court, which includes Chicago and is the largest of the state’s 24 judicial circuits, has postponed civil jury trials since mid-March. Rogers estimates his firm has postponed about 10 civil jury trials since then. In Cook County, there is not yet a date or timeframe set for the resumption of jury trials, according to a spokesperson for Cook County Court Chief Judge Timothy Evans.

The rules and timeframe for restarting civil jury trials vary across the 24 judicial circuits, as well as the individual county courts within those circuits. In Mclean County—which is in the 11th Judicial Circuit and includes Bloomington and Normal—jury trials restarted in June but the court is prioritizing criminal cases involving a person in custody. However, other court circuits—such as the 18th Judicial Circuit in suburban DuPage County bordering Cook County—have postponed all civil jury trials until Jan. 2021. Rogers said one challenge with conducting remote jury selection is making sure the jury pool is inclusive. “I think we need to figure out a way to ensure that we have a jury selection that includes people from all different racial, ethnic and socioeconomic backgrounds and not just those with access to WiFi and computers,” he said. One way the court plans to address this issue is by asking potential jurors to respond to a survey with questions about access to technology, according to Chris Bonjean, spokesperson for the Illinois Supreme Court. “Remote jury selection actually makes it easier for low-income potential jurors because it doesn’t require them to travel to the courthouse. Only a phone is needed,” Bonjean said in an email. The guidelines for remote jury selection in civil trials, created by the court’s COVID-19 task force, acknowledges some courts may have to offer alternatives, or “points of access,” for potential jurors who lack access to smart devices and reliable wireless internet. “For potential jurors who do not have access to a device that allows for videoconferencing or reliable internet service or who lack the technical aptitude to videoconference, courts may consider providing free and reliable internet, equipment, and technical support,” the guidelines state. “This can be done either at the courthouse, or in partnership with local entities like government agencies, public libraries, non-profit organizations, and community centers.” Capitol News Illinois is a nonprofit, nonpartisan news service covering state government and distributed to more than 400 newspapers statewide. But here’s the key to maximize your budget: not every type of payment is the same and treating them all the same can lead to problems. There are three powerful payment types: automatic payments, cash payments and savings payments. Let us first look at automatic payments. This is any area of your budget you can turn a regular payment into an automatic payment like an Automated Clearing House (ACH) or bill pay. The less your finances depend on you having to remember to pay them, the less likely that you will miss and get behind.This is a measure of security and peace of mind. The second powerful payment type is cash. There are lots of objections people have to cash but most don’t stand up to scrutiny. A quick internet search will produce studiesthat confirm that cash helps you save more money by preventing overspending. I know from years of paying cash that psychologically it is much harder to hand over cash than to tap a card or scan a phone! The job here is to look for areas you can’t turn into automatic payments which

are also likely to be ones you overspend on. Examples of this aregroceries, clothing, or recreation such as eating out. Finally, let’s look at savings payments. At first this might not seem like a payment but if you think about it you are making a payment to yourself! Pay your savings account for unexpected future needs such as home repairs, replacing a vehicle, retirement or a family vacation! Illinois Expands Pro Bono Program to Stem Backlog of Appeals CAPITOL NEWS ILLINOIS The Illinois Supreme Court is expanding a program that allows attorneys to volunteer on criminal appeals cases, currently which currently are experiencing an extensive backlog. In any criminal case ruled on by a circuit court, a person has the right to request a review of the decision by an appellate court, with exceptions for cases appealed directly to the state’s Supreme Court. The pro bono program permits attorneys to assist the Office of the State Appellate Defender with these criminal appeals on a pro bono basis—that is, free of charge. According to a news release from the state’s highest court, a six-month pilot program saw 75 attorneys approved to participate, with 42 cases assigned and 18 appellant briefs submitted by volunteer attorneys currently pending before courts in the first two districts. “The pilot program has worked in reducing the backlog of criminal appeals cases,” Illinois Supreme Court Chief Justice Anne Burke said in a statement. The Volunteer Pro Bono Program for Criminal Appeals will include the 3rd, 4th and 5th Appellate Districts, located in central and southern Illinois, starting Dec. 1. The six-month pilot version of the program was launched in February, but only for the 1st and 2nd Appellate Districts, which are made up of Cook County and the rest of northern Illinois, respectively. As of Oct. 22, the backlog of criminal appeals is currently at 1,917 cases.

In a state budget hearing in February, State Appellate Defender James Chadd called the backlog “a crisis in the criminal justice system,” explaining that it was driven upward by a two-year period during which the state operated without a budget. That period was followed by the expiration of a temporary income tax hike, which reduced state revenues by about $4.5 billion. Meanwhile, in the absence of a budget, the state continued to spend at a rate far outpacing revenues. As the state’s backlog of unpaid bills eventually rose as high as $15 billion, many agencies, public schools, and universities all were hit with drastic drops in funding. In February, Chadd succeeded ingaining a 6.8 percent budget increase for the Office of the State Appellate Defender, resulting in a reduction of the backlog of criminal appeals to 2,672. “The reason for that (decrease in the appeals backlog) is . . . that is we’ve been fully funded for both years that I’ve been state appellate defender,” Chadd stated. “That has made all the difference. That is why our backlog has gone down, and as long as we stay fully funded and fully staffed, I anticipate that our backlog will continue to go down at that rate.” The increase began July 1, upping funding for the Office of the State Appellate Defender by $1.6 million, bringing its budget to just shy of $25 million. Since that hearing, the appeals backlog has decreased by more than 700 cases. Chadd’s office represents Illinoisans who cannot afford private attorneys but are often appealing serious charges. He said the office handles “the vast majority of criminal appeals.”

Have you read your owner’s manual? Review safe handling procedures. Know how to operate the controls. If the manual cannot be found, look it up online, and store a copy on your computer. Have you checked your equipment since storing it? Make sure all equipment is completely powered off when checking it over. If you forgot to drain the fuel last winter before storing your snow thrower, empty the gas tank. Adjust any cables and check the auger when the equipment is powered off. Do you know where your cord is? Use an extension cord that is weather-resistant and designed for outdoor use. Is the equipment where you can get to it easily? Move equipment to a convenient and accessible location, so you can get to it quickly. Have you purchased the right fuel?Be sure to use the correct fuel, as recommended by your equipment’s manufacturer. Fuel that is more than 30 days old can phase separate and cause operating problems. Buy gasoline ahead of a storm, as driving may be treacherous during storms and stations can be closed. Before you start the engine, fill up the fuel tank on your snow thrower while the engine is cold and outside your home or garage. Never add fuel to a running or hot engine. Store the gasoline

in a fuel container and label with date purchased and the ethanol content. Make sure fuel is stored safely and out of the reach of children. Are batteries charged? If using a battery/ electric-powered snow-thrower, make sure batteries are fully charged, in case electricity goes out during a winter storm. Is the yard free of obstructions? Snow can hide objects. Doormats, hoses, balls, toys, boards, wires, and other debris should be removed. When run over by a snow thrower, these objects may harm the machine or people. Are you dressed properly? Locate safety gear now, and place it in an accessible closet or location. Plan to wear safety glasses, gloves and footwear that can handle cold and slippery surfaces. OPERATING SNOW THROWERS SAFELY Have a clean-out tool or stick ready. NEVER put your hands inside the auger or chute. Use a clean out tool (or stick) to unclog snow or debris from your snow thrower. Turn off your snow thrower if you need to clear a clog. Always turn off the snow thrower and wait for all moving parts to come to a complete stop before clearing any clogs or debris. Don’t use a snow thrower if snow obscures your vision. Never operate the snow thrower without good visibility or light. Aim your snow thrower with care. Never throw snow toward people or cars. Do not allow anyone to stand in front of your snow thrower. Use extreme caution on slopes and hills. Do not attempt to clear steep slopes and use caution when changing directions on slopes or inclines. Mind the cord. If using an electric-powered snow thrower, be aware of where the power cord is at all times. Avoid tripping. Do not run over the power cord. Keep pets and children inside while the snow thrower is operating. Kids and pets may love to play in the white stuff, but it’s best to keep them inside your home and supervised (by someone else) while a snow thrower is operating. Do not allow them to play in the snow as it is tossed out of the chute.

Some appellate districts go through more than a thousand cases per year, and appeals can take years before they’re resolved. In some cases, people finish the terms of their sentence even if they eventually win their appeal and are acquitted. Attorneys interested in working pro bono on Illinois criminal appeals can submit an application to join the program at http:// illinoiscourts.gov/supremecourt/probono. Eligible attorneys must have appellate experience, or have prior experience clerking for Supreme Court or appellate court justices, or have worked in the appellate division of a state or federal agency. Attorneys who do not meet the requirements to join the program can participate under the supervision of an eligible attorney or complete a five-week training course put on by the Appellate Defender’s Office to become eligible. She Gave Up WOODROW WILCOX Recently, there was a case in which a client gave up on a bill. The client is from Lowell, Indiana. In this case, I had investigated the matter and had written to a medical supply company in Texas to tell them why our client did not owe $30 yet, if at all. I had proof that the company filed the claim one way with Medicare and sent a bill to the client describing a completely different medical item. To Medicare, it claimed that it supplied our client with a “plastazote sandal.” But, in the bill to our client, the firm described the item as a “L3265 Rocker Cast Boot, M.” Those are two completely different items. Medicare denied coverage of the “plastazote sandal” which our client never received. The Medicare representative with whom the client and I spoke on the phone said that Medicare would have covered the “L3265 Rocker Cast Boot, M” if it had been filed in the claim from the medical supplies firm in Texas. After I wrote to the firm in Texas, it sent a demand for payment letter to our client. If

the client did not pay the $30, the Texas firm threatened to give the matter to a collection agency. So, the firm in Texas ignored the fact that it had made the mistake which caused Medicare to deny the claim. It wanted money and it wanted it now. Our client sent the $30 to protect her credit. This is a major problem with the Medicare system that has existed the entire time that I have helped senior citizens with Medicare related medical bills. There is no simple, easy way for a senior to use the system to complain about firms that promise to follow Medicare rules, but don’t, and then demand money from seniors. When I help seniors, I ask medical firms to follow the rules and avoid hurting seniors. Most medical firms cooperate. The one in Texas did not. Medicare rules need to change in order to protect senior citizens from unethical firms like the one in Texas. Bishop Noll’s Women’s Artist Javier Jasso to Exhibit at Empowerment Club Members SSC’s Dulgar Gallery Mentor Middle School Girls

Bishop Noll’s Women Empowerment Club has begun mentoring local middle school girls to help them through a variety of issues they are facing. This program sets out to inspire middle and high school girls to be confident leaders through peer-to-peer mentoring. The club hosted its first virtual meeting with the middle schoolers in September. The women leaders from BNI assure the middle school girls that they are in a safe space to have conversations without being judged. “We try to establish a good relationship with our younger girls right away, assuring they are comfortable with us and know that they are in a safe place,” said Bishop Noll senior Alejandra Castellanos, one of the club leaders. The club uses the Girl Empower Program, Girl Talk, which provides mini-lessons and topics. “We kind of just like to let the conversation flow naturally allowing the girls to branch off into other side questions or discussions when appropriate.” The leaders discuss topics relevant and important to both the middle schoolers and the high school leaders, in order to give a

sense of security. Some of the topics include body image, fitting in and self-advocacy. In order to connect with the middle schoolers, the club members try to bring up their own experiences. “Some of my favorite moments are to see when the girls are genuinely happy to be there, see each other, and take part in our program,” Castellanos said. “Some of the middle schools have gone completely virtual and because they are younger they don’t get to see their friends very often or have an outside source to talk to. It makes us feel like we have all done something right when the conversation we create is fruitful and allows these young girls to become closer and realize they are important.” Not only do these meetings help the middle schoolers, there is a sense of satisfaction and hope brought to the leaders as well. “These meetings allow our girls at Noll a chance to help little girls who may be struggling with things they may have struggled with when they were their age,” Castellanos said. “Also, this gives the middle school girls an outlet they may have not had before, it is especially necessary that they get to interact with each other and us during these troubling times. Our hope is to make them feel empowered and confident in themselves, so that one day they can continue our work.” Mrs. Katie Fredericksen, theology teacher and one of the club’s sponsors, said the club is open for any Bishop Noll woman who wants to participate and become a mentor for a middle schooler. “Our Motto is ‘Empower, Inspire, Connect, & Change.’ We want to inspire other girls, come together as a group of young women to support each other,” Fredericksen said. Bishop Noll Institute, a Catholic college preparatory school in Hammond, is currently celebrating its 100th school year. The South Suburban College Art & Design Department presents an exhibition by artist Javier Jasso entitled “Consecutive: Linear, Passenger” in the Dulgar Gallery through December 4, 2020, with a Virtual Reception on a date to be announced. Javier Jasso is a Mexican American artist born in Chicago and raised in Mexico. He lives and works on the Southside of Chicago, Back of the Yards neighborhood. Javier says he is a metaphorical and literal builder. Many of the materials he uses come from recycled sources such as metal, plaster, plastic, concrete and wood that he collects from his neighborhood, along with ceramic, a medium and practice that he carries with him from his hometown of Alfareros in Guadalajara, Mexico. Jasso explains: “Using my personal experience along with research, my current work addresses my perception of how humans respond to their surroundings as well as to the social and cultural issues relating to the natural inclination of searching and finding a place to call ‘home’.I examine space in an ever-evolving concept in today’s global society. FIRST Indiana Robotics to be FIRST LEGO League Partner

Over the past twenty years, the Purdue University Fort Wayne College of Engineering, Technology, and Computer Science managed and facilitated the Indiana FIRST LEGO League robotics competition network as part of the College’s Outreach Program. Carol Dostal, Outreach Director, worked closely with partners around the state to grow the program, which impacts more than 3,000 students, volunteers, and mentors annually. Purdue Fort Wayne will conclude its official 20 year role as the program leader for FIRST LEGO League Challenge in December. As of October 1st, FIRST Indiana Robotics (FIN), under the leadership of President Renee Becker-Blau and Program Director Chris Osborne, is collaborating jointly with Purdue Fort Wayne’s FIRST LEGO League Challenge Program Delivery Partner, Carol Dostal, to deliver the FIRST LEGO League Challenge program to Indiana teams through the end of 2020. As of January 1, 2021, FIN will exclusively assume the role of Program Delivery Partner for the FIRST LEGO League Challenge program. The leadership transition with FIRST in Indiana Robotics will provide increased opportunity to consolidate and grow all FIRST programming for the state. The FIRST LEGO League Challenge program has grown to support nearly 300 teams,13 Qualifying Tournaments, and 2 Regional

Championships. This season has seen a shift to all-remote tournaments, and in an effort to provide an opportunity for as many teams as possible to participate in the FIRST LEGO League Challenge program this year, the tournament experience will be split into two sessions. Session 1 Qualifying Tournaments will culminate with a Purdue Fort Wayne Indiana Championship on Dec. 12. Session 2 Qualifying Tournaments will culminate with a FIRST Indiana Robotics State Championship in February 2021. This competition is part of the larger organization, FIRST® (For Inspiration and Recognition of Science and Technology), and their FIRST® Robotics Competition for high school students. Over 3,600 teams, more than 91,000 students, and nearly 26,000 professional mentors across the world from 27 countries (including places like Canada, Mexico, China, Israel, and Australia), will be participating in District, Regional, and Statelevel events in hopes of qualifying for the 2020 FIRST World Championship in Detroit, MI. and Houston, TX. FIRST® robotics competition combines the excitement of sport with the rigors of science and technology. Under strict rules, limited resources, and time limits, robotics teams of 25 students or more are challenged to raise funds, design a team “brand,” hone teamwork skills, and build and program robots to perform prescribed tasks against a field of competitors. These competitions create “real-world engineering” experiences for all participating students. In addition to teacher mentors, volunteer professional mentors lend their time and expertise to help guide the work and development by each FIRST robotics team. IL Senator Harris Urges Businesses to Apply for 2nd Round of Relief Funding As local businesses continue to see financial losses from the COIVD-19 pandemic, State Senator Napoleon Harris (D-Harvey) urges small business to apply for the second round of the Business Interruption Grants. “Small businesses need our support— now more than ever. ERNST LEMOTHE During property tax season, one woman traverses through close to a dozencommunities educating them on how to petition and challenge their assessments. For her tireless work to help the community as they sift through their frustrating property tax bills, Thornton Township Assessor Cassandra W. Holbert-Elston has been awarded Township Officials of Illinois Elected Official of the Year. “Cassandra has always put serving the community as her most important priority. People contact her at all hours of the night and she serves with pleasure and I am happy that people are finally recognizing what we already know. She is incredible,” said Frank M. Zuccarelli, Thornton Township supervisor. Elston, who has served as township assessor since 2013, represents our 17 distinct municipalities with a population of more than 168,000. The role requires a combination of intelligent, diligent work, years of experience and a heart as a community advocate. One of

her key initiatives is hosting live, and this year virtual, property tax assessment workshops. She gives a presentation, answers residents’ questions and her team looks through resident tax assessment bills. She works with elected officials, clergy and homeowner associations. Her office and staff have been available virtually to the public throughout the pandemic. She has hosted over 15 seminars yearly, even during the Covid-19 pandemic. The seminars are not just limited to property tax, exemptions and the appeal process. Information is also shared on property after death, property fraud and first-time home buyer programs. Even property redemption, for those who have lost homes, is among the topics discussed. More than 500 individual households have been helped by the assessor’s staff since mid-July. Elston’s purpose in this effort has been to assist, educate and help taxpayers, new homeowners and especially senior citizens who have benefitted the most from her timely and compassionate guidance and assistance. “I’m completely stunned by receiving this award. When you look to serve the community, especially if you are doing it for the right reasons, you certainly don’t do it for attention or awards,” said Elston. “But I am honored by the award and I will continue serving the community in any way it needs.” Elston received recognition for youth mentoring from the late Alderman Bennett M. Stewart of the 21st Ward in Chicago.She was awarded the key to the City of Chicago for outstanding leadership and community involvement under the late Mayor Harold Washington.She was recognized for outstanding achievement in organizing block clubs and community organizations in the 6th Ward under the late Mayor Eugene Sawyer. She was also honored as “Woman of the Year” by the Society of Mannequins in 2017. “I just feel so blessed to be able to help individuals and whole communities in need,” said Elston.

Someone turning 65 today has almost a 70 percent chance of eventually needing some type of long-term care, according to the U.S. Department of Health and Human Services. Of course, this doesn’t necessarily mean that you face that 70 percent likelihood. In reality, you have either a zero percent chance of requiring long-term care (you’ll never need it) or a 100 percent chance (you’ll definitely need it). Nonetheless, if you think you’ve got that zero percent chance, you’re taking a gamble —and it could be a big one, because long-term care is expensive. The median annual cost for a private room in a nursing home is over $102,000, according to Genworth, an insurance company. Other long-term care services, such as those provided by a home health care aide, also don’t come cheaply. Furthermore, you can’t count on Medicare paying all these costs—in fact, it would probably only cover a small portion of a nursing home stay and provide limited assistance for home health care. So, if you were financially unprepared for the expense of long-term care, the burden might fall on your loved ones. This could be a big financial challenge, in two ways. First, if a family member had to become your caregiver, this individual might have to abandon a career, or at least substantially reduce their working hours. Not only would this result in a loss of income,

but it could also lower the amounts that could be contributed to a 401(k) or similar employer-sponsored retirement plan. Second, if your family members couldn’t leave their jobs or cut back on their hours, or they were simply unable to provide the type of long-term care you need, they might be forced to pay for a nursing home stay or home health care worker out of pocket. To avoid these outcomes, you have a couple of options: Self-insure. You could conceivably “self-insure” against the costs of longterm care by devoting a portion of your investment portfolio specifically to this purpose. However, if at some point you require admission to a nursing home, it may require a significant commitment of your resources. Purchase protection. Over the past decade or so, there’s been an increase in the types of long-term care protection vehicles available. These instruments vary widely in cost and in what they cover, but by choosing a protection option, you may greatly lower the financial risk you might face. By consulting with a financial professional, you should be able to find an arrangement that’s appropriate for your situation. Preserving your financial independence and helping protect that of your family should be a key financial goal. And you can make progress toward accomplishing this by recognizing the potential cost of longterm care and taking steps to deal with it. Indiana HS Seniors Urged to Attend Free FAFSA Workshops

Indianan State Rep. Michael Aylesworth (R-Hebron) encourages Lake County high school seniors and families to attend 1 of 2 workshops in November to learn more about financial aid options for students pursuing college. According to Aylesworth, INvestEd is offering free guidance on completing and submitting the 2021 Free Application for Federal Student Aid form. To be eligible for state and federal financial aid, students must fill out the FAFSA for universities and colleges to determine which students can receive assistance and determine the amount of aid. The first workshop begins at 4 p.m. on Nov. 5 at Crown Point High School, and the second workshop begins at 2:30 p.m. on Nov. 17 at Lake Central High School. Aylesworth said families should bring tax and income documents of both the parents and students. “Preparing for college is an exciting time for

seniors and their families, but it can also be stressful navigating the financial aid process,” Aylesworth said. “INvestEd is a great resource that helps Hoosiers learn about their payment options and how to apply.” At the first workshop, INvestEd will be available to assist students and families with filling out and submitting the FAFSA. The second workshop will help student and families complete the FAFSA and answer any financial aid questions. Aylesworth said INvestEd, an Indiana nonprofit, has been helping families for 40 years understand postsecondary education costs and find ways to pay for college. Illinois Announces Winter Sports Restrictions CAPITOL NEWS ILLINOIS Gov. JB Pritzker and the Illinois Department of Public Health announced new guidelines for youth and adult winter sports on Tuesday that temporarily put a halt to competitive basketball, hockey and wrestling events. Although participants in those sports may continue with non-contact training and drills, they will not be allowed to participate in competitive games or matches. “As with sports in the fall, nothing is ‘cancelled,’ just put on hold until we’re through the thick of this pandemic,” Pritzker said in a news release. “We adapt as we learn. That has been our mantra throughout this pandemic, and as is true in every other facet of life, we know this virus is of most concern when people are indoors with high contact, especially in vigorous situations that bring about heavy breathing – like in wrestling, hockey and basketball.” The new restrictions were announced in response to a continuing surge in COVID-19 cases throughout the state. They apply to school-sponsored competitions as well as travel clubs, private leagues and clubs, recreational leagues and centers, and park district sports programs. They do not apply to collegiate or professional sports. Like the fall sports guidelines that the state first issued in May, the winter sports guidelines divide events into low, medium and high-risk categories. They also provide for four different levels of activity, ranging from level 1, in which only no-contact practices and training are allowed, to level 4, in which tournaments are allowed, including out-of-conference and out-of-state play is allowed.

Basketball was originally classified as a medium-risk event in the fall guidelines, but the winter sports guidelines classify it as high risk due to close contact between players and the fact that it is played indoors. That means it is limited only to no-contact practices and training. Other high-risk sports include football, lacrosse, martial arts, rugby and ultimate Frisbee.
