BraveHearts uses mustangs in their equine assisted recovery services to Veterans and others. _______________________________ As COVID rocks the nation and brings to light the importance of open discussion about mental health and the need for more available resources, the country faces another public health crisis: we lose 20 veterans and active service members every day to suicide. This September, dozens of veterans will ride 20 miles through Chicago—one mile for every life lost daily.

Michael is one of many veterans participating in BraveHearts’ “Trail to Zero” rides to raise awareness for the 20 veterans and active service members we lose every day to suicide. Michael served in the US Army. For years, he compartmentalized his PTSD-related emotions and realized he could quickly cope with these feelings by self-medicating, which led him down a dark path. It was not until a diagnosis was received that he could accept that he was suffering. With the help of equine assisted services, the team at BraveHearts and a few magical mustangs,

Of course, depending on your situation, you may have been working remotely for a while, but, even so, you will likely have the opportunity to review your benefits package and make changes. And you’ll want to make the right moves, because your choices can have a big financial impact on your life.

So, take a close look at these key areas of your benefits program: Health insurance – Think about your health care needs over the coming year – will you or someone in your family be coping with a chronic illness or facing a surgery? Will you need to at least consider testing and possible treatment for COVID-19? In any case, make sure you’re choosing the right plan for your needs.

And pay close attention to any changes in your health insurance, such as whether the plan’s provider networks have changed – you may want to make sure your own doctor is still in-network. Also, check to see if you can reduce your health care premiums by taking part in a wellness program or health-risk assessment.

Life insurance – Your employer may offer a group life insurance policy for free, or for a small amount. It’s probably worth your while to take this coverage, but it may not be enough for your needs. If you only had this group policy, but your family situation has recently changed through marriage or the addition of a new child, you may well need to add some private insurance.

There Was No Problem WOODROW WILCOX On September 15, 2020, I helped a client who was concerned about a medical bill from a local hospital. I phoned the client’s Medicare supplement insurance company to check on it for him.

The insurance company reported that it had sent a check to pay the bill on August 26 and that the check had been cashed on August 28. The statement date on the bill to our client was September 1.

It is reasonable to think that August 28 to September 1 was not enough time for one department at the hospital to report to another department that the bill was paid.

I wrote to the client that I believed that the bill was paid and that the balance is now zero.

But I am not allowed to phone the hospital and check on this for the client because of a federal law that protects the privacy of his health records. The client can phone the hospital to make sure that the bill was paid.

I encouraged him to do that.

Illinois EPA to Test Community Water Supplies for Contaminants Illinois Environmental Protection Agency Director John J. Kim announced plans to conduct a statewide investigation into the prevalence and occurrence of per- and polyfluoroalkyl substances (PFAS) in finished drinking water at all 1,749 community water supplies in Illinois. Data gathered as part of this investigation will aid in the development of future Maximum Contaminant Level (MCL) regulatory standards for PFAS. The statewide investigation is expected to take 12 to 15 months to complete. Illinois EPA has directly notified each of the community water supplies undergoing testing and appreciates their cooperation in this project. If PFAS chemicals are detected, Illinois EPA will work with community water supplies to ensure residents are informed and to determine next steps to reducing exposure.

“Our statewide drinking water investigation will produce essential data on these emerging contaminants, which will allow us to identify areas where action must be taken to reduce human health risks associated with these chemicals in drinking water,” said Director Kim. “Illinois EPA is committed to a transparent process and will publish confirmed sampling data online as it becomes available. The data will also be used to support the

development and promulgation of maximum contaminant level standards for PFAS in Illinois.”

PFAS chemicals are human-made and do not occur naturally in the environment. They are widely used for waterproofing and stain-fighting applications in a range of commercial products such as firefighting foam, waterproof clothing, food wrappers and many household products (e.g. non-stick products, polishes, cleaning products, and paints). PFAS chemicals do not break down when released into the environment and move easily into surface and groundwater. Due to their persistence, historic and ongoing use and mobility, PFAS chemicals have been found widely in the environment including in unpopulated areas.

If PFAS chemicals are detected in concentrations above laboratory minimum reporting levels (MRL), Illinois EPA will return to collect a confirmation sample at the distribution system entry point(s). Based on results of confirmation sampling, additional evaluation or actions may be necessary to protect human health and the environment. Illinois EPA’s analysis will include a total of 18 PFAS chemicals.

Illinois EPA has established a comprehensive webpage to inform the public about Illinois EPA’s Statewide PFAS

Investigation Network including background, exposures, health effects, minimum reporting levels for each of the 18 PFAS chemicals, and regulatory status of these emerging contaminants. As community-specific data become available, they will be posted to the webpage, which includes an interactive dashboard and map.

U.S. EPA established a federal Health Advisory for PFAS in 2016 but has taken no action to set drinking water standards. When Illinois EPA proposes its own MCL regulatory standards for PFAS chemicals, occurrence data obtained from the statewide investigation will be essential to justifying state action.

Illinois EPA is also preparing to file proposed groundwater quality standards with the Illinois Pollution Control Board for five PFAS chemicals. Unlike MCLs, which consider treatability and cost, the proposed groundwater values are exclusively health-based values protective of sensitive populations including children and infants.

IL Organizations Offering COVID-19 Relief Get Over $8M The Illinois Criminal Justice Information Authority (ICJIA) today announced awards totaling $8,062,251 to 11 organizations that facilitate support service and resource delivery to communities disproportionately impacted by the ongoing COVID-19 pandemic.

“These organizations demonstrated strong partnerships with provider networks equipped to ease reentry, provide food, offer housing support, and deliver a variety of services to those suffering as a result of current economic conditions and heightened family stress,” said Acting Executive Director Charise Williams.

Funding was provided through the U.S. Bureau of Justice Assistance Coronavirus Emergency Supplemental Funding program. Grants will support housing, victim services, legal aid, advocacy, food security, and reentry services in communities that have been hardest hit by the virus.

I have been thinking about contacting the television networks with an idea I have for a new real estate reality T.V. show called “The Price is Wrong.”

It would be a remake of the long running “The Price is Right” now hosted by Drew Carey. My studio audience is filled with hundreds of frustrated sellers batting zero.

Frustrated “For Sale By Owners,” cranky “Cancelled Listings,” and exhausted “Expired Listings,” in addition to “Agitated Agents,” compete for the right to sit in the studio audience. Several lucky contestants will be selected to pick one of three doors on stage, which indicate why the property did not sell.

In order to attract the attention of the game show host, the audience members are cleverly costumed in revolting real estate attire. Lime green shag sweaters, dresses with pet odors, textures and colors that don’t match are a few examples. Some sit in the aisles to mock poor locations.

Others go without bathing for days to suggest unclean rooms. One shrewd seller comes as a converted garage/family room.

But every guest says they are unaware of why the property remains unsold.

As the studio audience jumps, shouts and hollers for recognition, the T.V. host selects one lucky contestant who will be offered a small prize, or the opportunity to open one of three doors on stage. The door is usually selected because it contains the answer to everyone’s question, “Why isn’t my home selling?”

The amazing fact is that behind each and every door there is a large colorful sign that reads: THE PRICE IS WRONG! Reluctantly, the seller realizes the lack of offers, the lack of showings, the feedback, the buyer comments, the listing agent calls and the newspaper articles were all correct after all. That’s what I like about my new real estate reality T.V. show. It confronts the modern myth that “a person’s home is their castle.” Some things are priceless and others should just be priced less.

Indiana Officials Designate NWI as 21st Century Talent Region

Indiana Secretary of Career Connections and Talent Blair Milo joined state and local officials today to announce the Northwest Indiana Region as Indiana’s eighth 21st Century Talent Region, a statewide designation awarded to Indiana communities focused on working collaboratively to attract, develop and connect talent.

“As a LaPorte native, this particular 21st Century Talent Region designation is near and dear to my heart. I’m excited about the collaboration happening in the Northwest Indiana Region among business, community and education leaders to create pathways to greater education, training and employment opportunities, and about the region’s dedication toward continued workforce development and economic growth,” said Secretary Milo.

The Office of Career Connections and Talent, with support from the Indiana Economic Development Corporation and technical assistance from CivicLab, launched the 21st Century Talent Region initiative to encourage local governments, businesses, educational institutions, nonprofits, and economic and workforce development partners to create and implement plans to increase educational attainment, raise household income and grow the population in a region.

By taking a comprehensive, systems approach, participating regions will identify strategic priorities and projects aimed at helping its communities create a better quality of place, develop and skill up its workforce, and connect talented Hoosiers with businesses seeking to fill high-demand, highwage jobs.

The National Network of Health Career Programs in Two-Year Colleges (NN2) announced last week the appointment of South Suburban College’s Jeff Waddy, MCHES, DrPH, Dean of Allied Health & Careers, to its board. Dr. Waddy is one of just three new board members elected at large from the membership in 2020. NN2 is the only interdisciplinary professional organization serving two-year colleges and programs. Its purpose is to promote and

encourage innovation, collaboration, and communication among two-year colleges sponsoring health career programs.

“It is an honor to join the NN2 Board,” said Dr. Waddy. “SSC and NN2 will continue to strive to find new strategies for dealing with challenges in health care. Professional advocacy and clinical placement are pressing concerns during the pandemic. We must work together to resolve these challenges to allow our allied health students back into hospitals, clinics, and other institutions to make a positive impact.”

Jeffery J. Waddy graduated from Albany State College in 1998 with a Bachelor’s Degree in Biology/Chemistry.

While pursuing his undergraduate studies, Waddy was a participant in the Multidisciplinary International Research Training (MIRT) Grant. This opportunity presented Waddy with the ability to perform scholarly research at the Max Delbruck Center for Molecular Medicine in Berlin, Germany. Prior to joining the Master’s Degree program at Southern Illinois University, Waddy worked for J Leek & Associates as a microbiology technician. After completing his Master’s in Health Education/Gerontology, Waddy relocated to the Chicagoland area to work with the Metropolitan Chicago Healthcare Council (MCHC). Founded in 1935, MCHC is composed of more than 140 hospitals and health care organizations in the Chicago metropolitan area.

Keeping Your Career Goals On Hot Wheels in Search of Next Track in a Remote World Fan-Inspired Die-Cast Car

Is remote work and a lack of face-to-face time with the boss derailing career advancement for ambitious employees?

Possibly, but even when working from home, savvy individuals can find ways to demonstrate they possess what it takes to move up in the organization, says Kimberly Roush, founder of All-Star Executive Coaching (www.allstarexecutivecoaching.com) and coauthor of Who Are You… When You Are Big? “We’re living in a world in which fear and doubt are on the rise, and while staying positive can be a challenge these days, it’s still the route to success,” Roush says. “When we are in a state of positive emotions, we are more creative and resourceful. Even when you are working remotely, there are ways to bring your creativity and resourcefulness into play.”

She offers a few tips on how to put your best foot forward despite the fact you, your colleagues, and your bosses are working miles apart: Make the most of virtual meetings. Even when working remotely, employees will have interactions with their supervisors and coworkers through Zoom, email, phone calls or text messages. “Your attitude during those interactions can make a big difference in how your boss views you,” Roush says. “Do you come off as an upbeat problem solver? Are you someone who always comes up with the ideas, or are you someone who squelches them?”

Don’t let the stress show. The pandemic has taken its toll on nearly everyone, but be careful about letting others know how much the stress is getting to you, Roush says. “You want to be seen as someone who handles stress well, not someone who freaks out when times get tough,” she says. “COVID-19 isn’t going to be the last crisis your company faces, and career advancement is more likely to happen for those who can show they handle difficulties well.” Meanwhile, she says, one way to reduce your stress is to do things that make you happy, such as listening to a favorite song, playing with your dogs, or taking a walk around the neighborhood.

Be a leader even when you aren’t a leader.

Anyone who wants to be promoted into a leadership position would do well to take time during this remote-working period to study how good leaders perform, Roush says.

“People want to be around the best leaders because they release a positive energy that spreads to others,” she says. “They establish a company culture in which that energy thrives and where employees certainly feel comfortable to be themselves. People want to feel that they make things happen of their own volition, and powerful leaders have the gift of encouragement. They are servant leaders who are clear about what they stand for—they have led themselves first—and now they are interested in fostering the greatness in those whom they lead.”

Be aware of who influences you. As you keep in touch with friends and co-workers while you stay home, be careful about who you let into your remote inner circle, Roush says. “If you have naysayers around you telling you, ‘No, you can’t,’ then they can hamper that spirit of boldness, the voice of the champion who says, ‘Yes, you can,’ ” she says. “If you aspire to move into a leadership position, or move further up the leadership chain, you must pay attention to who influences you.”

“Even in today’s remote world,” Roush says, “the way you think about things greatly affects what you can accomplish and the opportunities you will encounter.”

Lansing Police Chief Dennis Murrin to retire in January

BY JOSH BOOTSMA LANSING, Ill. (September 15, 2020) – Lansing Police Chief Dennis Murrin has announced his plans to retire on January 13, 2021, ending three and a half decades of work with the Lansing Police Department.

Murrin joined the police force as a cadet, and became a telecommunicator and parttime officer before being hired as a full-time police officer on January 13, 1991. His January 13, 2021 retirement date will mark exactly 30 years of full-time service. Murrin has been chief since 2009.

“It’s been a wonderful career, and I’ve loved every minute of it,” Murrin said. “I know this is cliché but it really is time to step aside and pursue some other interests in life and enjoy more time with my family.”

Murrin’s replacement has not yet been determined.

IL Opts Out of Fed Tax Deferral CAPITOL NEWS ILLINOIS The State of Illinois plans to continue withholding federal payroll taxes on behalf of its 62,000 state employees, opting out of a program launched in August that allows workers to defer paying those taxes through the end of the year.

Illinois Comptroller Susana Mendoza indicated the deferral would double workers taxes after January and felt it could put Social Security at risk.

The program was launched August 8. It applies to the 6.2 percent tax that employers withhold for their employee’s Social Security benefits. It often appears on pay stubs as FICA—the Federal Insurance Contributions Act. The program applied to employees who earn less than $104,000 per year.

The intent is to temporarily boost workers’ income during the COVID-19 pandemic, but the taxes that would be deferred would have

to be repaid after January 1. At that time, the employee’s withholding would double to 12.4 percent, until the amount of taxes that were deferred is repaid.

Mendoza said that so far, the only major employer taking part in the program is the federal government. Most states and many large private-sector employers have stated that they will not take part.

According to an analysis by the U.S. Chamber of Commerce, a worker earning $50,000 a year would see a temporary increase of $119.23 in each two-week pay period. But at the end of the year, that person would owe $1,073.08 in deferred taxes.

The term “fake news” gained traction during the 2016 U.S. presidential race between Donald Trump and Hillary Clinton, and it has since become a familiar phrase in the American political vernacular.

“Fake news is definitely an issue heading into this critical presidential election,” said David Dozier, professor emeritus in the School of Journalism & Media Studies at San Diego State University. “QAnon is the latest example of how conspiracy theories on the internet can gain traction and build followings.”

“We live in a world where it’s hard to believe almost anything you see related to politics on social media, and sometimes in the mainstream media as well,” Dozier says.

“Our democratic process for electing political leaders has suffered great harm due to these disinformation campaigns.

Researchers have suggested that false information presented as news fuels public distrust of political leaders and the media, influences people’s attitudes, and damages democracy.

“We’ve never been more polarized as a country, and fake news is dividing us further,” Dozier says. “It’s become a phenomenon, but people still have the power to sort the true from the false.”

Dozier suggests these ways to spot fake news: • Don’t fall into the bias trap. People can fall prey to confirmation bias, a tendency to favor information that confirms or supports one’s prior beliefs or values. “Regardless of where you fall on the political spectrum,” Dozier says, “people lend more credence to information that reinforces what they already believe. To counteract the confirmation bias trap, try changing your perspective by taking the other side of the argument. Overall, be skeptical and think critically.”

• Pause before you share or retweet. “Some people have an emotional reaction to a piece of news and think they should share it,” Dozier says. “But it’s important to know that the people who create disinformation are designing it to do just that – trigger an emotional reaction. So wait and ask questions about the content. Who shared it or created it?

Why was this shared? Do some investigating.”

• Go straight to the source. “The algorithms used by social media and news aggregator

sites are designed to make sure we see stories geared to our interests,” Dozier says. “This makes it harder to identify if a story is real or fake, and who created it. Instead of following a link from the outlet that shows up on your social media, go online and head straight to the source. Inspect the poster’s profile and their post history. See if the poster has affiliations that are in line with spreading a certain point of view.”

• Inspect the content the account posted.

Conducting a reverse image search can make it easier to authenticate an image by finding its source. “Fake news/disinformation often uses old images,” Dozier says. “With a reverse image search, you can search for previous instances of an image that appears online and to find if the image used is from a different story. You can also reverse image search the profile picture to see if that picture or similar photos are being used on other accounts.

That’s a common practice to create fake personas online.

“Getting to the facts is getting more difficult,” Dozier says. “We have tons of information coming at us from all angles and platforms. It’s more important than ever to think for ourselves.”

CAPITOL NEWS ILLINOIS The Illinois Board of Higher Education is preparing a strategic plan to make higher education more equitable in the state, and they focused on gender disparities in higher learning at their regular meeting this week.

While the plan will be released for public scrutiny between December and March of next year, since August, the board has shared presentations on different forms of equity at its monthly meetings.

In a news release the day of their meeting Tuesday, IBHE noted that African American men are far less likely to be enrolled in an undergraduate education compared to women of the same race. The same holds true for Latino men, although undergraduate enrollment for Latino men and women has increased since 2013. Enrollment trends for Latinos, while not at the same level as white Illinoisans, have generally increased over the past decade and continue to improve.

In 2018 – the most recent data available – 27,262 Black men were enrolled in community colleges or public or private universities compared to 48,397 Black women that same year. This is despite Black men outnumbering Black women in the state, 309,204 to 297,676.

Undergraduate enrollment among Black Illinoisans of either gender has fallen sharply in the last decade. For both groups, the change in enrollment from 2013 to 2018 was a decrease of around 30 percent. It was slightly higher for men (30.6 percent) than women (28.4 percent).

“This data is hard to look at, but we need to see it to know where higher education in Illinois needs to improve,” IBHE Executive Director Ginger Ostro said at Tuesday’s meeting. “This new data, disaggregated by gender, surprised us and gives us more information as we focus on how to pursue equity.”

Even though Black women were more likely to earn a degree than Black men, they typically earn less money than a Black man

with the same level of education.

The board also shared data from 2013 to 2015 which showed that an African American female could expect to earn $36,332 one year after completing her degree, compared to $39,970 for an African American male. Three years after receiving a degree, the gap was even larger, with African American females earning $42,793 on average compared to $49,119 for African American males with the same level of education.

Per the same data, a larger gap existed between white males and white females with the same level of education, although both groups made significantly more than their Black counterparts. White women could expect to earn $39,541 one year out of college and $46,859 after three years, while a white man with the same level of education averaged $43,821 after one year and $55,623 after three years.

“When Gov. JB Pritzker appointed this board with a clear focus on closing equity gaps in Illinois higher education, we knew that we needed to start with an honest and sober look at all the data so that we could begin our strategic planning process with a clear understanding of where the system is falling short,” John Atkinson, IBHE chair, said.

“These data, along with our report last month, tell that difficult story. It remains clear that we have a lot of work to do.”

The strategic plan for increased equity will be released for public comment sometime next year before it is formally submitted to Pritzker’s office for approval.

After discussing racial disparities last month and gender-related disparities this month, IBHE will also discuss income and geographic disparities in future board meetings.

The year 2020 can’t end quickly enough for most small business owners.

Across the country, the pandemic forced many of them to close their operations temporarily – or permanently – and the continued economic uncertainty threatens to kill the ambitions of entrepreneurs who planned to launch businesses but now must put their dreams on hold.

None of that bodes well for the overall American economy, says Andi Gray, president of Strategy Leaders (www. strategyleaders.com), a business consulting firm.

“Small businesses make up 50 percent of the gross-domestic product and also employ half the workforce,” she says. “What happens to them determines what happens to the overall economy. We as a country cannot afford to fail them.”

Gray points to the 2008-11 banking crisis as a disturbing example of how a national crisis can sabotage entrepreneurship.

In 2008, for the first time, the number of business starts fell below the number of business closures.

“In other words, more businesses were killed off than were launched,” she says, ”and it wasn’t a one-time event. The problem continued on for years.”

The ripple effects? By 2009 small business contributions to GDP fell rather than grew. By 2010 the economic contribution gap between large and small businesses widened four-fold as small businesses struggled to keep up with their large corporate competitors. People lost their jobs, exports dropped, taxes fell and economic opportunity disappeared as entrepreneurs fought to recover. It took over five years for the small business community to get back on track, Gray says. But the damage was already done. By 2015, the U.S. was ranked 12th among

developed nations in terms of startup activity.

She worries such lingering effects could happen again – and be significantly worse this time.

“Today’s COVID crisis is far larger and deeper than the 2008 crisis,” she says. “I would not be surprised if it takes far longer than five years for the small business community to get back to producing GDP and employment numbers we took for granted at the beginning of the year.”

In the meantime, small business owners hit hard by this latest recession must find ways to weather the storm. Gray offers a few suggestions for how they can do that: • Stay energized and focused. The single biggest determinant for survival of any small business is the commitment, ambition, and drive of the owner, Gray says. “If you are feeling worn out, take time off to recharge,” she says. “Keep your eye focused down the road, on what’s way ahead, and don’t waste too much energy and sweat trying to control what’s happening right in front of you day-to-day.”

• Take care of the finances. If money is in short supply, investigate sources of capital. Put together a bankable plan that justifies increased investment and provides guidance on how best to use funding to recover, expand and weather future challenges, Gray says. “Talk to your banker, the SBA, reputable SBA lending consultants, and private investors to find out what kinds of capital might be available,” she says.

• Figure out how to play the hand they were dealt. Small business owners need to get creative and innovative, Gray says.

“Rebuild as you protect cash flow,” Gray says. “Find suppliers to replace the ones struggling to perform. Rethink your business model and evaluate customer viability.” In addition, look for

new markets to add size and profits, implement processes to cut out waste, and transition more and more customers to internet communication and ecommerce buying solutions.

“Decide what size business will be right for you in the future and lay out a plan to get there,” Gray says.

• Pay attention to employees. As scared as small business owners may be about what the future holds, many of their employees are even more frightened. “After all, you have the resources of your company to use to build solutions,” Gray says. “Employees who live paycheck to paycheck may be running out of options and wondering how long they can hold on – or how long you’ll be able to let them hold onto their much-needed jobs.”

“The good news is that small business owners are known for being nimble, flexible, and resourceful,” Gray says. “Many of them are finding new opportunities by solving problems that didn’t exist, or weren’t priorities, at the start of 2020.”

Holiday Season and Finances NANCY ZEKVELD As I look out of my window I can see that the leaves are beginning to change and fall is about to be upon us! It really seems to be true that Labor Day is the end of summer.

The other way I can always tell it’s the end of summer is that the stores are now starting to stock for the upcoming holiday season!

It seems way too soon to be thinking about Christmas or even Thanksgiving. ‘Tis the season when kids begin making Christmas wish lists and ours have suddenly come up with the idea that we should take a ski vacation! (sorry kids, it’s not in the budget!)

Looking at if financially though, it really isn’t too soon and in many ways it may already be too late! In my role as a Debt Coach I work with individuals and families who need help with their finances. As they struggle to pay bills or deal with debt, the looming holiday season is a cause for stress and discouragement. They might feel that they are just beginning to get things in order but it will be disrupted by holiday spending.

My main tip is to focus on saving.

Instead of using a credit card and paying it off later, try to look ahead and see what you need to spend and divide the amount by the remaining time and put that aside in a savings account. This way January won’t be a time of regret as you face the arrival of credit card payments but instead you will experience the satisfaction of having

planned and paid for Christmas.

Something I encourage people in is to set their OWN expectations for what Christmas will be. They should decide for themselves some boundaries and limits according to their budget and also their values. One thing that we do in our family is that the kids buy for one other sibling with a dollar limit set by what we want to spend. We aim to keep the gift giving to a minimum because we don’t want it to become a distraction from the birth of Jesus nor do we want it to be a stress or a burden financially.

Christmas comes every year so start early in the year setting aside what you will need!

Sept. 30 is Census Deadline: Have You Sent Yours In? CAPITOL NEWS ILLINOIS Gov. JB Pritzker appeared in Macomb Friday to promote the census less than 2 weeks before the Sept. 30 deadline for responses.

As of Thursday, Illinois was 16th in the country for “total enumeration,” or the percentage of households in the state that have been counted in the census, at 96.2 percent. The state has been above average when it comes to self-response when household representatives fill out the census themselves by mail, through the phone, or online.

With a 70.5 percent self-response rate, Illinois is 7th in the nation, and first among states with a population over 10 million.

The state’s total enumeration has been dragged down by the difficulty census workers are having reaching households. Doorknocking census takers will go to households that have not yet filled out a census response and record the information of who lives there, a process recorded by the U.S. Census Bureau as “enumerated in nonresponse followup,” or NRFU. Illinois has an NRFU rate of 25.7 percent as of Thursday, the 10th lowest in the country.

The state’s highest self-response and NRFU rates have typically come from suburban parts of the state, with some rural and urban census tracts having lower records of response.

Census counts are directly tied to aid and funding from the federal government. A lower enumeration rate can equal hundreds of millions of dollars lost to Illinois over

the next decade. It’s also tied to how many representatives the state receives in the U.S. House.

“The higher the count, the more of your federal tax money comes back to Illinois instead of going to other states,” Pritzker said at the Macomb news conference. “Just a one percent undercount could result in the state losing hundreds of millions of dollars in federal funds, and that’s at a time when, frankly, we need those funds the most.”

According to Pritzker, Illinois is currently one of a few states that receives less money from the federal government than it pays in.

While the census count is normally completed by June, there is a federal lawsuit currently underway to extend the census deadline to an end date of Oct. 31 that was at one time scheduled due to the pandemic. The Trump administration shortened the deadline by a month in July, arguing the Census Bureau and state governments needed the census to be completed earlier to have enough time for the process of drawing new congressional districts and determining representatives.

Pritzker, however, said the state is approaching the deadline as if it is officially Sept. 30.

Real Estate Questions & Answers CATHY & JIM HIGGINS Question: I recently purchased a property that was sold as a two-bedroom home. Later I discovered that it’s actually a one-bedroom, as the largest room is just that -- a “room” and not a “bedroom” because it does not have a closet.

Can we go after the seller, the seller’s agent, or the appraiser for misrepresentation?

If we decide to sell, we’d probably have to market it as a one-bedroom because a savvy buyer and/or his agent may realize that this is actually a one-bedroom. Should we add a closet? We’d have to eat the costs, which is not fair since we paid the asking price based on the fact that it was a two-bedroom property?

Answer: Have you ever been in an historic home? Often they have bedrooms with no closets. Instead, each room has a tall piece of furniture called an armoire where residents can hang their clothes. Today, we often use armoires as combination dressers and TV centers.

A room does need a closet to be a bedroom. Instead, what’s generally required is a minimum square footage, a minimum height and a working window to provide escape, natural light and ventilation.

Typically the window sill for a bedroom in a new structure must be no more than 44

inches above the floor so that residents have an emergency exit. For specifics, contact your local building inspector.

Why is it that you think you have a claim against the seller, broker or appraiser? Did they put a fake door in the room to create the illusion of a closet? Were you prohibited from seeing the room? Prohibited from getting an independent home inspector of your choice? Do you not have any responsibility as a buyer?

Although some within the legal/ industrial complex may disagree, the experience here is that most buyers and sellers, landlords and tenants act fairly and want to be treated fairly. When you have a situation which seems so outsized that it seemingly requires an instant trip to the Supreme Court, your first step should be to get more information, to better understand the problem. Most likely you’ll save a lot of legal fees. And personal anguish.

Disrupt the Disruption: Meet COVID-Forced Changes Head On Businesses continue to navigate the changes that COVID-19 has wrought on the economy, rethinking how they serve customers, searching desperately for ways to cut spending, and trying to make long-term plans while ensuring short-term survival.

But it’s worth remembering that change that disrupts the economy is nothing new – with or without a pandemic, says Juan Riboldi an international business advisor, author, and president of Ascent Advisor, a management consulting firm.

“The real issue businesses leaders must deal with is not change,” Riboldi says. “Instead the issue is what can we do so that we and our businesses can benefit from the change that COVID has brought.”

Anyone wondering where to begin should first look inward, he says.

“Since all change starts with individuals,” Riboldi says, “we must learn to recognize and correct negative tendencies in ourselves that keep us from successfully addressing change. A better understanding of these bad habits or tendencies will help us know how to effectively resolve them.”

To meet the changes caused by COVID-19 head on, Riboldi says business leaders should: Keep the trust level in your company high.

When a manager goes back on decisions, hides uncomfortable news, or plays office politics for personal convenience, others in the organization will begin to distrust that manager. “If you make promises, be sure to keep them,” Riboldi says. “Otherwise you will lose the trust of others as well as their respect, both of which are desperately needed as you manage change.”

Stay focused. “Lack of focus is a main cause for why smart people do dumb things,” Riboldi says. “Being busy does not mean accomplishing more. When we work at a frantic pace, we often make more mistakes.”

For businesses, this problem is magnified by the kind of economic uncertainty the country is going through right now, he says.

“Companies experiencing tough times often respond to unpredictable situations by panicking,” Riboldi says. “They try to do more with less, rather than simplifying and becoming more focused.”

Keep employee training on track.

Businesses already worry that entry-level employees are deficient in many of the skills needed to do the job, Riboldi says. Many

companies respond to economic downturns by cutting training and development budgets.

“Doing away with training may provide temporary financial relief, but at a long-term cost on the capability of your workforce,” Riboldi says.

Inspire commitment in employees. The role of the immediate supervisor is essential for fostering commitment in workers, Riboldi says. When a supervisor fails to lead employees in a way that inspires teamwork and collaboration, commitment falters. “The most common problem affecting morale is when supervisors don’t provide employees with sincere recognition for their work,” he says. “Too often, supervisors fail to give heartfelt praise for a job well done. This simple action costs nothing and takes little time to do, and yet it is a crucial component in engaging a workforce.”

Understand the importance of shortterm results. Riboldi says most major organizational change efforts fail to deliver the expected results. One of the main reasons for that is a lack of success early on.

“Many promising change initiatives become prematurely aborted due to failure to show short-term gains,” he says. “Insufficient attention to short-term results kills even the best strategies and plans.” To be successful, Riboldi says, an organization must balance the short and the long term. “Achieving early wins builds support for pursuing longer term goals,” he says.

“Fortunately, the problems we encounter as we deal with change are both avoidable and curable,” Riboldi says. “We can identify their root causes and replace them with something better.”

Humane Indiana Preps for Paws In the Park Kick-Off It’s that time of year, when dozens of paws hit the park with their owners for Humane Indiana’s Annual Paws in the Park; BUT that’s not quite what it will look like this year.

Paws in the Park organizers are gearing up for its event VIRTUAL SPIRIT WEEK FOR THE ANIMALS. While the celebration of pets continues, the format has turned to a virtual format and will take place September 19-26.

“We are continuing to celebrate this year’s event but we’re pivoting to a virtual event for the safety of our supporters during the pandemic,” explained Brian Fitzpatrick, Humane Indiana CEO. “Participants can still walk with their pets in the safety of their neighborhoods and communities in a way that they are protected, and feel safe and comfortable,” he added.

“This is a different take on an event that’s been extremely successful over the years in supporting our homeless pets, and we encourage families, companies, and groups

Heart Smart JOSH BOOTSMA Today’s word of the day is omniscience.

When we describe God as omniscient, we are saying literally that he is all (omni) knowledgeable (science). God is fully aware of all things, and understands all that he has created.

Last time we considered God’s omnipotence—his all-powerfulness.

It takes an all-powerful God to be an all-knowing God. How could he know everything if he does not exercise control over all things? And how could he control everything if he does not fully understand all things? God’s omnipotence and his omniscience are interdependent!

When we think we are so knowledgeable about one topic or another, God always knows more. When we feel like there’s no way God could possibly understand what is happening in our lives, He does. When we feel lonely or misunderstood in our families or social circles, God understands.

It’s important, however, to say that although God’s knowledge is on a much

higher level that ours, it isn’t a radically different kind of knowledge. If God’s knowledge was different in substance than ours, we’d be unable to read the Bible and understand it the way God intends— how would we know that evil is bad and righteousness is good? God’s knowledge is not a different kind than ours—He simply has an infinitely greater understanding of his own creation than we do.

As a judge we know God can be perfectly just because He knows all. As king of creation, we know that He will govern it rightly because he understands it fully.

And as our Redeemer, we know that God fully comprehends the deep darkness in our hearts and lives. And still, He delivered us from our sin through the death and resurrection of Jesus Christ. If you are a child of the omniscient God, you are fully known—and fully saved!

Calumet City Lands $1.4M to Fund Blues Water Run Park Governor JB Pritzker and the Illinois Department of Commerce and Economic Opportunity (DCEO) awarded Calumet City a $1.4 million Fast-Track Public Infrastructure Capital Project Award to fund the City’s Blues Water Run Park Canoe and Kayak Launch.

This new regional destination parkland will be about 15 acres of parkland featuring a boat and kayak launch on the Little Calumet River near Torrence Avenue and Ring Road across from River Oaks Center Mall. Additional features will include an amphitheater, dog park and other amenities.

“On behalf of Calumet City residents and the entire Southland Region that will enjoy ‘Blues Water Run Canoe and Kayak Launch’ for generations to come, I applaud the efforts of Governor JB Pritzker and the Illinois Department of Commerce and Economic Opportunity (DCEO) in providing this generous $1.4 million dollar allocation through the Fast Track Program,” Mayor Michelle said after learning of the award.

It is a sign of progress and greater things to come in the face of the challenges our City and our nation have endured this past year. Calumet City stands with the State in its commitment to rebuild our economy by putting people to work and investing in infrastructure improvements.

Calumet City was only one of two community in Cook County to receive a grant award for the $25 million allocated under the State’s Fast Track Program.

The entire cost for the Blues Water Run Canoe and Kayak Launch will be about $2.3 million with additional grants helping to cover the cost from the Illinois Department of Natural Resources.

South Holland Fun Run 5K Featured Costumed Participants

Due to the constraints of Covid-19, South Holland’s annual Heritage Haul race was replaced this year with a 5K Fun Run/ Walk event that took place Saturday, September 19.

Fun was the theme of the day and participants were encouraged to wear costumes.

The race started at Veterans Memorial Park, 500 East 160th Place at 7am with staggered start times for the safety of participants. There are surprises along the course to keep participants entertained.

Participants recieved a race bag filled with a long-sleeve

race shirt and many goodiesall finishers received a medal.

Monetary prizes were awarded to the day’s top finishers.

Proceeds from the race benefited the Greater Chicago Food Depository, which has provided food for many Cook County families during the Covid crisis.
