New Indiana Laws Benefiting Citizens Became Effective July 1 With many new laws effective this month, State Rep. Michael Aylesworth (R-Hebron) said several important changes support Hoosier teachers, patients and farmers.

“Our teachers, medical patients and local farmers will benefit from several new laws taking effect this week,” Aylesworth said. “In Indiana, lawmakers work with those across the aisle to enact sound, impactful policies.

In fact, 98 percent of all the new laws passed this session received bipartisan support. We will continue working together to meet the needs of the hardworking Hoosiers in our communities and state.”

Here’s a look at notable new laws Aylesworth said Hoosiers should know about: Teachers, Students and Schools Aylesworth said as part of House Enrolled Act 1002, standardized test scores will no longer be required to be a part of teacher performance evaluations. He said this should reduce the pressure educators often feel to teach to the test and, as a result, make teaching more attractive as a career. To help cut red tape, House Enrolled Act 1003 went into effect earlier this year to allow the State Board of Education to streamline the timing and frequency of required teacher trainings and grant waivers for schools to bypass over 1,500 regulations. As Indiana continues to transition to the new ILEARN exam, lawmakers passed Senate Enrolled Act 2 so that school accountability grades cannot be negatively impacted by student scores for two years.

and experiencing behavioral problems or physical illnesses. The new law ensures aspiring educators receive training on best practices to recognize students’ behavioral reactions to trauma so they can address these issues in their classrooms with increased understanding and insight.

Patients Under House Enrolled Act 1004, patients will be protected from receiving surprise medical bills from out-of-network providers, and, in the case of an elective procedure, the patient will have the right to receive an upfront, good-faith estimate of expected charges. In addition, Senate Enrolled Act 5 requires hospitals, outpatient surgery centers and urgent care clinics to publish their average prices online, and Aylesworth said a new HIPAA-compliant database of all health insurance claims will empower consumers by providing information about cost and quality.

Farmers and Rural Communities Senate Enrolled Act 184 allows the Indiana Farm Bureau to offer a health benefits plan to its members. Aylesworth said this plan is not health insurance, but would provide similar benefits to help many farmers who have limited access to affordable health care options. Other states, such as Kansas and Tennessee, have implemented similar programs through their Farm Bureaus.

To support rural communities, House Enrolled Act 1370 allows cities and towns to band together and enter into regional land banks to acquire tax-delinquent and blighted properties to restore them.

But for people facing a serious, chronic illness, such as Parkinson’s disease, multiple sclerosis, diabetes or cancer, health concerns are an everyday matter. If you’re fortunate, you may never be afflicted with such maladies, but the future is unpredictable.

Of course, going through these health challenges brings physical and emotional concerns—but also financial ones. How can you prepare for them?

Essentially, you’ll need to consider four key areas: investments, insurance, legal arrangements and taxes. Let’s take a quick look at each of them: Investments – You’ll likely need to draw on your investments for at least some of the expenses associated with your illness. So, within your portfolio, you may want to establish a special fund devoted entirely to healtcare costs, just as you might for, modifications to your home, transportation, and so on. A financial professional can help you choose investments for this fund, as well as make recommendations for your overall investment strategy, including techniques for boosting your income, such as adding investments that can provide an income stream that kicks in when you think your costs will rise.

Insurance – Depending on your health status, you may be able to collect Medicare earlier than the traditional starting point at age 65. Even so, you’ll likely need to supplement it with additional coverage.

But you may also want to look beyond health insurance. For example, you might be able to purchase a “chronic illness rider” that allows you to tap into life insurance benefits while you’re still living. Or you might consider adding a “long-term care rider” to a life insurance policy; this rider offers financial benefits if you ever require daily care that you

Legal arrangements – If you haven’t already done so, you may want to establish the legal documents most appropriate for your situation, such as a durable power of attorney for finances, which gives someone the authority to manage your financial affairs if you become temporarily incapacitated, possibly due to flare-ups of your chronic disease. Once you’ve recovered, you regain control of your financial decisions. If you still itemize tax deductions, you may be able to deduct some medical expenses, as well as certain home improvements such as wheelchair ramps, bathtub grab bars, motorized stairlifts, and so on. On June 30, 2020, I received a letter from a hospital in Chicago regarding work that I did with a client to correct a medical billing error by the hospital.

We in return also placed a bid. I called my agent the next morning and gave him our top dollar. However, the house was sold to the first bidders, and we were never asked to counter-bid! Is there anything we can do about this situation? We are heartbroken that we didn’t even get a chance to raise our bid.

Answer: All sellers have different motivations and interests. It may well be that the first bid met all the owners’ criteria and that they no longer wished to continue marketing the home.

Could they have gotten more money?

Perhaps, but selling a home involves a certain psychological cost and some owners simply want to sell as quickly as possible and move on. You were told that there was an existing bid on the

property—a bid that could be accepted at any moment prior to withdrawal. Your bid was not made until the next morning.

It’s perfectly possible that the first bid was accepted even as yours was being developed. Once a bid has been accepted, the property is under contract and the sellers have no obligation to consider other offers.

Lastly, price is only one consideration in an offer. While a higher price is surely an enticement, there may have been other factors which attracted the sellers.

July 4th is as good a time as any for Christians to look at what true freedom is.

America was founded on principles of liberty and justice for all, and God has used this country in countless positive ways throughout its history. In recent months, however, it’s been made clear that America’s history is fraught with sin. The Land of the Free was formed as indigenous people were forced out of their homes. As white people first sang “Let freedom ring,” the cracks of whips rang in the ears of black slaves.

Here’s the reality: America is not God’s chosen nation. It never has been. God’s chosen people were once bound by the geographical borders of Israel and a common ethnic heritage, but no longer.

Galatians 3:28 says, “There is neither Jew nor Gentile, neither slave nor free, nor is there male and female, for you are all one in Christ Jesus.”

Paul is not saying that our modern

identities are unimportant: we can be proud of the good that our country has achieved—that’s what July 4th is about.

But he is saying that for the Church, our American identity is subordinate to our identity as God’s Church.

If your allegiance to the American flag is stronger than your allegiance to the cross of Christ, you have a priority problem.

The American church is to “seek first the kingdom of God” (Matthew 6:33) above all and be a faithful presence in a politicized world. Let us never forget that our ultimate freedom was not achieved on July 4, 1776, or any day since, but when Jesus Christ died to pay for our sins and rose again to secure eternal life for his chosen nation.

Only at the cross of Christ can true freedom be found.

Mentoring Programs in School District 151 Hope to Help Students with Life Stresses Such as COVID-19, Racial Violence DR. JERALD MCNAIR Mentoring programs in South Holland School District 151 hope to buffer the impact of the deaths of Jasean Francis, Charles Riley, Ahmaud Arbery, George Floyd, Breonna Taylor, and Covid-19. We aim to make a positive impact in the lives of our students, through collaborating with the private sector.

Did you know that the high school graduation rate for Black males is 47 percent? Did you know that Black and Hispanic male students are suspended at nearly three times the rate as White male students? Did you know that Covid-19 has impacted the Black and Hispanic communities more than any other community in America? Did you know that 1 in 3 Black males will go to prison in their lifetime? The questions that need to be asked are as follows: What can and should be done to help these students? Put another way, what can each of us do to improve the lives of Black and Hispanic male students? Moreover, what should schools do to help these impressionable minds work through some difficult times in America? After all, many of these young men saw the death of George Floyd as someone who could have been their father or brother. They may see Jasean Francis or Charles Riley as someone who could have been related to them as well. Breonna Taylor may look like their mother or sister. Just imagine how these youth may feel.

It is imperative that every school offer mentoring opportunities for students of color, particularly the young men, now more than ever before. With the death Jasean Francis, Charles Riley, George Floyd, Ahmaud Arbery, Breonna Taylor and the public outcry that it has caused, the need for helping students work through some very difficult things they have seen and heard about racial relations in America and urban violence is a priority. Our male mentoring groups at Coolidge Middle School, referred to as CSWAP (Coolidge Students with Academic Pride) and MSWAP (Madison Students with Academic Pride) provide a vehicle to help nurture and support these young men. Our leader, Dr. Hill, says quite succinctly, “All students can learn period.” She recognizes that learning takes place not just in the classroom, but through mentoring opportunities and programs. The foundational support is seen through mentoring and relationship building programs the district relishes. We know that our students are carrying heavy hearts.

They will come to school with fears of dealing with authority figures, particularly police officers, possible strain relationships with educators that are not Black or Hispanic, and fears of being victimized by violence. This will be compounded with possible feelings of anger and frustration. The question is not will they have these feelings and emotions, but what will schools do to prepare for them? It’s clear that mentoring provides hope.

With the support of our school board, we offer an array of field trip opportunities to provide that hope, while exposing them to different career paths that will teach them about life skills. One goal in particular is to educate our young men about how to manage money. With the economic downturn our country has experienced, with millions of people having lost their jobs, it’s essential that students learn about economic forces and the value of a dollar. a lack of knowledge, as it relates to financial literacy, largely because the wealth gap is so pronounced in our country. This distinct gap in wealth can be improved if students at young ages are educated on how money works and the importance of investing. The pictures below speak volumes about what the students learn and how it captures their attention.

To continue our mission, and find ways to better connect with our young men, we started a garden at Madison School two years ago. This endeavor provides an opportunity for our students to connect with the mentors at levels that are often not possible in a classroom setting. We talk about the pressures they experience growing up, and how they can become more responsible. Through gardening, we also discuss healthy eating habits. It also affords us the opportunity to teach them about career paths that focus on the environment, science, botany, and even farming. Next year, we will incorporate an economic feature that addresses how crops make it to the market.

All of these experiences have not only enriched the lives of our students, we hope it has helped prepare them for what we are facing now. Covid-19, the civil unrest as a result of the deaths of Jasean Francis, Charles Riley, George Floyd, Ahmaud Arbery, and Breonna Taylor have caused and will continue to exact, a mental strain on them. Our mentors are preparing to help our students navigate through this, when school returns in the fall. We are putting an agenda together and will be working with our female mentoring group, referred to as MISS (Madison Intellectual Student Scholars). There is a big difference between a seller being on the market VS being in the market.

To put a home on the market a seller hires a real estate agent to list their house for sale.

If that home is in the market, agents and buyers view the property and make offers to purchase it. DENIAL is a psychological defense mechanism that lets a person “off the hook” for any responsibility for a problem, such as a home not selling. Many times the agent becomes the scapegoat. It’s always easier to blame a realtor than locate the real problem. Frequently the problem is improper pricing, greed and impatience.

ANGER is a choice. It is seldom a wise choice. Some people actually enjoy “lighting their hair on fire.” It’s a relatively

Mentoring Programs in School District 151, cont’d Continued from pg 8 dedicated female mentoring group sponsors at Coolidge Middle School. They also run a very successful program, referred to as C.L.A.S.S. (Coolidge Ladies of Academic Success and Services).

As other schools prepare for the upcoming school year, it is essential that they establish mentoring programs, if they haven’t already, that will help pave the way for their students to be successful in and out of school. It doesn’t matter if your student body is majority Black, White, Hispanic or Asian. As the recent marches and demonstrations have made clear, we are all in this together. It would be beneficial for those

schools that have very few minority educators to bring in African American or Hispanic presenters to help the students understand more about different cultures, the Black Lives Matter movement, and the historical causes of its existence.

Indeed, all students and staff can benefit from learning more about improving how we get along with each other, how we should treat one another, the historical implications of racism, and how to move forward together as one nation. To do this, often times mentors, who are educators, have to go outside of the curriculum and expand the conversations. Mentoring allows this to happen and forges life-long relationships.

Many of our youth, and young adults, are in pain right now, not necessarily physically but mentally. We, as educators, have an obligation to help them. If not us, then who? We have a captured audience. We have to bridge the gap that exist between police, minority youth, and their families. They need our support and understanding. Mentoring programs open up lines of communication and allows us to help our students do as Abraham Maslow said, “self-actualize.” However, it starts first with meeting their basic needs.

BY JOSH BOOTSMA Roughly 150 people gathered at First Reformed Church in South Holland on Friday to participate in a “Unity Walk”—a demonstration focused on lament and mourning in light of recent racial unrest across the country.

The event, which was organized by the Village and the South Holland Ministerial Association, used Bible verse Micah 6:8 as the theme for the event: “He has shown you, O mortal, what is good. And what does the Lord require of you? To act justly and to love mercy and to walk humbly with your God.” Signs with the phrases “Act Justly, Love Mercy, Walk Humbly” were handed out to demonstrators.

Marching humbly To follow CDC guidelines, the crowd was split up into six groups in the parking lot of First Reformed Church, each group with less than 50 people. Many of the marchers had umbrellas or rain jackets on hand as the skies and gusty winds threatened rain. South Holland’s Village Police Chaplain Carl King gave the opening remarks and prayer.

“When there is a blatant disregard for the preciousness of all life and respect for one another, we lament,” King said. “It is insanity to believe that there would not be a reckoning day someday, one day, today. It was arrogance to think that sin would be ignored or given a pass, or nod, or wink forever.”

The six groups then began marching in order south on South Park Avenue, crossing 162nd Street and regathering at Calvary Community Church. South Holland’s Police and Fire Departments helped block roads along the route. Calvary’s pastor, Alfonzo Surrett, spoke to the

crowd and prayed before the group marched back north.

Shouts of “No justice, no peace” and other chants were taken up by some of the marchers.

Impassioned leaders speak boldly Once the demonstrators arrived back at First Reformed Church, having completed a circuit of nearly a mile-and-a-half, community and church leaders took to the portable stage that had been set up and addressed the crowd.

The first speaker was Pastor Phil Tarver, who prayed and introduced South Holland Mayor Don De Graff, who denounced racism and underlined South Holland’s commitment to unity.

De Graff said, “Our South Holland Unity Walk today is something very special and appropriately named. We are unified in our philosophy, we are unified in our approach, we are unified in our practice to act justly, to love mercy, and to walk humbly with our God.” He continued, “My fellow South Hollanders, take this to heart: we must—and we will— continue to set an example to be the beacon of light that shows the way. We will not tolerate and we will not turn a blind eye to racism or exclusion in any form because we understand and we defend the sacredness of human life for people of all tongues, of all ages, of all ethnicities, and all races that God has created in his own image.”

Rev. Carmin Frederick-James spoke next and told the crowd to ask the people next to them, “Are you a thug?” She referenced the popular 2017 book and 2018 movie The Hate You Give, which is a fictional story about a black teenager who witnesses a white police officer shoot her friend. Frederick-James mentioned that the book takes its name from a longer phrase popularized by the late rapper Tupac Shakur: “The hate you give little infants forgets everyone.”

The phrase is an acrostic for “Thug Life” and the original contains an expletive. Frederick-James challenged the crowd to change the phrase to, “The hope you give little infants fuels everyone” and said, “I’ll ask the question again: will you be a thug and give our children hope so that they might act justly, love mercy, and walk humbly with our God?” John Purnell spoke next, youth pastor at Abounding Life Church of God in Christ. He said, “I’m here to ask you to act. I don’t want you to leave here and be satisfied. I don’t want you to hurt yourself patting yourself on the back.”

He continued, “I don’t want to have any more nights of lamentation. I’m raising three teenage black boys. Three young men. And I don’t want to have another walk because something happened to one of them…I need you to act like my three little boys are your three little boys. I want you to hear the hurt and the pain from so many parents who have lost so many little boys and little girls and I want you to make the decision in your heart that you’re not going to let it happen again—that it will not be your silence or your inaction that causes the death of another young person.”

Final prayer and moment of silence First Reformed Church pastors Jim Oord and Corey Buchanan then prayed. Oord started the prayer saying, “We thank you God, that when you became flesh and walked among us, the flesh you took on was the flesh of a Middle Eastern person of color who ended up lynched by the imperialistic, oppressive forces of Rome and their militarized police. So we don’t have to sit here and ask what side you’re on.”

After the prayer finished and before the gathering dispersed, the crowd participated in eight minutes and forty-six seconds of silence, the length of time George Floyd was held under Officer Derek Chauvin’s knee.

Tables were set up in tents in the parking lot for demonstrators to register to vote, learn about the 2020 Census, and access other educational materials.
