Navigating the Child Welfare System as a Domestic Violence Survivor MICHAEL S. DAIGLE, ESQUIRE & CRYSTAL A. YAUTZ, J.D., CROSSON RICHETTI & DAIGLE FAMILY LAW

One in three women and one in four men have experienced some form of physical violence by an intimate partner. Over time, there has been an ideological shift from domestic violence being considered a private issue to a public issue. While this shift is still in the process of occurring, many victims feel ashamed. Because of that shame and fear, they do not come forward to receive the help necessary to leave their abuser. It is much harder than society believes for a victim to leave an abusive relationship. Sometimes, the abuser is the victim’s spouse, and the abuser and victim may have children together. In these situations, the victim fears that if they leave the abuser, the victim may lose their children. However, much to the victim’s surprise, the victim may be at risk of losing their children even if they stay with their abuser.

One in fifteen children is exposed to domestic violence each year, and 90% of exposed children are present while the violence is occurring. Having abuse in the home is a serious risk for children. The abuser may escalate to abusing the children, or the children could develop psychological trauma from witnessing the abuse. As a result, the Child Welfare System may get involved with the family.

The Child Welfare System is a state intervention utilized when parents abuse, neglect, or abandon their children. The main purpose of the Child Welfare System is to protect children and reunite families whenever possible. The state intervenes when a confidential report is made to a child abuse hotline. For example, a neighbor may report hearing frequent yelling from the victim’s home. Abuse may also be reported by teachers, healthcare professionals, or the victims themselves. This report is then forwarded to a local Children and Youth Services Agency (“Agency”). The Agency investigates the alleged abuse or neglect to determine if the allegations can be substantiated. Usually, the allegations can be substantiated by physical signs of abuse or police reports. After the investigation, if the Agency determines that abuse or neglect has occurred, the Agency decides whether the child is able to remain safe in the parent’s home.

If the Agency determines the child is unable to remain in the home, the Agency will remove the child and place the child in temporary custody of the Agency, usually in a foster care home.

At a shelter hearing, held within 72 hours after removal of the child from the home, a judge or hearing officer will make a finding authorizing the removal and give temporary custody of the child to the Agency. In addition, the judge or hearing officer will determine, on the advice of the Agency, what recommendations the parent must complete to be reunified with the child. In domestic violence situations, this can require the parent to refrain from contacting the abuser. At this time, the Agency will create a case plan consisting of rehabilitative services offered to the parent to ensure the child can safely return home. These services may include applying for public housing. The victim is living in a domestic violence shelter or applying for jobs because the victim has been unable to work. If reunification services are unsuccessful over a designated period of time, the Agency may file for termination of parental rights. If successful, the parent will lose all rights to their children, and the children will often be placed for adoption.

While this system seems unfair to domestic violence victims, it is the state’s top priority to make sure children are safe. During this process, victims may feel helpless, but there are some steps victims can take to help ensure they do not lose custody of their children. First, if a victim is being abused, reach out to support services, such as Turning Point. Turning Point is a free program that helps victims create a plan to leave their abusers. Second, if a victim is being physically abused, they may have legal grounds to file for a Protection from Abuse Order. A Protection from Abuse Order is a court action that requests the court to order the abuser to stay away from, and have no contact with, the victim and possibly the child or children. These two steps will allow the abuser and the children to be separated and lower the risk of the Agency removing the children. If the Agency has already taken temporary custody of the children, it is in the victim’s best interest to obtain a lawyer who works with domestic violence survivors. The attorney will advocate on the victim’s behalf, advise the court on the unique struggles of the victim, help the victim navigate through the complicated legal system, and suggest additional resources that might help, including therapy. With the right guidance and support, recovery for domestic violence survivors is possible.

Do I Choose Limited or Full Tort Insurance Coverage in Pennsylvania?

HON. EMIL GIORDANO NORRIS MCLAUGHLIN, P.A. It is vital that drivers be aware of the consequences of choices they make concerning their insurance policies. In Pennsylvania, the right to sue in the event of a car accident is affected by the type of car insurance chosen, full tort or limited tort. It is one of three states (the others are New Jersey and Kentucky) to give drivers the option to choose either a full or limited tort. Interestingly, under Pennsylvania law, the full tort or limited tort choice considers the individual, spouses, children, other minors in the custody of the individual, and other relatives living in the household to be insured. It is important to understand the major differences between the two since the entire household may be bound by this choice.

First, the full tort option is described as offering “an unrestricted right for you and the members of your household to seek financial compensation for injuries caused by other drivers” (§1705(a)(1)(B)).

Under a full tort policy, individuals may seek recovery for not only medical and other out-of-pocket expenses but also for pain and suffering and other nonmonetary damages, regardless of whether the injuries are severe. Unless indicated otherwise by the insured individual upon choosing a policy, full tort coverage will be provided, and the corresponding premium will apply (§1705(D)). With the full

tort option, you can also retain full tort rights in Pennsylvania as a pedestrian struck by a vehicle or a passenger injured in a commercial vehicle such as a taxi or a bus.

Conversely, the limited tort option “limits your right and the right of members of your household to seek financial compensation for injuries caused by other drivers” (75 Pa.C.S. §1705(a)(1)(A)). Essentially, those covered by limited tort policies forfeit the right to sue for pain and suffering. However, in situations where the injuries may be defined as serious, the law allows damages for pain and suffering or other nonmonetary damages to potentially be recovered, depending on the policy. This typically includes situations where a person suffered serious impairment, permanent damage, or limb loss. If there is a question as to whether the injury is truly serious, this could be left to a jury to determine. Even if an individual chooses limited tort, there are still situations in which a full recovery from even noneconomic losses suffered could be pursued, so long as it can be determined that injuries suffered met the serious threshold. However, it is safer to opt for full tort, as that ensures there will never be a need for any jury to determine whether injuries are serious.

There are a few other exceptions wherein a person with limited tort coverage could pursue damages against the driver at fault, such as the following:

Moreover, while younger drivers typically have more expensive premiums, and it may be more appealing to choose limited tort for the costs, parents should be aware of the alarming statistics involving young drivers and auto accidents. Statistics from AAA indicate that the youngest drivers (ages 16-17) have the highest rates of crash involvement, so it may be wise to take precautions and ensure the young driver is fully protected. Further, the CDC has warned drivers aged 16-19 are three times more likely than their 20-year-old counterparts to be involved in a fatal car accident. It may be worth a higher premium to fully insure a young driver if it is financially feasible.

• The driver is operating a vehicle registered in another state, • The driver intended to cause injury to himself or others, or • The driver is driving without insurance coverage.

Often, the key issue in making a choice is the price difference between full tort and limited tort. Drivers can save up to an estimated 40% on their auto insurance premium if they opt for limited tort coverage. However, in case of an accident, those with full tort coverage wield an unrestricted right to sue, which may return more in damages. Drivers on a budget may elect the limited tort option in the short term but can change this decision as financial situations evolve. Drivers should carefully consider whether they are willing to risk forfeiting their rights in the event of a serious accident in exchange for a cheaper premium.

Families may wonder which option they should choose and what they should choose for their child who has just gotten their license.

First, minors will be considered insured if in the custody of “either the named insured or relative of the named insured” and living in the same household as the named insured. Therefore, parents should take note that their choice may be binding on their children. It is a

In total, these crashes cost $29,344,951,422, equating to $2,262 for every man, woman, and child in Pennsylvania. Serious crashes can be expensive, and major injuries can lead to hefty medical bills, property damage, and emotional distress.

Overall, unless there is a strong financial reason to opt for limited tort, drivers would be best advised to choose full tort in case of an unfortunate, serious accident when they will surely want to unrestrictedly seek damages.

Brief Overview of the Steps An Injured Worker Should Take For A Pennsylvania Workers Compensation Injury.

The thought that you may have a worker's compensation accident does not typically cross your mind. However, statistically, you are likely to have a work accident sometime during your work career. The statistics grow stronger if you work in a physical job and use machinery.

Step 1: Notify Your Employer in Writing When a work accident occurs, certain steps must be taken immediately. First, the employee must notify the employer. The Pennsylvania Workers Compensation Act requires notice to be provided within 120 days. However, the employee should report the injury as soon as possible.

Written notices such as text messages and emails are paramount to verbal phone calls. Under Pennsylvania law, the workers compensation carrier has 21 days to issue the proper documentation. The carrier may issue a NTCP (Notice of Temporary Compensation Payable), NCP (Notice of Compensation Payable), or a Denial. An NTCP or an NCP means the compensation carrier has temporarily accepted 10

the claim, and benefits will continue for some time. If the employee receives a denial, he/she should contact an attorney immediately, as no benefits will be forthcoming.

Step 2: Obtain Treatment with a Panel Provider Under Pennsylvania Law, the employer must post a list of "Panel Providers" in an area of the employer's premises that is visible to all employees. As an injured employee, you must be treated with a "Panel Provider" for the first 90 days after your accident. The Workers Compensation carrier is not required to pay medical bills for any provider who is not on the list, excluding emergency care. During medical treatment with the Panel Provider, the injured employee will generally be given restrictions. All medical treatment with a Panel Provider is paid for by the compensation carrier. If an employee receives a medical bill or a co-pay bill, the employee should contact the compensation adjuster or an attorney immediately.

Step 3: Exercise Your Right to Choose Your Own Doctor After 90 Days Every injured employee must know that under Pennsylvania Law, they have the right to select their own doctor after 90 days. Panel Providers may not provide an accurate diagnosis and often can be dismissive of an injured employee's complaints.

The process for switching from a Panel Doctor to a Doctor of your choice is as simple as making an appointment with the new Pennsylvania Doctor and providing proof that you have an open claim. The new doctor should have a thorough understanding of your physical job requirements so that they can provide restrictions that will avoid further injury.

Step 4: Use Your Restrictions As Your Life Line

writing. As the injured employee, it is vital that you adhere to the restrictions. The Injured Employee should provide a copy of the restrictions to the employer. If the employer provides work within the restrictions, the injured employee is obligated to return to work. If the employee receives a valid job offer or return to work within his/her restrictions and does not return to work, the Compensation Carrier can suspend money benefits, and the employee will jeopardize his/her right to benefits. If the employer does not have work within the restrictions provided, the workers compensation carrier will continue to pay weekly money benefits.

Grandparents Rights in Custody Cases KELLIE RAHL-HEFFNER, ESQUIRE GROSS McGINLEY, LLP, CHAIR OF FAMILY LAW GROUP Families can be defined in many different ways, and now, more often than in the past, the different compositions of families are recognized by the Courts. Standing is what allows a party to come into court and file a suit. An easy way to define standing is capacity to sue. While it may be easy to file a lawsuit against a stranger in a civil matter, the Courts keep a tight rein on who can file a suit in a custody action that seeks to gain some measure of legal access to a minor child. As you might assume, biological and adoptive parents have standing to file for custody of their minor children. While a custody Order can contain any number of specific provisions, the primary purpose is to establish legal and physical custody of the minor child. Legal custody is decision-making power for educational, medical, and religious issues, and physical custody is where the child physically resides.

The non-parent party who is given the most access by the court to file suit in a custody action is a grandparent. 23 Pa.C.S. § 5324 specifically defines who has standing to file for any form of physical or legal custody as (1) a parent of the child (2) a person who is standing in loco parentis1 to the child or (3) a grandparent of the child who is not in loco parentis to the child. Further, the law goes on to establish under what circumstances a grandparent who is not in 1

loco parentis to the child may file suit for custody. You must ask the following questions: • Did the relationship with the child begin either with the consent of a parent of the child or under a court order?

• Is the grandparent willing to assume responsibility for the child?

• Is one of the following conditions met: • Has the child been determined to be a dependent child2 under 42 P.a.C.S. Chapter 63?

• Is the child substantially at risk due to parental abuse, neglect, drug or alcohol abuse, or incapacity?

• Has the child resided with the grandparents for a period of at least 12 consecutive months, excluding brief temporary absences from the home, and is removed from the home by the parents, in which case a grandparent wanting to file a custody action must do so within six months from when the parent removes the child from the home.

In the place of a parent.

A minor child who is without proper parental care or control, subsistence, education as required by law, or other care or control necessary for the child’s physical, mental, or emotional health or morals.

In addition to the above, the court permits a grandparent to file a custody action if either parent is deceased. The goal in that instance MyNetworkMag.com

This led to a situation where separated parents, who made a joint decision that the minor child should not have a relationship with a grandparent, were faced with a court order permitting that same grandparent to see the child despite their united wish against it. The court in DP and BP v. GJP and AP, 146 A.3d 204 (Pa. 2016) found this provision of the law unconstitutional as parents have a fundamental liberty interest in raising their children as they see fit, and the court should not disturb a united decision of the parents for the benefit of a third party.

The next question then becomes, should a grandparent file for custody, and if so, what can they request?

Per 23 Pa.C.S. §5324, a grandparent who stands in loco parentis or whose grandchild has resided with them for 12 months or more can request legal custody and primary physical custody.

In many grandparent cases, however, the grandparent does not have standing to seek legal or primary physical custody, but they do have the ability to seek periods of partial physical custody or supervised physical custody. The court must, however, be careful when granting this additional time, as any time a grandparent is provided, time is being taken away from a parent. 23 Pa.C.S. §5328 lists factors that must be considered by the court when determining if a grandparent may be granted periods of physical custody. The statute seeks to allow grandparents to maintain contact with a minor child where there is already a close relationship between grandparent and child while not interfering with the parent-child relationship.

AI for Hiring & Maintaining Employment Law Compliance VANESSA M. RUGGIERO, ESQ. FITZPATRICK LENTZ & BUBBA, P.C.

Using artificial intelligence (AI) for hiring can increase productivity and efficiency in the workplace. However, without proper implementation and maintenance, there is a risk that using these tools may result in an employer's violation of federal and state anti-discrimination laws. This article discusses these risks and best practices to remain in compliance with relevant law.

Which Employment Laws Apply?

Title VII of the Civil Rights Act of 1964 (Title VII) is a federal law that prevents discrimination in the workplace based on an individual’s membership in a protected class. Protected classes include, but are not limited to, race, color, religion, sex, gender, or national origin. A possible Title VII violation using AI for hiring may include screening out applicants, intentionally or unintentionally, based on an applicant’s membership in a protected class. For example, if AI is set to screen candidates based on past successful candidates in a job where women are underrepresented, qualified applicants may not be considered based on their membership in a protected class. Employers must be aware of discriminatory selection procedures in AI tools, even those that may occur unintentionally.

The Americans with Disabilities Act (ADA) prohibits discrimination based on disability. The ADA requires an employer to provide reasonable accommodations to employees, even during the interview process. AI may not account for a candidate's ability to do a job or complete an application with a reasonable accommodation during the hiring phase. Employers must ensure AI tools aren’t hindering qualified candidates or making unlawful decisions based on medical or disability-related information.

The Age Discrimination in Employment Act of 1967 (ADEA) protects certain applicants 40 years of age and older from discrimination based on age, including during the hiring process. Using AI to screen out applicants based on age would violate the ADEA. In 2022, the EEOC settled a suit against a tutoring company that used AI to screen out women aged 55 or older and men aged 60 or older.

Employers should be sure that AI is not soliciting, inferring, or projecting applicants' ages to prevent unlawful conduct.

Are Your AI Tools Compliant?

Employers are responsible for the impact of their own AI tools on hiring and for any impact caused by any third party's or software vendor partner's use of AI in the hiring process if that organization is authorized to act on their behalf.

To prevent discrimination in hiring resulting from AI, employers should consider the following: Consistently monitor your use of AI to ensure it does not adversely impact individuals of a protected class. Check whether using an AI procedure causes a selection rate for individuals in a group that is substantially less than the selection rate for individuals in another group.

Choose a different tool with a lower risk of discrimination. An advantage of artificial decision-making tools is that they are often capable of producing alternative algorithms that are less discriminatory. If you discover that an AI tool is not the best fit for your business, you should consider making adjustments.

Failure to adopt a less biased algorithm may result in liability.

Ask questions. You don’t need to accept a software vendor’s out-of-the-box solution that doesn’t accommodate your organization’s needs. When integrating AI into your hiring, inquire about the ability to account for reasonable accommodations, measures to avoid discrimination, and algorithms to ensure your organization fairly and lawfully considers any and all qualified and diverse candidates.

Challenge the technology. Does your company genuinely benefit from AI, or does it open your company up to greater risk without reward? Determine your goals and challenge whether AI can help you achieve those goals.

Allied: How to be an Active Ally for LGBT Professionals JOSEPH KEMMERLING, ESQUIRE ASSOCIATE ATTORNEY IN THE ALLENTOWN OFFICE OF FOWLER HIRTZEL MCNULTY & SPAULDING, LLC I had the opportunity to speak at a Pride launch for a national corporation this past week. As a part of this experience, I was asked to give my opinion about how people can support and be allies for LGBT (Lesbian, Gay, Bisexual, Transgender) people.

When I was a teenager, I used to be a national advocate for LGBT teens facing bullying in schools. Since then, I have spent a lot of time thinking about what it means to be an ally to LGBT people both in the workplace and in the community at large.

When I came out in 2008, as a 13-year-old middle schooler, I endured significant bullying and discrimination. It led me to do the advocacy work that I devoted my teenage years to, and it was what first made me want to be a lawyer. In the last few years, I have felt more unease over the state of LGBT acceptance than I ever have before. This has led me to reflect more often on the unique role allies can play in LGBT acceptance and affirmation. One of the most important things I took away from recent reflection and the research I conducted to prepare for the corporate panel discussion was that LGBT people are currently experiencing serious uncertainty about our place in the world and professional spaces. On an individual level, I have attempted to solve that problem by bringing up LGBT 18

issues during job interviews and before joining professional organizations. I am lucky enough to work and belong to organizations that accept me for who I am. With that being said, though, there are many other ways professionals can make LGBT people feel accepted and supported.

For example, when I first came out, seeing a rainbow logo during Pride Month was exciting for me. It was not nearly as common back then, and it was a sign of important progress. Now, though, I look for more than a pride statement and rainbow logo. Instead, I am looking to see how organizations respond when things become difficult. To me, it is not enough for an organization to issue a mission statement or to acknowledge its LGBT members. Instead, I look for an organization to foster a culture of unapologetic acceptance of LGBT people.

This is particularly important for transgender and gender non-conforming people. Fostering a culture of acceptance for LGBT people means accepting us as we are, not expecting assimilation. Some people may feel like their most authentic selves in makeup or wearing nail polish. Others may not.

person’s authentic expression. The LGBT community is an incredibly diverse community with different feelings on gender expression. What I think is most important is that the members of the larger communities that we work in keep an open mind and understand that the expression of our identities is a core part of who we are. Welcoming dialogue around those nuances goes much further than a simple tagline or statement.

Finally, focusing on education is incredibly important. I acknowledge that it is difficult to be educated on every aspect of the LGBT community. I came out in 2008, and I am still learning.

Instead, a willingness to learn and an open-minded approach when someone learns about a new aspect of our community can be really powerful and affirming. Life is complicated, and it is hard to think of something more personal than sexual orientation and gender identity/expression. However, working together to cultivate a society that accepts and celebrates the LGBT community will only create a stronger and more just society. Being invited to speak at a national organization is a great start. We still have a lot of work to do, and it will take both LGBT people and our allies to continue the path towards progress. Being asked to speak on a panel for a corporation that wanted to have deeper conversations and address the complexity of these issues gave me tremendous hope for the future, and hope is what will get us through these difficult times.

Dental Pain? What Causes It & How Do You Maintain Your Oral Health?

If you have ever had the unfortunate circumstance of dealing with a toothache, then you know that it is not a fun time. How can one little tooth be causing so much pain?

Causes of Dental Pain There are many different issues that can be attributed to causing tooth pain, but the root cause often stems from inflammation of the pulp of the tooth, where many nerve endings are located.

Things such as cavities, infections, or trauma can be attributed to being the cause of the inflammation. Pain in the mouth can also be coming from other areas and can simply appear to be a regular toothache.

The growth of wisdom teeth, particularly when they are impacted, is a very common cause of dental pain in adolescents.

When wisdom teeth are growing sideways, they push on the adjacent teeth, causing some radiating pain to be felt in the mouth that usually requires an extraction for relief. Some people are lucky and go their whole lives without their wisdom teeth ever bothering them.

Temporomandibular joint disorder, often referred to as TMJ for short, is another common cause of pain in the jaw joint and in the surrounding muscles that control your jaw's movement.

While there are solutions to treating TMJ that are non-invasive, surgery may be required for more severe cases.

Maintaining Your Oral Health Sometimes dental issues can be out of a person's control, but there are solutions to help prevent it as best as possible.

Keeping up with good oral hygiene practices, such as brushing and flossing your teeth regularly can go a long way in saving your teeth from any form of long-term decay or future need for extraction. In addition, scheduling a cleaning or check-up at least twice a year with your dentist helps keep track of how your oral health is doing.

Bad habits such as smoking and other drug consumption can substantially increase the chances of oral health problems arising at some point in your life. Increased use can cause things such as ulcers and sores in the mouth, as well as a loss of blood flow to your roots and gums.

Dental Extractions While dental pain can subside on its own, some cases require further treatment. Your general dentist may recommend a filling or root canal for a damaged tooth, but there are some instances where neither solves the problem. Dental extraction is typically done as a last resort when it's determined that a tooth cannot be saved. Removing the tooth will alleviate the pain once the extraction site has healed and can prevent further discomfort from any infection that would have continued to spread if the tooth were to have remained in its place.

Brain Injuries and Mental Health: A Complicated Relationship VANCE P. FARRELL, M.S. As we learn more about the brain and how these injuries impact its ability to function, different diagnoses are given, such as: concussions, brain contusions, Chronic Traumatic Encephalopathy, etc. As our knowledge grows, so does our understanding of the symptoms presented with these diagnoses, such as: memory difficulties, sensitivity to environmental stimuli, headaches, difficulty balancing, and others. Unfortunately, the relationship between brain injuries and a person’s mental health is often not discussed or considered. While it may seem bizarre to think about a relationship between these diagnoses, brain injuries and mental health disorders manifest because of trauma to a person’s brain, and their shared impact can be devastating.

As stated above, brain injuries can have a devastating impact on a person’s ability to function in their daily lives because 22

of the stress placed on the brain from performing routine tasks after suffering the trauma from the injury. What is less discussed, though, is the mental health concerns that arise from this trauma to the brain and the emotional toll suffered by the person experiencing these symptoms. The most common mental health diagnoses given post-brain injury include major depressive disorder (MDD), generalized anxiety disorder (GAD), and post-traumatic stress disorder (PTSD). These diagnoses could be the result of physiological damage suffered from the brain injury as the physical injury could impact the person’s brain from being able to produce or regulate the levels of certain chemicals within their brain that help to regulate mood and emotions. The diagnoses listed above could also result from short or long-term difficulties experienced post-brain injury due to the physiological symptoms the person would be dealing with compared to the ease with which they may have been able to perform certain tasks beforehand. Additionally, personality changes have been noted in individuals who have MyNetworkMag.com

Apart from the potential development of a mental health diagnosis because of a brain injury, there are other concerns for those who already have a mental health diagnosis, as the trauma experienced from a brain injury could further exacerbate the mental health diagnoses and symptoms already present. A prime example of this can be seen in individuals diagnosed with attention deficit hyperactivity disorder (ADHD), as those diagnosed can already struggle with difficulties associated with concentration, memory, focus, and many other facets. The addition of suffering the trauma of a brain injury and dealing with the onslaught of symptoms on top of the already difficult time of maintaining focus and concentration can be debilitating, to say the least. Additionally, there is the added impact of the potential to develop new mental health diagnoses as well, as described above, from the worsened symptoms and challenges that could face the person in their daily lives as they try to heal and work through the damage that has already been done.

It illustrates the importance of protection from these types of injuries. Steps to address these concerns are being taken in many different industries, such as the NFL, with rule changes made to protect the athletes from these types of injuries. However, it is also vital that we all play a role in protecting ourselves and others from these dangers by recognizing the signs associated with a brain injury and ensuring that those who are suspected of experiencing a brain injury are seeking the help necessary to address these concerns.

One Family’s Double Battle With Cystic Fibrosis Siblings Aria and Jack fight through a rare, inherited disease with no cure CARLY KUCHOVA LEHIGH VALLEY HEALTH NETWORK

From toys to parental attention, siblings share a lot of things in life. For Aria (10) and Jack (7) Hespell, the list of things they share includes cystic fibrosis (CF) – a rare, inherited disease that can result in persistent lung infections, destruction of the pancreas, and complications in other organs.

Finding out about CF With no known familial history of CF for either Adelina or her husband, Brandon, having a child with this genetic disease wasn’t on the Hespells’ radar. That is until Adelina discovered she was a carrier of the CF gene while she was pregnant with Aria. Brandon then got tested, revealing he was also a carrier of the CF gene.

“CF is inherited, which means it is passed down from parent to child through the genes,” says Jennifer Logan, MD, pediatric pulmonologist with Lehigh Valley Reilly Children’s Hospital. “For an individual to have CF, they must inherit two mutated CF genes – one from each parent.

If both parents are carriers, there’s a 1 in 4 chance their child will have CF." The Hespells decided to move forward with an amniocentesis test to see whether Aria was affected. Despite the odds, Aria tested positive for CF.

Aria’s arrival When Aria arrived, the Hespells were both overjoyed and terrified as they navigated caring for a newborn with CF – which Adelina says “was particularly scary as people with CF are more susceptible to complications, so a simple cold could turn into something really nasty for them.” As Aria grew from an infant to a toddler, “there were little hiccups here and there, but for the most part, she was a healthy kid.”

Jack’s journey begins As CF carriers, the Hespells had a 1 in 4 chance that any additional child could be born with CF but a more optimistic 3 in 4 chance that a child would be born without CF or as a CF carrier without symptoms of the condition.

While pregnant with their son Jack, the Hespells chose to wait until he was born to find out if he, too, would have CF. Despite the odds being in their favor, when Jack arrived, he tested positive for CF. Adelina took Jack's diagnosis harder than she thought she would. "The odds of having two children with cystic fibrosis were slim, and it took me a while to grieve the news,” Adelina says. But through support, she was able to find acceptance and strength.

Finding support “CF can be a very isolating disease, but it’s a disease that needs support,” Adelina says. “Getting involved and fundraising for the Cystic Fibrosis Foundation’s (CFF) Great Strides events really helped our family navigate this new reality for us. Fundraising gives us a sense of power in a helpless situation and gives us purpose.”

The Hespells have participated in Great Strides every year since Aria was born. Over the last 10 years, their team has raised over $100,000 and counting.

Treating an uncurable disease While there is no cure for CF at this time, there are both clinical and at-home treatments available.

The Lehigh Valley Cystic Fibrosis Center at Lehigh Valley Reilly Children’s Hospital has cared for Aria and Jack from day one. The siblings’ extensive treatment plan consists of returning to the CF center every three months for 3.5 hours of treatment.

To maintain their best possible health, the siblings also have a daily at-home treatment regimen consisting of taking inhaled medications twice a day and chest physiotherapy for 20 minutes twice a day. With chest physiotherapy, the siblings have to wear a vest designed to shake up the mucus they may have in their chest and help them expel it.

“CF is an everyday battle for Aria and Jack,” Adelina says. “Their athome treatment is a daily regimen that they have to do every single day, no exceptions. That includes holidays, birthdays, special events – there are no days off with their treatment.”

Aria and Jack also take Trikafta, one of several highly effective modulator therapies (HEMT) available for people with CF. “HEMT medications, like Trikafta, are the first medications that work to correct the underlying problem with CF to effectively improve the lives of people with CF,” Dr. Logan says.

Because of the CFF’s continuous investment in finding a complete cure, Dr. Logan says, "so many people with CF are now healthier than ever” and that with new therapies on the horizon, “the future looks very bright for people with CF.”

Raising awareness while hoping for a cure Despite a few instances, both kids have maintained a very healthy life.

“We feel really grateful for where we are today – thanks to the Lehigh Valley Cystic Fibrosis Center at Lehigh Valley Reilly Children’s Hospital,” Adelina says. “With the extensive treatment CF requires, your CF care team really becomes part of your orbit.”

Aria explained to her mother, "I want to advocate for CF, not only to normalize CF but to remove the stigma for all kids who are dealing with a disease or some kind of challenge.”

Aria has really taken an interest in being an advocate for CF because she feels it’s important to put a face to CF. She’s starting by spreading awareness among her classmates. This past school year, Aria brought in a book about CF to read to her class and then answered questions afterward.

Elevated Home Prices, Mortgage Rates, and Limited Inventory are Home Buying Barriers MALLORY SIEGFRIED, DIRECTOR OF COMMUNICATIONS, GREATER LEHIGH VALLEY REALTORS® The current real estate market's high home prices and mortgage rates, as well as limited inventory, are the top reasons that Realtors® and prospective home buyers across races and ethnicities cite as barriers to purchasing a home, according to two new reports from the National Association of Realtors®.

In partnership with Morning Consult, NAR's 2023 Experiences & Barriers of Prospective Home Buyers Across Races/Ethnicities report surveyed White, Hispanic/Latino(a), Black, and Asian prospective home buyers about their experiences. NAR's 2023 Experiences & Barriers of Prospective Home Buyers: Member Study surveyed Realtors® who focus on residential real estate regarding the latest buyer with whom they worked who has not yet purchased a home, and it compares findings with the consumer study.

"Home buyers face the most difficult affordability conditions in nearly 40 years due to limited inventory and rising mortgage interest rates," said Jessica Lautz, NAR's deputy chief economist and vice president of research. "The impact is exacerbated among first-time buyers who are more likely to be from underrepresented segments of the population."

Among prospective home buyers, Asian (27%), Hispanic (24%), Black (20%), and White (15%) respondents say the main reason they have not yet bought a home is because they are waiting for prices to drop. White respondents (15%) are just as likely to say it is because they are waiting for mortgage rates to drop. Additional market-related reasons that prospective home buyers cite as barriers include waiting for mortgage rates to decline (18% - 25% of all four groups) and not enough available homes within their budget (19% - 24% of all four groups).

The top three reasons why Realtors® say buyers have not yet purchased homes are the same as reported by consumers: not enough homes available for purchase in buyers' budgets (34%), buyers are waiting for mortgage rates to drop as higher prices affect affordability (18%). Buyers are waiting for prices to drop (9%). These three factors greatly impact affordability since limited inventory drives up home prices, and higher rates increase monthly mortgage payments.

These insights follow what is being seen in the Lehigh Valley housing market. In August, Lehigh and Northampton counties saw Inventory slip 34.8 percent to only 588 units. With inventory still not at sufficient, comfortable levels, the Median Sales Price increased 5.0 percent to $331,750 (just missing the local Median Sales Price record of $335,000 set in June).

Saving for a competitive home down payment is also a primary obstacle for prospective home buyers (6% - 9% of all four groups). In terms of what holds them back from saving for a sufficient down payment, prospective home buyers across races and ethnicities cite as barriers current rent/ mortgage payments (43% - 56% of all four groups) and credit card payments (38% - 57% of all four groups). Despite this, awareness about existing down payment assistance programs is low among prospective buyers saving for down payments. Only 8% - 15% of all four groups applied for these programs, 20% - 33% considered but did not apply to these programs, 21% - 32% did not consider these programs, and one-third (30% - 33% of all four groups) say that they are not aware of these assistance programs. For prospective home buyers who are aware of down payment assistance programs, the primary reason they did not 30

apply for them is that they did not know enough about the programs (44% - 58% of all four groups).

Likewise, more than half of Realtors® (53%) say that at least one issue is holding their latest buyer back from saving a competitive down payment: most likely current rent or mortgage payments (23%) or credit card balances or payments (17%). Further, only 23% of Realtors® say that their buyers experiencing these challenges have applied for down payment assistance programs. This is most likely because their income is too high (30%), they did not know enough about the programs (19%), or they are worried about the competitiveness of their offers in multiple-bid situations (17%).

"Down payment assistance programs often fly under the radar for potential home buyers. Using programs – like FHA, VA, or USDA loans – can make homeownership more attainable. Experts, such as agents who are Realtors®, can educate potential buyers about these programs.

Doing so will bring in more first-time buyers and narrow the racial homeownership gap," added Lautz.

Discrimination also plays a role in the homebuying process. About one in six (13% - 16% of all four groups) prospective home buyers across races and ethnicities report facing discrimination. More than half of Black (63%), Asian (60%), and Hispanic (52%) prospective home buyers who report this say it was due to their race or ethnicity. Of these, the largest proportions of every group are most likely to report that this discrimination manifests in steering toward or away from specific neighborhoods (36% - 51% of all four groups) and more strict requirements (32% - 48% of all four groups). Despite all of this, most discrimination during the homebuying process goes unreported: 47% - 81% who describe it did not report it to a government agency or legal aid organization.

Interestingly, only 1% of Realtors® who took the survey report that their buyers experienced discrimination during the homebuying process, while 13% are unsure. Those reporting discrimination are most likely to say this is based on race or ethnicity and lay this at the feet of lenders, saying that buyers experienced this in the type of loan product offered (43%) or that buyers did not receive a call back from lender(s) (29%). Of those who report discrimination, 57% report it based on race, 29% report it based on age, and 21% report it based on familial status (including marriage or parental status). Just 7% say that the buyer reported the discrimination, which was based on race, religion, or both, to a government agency or legal aid organization.

To help address discriminatory practices in real estate, NAR – in coordination with the Greater Lehigh Valley REALTORS® (GLVR) and the Greater Lehigh Valley Real Estate Academy – offers several resources to its members, including Fairhaven, an interactive training simulation based on real fair housing cases; Bias Override, an implicit bias training course with practical tips to override bias; At Home With Diversity, a certification course aimed at serving diverse consumers; and a confidential voluntary self-testing program for brokerages to assess agents' compliance with fair housing laws.

Small business lending is one of the most important things banks can do to help small businesses grow. In 1953, the Small Business Administration was established as an independent agency of the federal government to aid, counsel, assist, and protect the interests of small business concerns, preserve free competitive enterprise, and maintain and strengthen the overall economy of our nation. The SBA has evolved over the last 70 years.

Most business owners and the general public knew almost nothing about them until the pandemic hit the United States.

During 2020, the SBA stepped in to help save every business in the United States from going out of business by offering PPP and EDIL loans to every qualified business.

The SBA has actually been helping throughout the years by offering 7(a), 504, and Emergency Disasters loans. The mission of the Small Business Administration is "to maintain and strengthen the nation's economy by enabling the establishment and viability of small businesses and by assisting in the economic recovery of communities after disasters." The agency's activities have been summarized as the "3 Cs" of capital, contracts, and counseling.

The SBA usually offers its programs through banks. The SBA gives a government guarantee to banks for doing loans that usually are not bankable. Lenders with their own in-house SBA lending departments are PLP lenders, meaning that a bank or lender is a Preferred Lending Partner that can underwrite, 34

approve, and fund the loans in-house and does not have to send them out to the SBA to be underwritten. That usually speeds up the closing time of a loan.

Banks that do not have in-house SBA departments have to send their loan packages to a 3rd party processor that will help package the loan to be sent out to the SBA processing in Sacramento, CA for General Processing (GP). This process takes longer for borrowers to get approved since the loan could get kicked back with items that are missing or needed.

Ideally, the best way is to work with a bank or lender with a PLP department.

The most common loan that is funded in Eastern Pa is the SBA 7(a) program. The program is good for loans up to $5,000,000.

A business owner can use this program to purchase businesses and owner-occupied real estate purchases. The program is not rate-driven but driven for leverage for business owners who may be short on down payments or who do not fit the bank programs. When using the SBA 7(a), you can finance the purchase of real estate, business acquisition, build-out of space, remodel, purchase of new equipment, franchises, liquor licenses, working capital, and closing costs. The business owner only has to come to the table with only 10% of the overall total project, which is considered the capital injection. The other 90% can be financed over 25 years with real estate and 10 years without real estate.

In reality, if a business owner is purchasing real estate for their business, they will need to have 20% down, plus closing costs and the balance of 80% can be financed over 20-25 years. If they are looking to buy a business, no bank will finance a business that essentially has no assets to cover itself in case of a loss.

The SBA programs are sometimes the only way to fund real estate and a business purchased or a buyout of a partner that may be retiring. The SBA program is not for the fainthearted but for business owners who understand how to get through the paperwork requirements, questions, and items needed. If you are a sloppy business owner, you will likely not qualify or make it through the process. If you plan on doing an SBA loan for your business, work with a bank, lender, or commercial loan brokerage firm with years of SBA lending experience. That will make your life easier and help your business get off to a good start.

When Should You Review Your Healthcare Plan?

MIRIAM BRIDGEMAN, MANAGING PARTNER BRIDGEMAN STRATEGIC CONCEPTS & BRIDGEMAN HEALTH Review of your healthcare plan depends on which plan you are on. You may have an employer plan, marketplace exchange for Pennsylvania, also known as a Pennie plan, or Medicare coverage, but regardless of which, it should be done annually. Just like your annual checkup, your health plan needs an annual checkup.

Reasons why you need to review: • Your health changes, so the high deductible option you chose may be costing you more than paying a higher monthly premium if you have health issues pop up.

• Your prescriptions are likely to change – you may need more meds or be able to drop some meds, which will reduce your costs. Good Rx is becoming a good alternative as a discount plan for maintenance-type drugs and generics.

• The plan itself changed. Typically, there are annual updates on your employer plan choices; if you are on the marketplace exchange for PA, the plans will change; additionally, Medicare plans do change if you are on a stand-alone prescription plan or Medicare Advantage plan.

• Your family dynamic changes – maybe your child is now 26 and needs to come off your group plan; congrats – you had a baby!

That will have you adding a participant, obviously. Employer plans don't have to, but many cover a domestic partner who lives in the household. Ask your HR company or employer benefits consultant if this is possible and weigh costs and coverage to determine the best option for your family.

In addition, employer group plans should also be reviewing coverage annually. Just being okay with the increase and not seeing if there is a better option isn't always the best coverage for you as the plan owner or the employees.

There are certain times of the year when it makes more sense to review the plan. Employer plans all have a starting date sometime throughout the year, not always January 1. They receive their renewal rate 60 days in advance and can review the changes with their agent to see what's changed besides the cost. This gives time to shop the plan and see if there are new carriers offering coverage in the area, make sure the employees that continue to be employed are renewed, and any family updates are accounted for. This review will take a few minutes or hours, depending on how many employees 36

are in the plan. Larger companies will have a human resource department or an employer benefits consultant to help analyze the changes.

The federal marketplace, formally known as Obamacare, then the marketplace exchange for Pennsylvania, has shifted to Pennie. Each state was given the opportunity to start its own exchange if it so chose to, and PA did and named it Pennie. These plans change each year, and it is best to do this review on November 1st – December 15th, their annual enrollment period. This will have your new plan starting on January 1st. There is a second enrollment option from December 16th through January 15th. Those plans will start on February 1st. Part of the healthcare plan via Pennie may include a tax subsidy. This is a good time to adjust your income for the following year, so you don't have to pay additional at tax time. Subsidies will change annually, you will be a year older, and the plans will also have different options to choose from. Selecting a broker on your portal will help you make sure you understand the plan choices and give you a place to go with questions. There is no cost for you to connect with a broker.

Lastly, if you are on a Medicare plan – this should be reviewed annually on October 15th – December 7th each year. This is their annual enrollment period. Plans changed during this timeframe will begin on January 1st.

During this period, beneficiaries can make various changes to their Medicare coverage, such as: • Shopping for their Medicare Advantage plan within the carrier or outside the carrier • Enrolling or shopping to change their Part D prescription plan The Annual Enrollment Period in any factor is crucial because it allows you to review your healthcare needs, consider plan changes, and make adjustments to ensure your coverage aligns with your evolving health requirements. It's an opportunity to optimize your coverage for the coming year.

Management Team Selling to your management team isn't all that different from selling to family, and you'll want to work with the same team of professionals.

By passing business ownership to a trusted long-term management team, you can feel confident that your employees will be cared for.

However, valuation might take a hit, and finding the right type of funding could be challenging. Often, members of your management team can look to individual equity, SBA loans, bank debt, or a seller's note to enable the transaction.

Private Equity If you’re seeking a bigger payout, private equity will likely offer a higher valuation than an "internal" sale. The flip side is that owners will often deal with a lengthier sale process and a loss of control over the legacy and future of the company. You should work with an 38

The biggest hurdle of selling to a strategic buyer or competitor is the nature of the competition or business. And since funding typically comes from the existing company that knows your business, you'll likely get the highest valuation possible because the acquirer can often offset costs and redundancies. While it can be financially advantageous to go this route, you may not be able to ensure the future of your key employees or the legacy you've built. Working with an investment bank, business broker, accountant, and attorney can help determine if this is the correct route.

Employee Stock Ownership Plan (ESOP) An ESOP is a trust funded by the company in which the employees own business shares. ESOPs may be one of the more complex options for a business transition. Still, having a management team you trust allows for a smooth transition to secure your employee's future.

Employees will be vested in the company's success, which can spur growth. On the other hand, an ESOP can be restrictive and offer a lower valuation but can provide potential tax benefits. It is important to work with an ESOP specialist as well as a tax advisor and your commercial bank team to understand if this is a sensible option.

Introduction BMI has seen robust business acquisition activity from buyers and sellers in 2023, even though economic trends and credit availability remain uncertain. Our takeaway from all the data is the positives outweigh the negatives. While there are headwinds, the overall trend is one of strengthening.

Companies Holding Steady Company financials reflect a stable economic environment, with revenues mostly holding steady, albeit with some mild pullbacks compared to the booming period of 2021-22. While supply issues have largely subsided, certain businesses still face shipment challenges. On the positive side, costs have stabilized and, in some cases, even decreased. Large corporate earnings reflect the same….as 79% of reporting companies beat Q1 expectations (FACTSET).

Resilience in the Face of Recession Predictions Most economists continue to predict the possibility of a recession, but their certainty is declining as the economy shows resilience. Bank of America came out on August 2 revising their forecast from a mild recession to slow growth and a "soft landing," echoing the Federal Reserve’s economists’ predictions. Despite these positive signs, buyers remain cautious and concerned when they observe even slight declines in revenue. They seek reassurance that such declines do not indicate a downward trend but rather typical fluctuations in a stable revenue environment.

acquisition deals are usually too large for SBA backing, and it falls to midsize banks to supply the capital. However, the FDIC reports most midsize banks have sufficient capital to meet the new rules, although undoubtedly, there will be some impact.

M&A Deals: A Changing Landscape Private equity deals have seen significant changes since 2022. Debt as a percentage of enterprise value has declined from 50.8% to 43%, indicating a more conservative approach and more expensive debt capital. Private credit, which has played a crucial role in supporting the market since big banks withdrew, remains robust. Additionally, big banks have started providing credit on LBOs (leveraged buyouts).

But, the market is not monolithic as GF Data reports debt ratios on deals $10-$100 million debt to EBITDA ratios at historically high levels while the $100- $500 million ratios are well below prior years.

According to Pitchbook's Q2 US North American M&A Breakdown report (Chart 1), the M&A market has maintained pre-COVID-19 levels of deal activity, which were considered strong years before the 2020 to 2022 frenzy set the bar high. While overall Private Equity deal activity is on par with 2022 and surpasses any year before 2021, deals in the over $1 billion category have reached their lowest level since 2016(Chart 2), reflecting the challenges of financing larger deals and the resiliency of the middle market. 2023 annualized deal activity could reach 17,500, which is on pace to be a very good year for deal volume, however, deal values are down with all this, indicating smaller deals are where the action is.

Impact of Rising Interest Rates and Credit Availability One area of concern revolves around rising interest rates and their potential impact on office real estate. There are worries that this could lead to reductions in bank credit availability, including for M&A deals. Although this remains a developing story, its full impact may not be felt in the mainstream for months.

The good news is that interest rate increases seem to be nearing their end, providing some certainty for planning purposes. The question now is how long rates will stay elevated before beginning to decline. On another front, new capital rules for banks were announced on July 27. These rules will require more banks to hold more capital, potentially resulting in less credit availability. This could have its biggest impact in the lower middle market, where business 40

Vibrancy in the Lower Middle Market Activity in the lower middle market, including companies with $5 to $100 million in revenue, remains strong. The number of owners testing the market has increased, while buyer interest has not waned from the heated pace seen in recent years. As a result, valuations in this segment have remained relatively steady. In contrast, larger deal sizes have experienced a notable decrease in valuations, ranging from 10% to 20%.

Private equity firms, anticipating weaker returns when selling portfolio companies, are currently holding onto these assets instead of selling them, leading to increased demand for non-backed privately held companies in the lower middle market.

Conclusion Deal Values Hold with Upside M&A valuations across the broader market, as reported by Pitchbook are on par with 2022, but when you look at subsets of data such as GFData’s lower middle market stats for companies with EBITDA between $3 and $5 million, you see valuations at or above historical averages (Chart 3). Of course, 2023 data is preliminary and a relatively small sample, but at this point, whether we look at BMI's experience or published research data, we see a strong market on valuations.

The Q2 M&A Middle Market portrays a resilient landscape. Despite concerns about a potential recession, the economy has shown remarkable strength. The stabilization of costs and interest rates has provided a sense of certainty for businesses planning their strategies. The private equity sector has experienced notable shifts, with lower debt levels bolstered by significant cash reserves helping sustain deal activity. The lower middle market remains vibrant, attracting significant interest from both buyers and sellers, leading to stable valuations in this segment. What happens next seems positive but is certainly unclear. For now, the market looks good.

Iconic structures in Bethlehem's Colonial Industrial Quarter set for restoration as historic projects take shape.

CRAIG LARIMER HISTORIC BETHLEHEM MUSEUMS & SITES Bethlehem's Colonial Industrial Quarter (CIQ) is home to a rich history of American industry and innovation. Two iconic structures at the north end of the CIQ stand as pillars of this heritage: the 1782 / 1834 Grist Miller's House and the 1761 Tannery.

These historic buildings have witnessed the birth and growth of Bethlehem's industrial revolution — serving as key players in the Moravian’s thriving Colonial economy.

Historic Bethlehem Museums & Sites (HBMS) has initiated extensive projects to restore these essential historic structures to their former, welcoming state and to open their doors to the public.

“The incredible buildings that surround Historic Bethlehem Museums & Sites are a tangible link to our past,” said LoriAnn Wukitsch, President & CEO of HBMS. "These special structures tell stories visitors experience as they walk by or enter. And we want them to come inside. These structures keep community memories alive."

The 1782 / 1834 Grist Miller's House is individually listed on the National Register of Historic Places. It sits adjacent to the east of the Luckenbach Mill, a former grist mill on Old York Road.

The original stone masonry house was one of the earliest private Moravian family homes. It included a kitchen and one large, divided living space over a small basement.

The building served as a residence until the 1970s and as interim offices for Historic Bethlehem. It is vacant and deteriorating with emergency structural stabilization work that occurred in 2007 to brace the west wall.

The architect for the project is Christine Ussler of Artefact, Inc. The Bethlehem architectural firm specializes in historic preservation and adaptive reuse.

The undertaking aims to not only stabilize and restore the 140-plusyear-old building’s exterior and interior but will enhance an already varied experience offered to the public and student groups by the surrounding buildings in the Colonial Industrial Quarter — considered to be the country’s earliest industrial park.

The building will be rehabilitated to serve several purposes. The Grist Miller’s House will present the Colonial Industrial Quarter to visitors with a welcoming gallery and a flexible space for school groups, lectures, and other small displays. The building will house the Ralph Schwarz Interpretation Center for Colonial Trades and Industries, where visitors will be introduced to the CIQ. The project includes a proposed connector to link the Miller’s House to the Luckenbach Mill. This connector, the Overlook on History, has been designed as a modern glass and steel structure.

Bethlehem's Mark Southard and his company, Artisanal Structures LLC, are leading the renovation project with great care and in the traditional way.

“It’s our plan to pay attention to the species of wood used and to be faithful to the original domestic materials,” explained Southard. “At the same time, we’re giving preference to rot-resistant white oak and black locust hardwoods for the future.”

Southard’s team completed some of the work on-site and took some of the pieces back to their shop for repairs and reconstruction.

Phase one of the project also includes restoring the building’s dormers and the barge boards at the gable ends of the roof.

Phase two involves rebuilding herringbone-patterned doors on the first floor in keeping with the architectural style of the historic Moravian buildings.

HBMS is also investigating the management of the water infiltration into the tanning vats.

In 1761, the Moravians constructed the Tannery along the Monocacy Creek to process leather alongside a neighboring butchery.

They produced roughly 3,000 hides per year, providing materials for clothing, footwear, harnesses, fire buckets, and machinery components. The Tannery was equipped with vats for soaking the hides with a mix of tanbark and water. The entire process, in Colonial times, could take up to two years.

In 1830, the Moravian Church sold the business, but tanning was still conducted there until it was transformed into a multi-family residence in 1873. Almost a century later (1968-1971) the building was restored.

HBMS’s efforts have been accelerated in recent months — in preparation for a series of UNESCO World Heritage assessments and evaluations this year.

In February, the U.S. Department of Interior submitted a multicountry nomination to the World Heritage List of historic “Moravian Church Settlements.”

This transnational nomination includes Bethlehem, Gracehill, Northern Ireland/U.K., and Herrnhut, Germany. If approved by the World Heritage Committee, these three sites will join the previously inscribed Moravian settlement of Christiansfeld, Denmark.

“Each of these remarkable structures in the Colonial Industrial Quarter breathes life into captivating stories, waiting to be explored,” says Wukitsch. “Join us on our mission to preserve community memories as we invite you to make history with us!”

The restoration work continues on the other side of the Luckenbach Mill. A dedicated team of preservationist craftsmen has been working on the 1761 Tannery’s third floor to restore the windows and to rebuild elements, including the barn doors, which have failed from age and deterioration.
