INNOVATION Always there for

At Conway Corp, innovation means being there when our customers need us most. By embracing new technologies and modernizing our infrastructure, we ensure fast, reliable service every day. From smarter systems to customerfocused tools, our commitment to innovation keeps Conway connected, powered and prepared for the future.

TRANSPORTATION & ROADWAYS

Downtown Utility Infrastructure

In 2025, Conway Corp continued its focus on investing in infrastructure and capital improvements to support the City of Conway’s street improvement initiatives.

Electric, Telecommunications and Water Department crews worked throughout the year to relocate utility lines and replace water and sewer mains in advance of roadway construction.

Conway Corp’s portion of the Chestnut Street improvement project was completed in 2025, enhancing traffic flow, improving pedestrian safety and strengthening connectivity in the area. Work associated with the Locust Street project also continued as part of the city’s long-term transportation improvements.

Downtown infrastructure upgrades remained a key priority. Crews continued replacing aging water and sewer mains, many of which were originally installed more than 80 years ago. As Conway has grown and evolved, these upgrades are critical to maintaining reliable service and supporting future development.

In 2023, crews began replacing more than 2,700 feet of sewer pipe downtown, with work continuing in 2025. These investments are designed to improve system reliability and ensure essential services remain strong for the next 80 years and beyond.

As Conway moves forward, Conway Corp remains committed to investing in projects that improve mobility, enhance public safety and strengthen the city’s infrastructure for the benefit of the community.

ARDOT and City Street Projects

Conway Corp continues to coordinate with the Arkansas Department of Transportation and the City of Conway on multiple roadway projects planned over the next two to three years. Planning efforts focused on utility design, right-of-way acquisition and construction sequencing to support roadway improvements while maintaining reliable utility service.

Conway Corp advanced major infrastructure replacement work along Mill Street between Harkrider and Lincoln Street in late 2025. The project includes replacement of water and electric infrastructure and will continue through the first quarter of 2026. These upgrades modernize critical systems in a high-impact area of the city and support long-term reliability.

Smart Traffic Signals

Conway Corp completed fiber extensions to all traffic signals along Dave Ward Drive from Interstate 40 to Hogan Lane. This infrastructure enabled the City of Conway to implement smart traffic control technology, improving signal timing and coordination. The project supports better traffic flow, enhances communication between departments and strengthens the city’s overall transportation network.

WATER INFRASTRUCTURE

A core part of Conway Corp’s mission is ensuring the large, complex system that transports, treats and delivers clean drinking water to more than 70,000 residents is prepared today and well into the future.

Guided by a comprehensive water supply master plan, Conway Corp continues to make strategic investments to meet customer needs for decades to come. Over the next five years, we plan to invest approximately $75 million in projects focused on maintaining, repairing, protecting and upgrading the water system to support future growth and reliability. This effort is the first phase in a comprehensive, long-term investment strategy focused on reliability, capacity and future needs.

Water infrastructure projects require careful planning and long-term commitment. Conway Corp works daily to ensure a dependable water supply not only for today’s community but for the next 50 years and beyond.

Conway Corp developed plans for an 8 MGD (million gallons per day) expansion of the Roger Q Mills Jr. Water Treatment Plant to support the city’s current needs and anticipated future growth. Construction on the expansion officially broke ground in 2025.

The plant, located off Old Morrilton Highway, was originally designed to accommodate future expansion but has not been expanded since 2001. The facility’s existing capacity is 24 MGD, and the current project will increase total capacity to 32 MGD once completed.

The project was 45 percent complete at the end of 2025, and construction is expected to continue through 2027. Once complete, the expansion will significantly enhance treatment capacity and system performance.

Conway Corp secured more than $45 million in loans and grants through allocations from the Arkansas Natural Resources Division to support the project.

Roger Q Mills Jr. Water Treatment Plant Expansion

Brewer Lake Intake Pump and Parallel Water Line Project

Brewer Lake remains a critical water source for the city, and Conway Corp continues to prioritize investments that support clean, reliable water service. In 2025, crews completed the replacement of the third and final intake pump, marking a major milestone in maintaining the lake’s infrastructure.

The 500-horsepower pump had operated for nearly three decades and reached the end of its useful life. With all three intake pumps now upgraded, the system operates at peak efficiency and strengthens the city’s water supply for years to come.

In addition, Conway Corp engineers spent 2025 planning and preparing to install a second raw water line from Brewer Lake to the Roger Q Mills Jr. Water Treatment Plant. Construction is scheduled to begin on the project in 2026.

A second raw water line will reduce the risk of future service interruptions while also increasing capacity to meet the needs of our growing community. The new line will strengthen our overall water system with updated materials and technology.

Brewer Lake Watershed Management

Conway Corp water engineers partnered with Black & Veatch and Woolpert in 2025 to develop a watershed management plan for Brewer Lake to help safeguard the lake and surrounding areas. By proactively identifying potential risks, improving stormwater management and strengthening long-term monitoring efforts, we can promote a healthier ecosystem and a more sustainable future for generations to come.

Current source water protection efforts build on that commitment through strong partnerships and active stewardship. We are partnering with the University of Central Arkansas for continued water testing and collaborating with Garver Engineering for ongoing water quality monitoring. We work with the United States Geological Survey to support the Cypress Creek stream monitoring station and with the Arkansas Game and Fish Commission to manage the Brewer Lake boat access points. In addition, we conduct controlled burns and timber thinning, plant trees to reduce sediment runoff and implemented a watershed protection fee in 2024 to support long-term preservation efforts.

In 2025, Conway Corp partnered with CommuniTree to support restoration efforts within our watershed. CommuniTree cultivates bare root seedlings until they reach a size suitable for use in restoration projects, strengthening long-term environmental resilience. Approximately 500 trees are currently growing at our tree farm on the Conway Corp Operations Center, planted by Conway Corp employees and local volunteers. The next phase of this initiative will focus on partnering with landowners to plan and implement restoration projects that utilize these trees to further protect water quality and reduce sediment runoff.

Infrastructure Upgrades

Replacing aging galvanized water mains remains a key priority for Conway Corp, as these pipes can create reliability, water quality and capacity issues as they reach the end of their service life. These older pipes often contribute to water main breaks and replacing them improves system reliability and reduces service disruptions.

In 2025, Conway Corp replaced 10,200 feet of galvanized water main, bringing the total replaced to 48,300 feet. Approximately 92,000 additional feet remain scheduled for future replacement or upgrade as part of the utility’s long-term system improvement plan.

Crews also replaced sewer manhole covers, with final pavement repairs scheduled to continue into 2026. These improvements strengthen overall system performance and reduce long-term maintenance needs.

Construction of a 16-inch water line on Dave Ward Drive was also completed in 2025. The project improves water delivery capacity in a growing area of the city and also supports future development.

Water line replacement work continued along Robins Street throughout 2025 and is expected to continue into 2026. The project is replacing aging infrastructure in the area to improve service reliability.

Strategic Partnerships

In 2025, Conway Corp continued working with the Mid-Arkansas Water Alliance to evaluate options for a new long-term water source that would serve approximately 27 water utilities across nine central Arkansas counties. The utility also strengthened regional partnerships with Community Water System and the Conway County Regional Water Distribution District to help meet the water needs of more than 161,000 people in five counties.

As part of this effort, Conway Corp advanced planning with Community Water System to develop shared infrastructure. Potential projects include an intake on Greers Ferry Lake, a 37-mile transmission main and a new water treatment plant.

Alongside these regional efforts, Conway Corp continued investing locally by upgrading infrastructure, replacing aging water lines and increasing water main capacity to prepare for future growth.

Wastewater Updates

Conway Corp completed Sanitary Sewer Evaluation Surveys in 2025 for two priority areas to identify system deficiencies and guide future rehabilitation efforts. Crews will complete additional surveys in other areas as part of an ongoing effort to strengthen the sewer system.

Construction of a new sewer line along Sturgis Road for Lake Conway Community Wastewater (LCCW) continued in 2025, with crews completing the pump station. While the area is outside Conway Corp’s traditional service territory, we partnered with LCCW and Mayflower Waterworks to provide needed support and infrastructure. The system transition is scheduled for early 2026 and will bring improved sewer service to approximately 500 customers.

ELECTRIC INFRASTRUCTURE

Powering Conway is not just what we do — it’s who we are. We’re dedicated to providing safe, affordable and reliable electricity for our customers through thoughtful planning and continued investment. Our work focuses on strengthening the system, improving resilience and delivering dependable service today and for years to come.

Middle Road Substation

In 2024, Conway Corp contractors began the Middle Road substation expansion to support growing residential, commercial and industrial development in the community that require additional power distribution. The project carries an estimated cost of $5 million, with completion expected by the end of 2026.

Work on the Middle Road Substation remained on schedule and on budget throughout 2025. Crews successfully relocated a backup transformer and delivered and installed a new transformer during the year.

Red Tag Pole Replacement Program

Conway Corp continued its proactive Red Tag Pole Replacement Program in 2025, evaluating approximately 10 percent of system poles for structural integrity and other safety features. A total of 76 poles were replaced during the year. The program helps ensure system reliability by identifying and replacing poles that no longer meet standards. The entire system has more than 13,000 poles total.

Pompe Park Lighting

In coordination with city officials, Conway Corp completed a new lighting project along the west side of Pompe Park on Prince Street. The project provides consistent lighting throughout the area for residents to enjoy the Pompe Park Pump Track, Veterans Plaza and the Tucker Creek Walking Trail.

EV Charging Station

In February 2025, Conway Corp installed an electric vehicle charging station at the Arnold Innovation Center in downtown Conway as part of its commitment to innovation and forward-looking energy solutions. The project supports emerging transportation technologies and provides convenient charging access in the growing downtown area.

Since opening, more than 30 registered members completed 78 charging sessions at the station. The charger delivered more than 1,300 kilowatt-hours of electricity during the year, helping reduce gasoline consumption and offset carbon emissions. Five members maintained active accounts and used the charging station multiple times throughout 2025.

Strategic Partnerships

In August 2025, Conway Corp employees Journeyman Lineman/Training Coordinator Si Anthony, Senior Lineman Nathan Ball, Chief Executive Officer Bret Carroll, Apprentice Lineman 1 Dylan Hopper, Electric Distribution System Manager Robert Meek, Apprentice Lineman 1 Tim Ragland and Apprentice Lineman 4 Kyle Troxler traveled more than 1,000 miles to northeastern Arizona to participate in the Light Up Navajo initiative.

The project — a joint effort between the American Public Power Association and the Navajo Tribal Utility Authority — is helping bring electricity to families on the Navajo Nation. Conway Corp spent the week in the Dilkon District, helping bring electricity to homes and families experiencing it for the first time.

Working alongside utility crews from across the country, the team spent a week setting nearly

20 utility poles, building new power lines and energizing five homes across six Navajo Nation chapters. The project was physically demanding but deeply meaningful, highlighting the impact public power utilities can make beyond their local communities.

Conway Corp also provided mutual aid closer to home in 2025. In March, electric employees

Senior Lineman Jake Ballard, Journeyman Lineman Joe Bingham, Apprentice Lineman 1 Dylan Hopper and Journeyman Lineman Kolt Weatherley traveled to Poplar Bluff, Missouri to assist with power restoration following an EF3 tornado that caused significant damage across the region.

In April, Senior Lineman Nathan Ball, Journeyman Lineman Trey Brown, Apprentice Lineman 3

Wesley Fason, Apprentice Lineman 1 Connor Frost, Groundman Trever Jones, Journeyman

Lineman Paul Langley, Apprentice Lineman 4

Tylor McPherson, Apprentice Lineman 3 Ivan Robinson and Apprentice Lineman 4 Kyle Troxler went to North Little Rock, to support restoration efforts after severe storms and widespread flooding impacted the community.

In both instances, Conway Corp employees worked alongside fellow public power utilities to safely restore service as quickly as possible under challenging conditions, demonstrating the strength of regional partnerships and the cooperative spirit of public power.

Through these mutual aid efforts, Conway Corp employees demonstrated the company’s ongoing commitment to service, compassion and the belief that reliable electricity is essential to the communities we serve — both at home and beyond.

TELECOM INFRASTRUCTURE

Reliable connectivity drives how our community lives, works and grows. Conway Corp delivers advanced telecom services including video, internet, voice and security to homes and businesses across the city. Through strategic investment and ongoing network improvements, we provide the speed, reliability and support our customers expect. As technology continues to evolve, we remain focused on expanding capacity, strengthening performance and delivering the innovative services that keep Conway connected.

ConwayCorpTV Transition

Conway Corp has led innovation in video services since launching cable television in 1981. As the telecommunications industry has evolved, we have continued delivering modern solutions that meet the changing needs of our customers.

In 2020, we launched ConwayCorpTV, bringing shows, movies, live sports, Wampus Cat coverage and more directly to customers’ televisions and streaming devices. In 2023, we began transitioning video customers from traditional cable service to an IPTV-based platform. In 2025, Conway Corp completed the citywide transition to ConwayCorpTV, fully modernizing our video delivery system.

The new IPTV-based system has operated with a high level of stability and has delivered the reliability improvements we anticipated. ConwayCorpTV provides greater viewing flexibility, eliminates the need for a cable box and gives customers more control over channel selections while reducing equipment costs. Customers can access content on-the-go via a smart device or through a desktop viewing option at ConwayCorp.tv, where they can watch recordings, live broadcasts and more.

Teams across customer service, telecommunications, marketing and technology worked together to complete the transition smoothly and support customers throughout the process.

Together, these upgrades position Conway Corp’s video services for longterm reliability, scalability and enhanced service for the community, with continued optimization planned to improve performance and efficiency in the years ahead.

Fiber Expansion

In 2025, Conway Corp started one of the largest telecom infrastructure investments in its history by beginning to overbuild the city with fiber to deliver next-generation internet service to every home and business.

Reliable connectivity supports economic growth, education and quality of life. Fiber provides the speed, capacity and reliability needed to meet today’s demands while preparing for emerging technologies and future expansion.

Conway Corp completed phase one of fiber construction and began design work for phase two, which will extend service citywide. Construction on additional phases will begin in 2026, with full completion expected over the next three years.

This long-term investment strengthens an already dependable network and ensures Conway remains well positioned for continued growth.

Network Modernization

In 2025, Conway Corp made a significant investment to strengthen and upgrade our broadband network, doubling our bandwidth capacity and improving reliability for customers across our service area. The project added new high-speed backbones and created geographically diverse network routes that provide increased protection against outages and faster recovery when issues occur. These enhancements also reduced

network delays, delivering a smoother, more responsive online experience for customers.

In addition, Conway Corp took another major step forward in modernizing its broadband network by transitioning from its long-standing Cisco partner to Harmonic’s next-generation virtual CMTS technology. This modern, software-based platform represents the future of cable broadband architecture offering enhanced flexibility, performance and scalability.

Throughout the year, our Network Operations and Application Development teams worked extensively on back-office integrations to ensure seamless compatibility with our management and provisioning environments. Configuration, integration and lab testing were finalized in the early fall. The Data Center team began prepping wiring for field testing in October, followed by early customer migrations in November and December. By year-end, approximately 2,000 customers were operating on the new system, with a full migration expected by mid-2026.

Once fully deployed, the Harmonic platform will replace three existing platforms to enhance speed, flexibility and reliability while paving the way for a seamless, citywide transition to fiber. The investment in Harmonic’s next-generation platform ensures Conway Corp can continue delivering high-quality, high-speed connectivity while building the foundation for the community’s broadband future.

Conway Corp was recognized by APPA with a 2025 Silver Public Power Customer Satisfaction Award, honoring the utility’s exceptional service and commitment to the Conway community.

The recognition is based on results from the Public Power Data Source (PPDS) Customer Satisfaction Survey, which evaluates utilities nationwide in key areas such as reliability, communication and overall customer satisfaction.

The GreatBlue Research team, which administers the survey, developed custom scorecards for each participating utility comparing results at statewide, regional and national levels. Conway Corp’s 2025 results exceeded all three benchmarks in nearly every major category, demonstrating consistent excellence in service and customer satisfaction.

Among the results, Conway Corp achieved:

• 94.3 percent for providing consistent and reliable electric service (compared to 76.7 percent statewide and 74.7 percent nationally)

• 94.0 percent for restoring power after outages promptly (compared to 80.3 percent statewide and 71.2 percent nationally)

• 87.8 percent for providing good service and value for cost (compared to 67.0 percent statewide and 62.7 percent nationally)

• 88.2 percent for communicating effectively with customers (compared to 66.2 percent statewide and 63.5 percent nationally)

• 87.1 percent overall satisfaction, far exceeding the national average of 70.3 percent nationally.

The Silver Public Power Customer Satisfaction Award recognizes utilities that consistently deliver above-average customer experiences while maintaining strong operational performance and community engagement.

EDUCATION Always there for

MARGARET SMITH | Marketing Project Coordinator/Events Specialist

We were founded to support education at every level, and we take that seriously. We partner with schools to provide resources, sponsor STEM programs and support scholarships that open doors for students. Whether it’s powering classrooms, funding learning initiatives or providing handson career experiences, our commitment ensures Conway’s next generation has the tools and opportunities they need to thrive — from preschool to grad school.

SCHOLARSHIPS

Supporting education has always been one of our top priorities. We were founded in 1929 to help keep Hendrix and Central Baptist College in Conway, and we have continued that commitment for nearly a century by supporting education at every level. From preschool to grad school, we provide world-class technology to our local schools and universities along with scholarships, grants, educational outreach and more.

Since 2008, Conway Corp has awarded more than $700,000 in endowed scholarships to local students who attend the University of Central Arkansas, Central Baptist College and Hendrix College.

Each year, we also provide additional scholarships to local students including 5 Sports Scholarship awards that recognize local studentathletes for excellence both on the field and in the classroom. We began our partnership with Wampus Cat Athletics in 2001 and have awarded nearly $55,000 in scholarships to Conway High School student-athletes over the past two decades.

In 2025, we awarded four local students with $2,000 scholarships for their athletic and academic achievements.

Ellen Kendrick (not pictured) was named the Female Scholar Athlete of the Year. Ellen was a member of the varsity dance team and had the highest grade point average of any graduating female athlete.

Caiden Rudd was named the Male Scholar Athlete of the Year. Caiden was a member of the tennis team and had the highest grade point average of any graduating male athlete.
