ears of public service will come to a close at the end of 2021 for Ron Bigelow.

The two-term mayor of West Valley City says he will not seek reelection later this year to a third four-year term.

Bigelow, 72, said that after a long professional career in accounting and finance, 16 years as a state representative, and director of the Governor’s Office of Planning and Budget under former Gov. Gary Herbert, he is ready to step back and enjoy something resembling retirement in his hometown since 1977.

“I will still be involved in some ways, but not in elected office,” he said, adding it is time for someone else to bring new ideas to the mayor’s office.

If Bigelow finishes his current term in January, he would be tied for the second-longest serving mayor since West Valley City was incorporated in 1980. Gearld Wright was early in his third term when he died in 2002.

From the time he took office in January 2014 to today, Bigelow has overseen the continuing growth of Utah’s second-largest city from a bedroom community to one that has forged its own economic, social and cultural identity. Neil Armstrong Academy students launch Lil’ Neil off into space

I

n 1961, President John F. Kennedy challenged the nation to put a man on the moon. In October 2019, John Paul Sorensen, principal of Neil Armstrong Academy, challenged his students to put Lil' Neil, a small LEGO figure, into space.

It took America eight years to put a man on the moon in 1969. It took the Neil Academy students two years to put Lil' Neil into space. Launch date was April 16.

"Victory. One hundred percent success," Sorensen exclaimed at the recovery site. "Victory is ours. We did it."

The Project Neil Armstrong Academy in West Valley City is the first STEM elementary school in the district. Sorensen felt that a STEM school should think big and take a risk. At the beginning of the 2019 school year, he came up with the mission.

He asked himself if there was a grand endeavor that the entire school could work together to achieve. The answer was to take Lil' Neil into space. Lil' Neil would ride a helium balloon to about 90,000 feet, at which point the pressure inside the balloon will be greater than the outside pressure resulting in the balloon popping.

After free-falling back to earth for a bit, a parachute will deploy to bring Lil' Neil home.

"I thought how cool it would be that we have our own astronaut here at the Neil Armstrong Academy," Sorensen said.

Every grade was assigned a part of the mission. The kindergarten students tested different capsule materials. First-graders were assigned parachute design. Second-graders oversaw capsule design.

Third-graders worked on astronaut restraint. The fourth grade designed the rigging. The fifth and sixth grades worked on tracking and cameras.

One of Sorensen's favorite stories is about the second grade. "They were responsible for the layout of the craft itself.

They had originally designed a rectangular box design. They tested it and submitted the design so it could be built. In the meantime, fifth grade was researching the tracking options and found a GPS tracker for finding the rig once it hit the ground.

The only hitch was that the GPS unit only works when it is pointing up. That meant that the second grade had to redesign the rig from scratch to ensure that it would land right-side up no matter how it was dropped. Rather than being frustrated and upset, the second-graders saw this as an important new challenge. They dove in with enthusiasm and designed a rig very similar to what we are working with now."

"We have a collective commitment at our school that everyone needs to feel free to try, fail, and try again until success is achieved," Sorensen said. "Each element of the final rig has been through many iterations as success criteria have evolved and challenges have presented themselves.

What could be more ‘STEM-y’ than that?"

Lil' Neil rode under a high-altitude weather balloon filled with helium. His seat was on a square rig with three cameras called the L.A.M. (LEGO Assent Module). It is made of aircraft aluminum with a pool noodle casing. The L.A.M. contained the message "He comes in Peace for All LEGO Kind."

Mission On launch day, the weather was rainy and cloudy in the Salt Lake Valley, but at the launch site at Jeanie Stevens Park in Tremonton in northern Utah, the sky was clear. Students had to launch outside restricted air space.

ton to help and watch. Another helper was Cody Deskins. Deskins is a HAM radio operator and a good friend of Sorensen.

He helped with the radio transmission logistics and recovery.

After filling the balloon and turning on the cameras, the students shouted the countdown. Shortly after noon, Lil' Neil floated into the blue sky. One young voice called out, "Be careful, Neil. Come back alive."

Lil' Neil ascended 112 minutes to an altitude of 111,000 feet. Just as planned,

the balloon popped, and he headed back to the earth. The parachute deployed, and the flight team knew he landed in the mountains just southwest of Mantua. He traveled 24.3 miles.

Sorenson and Deskins recovered the rig. On Facebook Live, Sorensen showed the rig did precisely what it was designed to do—land flat.

One year later: West Valley City ‘light-years ahead of where we were’

est Valley City is “better prepared now than it ever has been” according to the city’s Fire Chief and Emergency Manager John Evans.

Evans said this in early April addressing the City Council regarding the city’s current emergency management status.

“We are light-years ahead of where we were last year at this time,” Evans said of their disaster preparation.

With over a year gone since the pandemic began and a 5.7 earthquake rocked Magna and West Valley City, Evans gave a detailed report on the city’s adjustments and protocols in the wake of those federally declared disasters.

Evans said he never thought we’d have a pandemic to this scale and hoped to never live through an earthquake, but wants to make sure they’re ready for the next one.

“When we talk about the pandemic, I don’t think anyone was ready for one of this size,” Evans said. “But I think as a city, we’ve done a fabulous job with everybody.”

Currently, the city continues to follow COVID-19 mandates from the county and state levels. He said they are pushing vaccinations, social distancing and continue upgraded cleaning.

FEMA for assistance grants and programs to help both the residents and city-owned facilities. Evans noted the process has been a little unorthodox because usually FEMA officials evaluate the damage in person. However, due to the pandemic, it’s required lots of photos being sent back and forth of the damage and the fix.

Evans credited every department in the city for stepping up, also noting they’ve learned plenty through these two major situations.

City Hall serves as the Emergency Operations Center where they’ve updated the communications and electronic equipment.

They also updated and stocked the mobile EOC, a large trailer that was set up in the parking lot at city headquarters during the earthquake last year since City Hall couldn’t be used due to the magnitude.

Due to the pandemic, they also implemented a virtual EOC which operates on a continual basis.

“One thing we must do is redundancy,” Evans said. “We can do mobile, virtual, we can do a combo of all three.”

The system they’ve implemented with the IT department Evans believes to be “better than any that’s out there in the state.”

“In fact, we’ve had other cities ask us for how we’ve done it,” he said. “We can actually operate an entire incident virtually. It’s a great system.”

New situational awareness software was installed which can provide a common operating picture for everyone to see virtually.

Emergency plans are now updated as well such as the city’s emergency operations, continuity of operations, mitigation, and pandemic plans (it was previously the smallest plan, it has now grown). They are

also working on an incident specific plan.

A new three-year training plan is implemented, where every other month the city does exercises. Recently, emergency management completed a winter storm and cybersecurity exercises. Evans said they also started the FEMA independent study courses for specific departments.

The next steps focus on recovery planning and taking inventory of the system to see what they have and what needs to be ordered. It also includes hazard analysis identifying the most likely risks for the city.

Evans said they’ll also continue to refine the systems now implemented.

One program Evans feels positive about is implementing FEMA’s lifelines program that focuses on what needs to be done after the disaster to give a road map back to normal. It identifies the priorities of what to resolve first.

In the event multiple disasters strike at the same time? “We’ll fight it one piece at a time,” Evans said.

Mayor Ron Bigelow said he was “personally very impressed” with how emergency management handled the earthquake.

“Not just in the actual work, but in the timing of how quickly you were able to respond and assist people.” l

Comprehensive soccer training taught virtually by pros

ormer Utah Royals professional soccer player Alex Kimball will again headline a six-week virtual training course that begins June 14 for young female soccer players, ages 12 to 17. A sneak peek of the first week is being offered for free to give those interested a glimpse of the program.

“This course has brought girls from across the country and has provided great insight into many aspects of the game that are often missed when competing at a high level as a teenage female athlete,” Utah-based Sport Ready founder Robin Cecil, a physical therapist of 25 years, said. “They are learning from phenomenal professional athletes and specialists how to listen to their bodies, how their own training must be individualized, how their self-talk really matters, and how to increase their confidence both on and off the field.”

The first run of this program this spring brought several positive responses including from a soccer player named Teya who said, “This course is like nothing I have ever done before. It teaches me what I’ve got to do off the field and it will help me more in the long run.”

Cecil compares high-level athletes to a sports car. “Both burst with speed and agility.

Both have the drive to perform by covering the distance in the fastest and most efficient way possible. To compete, a car and driver need to be ready. Preparation and training are paramount. Before the race, all systems are checked and a racing strategy is in place.

Knowing when to step on the gas and when to step on the brake is paramount to staying on the track. It is the same with young athletes. Blindly going the distance without the right preparation and training, a plan, and not taking care of issues as they arise leaves athletes facing a long and dangerous race to the finish.”

Kimball will provide “Alex’s Daily Touch” along with hosting live question-and-answer sessions with NWSL, WSL, National and NCAA D1 female soccer players. The training will take about 30 minutes per day, four to five days a week, depending on the individual schedule of each participant.

Janelle Wayman works with her dyslexia to create vibrant pieces of art

J

anelle Wayman has soft brown eyes that look downward rather than upward when she is trying to recall something. It’s such a small thing, but it adds to her artistic persona.

Wayman was born in Salt Lake City and raised in South Jordan. She also spent time on the Navajo reservation on which her mother was raised. She has been a resident of West Valley City for 11 years.

Her talent was apparent at an early age.

“At 6 years old, I realized I could draw, and everyone was impressed with what I drew,” Wayman said.

In addition to primary art education, she went back to the University of Utah at 45 to obtain more secondary education.

Due in part to dyslexia, Wayman thinks pictorially rather than verbally. “Sometimes I get a vision of how it’s going to look and how I can create it,” Wayman said. “Once I get the vision, I know exactly what it’s going to look like.”

Though the dyslexia helps her think pictorially, it still remains challenging when creating her art.

“It does have a style to it because of the dyslexia I have,” she said. “They’re a little bit off. And also, my family has had problems with mental illness. I think that has something to do with my style too because I’ve looked

at paintings that have been done by mentally challenged people, and I can relate to them.”

Her works are as varied as her complicated mind.

Though Wayman works in many mediums including colored pencil, confetti, glitter and watercolor, her favorite medium is acrylics on canvas. A signature piece is of vibrant red tulips and is large at 48 inches by 48 inches.

Another piece, an abstract work of a waterfall, was created by rotating the canvas around, which sent the paint in different directions.

Wayman said of a painting that looks like a Mardi Gras celebration, “This is a painting I call ‘Karma’—fun, mysterious and exciting just like my sister, Karma. This painting has all sorts of mediums: acrylics, glue, confetti, glitter on paper.”

Another work, a collage, reflects herself and many of the things she loves.

“I took first place in the Dine College Art Show with my painting of watercolors on paper,” she said. It is of her beloved dog, Valarie.

The Dine College Art Show included works from artists from several states.

Spring break should be no break from adequate food

pring break is eagerly anticipated by most students in the Granite School District.

However, for some elementary school kids in the district and their families, the pause in classes for a few days in late March and early April came with some anxiety.

Students who rely on school-provided free or reduced-price breakfasts and lunches for a good portion of their daily nutrition faced the prospect of scrambling for decent meals during time away from school.

That’s where local employees of Salt Lake City-based Ken Garff Automotive Group stepped up. The auto dealer’s “We’re Hear for You” community involvement program (a twist on the company’s “We Hear You” slogan) was looking for a way to serve a segment of the population as a way to say “thanks” for the broader community support that allowed the company to keep its dealerships open for business during the onset and difficult months of the COVID-19 pandemic that followed.

“We became familiar that Granite School District has a lot of kids who are food insecure,” said Kate Terry, marketing manager for community and events for the Ken Garff Auto Group.

Garff donated $10,000 to the Granite Education Foundation, a nonprofit organization that builds community and business partnerships to improve educational outcomes and the quality of life for students in the school district.

GEF used the money to buy food for the meal kits for needy students and their families to get them through spring break.

About two dozen Garff employees volunteered to put together meal boxes at the

GEF distribution center. “We were able to assemble 622 meal boxes, which had three meals for four people,” Terry said. Contents included canned goods, cereal, cookies, crackers and other items to cover breakfast, lunch, and dinner. “It was pretty daunting— pallets on pallets on pallets. By the end of it, everything was beautifully boxed.”

The meal kits were delivered to three elementary schools in the district: Plymouth, Stansbury and West Valley, which have poverty rates ranging from 50% to 83% of their students.

“We had a COVID-safe drive-thru process where our employees were able to hand these meal boxes to families to have a little bit of food security while they are not in school,” Terry added.

“It’s not meant to be a long-term solution. We’re not set up to do that. It is more of an intervention,” said Robert Hanson, head of development for GEF. GEF operates pantries in 34 schools to provide food for students in need throughout the school year. It is estimated that more than 41,000 of the district’s 67,000 students experience some level of food insecurity.

“I was not expecting to see the kind of need that exists here in the valley,” Hanson said. “It was stunning to me.” Hunger among students leads to a lack of concentration, increased agitation, altercations and absenteeism which affect academic performance.

Terry said the reaction of the people receiving the food made the project well worth the time and effort.

“Families were so grateful,” Terry said.

“I think there was a sense of relief and gratitude that people care.” l

New CEO for B&G Clubs of Greater Salt Lake

eAnn Saldivar, chief executive officer and president of the Boys & Girls Clubs of Greater Salt Lake, announced on April 5 that she is leaving her current position to pursue other professional goals in the philanthropic sector of Utah and the Mountain West.

Saldivar has served the Boys & Girls Clubs of Greater Salt Lake kids and families for the past 31 years. The last 16 years as CEO and president.

The Board of Directors was aware of the upcoming announcement and conducted a national search to fill the position. The Board announced the appointment of Amanda Ree Hughes as CEO effective mid-April.

She has essentially served in every key role in the Club, becoming CEO in 2005 and leading the Club through some transformative years.

Saldivar was born and raised in the Salt Lake Valley and graduated from the University of Utah.

Over the years, Saldivar has impacted the Boys & Girls Clubs of America movement across the Pacific region and nationally. She established the first formal staff training program at her organization, developed statewide trainings, and served on the National Training Committee for seven years. Saldivar was instrumental in starting the Utah chapter of The Professional Association and was a member of the National Professional Association Board of Directors for six years. She also served on the Advisory Council for the Pacific West office of Boys & Girls Clubs of America for six years.

She is an active advocate for youth issues in Utah, having served on the Utah After-School Network Advisory Board, Salt Lake Gang Prevention Steering Committee, HR Executive Roundtable, and other local boards and committees.

Saldivar led the merger of the two largest Boys & Girls Clubs organizations in Utah in 2015 and the acquisition of another Boys & Girls Clubs in Carbon County in 2017.

Minding the mind

hroughout this series, I’ve written at length about the importance of mental health, well-being, and self-care.

Self-care is becoming increasingly more popular in the form of mediation. It’s as if everyone I talk to either already has an established ritual or are working to figure out their preferred technique.

The history of meditation is rooted in Buddhism. Eastern Buddhist monks structure their lives around meditation and have done so for centuries. It is believed meditation forms can help achieve an ideal state of mind. Traditionally, meditation forms are based on the two principles of creating awareness and attention to the present moment and nonjudgmentally accepting emotional states. Meditation began making its way through popular culture as mental health and well-being benefits began to be documented and spotlighted by famous names.

Through historical and modern discourse, meditation and mindfulness go hand in hand and are often used interchangeably. A mindful individual is thought to be oriented in the present, sensitive to changes in context, and aware of multiple perspectives. By the 2000s, mindfulness and meditation practices were commonly utilized in mental health settings. Mindfulness training involves deliberately staying in and being aware of the present moment. Ideally, this provides an opportunity to acknowledge and accept difficult physical and emotional sensations.

In thousands of formalized studies (and even more informal), meditation has proven to be effective in helping to reduce anxiety levels, alleviate depressive symptoms, decrease bodily pain, reduce reactivity, reduce high blood

pressure, cultivate less psychological distress, and increase brain functioning. On a lesser scale, meditation is effective for increasing neuroplasticity, developing emotional intelligence, improving sustained attention and working memory, improving sleep, increasing overall health, and most importantly, reducing stress levels.

Various forms of mindfulness practices and techniques exist. There is no right way to go about meditation. (There are more traditional forms, for sure, but those don’t always work for everyone.) However, a foundational aspect to most meditative techniques is breath.

Mindfulness is all about quieting the mind and being present in the moment, so focusing on breathing is one of the best ways to spark such a mindset. Some will focus on the bodily experience of breathing; focusing in on how your

chest rises and falls with every breathe. Some will focus on deep breathing; timing with various patterns such as a counting to four with a deep breath in, holding for two at the top of the breath, and breathing out for four.

From there, any number of meditation practices can be utilized. Some will focus more on the bodily experience, asking for attention on the muscles; as you contract and release every muscle in your body, moving from head to toe, or from toe to head. Some will ask for attention on thought processing, as you focus on quieting the mind, stopping the pesky and unwanted thoughts, to cut out all but one. Some will ask you to focus on what you’re perceiving with each of the five senses. Some will lead you through a guided exercise, asking you to imagine different perceptions or visualizations.

As with any form of self-care, the key is finding what works best for you and your own well-being. I know some people who take a 10-minute pause in their work day to focus on their breathing. I know some people who breathe intuitively for a few moments in between Zoom meetings. I know some people who go to yoga (sometimes even with goats). I know some people who go on weekend meditation retreats.

I firmly believe taking time to yourself, even if it’s a few moments or an entire weekend, to close your eyes, breathe, and calm the mind, is extremely important for well-being and mental health. So if you haven’t given meditation a try yet, the present moment is a good time to start.

Credit union wants to help students learn FUNDamental financial skills

T

he Utah Board of Education requires high school students to take a financial literacy class to “gain the information and skills to implement a life-long plan for financial success.” To help with that requirement, America First Credit Union has developed a free curriculum for teachers.

“FUNDamentals is a new program that we’re really excited about. We’re trying to get the word out to school districts and get the content into teachers’ hands,” said Nicole Vipers.

Vipers works at AFCU’s corporate office in Ogden and travels to the Salt Lake Valley to work with school districts as needed. She said the program is a winwin-win for students, teachers and the credit union.

“As an organization, we benefit from individuals who are financially literate.

We believe that process starts very young.

We’ve created a curriculum that’s aligned with the state’s requirements, but it’s also very flexible,” Vipers said.

FUNDamentals curriculum has two full lesson plans for grades K-five and eight full lesson plans for grades six-12.

There are 48 additional content packs or mini lessons.

AFCU reports that as of March, 54 educators were using the program. The lessons are designed to be flexible. The modules don’t have to be done in a certain order and can be adapted as needed for grade level and time.

Financial literacy itself is a bridge between math and ELA, so Vipers said the program was designed to be used “cross-curriculum” by teachers in those core classes.

“We’ve tailored it to the state financial literacy requirements, but also aligned it with the common core requirements for math and ELA. We hope it’s used by teachers for multiple subjects,” Vipers said.

Teachers who want to use the curriculum can register at www.education. americafirst.com to request a log in. The credit union says it will approve requests within 48 hours.

“April is financial literacy month, and we want teachers to log on, use the curriculum and give us feedback. To encourage that, we ran a promotion where teachers could log in and use the content, then send us a picture of them in their classrooms.

Vipers hopes to get the word out to educators all over the state. “It’s a great resource and it’s designed to fit teachers’ needs. There’s so much content. There are videos, handouts, presentations and certificates teachers can print when students pass off a certain skill.”

Teachers can also use the sign in page to request a virtual or in-person visit from an AFCU employee to speak to students.

“We can send a loan officer, branch manager or credit counselor. Topics are based on teachers’ needs, whether that’s budgeting, loans or building savings. And it’s all free,” Vipers said.

Nominations for one of the $500 classroom grants are available on the America First Credit Union website.

The content is available to public, private and charter schools. Vipers said they also want to make the program available to parents who homeschool.

“These are critical life skills,” Vipers said. “With this program we’re expanding our commitment to elevating financial literacy and making it easily accessible to educators and students.” l

Council approves parking ordinance that requires parked cars be 5 feet from driveway

arking complaints and discussions often come up during West Valley City Council study meetings. Both as a result of resident comments or complaints, and regularly as questions from councilmembers regarding a potential development.

In March, a new city ordinance was proposed to prohibit parking within 5 feet of a public or private driveway. The council approved the code change on April 6 during its council meeting.

The proposal from city staff came about after discussion among elected officials about street parking that impedes visibility for cars pulling out of driveways.

“This is the most simple, straightforward action that I have seen in 12 years,” Councilman Steve Buhler told City Manager Wayne Pyle after the ordinance was introduced. “I think it’s understandable, enforceable and great job.”

Officials have spoken at length over the years regarding on-street parking. When any potential development with higher density such as townhomes or smaller single-family housing, councilmembers regularly ask how on-street parking will be limited to ensure a project’s parking doesn’t spill out into neighboring communities. Parking along 3100 South is often cited as an issue officials would like to avoid elsewhere.

One potential issue highlighted was delivery drivers being possibly ticketed while taking packages to a resident. Mayor Ron Bigelow said that unless someone makes an issue, this should simply be accepted.

The ordinance does protect those who are picking up or dropping off as long as the “driver remains in the vehicle and the engine remains running,” according to the code’s language.l

Wolverine golfers have the drive, desire to advance to state

G

irls golf is becoming a top-notch program at Hunter High School.

The team is on track to record its second straight undefeated season and region title.

“This season has been, wow,” girls head golf coach Devon Cooper said. “They are smashing records.”

On April 10, the Wolverines broke their own school record, shooting a 380 team score, 18 shots lower than the week before.

They finished 48 strokes ahead of its second-place competitor, Cyprus.

Brenda Castillo leads Region 2 through five rounds of match play. Her 270 strokes are tied with Cyprus sophomore Madalin Chandra. She scored an 87 at The Ridge Golf Course. Charity Ralphs shot an 82 the same day to take home medalist honors for the day.

“These girls do not have that much experience. Brenda (Castillo) had never held a club until her sophomore year and Charity (Ralphs) started playing then, too,” Cooper said. “It is pretty exciting to go from girls that did not even know what a putter is to where we are now.”

The time and effort the girls have spent on their sport has helped them improve. Cooper attributes their hard work and an assistant coach who is willing to spend the extra time.

Joe Stanley (Charity’s father) volunteered to help when she decided to try out for the team.

“Joe is incredible. He has played golf for a long time. He will stay after practice and play extra holes or hit an extra bucket of balls with anyone that wants to. He puts in the extra time. We call him our ‘secret sauce.’ He cares about the girls and is willing to help with the extra,” Cooper said.

Stanley was diagnosed with carcinoid cancer four years ago.

“There is no cure, but I take medication that stabilizes it,” Stanley said. “I thought there was no better way to give back to my community than to teach these girls.”

He has 37 years of golf experience and volunteers at The Ridge in his spare time. He tried to introduce his older daughters to the game, but Ralphs was the only one who showed interest.

“She is an athlete and as far as a father-daughter activity this is fun,” he said.

Kamryn McKenzie stands in fourth place individually and Natalie Johnson is 10th, Allison King is 14th only four strokes out of being named first-team all-region.

In 2019, Cooper had 30 golfers on the team. She paired that down to 12 this season, but she never turns down an athlete who wants to participate.

“She loves these girls. I am just here to help,” Stanley said.

“She takes on anyone that wants to learn. We have had girls that could not even hit the ball. We have a good time and have gone undefeated. We practice five days a week, lift weights in the offseason and work hard. I feel like other teams have had the opportunity to do it, but are not.”

The Wolverines have never advanced to the second day of the state tournament. Cooper figures they will need to shoot under 400 to have a chance.

“I think we have a good chance,” Cooper said.

The final region match is scheduled for April 26 at The Ridge. The state golf tournament will also be held at the West Valley course from May 10-11.

“These girls have a desire to get better,” Cooper said. “I think it is inspiring.” l

One thing people realize, especially with the pandemic, is how connected one topic, such as jobs, is to others – education leads to job choice; transportation relates to getting to and from a job; household economy depends on what a job pays, and also whether the job provides other benefits; a worker’s physical and mental wellbeing are affected by job conditions. Additionally, parents explain how concerned they are about air quality and other environmental ratings for their kids, and they recognize how certain jobs affect quality of life for everyone.

As Utah grows in population and develops all the systems that support more people, we understand the importance of standards in all areas of that development. In particular, “good jobs” is not just about how many people are employed or how many jobs there are. Not only do our workers deserve jobs that support their households, we all expect jobs to protect

employees and employee groups who have ideas for improvement. We expect safeguards for workers and also operations that maintain qualities for healthy environments in our neighborhoods, no matter how close our neighborhood is to a jobsite.

When we talk about “jobs,” we each have a role because we are talking about the intersections with other topics. Each worker’s role is to join with other workers, organize, choose a spokesperson to discuss views with others, including employers. Each family member’s role is to observe and share ideas, especially with the workers in the house.

Each student’s role is to ask questions and learn how jobs affect economy and also environment. Employers’ roles are to share ideas with employees, especially with employee spokespersons. And legislators, along with other public officials? Our roles are to understand the intersecting ideas and concerns, then establish balanced policies for jobs that are truly good jobs.

ountain biking team riders usually don’t spend time digging and shoveling dirt. But they do if they want trails to train on.

The West Granite Composite Mountain Biking Team has permission to build trails around Lodestone Park, 6252 W. 6200 South, to help them become better at their sport.

May 1 is their big day.

“It is our dig-day,” composite head coach Rochelle Bartschi said. “The big open area to the west of the tennis courts will become a trail system. We approached the county and presented a plan.”

Lodestone Park has been the site the team uses to practice its skills training.

They can practice turning, braking and small sprints.

“Those are great beginner skills, but they are even better when you can practice on a trail system,” Bartschi said.

There will be a loop on the inside of the paved trails around the park. On the hill, there will be three trails: a beginner with three switchbacks, a steeper trail with tight switchbacks, and then another with rocks for obstacles.

“We can practice on these trails and other teams can come. We see it as an opportunity for kids with bikes to get out and learn before they get on a mountain,” Bartschi said.

The Utah High School Mountain Bike League is committed to providing trail maintenance, teaching etiquette, and protecting natural resources. By participating in this project they earn more team opportunities.

“The kids learn how to maintain trails so then they will be more respectful to trails and our environment. There will be other teams and coaches there to help us on May 1 and we have some equipment coming to help us out,” Bartschi said.

Lots of shovels, rakes and manual labor will mark out the nearly two miles of trails at the park.

“It will make the community better,” Bartschi said. “These trails will help make the open area just a little bit better.”

The idea came about in summer 2020.

In February, they presented the plan to Salt Lake County and it was approved in March.

The invitation to help is extended to all of those that want to show up.

Registration for the team opened on April 1. It is open to all junior high and high school students. The West Granite team includes all students that feed into Kearns, Hunter, Granger and Cyprus high schools including junior high students. It is open to girls and boys and all skill levels.

Last season the team had 17 registered riders and they have already passed that milestone including more girls than were on the team all last year.

“We have a large group from Cyprus this year and we are always hoping for more. We will train even the less experienced. Some of our coaches are beginners, too. I think we have 22 coaches that want to help out. With COVID last season it was hard. We were the only league in the country that completed a season,” Bartschi said.

“Every single kid improved their time last season.”

The West Granite team won a service award last year.

“Yes, I am super pleased with how well they improved in racing and at practice, but they also stepped up and set themselves apart from the other teams. They cheered for even the last finishers and always stayed to help clean up after races.

They are amazing kids,” Bartschi said.

Residents encouraged to conserve water as drought persists

T

he entire state of Utah is experiencing drought, and 90% of the state is seeing extreme drought. While the state’s snowpack received a boost from wetter conditions in February and March than it saw in early winter, water totals for the year are below normal. That means there will be less runoff than normal, lower reservoir levels, and the need for residents to conserve water.

“Utah’s statewide snow water equivalent (SWE) peaked at 12.6 inches on March 27, which was 81% of normal and about 10 days early,” stated Jordan Clayton, data collection officer with the Utah Snow Survey and US Department of Agriculture’s Natural Resources Conservation Service. “Unfortunately, our SWE didn’t last at 12.6 inches for more than a day, and recent warm temperatures have caused the statewide SWE value to plummet.”

Utah entered the current water year needing a snowpack well above average to compensate for persistent dry conditions. Another below average year sparked Gov. Spencer J. Cox to issue an executive order on March 17 declaring a state of emergency due to drought conditions.

“We’ve been monitoring drought conditions carefully and had hoped to see significant improvement from winter storms,” Cox said.

“Unfortunately, we have not received enough snow to offset the dry conditions. I ask Utahns to evaluate their water use and find ways to save not only because of current drought conditions but also because we live in one of the driest states in the nation.”

While the entire state has seen drought conditions persist, the severity has varied within the state. By early April, SWE for major watersheds in the northeastern Uinta Mountains and southeastern Utah stood at around 90% of

normal, while southwestern Utah was at just 50% or normal. The majority of the state’s basins stood at around 70% of normal.

March may have seemed stormy to area residents, but precipitation for the month was just 73% of normal. This further exacerbated an already disappointing water year.

As the state’s lower than normal snowpack melts this spring, much of the runoff needed in streams and reservoirs will not make it there.

Prolonged drought conditions have left Utah’s soils thirsty. Soil moisture was at just 40% of saturation at the end of March. That was down 6% from the same time last year and was near the minimum levels seen since sensors were installed to take the measurements over a decade ago.

“Soil moisture levels in the state have started to wet up due to the melting snow but are still extremely dry compared with previous years,” Clayton said. “Forecasters have had to reduce the anticipated gains from melting snow to account for the likelihood that a significant portion of this year’s snowmelt runoff will soak into headwater soils and not make it to downstream reservoirs.”

down 14% from the previous year. Below-normal snowpack and dry soil will likely keep those levels lower this year.

In his drought executive order, Cox made recommendations for residents to conserve water. These included reducing indoor water waste, fixing irrigation inefficiencies, converting unnecessary turf areas to waterwise landscapes, and considering purchasing water-saving devices like smart-timer controllers or low-flow toilets. Even taking shorter showers can help make a difference.

Other suggestions issued by the governor’s office included fixing water leaks, only running full loads of laundry or dishes, and turning off the tap while brushing teeth, shaving, soaping up, doing dishes or rinsing vegetables. Residents can anticipate a summer of saving water, lower reservoir levels, and potential economic damage resulting from drought conditions.

“This winter ranks 34th of the 41 years for which we have collected statewide SWE values at our SNOTEL sites,” Clayton said. l

problems, deserved or not, is improving. “In spite of what people say about the west side having more crime, it’s not borne out by the statistics.” Still, the mayor said West Valley City, like all cities, has its challenges. “We’re not perfect.”

The city’s police department, beset by scandals and controversies around the time Bigelow became mayor, has undergone reforms and earned accreditation from the Commission on Accreditation for Law Enforcement Agencies, the first department in Utah at the time to meet the rigid standards for such certification. “It was a testament to the desire of the department and the public to say, ‘let’s hold our police department to a very high standard,’” Bigelow said.

Steve Buhler has served on the city council throughout Bigelow’s eight years

as mayor. “(He) has provided a steady hand to the administration of city affairs,” said Buhler, who joined the council in 2010. “He has been great to work with in that he always allows and even encourages everyone else on the council to express opinions and ideas.”

But Buhler said the mayor has his faults.

“His biggest downfall is that the only jokes he tells are accountant jokes and they’re just not that funny.”

Bigelow expects a robust slate of candidates for mayor, including some current city council members. Mayoral hopefuls and those seeking city council seats in districts 2, 4 and at-large can file with the city recorder’s office June 1-7. The primary election is Aug. 10. How different cities around the valley are approaching summer events

F

or many Utah residents, big summer events like fairs, festivals and concert series are a summer staple. So it was a big disappointment to have all those events canceled last summer due to COVID-19. Now with cases declining and vaccinations widely available, cities around the Salt Lake valley are figuring out the best way to bring these popular events back.

“We’re actually just getting it nailed down right now,” said Keaton Asay, a special events coordinator for Sandy City, speaking about the city’s Fourth of July celebration. “In the past it’s our biggest event, with 35,000 to 40,000 people. We had to think about how we could scale it back.”

According to Asay, the event will include events like the 5k race, a Spikeball tournament and a food truck night. However, they’ll be going without a parade as well as stages for live music. The fireworks show will also be coordinated in such a way as to prevent lots of people gathering in one area.

Part of the difficulty of organizing big citywide events during a pandemic is that organizers have no way of knowing what state or county restrictions might be in place months down the road. With limited time to prepare, Asay said it made more sense for Sandy to plan conservatively, rather than to risk having to make major adjustments at the last minute.

Organizers for South Jordan’s SoJo Summerfest faced a similar dilemma. As one of the first big events of the summer season (usually taking place in early June) the city usually starts planning in the thick of winter.

“At that time, case counts were pretty high. I wish we had a crystal ball at that time,” said Janell Payne, a recreation director for South Jordan.

they made the call to delay the event from the beginning of summer to the end of summer (Sept. 13-18).

“I know mask mandates have been lifted for the state.

Things are going well now, and hopefully they’ll be even better,” Payne said.

Like Sandy, South Jordan will be adapting its event to whatever circumstances in September may necessitate. One possibility is shifting the event from its regular venue at South Jordan City Park to the Equestrian Park, which has fewer entry and exit points, allowing the city to better control attendance.

For its more limited events held in the past year, the city has begun using an online ticketing and reservation system to help manage crowd sizes and other logistics. That will likely

be used again for SoJo Summerfest and possibly for future events as well.

“The benefits of knowing how many people to plan on is very helpful. If people are open to that, we’ll definitely continue that,” Payne said.

In Taylorsville, city leaders are betting on improving conditions with a full steam ahead approach.

“After checking with the county and state health departments, we have been authorized to hold Taylorsville Dayzz this year,” event committee chairman Jim Dunnigan said. “And, if the numbers continue to trend as they are now—with fewer positive COVID tests and coronavirus hospitalizations—we will be allowed to host it without requiring masks or social distancing. But either way, it’s officially a go.”

Taylorsville Dayzz (June 24-26) is expected to include all the features of a “normal year” including vendors, parades, a car show and live entertainment.

Likewise, Midvale City’s Harvest Days festival is aiming to include its regular attractions, albeit with some precautions.

“Safety requirements include signage reminding people to keep within their own groups, eat only at designated areas, and have multiple handwashing/sanitizing stations,” communications officer Laura Magness said during a Midvale City Council meeting in March.

They’ll also be limiting the number of vendor tents so that they can be adequately spaced apart from one another.

The mask mandate ends in SL County, but we still need to remain vigilant

Toward the end of Utah’s 2021 General Legislative Session, a bill was passed signaling the end of mask mandates across the state. House Bill 294 stated that all COVID-19 public health orders statewide would come to an end once three criteria were met: 1) the state's 14-day case rate is less than 191 per 100,000 people, 2) the statewide seven-day average COVID-19 ICU utilization is less than 15%, and 3) 1,633,000 prime doses of a COVID-19 vaccine have been allocated to the state. Additionally, H.B. 294 provided that all blanket mask mandates would expire on April 10, 2021. If the state failed to meet any of the three criteria, however, then local health departments could recommend a mask mandate for their jurisdiction, subject to the approval of the jurisdiction’s legislative body.

As we approached April 10, the Salt Lake County Council received hundreds of emails from constituents on both sides of the issue requesting that the Council either vote to extend or not to extend the mask mandate in Salt Lake County. It also became clear that the state as a whole would satisfy only two out of the three

criteria, and therefore a mask mandate could be recommended by the county health department, pending the approval of the county council. For us, that meant we would await the recommendation of Salt Lake County Health Director Gary Edwards and then determine the county’s next steps.

The Council received a letter from Edwards on April 7, in which he stated he did not believe a mask mandate was necessary and that he would not be recommending a mask mandate for Salt Lake County. Because state legislation said that the council could only consider a mandate if the health department director recommended one, the Council did not have action to consider. The mask mandate ended in Salt Lake County as state law dictated.

At a recent press conference, the County Council emphasized the need for vigilance as we continue to fight against the spread of COVID-19. The vaccine will help us return to normal. I’ve been fully vaccinated and recommend that residents get their vaccine as soon as possible. I also hope we can all be considerate and mindful of others. If you are around

people in a confined space and you don’t know if they have been vaccinated, please wear your mask. While masks are not required by the State of Utah or the Salt Lake County Health Department, individual business and property owners have the right to require masks on their property. Please be respectful. I support these businesses and their right to require a mask to help protect their employees and customers. The Utah Board of Education has also not lifted its requirement that masks be worn in schools. Additionally, masks are still required by the state in gatherings larger than 50 people.

In places where masks are not required, let’s not judge those who choose to wear a mask or those who feel comfortable not wearing one. We need civility right now more than ever!

I am looking forward to seeing this pandemic end. I know we are all tired and ready to get back to normal. Please remember that just because the mask mandate is over, it does not mean the pandemic is over. Please be safe, respectful, and continue to sanitize. We will get through this together!

Moms are good for all kinds of things; homemade cookies, clean underwear, and guilt, just to name a few. Although each mom is different, we often feel we’re doing everything wrong when it comes to raising children. Do we back off, step in, offer advice, stay silent, help them succeed, let them fail?

We’re never sure and we’re usually winging it, just doing the best we can.

It reminds me of when my brother knocked the wind out of himself by being stupid. Mom thought he was choking and performed the Heimlich. He couldn’t breathe for two hours. She did the best she could with the information she had.

I love mom but she wasn’t perfect.

She cheated at Skip-Bo, had no patience with stupidity, and hated animals with a passion. When she got remarried and moved to a ranch in North Carolina, we found it a unique and hilarious karma. Her emails to me often started with, “Well, I kicked the rooster again today.”

Mom might have loathed poultry, but when the wind snapped her beautiful globe willow tree in half, she mourned it like a family member. Every spring, mom’s garden would bloom with color. She loved ladybugs and butterflies. She’d also hand my daughters a saltshaker and tell them to feed the snails.

doubted she loved us. She wasn’t just a mama bear; she was a mama velociraptor when it came to defending her kids.

Mom once told me her children were her inspiration. An inspiration to move across the country.

As a final joke, mom requested each of her children to speak at her funeral. I considered digging up the Beowulf puppets and delivering her eulogy via Grendel, the monstrous creature doomed to wander the earth.

She would have loved it.

Mom worked as a teacher’s aide at an elementary school before she died. (I don’t think the two are connected, but it was an elementary school.) At the funeral, her coworkers told me what a great woman she was. I already knew that.

We often put the dead on a pedestal (which is dangerous because they can roll off and fall on people). But mom wouldn’t want to be remembered as being a perfect person who never messed up, got angry, felt alone, burned dinner, swore, failed, tried again, and again, and again.

If you’re a mom on Mother’s Day this year, that’s the message for you. You were never meant to get everything right. You don’t need to achieve perfection. It isn’t even possible. Just embrace your wonderful messiness.

ears of public service will come to a close at the end of 2021 for Ron Bigelow.

The two-term mayor of West Valley City says he will not seek reelection later this year to a third four-year term.

Bigelow, 72, said that after a long professional career in accounting and finance, 16 years as a state representative, and director of the Governor’s Office of Planning and Budget under former Gov. Gary Herbert, he is ready to step back and enjoy something resembling retirement in his hometown since 1977.

“I will still be involved in some ways, but not in elected office,” he said, adding it is time for someone else to bring new ideas to the mayor’s office.

If Bigelow finishes his current term in January, he would be tied for the second-longest serving mayor since West Valley City was incorporated in 1980. Gearld Wright was early in his third term when he died in 2002.

From the time he took office in January 2014 to today, Bigelow has overseen the continuing growth of Utah’s second-largest city from a bedroom community to one that has forged its own economic, social and cultural identity. The mayor said that progress includes the construction of new fire stations and a police department headquarters—two of the most Mayor Ron Bigelow speaks with reporters and residents during an open house at the Utah Cultural Center in 2017 for what was then a proposed homeless resource public-facing city agencies, the addition of center in West Valley City.
