FREE COUNCILMEMBER COORDINATES LARGE-SCALE COVID-19 VACCINATION PROVIDERS IN UTAH

W

est Valley City Councilman Jake Fitisemanu has another task added to his busy schedule as a council member and his full-time job as a program manager for the Utah Department of Health’s COVID-19 Active Response Team.

He has been given the extra duty of coordinating UDOH’s High-Volume Vaccination Coalition.

Fitisemanu says that entails overseeing a group of public and private health-care entities in Utah with which the state has contracted to administer COVID-19 vaccinations. They include 13 local health departments across the state and major providers like University of Utah Health, Intermountain Healthcare, Revere Health, Nomi Health and Community Nursing Services.

“The objective of the High Volume Coalition is to equitably and efficiently distribute the vaccine doses that are allocated to the state, with the goal of having all vaccines administered to the public within seven days of arriving in Utah,” Fitisemanu told the West Valley City Journal by email.

“The coordination has been fairly smooth because all of the coalition providers are operating within their dose capacities in their respective jurisdictions.”

The consortium has the capability of providing at least 1,000 COVID-19 vaccinations a day across the state. Mass vaccinations, including for first responders, have been provided at sites like the Maverik Center in West Valley City and Mountain America Expo Center in Sandy.

Valley Fair Mall to potentially hold more outdoor events

A

s part of Valley Fair Mall’s plans to remodel the outdoor plaza west of the main mall building, it hoped to facilitate small, outdoor events.

After a unanimous decision from the West Valley City Council, the Valley Fair Mall property can now apply for permits to hold outdoor sponsored events such as concerts, car shows, outdoor movie nights or festivals.

“The emphasis on what we are attempting to do is really community-based family events,” said Casey Bulkley, general manager of the Valley Fair Mall property.

The potential events are aimed to draw more people to the mall, creating more retail traffic.

Applications for outdoor events would come under conditional use permits, meaning the planning commission would address more specific regulations at the time of the application.

Councilmembers had concerns about it potentially being too open ended with no limitations as well as the size of these events.

Bulkley assured during the Feb. 9 council meeting that any concerts will be more background music or jazz style of entertainment.

“We’re not about to try and turn Valley Fair into a concert center, it is counterproductive to what we’re trying to do over there,” he said.

He also said they won’t charge for these events because they “don’t want an enormous expense” where they would need to pay for additional restrooms and parking.

No concerts are currently scheduled, Bulkley told the council, and noted the events like Easter egg hunts or small events like giving away backpacks or free eye exams to kids before school are “the things we want.”

Seeing the light

I

f West Valley City seems to have a brighter, whiter hue at night, that’s because it does.

The city has recently switched all of its street lights in commercial, industrial and residential areas to energy-efficient LED bulbs.

The whiter lights cast a more natural glow on the streets below than the orange-yellow sodium vapor bulbs that illuminated West Valley City for years.

About 7,500 lights—both stand-alone and those mounted on utility poles and traffic signals— were retrofitted in recent months with LED bulbs that provide significant savings of electricity and city tax dollars to pay for that power.

“Our power bill should see about a 30% reduction,” said Erik Brondum, operations engineer for the West Valley City Public Works Department. He was unable to immediately provide a dollar figure.

LED bulbs will also reduce the frequency that city crews need to replace burned-out or malfunctioning lights. “We were doing it every five to seven years to hopefully now seven to 12 years,” he said. Cobra head LED lights, named for their shape, could be maintenance-free for as long as 20 years.

Brondum added that along with the longer life expectancy, LEDs tend to gradually

dim over the years, giving advance notice they need to be replaced. Traditional bulbs usually just stop working.

LED bulbs in street lights use anywhere from 55 to 100 watts, with lower wattage bulbs in residential areas and higher watt lights along major streets. The sodium vapor bulbs required 70 to 250 watts depending on their size.

West Valley City contracted with a company to switch out the bulbs. However, the Public Works Department will continue to maintain them as it has for more than a decade when West Valley acquired the street light system from Rocky Mountain Power because it was cheaper for the city to run it.

The street light changeover is part of an overall effort to equip city facilities and property with more efficient lighting and other energy-saving measures.

Brondum says public reaction to the whiter, brighter lights has been nearly nonexistent.

“Usually the only time we hear anything is when somebody’s not too happy,” he said.

The Washington, D.C.-based Northeast Group, which describes itself as a “smart infrastructure market intelligence firm,” says 314 of the largest cities in the U.S., which includes West Valley City, had switched to LED street lights as of 2020. l

variety of experiences raises a spectrum of discussion points, exposes extremes, and allows us to understand and vote for what will meet the needs and interests of Utahns. Even with a super majority – over three-to-one ratio of Republicans to Democrats in our legislature – we can trust that process most of the time.

What is important to me is giving fair consideration to all the ideas and concerns I receive from people in District 31. Even if I’m not able to reply right away, I read or listen to messages. They all help me provide comments in committee hearings and shape my thinking for votes on the House floor. They also help me see details I might clarify when it seems there are misunderstandings. I love to brag to my legislator colleagues about the common sense and goodness of the people in District 31 and all of West Valley City.

West Valley City adds support to state funding for transportation infrastructure

D

uring a time when lawmakers from around the state convene, whether virtually or in person, West Valley City officials recently advocated for more transportation funding from the state.

The City Council unanimously passed a resolution 6-0 (Councilmember Tom Huynh was absent) supporting a need for transportation infrastructure funding.

“The City first advocates for its local transportation infrastructure needs,” the resolution read in part, “but also recognizes that transportation is a regional matter and therefore also supports the various parties advocating for regional investment on the west side of Salt Lake County.”

No specific projects are listed in the resolution, done so on purpose by city officials to ensure support remains broad since cities have different needs based on location.

For West Valley City, Mayor Ron Bigelow highlighted the city’s unique location as part of its needs during a Jan. 26 study meeting as he made suggestions to the resolution.

“As a major location for northwest travel,” he pointed to the various high-traffic corridors that run through the city such as I-215, SR-201, Redwood Road, Bangerter Highway, 5600 West and Mountain View Corridor to name a few. He also noted the amount of airport traffic that comes through the city.

The Mayor also asked the resolution include how transportation affects not only residents, but business and economic development as well. “That’s pretty significant,” Bigelow said.

The resolution also highlights the city’s importance to regional transportation as the second largest city in the state, its access to major interstates and the international airport, and how the city “provides an important link to north south transportation…considering the prime location of the city in the Salt Lake Valley.”

pand,” the resolution states, “and has long recognized the need for ongoing investment in transportation infrastructure particularly inside the city relating to east/west corridors.” It adds that transportation investment would maintain and improve access and ensure quality of life.

Assistant City Manager Nicole Cottle told the council that city staff always prefers to be cautious in how they term support for

outside parties, noting they don’t want to send “mixed messages” as they seek its own transportation funding specifically for the city in addition to regional funding.

She was hopeful this resolution met both those objectives.

“As the council knows, we take this statement very seriously, it has impact,” she said. l

Two programs teach students skills for success beyond the classroom

ive a man a fish and you feed him for a day; teach a man to fish and you feed him for a lifetime.”

Apply that oft-quoted saying to today’s high school classroom: Give a student a textbook and a lecture and you teach that student a lesson that may be retained only as far as the next exam. Teach students career and life skills and you give them the ability to function productively in the world well beyond their school years.

That’s the premise behind a program at Kearns High School that blends an elective class called Latinos in Action and another elective course that stems from a national nonprofit program called Youth Entrepreneurs.

Latinos in Action is a program that teaches Hispanic students skills for outside the classroom to help them become productive, responsible citizens. In a similar way, Youth Entrepreneurs helps Latino high schoolers better themselves and their communities through entrepreneurial activities as if they were real-world scenarios.

self-awareness, all those things,” he said. “The fundamental values of Youth Entrepreneurs— responsibility, passion, freedom, being principled—it was such a natural fit (with Latinos in Action). It goes hand in hand so well.”

Whereas LIA has been one of the course offerings at Kearns High for a while, its fusion with YE came about somewhat as a result of restrictions imposed because of COVID-19. Busath says his LIA students tutor kids at nearby elementary and junior high schools three days a week. When the pandemic limited that face-to-face interaction, YE helped fill the gap with a combination of learning and doing, including activities like determining the need for a product or service, and conceptualizing, developing, marketing and selling it among fellow YE students.

Another activity uses an age-old classroom entertainment—the paper airplane.

“You tell the kids ‘you have 20 pieces of paper. You need to build and sell me a successful airplane’” within a certain time limit, Busath said. Success in this case is a paper airplane that flies at least 15 feet. A successful maiden voyage brings in $10, so students learn the relationship between creating a good product and earning a profit.

Students also explored possible uses for an actual vacant lot in the community to de-

termine what might increase the value of the property.

Some students take these projects especially seriously. “There’s been some healthy and unhealthy competition in my classes.

Some of these kids get a little strong and passionate,” Busath said, adding that’s not necessarily a bad thing in today’s environment of a participation trophy for everyone regardless of their efforts and contributions. That led one student to tell him, “You can compete and still help others at the same time.”

Now in his 13th year teaching at Kearns High School, Busath says LIA and YE spark a level of engagement and collaboration among the 200 participating students that otherwise might not occur. “YE has definitely rejuvenated the kids this year in coming back to school with something new to be excited about. “It’s definitely helped engage and keep the kids engaged where they look forward to those kinds of activities,” Busath said.

LIA has a three-pronged approach to help lift students to greater achievement levels: college and career readiness curriculum, leadership development and literacy tutoring.

LIA classes must have an enrollment of at least 80% Hispanic students with the rest made up of any other racial and ethnic backgrounds.

Cyprus swimmer inches closer to breaking 33-year-old record

ecords are meant to be broken and Cyprus head swim coach Jason Hayes hopes his is next to go.

“I hope that soon enough my record will be gone,” Hayes said. He holds the Pirates 100 breaststroke record at 57.57 seconds. A mark that has stood for 33 years.

Junior Sohnnie Wesemann placed a goal on his home refrigerator in the 100 breaststroke. He wanted to best 59 seconds this season. He exceeded that in his first-place finish at the Region 2 championships by swimming the four lengths of the pool in 58.78 seconds.

“He (Wesemann) has a new mark on his fridge. He swam his best time at region and I expect him to challenge for a state championship,” Hayes said.

The Pirates have 18 combined state team titles; the last three came from the boys team from 2000-02.

“We have a good team and have had a good season. With COVID we had issues, but we also had an earthquake to deal with,” Hayes said.

The Cyprus pool was not compromised but the south side wall of the building was unstable. They could not use the pool until October. The team was forced to find other arrangements.

“We bused to the West Valley Aquatic Center for practice. Our team lived out of a

suitcase for a bit, but the kids adjusted and did great,” Hayes said.

The team had over 45 swimmers, about average for the past few seasons. Hayes has coached at Cyprus for nine years and has had as many as 60 student-athletes on the team.

They practiced in shifts to avoid overcrowding at the pool. The extra precautions became difficult, but Hayes knew it was best for the team.

The girls team qualified two individuals for state, Rori Pilcher and Hannah Johnson.

“She (Pilcher) could make a podium.

She swam her best times at region and I expect her to go faster,” Hayes said. “Hannah has been swimming for quite a while. She is a good all-around swimmer. She is fast at almost every stroke and that makes her a good IMer (Individual Medley). She is tall and has a great kick.”

Adrianna Leon scored the team fast times for the girls 100 fly and 100 backstroke.

The boys saw three individuals qualify for state: freshman Koen Smith, Wesemann and Andrew Shaw.

“Koen has made improvements in every event this year. He is gaining valuable experience. Andrew is our freestyle specialist and Sohnnie (Wesemann) has a good chance.

After our season is over he will travel to Arizona to swim with his club at the sectional championships,” Hayes said.

The Utah High School Activities Association was scheduled the state meet for Feb. 19-20 at Kearns Oquirrh Park Fitness Center.

They separated each classification into smaller venues because of the pandemic.

“This is a great group of kids. They have struggled through a very difficult year. They have taken it one day at a time. I am proud of them,” Hayes said. l

t was the first year that girls wrestling was a sanctioned sport in the state of Utah and Granger collected fifth place at the state tournament.

“I am pleased with how well we did,” Lancer girls head coach Eric Antonio said. “I think the season went exactly how we wanted it to. We had a goal to finish top five.”

In total, eight Granger girls qualified for the tournament. The Utah High School Activities Association scored girls wrestling this season by how each participant did. Schools with larger numbers could enter more than one in each weight class and earn their team more points.

Granger scored 87 points, good enough for fifth place. Westlake finished first and Copper Hills second.

Senior Arleth Antonio has been a leader on the mat for the Lancers. In her third year wrestling, she assembled a 20-6 overall record and placed in every tournament she entered. In the state meet, she defeated three other girls before falling in the championship match.

“She (Arleth) is awesome,” Antonio said. “She is my younger sister, but she has experience and energy for this sport. As a junior, she started beating boys, and I think that helped her a lot.”

Arleth suffered an ankle injury in the second period of the championship bout and ended up getting pinned in the third period.

“I think that (the injury) made a lot of difference,” Antonio said.

Arleth has options to attend college and continue her wrestling career. She hopes to return to coach her own girls team after grad-

“She took first at the Mountain Crest tournament two weeks ago. If her bracket would have been set up differently she might have done better. She picked up the sport very well and really wants to keep wrestling,” Antonio said.

Benally won 25 matches this season and only lost 11 times.

Other wrestlers that placed at state include Bethany Gardner, fourth; Kathleen Ceron, sixth; Marinthia Medoza, fourth; and Sherlyn Orduno, fourth. Adriana Calix and Brenda Sola also competed at the meet.

“Sheryln (Orduno) was wrestling for the first year. In her first month it was not going well, but she flipped the switch and started upsetting the other girls,” Antonio said. “I think she was our most inspirational wrestler this season.”

Antonio said the goal next season is top three and maybe a state championship.

“We have talked about recruiting. Each of the girls have an assignment to recruit one to three more girls for next year. We could even get first we just need the numbers.”

Antonio wrestled at Granger and graduated three years ago. Sam Vidal, the boys coach, has allowed him to run the program.

“Coach Vidal has helped all of his wrestlers be tough. He has helped fortalecer (strengthen) that. In our mindset the sky is the limit. We can be state champs and it is attainable. This year’s team is a special group of girls,” Antonio said. l

Hunter finishes strong in a difficult season

T

he girls basketball season at Hunter High School has been an up-and-down affair.

The regular season contest against Kearns on Feb. 9 exemplified all this team has gone through. The Wolverines were short a key player, had a lead, lost it, and eventually came back to win.

“It has been a super tough season,” Wolverine head coach Cameron Gardner said.

“We have had to have a ‘next man up’ mentality. Some of our young girls have stepped up and gotten the job done.”

Senior Olivia Harding scored 22 points in that 40-36 victory over the Cougars. A game that included two Kearns technical fouls and several lead changes.

Kearns jumped out to a nine-point lead in the first quarter. Their patient ball control offense helped them bury four three-pointers, but Hunter clawed its way back and tied the game at 16 right before halftime.

The third and fourth quarters saw the score seesaw back and forth. Harding hit two game-clinching free throws with 11 seconds remaining for the Wolverine victory.

“She (Harding) is our captain and leader on and off the floor. I could not be happier for a player to have that chance. She put them in and did what it took,” Gardner said.

“I really try not to think too much,”

Harding said after the victory. “Coach always tells me to go through my routine in my head.

I try not to worry about the crowd or the score and think ‘keep my elbow in and extend by my eye.”

Harding averages 12 points per game, top 10 in the state, and has been named Academic All-state by the Utah High School Activities Association.

Hunter has been ranked as high as 15th in the state RPI standings. The performance index is how the teams will be seeded into the state tournament. They close out their regular season against Granger and Taylorsville (after press deadline).

The season has not been without its problems.

“It has been 2020 continued,” Gardner said. “We have had tons of COVID stuff and injuries. Players have missed games because a family member has passed away. I never know who is going to be available, but I am proud of how they have come together.”

Region 2 has been a catfight this season.

Kearns, Cyprus, Taylorsville, and Hunter have each been in first place at one point of the season. The UHSAA state tournament is scheduled to begin Feb. 23 and the championship will be held March 6 at Salt Lake Community College.

“We will just take one game at a time.

Every game is important. We need to take care of business and we will go from there,” Gardner said. “I love this team. They have each other’s back. When one of the girls gets down there is always someone there helping them get back up and going. Throughout the season we have taken more charges and

turned the ball over less. We have things to work on but we are continually getting better.”

“We have gone through so much this year,” Harding said. “We have had family stuff, COVID, and lots of limitations. We have been knocked down time and time again, but we just get up and keep fighting.” l

Fostering saves lives in more ways than one

A

nimal shelters and rescues around the country have reported an increase of people fostering animals during the pandemic.

Fostering provides room for shelters to take in more animals and helps place the animal in a well-fit forever home.

Christelle Del Prete works for Best Friends Animal Society with their sanctuary in Kanab and shelters and networks around the country, including their Best Friends Lifesaving Center in Sugar House. “Pets thrive in homes, not shelters,” she said. “And it’s a beautiful thing when communities come together to care for their homeless animals as so many people have done during the pandemic.”

Even nearly one year into the pandemic, many people still find themselves working or going to school fully or partially remotely, so this increase in time at home certainly is a contributing factor to both increases in adoptions and fostering. For the foster family of a 9-month-old mixed breed dog, Hugh, a medical foster from Salt Lake County Animal Services, this was the case with all three members of the family working or attending school at least partially remotely.

Hugh came to Salt Lake County Animal Services as a stray with a hip injury that he had “for a good amount of time,” and required surgery. After the surgery that the shelter provided,

Hugh needed to receive physical therapy, time to heal, and encouragement to use his back leg again, so he was placed in a foster home where they could make this commitment.

In addition to helping Hugh heal, his foster family helped to further determine information a potential adopter might be interested in, such as was he good with other dogs, good with children, afraid of men or people in general, good with cats, and so on. Also how well trained he was, how well he did riding in the car, how well he walked on a leash, how well he did in a crate both during the day and at night, and if he had any signs of separation anxiety.

In Hugh’s case, he seemed to do well with everyone and everything, which surprised one of his fosters, Matt Ackley of Sandy. “I had wrongly assumed since he was a stray that he would require a lot more behavioral training, but he truly is an amazing dog, especially considering his circumstances and young age.”

Since Hugh made tremendous progress in his recovery and proved to be a great example of how resilient and loving animals can still be even when humans initially fail them, he was able to meet with a potential adopter ahead of schedule. When it was deemed a good fit, the adoptive family agreed to continue his therapy, and he went to his new forever home after only

animals who can be healed, treating behaviors that can be treated, and prioritizing safety and a high quality of life for both pets and people in our communities.” More information and links to locally foster and adopt can be found on their website bestfriends.org. l

Ackley said that one concern he had about fostering was that their child, a second-grader, would get too attached especially because she was one of the main caretakers of Hugh, and they developed a quick and close bond, but it helped that she got to meet the new adoptive family that included two young girls around her age. She knew upon meeting them that they would continue to love and take care of Hugh like she did.

“Because more and more people are opening their hearts and homes to homeless pets, I truly believe we can put an end to the unnecessary killing of cats and dogs in our country’s shelters and begin to celebrate all the precious lives we’ve saved,” Del Prete said.

The other day I was talking with my husband and we were both commenting on how we’ve felt a bit of depression set in from this long COVID year. We all need human interaction to thrive, and with health challenges, financial pressures, political unrest, and so much uncertainty, it’s no wonder that many of us feel a little down. I wanted to share some tips from Salt Lake County’s Health Department on how to improve or maintain your mental and social health as we head into the final stretch.

Take breaks from the news and social media - It is important to stay informed, but constantly hearing about the pandemic or politics is exhausting and upsetting. Limit your news and social media intake to once a day or every other day.

Practice Mindfulness – Set aside time every day (even for five minutes) to be in the present moment. You can do this by meditating, journaling, or focusing on your breathing.

Go outside for 30 minutes every day– Bundle up and get outside. Being outdoors is a natural antidepressant as sunshine naturally increases serotonin and endorphins that boost energy and reduce pain.

Get enough sleep – Stick to a regular sleep schedule and give yourself extra wind-down time each night before bed to read, stretch, and/or meditate to ensure quality sleep.

Stay in touch – Be intentional with your connections by scheduling regular video chats, phone calls, or text messages with loved ones.

Try online exercise classes – Salt Lake County Parks and Rec are hosting online exercise classes for all activity levels. Check out the schedules at slco.org/parks-recreation.

Take Virtual Tours with loved ones – The Utah Hogle Zoo, Utah Museum of Contemporary Art, The Leonardo, and the Tracy Aviary all offer virtual experiences to enjoy with family and friends.

After reviewing this list, I have to admit that I need to do better on my sleep habits. And keeping my cell phone next to my bed is probably not helpful. One thing we did this past summer is welcomed our first pet (fish excluded) into our family. Ripley, our mini goldendoodle puppy, has forced us out for walks every day, and she’s kept life interesting during the pandemic. Some of my favorite memories have been Zoom calls with the entire Winder or Newton extended family so we could catch up and hear how everyone was doing.

This pandemic will only break down our mental health and friendships if we let it, so take active steps to stay engaged, integrate healthy behaviors, and connect with our loved ones. Like a mother in a Disney movie, my cell phone died inexplicably. Well, not inexplicably. I dropped it in the toilet.

I was wearing jeans for the first time in seven months and had the phone in my back pocket when it promptly fell into the commode. My phone, not my back pocket.

There’s a universal response when you drop your phone in liquid; you reach in and grab the damn thing. It could be submerged in molten lava or boiling oil; you will instinctively reach for the phone at the expense of ever using your hand again.

Snatching it up, I screamed several unprintable words and resorted to 15 minutes of “No, no, no, no, no!” I shook my phone, blew in it, prayed over it and dashed home to dump it in a bowl of rice. (A robot on Mars can send information to NASA but I have to submerge my phone in rice because it got wet.)

I thought, this would make a great Instagram post and frantically looked for my phone so I could take a picture of my phone sitting in a bowl of rice.

But I was phoneless. I reached for my phone nonstop. I absently grabbed the TV remote, trying to scroll through Tik Tok. I picked up my computer mouse to check the time. I kept patting my leggings where my cell phone used to be, frisking myself like some weird felon.

I realized I’m obsessed with how many steps I walk. I’m preoccupied with social media. I’m dependent on my phone to give me instant info. If I wanted to order from Amazon, I had to go into ANOTHER ROOM and use my computer.

After 24 hours, I turned on my phone.

Nothing.

Minutes later, I was kicking in the door at my cell phone company, begging them to fix my phone. They know me well because, having been bitten by a radioactive clutz, I break my phone often. But this time, they just shook their head and called the time of death.

Then I got my phone back. I listened to all the podcasts, played all the games, bought everything on Amazon and beat my family at Words with Friends. I ignored my husband, tuned out the world in general and scrolled endlessly through social media platforms.

The lesson here should be turn off your phone and interact with the real world. But what I learned was I need to buy cargo pants with dozens of secure pockets so my phone will never fall into the toilet again.

FREE COUNCILMEMBER COORDINATES LARGE-SCALE COVID-19 VACCINATION PROVIDERS IN UTAH

est Valley City Councilman Jake Fitisemanu has another task added to his busy schedule as a council member and his full-time job as a program manager for the Utah Department of Health’s COVID-19 Active Response Team.

He has been given the extra duty of coordinating UDOH’s High-Volume Vaccination Coalition.

Fitisemanu says that entails overseeing a group of public and private health-care entities in Utah with which the state has contracted to administer COVID-19 vaccinations. They include 13 local health departments across the state and major providers like University of Utah Health, Intermountain Healthcare, Revere Health, Nomi Health and Community Nursing Services.

“The objective of the High Volume Coalition is to equitably and efficiently distribute the vaccine doses that are allocated to the state, with the goal of having all vaccines administered to the public within seven days of arriving in Utah,” Fitisemanu told the West Valley City Journal by email.

“The coordination has been fairly smooth because all of the coalition providers are operating within their dose capacities in their respective jurisdictions.”

The consortium has the capability of providing at least 1,000 COVID-19 vaccinations a day across the state. Mass vaccinations, including for first responders, have been provided at sites like the Maverik Center in West Valley City and Mountain America Expo Center in Sandy.
