WATER PROVIDERS IN WEST VALLEY CITY UPBEAT OVER SUMMER OUTLOOK

ith another winter of below-normal snowfall, Gov. Spencer Cox declared a state of emergency in March as 90% of Utah fell into “extreme drought” conditions.

The governor urged Utahns to conserve water as summer approaches.

Closer to home, the call to save water is just as urgent, but the picture is not as dire among the three agencies that provide the resource to residents and businesses in West Valley City.

The general managers of Granger-Hunter Improvement District, Kearns Improvement District, and Magna Water District say that there will be enough water to fulfill the needs of their customers this summer with no anticipated voluntary or mandatory restrictions on usage.

Jason Helm, who heads GHID, said that Jordan Valley Water Conservancy District, the wholesale supplier from which his district buys 75% of its water, has indicated that there will be enough to go around this summer. “They’re

not anticipating any shortages this year,” he said, citing the amount of water currently in reservoirs that feed JVWCD and ultimately GHID. The remaining 25% of GHID water is drawn from wells.

GHID serves 12,000 customers in the eastern half of West Valley City and a few pockets outside the city.

“There’s nothing (in the way of restrictions) this year that we’re going to mandate. Come next year, it could be a Continued page 8

Granite District encourages public comment at board meetings with prior sign up

T

he proceedings of a May 4 Granite School District Board of Education meeting made local headlines when a group of attendees wanted to talk about the mask mandate. Board meetings are open to the public; the board asks that people who want to contribute sign up ahead of time.

The district’s website states: “[We] hold public meetings once or twice monthly to…conduct business. Citizens are welcome to speak in a Board of Education meeting by contacting the communications office at 385-646-4529 to register for a comment time.”

Ben Horsley, communications director for GSD, was at the meeting. He said tensions in the meeting escalated when people who hadn’t signed up wanted to speak.

Video footage of the meeting shows interruptions, shouting and a declaration that the elected board was dismissed and new board members were being appointed on the spot.

“When it became clear that the board was not going to be able to conduct its business, the meeting was adjourned.

[Thirty to 40 anti-mask] protesters remained…for a short time,” Horsley wrote in a social media post.

Horsley said the procedures in place for board meetings allow GSD to conduct necessary business while also hearing from members of the public. Adjourning meant the board did not get to discuss everything on the agenda.

“The board allows the first three patrons to sign up for non-agenda items at each general board meeting (monthly).

People can visit our website and fill out some contact information by noon the day of the meeting,” Horsley said.

GSD’s website, www.graniteschools.org/board, has information on current board members, agendas, yearly meeting schedules, how to sign up to comment and the minutes of previous meetings.

“Those who wish to sign up for a specific agenda item can sign up to speak to those items as well. The same process applies,” Horsley said.

Horsley said even during the tightest days of pandemic restrictions, the board wanted to include the public. The June 16, 2020 meeting was streamed live and a sign up for residents was offered. The minutes for that meeting state “Citizen Participation: None,” meaning no one signed up to comment.

This year, the Jan. 5 and March 2 meetings also had no citizen participation. The bulk of April meetings were devoted to new staffing appointments. The Feb. 2 meeting had one participant from Taylorsville High—a student named Caitlin Bone.

Bone followed the meeting protocols for non-agenda comments. She introduced ideas for how students could safely participate in school dances. Her comments were covered by several local news sources, and many schools have safely held proms and other activities this spring.

Horsley said the three slots for the May 4 meeting were full and “masks were not on the agenda. The three individuals who [commented on other non-agenda items] had signed up in advance of the meeting.”

Members of the public who participate in meetings can expect to be heard, but some things are out of the board’s jurisdiction. Horsley said the mask mandate was a statewide health order and not something the district had the authority to repeal.

As it turned out, those frustrated by the mask mandate needed only wait a few days. On May 13, Utah Gov. Spencer Cox issued a statement repealing the mandate for the last week of school.

“While masks are still recommended and individuals may still choose to wear a mask, they will not be required for the last week of the school year (starting June 1),” Horsley said.

All testing protocols for GSD also end on that date.

Masks will not be required for summer programs or the new school year in the fall, “unless a new statewide order is initiated.”

Board meetings continue over the summer and are scheduled for June 15, July 6 and Aug. 3. Agendas are available on the website. Anyone wishing to address the board for agenda or non-agenda items should register 24 hours in advance by calling 385-646-4529, or completing the “Comment Sign-up Form” on the website. l

GSD teachers awarded big check bonuses

tarting on April 22 at Olene Walker Elementary School and going to three other locations the following days, selected teachers were awarded a $5,000 bonus. The bonuses were possible because of passing HB 212 in the 2016 Legislative session.

The bill made available special $5,000 bonuses for teachers with high median growth percentiles (MGP) who teach in schools with high student poverty levels. These teachers are in the top 5% of Utah.

“The goal of the legislation is to reduce teacher turnover at high poverty schools and attract and retain teachers whose classroom instruction has proven to be effective in helping students grow academically,” according to a Granite School District (GSD) press release.

“This bonus program is a result of legislation sponsored by Rep. Mike Winder back in 2016 that provides a retention bonus for high-quality teachers that work in our most impoverished schools,” said Ben Horsley, director of communications and community outreach with GSD. Horsley pointed out that “Several years ago, Roosevelt Elementary (now Olene Walker Elementary) was the third worst-performing elementary school in the state with 100% teacher turnover in a short period of time. It was clear that we needed a larger incentive to encourage our best teachers to remain in our most needy schools. After several years of this bonus program in place, Olene Walker was recently recognized as having some of the highest student growth in the state and is now outperforming schools with higher socioeconomics with very minor teacher turnover.”

State funds provided about half of the bonus, with the GSD Board of Education ensuring the remaining amount coming from district funds.

Teachers Teachers at two schools located in South Salt Lake were honored.

At Olene Walker Elementary, five teachers were recognized.

They are Nada Carter,1.Kelly Lookinland, Christina Marshall, Lauren Peterson and Camerin Russell.

At Granite Park Junior High School, two teachers were honored—Ashley Cook and Kartia Nash-Handler. Nash-Handler teaches seventh- and eighth-grade math. Cook is on extended leave.

“This award is a result of how much my students apply themselves,” Nash-Handler said.

With every question, Nash-Handler never took credit and always gave her students credit.

“My goal is putting children first,” Nash-Handler said.

She grew up in an economically depressed area, and her teachers became a lifeline for her. Nash-Handler wants to make the same impact.

“I became an educator because I want to impact students like my teachers. I want to inspire them,” Nash-Handler said.

At the GPJHS faculty meeting where the bonuses were announced, Principal Christopher Griffiths said, “Everyone has a piece of this recognition because such success is a team effort.”

Teachers at Robert Frost Elementary and Monroe Elementary in West Valley City were also honored.

Because of COVID-19, the bonuses were based on 2019 data.

Horsley explained, “It’s a percentage of growth score which means that from year to year, the students these teachers teach, 70%-plus are having higher than average learning and growth.

The state uses data from the RISE test, and once the teacher has the high MGP (70 or higher), they then go work for at least a year in an eligible (high poverty) school, and after that year…they receive the bonus.”

For example, in 2017, Marcia Matthews taught at a non-poverty school, and 70% of her students scored higher than the average student. In 2018, the same thing happened. In 2019, Matthews moved to a designated poverty school and taught for an entire year. Matthews receives the bonus at the end of the school year. l

Following Constitutional requirements and procedures, and in collaboration on requested topics, Governor Cox proclaimed the session with a list of topics that called for urgent, necessary action, in line with criteria and heedful of the taxpayer dollars associated with special sessions. The day before the special session, in closed partisan meetings, a small group of right-wing legislators persuaded their leaders to call “extraordinary” sessions in both houses and address topics on which the governor realized much more deliberation is needed.

Unlike Utah’s special session process, various rules and procedures were suspended and only one political group directed and decided the steps and topics for the extraordinary sessions.

Instead of Utah representatives in agreement to present and debate two extremely controversial topics, one-fourth of Utah’s legislative body were strategically excluded until formal meetings began. In contradiction of transparency, language

of the bills was unavailable to Utahns, including legislators, until less than six hours before the first and only debate, interrupting the important work in the special session.

What Utahns witnessed and what must be very concerning to us all was usurpation of representation that belongs to all Utahns, particularly when we disagree. Utahns deserve and, as a legislator, I have the responsibility for opportunities to hear different views, to understand opposing points, to research and consult, and to participate in a fair process. What Utahns witnessed was a small, radical group, taking possession of power that belongs to the whole representative body and all the people it serves. What we witnessed and what I experienced as a legislator was a successful uprising against civics fundamentals that we count on to provide orderly, fair, and reasonable deliberation for lawmaking in our state.

whole other story,” Helm said. Limits on outdoor watering and other conservation measures could be implemented for 2022 if precipitation again falls short next winter and spring.

Kearns Improvement District provides water to 13,000 homes and businesses in southwestern West Valley City as well as Kearns and parts of Taylorsville and West Jordan. Like Granger-Hunter, KID also purchases most of its water from Jordan Valley. Less than 10% comes from groundwater.

“We’re not planning on any formal water restrictions at this point. There is enough water available to meet the needs of our area,” said general manager Pamela Gill.

In the Magna Water District, 85% of the water is pulled from the ground by district-owned wells. “It’s a much more reliable supply in terms of drought resilience,” said general manager Clint Dilley.

“The groundwater sources are the first to recharge (from snowmelt) before lakes and reservoirs. We don’t anticipate any mandatory restrictions on our groundwater supply this year.” The remainder of the water for MWD’s 9,000 connections comes from Jordan Valley.

For its part, Jordan Valley Water Conservancy says the water will flow as usual in 2021.

“Jordan Valley Water does not anticipate any water shortages or limitations to its ability to meet contract deliveries for this year. The key to our stability has been efforts over several years to become more prepared for the uncertainty of future weather and climate patterns, development trends and population growth,” general manager Bart Forsyth wrote in a letter to member agencies.

JVWCD public information manager Linda Townes cautioned that there are no guarantees beyond 2021. “We are subject to the whims of Mother Nature and have no idea what the snowpack will be next year, so it’s always prudent to use less this year so there’s more available next year.”

Helms, Gill, and Dilley say consumers are generally using less water these days.

“Within our boundaries of Granger-Hunter, we have seen a reduction in the last 15 or 20 years,” Helms said, crediting more efficient sprinkler systems, faucets, shower heads, toilets and leak repairs. He and his fellow water managers say ongoing conservation education campaigns have also contributed to slowing the flow. Customers who use excessive water will pay the price through each district’s tiered rate structure which boosts rates exponentially with increased consumption.

Granite District gets new superintendent

O

n April 26, Karyn Winder, president of the Granite Board of Education, introduced Richard Nye as the new Granite School District (GSD) Superintendent.

Martin Bates, who served as superintendent for more than a decade, announced his retirement in January. Nye will assume his new role on July 1.

“Upon the announcement of Dr. Martin Bates’ retirement, we as the Board of Education asked our students, staff and parents what leadership qualities they would like to see in the incoming superintendent,” Winder said. “Dr. Nye embodies those qualities, and we look forward to welcoming him to Granite School District.”

Currently, Nye is the Ogden School District Superintendent. He has served in that position since 2017.

Background Nye started his educator career as a science teacher at Rocky Mountain Junior High in the Weber School District in 2001.

He moved into administration in 2001 in the Peoria Unified School District in Arizona. Nye returned to Utah in 2005, working at the Utah State University and the Utah State Board of Education. He joined the Ogden School District Executive Team in 2012.

Nye graduated with a bachelor’s in history with a minor in zoology from Weber State University in 2000. He earned two master’s in education from Arizona State University in education administration and

He earned a Ph.D. in curriculum and instruction from Utah State University in 2011. He continued his education with a fellowship from The Board Academy and a Certificate in Education Finance from Georgetown University in 2020.

Nye addressed the following issues: GSD geographical diversity, racial diversity and economic diversity “Personalized education opportunities are not a one size fits all endeavor,” Nye said. “As we think of the different school and the communities they reside in, we ask are they tailored to the specific and unique opportunities of that area and address those specific needs of the area, and then education becomes a fixture in the community and provides pathways for the students to be successful regardless of where they might live.”

Fundamental education changes because of COVID-19 “Going back to the concept of personalized learning allowing students and their families to customize what that educational experience is even more. For some students, a classroom setting works best. For others, a different model. What COVID has done for education has provided schools and school systems with an opportunity to think about how they personalized education for the students and their families.”

He also said, “It is said that necessity is the mother of invention. I would say COVID has made necessity the mother of acceleration as education moves more into the digital age.”

Educational philosophy “I know that all children can succeed.

There is not a child anywhere that doesn’t have the ability with the right support within a system that meets their needs who can’t achieve at high levels.”

He continued, “When I think of educational philosophy, I think of three parts.

First, academically. What does the child need to learn, and what opportunities are available for them to personalize their experience? Secondly is social and emotional learning. As we think about what does it mean for a child to be emotionally self-regulated and (have) self-efficacy. To be able to thrive on a social-emotional level. The third is talent development of teachers and staff, meaning we cannot meet the needs of students without giving the resources and support to those who have stewardship of meeting the needs of students.”

Message to teachers and staff “I am so grateful for who they are and how they bring their best self to work every day. They do it because they love children.

My message to educators is one of appreciation, knowing what it means to show up in the classroom and build relationships with students and colleagues. As far as our educators go, the teachers are the heart and soul of education. School counselors encourage 1, 2, 4, or more years of college

I

n recent years, fewer high school graduates have attended college, but high school counselors say there are still great opportunities outside of a four-year institution.

Recent numbers published by Education Week found a 6.8 % drop in Fall 2020 college enrollments from the previous years. This significant jump is most likely a result of the pandemic. Many high school students have found it hard to keep up with coursework with online learning and other changes to their education.

Family job losses and financial struggles have put additional roadblocks between students and college.

However, the decline in college enrollments is not a new trend. According to the National Student Clearinghouse, the rate of students enrolling in college has been slowly declining over the last decade.

There are several reasons students may be opting out of attending a traditional fouryear institute. Many can't afford it and are discouraged by the prospect of student loan debt.

Others don't see formal schooling as a good fit.

High school counselors are well aware of these challenges and hope to help students find a suitable path.

"Not everyone is cut out for the traditional four-year college experience, and there is no need for them to pursue that. There are plenty of great jobs available for students in skilled labor, IT, composites, etc. The rise of college tuition is

getting out of hand, and students and parents see this," Nathan Brannon, a counselor at Olympus High School, told the City Journals.

With that in mind, Brannon and other counselors throughout the Granite School District have been working to implement individualized career plans for each student. While many students may not be interested in a traditional college, that doesn't mean the counselors can't help them find a program that will suit their strengths and goals.

Brian Barnum, a counselor at Kearns High, explained why there's been a state initiative to view any post-secondary education as an equally viable option, whether it's a one, two, or four-year program.

"Recently, in the state of Utah, there has really been a huge push for students to see college as one, two, four, or more. With that, as counselors, we have had a bigger push for students to get any post-secondary education that may benefit their future career goals rather than continuously pushing all students to go to a fouryear school," Barnum said. Proposed senior housing development draws neighborhood opposition

he West Valley City Planning and Zoning Commission has approved a change of zoning for a plot of land in the northwestern corner of the city that could pave the way for the construction of a proposed high-density senior housing development.

By a 5-2 vote, the commission in May approved rezoning 6.72 acres of vacant property at 7147 W. Parkway Blvd. from agricultural to “multiple-unit dwelling residential.” Some residents of nearby single-family homes opposed the change, saying the area is not suited for the additional people, traffic, and parking needs the development could bring.

Randy Moore, owner of Sandy-based Moore Homes, is seeking to build 43 single-level condominiums, to be named Parkway Villas, for purchase by people 55 and older. He said prices would start at $500,000. Nearly 6.5 units of one to three bedrooms each would be constructed on each acre of what is now a site of dirt and weeds that was once planned to be the location of a future meetinghouse of The Church of Jesus Christ of Latter-day Saints. The proposal also includes a pavilion and gazebo, pickleball court, 11 visitor parking spaces, and would be maintained by a homeowners association. “The development, I believe, would have a very low impact on existing homes,” Moore said. “These types of communities, 55 and older, generate much lower car trips and traffic.”

Robert Goodick, who lives on Antelope Road on the south side of the proposed project, said it’s out of place among the current single-family homes on larger lots. “I just think it’s way too dense. I feel it would encroach on the space that we would have as single-family residents in this area.”

concurred, pointing to several existing senior housing developments nearby, including the recently built 81-unit Bingham Point a block south. “I would ask for this to be turned down so that we can have single-family homes in this area.”

Moore said traffic concerns would be mitigated by having just one entrance to the development from Parkway Boulevard rather than residential Antelope Road or busy 7200 West.

“We feel this would be a great addition to the neighborhood and West Valley City,” Moore said.

“I just don’t think it’s what we need at this intersection at this point in time,” Goodick countered.

Planning commissioners Martell Winters and Matthew Lovato downplayed concerns about traffic congestion with the new development. Cindy Wood sided with neighbors. “I feel like there’s a great need in our city for single-family homes.

Opponents will have another chance to nix the project when the zone change goes to the city council for a final decision at an upcoming meeting. l

USANA roars to life with Jurassic Quest

By Darrell Kirby | d.kirby@mycityjournals.com After months of silence because of the pandemic, the parking lot of USANA Amphitheatre in West Valley City roared back to life in late April and early May with Jurassic Quest, a national touring drive-thru exhibit of lifelike dinosaurs. Adults and kids wound their way through 70 prehistoric creatures that moved and made sounds like the real things that wandered the earth long ago. The exhibit marks the return of events, mainly concerts, to USANA this summer, many of which were rescheduled from last year.

etcalf is a household name amongst Utah hockey fans. Garrett Metcalf has made the Utah Grizzlies his first stop in what he hopes is a long professional career.

“I was like two or three when I started skating,” Metcalf said. “Then I think my first organized games came when I was five or six. I started playing in the Salt Lake County lightning program until I was about 14 years old.”

His father Steve played on the Highland High School team and by his own admission was not very good so he turned his love of the game into more than 25 years of hockey refereeing. Many remember him as someone who gave his all to hockey.

“Steve trained me as an official,” current ECHL linesman Jim Mckenna said. “He was the top guy in the IHL (International Hockey League). I asked him for pointers and he was always willing to give, anything he did, he did with a love for hockey. He was willing to give back.”

Metcalf recalled memories of his dad refereeing.

“My brother and I grew up going to the games with our dad and I spent many years at the Maverik Center. It has now come full circle and for me to play my first year of pro hockey there is pretty special,” Metcalf said.

His hockey career started at home, on the driveway. “We had a net and my brother

started taping pillows to my legs and gave me a helmet and glove. He told me to stand in front of the net,” he said. “One time in Phoenix I ran across some equipment in a store. I begged my dad to buy them. I knew he would not pay full price, but it was on clearance. I told him they were on sale. He called my mom and they knew that I was never going back.”

He has logged lots of years on the ice to get to this point in his career.

“I spent a lot of summers early at the rink. My dad and I would get out to the oval (Kearns Olympic Oval). I would be on the ice at 4:45 in the morning before school. I did that multiple times a month. I had the support of my parents to get me there and they took me all across the country. I have been very blessed,” Metcalf said.

Metcalf was drafted by the National Hockey Leagues Anaheim Ducks in the sixth round of the 2015 amateur draft.

“It was a special moment to be drafted.

It is something I will cherish the rest of my life,” Metcalf said.

His player rights are still owned by the Ducks. He is under a professional tryout contract. Those contracts are short-term deals that generally only pay per diem. After his draft rights expire in August he can actively pursue a player contract and may end up in the American Hockey League or East Coast Hockey League.

He has enjoyed his time with the Grizzlies.

“It is very special to be at home. I moved away from home when I was 15 and have not spent more than five days at home since then, but we are cherishing this time we all have together. I have stayed in touch with friends. It has been cool to have all of the support. At games I see familiar faces in the crowd,” Metcalf said.

As a goalie he is competing for playing time with contracted players already on big league clubs.

In his first two games with the Grizzlies he went 2-0, saved 94% of the shots against him and had a sparkling 1.5 goals against average.

He has learned new things playing professional hockey and playing with the Grizzlies has been difficult at times.

“We have struggled to score goals, but the guys have worked hard. For my first taste of pro hockey I have seen some success from my work habits and playing with an unbelievable group that has been nothing but supportive,” he said.

The Grizzlies are scheduled to close the regular season June 5-7. At press time they stand in fourth place and could be in the ECHL playoffs. l

Salt Lake County marks 75 years of Parks and Recreation with tree planting

eighbors, elected officials, and community members joined together on a sunny day to kickoff a summer-long celebration at Evergreen Park May 14. Mayor of Salt Lake County, Jenny Wilson recognized Salt Lake County Parks and Recreation’s 75th birthday. Evergreen Park was chosen because it was the first in what is now over 100 park spaces across the valley managed

by Salt Lake County Parks and Recreation. The acquisition of Evergreen Park 75 years ago on May 11, 1946 launched what has now grown into one of the largest parks, trails, recreation, and open space management organizations in the region. Evergreen Park, located at 2230 E. 3425 South, is a beloved jewel of the community that had many members in attendance reminiscing about their childhoods.

Wilson had fond memories of playing at Evergreen Park. She said, “I think the 75-year history of Parks and Recreation is to be noted. I have a particular love of this park because I remembered it from my childhood. I mentioned the pumpkin Cinderella-esque playground round item, and I remember when we came in here to update the park with the building of the community rec center, there was a lot of love for this park but also for that sculpture.”

Jeff Silvestrini, mayor of Millcreek, said, “The pumpkin is really beautiful, and it has a lot of memories for people that grew up in this park like Mayor Wilson, and for our kids who still play on it.”

the collaboration between Ivory Homes, Tree Utah, Salt Lake County Park and Recreation, and the county started in fall 2020 after a major windstorm. May said, “Ivory homes, to help the community address the loss of numerous trees, the replanting efforts began. We also actually planted a bunch of trees with the Jordan River Commission in Millcreek on the Jordan River this spring with students from major high schools as well.”

Silvestrini added, “I just think that this is a terrific public-private partnership that we have great private sponsors with Ivory and others and Tree Utah and the county. It’s really nice to see us working together on something that’s worthwhile that not only beautifies this park and replaces some of the trees that were taken by the…storm, but it helps with air quality, it helps with keeping our environment cooler, it helps with climate, it’s really important work.”

May said, “I was doing a walk-thru last week and noticed there wasn’t a single evergreen in Evergreen Park, and I wanted to make sure we planted evergreens.” Silvestrini added, “It’s Evergreen Avenue, that’s where it got its name from.” Wilson said, “This is a great small park, and one of the jewels in the county park system. It’s just great to be here on the 75th anniversary in a great community, in a park that’s quite loved.”

City prepping for future with electric vehicle purchase

est Valley City is feeling electric. A little bit at least.

The City Council unanimously approved the purchase of a Tesla SUV in May as city officials aim to prepare for the future of automotive technology.

With major auto companies like Ford unveiling its electric pickup truck, F-150 Lightning, on May 19 and General Motors plan to exclusively offer electric vehicles by 2035, City Manager Wayne Pyle told the council they feel it a good idea to familiarize themselves with the cars and the process of acquiring those cars.

It doesn’t mean the city will acquire a fleet of electric vehicles in the next year, “but in the next 10 years we probably will,” Pyle told the council.

Officials want to find out what would be the car’s best use, maintenance challenges, how the motors are set up, the longevity on the car batteries, and begin forming relationships with manufacturers. Purchasing the Tesla allows them to gather that necessary data. And for those purposes, Tesla was the only service with a vehicle to test for that right now.

“We’re ready to give this a try,” Pyle said.

While the Ford truck begins to roll out, the same goes for the planned Rivian pickup truck, a new American startup brand. The city put down a $1,000 deposit the Rivian R1T, but it won’t be available until next year.

Councilman Steve Buhler expressed initial concern in a study meeting prior to the vote that the data gathered from Tesla might not translate to actual fleet purchases in the future if they end up buying Fords instead.

Pyle said they’d like to gather information from any

manufacturer on the general set up of these vehicles, adding this doesn’t mean they’ll buy a Tesla fleet over the next 10 years, but there is “knowledge to be gained” working with these cars and people. Officials reached out to both Ford and GM, but won’t have vehicles ready for them this year.

Eric Madsen, the city’s fleet manager felt like the Tesla is “the way to go.”

“It’s got a proven track record, I think it’ll be a good one to get our feet wet with,” he said.

Buhler was happy with the approach of testing one rather than an entire fleet.

Officials plan to shift the car around to different departments to find out where it fits best, collecting data in a variety of ways. The modely Y compact SUV they are purchasing should go 326 miles between charges, according to Madsen.

“The possibilities are endless,” Madsen said.

One resident, Jim Vesock, told the council prior to its vote they should wait to see what other, perhaps less expensive, companies come out with in the near future rather than approve what he felt would be a “toy” for the city.

But the council felt comfortable in the decision. Councilwoman Karen Lang said she liked there would be no gas or oil changes needed in addition to the 10-year warranty on batteries. If there’s a problem, Tesla will come to the facility to check out the car.

“There’s so many pluses with this,” she said, also asking for an annual report on the savings this provides. She did request to not have the self-driving package as part of

the car.

Mayor Ron Bigelow said there is “symbolism” in this decision as well as the city makes efforts to be more environmentally friendly.

The future of electric vehicles could arrive soon with the Biden Administration aiming to implement 500,000 charging stations by 2030. Driving education website Zutobi recently ranked Utah as the third most equipped state for electric vehicles with 67 charging points per 100,000 vehicles behind California and Vermont. l

he Ridge Golf Course is earning a reputation as a great place to play. The girls state tournament was held this year at the facility.

They hosted the 5A tournament in 2019 and the 6A girls this season.

“We have done such a good job they asked if we could do it again,” Ridge Tournament Director Brandon Ren said. “It has been great. We have always been a player development type course. We are a big proponent of development and girls' golf.”

In 2019, Timpview High School won the 5A Utah High School Activities Association’s girls state title. Jamie Connell from Corner Canyon was the individual medalist. In 2020, the season was, of course, canceled, but they chose to return again this year.

It has served as the host course for Hunter, Kearns and Copper Hills high school teams for several years.

Hosting a big tournament at the facility is not a difficult task.

“We have been very efficient. In a nonCovid year we will have 60 to 100 tournaments. Our staff is pretty dialed in and they are well trained,” Ren said. “We hold fundraiser style tournaments and many customer appreciation get-togethers.”

The 18-hole course averages about 6,700 yards from the longest tees and 3,400 from the shortest. It offers five choices of tee box locations. It was designed to accommodate a beginner and expert golfer.

“That is a big part of the appeal of this course,” Ren said.

The second hole is considered the most difficult. It is a 446-yard par 4 that has two strategically placed sand traps. The easiest hole can be No. 14. It is a reachable 414 yards.

“The course can be difficult, but still is accessible for a beginner,” Ren said.

The 6A girls found the course to be challenging.

Davis High School trailed Lone Peak by four strokes headed into the final day of competition. They made up the deficit on the final four holes. Corner Canyon finished second and Lone Peak third after a sudden death playoff.

Herriman junior Millie Terrion shot a combined two-day total of 144 to take home first place individual medalist honors. She had the only score in the tournament not over par.

Herriman finished fourth overall as a team.

Hunter High’s team finished 15th overall and Brenda Castillo was 24th. Cyprus’ Madalin Chandra missed the cut after the first day by one stroke.

The Gene Bates Design Group designed the course that was rebuilt in 2012 after the Mountain View Corridor was built to its west.

The designers wanted to truly cater to golfers of all abilities. They have also designed Old Mill, Riverbend and Soldier Hollow courses in the state.

The Hunter girls team has never advanced to the second day of the tournament.

They thought it was a possibility playing on their home course this season.

“I thought we really had a chance,” Wolverine's head coach Devon Cooper said.

Despite the state tournament loss, the Wolverines still smashed school records and won their third straight region title. Cooper attributes their success to the help of the staff at The Ridge. They donated golf balls and practice time to invest in the team.

“She has built a good program,” Ren said. “We love to work with her.”

Cooper developed a program two years ago to invite 23 girls to the team. Many were beginners, but her thought was introducing several to the game to develop interest in the sport. Her team has exploded and they have won three straight region titles. l

Cheerleading teaches determination to Hunter youth

ive me a “T” for teamwork! Give me a “D” for determination! Give me another “D” for dedication!

That could be the rallying cheer for Hunter Youth Cheer, a program where boys and girls learn teamwork through determination and dedication.

“I learned hard work and built some great friendships,” said former high school cheerleader Shauna Young.

“I was between eight and 10 years old when I started cheerleading,” former Hunter High cheerleader Caitlyn Seely said. “I did a class at a studio and learned some tumbling. When I got to junior high I did some competitive cheer and dance.”

Seely has helped establish Hunter Youth Cheer, an organization that is part of The Great Salt Lake Spirit Association. They are a sister group to Ute Conference football for cheerleading.

Competitive cheer incorporates stunts and cheering ability, winners of local events can travel across the country. Hunter has competed at Disneyland for national titles.

Hunter Youth Cheer accepts boys and girls ages 5-15. All abilities and skill levels are welcome.

“We start from the basics teaching them angles, some tumbling, stunts and cheers. We learn a routine and at the end of our season we have a competition against the other teams in the conference,” Seely said.

Cheerleading originated in the United States and now has an estimated 3.8 million participants. In 1997,

interest exploded when ESPN broadcast the first national cheerleading competition. Since then popular movies like “Bring It On” have only escalated its support.

The Utah Cheer Team Coaches Association (UCTCA) has made a push recently to have cheerleading become a sanctioned sport by the Utah High School Activities Association.

The youth program is the beginning step in helping it grow as a sport.

“Last season, we had four girls on the team and we took second place. So far this year we have 21 signed up and the conference is growing,” Seely said. “No skills are needed, we love beginners.”

Cheerleading is more than just standing on the sidelines.

“We represent West Valley and Hunter High School.

It is important that cheerleaders be respectful and supportive, but most of all have fun,” Seely said.

This is the second year for Hunter Youth Cheer.

Last season, because of COVID restrictions, they were not allowed to cheer at the Little League football games.

This season will be different.

The cost covers uniforms, practice fees and competitions. Initially it will be three days a week.

“Last year was weird, we could not cheer at games.

Our parents still loved it, they supported us and stayed for practice. We had a showcase and the Hunter cheerleaders came and performed. They showed off all the stuff they have learned,” Seely said.

Hunter Youth Cheer has grown from four girls to over 20 this season.

Becoming a cheerleader takes an enormous amount of time.

“I learned teamwork and respect for my teammates.

My team last year was so good. I learned how important it is to be on time and be responsible to my friends,” Seely said.

Utah Employment Exceeds Pre-Pandemic Levels

Utah’s unemployment rate in April was 2.8%, down from 2.9% in March and nearly as low as it was before the pandemic.

Utah is now tied with South Dakota and Nebraska for the lowest unemployment in the nation.

Utah also has the second-highest job growth in the nation, ticking up 2.5% in the last 24 months. This is just behind Idaho’s job growth of 3.9% in the same time period. In fact, Utah and Idaho are the only two states that have added jobs in the last two years. Utah added 35,600 jobs over the past two years, with professional and business services (+15,700) leading the growth. Other sectors that saw notable gains were construction (+11,900); trade, transportation and utilities (+9,800); financial activities (+8,800); and manufacturing (+6,900).

Economist However, the government (-10,500); leisure and hospitality (-7,600); and natural resources (-1,400) sectors have all lost jobs in the past 24 months.

While the strong job market and low unemployment are very positive for Utah, our state is once again struggling with a labor shortage. Simply put, there are not enough people in the Utah labor force to meet demand for workers. If this continues for too long, it could constrain potential economic growth, especially for smaller companies that must compete with larger employers for these workers.

There is great satisfaction in successfully providing for oneself and one’s family, but when someone falls upon hard times, shortterm government assistance can be helpful to get residents back on their feet. We must recognize, however, that government assistance shouldn’t be relied upon forever, and that helping people find jobs and contribute to their community is vital for them and the rest of us. We need the expertise and skills that our Salt Lake County residents have to offer.

In the midst of the pandemic, when joblessness was on the rise, the federal government took measures to subsidize state unemployment payments across the nation. This was intended to keep jobless individuals and families afloat during a time of economic uncertainty. While some states are still struggling, Utah is performing exceptionally well.

Our unemployment rates are among the lowest in the nation, and we are one of two states that actually had a net gain in jobs in 2020.

In fact, many businesses are struggling to find employees to fill their open positions as they reopen and strive to return to pre-pandemic levels of business. I don’t think I’ve ever seen so many “Help Wanted” signs and advertisements before.

Because of the economic trajectory of

our state, Governor Spencer Cox recently discontinued Utah’s participation in those earlier mentioned federal unemployment subsidies. This was done, in part, to combat what are called “perverse incentives,” meaning incentives that attempt to solve a problem but actually prolong or worsen the problems they are meant to solve. In this case, federal unemployment subsidies were intended to help those who could not find employment, but by continuing these benefits in good economic times, we would be disincentivizing those who are unemployed from finding gainful employment in a strong job market. We want government to avoid perverse incentives, and instead encourage people to find a long-term path to success.

There are certainly extenuating circumstances that make it difficult for people to work, but for those who can work, please know that there are plenty of people hiring and you are most certainly wanted! If you are looking for a job, I encourage you to check out any number of job posting websites. You can visit the state’s employment website at jobs.utah.gov and see if there’s a good fit for you. Our workforce is better with you in it.

Before COVID, when the hubbie and I used to travel, I’d book us in places that provided breakfast, because I love me a good breakfast buffet.

At one hotel, the breakfast bar offered freshly squeezed grapefruit juice and I couldn’t resist. I don’t usually drink fruit juice because it has so much sugar, which is hilarious because I have no problem downing an entire box of Milk Duds.

Anyway. I poured myself a cup of beautiful, pink grapefruit juice and was walking back to our table when a herd of unruly children came dashing around the corner and crashed into me, spilling grapefruit juice all over my shirt and the floor.

I stood there dripping and waiting for an apology that never came. The monsters ran past me to fill their plates with bacon. I eyed them scornfully, poured more juice and put on my Hat of Judgement.

What kind of mother lets her kids douse perfect strangers with grapefruit juice? What heathen had failed to teach these kids manners?

I got back to my table and told my husband to move so I could take his seat because he had a better view of the dining room. I needed to see the parents of these miscreants and judge them accordingly.

Instead of shutting up, my brain brought up a memory of my daughters. We were at an all-you-can-eat-buffet and the girls were not sitting like civilized humans. They were fighting, dropping food all over the floor, running back for seconds and thirds, and taking every single brownie from the dessert bar.

They were animals. And I just sat there, so happy for the break from making dinner.

I’d been that mom I was judging. My daughters had often run amok. If I’d had a cell phone when my kids were little, I would have been on that phone all the damn time. I slowly removed my Hat of Judgement and reevaluated the current situation.

I turned to my husband and said, “It’s just juice. They’re just kids. She’s just a mom.”

He didn’t know what I was talking about, but he chewed his bacon, nodded, and said, “That’s good.”

Suddenly, I was teary-eyed and felt a camaraderie with this mother. She was in the trenches, doing her very best. Aren’t we all?

The more I practice dropping judgement, the easier my life is. It’s exhausting calling out everyone’s behavior. There are better ways to spend my time, like drinking fresh grapefruit juice and remembering when my kids were wild animals.

ith another winter of below-normal snowfall, Gov. Spencer Cox declared a state of emergency in March as 90% of Utah fell into “extreme drought” conditions.

The governor urged Utahns to conserve water as summer approaches.

Closer to home, the call to save water is just as urgent, but the picture is not as dire among the three agencies that provide the resource to residents and businesses in West Valley City.

The general managers of Granger-Hunter Improvement District, Kearns Improvement District, and Magna Water District say that there will be enough water to fulfill the needs of their customers this summer with no anticipated voluntary or mandatory restrictions on usage.

Jason Helm, who heads GHID, said that Jordan Valley Water Conservancy District, the wholesale supplier from which his district buys 75% of its water, has indicated that there will be enough to go around this summer. “They’re

not anticipating any shortages this year,” he said, citing the amount of water currently in reservoirs that feed JVWCD and ultimately GHID. The remaining 25% of GHID water is drawn from wells.

GHID serves 12,000 customers in the eastern half of West Valley City and a few pockets outside the city.
