FREE VETERAN TAYLORSVILLE PLANNING COMMISSION MEMBER BARBIERI JOINS CITY COUNCIL

T

he longest-tenured person to ever serve on the Taylorsville Planning Commission has abruptly resigned her post of more than 10 ½ years but only because the city needs her expertise elsewhere.

Anna Barbieri was elected unanimously by the four remaining Taylorsville City Council members to fill the Council District 3 seat, vacated when Brad Christopherson resigned his post after moving out of the city.

Barbieri was elected in a special city council session Sept. 30, defeating three other candidates: F. Troy Buchanan, Bradley Manuel and Dan Tibbitts.

In addition to her time on the planning commission, which began in March 2010, Barbieri also serves on the city’s Economic Development Committee. She’s also volunteered time at Taylorsville Dayzz information booths. Barbieri also played a key role in 2018 in getting Salt Lake Valley food trucks to include the city on their summer circuit.

“When this [city council] opening became available, it was not on my radar,” Barbieri told the other council members on the night of her election. “But I got to thinking, there is not one person at Taylorsville City that I would not enjoy working with, and that’s pretty rare. So, I decided to apply.”

Barbieri graduated from Midvale’s Hillcrest High School in 1981 and from Utah State University four years later with a degree in English and secondary education.

She’s lived in her Taylorsville home since 1998. Barbieri is married with two daughters, one living in Virginia and the other in Provo, where she is a BYU student.

Continued from front page In 1993, Barbieri and her sister launched White Elegance, a clothing manufacturer specializing primarily in dresses for members of the Church of Jesus Christ of Latter-day Saints to wear while performing temple activities. The company also markets white clothing to Masons, choir groups and other organizations.

Since the coronavirus pandemic hit, Barbieri says White Elegance sales are off 60% to 70%. However, in that time the company has produced thousands of medical gowns, masks and caps. White Elegance employs 24 people at four Utah locations and also contracts out manufacturing work with a Texas company.

“White Elegance has been a challenge and a joy for 28 years,” Barbieri told city council members. “It has given me a great grounding in [small business ownership and operations] information I can bring to the city council.”

Once she officially decided to throw her hat into the ring for the city council post, Barbieri did her due diligence.

“I spoke with [Economic and Community Development Director] Wayne Harper, [Mayor] Kristie [Overson], the chief financial officer, [Scott Harrington] and others,” she said. “I asked them questions about how the city government runs—what is difficult, what is interesting, what are the dynamics between the administration and the city council. I am not a lover of conflict, so I wanted to hear their opinions about how things operate.”

Prior to the Sept. 30 vote by city council members, Barbieri and the other three applicants were asked a series of questions.

Among her answers, Barbieri said: • “Safety and infrastructure will be priorities for me. With the new police department being created, that will be important.”

• “I want to see more potential business sites developed along Redwood Road.”

• “Our city park on Redwood Road [and4700 South] needs some help, and I would like to see commercial development west of the park.”

• “I would like to see more [pedestrian] connectivity in the city so kids can walk to school easier and residents can get around better.”

• “I would like to see more ethnicity in community events to allow diverse groups to get to know one another.”

Barbieri’s election places a second female on the city council for the first time since Kristie Overson left the governing body—after her election as city mayor—in January 2018. The council vote also instantly created a gaping hole on the eight-member city planning commission.

Chairman Marc McElreath said. “It’s a big loss for the planning commission, but Anna will still be around, and we can draw on her knowledge. She’s now just one level higher [than the planning commission]. At the end of the day, it is great for the city.”

The Taylorsville Planning Commission has representatives from each of the city’s five city council districts, along with two at-large members and one alternate. Alternate Don Russell is now filling Barbieri’s position until an official replacement is appointed by the city council.

Lynette Wendel is another member of the planning commission who will miss Barbieri’s expertise .

“Anna Barbieri will be a great asset on our city council,” Wendel said in an email.

“As a dedicated volunteer on our Economic Development Committee, and as our tenured planning commissioner, she has both the commitment and knowledge to make great things happen for our city. Anna’s strength is her ability to look at all aspects of a project and make sensible decisions.

I’m very grateful for her contributions.”

Perhaps Barbieri’s most high-profile accomplishment as an Economic Development Committee member came in the spring of 2018, when a chance meeting with a young entrepreneur put Taylorsville on the map for the Salt Lake Valley’s Food Truck League.

“I attended an economic development luncheon sponsored by Bank of Utah and went looking for people to network with,” Barbieri said at the time. “I just randomly sat by a stranger for lunch. He turned out to be Taylor Harris, who owns and operates the Food Truck League.”

“It was purely a coincidence, Anna joining me at the luncheon,” Harris added.

“I told her about how our food trucks go to many different locations along the Wasatch Front—as a group, normally once a week— allowing families to come out to dine with everyone getting to choose what they want.

It’s kind of a shopping mall food court, outdoors. She seemed to like the idea, and the next thing I knew we were adding weekly league stops in Taylorsville. The city had been looking at this idea for a while but had never really gotten too far along with it. But Taylor explained how it could be done with very little cost or risk to the city.”

The food trucks were a weekly Saturday night staple outside city hall in the summer of 2018. Construction of the Mid-Valley Performing Arts Center limited their visits in 2019, while COVID-19 completely eliminated them this year. But the trucks are expected to return as a regular summer fixture next year.

“I want to be proactive [as a city council member],” Barbieri said. “I don’t want to wait for things to happen to the city. I want to help make good things happen.” l

Taylorsville employee Jean Gallegos has spent 24 years in the same job, since a month after the city’s incorporation

aylorsville City Community Development Administrative Assistant Jean Gallegos is not a big fan of change—at least not when it comes to where she lives or works.

“I’ve lived in the same home—just over the Taylorsville border, in Murray—since age 9,” she said. “I share the house with my two sons, while my daughter lives in South Jordan. I also have four grandkids and 10 great grandkids.”

While most people ease into retirement long before age 80, Gallegos became an octogenarian last July and the following month celebrated her 24th anniversary working for the city.

“I have no thoughts of retiring,” Gallegos said. “I am a firm believer, you work until you can’t.”

Now here’s the real kicker: Gallegos would have to work for Taylorsville 11 more years for this to become the job she has held the longest.

“I began working at Hill Air Force Base right out of high school and was there for 35 years to 1993,” she said. “I worked in their criminal investigation department, which looked into mostly minor, on-base crimes.”

Gallegos did not attend college but qualified for the HAFB position after passing a civil service exam, shortly before graduating from Granite High School in 1958. She was tested on typing, shorthand and general knowledge.

“Everyone who took the typing and shorthand class in high school had to take the civil service exam,” she said. “I know they now call typing ‘keyboarding,’ and there probably aren’t many people left who even

know what shorthand is. But I used it a lot on the job.”

Gallegos said she loved her civilian position at the base and only left because they offered a strong financial bonus for people to retire.

A couple of months later, in August 1993, Jean went to work in the Salt Lake County Planning & Zoning Department.

But she ended up being employed there only three years.

“I had worked with Glenn Graham at the county before he was hired as Taylorsville City’s first community development director,” Gallegos said. “He encouraged me to apply with the city. The pay was about the same. But back then, with so many cities incorporating in the valley, there was a rumor going around, there might not be as many county government jobs in the years ahead.

So, it seemed like a good time to make a change.”

Nearly a quarter-century later, city current Economic and Community Development Director Wayne Harper is glad she did.

“Jean is our institutional memory and the one person who can find anything around here,” Harper said. “When we have a question, Jean is also the one who points us to the right answer.”

In her entire 24-plus years with Taylorsville City, Gallegos has only ever held one position. As a part of her administrative assistant duties, Jean also creates agendas and takes minutes for the Taylorsville Planning Commission, where Anna Barbieri served for more than 10 years, before her recent selection to fill a vacant post on the city council.

“I love Jean, and am sorry I do not get to

work with her anymore,” Barbieri said. “She takes notes like nobody else. She’s accurate, polite, pleasant, happy. Jean is awesome.”

You can add “dependable” to that list of superlatives, as well. Just a couple of years after taking her job, Gallegos broke her hand and was out of work “three or four weeks.”

Since then, she has never missed clocking in for Taylorsville City more than one week at a time, for a few vacations.

Thanksgiving culinary traditions and adaptions in 2020

T

raditions of Thanksgiving, in terms of celebrations and foods served, has usually varied across cultures and regions in the U.S., and includes modern twists and trends. Utah is known for some unique holiday dishes that are both embraced as favorites and rejected by locals and newcomers alike with an either “love them or hate them” mentality.

Levi Meyers, originally from Salt Lake and now living in Kanab, said he remembers two staple dishes at the Thanksgiving table when he was growing up — funeral potatoes and cottage cheese Jell-O, but he has not elected to continue the tradition of serving or eating either as an adult. His partner, Christelle DelPrete, also of Kanab and originally from Rhode Island, said that they don’t “really celebrate Thanksgiving,” but if invited to a Thanksgiving meal she brings her own contribution. “As a vegan, I try to find a vegan pumpkin pie recipe online. Vegan crust is tough. I've yet to make one I'd recommend, but the filling is generally easy and tasty,” she said.

Funeral potatoes generally consist of grated potatoes, sour cream, cheddar cheese, butter, cream of chicken soup and frosted flakes. They are so much of a staple of culture here that according to a Thanksgiving Utah.com article some local restaurants have adapted their own “foodie” versions. The name seems to derive from what one would expect, the dish being served at funerals and sent to grieving families, particularly within The Church of Jesus Christ of Latter-day Saints community. Cottage cheese Jell-O recipes vary, but most consist of lime Jell-O, cottage cheese, Miracle Whip, pineapple and pecans, while other fruits and nuts may be substituted or added. Starr Wahlen of Cottonwood Heights, originally from New York State, said she makes cottage cheese Jell-O “sometimes,” but prefers another local favor-

ite, sweet potato and marshmallow casserole, “but without the marshmallows.”

Another local and distinctive Thanksgiving and winter holiday beverage is root beer and eggnog, which is somewhat comparable to a root beer float, but with a nutmeg flavor and overall spicier taste. Several recipes can be found online on sites like allrecipes.com

Of course, Thanksgiving isn’t all about the food and drinks and is known for a time to gather together. Dixie-Jo Loveless of Eden said one tradition they have tried to uphold every year is “inviting those who have no one near.”

tions, and group gatherings limited in numbers, there certainly will be more Zoom and FaceTime Thanksgiving celebrations this year, but overall we all hopefully can find reasons to celebrate and be grateful. Sales tax numbers show large, sustained COVID-19 boost for most cities

mall glimmers 0of kindness illuminate dark times.

Around the United States, zoos offer free viewing from their animal cams, celebrities read children’s stories for a cause, and children’s book authors offer drawing lessons for house-bound families.

Closer to home, generosity gets personal.

With locations in Sugar House, South Jordan and Taylorsville, Schmidt’s Pastry Cottage began offering free loaves of bread after Gov. Gary Herbert quarantined the state. Since then they have baked and donated 90,000 loaves.

Owner Steve Borg said, “It’s been a lot of work but it’s opened up our hearts. We’ve had a lot of generous people volunteer, donate here and there. We have a flour company donate some flour and so it keeps going.”

All school districts and charters in Utah have been given permission by the USDA Family and Nutrition Service to waive lunch fees for all students, whether they qualify for reduced or free lunch normally.

“This is welcome news for the communities we serve,” Canyons School District’s Nutrition Services Director Sebasthian Varas said.

“We have families who may not qualify for free or reduced-price lunch but have been financially hurt by the pandemic. This will hopefully bring them some peace of mind and take at least one worry off their shoulders.”

A West Jordan employee donated $15,000 from his own salary back into the city budget to support other employees who have offered exceptional service during the pandemic.

“I feel strongly that we need to make sure we are telling our employees thank you for these kinds of actions and reinforcing their kindness and extra efforts. To that end, I asked the Mayor to transfer $15,000 to the employee recognition line item [in the 20202021 city budget],” said Korban Lee, West Jordan chief administrative officer (CAO).

Such examples of kindness included a West Jordan police officer who organized and purchased a small birthday celebration with his own money for a young girl involved in

a recent crime.

“After a recent horrific tragedy...the mother mentioned in passing that a 7-yearold in the family was having a birthday in a couple of days. Our patrol officer quietly took note. This officer teamed up with one of our support staff and a detective to organize a surprise birthday party (from 6 feet away) for the little girl. They delivered gifts, pizza and a visit from a K9 officer with no fanfare and without telling the Chief or their supervisor,” Lee said.

Hispanic Star is a branch of the organization We Are All Human that seeks to support all Hispanics across the country. Edgar Carreon, Utah hub leader for Hispanic Star, described the organization’s efforts.

“The purpose of the Hispanic Star is to create a platform that highlights and share stories of contributions Hispanics make to society. It is also a platform for Hispanics of all backgrounds to come together to bring about positive acts of kindness in our community,” Carreon said.

After receiving almost 200,000 personal care items (soaps, hair products, feminine hygiene products, laundry detergent) Hispanic Star sent out a call to anyone in the area who needed basic supplies. They organized five locations in the Salt Lake valley to distribute 2,000 kits during the summer.

Telemundo, Univision and radio stations broadcasted the events, inviting anyone who had been adversely impacted by the pandemic to come get kits full of necessities. All the supplies were gone within an hour.

Not long after the death of George Floyd and the surge of protests calling for defunding of police departments, the Midvale precinct of Unified Police received fortification rather than opposition. Boxes of doughnuts, stacks of cookies and bouquets of flowers arrived at their office.

Precinct Chief Randy Thomas said, “We’ve never had so many doughnuts delivered in my entire life. I can’t eat another doughnut.” l

his June, the City Journals featured an article about how the first sales tax reports released by the state showed early signs that COVID-19 had actually boosted sales tax collection in the month of March, relative to the same month the previous year.

Readers responded with valid feedback, pointing out that sales tax numbers for March included all the panic-buying of food and toilet paper that was going on at the time. They theorized that sales tax numbers would go down in the following months as the bulk-buying relaxed and as the County’s order to not allow dine-in eating was put in place.

Others pointed out that an increase in sales tax from year to year should be expected, as populations grow and new businesses open. They suggested that the Journals compare 2020 sales tax numbers not just to 2019, but to previous years as well in order to provide more context to how COVID-19 is impacting our economy.

So with these two pieces of feedback, this reporter downloaded additional sales tax reports from the Utah Tax Commission for the months of March through June between the years of 2017 and 2020. What this reporter found is that COVID-19 has been a big boost for the coffers of most cities in the Salt Lake valley.

Twelve out of 15 cities collected more sales tax in the four-month period than in the same period any of the previous three years.

The only cities that didn’t were Salt Lake City, Murray and Sandy. (Murray and Sandy trailed previous years’ numbers March-May, but rebounded in June to beat previous June numbers.)

Many cities have experienced a sustained period of increased sales tax collection throughout all four months, suggesting that there’s been more than just a two-week pe-

riod of panic buying that’s kept Utah dollars flowing.

Seven of the 15 cities have stayed ahead of previous years’ numbers for all four months. Many of them by quite a bit. Riverton’s sales tax collection is up 36% relative to its 2017-2019 average. West Jordan is up 26% and Holladay 22%. Five others are in the 10-20% range (West Valley City, Taylorsville, South Salt Lake, Millcreek and Cottonwood Heights).

The question is: why the big increase?

Stocking up on toilet paper in March doesn’t explain it. And the growth is more than what one would expect from regular economic expansion. So why are Utah businesses as a whole collecting more sales tax during COVID-19?

One possible reason could be that Utahns who normally would be traveling out-of-state for vacation—spending their money at Disneyland or Las Vegas or in Europe—are staying home and spending that money here instead.

There also may have been an influx of college students who normally would have been living on campus, in places like Provo or Logan or other university towns out of state, but who returned to their parents’ houses in Salt Lake County, bringing their generous young adult spending habits with them.

Of course, all these numbers mean is that these city governments should be in good shape. They’re not reflective of the state economy as a whole. According to UtahPolicy.com, sales tax collection is up statewide by 5.9% but the state’s revenue from income taxes is down 10.1%. So while most city governments seem to be in good shape, many individuals and small businesses within those cities may not have been as fortunate. l

City unveils new police department logo as work continues to reestablish its “in-house” law enforcement agency

F

our months have raced by since Taylorsville City officials made their surprise announcement that they are cancelling their law enforcement contract with Unified Police Department (UPD) and – for the second time in the city’s history – establishing their own department. That leaves the city’s Project Management Team only eight more months to finalize every detail, before the new organization hits the beat running, next July 1.

That may sound like a lot to get done in a short amount of time. But don’t try panicking someone who spent 27 years fighting fires (or directing those who did).

“We are right where we need to be for creating our charter,” said Project Management Team leader Jay Ziolkowski. “I’ve reached out to Riverton and Herriman (two other cities that recently broke away from Unified Police) and have received a lot of good information. We are collecting salary data and policy information. We are discussing transition of assets. UPD has been very gracious with their time, helping with the transition.”

Not long after announcing his retirement from Unified Fire, Ziolkowski was hired by the city to coordinate the transition team.

Veteran City Councilman Dan Armstrong believes it was a good first move.

“I know Jay, I know his heart and I trust him,” Armstrong said. “That was an administrative decision and I concur with it.”

At a city council meeting last month, Ziolkowski offered his first official “transition update report” to council members. He used that opportunity to unveil the Taylorsville

“We worked with a couple of different (Salt Lake) design companies and then tweaked their examples,” said Taylorsville Public Information Officer Kim Horiuchi.

“We got all of the work done, the finished product, for about $400.”

Horiuchi is one of several people who attends the city’s weekly Project Management Team meetings each Thursday afternoon at city hall. Typically joining Ziolkowski and Horiuchi at the meetings are: Mayor Kristie Overson, City Manager John Taylor, Chief Financial Officer Scott Harrington, UPD Precinct Chief Tracy Wyant and others.

“UPD has been very gracious in allowing the precinct chief to attend our meetings,” Ziolkowski added. “One of the first things we decided to do was to solicit input (about the formation of the new department) from the community.”

That occurred in the first of at least two planned community meetings, in late September.

“We had 24 invited guests at our first community meeting, including business owners, current and former elected officials, staff members, religious leaders and others,” Ziolkowski explained. “Various demographics and ethnicities were there and we gathered at least 50 data points. We’ll probably have our next meeting with the group sometime in February.”

Among the discussion points was something that has been widely discussed in the Utah and national media this year: the possible creation of a citizens’ advisory panel

to review police department policies, procedures and actions.

“I am confident something like that will be put into place; but the details need to be worked out,” Ziolkowski said. “It is safe to say, the city administration has every intent of creating something like that. But here’s the great thing about Taylorsville: we have a lot of community support. It speaks well of the administration and elected officials. I just don’t think we have that same angst we see (over local law enforcement) expressed in other places.”

Until such a review board is created, the Project Management Team is considering comments and suggestions from the public, at police.outreach@taylorsvilleut.gov.

At this point, the Project Management Team has created an organizational chart template with 67 positions.

“We anticipate 61 sworn officers and six, non-sworn administrative assistants,” Ziolkowski explained. “Among the 61 officers will be one chief, two deputies (operations and administrative), and 10 sergeants (6 operations and 4 administrative).”

The first year Taylorsville Police Department budget is expected to be “just under $11-million.” That is slightly higher than the city’s current UPD expenditure of $10.6-million.

“This will not be, necessarily, a cheaper venture,” Ziolkowski said. “But we are adding value and more local control.”

Of course, the burning questions now are: Will UPD Taylorsville Precinct Chief Wyant be the city’s new chief and how many of his precinct’s current officers will “come over?”

However, when Councilman Curt Cochran raised those types of questions following Ziolkowski’s presentation to the city council, City Attorney Tracy Cowdell quickly spoke up.

“We have an agreement with Salt Lake County not to tamper with their employees and we have been very careful not to talk with police staff about moving to us,” Cowdell said. “We are not going to have people working for us on the side, while they work for UPD. All officers (who come to work for the city police department) will have to go through an application process. We don’t know how many will come. I expect we will also get wonderful applicants from other police agencies.”

That being said, the top names in the new organization are expected to be made

public quite soon.

“We expect the police chief, his two deputies and an administrative assistant to all be hired in January,” Ziolkowski said. “We need them in place to continue hiring and policy making.”

A portion of the city’s “just under $11-million” police department budget will fund partnerships with other law enforcement agencies for shared assets such as SWAT team support, forensics and records storage.

However, at this point, the city is considering operating its own K9 (dog) unit.

“This is a great start,” City Council Chairwoman Meredith Harker said, following Ziolkowski’s presentation. “It’s a lot to think about. I am impressed so far.”

For new Councilwoman Anna Barbieri, this was her first city council meeting, coming just moments after she was officially sworn into her post. A week earlier, the other four council members elected her unanimously to fill the District 3 seat vacated by Brad Christopherson when he moved out of the city.

“I think it will be awesome to have our own police force, with more control over policy and spending,” Barbieri said. “My first reaction when I heard (the city was going back to an independent police force) was ‘Why are they doing this?’ But then I heard the arguments and I agreed.”

Councilman Armstrong closed the discussion in his typically succinct manner.

“Are we on track?” he asked Ziolkowski.

“Yes, things are really coming together nicely,” was the reply. l

he Kearns girls soccer team overcame two big hurdles this season: defeating crosstown rival Hunter and winning a region championship.

“I was excited for the players; they have worked so hard.” Cougars girls soccer head coach Jennasee Robison said. “When I started here, I had four freshmen that are now seniors. There were seasons they were lucky to walk away with two wins.”

Their 12 wins this year matched the most wins in school history, and it was their first region championship in 20 years.

“We set in a new culture at Kearns,” Robison said. “They changed their attitude, and the players put an investment into the team.

They can say that we are better than this and worth more than all of this. We are not the typical older Kearns team.”

The Cougars clinched the region title with a pair of wins over Hunter. On Sept. 10, they eked out a back-and-forth 2-1 victory.

Surrayar Moore found the back of the net in the first half, and after Hunter tied the game early in the second stanza, junior Elizabeth Napoles sealed the win. However, the region title came down to the last game of the season.

“The Hunter wins were probably the biggest wins,” Robison said. “We had a few other games we should have won, but against Hunter there was always fear that we needed to overcome. We were able to dominate them this season, and it felt good.”

Kearns claimed the championship with a 4-3 victory. Moore had two goals in the contest.

“I have had [Moore] since her freshman

season, watching her grow on the field and as a person and leader,” Robison said. “She has very good foot skills, and she is an example to her teammates of how hard she is willing to work.”

Moore had 13 goals this season; juniors Stephanie Chavez had nine and Napoles had seven.

Sophomore goaltender Jaz Espinoza compiled four shutouts while earning a spot as the starting goalie.

“We have two goalies that could be the best in the region,” Robison said. “I had to find a place for both of them. She (Espinoza) had to build up trust within the team, and she had a quad injury all season. It did not stop her. She played hard for the team.”

Excitement at the school increased as the season progressed.

“They all started hearing that our team was really good,” Robison said. “As the final game neared the end, the football team descended on the field to celebrate with our team.”

The Utah High School Activities Association’s final rating performance index set the Cougars as the 10th seed in the state tournament. They lost 3-0 to Roy in the first round.

“The girls did not play the way we could have,” Robison said. “Roy really outworked us. It was hard to see after this season to have a letdown, but it is another part of the culture that we are working on changing. We are learning to work for our wins and believe that we are better than that. They have a bond that very few teams have. They have become a family that relies on and loves each other.” l

Target Opens for Business at Taylorsville Location

Dear Friends and Neighbors, I enjoy autumn, taking in all the color as the leaves change to gold, red and orange and feeling the air turn crisp and cold. It’s a season of thankfulness and gratitude and change.

It also brings with it an excitement of Mayor Kristie S. Overson new beginning. Children start school again in the fall and November brings the election of a slate of candidates willing to serve at all levels of government. I am truly grateful for these candidates, their bravery and can-do spirit.

It is not easy to put your name forward for elected office. It is indeed a sacrifice of time and money. It takes effort to run all aspects of a campaign, from organizing volunteers to communicating your message and conveying your ideas. It is why I enjoy seeing the colorful campaign signs that dot our lawns and fences, just as I savor the beautiful fall leaves.

Those signs each represent a willingness to serve and I commend all of the candidates for their participation in the process. It takes courage to throw your hat into the ring. So win or lose, all should be congratulated for their first decision that came months ago — their decision to run for elected office. That is the starting point. That is the true victory. The reasons for deciding to run for office vary for each candidate, but the premise is the same: Each wanted to make a contribution.

Paraphrasing President Theodore Roosevelt: It’s not the critic who counts, not the one who points out how the strong stumble or how they could have done better. The credit belongs to the person who is actually in the arena, the one who strives valiantly in a worthy cause.

I am amazed each November by the good people who engage in the election process. They are worthy of commendation, not criticism. For our part, it is our responsibility as citizens to first educate ourselves on the candidates and issues, and then vote. We are so fortunate in our state to be able to participate in a process that is easy to navigate and encourages the involvement of all.

I hope that you have involved yourself this year but if you did not or were unable to participate at the level you would have liked, we are also fortunate that as the leaves change next year, the political signs will be posted another time and we will have a chance once again. It is a season that I never take for granted and one for which I am most grateful.

The doors are open at the new Target store in Taylorsville. The store officially began operations on Oct. 25, just in time for the holidays.

The site offers high visibility and an ease of location, Overson said, noting that Taylorsville’s proximity in the heart of the Salt Lake Valley makes the city the perfect place for investment and new growth.

The I-215 freeway exits directly into Taylorsville and into The Crossroads center. The center and store are also bordered by main arterial Redwood Road to the east and 5400 South at the north of the center.

“Target is the perfect fit, providing a strong foundation for the continued vitality and vibrancy of the area,” said Community and Economic Development Director Wayne Harper.

Additional stores in The Crossroads of Taylorsville include a Jo-Ann store, TJ Maxx, PetSmart, Ross, Harmons, Mr. Mac and many others. Target replaces the Shopko store in that location, which closed in March 2019.

State leaders are moving to a new strategy in their fight against the novel coronavirus.

Instead of designating the risk of the virus under a color-coded system, the state is employing a new index that ties restrictions to local case numbers and testing rates.

“We are having one of the worst outbreaks in the country and this is unacceptable,” Gov. Gary Herbert said in a news conference on Oct. 13, where state officials explained the new system.

The new COVID-19 Transmission Index is intended to protect communities and represents the collaborative work of state and local public health officials, the Governor’s Office, legislative leaders, the hospital industry and business leaders.

The transmission index clarifies the public health metrics used to determine which counties are placed in which transmission level. Counties are placed in one of three transmission levels: High, Moderate, or Low. These levels correspond directly to case rates, positivity rates and ICU utilization. Data will be analyzed weekly, and counties will be placed into a transmission level depending solely on what their data show.

Changes from a lower level to a higher level may occur weekly. Changes from a higher level to a lower level may occur every 14 days at minimum, when thresholds are met.

Salt Lake County, including Taylorsville, is among those counties at the high level (as of Oct. 13). In any county defined as having a high level, masks are required in public indoor settings, as well as outdoors if social distancing isn’t feasible. Social gatherings also are limited to 10 or fewer residents, 6-feet physical distance is required between household groups at all times for dining (including waiting areas and when seated), and any establishment that allows public gathering will be required to a 6-feet physical distancing between household groups.

State officials hope the temporarily heightened rules will serve as a twoweek “circuit breaker," said the state’s acting public health director, Rich Saunders.

“I know that masks are controversial. Some people make political statements by either wearing them or not wearing them, but if you take the politics out and you look at the science, masks just work. They’re not the saveall, they don’t do everything we need, but they work,” Saunders said.

By Council Chair Meredith Harker 2020 has been full of doom and gloom, yet here we are in the season of thankfulness and gratitude. Are there still things to be thankful for, even in a year of pandemic, civil unrest, earthquakes, fires, windstorms, masks, social distancing, economic turmoil, school closures, quarantines, canceled religious worship and a presidential election? Yes! The trick is just recognizing those blessings in the middle of all the turmoil.

If you're anything like me, you have been on an emotional roller coaster for most of this year. Some days I’m totally upbeat, positive and ready to face whatever comes next, and other days I just want to climb back under the covers and not come out until it’s all over. So at times like this, maybe the best thing to do is count our blessings.

Living in Taylorsville, I have many blessings in my life, and one of them is serving on the Taylorsville City Council. I get to work with amazing people who truly care about this city and want to do all they can to make it the best place to live. There are so many exciting things happening right now in Taylorsville and

At Thanksgiving, Gratitude Emerges from 2020 Challenges many more are on the horizon to look forward to. I am grateful for hard working, dedicated people who have searched for creative solutions even when things looked bleak.

I am also thankful to be in school face to face with my amazing third-graders at Calvin Smith Elementary in Taylorsville. I love seeing their bright shining eyes each morning (because I know under those masks are smiles), ready to learn and grow in their academics. Children really know how to brighten the world and make the best out of difficult situations.

Learning is happening and they are working hard to be good students.

I am thankful for health, maybe now more than ever.

I am thankful for my amazing family, and am grateful for the extra time we have been able to spend together this year.

I am thankful for the amazing citizens of Taylorsville City, who continue to watch out for one another, help their neighbors, donate their time, send positive texts and social media posts, shop local, respect others and do daily simple acts of kindness that make the world a better place.

City Council Swears In New District 3 Council Member The City Council has selected former Planning Commission Member Anna Barbieri to fill a mid-term vacancy on the council. She will serve as the District 3 City Council representative.

The seat became vacant when former Council Member Brad Christopherson and his family moved to Murray.

“We are excited to welcome Anna as the City Council’s newest member and are grateful she is willing to serve,” said Mayor Kristie Overson. “She brings a great deal to the table and we look forward to her contributions.”

Barbieri, who was born and raised in Midvale, attended Utah State University where she graduated with a degree in English and certificate in secondary education. She and three other candidates were interviewed for the position during a special meeting of the City Council on Sept. 30. There, Barbieri said she has always had a love for Utah and working in a community setting, starting back to when she worked for the Career Guidance Center training people from different walks of life and helping them obtain a secondary education.

In addition to her work as a Planning Commissioner, Barbieri also served on Taylorsville’s Economic Development Committee and was actively involved in the Mid-Valley Connector transportation plan to help connect neighboring cities with Taylorsville. In addition, she helped bring The Food Truck League food trucks to Taylorsville City Hall for various events.

With her sister, Barbieri has run a successful dress-making business for 27 years, called White Elegance. In 1998, the company had one of the first of 2 million websites that existed at the time. The business has grown considerably since then, with stores now in Centerville, Murray and Orem, in addition to operating with independent distributors throughout the country.

“I just love Taylorsville,” Barbieri said, “I love to serve and I love a good challenge to think outside the box to solve the

problem, and to be creative in doing it.”

Barbieri’s past dedication in business, planning and community, as well as her love for Taylorsville City, has more than prepared her for the responsibilities that come with being a new City Council member, said Council Chair Meredith Harker. “We know Taylorsville is the best city in the valley, and we know you will help make it even better. We’re so glad to have you join us.”

Youth Council to Number 13 Members this Year Welcome to new members of the 2020-21 Taylorsville Youth Council! In all, 16 applicants applied to serve on the Youth Council this year.

Five new members have been appointed and eight are returning, for a total of 13 youth serving on the council.

Two Youth Ambassadors also will serve the city during this term.

The Youth Council was scheduled to be sworn in by Mayor Kristie Overson during the Oct. 21 City Council meeting.

“We are so grateful for their dedication to the community and the time and commitment they share toward making the city the best place to be,” Mayor Overson said. “These young people truly are our future leaders and their service makes a real difference in our community.”

City Youth Council Coordinator Kris Heineman said it is a delight working with the youth. “We are really looking forward to getting to know them,” she said.

Among their upcoming events, the youth will participate in a Youth Council Day at the Legislature and Youth Council Leadership Conference at Utah State University next year.

U.S. licenses are good for 10 years before renewal and anyone may hold one except a representative of a foreign government. In the United States, there are three license classes — Technician, General and Extra. Knowledge of Morse code is not required for any class of license.

The Technician class license is the entrylevel license of choice for most new HAM radio operators. To earn the Technician license requires passing one examination totaling 35 questions on radio theory, regulations and operating practices. The license gives access to all Amateur Radio frequencies above 30 megahertz, allowing these licensees the ability to communicate locally and most often within North America.

It also allows for some limited privileges on the HF (also called "short wave") bands used for international communications.

City Leaders Tour New Macey’s Store at Town Center Following many years of planning and investment, the newly refurbished Macey's grocery store is fully operational. The new store at 1825 W. 4700 South in the Taylorsville Town Center features a colorful, well organized, welcoming environment where shoppers can find everything they need — from fresh produce to a complete deli, pharmacy and much more.

"It is the best of what we have to offer," said Darin Pierce, Macey's vice president of retail operations, who hosted a tour of the store for city officials on Sept. 30. "We are so grateful for the opportunity to be in Taylorsville. We've always done really well here and since our new opening, it's just taken off."

The store was converted to Macey's from its Fresh Market sister store name, under which the Taylorsville location has operated since 2010. (The store first opened as an Albertsons around 1993). In addition to all the amenities shoppers have come to expect, the new Macey's now has a single entrance for better flow, a new eating area where the front of the store has been built out and a new delicatessen and other equipment. Enjoy a King Kone soft-serve ice cream cone, gourmet sandwiches, fresh-squeezed orange juice, the store's famous donuts and scratch-made bakery items, as well as the freshest fruits and vegetables.

"Grocery stores are judged by their produce department and we know that so we wanted to make sure this was top-notch, first-class," Pierce said.

All of the store's employees have been retained, with the additional hiring of a few more, he also noted.

"It is a beautiful store and wonderful place to shop,” said Mayor Kristie Overson. “With its conversion to Macey's, sales are expected to much higher per square foot, which of course is an added benefit."

While touring the store, firefighters from Taylorsville Fire Station #117 coinci-

dentally stopped by to shop for the station kitchen. Mayor Overson noted how their visit to the store was the perfect example of how Macey's has long-served the community.

The Macey's story began in 1947 when Walt Macey and Dale A. Jones started the "Save-A-Nickel-Market" in Rose Park, Utah. From these humble beginnings, Macey's grew from a small store into a multi-store chain.

The quick-thinking of some Taylorsville residents exemplifies the importance of Neighborhood Watch groups. Here is their story: Three Taylorsville residents were visiting with each other recently when they noticed a car driving very slowly through their neighborhood.

The driver and passenger seemed to be checking out all the homes.

The residents kept an eye on the vehicle as it turned the corner and stopped. The driver and passenger stepped out of the car and walked back up the street and around the corner so they were in front of a home with the garage door open. The couple quickly ran into the garage, grabbed a large saw and began running when the three residents hollered at them.

The homeowner noticed what was happening and yelled at them, too. The would-be thief dropped the saw, and the couple ran back to their car and took off. The three observing residents were quick to make an identification of the vehicle, taking a picture that gave a clear view of it and its license plate number.

Unified Police officers were then able to locate the couple involved in the theft.

State Office Building in Taylorsville Prepares for More Employees Work on the new Taylorsville State Office Building has continued in preparation of additional employees from the Utah Department of Agriculture and Food moving in this spring.

About 400 employees from the Utah Department of Administrative Services have been working at the newly renovated building at 4315 S. 2700 West since the beginning of this year. The interior renovation of the second and third floors of the building is now complete, as construction work has continued on the fourth floor.

The Department of Agriculture will move from its current building at 350 N. Redwood Road into the Taylorsville building’s annex. “By this time next year, they should have close to 1,500 to 1,800 employees in the complex,” said Taylorsville Community and Economic Development Director Wayne Harper. “Eventually, they’ll have over 2,000 employees there. So, it’s coming along very well.”

In all, there will be nearly 400,000 square feet for employees in the new Taylorsville space on 31 acres. Formerly the American Express campus, the location is easily accessible, just off I-215, and a new transit stop near the building as well as the nearby Midvalley Connector Bus Rapid Transit line are coming.

City leaders, who toured the new building earlier this year (pre-pandemic), were impressed by the functionality of the space and its light, airy work environment with beautiful views of the valley. “We are so happy to welcome the state employees to Taylorsville," said Mayor Kristie Overson, who left a basketful of Taylorsville City pocket maps for those moving in. “We hope they will find our city inviting, accessible and with plenty to do and see.”

The new space was needed because the current 60-year-old state office building on Capitol Hill is aging and vulnerable to earthquakes and because the complex suffers from parking shortages. The plan is to demolish the old building next year.

Taylorsville Bennion Heritage REMEMBRANCES Jane B. Carter was born at Springville, Utah, on Aug.18, 1881, to William Michael and Rosena Singleton Bromley. She was the sixth daughter of nine children. Eight months before her birth, her father was called to take the gospel of The Church of Jesus Christ of Latter-day Saints to the Australian Mission. Most of his labors were among the Maori people of New Zealand. Soon after her father returned to Utah, he was called as a bishop for his church, serving American Fork so the family moved there.

On her eighth birthday, Jane was baptized in Utah Lake. Before she was nine years old, she went to live with a married sister and her family in Lehi, where she attended school for eight years. When old enough, her church assignments included Sunday School teacher, secretar y of Mutual and secretary of Mothers’ and Daughters, an organization that met monthly. After-school and holiday hours were spent helping her brother-in-law in his mercantile business and at the only amusement hall in Lehi, which he owned. She could always have the pair of shoes that most pleased her and a handful of her favorite candy was always in her pocket. She remained in Lehi and worked in the co-op store for six years.

When her brother-inlaw passed away, her widowed sister moved to Provo. Then “Jennie,” as she was most frequently called, returned to American Fork to live with her mother. President James H. Clark of the American Fork Co-op eventually solicited her services and she worked for him as a sales lady and cashier for six years.

She married James W. Carter and lived at Idaho Falls, Idaho, and surrounding areas for five years. Idaho winters were long and severe.

For three successive days, she noted, the weather was 31 degrees below zero, accompanied with bitter cold winds. Drifts from the kitchen door were often 10 feet high. A son, James W. Jr., was born before they returned to Utah and lived at 1533 W. 4800 South in Taylorsville. Three daughters, Helen, Edith and Norma, were born there.

James Carter was interested in livestock, sheep and farming. He spent much time outdoors. He contracted a severe cold that developed into pneumonia which took his life in December 1928. This left his young widow with four small children.

Church activities were always a part of her life, and in fall1942, the ladies of Taylorsville and Bennion organized a Daughters of Utah Pioneers chapter. Jane was one of the charter members, holding several positions in the organization.

She lived close to Plymouth School where her children attended nine grades, and for many years, she cared for a large vegetable garden and orchard. She always enjoyed her yard and spent many pleasant hours caring for the lawn and flowers.

Taylorsville Senior Center Goes Virtual Salt Lake County is pleased to announce the development of a Virtual Senior Center.

Aging & Adult Services' new Virtual Senior Center will offer programming that seniors can do from the safety of their own home. You can read more about the Virtual Senior Center and view current programs, by accessing the center’s newsletter online or stopping by the Taylorsville Senior Center, 4743 S. Plymouth View Drive, during drive-thru lunch hours (11:30 a.m. to 1 p.m., Monday through Friday) to pick up a copy.

These programs will include online, video conference, telephone, or self-guided activities that require neither phone nor computer. A variety of class types will be available ranging from support groups, exercise classes, education, arts and crafts, and even self-guided tours of local areas.

The development is ongoing. For example, the center has exercise classes and wellness videos on the department’s YouTube page from the Health Promotion program, and staff members are working every day to create new opportunities, including presentations, classes, support groups and more.

The County Library is Now Open to the Public Without Appointment The County Library has continued its phased reopening and patrons may now check out books, print documents, access public computers and more without appointments.

County Library branches, including the Taylorsville Library, are currently open Monday through Thursday from 11 a.m. to 7 p.m., and Friday and Saturday from 11 a.m. to 5 p.m. To aid in social distancing, the number of patrons visiting libraries at one time is limited, and face masks are required.

“The County Library is a crucial resource for so many Salt Lake County residents, and I’m continually amazed at the way they’ve adapted their services this year,” Salt Lake County Mayor Jenny Wilson said. “They have worked tirelessly to maintain library access while focusing on the health and safety of the public.”

One exception to the reopening is the Columbus branch. Due to limited building access because of the COVID-19 pandemic, the County Library has decided to permanently close the Columbus branch slightly ahead of schedule as construction is underway on the new Granite branch. The new Granite branch, which will serve former Columbus patrons, is anticipated to open in 2021.

“We continually look for ways we can best serve the community, not only during this pandemic but for years to come,” County Library Director Jim Cooper said. “It’s exciting to see the Granite branch take shape.”

Due to a Salt Lake County public health order, the County Library closed to the public on March 13. Curbside services began May 26, and an inside appointment service was launched on July 13. Library staff continue to create online programming that is easily accessible from home for all ages.

We are Grateful for Water and its Supporting Infrastructure In November, we celebrate a day of Thanksgiving along with a day of appreciation for veterans who have served to maintain our freedom. An unknown author said, “Freedom is never free.” We as a country, are thankful for that precious freedom and have used it to construct an infrastructure supporting the needs of the people like no other.

We all currently benefit from readily available, safe and reliable water and sewer services. Now it is time we consider water conservation for all those that will need water in the future. As you consider implementing your personal strategy for water conservation, here are some easy habits to establish: • Carefully and properly shut down your sprinkling system for the season, making sure the stop and waste valve is off with no leaks. A leak 1/32 inch in size, roughly the size of a pencil lead, would cause a loss of 6,000 gallons per month!

• When doing laundry, match the water level to the size of the load.

• When shopping for a new washing machine, compare resource savings among Energy Star models. Some can save up to 20 gallons of water per load.

• Limit the amount of water when brushing your teeth.

Unexpected death, family move forcing Taylorsville City to replace two key people

wice during a recent Taylorsville City Council meeting, Chairwoman Meredith Harker said “2020 is the year of change.”

Between our never-ending pandemic and the city’s decision to part ways with the Unified Police Department, that proclamation had already been true for a couple of months. But more recently, city officials now find themselves unexpectedly having to fill two key positions.

First, on July 21, the Honorable Michael Wei Kwan, 58, passed away at his home of natural causes. He had been the only Justice Court Judge Taylorsville City had ever employed, serving since 1998.

Then just days later, veteran Taylorsville City Councilmember Brad Christopherson announced his resignation from that body, due to a family move just barely outside his District 3 council area, into Murray. A former chair and current vice-chair of the council, Christopherson had served the five-member body 7 1/2 years.

These changes leave city officials now following two different tracks to replace them. The city council seat is expected to be filled by the end of September. But officials say, Kwan may not be replaced on the judicial court bench until early next year.

“Judge Kwan was a good man and a good judge—fair to everyone,” said Taylorsville City Attorney Tracy Cowdell. “He believed everyone could change regardless of the circumstances of their life. I was shocked to hear of his passing, particularly because he never took a sick day in the entire time I have worked for the city. I will miss him professionally and personally.”

Cowdell explained it is now up to the Administrative Office of the Courts to accept applications for the position and to form a committee to review those applications. That committee will then refer only the most qualified candidates to Taylorsville Mayor Kristie Overson. She will then interview the candidates by herself or select her own group to join in the interviews before making a final selection.

“This process for selecting judges is highly respected in other states, and your likelihood of getting a very good jurist is high,” Cowdell said. “However, it can be time consuming.

Even after the new judge is selected, he or she will have to undergo extensive training before taking the bench. My best guess is, it will be late this year—or perhaps into 2021—before our new judge is hearing cases.”

Kwan leaves his wife of 26 years, Jennifer, and adult children Elizabeth and Richard.

After passing the Utah bar, Kwan worked as a Salt Lake City prosecutor and served as Pro Tempore Judge in 3rd District Court from 1996 to 1998. He then became the first municipal judge appointed to the Taylorsville Justice Court.

According to his obituary, “Michael was

an active member of the community on many levels. He founded several social justice, community and advocacy organizations and served countless others in a myriad of ways.”

“Michael’s professional career was marked by innovation,” the obituary continues. “His honors and awards are plentiful.

Among these, he started one of the first DUI/ drug courts in the nation in 1998. The program was honored in 2008 with the Governor’s Award for reducing drug and alcohol abuse-related crimes. It has been used as a prototype for other courtrooms across the country.”

A funeral procession on Redwood Road and 5400 South carried Kwan’s remains to Taylorsville City Hall where he laid in state.

Among the judge’s several other survivors is his sister Karen Kwan, who has served Taylorsville residents in the Utah House of Representatives District 34 seat since 2017.

“He was good-humored and good-natured, and really cared about our community,” Overson said. “It will be difficult to find a judge of his caliber.”

Thankfully, the other recent loss to Taylorsville City is not due to tragedy but to opportunity. With a wife and three children, ages 10 to 15, Christopherson said his family needed a little more room and a three-car garage.

“We actually made offers on some homes (in city council District 3) but were not able to close those deals,” he said. “The home we finally found is just barely outside my district, but it is over the border into Murray.”

Originally elected by the other city council members to file a vacated position, Christopherson joined the body Feb. 1, 2013. His final city council meeting was on Aug. 19.

A Taylorsville High School (1996) and University of Utah (2004) graduate, Christopherson has been a practicing attorney for more than a decade. He currently serves as the contracted city attorney for two different communities, in Davis and Summit counties.

“Brad has been a great city council member who really knows his stuff,” Overson said. “He is very effective and influential on the council. He brought a lot of expertise, and I am sad to see him go. I will miss my association with him.”

Residents of city council District 3 (in Taylorsville City’s southeast corner) have until Sept. 9 to submit an application to replace Christopherson. Council members are then expected to hear from the candidates and elect his replacement during a special meeting, Sept. 30, in council chambers.

Meantime, Christopherson said he has not ruled out someday seeking an elected position on the Murray City Council, the Salt Lake County Council or elsewhere.

council,” he said. “I don’t accept any individual credit for our accomplishments, because we work as a team. I am pleased with many of our economic development

A

ccording to a July survey by the American Alliance of Museums, some 16% of museums across the United States are in danger of closing their doors due to the financial strain of the pandemic. Even those that aren’t in immediate danger of closing are still under immense financial pressure. Utah’s museums are, sadly, no exception. The Hogle Zoo, the Living Planet Aquarium, the Tracy Aviary, Utah’s numerous dinosaur museums—all of them are under a lot of strain, and if they’re to stay open, need the public’s support.

While most museums do have endowments and financial reserves to fall back on, they’re not big enough to keep them going for very long, and closures earlier in the year have already eaten up almost all of that cushion.

Funding is particularly important, and tight, in facilities with live animals. Places like the Natural History Museum of Utah have the option of closing up completely for a while: the dinosaur bones won’t get any deader if no employees come in for weeks at a time. But zoos don’t have that option. The animals need to be fed and cared for whether visitors are coming in or not, and that makes funding disappear even faster.

The Loveland Living Planet Aquarium, the Tracy Aviary, and the Hogle Zoo all closed for around 50 days from mid-March to midMay—the high season for most zoos—and all three are still reeling from the impact.

“The Hogle Zoo has taken a major hit, there’s no doubt. We were closed for 50 days during a time of year that is critical to the financial health of the zoo. Spring is when we fill our coffers to help keep us afloat during the fall and winter when attendance declines,” said Erica Hansen, the Hogle Zoo’s public relations manager.

A lot more was lost than just ticket revenue. Spring is also a key time for many zoos’ fundraising events, most of which had to be canceled or moved online.

“We had to cancel our conservation fundraising garden party, and our education fundraiser, which raises money for camp scholarships and free nature programs,” said Patricia Dark, the Tracy Aviary’s marketing director.

“Additionally, we had dozens of weddings booked that had to be canceled. All in all we lost about $500,000.”

Keeping zoos open is important, and not just because they’re fun to visit. Zoos are crucial for wildlife conservation, both locally and abroad, and they sponsor a lot of habitat protection and breeding programs for endangered animals. The Living Planet Aquarium farms coral and uses it to bolster struggling and dying coral reefs, which are vital to marine life.

The Tracy Aviary hosts and breeds several species that are extinct in the wild, such as the Guam kingfisher. Zoos are the only chance we have at introducing such species back into their native ecosystems.

volunteers each year in local and state-wide projects that help conserve birds and their habitats. Our work helps many species—from rosy-finches, owls, and hummingbirds in Utah to macaws, pelicans, and plovers in Central America,” said Dark.

To keep doing the important work, zoos need every bit of money they can get, according to Loveland Living Planet Aquarium CEO Brent Andersen. “It costs over $2 million a

year just to care for all of the animals—that includes food, veterinary care, staffing, habitat maintenance, etc. The closure happening right before spring break, our busiest two months of the year, has had a tremendous negative impact on funding,” Andersen said. “The reopening has relieved some of that pressure,” but not all of it.

To make things even harder, all three zoos are currently operating at limited capacity—in

the aquarium’s case, this is by design, as they have been forced to limit ticket sales in order to enforce social distancing requirements in their mostly-indoor buildings.

“We’ve created a timed ticketing system.

This online reservation system allows guests to reserve a specific day and time for their visit. This system ensures that there is always enough room for guests to make physical distancing possible,” Andersen said. It’s a system that helps keep everyone safe, but it also means they’re seeing 40% less attendance than they have in prior years, which makes things hard. “Fewer guests means less revenue, while the cost of caring for the animals and running the facility remains.”

At the mostly outdoor Hogle Zoo and Tracy Aviary, tickets are being sold as normal, but visitors still seem to be hesitant to return in the numbers they used to. According to Dark, the Tracy Aviary is only seeing 40% of its usual amount of visitors. The story at the Hogle Zoo is similar, even though staff are doing everything they can to make sure that visiting the zoo is as safe as possible.

“We were among the first three zoos in the country to reopen and our team worked tirelessly to make that happen,” Hansen said of Hogle Zoo. “We have hours for high-risk and elderly on Monday mornings, 8 to 10 a.m.

We’ve had a few vocal parties on the great mask debate of 2020, but otherwise, most guests seem to be enjoying their

time and are happy to have a safe place to stretch their legs.”

With this decrease in visitor revenue, there’s a fair amount of worry as to what will happen should a winter resurgence of the virus trigger a second wave of closures. Will the museums be able to survive it?

“Boy, we sure hope so,” Hansen said.

“That could be tough for us, and we’re currently counting on revenue and attendance during our popular BooLights and ZooLights events to help us out.” At BooLights and ZooLights, which occur around Halloween and Christmas respectively, the Hogle Zoo grounds are bedecked in hundreds of colorful holiday-themed lights. Both events are good family fun, and have been well attended in the past. Unfortunately, they also take place in fall and winter, which is when epidemiologists say a resurgence of the virus is likely.

Government aid is also a possibility.

“Depending on the length of any closure, we would be seeking federal and local funding like those that were allocated through Congress in April,” Andersen said of the aquarium. This would also be an option for Utah’s other zoos.

Generosity and kindness thrive during tough times

Around the United States, zoos offer free viewing from their animal cams, celebrities read children’s stories for a cause, and children’s book authors offer drawing lessons for house-bound families.

Closer to home, generosity gets personal.

With locations in Sugar House, South Jordan and Taylorsville, Schmidt’s Pastry Cottage began offering free loaves of bread after Gov. Gary Herbert quarantined the state. Since then they have baked and donated 90,000 loaves.

Owner Steve Borg said, “It’s been a lot of work but it’s opened up our hearts. We’ve had a lot of generous people volunteer, donate here and there. We have a flour company donate some flour and so it keeps going.”

All school districts and charters in Utah have been given permission by the USDA Family and Nutrition Service to waive lunch fees for all students, whether they qualify for reduced or free lunch normally.

“This is welcome news for the communities we serve,” Canyons School District’s Nutrition Services Director Sebasthian Varas said. “We have families who may not qualify for free or reduced-price lunch but have been financially hurt by the pandemic. This will hopefully bring them some peace of mind and take at least one worry off their shoulders.”

A West Jordan employee donated $15,000 from his own salary back into the city budget to support other employees who have offered exceptional service during the pandemic.

“I feel strongly that we need to make sure we are telling our employees thank you for these kinds of actions and reinforcing their kindness and extra efforts. To that end, I asked

the Mayor to transfer $15,000 to the employee recognition line item [in the 2020-2021 city budget],” said Korban Lee, West Jordan chief administrative officer (CAO).

Such examples of kindness included a West Jordan police officer who organized and purchased a small birthday celebration with his own money for a young girl involved in a recent crime.

“After a recent horrific tragedy...the mother mentioned in passing that a 7-year-old in the family was having a birthday in a couple of days. Our patrol officer quietly took note. This officer teamed up with one of our support staff and a detective to organize a surprise birthday party (from 6 feet away) for the little girl. They delivered gifts, pizza and a visit from a K9 officer with no fanfare and without telling the Chief or their supervisor,” Lee said.

Hispanic Star is a branch of the organization We Are All Human that seeks to support all Hispanics across the country.

Edgar Carreon, Utah hub leader for Hispanic Star, described the organization’s efforts.

“The purpose of the Hispanic Star is to create a platform that highlights and share stories of contributions Hispanics make to society. It is also a platform for Hispanics of all backgrounds to come together to bring about positive acts of kindness in our community,” Carreon said.

After receiving almost 200,000 personal care items (soaps, hair products, feminine hygiene products, laundry detergent) Hispanic Star sent out a call to anyone in the area who needed basic supplies. They organized five locations in the Salt Lake valley to distribute 2,000 kits during the summer.

events, inviting anyone who had been adversely impacted by the pandemic to come get kits full of necessities. All the supplies were gone within an hour.

Not long after the death of George Floyd and the surge of protests calling for defunding of police departments, the Midvale precinct of Unified Police received fortification rather than opposition. Boxes of doughnuts, stacks of cookies and bouquets of flowers arrived at their office.

Precinct Chief Randy Thomas said, “We’ve never had so many doughnuts delivered in my entire life. I can’t eat another doughnut.” l

Taylorsville Tennis Takes on State Tournament

A Taylorsville tennis takes on state Caption: Warrior senior Paige Smith qualified and competed in the state tennis tournament despite only playing the sport for two years. (Greg James/City Journals) Summary: The Warriors sent every single one of their varsity tennis team to the state tournament, a feat only duplicated by two other 6A schools.

The entire girls varsity tennis team at Taylorsville High School qualified for the state tournament.

“All of the varsity girls qualified, and it feels good,” Warriors head tennis coach Lennie Torres said. “All of our girls have worked so hard this season, and we have a lot of new girls that have never played tennis before.

For many of our varsity girls, last year was their first year.”

The Utah High School Activities Association sponsors girls tennis in the fall. The top four singles and doubles teams from each region qualify for the state tournament in each qualifying bracket: first singles, second singles, third singles, first doubles and second doubles. In all, each school could send seven players to the tournament.

The Warriors had 27 girls participate on this year’s team. They recruited players by word of mouth, inviting friends to come out to play, and through Instagram.

“There are some fun pictures of the girls on our page (tville_girlstennis),” Torres said.

“They have all come out, worked hard and had fun.”

Senior co-captain Lexi Huff finished 9-1 in her region contests. As the team’s first singles player, she lost 6-2, 6-1 at the state tournament. In her only region loss this season, she was playing hurt. Exhausted and ready to give up, she mouthed the words ‘I can do this’ to her coach. She dug deep, and although it wasn’t enough to win that day, she proved she had the heart of a champion.

“Lexi played well and fought hard,” Torres said. “She is super competitive and the best all-around player on the team. She

has grown a lot this season and improved her game. She leaves it on the court as she does every day in tennis and life.”

Jackie Maowbi (second singles) and Paige Smith (third singles) both lost in the first round of the state tournament also but learned a few lessons along the way.

“I thought tennis was the hardest sport,” Maowbi said. “I like to challenge myself. I stayed after school and worked and worked.”

“I feel like you get both sides of an athlete,” Smith said. “You need to have the surgeon-like skill to hit the ball where you need to, but everyone is kind and polite. It can be very competitive at times.”

Smith and Maowbi began playing tennis last season on the Warriors junior varsity team.

“Our seniors were always out there working with the new girls,” Torres said.

“Paige is a natural leader; Jackie played really well this season.”

In first doubles, Athena Lam and Brooklyn Lee placed second in Region 2. Logan Wareham and Maelynn Torres placed third in second singles.

“We have good chemistry and get along well,” Wareham said. “You really need to know how your partner plays the game. We do have to get along even on our bad days.”

The team could not defend its region title, finishing third this season, but the players felt like it was a successful year.

“It was a great season,” Smith said. “We made new friends and had some wins along the way. I would tell anyone to come to play tennis it is so much fun.”l

s more of us are working and learning from home, it’s important to keep in mind how our brains stay happy and efficient. Years of psychology research (traced back to the late 1700s) has shown us that our brains do well in states: the particular mode or condition that the brain is in at a specific time. Whether we are learning or working from home, it’s important to keep the locations in which our brains are active separate from the spaces in which they aren’t.

State-dependent memory has been defined as the phenomenon in which the retrieval of a memory is most effective when an individual is in the same state of consciousness as when the memory was formed. Psychologists have determined that state-dependent learning can help or hinder our brains while learning new things, emphasizing where and how we learn new information is important. Further, recalling that information is easier if our brains are in the same location with similar stimuli. A common recommended study habit related to state-dependent learning is to study in the same room where a test will occur (Godden, Baddeley, Goldstein, etc.).

One recommendation I commonly share to explain state-dependent learning concerns smell. I’m sure we have all been surprised by a memory experience related to that sense. These experiences are commonly retold as: I smelled a food my family used to make when I was little and remembered a moment from my childhood. While we still aren’t completely sure why smell has such a strong relation to memory (Chen, Proust, Herz, etc.), we can utilize this knowledge for our own learning.

Do you remember scented pens (pens that exude different smells, commonly fruity, depending on the color of the ink)? Before the current age of technology, students were recommended to use a different pen for each class, so the subject-specific smell would help the brain recall information specific to that class or subject and further help learning. (Sniffin’ Sticks research by Tekeli, Larsson, Rumeau, Liu, Besser, etc.)

Outside of learning, our brains typically like separations of states. As phones, and

other screens, have become more and more prevalent, researchers (Hawse, Chang, Duffy, Aeshbach, etc.) discovered that the brain activity associated with being on a screen was not conducive for relaxation or sleep. Now, the National Sleep Foundation recommends putting screens away for at least an hour before going to bed.

The simple idea of separating brain states can be applied to broader areas of our lives. A common recommendation is to separate work and relaxation states. This means don’t work from your bed (Hammerness, Moore, Miller, etc.). If possible, separate your workspace from your sleep space, at the very least. If possible, I always recommend setting some sort of work or office space outside of the room that you sleep in.

Before the pandemic, as I was trying to incorporate this idea of brain states more into my life, I set a rule for myself that I would not work at home (unless absolutely necessary). A few weeks into it, I noticed that once I entered my designated workspace, my brain turned on and got focused faster and easier. I didn’t have to convince myself to get to work.

Now with the pandemic, embodying brain states has been more difficult. I spent some time a few months back setting up a workspace in my home. It’s as far away from my relaxation space as possible, and it’s near a window (natural light is also important for our brain and circadian rhythms).

State-dependent memory does not only apply to location and space, but to the state of the body and brain as well. States may include variables like being under an influence, (Hoine, Bremer, and Stern), intensity and type of mood or emotion (Reus, Post, and Weingartner), and pain (Pearce, Isherwood, Hrouda, and Radulovic, Jelena, Lee, Royce), among others.

Whether we are learning or working from home, state separation is important. In keeping our workspace strictly for work, and our relaxation space saved for relaxation, our brains become happier and healthier. l

cluded in ballot packets, and can be found at got-vote.org. Ballots can also be returned to the county clerk’s office or to a vote center. If you aren’t returning your ballot by mail, it must be dropped off at one of the above locations before 8 p.m. on Election Day. A limited number of vote centers will be open on Election Day, but with all social distancing guidelines and precautions around the pandemic, voters are encouraged to use the vote-by-mail system to avoid potential lines and long waits. The vote centers are to accommodate those who did not receive a ballot in the mail.

Some people may not realize how ballots are processed and counted.

When the ballots arrive at the clerk’s office to be processed, the first step is a signature match. This is done electronically by a state-of-the-art machine designed just for this purpose. Ballots with signatures that don’t match what the clerk has on file are “challenged” and the voter is contacted to confirm their identity. Once they’ve verified the voter’s identity, the signature and the

ballot are then separated to protect the voter’s privacy and the ballot goes into another machine to be counted.

After the clerk tabulates all the votes, the results are then certified by the Board of Canvassers, comprised of the Salt Lake County Council Members. The official results are then sent to the State Elections Office. In Salt Lake County we have cameras filming all rooms where ballots are held.

There must be at least two people in an area when ballots are handled. Salt Lake County has been complimented by elections attorneys around the country for our secure process. In Utah, you can track your ballot’s progress at vote. utah.gov to make sure it is counted.

I’m sure I’m not the only one who can’t wait for the election season to end, but at least we know that here in Salt Lake County voters can rest assured that their ballots will be counted, that the process is secure, and that their privacy is protected.

Voting by mail has been one of the hot topics of this election season. National headlines have questioned both the security and the process. Salt Lake County voters should not be concerned, as our county has had years of experience in voting by mail, and our Salt Lake County Clerk has been running successful, secure, and reliable voteby-mail elections since 2013. Falling Apart

Well, 2020 finally broke me. I’m overwhelmed, worried about COVID, stressed about the election, climate change, immigration and poverty, and disillusioned to learn Ellen DeGeneres is an actress. It feels like someone shook Pandora’s Box 2.0 like a maraca, releasing sadness, greed and hubris.

I started this column dozens of times, but it feels like my funny is numb. I’d begin writing but devolve into an angry rant where I’m pounding the keyboard like a furious Elton John. I’ve gone feral.

During yoga, I asked my students for advice on how to find my funny. They suggested sharing recipes for Doomsday Survival beverages like Meltdown Mimosas and Disaster Daquiris. I’m afraid if I start researching drinks, I’d sober up around Groundhog Day. (If there is a Groundhog Day in 2021.)

I’m run through a gamut of feelings, enough emotions to create a second or third generation of Snow White’s Seven Dwarfs. I start each day with Hangry then work my way through Weepy, Lonely, Screamy, Worry, Panic and Gloomy. My husband never knows which Peri he’ll bump into when we pass in the hall. It makes everyday discussions a bit wobbly.

Hubbie: What sounds good for dinner?

Me: We’re on a spinning planet, slowly moving toward the sun where we’ll be consumed like a fly in a bug zapper.

Hubbie: So . . . enchiladas?

Americans are resilient, right? We’ve been through tough times, right?

We’ll come together and make the best decisions for our country . . . oh, who am I kidding?

I started screaming at the moon every night like some kind of demon weredog. I’m sure my neighbors are terrified. (Sidenote: I hope someone who’s been living in a bunker since Y2K finally emerged this year to see if it’s safe to come out. Joke’s on them.)

My meditation practice has become a slow descent into madness.

But then.

I zoom in close and watch my grandkids teach a disinterested dog to roll over. I see myriad kindnesses in my life like chocolate, warm blankets and Disaster Daquiris. I zoom out and witness this beautiful world with its billions of people just doing the best they can. Compassion is abundant.

I talk to the trees (literally). I smell pumpkin spice (everywhere). I hike through gorgeous canyons, watching leaves release their grip on branches and freefall to the ground. The stillness settles my thoughts.

I don’t know if you’ll read this before or after the election. I don’t know if we’re facing martial law, a presidential coup or (finally) an alien invasion.

But I know optimism feels better than despair.

We can continue to Catastrophe Scroll though vile social media posts, created by friendless trolls with no sense of humor and a serious case of ringworm, or we can turn off our phones and relearn what “community” means.

One day soon, we’ll have to acknowledge the friendships we’ve lost, the unnecessary arguments we waged and the times we refused to back down. It will be a political hangover of epic proportions, especially if you’ve been drinking Calamity Cosmopolitans.

Those who follow my social media platforms know where I stand politically, and it’s easy to look at the rage in the world and point fingers at The Other Side.

I can stop the blame game, but I won’t stop calling for equality, justice and inclusion in places it doesn’t exist. We must remember that Hope remained in Pandora’s Box. It’s our job to nurture it.

T

he longest-tenured person to ever serve on the Taylorsville Planning Commission has abruptly resigned her post of more than 10 ½ years but only because the city needs her expertise elsewhere.

Anna Barbieri was elected unanimously by the four remaining Taylorsville City Council members to fill the Council District 3 seat, vacated when Brad Christopherson resigned his post after moving out of the city.

Barbieri was elected in a special city council session Sept. 30, defeating three other candidates: F. Troy Buchanan, Bradley Manuel and Dan Tibbitts.

In addition to her time on the planning commission, which began in March 2010, Barbieri also serves on the city’s Economic Development Committee. She’s also volunteered time at Taylorsville Dayzz information booths. Barbieri also played a key role in 2018 in getting Salt Lake Valley food trucks to include the city on their summer circuit.

“When this [city council] opening became available, it was not on my radar,” Barbieri told the other council members on the night of her election. “But I got to thinking, there is not one person at Taylorsville City that I would not enjoy working with, and that’s pretty rare. So, I decided to apply.”

Barbieri graduated from Midvale’s Hillcrest High School in 1981 and from Utah State University four years later with a degree in English and secondary education.

She’s lived in her Taylorsville home since 1998. Barbieri is married with two daughters, one living in Virginia and the other in Provo, where she is a BYU student.
