CITY EVICTS PIONEER CRAFT HOUSE, OFFICIALS EXPLAIN WHY

T

he shoe dropped, or maybe it was a hammer, on the Pioneer Craft House on May 10. South Salt Lake initiated eviction proceedings to remove PCH from the Historic Scott School property (3271 S. 500 East) because they did not have a valid lease.

“I know that the eviction of Pioneer Craft House came as a surprise to some this week,” Mayor Cherie Wood said in a statement to the City Council. “But to those who have worked at or with the city for any period of time, it was a planned action that was long overdue—over a decade in the making.”

Wood continued, “As a city, our job is to provide quality and affordable services to our residents. In the case of the Historic Scott School Arts & Community Center, that means arts opportunities for all residents that meet their needs. We also have an obligation to our taxpayers to use public facilities in ways that benefit our residents. Pioneer Craft House has literally made this job impossible.”

“When we are in charge of taxpayer dollars, we have to be good stewards. We spend wisely, both in terms of our funds and our employee resources. So much money and time has been lost, and the time has come to put a stop to this,” Wood said.

Background

The Historic Scott School was founded in 1847 when a two-room log cabin was built on the property. The intent was to use the building as a church, school, and community center. Granite District encourages public comment at board meetings with prior sign up

T

he proceedings of a May 4 Granite School District Board of Education meeting made local headlines when a group of attendees wanted to talk about the mask mandate. Board meetings are open to the public; the board asks that people who want to contribute sign up ahead of time.

The district’s website states: “[We] hold public meetings once or twice monthly to…conduct business. Citizens are welcome to speak in a Board of Education meeting by contacting the communications office at 385-646-4529 to register for a comment time.”

Ben Horsley, communications director for GSD, was at the meeting. He said tensions in the meeting escalated when people who hadn’t signed up wanted to speak.

Video footage of the meeting shows interruptions, shouting and a declaration that the elected board was dismissed and new board members were being appointed on the spot.

“When it became clear that the board was not going to be able to conduct its business, the meeting was adjourned.

[Thirty to 40 anti-mask] protesters remained…for a short time,” Horsley wrote in a social media post.

Horsley said the procedures in place for board meetings allow GSD to conduct necessary business while also hearing from members of the public. Adjourning meant the board did not get to discuss everything on the agenda.

“The board allows the first three patrons to sign up for non-agenda items at each general board meeting (monthly).

People can visit our website and fill out some contact information by noon the day of the meeting,” Horsley said.

GSD’s website, www.graniteschools.org/board, has information on current board members, agendas, yearly meeting schedules, how to sign up to comment and the minutes of previous meetings.

“Those who wish to sign up for a specific agenda item can sign up to speak to those items as well. The same process applies,” Horsley said.

Horsley said even during the tightest days of pandemic restrictions, the board wanted to include the public. The June 16, 2020 meeting was streamed live and a sign up for residents was offered. The minutes for that meeting state “Citizen Participation: None,” meaning no one signed up to comment.

This year, the Jan. 5 and March 2 meetings also had no citizen participation. The bulk of April meetings were devoted to new staffing appointments. The Feb. 2 meeting had one participant from Taylorsville High—a student named Caitlin Bone.

Bone followed the meeting protocols for non-agenda comments. She introduced ideas for how students could safely participate in school dances. Her comments were covered by several local news sources, and many schools have safely held proms and other activities this spring.

Horsley said the three slots for the May 4 meeting were full and “masks were not on the agenda. The three individuals who [commented on other non-agenda items] had signed up in advance of the meeting.”

Members of the public who participate in meetings can expect to be heard, but some things are out of the board’s jurisdiction. Horsley said the mask mandate was a statewide health order and not something the district had the authority to repeal.

As it turned out, those frustrated by the mask mandate needed only wait a few days. On May 13, Utah Gov. Spencer Cox issued a statement repealing the mandate for the last week of school.

“While masks are still recommended and individuals may still choose to wear a mask, they will not be required for the last week of the school year (starting June 1),” Horsley said.

All testing protocols for GSD also end on that date.

Masks will not be required for summer programs or the new school year in the fall, “unless a new statewide order is initiated.”

Board meetings continue over the summer and are scheduled for June 15, July 6 and Aug. 3. Agendas are available on the website. GSD teachers awarded big check bonuses

tarting on April 22 at Olene Walker Elementary School and going to three other locations the following days, selected teachers were awarded a $5,000 bonus. The bonuses were possible because of passing HB 212 in the 2016 Legislative session.

The bill made available special $5,000 bonuses for teachers with high median growth percentiles (MGP) who teach in schools with high student poverty levels. These teachers are in the top 5% of Utah.

“The goal of the legislation is to reduce teacher turnover at high poverty schools and attract and retain teachers whose classroom instruction has proven to be effective in helping students grow academically,” according to a Granite School District (GSD) press release.

“This bonus program is a result of legislation sponsored by Rep. Mike Winder back in 2016 that provides a retention bonus for high-quality teachers that work in our most impoverished schools,” said Ben Horsley, director of communications and community outreach with GSD. Horsley pointed out that “Several years ago, Roosevelt Elementary (now Olene Walker Elementary) was the third worst-performing elementary school in the state with 100% teacher turnover in a short period of time. It was clear that we needed a larger incentive to encourage our best teachers to remain in our most needy schools. After several years of this bonus program in place, Olene Walker was recently recognized as having some of the highest student growth in the state and is now outperforming schools with higher socioeconomics with very minor teacher turnover.”

State funds provided about half of the bonus, with the GSD Board of Education ensuring the remaining amount coming from district funds.

Teachers Teachers at two schools located in South Salt Lake were honored.

At Olene Walker Elementary, five teachers were recognized.

They are Nada Carter,1.Kelly Lookinland, Christina Marshall, Lauren Peterson and Camerin Russell.

At Granite Park Junior High School, two teachers were honored—Ashley Cook and Kartia Nash-Handler. Nash-Handler teaches seventh- and eighth-grade math. Cook is on extended leave.

“This award is a result of how much my students apply themselves,” Nash-Handler said.

With every question, Nash-Handler never took credit and always gave her students credit.

“My goal is putting children first,” Nash-Handler said.

She grew up in an economically depressed area, and her teachers became a lifeline for her. Nash-Handler wants to make the same impact.

“I became an educator because I want to impact students like my teachers. I want to inspire them,” Nash-Handler said.

At the GPJHS faculty meeting where the bonuses were announced, Principal Christopher Griffiths said, “Everyone has a piece of this recognition because such success is a team effort.”

Teachers at Robert Frost Elementary and Monroe Elementary in West Valley City were also honored.

Because of COVID-19, the bonuses were based on 2019 data.

Horsley explained, “It’s a percentage of growth score which means that from year to year, the students these teachers teach, 70%-plus are having higher than average learning and growth.

The state uses data from the RISE test, and once the teacher has the high MGP (70 or higher), they then go work for at least a year in an eligible (high poverty) school, and after that year…they receive the bonus.”

For example, in 2017, Marcia Matthews taught at a non-poverty school, and 70% of her students scored higher than the average student. In 2018, the same thing happened. In 2019, Matthews moved to a designated poverty school and taught for an entire year. Matthews receives the bonus at the end of the school year. l

n April 26, Karyn Winder, president of the Granite Board of Education, introduced Richard Nye as the new Granite School District (GSD) Superintendent.

Martin Bates, who served as superintendent for more than a decade, announced his retirement in January. Nye will assume his new role on July 1.

“Upon the announcement of Dr. Martin Bates’ retirement, we as the Board of Education asked our students, staff and parents what leadership qualities they would like to see in the incoming superintendent,” Winder said. “Dr. Nye embodies those qualities, and we look forward to welcoming him to Granite School District.”

Currently, Nye is the Ogden School District Superintendent. He has served in that position since 2017.

Background Nye started his educator career as a science teacher at Rocky Mountain Junior High in the Weber School District in 2001.

He moved into administration in 2001 in the Peoria Unified School District in Arizona.

Nye returned to Utah in 2005, working at the Utah State University and the Utah State Board of Education. He joined the Ogden School District Executive Team in 2012.

Nye graduated with a bachelor’s in history with a minor in zoology from Weber State University in 2000. He earned two master’s in education from Arizona State University in education administration and supervision and at Weber State University in curriculum and instruction. Nye worked on both master’s during the same time from 2001 to 2005. He earned a Ph.D. in curriculum and instruction from Utah State University in 2011. He continued his education with a fellowship from The Board Academy and a Certificate in Education Finance from Georgetown University in 2020.

Nye addressed the following issues:

GSD geographical diversity, racial diversity and economic diversity

“Personalized education opportunities are not a one size fits all endeavor,” Nye said. “As we think of the different school and the communities they reside in, we ask are they tailored to the specific and unique opportunities of that area and address those specific needs of the area, and then education becomes a fixture in the community and provides pathways for the students to be successful regardless of where they might live.”

Fundamental education changes because of COVID-19

“Going back to the concept of personalized learning allowing students and their families to customize what that educational experience is even more. For some students, a classroom setting works best. For others, a different model. What COVID has done for education has provided schools and school systems with an opportunity to think about

how they personalized education for the students and their families.”

He also said, “It is said that necessity is the mother of invention. I would say COVID has made necessity the mother of acceleration as education moves more into the digital age.”

Educational philosophy

“I know that all children can succeed.

There is not a child anywhere that doesn’t have the ability with the right support within a system that meets their needs who can’t achieve at high levels.”

He continued, “When I think of educational philosophy, I think of three parts. First, academically. What does the child need to learn, and what opportunities are available for them to personalize their experience?

Secondly is social and emotional learning.

As we think about what does it mean for a child to be emotionally self-regulated and (have) self-efficacy. To be able to thrive on a social-emotional level. The third is talent development of teachers and staff, meaning we cannot meet the needs of students without giving the resources and support to those who have stewardship of meeting the needs of students.”

Message to teachers and staff

“I am so grateful for who they are and how they bring their best self to work every day. They do it because they love children.

My message to educators is one of appreciation, knowing what it means to show up in the classroom and build relationships with students and colleagues. As far as our educators go, the teachers are the heart and soul of education. For the staff, we have supported them in that role and very much in the part of educators who are part of a much larger system that we all move in the same direction creating the conditions for students to succeed. Appreciation and hope as we move together, they will be successful in their space.

why they went into education.”

Why GSD?

“Granite has been a leader in the state in many different areas,” Nye said. “The commitment to students is evident. It’s always impressed me that the deep-down, fundamental commitment is to improve the conditions for students. As we consider what the future looks like in Granite—it’s positive.

There are opportunities that exist to improve or refine current practices and to build on successes. The prospect is exciting to me.”

Nye summed up his purpose by stating,

“I am a passionate educator desiring the best for children.” l

Continued from front page building and named after the pioneer, John Scott. Over time, other structures were added. The Granite School District owned and leased the property to a local non-profit, the Pioneer Craft House, which has been around since 1947.

In 2007, GSD decided to sell the property. South Salt Lake expressed an interest in purchasing the site to expand its offerings to the community and expand Promise SSL afterschool programs. To facilitate the purchase, SSL entered into an interlocal agreement with Salt Lake County. The county would purchase the property from GSD using $764,000 of ZAP funds. The agreement stated that once the bond was paid off, the country would deed the property to SSL. The bond was paid off in 2018. However, the ownership transfer took some time because of the creation of a historic preservation easement on the property. Salt Lake County has now signed all documents necessary to pass ownership to SSL. Anticipated changes In a prepared statement, the city stated, “South Salt Lake will make any necessary changes – to both the physical buildings and tenant mix – to ensure that the diverse residents of South Salt Lake receive the highest and best use of the Historic Scott School within the confines of the historic preservation easement.”

The statement continues, “We seek to provide programming and cultural opportunities that serve all South Salt Lake residents. South Salt Lake will expand arts and cultural programming that is affordable and accessible – this will include enhanced Creative Arts for Life programming for seniors and adults and Promise afterschool art programming that better serves the City’s cultural, financial, and legal requirements.”

May 12 City Council meeting At the May 12 City Council meeting, Wood explained some reasons for the action.

She explained the illegal lease that was given to PCH. A previous administration gave PCH an exclusive 10-year lease for 16,000 square feet of space for $1 per year.

“Obviously, this wasn’t market rate; this was a huge subsidy to the Pioneer Craft House and most importantly was in violation of State Law,” Wood said.

In 2011, the original lease was renegotiated, allowing SSL to start using some of the property for Promise SSL programs and allowed PCH to continue to stay. It also included a fair market value lease price.

“Unfortunately, Pioneer Craft House did not uphold its end of the lease and decided to stop paying rent,” Wood said. “Subsequently, they sued the city to stay in the building (in violation of the lease) and negated the lease. PCH violated the city’s trust repeatedly by not acting in good faith.”

The city offered PCH to become a city-managed 501c3 to release the obligation to pay rent. However, PCH refused and continued to occupy the buildings and operate

programs, despite losing their lawsuit with the city and remaining in violation.

Another reason Wood explained was the cost to the city. It is estimated SSL has lost over $100,000 in unpaid rent over a decade.

“In addition, we have been tangled in an expensive legal battle, paid for by SSL taxpayers. City staff and leaders have spent countless hours on discussions and the legal response,” Wood said.

A third reason for the action is that PCH never shifted its classes or services to better welcome city residents.

“Their offerings were unaffordable and inaccessible to our residents and taxpayers who were subsidizing them to be there,” Wood said, “We reviewed the number of classes and students each month, and it was clear that our residents were not benefitting from the presence of Pioneer Craft House in our community center.”

A final reason is fairness.

“South Salt Lake’s relationship with Pioneer Craft House has been unbalanced and unfair to taxpayers and the community,” Wood said, “The organization has received benefits that far outweigh what they provide back to the city, in terms of paying rent, offering services that benefit our community, and advancing the city’s mission and the cause of arts and culture.”

Wood mentioned that the City Council has been ready to act but was unable until the property was transferred. Since the property was transferred during the week of May 3 and PCH was preparing to open after the COVID-19 closing, quick action was required.

The SSL Arts Council will move in and will offer affordable and appealing to the SSL community.

Response At the May 12 City Council meeting, 10 individuals spoke against the action. They were residents, students, teachers, and the chairperson of PCH. The city was accused of “not caring about Vets and the disabled,” “being short-sided,” “guilty of trying to reinvent the wheel,” “engaging in a land grab,” and “not willing to raise the PCH jewel.”

“I know we’ve had a number of years where we were not reaching a conclusion of how to have a longer-term relationship with the city, but we certainly have been available to talk about it, and I’ve talked to, I think all of you on the council about this issue,” Jeff Hatch, PCH Chairperson , said, “So, hopefully, we can move on, and we definitely will move on and move out of South Salt Lake.”

True to their word, as of May 19, PCH has moved out.

City Council Response “I’ve been on the council, this is my eighth year, and so I’ve been a part of this process, and I really wanted a win-win. I appreciate the talent that you, teachers, have over there. The unique opportunities you provide. I was truly seeking a win-win,” Council Chairperson Sharla Bynum said, “But when I realized the tipping point was

when we were in mediation, and we offer the Pioneer Craft House to become a 501c3 and to come up under the city and be similar as the Salt Lake Arts Council. When they refused, I knew that we probably could not proceed.”

“After years of its complicated relationship status, looks like now we can change it to a divorce, which I know it’s hard, but at least it’s a resolution,” Councilmember Ray deWolfe said, “And I do back the Mayor on this decision. Amani, Promise or Bridges Center possible names to replace Columbus Center

I

n October 2020, Mayor Cherie Wood announced a name change for the 103-yearold Columbus Center (2530 S. 500 East). In the April 28 City Council meeting, the SSL Youth Council presented their findings and recommendation.

Background

Last October, Jevahjire France wrote a letter to the City Council asking them to consider a name change.

France moved to America from Haiti in 2016 when he was 13 years old. France graduated from Cottonwood High School and is a former member of the award-winning Cottonwood High School Robotics team. France became involved in Promise South Salt Lake in the Fall of 2016. He is currently a member of the Youth City Council.

In his letter, he wrote, “As a young immigrant just like many in South Salt Lake, I have always wondered if the members of the Council of this City ever question how a young immigrant or refugee feels knowing that he is frequenting a library named after an oppressor not too different from the one(s) they or their parents were fleeing from back home?”

“Jevahjire’s message resonates with me as we recognize Indigenous People’s Day. I agree with many in our community and believe it is time to rethink the name of this building and how it serves our entire community,” Mayor Wood said.

Youth Council presentation

The SSL Youth Council has four members, Nava, Tu’imana, Sevara, and Jevahjire France. Their advisors are Edward Lopez (elopez@sslc.com) and Kayla Mayers (kmayers@sslc.com) from Promise SSL. “We’ve worked on this for over six months but due to time constraints, this presentation you’ll hear tonight is an extremely condensed version of the research,” Nava said.

The presentation began with indigenous land acknowledgment.

“We collectively acknowledge that the City of South Salt Lake is located on the traditional, ancestral, and contemporary homelands of the Shoshone, Goshute, Ute Tribes, and other Native peoples from time immemorial, and is a crossroad for Indigenous peoples,” Tu’imana said. “We recognize and continually support and advocate for the sovereignty of the Native nations in this territory and beyond. By offering this land acknowledgment, we affirm tribal sovereignty and will work to hold The City of South Salt Lake accountable to American Indian peoples and nations.”

years. Another is we shouldn’t judge historical figures by today’s standards because we are where we are today because of the sacrifices that people made before us. The final two are we shouldn’t be forced to bend to popular movements, and we can still grow while maintaining our history and traditional precepts.

“The last thing we want is to cause more division or tension in the community,” Sevara said, “After working through this process and doing some research, we continue to believe that a new name will be beneficial and can unify us even more.”

The Youth Council supports a name change for two reasons. The first is there are two Columbus Centers in SSL. One Columbus Center is at 3495 South West Temple. This Columbus Center has “the sole intention of creating a world more inclusive for their children with developmental disabilities.” The second Columbus Center has city recreation facilities, two Promise SSL programs, and the Senior Center.

The other reason is a belief that a new name will increase inclusion and connection.

France was the last speaker. He told the City Council the estimated cost of changing the name is $10,000. He said that figure-based names are difficult because public opinion changes over time and could create tension within the community. On the other hand, a value-based name has stability and endurance. Also, such a name will create a collective vision.

They presented three possible names • Amani Center, which is the Swahili word for “Peace.”

• Bridges Center, inspired by the idea that bridges are used to overcome obstacles and symbolize unity • Promise Center, inspired by the three Promises representing the City’s highest hopes for SSL residents.

The SSL Youth Council asked the City Council to consider the proposed names and find funds to pay for the change.

“Again, we don’t want to cause more division within the community,” France said, “We truly believe after our research and work into this process that the new name will be beneficial and can unify us even more.”

sheet, it is “A place for our community to work and gather with access to the tools that can help them connect, advance, and support one another.”

“We want it to have a small business and entrepreneur feel,” Sharen Hauri, director of urban design, said. “It is not a place you come to play games.”

The preliminary design has banks of computers in a Tech Lounge. The Commu-

nity Room is on the opposite side that can be used for eating and collaboration. There are multiple rooms and two classrooms, with one dedicated to the Arts Council.

Many of the areas will be available for rent.

Currently, the project is still in the design and finance stage. The plan is to open the center next winter. l

or the first time in years, the Cottonwood High football team will be able to afford a few luxuries many high school programs take for granted — thanks to the efforts of two Colts players.

“We don’t have uniforms for anything other than varsity; cut costs everywhere so that we can have safety equipment and uniforms,” explained Cottonwood head coach Casey Miller. “Last year we had kids who needed to wear different numbers home/ away since we didn’t have two matching sets. I fixed that for this upcoming season.”

Cottonwood’s football program was able to accomplish this big feat in large part to three fundraisers it did over the past year.

According to Miller, the Colts always do a clothing drive and scratch cards and those fundraisers have been successful as well. But the majority of the fundraising actually came from an app the program uses called Scoreboard, which is as simple as GoFundMe in theory. You either choose to share the amount you donate publicly or do so anonymously, either way, it has been a big help to the Cottonwood football team.

So big, in fact, that Miller wanted to publicly recognize the players who contrib-

uted the most, and the number might surprise some.

“I’ve got two kids who have raised about 75% of that money so far,” said Miller, who added that the total amount being raised is just being divided between all of the Colts players.

What these players have done for their teammates is a tremendous humanitarian and philanthropic gesture and when you put actual dollars into the equation it’s even more impressive.

“Those two kids have raised almost $10,000 of the $14,000 the ‘team’ has raised,” said the head coach. “So if it [the Scoreboard app] is saying we have 210 per kid, they are 150 of the 210 for everyone.”

And for the first time in years, the Cottonwood football program will be able to operate in the black, Miller added, though there are still some things the Colts players will still have to do without.

“Unfortunately it means cutting out a lot of things other programs can buy to entice kids. We don’t buy a yearly spirit pack where kids get shirt, short, hat every year,” said Miller, who will be entering his third year as the head coach.

Cottonwood boys soccer season ends with first state tournament game in years

ith a team as fit and ready as it has been all season, the Cottonwood Colts went into their first 5A state soccer tournament game in years feeling optimistic, according to head coach Dominic Militello.

“We were pretty healthy for the most part,” Militello said. “We were only missing one player due to injury.”

Ranked No. 29 in the Utah High School Activities Association RPI that seeds all the teams, the Colts hopped on the school bus Friday, May 14 and headed south toward Spanish Fork where they would take on their first round state playoff opponent, No. 4 seed Maple Mountain.

An hour later, the bus eased to a stop and out jumped the Colts, playing in their first state tournament game since 2011.

Wearing their new black and gold striped jerseys, the retired No. 20 jersey seated on a bench on the sideline to honor those unable to play in 2020, the Cottonwood players warmed up on a sunny afternoon deep in the heart of Utah County.

A few minutes later, the whistle blew and the game got underway, said Militello.

“Maple Mountain is big, strong, smart...we knew we were in for a tough game,” said the Cottonwood head coach.

“They got up on us early with three goals in the first half.”

The Colts came off the pitch at halftime trailing 3-0, but Militello added that the fighting spirit that Cottonwood had all season wasn’t gone despite being down on the road in the biggest game the program has had in 10 years.

“It could have been real easy for some of the kids to quit the team and give up — but despite the record they ALL hung in there and competed to the final whistle,” Militello said.

By the time the Colts walked back onto the field for the second half, they struck first, thanks to a mazy run by senior captain Pablo Calderon who collected the ball, slalomed past several defenders and slid the ball past the goalkeeper to cut Maple Mountain’s lead to 3-1.

“Pablo scored midway through the second half — we had the momentum and I believe we had better possession,” added Militello, who was frustrated by the lack of calls, in particular one in the last 20 minutes of the game that at the time was still 3-1 in favor of Maple Mountain.

“Late in the game, we believed were fouled in the [Maple Mountain penalty] box — it ended up being a free kick for them,” said the Cottonwood head coach who then watched in vain as Maple Mountain scored right after the disputed call, against a shellshocked Colts side that watched in vain as the decision

snatched the game and momentum out of Cottonwood’s grasp.

That made it 4-1 to Maple Mountain, which frustrated Militello, because in his estimation the Colts were so close to turning the game around and were denied

the opportunity to do so.

“If we had been awarded the PK [penalty kick] it would have made it 3-2 — I believe we could have tied it up,” said the head coach. “Instead they get the call, go down and score — game over.”

Maple Mountain would tack on one more goal to take the 5-1 victory. None of this came without a fight from a Cottonwood side that would make what many thought would be an easy victory for the No. 4 Maple Mountain team anything but.

“It was our best game of the season — besides our win at East,” said Militello, whose Colts end the season at 1-16 overall and venture into a new region spread across 300 square miles for 2022.

For a Cottonwood side that played two juniors and six sophomores in almost every game in 2021, Militello said he intends to retain them all for what should be an even better year, next year.

“We are really excited for the new region and the group coming up! We were so proud of our guys this year,” added the Cottonwood head coach, now in his eighth year at the school. “You know, our record over the years is not a real good indication of the kind of kids we have and what we are able to get out of them.” l

City officials continue to study crime and how its police should respond

t the May 12 City Council work meeting, Councilmember Natalie Pinkney welcomed Sam Dugan to present the “Root Causes of Crime and What to do about it.”

Dugan is a working attorney at the Salt Lake Legal Defender Association. She also holds a master’s in social work from the University of Utah.

“I think it’s really important to sort of dig into the more granular level about what the root cause of crime,” Dugan said. “Ultimately, what we can do about it because there’s sort of the micro and the macro level which is the symptoms and then the macro level which is actually policy.”

Dugan explained there are three kinds of crime: homeless-adjacent crimes, property crimes, and violent crimes. These crimes range from public urination to murder.

She also explained there are two types of policing. There is proactive policing such as neighborhood patrols or specific operations. The other is responsive policing, such as welfare checks and responding to a crime.

With the watchwords “Be curious, not judgmental,” Dugan listed eight criminogenic risk factors •History of antisocial behavior meaning how someone acts •Antisocial personality patter •Antisocial cognition meaning how someone thinks about events •Antisocial associates representing a lack of rosocial peers •Family •Work/school •Leisure/recreation meaning how someone spends their time

•Substance abuse “You will notice that mental health is not on the list,” Dugan said, “There is a common misconception that folks with mental illness are more likely to engage in crime and be involved in the system. That’s not true. Generally, it’s folks with mental illness who tend to be victims of crime.”

Dugan reported on an October 2020 Justice Reinvestment Initiative that showed between 2013 to 2020, low-level drug offenders’ recidivism decreased from 39% from 29%. Recidivism is the tendency of a convicted criminal to re-offend. Dugan suggested that recent events like Operation Rio Grande and COVID-19 might affect the numbers.

Dugan reviewed several therapies in the Risk-need-Responsivity Model. She also suggested SSL create a Criminal Justice Advisory Committee to gather and study crime data.

She pointed out that when appropriate intervention programs are funded and applied, recidivism decreases by 30%.

The concept of the Mental Health Court was discussed. Mental Health Court, which is modeled after drug court, is “a specialty court which offers individuals with bipolar, schizophrenia, or schizoaffective disorder intensive court-supervised mental health treatment,” according to the Salt Lake Legal Defender Association website.

Individuals work with the court from between 24 months to 36 months. In the beginning, individuals go to court once a week.

As they proceed through treatment, the court appearances reduce to once a month.

Mental Health Court is less expensive than supervised probation.”

“Utah is one of the first places to do mental health court,” Dugan said.

Any individual with help from their attorney can submit a request to Mental Health Court.

SSLPD and Promise SSL response

After the presentation, Chief Jack Carruth of SSLPD and Kelli Meranda of Promise SSL were asked to respond and review programming already in place to counteract these issues.

“I love that Sam mentioned being non-judgmental. Unfortunately, some employers will not hire ex-cons or have felonies,” Carruth said, “Because of that, I think some re-offense is created by depression and desperation. Shoplifting goes up, which is just completely desperation to feed families and kids, we understand that.”

Pinkney is a supporter of police reform.

She had a series of questions for Carruth about mental health and the police response, focusing on armed officers responding to a

mental health call rather than a social worker or unarmed team.

Carruth explained that for all 911 calls, an armed officer or more respond. However, he questions if every 911 call is appropriate for law enforcement.

“We need our dispatchers to ask the right questions. There is a sense that even with parents with children who suffer from mental illness, their go-to is to call 911 and ask for law enforcement. And I think that’s a big change we need to make in society in general.”

Meranda talked about their work on youth and prevention. She mentioned they use models which help K-12 individuals with social and emotional learning.

“We also have our mental health coalition that meets monthly. An example of their work is an upcoming mental health in the community discussion group,” Miranda said, “While our focus is on youth and families, we are open to continuing to work alongside of multiple organizations to help reduce crime in our community.” l

f you needed another sign that things were returning to normal, here’s a good one: the Salt Lake County Parks and Recreation outdoor pools opened Memorial Day weekend! The pools are scattered throughout the county and will stay open through the summer.

The county advises patrons to check their website at www. slco.org for updates on COVID restrictions including mask requirements. In general, those who are fully vaccinated do not need to wear masks.

Most of the pools have fun features like lap lanes, leisure areas, zero-depth entry, ADA accessibility, kids play areas, diving boards, sunbathing areas or slides.

All have lifeguards on duty during operating hours.

Opening hours, times and prices differ slightly for each location, so it’s wise to call ahead.

And for an extra fun and exclusive event, many of the pools are available after hours to rent for private parties.

What’s Up in Your Neighborhood?

You Have More Influence than You Think

In May, the public was invited to speak up and share their perspectives, ideas and concerns at General Plan Neighborhood Discussions. I was there listening, along with the City Council and city staff. The Mayor Cherie Wood conversations centered around the future of transportation, housing, economic development and our environment. I went into the meetings having received a lot of feedback from the surveys but was still enlightened as residents made some great points.

The passion for these issues surprised me a little and recommitted me to focus on things that make a difference in our neighborhoods. I can see the shift in resident’s concerns from basic safety and well-being into enthusiasm for shaping a more comfortable and lively community for our diverse population. It seems South Salt Lake is perfectly positioned to be the place people want to live and work, and there are many ways that our housing and businesses are shaping neighborhoods that so many want to be in. We still have work to do, in making safer streets, more places to be outdoors, and attractive places to shop, play and meet our neighbors. I am more optimistic than ever, and know we will create a plan that will really make a difference in people’s lives.

Over the last several months, we’ve reached out to you in order to craft the city’s guiding General Plan that will shape how we grow and how our community evolves. The General Plan team has made every effort to meet people where they are - literally and figuratively “I was inspired and loved - attending community them all.” Close to 100 Youth events and meetings, Voices entries for the city’s reaching out to parents General Plan came from local and program participants K-8th grade youth to share and contacting residents what they want for the future.

All were treated to certificates by mail, email, social media and pizza parties by Mayor and this newsletter. They Cherie Wood at their Promise also love working with youth afterschool centers in May. and frequently engage with

our Youth City Council, Best Buy Teen Tech Center and Promise SSL teens. They made a special effort to reach seniors and to communicate in a variety of languages, too. Mural Fest 2021 Artists Make Their Mark Around the City, Including City Hall The big highlight of May for South Salt Lake was indeed our 4th annual Mural Fest. On Saturday, May 15th ten new artists shared their work at a ‘Meet and Greet’ event. The City Hall mural was created by a local lettering artist, Hayley Barry, to the south of the building (and visible from I-80!). Thanks to Hayley (and the SSL Arts Council) we have a colorful mural to better mark our destination as a City on the MOVE!

As a City Council, our job is to provide quality and affordable services to our residents and we always wished to offer arts opportunities for all residents, and unfortunately, Pioneer Craft House was not willing to partner in a way that could accomplish this. So what is next? Our city is excited to create an arts hub and to make it the new home of our South Salt Lake Arts Council. We have really come into our own as “the place” for arts, culture and creativity. This also supports our vision of making the corner of 3300 South and 500 East a cultural destination. This has been our intent since we first set our sights on the old Granite High property. Now with the new County Library nearing completion and the Historic Scott School fully in our control, we are ready. We are excited for the next chapter of this local landmark and I encourage you to reach out with your thoughts and ideas.

The city is looking to up our recycling game, adding glass recycling to the lineup and are looking to see if green waste containers are feasible. There are many questions to answer, including where recycled materials go, and if there are enough residents willing to participate.

Does the City have any control of the crosswalks on State Street?

South Salt Lake coordinates with the Utah Department of Transportation (UDOT) on safety on state highways (including State Street). In recent years, this has resulted in new crosswalks at the S-Line, Gregson Ave, and Sunset Ave. The public has proposed other good locations and discussed safety at length in the ongoing Life on State project. Public Safety Driving Safety Involves Everyone Message from SSL Police Chief Jack Carruth In May, I listened to the General Plan neighborhood discussions with the City Council and Mayor Wood. Many residents brought up concerns about happenings in their neighborhoods with speeding, traffic, crosswalks and bicycle safety. Maintaining the public safety of our streets is a part of our duties, and always a priority. I was intrigued by just how big a priority this has become to many residents.

This past year, the SSLPD has worked with our city’s traffic engineers to conduct traffic flow and speed studies in South Salt Lake. What we are finding out from these studies, is that for the most part, the majority of community members are driving in a safe and responsible manner. When the speed limit was 30 mph, the average speed recorded was 30 mph. We found that only a small percentage (less than 3%) of those driving have enforceable violations. However, those who do speed over the legal limit need to clearly get the message to slow down.

As a department, we support the community by addressing speeding concerns. We do our best to conduct enforcement action in areas where we receive complaints or observe concerns.

With school out for the summer and the warmer weather, crosswalk safety is definitely a growing concern. While it may be tempting to jaywalk, please use crosswalks and marked intersections. During these neighborhood meetings, we also asked for you to mark places where you think new crosswalks or traffic improvements could be made. You can also do so on the Idea Map at SSLOurNextMove.org.

Your input is an important tool in making our city safer. I enjoy getting to know our community members better and want to hear from you. An ISO Class 1 Rating Saves Lives and the Taxpayers Money Message from Fire Chief Terry Addison Did you know that fire departments are regularly rated?

In August of 2020, the SSL Fire Department was evaluated by the ISO (International Standard) using a Public Protection Classification (PPC) survey.

ISO’s PPC Program plays an important role in the underwriting process of insurance companies.

In fact, most U.S. insurance companies use PPC information when deciding whether or not to insure a business and the cost of insurance rates. Four areas are considered in the grading of the community’s fire suppression

capabilities: 1. emergency communications, 2. fire department operational considerations, 3. water supply, and 4. community risk reduction and fire prevention programs. I’m excited to report that as of May 1, 2021 we have improved from an ISO Class 3 department to an ISO Class 1 rating, a significant achievement.

ISO has evaluated and classified over 39,000 fire protection areas across the U.S. and less than 1% of all rated communities have received a Class 1 rating. We are the second department in the State of Utah to receive this rating and we are very proud of it. I wish to congratulate our public safety team and thank you for your support. We look forward to providing exceptional service to you, your families, and our business community.

During the past several months the Community Development Department has been holding community meetings to hear from residents and stakeholders to decide “Our Next Move” with the adoption of a new General Plan. As we have listened, one message we have heard loudly is that many people want to encourage the development of housing opportunities for anyone who would like to call South Salt Lake City their home.

In order to make housing available to all, it helps to understand the different types of housing that residents may want to choose to live in. This graphic shows the traditional cycle of how housing needs may change throughout the average lifetime. (source: www.ci.creswell.or.us) When it comes to new housing development, what is actually built is controlled by Developers and not by the City, however there are a few things that we can influence. As an example in SSL, we are seeing new examples of each of the housing types that are needed to ensure a complete community. South Salt Lake is built-out, meaning land is no longer available within the City on “greenfields” or for outward expansion. Instead, we are seeing all kinds of property - industrial, commercial, former schools — redeveloping into housing. The General Plan will outline strategies to protect existing residential, while encouraging new development in appropriate areas. As land and development prices rise, new development will more often than not, feature taller, denser development. Moving forward we may see fewer single family home developments such as the Riverfront area, and more multi-family apartment or townhome styles near TRAX and in our Downtown as we seek to provide a balanced mix of housing for the community.

Our Next Move is coming into focus!

3300 South is often perceived as unsafe or uncomfortable. It is difficult because of the I-15 interchange, high traffic volumes, a large number of trucks, and the UTA TRAX crossing. Still, improvements have been made in recent years, including the Mill Creek Trail on the north side. As a state highway, managed

by UDOT, the City has to make requests and work together with them on road improvements, repairs, and safety enhancements to better serve our community. Projects often receive federal funding because they are too costly for the city to afford. Road projects can be, complex and take time, but we are jointly committed to continual improvement.

We recommend that residents share their ideas with all agencies (including UDOT). South Salt Lake is currently starting a 3300 South project jointly with Millcreek City (watch for more info on sslc.com). UDOT has a mapping tool where you can leave comments and requests, too: www.udot.utah.gov

Salt Lake County marks 75 years of Parks and Recreation with tree planting

eighbors, elected officials, and community members joined together on a sunny day to kickoff a summer-long celebration at Evergreen Park May 14.

Mayor of Salt Lake County, Jenny Wilson recognized Salt Lake County Parks and Recreation’s 75th birthday. Evergreen Park was chosen because it was the first in what is now over 100 park spaces across the valley managed by Salt Lake County Parks and Recreation. The acquisition of Evergreen Park 75 years ago on May 11, 1946 launched what has now grown into one of the largest parks, trails, recreation, and open space management organizations in the region. Evergreen Park, located at 2230 E. 3425 South, is a beloved jewel of the community that had many members in attendance reminiscing about their childhoods.

Wilson had fond memories of playing at Evergreen Park. She said, “I think the 75-year history of Parks and Recreation is to be noted. I have a particular love of this park because I remembered it from my childhood. I mentioned the pumpkin Cinderella-esque playground round item, and I remember when we came in here to update the park with the building of the community rec center, there was a lot of

love for this park but also for that sculpture.”

Jeff Silvestrini, mayor of Millcreek, said, “The pumpkin is really beautiful, and it has a lot of memories for people that grew up in this park like Mayor Wilson, and for our kids who still play on it.”

Amy May, executive director of Tree Utah, explained that the collaboration between Ivory Homes, Tree Utah, Salt Lake County Park and Recreation, and the county started in fall 2020 after a major windstorm. May said, “Ivory homes, to help the community address the loss of numerous trees, the replanting efforts began. We also actually planted a bunch of trees with the Jordan River Commission in Millcreek on the Jordan River this spring with students from major high schools as well.”

Silvestrini added, “I just think that this is a terrific public-private partnership that we have great private sponsors with Ivory and others and Tree Utah and the county. It’s really nice to see us working together on something that’s worthwhile that not only beautifies this park and replaces some of the trees that were taken by the…storm, but it helps with air quality, it helps with keeping our environment

May said, “I was doing a walk-thru last week and noticed there wasn’t a single evergreen in Evergreen Park, and I wanted to make sure we planted evergreens.”

Silvestrini added, “It’s Evergreen Avenue, that’s where it got its name from.” Wilson said, “This is a great small park, and one of the jewels in the county park system.

It’s just great to be here on the 75th anniversary in a great community, in a park that’s quite loved.”

Cottonwood High softball wraps up 2021 with big numbers, best record since 2018

A

lthough the Cottonwood Colts season ended somewhat surprisingly at home during the first round of the 5A state softball tournament in a two-game sweep to No. 17 seed Bonneville, there isn’t anything shameful for them to hang their heads about.

Last year, the Colts were able to play in only two games due to the pandemic. And so this year, getting a chance to play a full season and have the success that earned them a No. 16 seed at state was reason enough to celebrate.

The Colts (11-9) finished 2021 losing in two straight games to Bonneville, 23-0 and 17-6. In what turned out to be the season finale on May 17, the Colts fought back after going down 13-0 in the first inning to make their last outing of the year respectable.

Junior pitcher and infielder Gianna Hohaia had a huge game, hitting a double and a triple and had two RBI’s, while taking the mound for Cottonwood. Senior Hailey Thompson hit a triple and fellow senior Mykenna Rolfe had an RBI in the loss.

Going 9-5 in Region 5 was also a great way for the Colts to close out playing in this region, because in 2022 Cottonwood will be reclassified and placed into a new league— one that will stretch from Vernal to Tooele and continue all the way south to Payson.

Cottonwood will also be saying goodbye to several seniors, including Thompson and Wolfe. It’s the end of the line as well for Katheryn Alvarez and slugger Faith Godina, all of whom will be missed—especially Godina, who was the Colts hitting leader in home runs with four in the year and in RBI with 34. Rolfe wasn’t far from Godina in RBI’s, though; she had 30 total and led the

team in doubles and triples.

The majority of the Colts are slated to return next year, giving an already dangerous Cottonwood team that averaged a whopping 17 runs per game in league play and players like the junior Hohaia many reasons to be optimistic about next year. l

Mural Fest is back with 10 fresh murals

In 2020, SSL only had the mural part of Mural Fest. They introduced six murals. In 2021, SSL brought the festival back to Mural Fest with a community celebration on May 15.

“We have over a thousand people. More than we were expecting,” Lesly Allen, executive director SSL Arts Council, said.

Mural Fest was held within the South Salt Lake’s Creative Industries Zone. This year the event ran along West Temple between 2100 South and Oakland Avenue. The event included food trucks at two locations and live music and entertainment at each mural site.

The Arts Council’s goal is to have 100 murals in 10 years. In their fourth year of Mural Fest, there are 34.

One attendee enthusiastically said, “We love seeing our neighborhood coming alive.”

“I think people are happy to be out finally, but it is about the art,” Allen said. “Mural Fest is where art, business owners, and the community connect.”

In 2021, Mural Fest had 10 murals painted. Seven solo artists, two pairs of artists, and one group. One unique opportunity this year is that most of the artists were available to interact with onlookers.

“Many of the murals are about lessons we learned from the pandemic,” Allen said.

“I wanted my mural to be filled with positive messages. So, when someone gets down, they can come here and read a message,” Baker said.

Along with Luis Novoa and Miguel Galaz, Alan Ochoa said it took the three about 40 hours each to paint the mural.

In the middle of the mural is the earth encircled by the words “Sanacion a Madre Tierra” (meaning Healing Mother Earth).

“I want to paint something bigger than myself,” Ding said.

She also said that the unwritten rule among mural artists and graffiti artists is that if you choose to paint over some art, it needs to be better than the original art.

Peter Jones, the owner of EMS, was excited to donate the wall and loved how it looks. Jones went beyond donating by providing support to Ding while in Salt Lake.

Joseph Toney, who paints murals and owns a fine art studio, had an exciting challenge. He painted on two sides at the Allergy Research Group’s building (2301 S. West Temple).

“You have to know the wall before you start,” Toney said.

Toney’s mural has large, red-crowned cranes on each side coming together at the corner of the building.

“Red-crowned cranes have such a beautiful mating dance. I’m trying to capture that beauty,” Toney said.

The Process

This year 153 applications were received. A jury of artists, Art Board members, staff, and business owners review the applications. The applications are scored on artistic excellence, professionalism, relevance, and technical competence.

The process begins in January when the Call for Artists is posted. l

New additions to Central Valley Water part of $400 million capital improvement project

O

n May 18 and 19, a 900-ton crane lifted one of two 160,000-pound covers for anaerobic digesters at the Central Valley Water Reclamation Facility at 800 W. Central Valley Road, which is about 3200 South and 900 West in South Salt Lake City.

This event is part of a $400 million capital improvement project at the facility covering several years. These improvements have caused sewer fees to increase in recent years.

“The two reasons for the improvements are to meet new federal and state regulations, and simply things are worn out,” General Manager Phillip Heck said.

In the case of the two anaerobic (meaning no oxygen) digesters built in the 80s, the roofs had started to rust, and the system lost some efficiency.

It took two months to weld the cover.

When the facility was built, it was stateof-the-art, and the capital improvements are intended to bring it back to a state-of-the-art facility.

Central Valley Water Reclamation Facility

The facility serves over 600,000 residents within the area of West Valley to Alta from 2100 South to 7200 South on the West and 9800 South on the East. It was built in the 70s and 80s, allowing individual water entities to close their water treatment plants.

The facility treats 50 to 60 million gallons of wastewater each day. Clean water is returned to the Jordan River. Heck estimates that it takes a drop of water eight to 10 hours from entering the system to joining the Jordan River.

The seven entities that supply wastewater own and control their sewer lines. Their smaller lines discharge into larger pipelines called outfalls. These outfalls connect to the facility’s main outfall line. The facility’s outfall line consists of approximately seven miles. It takes about eight to 10 hours for flow to reach the treatment plant from the most remote regions of the collective areas.

At every entity’s outfall connection is a metering station. Central Valley Water regularly takes samples at these stations.

The samples are analyzed for wastewater strength, meaning the biochemical oxygen demand, total suspended solids, and ammonia. This analysis is added to the meter flow data to determine each entity’s monthly billing. Stated much more straightforward, an entity with more wastewater pays more, or an entity with wastewater that will need more treatment pays more. The entity’s billing is part of a person’s or business’s monthly sewer bill, which pays for the entity’s sewer system and treatment and any upgrades at the facility.

Water treatment process

Water treatment is a complicated process with numerous steps. For a complete explanation, go to the Central Valley Water website (www.cvwrf.org/).

The wastewater comes into the facility about 25 feet down in the ground. It is pumped to the surface.

The first step for the wastewater is to go through a screening process to remove trash. The wastewater then goes to aerated grit tanks. As the name implies, sand and grit are removed and disposed of at the county landfill.

Wastewater is then pumped to primary clarifiers. These are the large circle tanks that are low to the ground. As the water is turned, solids settle to the bottom of the tank.

The solids are pumped into digester tanks.

While in these tanks, the solids break down, creating methane gas. One unique aspect of these digesters is that the roof goes up and down depending on the amount of gas. The methane gas is pumped to cogeneration engines.

A different digester is on the east side of the facility. There are two tall white tanks that look like upside-down funnels. They can be seen from the freeway. These tanks capture the same methane gas, but the roof doesn’t move.

The cogeneration engines are used to power the treatment facility, including providing heat in the winter and air conditioning in the summer. Central Valley Water is hoping in the future to put excess energy into the Rocky Mountain grid.

Meanwhile, the water goes through a series of tanks and clarifiers, allowing beneficial bacteria to consume the remaining fine suspend organic solids from the water. The water is hit with ultraviolet light before entering Mill Creek and onto the Jordan River.

With the capital improvements, the process will result in cleaner water because the water will be stored for 24+ hours in tanks allowing the bacteria more time to work. l

Cottonwood speech team places second in region, becomes better communicators adapting to virtual

ottonwood speech and debate team took full advantage of having its competitions virtual this year.

“It went incredibly better than we anticipated,” coach Adam Wilkins said. “We learned the more we do over Zoom, the more

experiences the kids could do; some did at least one dozen tournaments. They learned to talk into the webcam, have solid presentation skills, have good lighting and background and deliver. It’s a skill they learned and practiced.”

For example, he said that students learned to communicate with their eyes and faces since that was what was showing on the screen.

“We practiced our diction and expression, making sure we weren’t scrunching our noses or looking off. The judges were paying close attention to presentation of material as well as to the presenter,” he said. “This has helped students to become better communicators as they have the skills to be more articulate, have clear diction and be able to project when they speak.”

That was an important lesson since the majority of the 30-member team is new due to graduations last year.

“Many members of our team are new so together we learned both speaking and how to virtually compete,” he said, adding that the team even hosted their own virtual competition last fall. “It’s utilizing 21st-century skills with Zoom calls to compete.”

During virtual competitions, students could compete against teams locally or nationally, Wilkins said.

“We could interact with students from across the country—Tennessee to Utah and learn different perspectives and options and hear different topics. It builds more camaraderie in the speech world. It opens up more ways to communicate and schools are more accessible,” he said.

The team took what they learned to place second in their virtual regional competition.

While Wilkins was happy with the team’s results, he knew it wasn’t a perfect year as there were glitches—technologically speaking.

“Sometimes, there is a harder, unforeseen problem as there are glitches or the lack of technology keeps some kids from participating,” he said. “Still, I think the virtual tournaments and the preparation for those helped us learn more about honing our skills and improving how we do things from our research to our presentation. Our team wanted to compete and that meant our work ethic doesn’t change; we just learned to adapt.” l

Metcalf returns home to the Utah Grizzlies

M

etcalf is a household name amongst Utah hockey fans. Garrett Metcalf has made the Utah Grizzlies his first stop in what he hopes is a long professional career.

“I was like two or three when I started skating,” Metcalf said. “Then I think my first organized games came when I was five or six. I started playing in the Salt Lake County lightning program until I was about 14 years old.”

His father Steve played on the Highland High School team and by his own admission was not very good so he turned his love of the game into more than 25 years of hockey refereeing. Many remember him as someone who gave his all to hockey.

“Steve trained me as an official,” current ECHL linesman Jim Mckenna said. “He was the top guy in the IHL (International Hockey League). I asked him for pointers and he was always willing to give, anything he did, he did with a love for hockey. He was willing to give back.”

Metcalf recalled memories of his dad refereeing.

“My brother and I grew up going to the games with our dad and I spent many years at the Maverik Center. It has now come full circle and for me to play my first year of pro hockey there is pretty special,” Metcalf said.

His hockey career started at home, on the driveway. “We had a net and my brother started taping pillows to my legs and gave me a helmet and glove. He told me to stand in front of the net,” he said. “One time in Phoenix I ran across some equipment in a store. I begged my dad to buy them. I knew he would not pay full price, but it was on clearance. I told him they were on sale. He called my mom and they knew that I was never going back.”

He has logged lots of years on the ice to get to this point in his career.

“I spent a lot of summers early at the rink. My dad and I would get out to the oval (Kearns Olympic Oval). I would be on the ice at 4:45 in the morning before school. I

did that multiple times a month. I had the support of my parents to get me there and they took me all across the country. I have been very blessed,” Metcalf said.

Metcalf was drafted by the National Hockey Leagues Anaheim Ducks in the sixth round of the 2015 amateur draft.

“It was a special moment to be drafted.

It is something I will cherish the rest of my life,” Metcalf said.

His player rights are still owned by the Ducks. He is under a professional tryout contract. Those contracts are short-term deals that generally only pay per diem. After his draft rights expire in August he can actively pursue a player contract and may end up in the American Hockey League or East Coast Hockey League.

He has enjoyed his time with the Grizzlies.

“It is very special to be at home. I moved away from home when I was 15 and have not spent more than five days at home since then, but we are cherishing this time we all have together. I have stayed in touch with friends.

It has been cool to have all of the support.

At games I see familiar faces in the crowd,” Metcalf said.

As a goalie he is competing for playing time with contracted players already on big league clubs.

In his first two games with the Grizzlies he went 2-0, saved 94% of the shots against him and had a sparkling 1.5 goals against average.

He has learned new things playing professional hockey and playing with the Grizzlies has been difficult at times.

“We have struggled to score goals, but the guys have worked hard. For my first taste of pro hockey I have seen some success from my work habits and playing with an unbelievable group that has been nothing but supportive,” he said.

The Grizzlies are scheduled to close the regular season June 5-7. At press time they stand in fourth place and could be in the ECHL playoffs. l

Cottonwood baseball goes on late-season tear, comes up short in playoffs

G

oing into the 5A state baseball playoffs, the defending 5A state champion Cottonwood Colts have been rolling.

The hitting that struggled like a filly for most of the first half of the season has caught up with the pitching and now, the team that many thought Cottonwood would be is gelling into a formidable force.

Heading into the playoffs, the Colts hadn’t lost since April 23 when they played a non-league game against 4A power Stansbury and took that six-game winning streak into the state tournament.

But what’s most impressive about this streak that Cottonwood is on is that the Colts haven’t lost a region game since April 6 when they fell 2-0 to Olympus, the eventual region champion.

At 17-6 overall and finishing the season 12-2 in league play, the Colts entered the state tournament as the No. 4 seed.

That seeding affords Cottonwood several luxuries. One is the Colts don’t have to play in the first round, giving them even more time to rest and heal up the nicks and injuries they might have.

Second, because Cottonwood is also one of the top eight teams in the entire 5A state classification according to the final Utah High School Activities Association RPI standings,

it also gets to avoid playing in a second-round state playoff game as well.

For the defending state champs who have had some trouble staying healthy, this is a positive, however, the long layoff of not having played a game for eight days by the time the state tournament begins for Cottonwood on May 20, may have its drawbacks.

That said, this is a veteran Cottonwood team that will begin this state tournament at home and has capable arms up and down the roster—one that has five pitchers who have had two or more wins, which includes senior ace Riley Prescott who sports a 4-1 record going into the state playoffs.

Like other Colts teams of the past, this one manufactures runs in a big way. Of the four total home runs Cottonwood has hit this year, senior catcher and outfielder Hunter Neumayer leads Cottonwood with three of them and has also smacked 28 RBI—both are tops on the team. Meanwhile, fellow senior Isaac Morris—who is also Cottonwood’s co-ace on the mound with a 4-1 record—has batted in 18 runs and five other Colts have 10 or more RBI. To give you an idea on how dominant the Colts have been since that loss on April 23, they two-hit Murray, allowed four hits to Skyline and shut out Hillcrest 14-0 in five innings.

O

ne year after the economic recession caused by the coronavirus pandemic began, Utah’s economy has emerged as one of the strongest in the nation. Utah’s unemployment rate in April was 2.8%, down from 2.9% in March and nearly as low as it was before the pandemic.

Utah is now tied with South Dakota and Nebraska for the lowest unemployment in the nation.

Utah also has the second-highest job growth in the nation, ticking up 2.5% in the last 24 months. This is just behind Idaho’s job growth of 3.9% in the same time period. In fact, Utah and Idaho are the only two states that have added jobs in the last two years. Utah added 35,600 jobs over the past two years, with professional and business services (+15,700) leading the growth. Other sectors that saw notable gains were construction (+11,900); trade, transportation and utilities (+9,800); financial activities (+8,800); and manufacturing (+6,900).

However, the government (-10,500); leisure and hospitality (-7,600); and natural resources (-1,400) sectors have all lost jobs in the past 24 months.

While the strong job market and low unemployment are very positive for Utah, our state is once again struggling with a labor shortage. Simply put, there are not enough people in the Utah labor force to meet demand for workers. If this continues for too long, it could constrain potential economic growth, especially for smaller companies that must compete with larger employers for these workers.

Workforce is vital as we push for a strong economy There is great satisfaction in successfully providing for oneself and one’s family, but when someone falls upon hard times, shortterm government assistance can be helpful to get residents back on their feet. We must recognize, however, that government assistance shouldn’t be relied upon forever, and that helping people find jobs and contribute to their community is vital for them and the rest of us. our state, Governor Spencer Cox recently discontinued Utah’s participation in those earlier mentioned federal unemployment subsidies. This was done, in part, to combat what are called “perverse incentives,” meaning incentives that attempt to solve a problem but actually prolong or worsen the problems they are meant to solve. In this case, federal unemployment subsidies were intended to help those who could not find employment, but by continuing these benefits in good economic times, we would be disincentivizing those who are unemployed from finding gainful employment in a strong job market. We want government to avoid perverse incentives, and instead encourage people to find a long-term path to success.

There are certainly extenuating circumstances that make it difficult for people to work, but for those who can work, please know that there are plenty of people hiring and you are most certainly wanted! If you are looking for a job, I encourage you to check out any number of job posting websites. You can visit the state’s employment website at jobs.utah.gov and see if there’s a good fit for you. Our workforce is better with you in it.

Before COVID, when the hubbie and I used to travel, I’d book us in places that provided breakfast, because I love me a good breakfast buffet.

At one hotel, the breakfast bar offered freshly squeezed grapefruit juice and I couldn’t resist. I don’t usually drink fruit juice because it has so much sugar, which is hilarious because I have no problem downing an entire box of Milk Duds.

Anyway. I poured myself a cup of beautiful, pink grapefruit juice and was walking back to our table when a herd of unruly children came dashing around the corner and crashed into me, spilling grapefruit juice all over my shirt and the floor.

I stood there dripping and waiting for an apology that never came. The monsters ran past me to fill their plates with bacon. I eyed them scornfully, poured more juice and put on my Hat of Judgement.

What kind of mother lets her kids douse perfect strangers with grapefruit juice? What heathen had failed to teach these kids manners?

I got back to my table and told my husband to move so I could take his seat because he had a better view of the dining room. I needed to see the parents of these miscreants and judge them accordingly.

My judgement level increased. This neglectful mother didn’t realize her childish baboons were running amok; she had no idea they spilled juice all over me, and she was too involved in her social media and texting to be a good mother.

Verdict rendered. Guilty as charged.

Gavel pounded.

Oh, it felt good to be so superior.

But then my stupid brain stepped in.

“Shut up, brain. I’m busy.”

Instead of shutting up, my brain brought up a memory of my daughters. We were at an all-you-can-eat-buffet and the girls were not sitting like civilized humans. They were fighting, dropping food all over the floor, running back for seconds and thirds, and taking every single brownie from the dessert bar.

They were animals. And I just sat there, so happy for the break from making dinner.

I’d been that mom I was judging. My daughters had often run amok. If I’d had a cell phone when my kids were little, I would have been on that phone all the damn time. I slowly removed my Hat of Judgement and reevaluated the current situation.

I turned to my husband and said, “It’s just juice. They’re just kids. She’s just a mom.”

He didn’t know what I was talking about, but he chewed his bacon, nodded, and said, “That’s good.”

Suddenly, I was teary-eyed and felt a camaraderie with this mother. She was in the trenches, doing her very best. Aren’t we all?

The more I practice dropping judgement, the easier my life is. It’s exhausting calling out everyone’s behavior. There are better ways to spend my time, like drinking fresh grapefruit juice and remembering when my kids were wild animals.

CITY EVICTS PIONEER CRAFT HOUSE, OFFICIALS EXPLAIN WHY

he shoe dropped, or maybe it was a hammer, on the Pioneer Craft House on May 10. South Salt Lake initiated eviction proceedings to remove PCH from the Historic Scott School property (3271 S. 500 East) because they did not have a valid lease.

“I know that the eviction of Pioneer Craft House came as a surprise to some this week,” Mayor Cherie Wood said in a statement to the City Council. “But to those who have worked at or with the city for any period of time, it was a planned action that was long overdue—over a decade in the making.”

Wood continued, “As a city, our job is to provide quality and affordable services to our residents. In the case of the Historic Scott School Arts & Community Center, that means arts opportunities for all residents that meet their needs. We also have an obligation to our taxpayers to use public facilities in ways that benefit our residents. Pioneer Craft House has literally made this job impossible.”

“When we are in charge of taxpayer dollars, we have to be good stewards. We spend wisely, both in terms of our funds and our employee resources. So much money and time has been lost, and the time has come to put a stop to this,” Wood said.

Background

The Historic Scott School was founded in 1847 when a two-room log cabin was built on the property. The intent was to use the building as a church, school, and community center.
