he South Jordan City Council has set a goal to reduce the city’s water usage to an average of 187 gallons per capita per day by the year 2030—a goal shared by all cities in Salt Lake County, as mandated by the state government.

Currently, South Jordan uses an average of about 244.65 gallons of water per capita per day. That means that over the next 10 years, the city will need to reduce its water usage by about 23%.

“It obviously sounds like a lot, but we’re confident that we can we can get to that point,” said South Jordan City Water Conservation Coordinator Jordan Allen. “I will note that the 187 gallons per capita is required for Salt Lake County as an average. So that is not expected per entity; it is actually expected to be an average over the whole county. So that does help. But here at South Jordan, we do want to reach that and kind of go the extra mile.”

The state government has been setting water conservation goals for Salt Lake County and other counties for years, but this goal of 187 gallons per capita per day is new. Previously, Allen explained, the goal had been to reduce the whole state to reduce its water consumption by 25% from the year 2000 by the year 2025. Most counties were on track to meet that goal, but as time went on it became apparent that even more aggressive conservation measures needed to be taken, so the goal was changed.

Replacing a toilet will get you a $200 rebate from the city, and each replaced faucet will get you $100. Replacing just one faucet can save 2,700 gallons of water a year.

By the time Monte Vista Elementary teachers were meeting with parents during fall conferences, social and emotional specialist Jodee Packer had logged in 200 student visits to the school’s new Wellness Center.

In a year where there is uncertainty, fear, anxiety and depression, opening the Wellness Center with the start of the school year in August was good timing, said Principal Nan Ririe.

“We’re finding the usual start of the year issues with younger students starting school for the first time to more emotional and social issues and being anxious with what is happening in the world;” she said, adding that opening the Center was in the plans before last spring’s soft closure of school in response to the COVID-19 pandemic.

The Wellness Center, which is the second one in a Jordan School District elementary, is open to anyone in the school. Students need to check in with the office or their teacher before going there, for contract tracing reasons, and numbers right now are limited following health guidelines, said Packer, who started working at the school last year.

“This is a place where students can come at any time to calm themselves and identify how they are feeling and learn to refocus,” Packer said.

When students enter the interior classroom

that is decorated in soothing colors, music is playing, and landscapes are projected on the wall. Packer greets students and asks them how they are feeling—from red, where they may be highly stressed, angry and scared, or blue, where they are sad and may not want to be on the verge of tears in front of their peers, to yellow where they are anxious or annoyed.

Students can choose from several activities, which are designed to help them calm and think, for 10 minutes. They may choose LEGOs or wooden blocks, which “help them focus on one thing,” to kinetic sand, which “is an important tool which students can squeeze if they are stressed,” Packer said.

A favorite station is the Zen board, where students can use a paintbrush to draw a picture or write down what is bothering them, then it disappears and “they get a sense of it being let go, it’s not permanent,” she said.

Students can read books and do puzzles.

There is even a station for students to create gratitude cards or write letters to seniors.

“It helps them have a better day, and they feel grateful,” she said. “The idea is that their brain is focusing on one thing for 10 minutes and not continuously changing or living in this TikTok world or a YouTube video.”

Students may sit on the floor or in a leather armchair or they may curl up with pillows inside a tent, if they want to be left alone. The pillowcases are changed between student and washed keeping the health guidelines in mind. Other students choose to learn yoga or practice meditation.

After 10 minutes, Packer checks in with the student. Most often, 98.6%, they tell her they’re feeling “green,” or good to go back to class.

Packer said the Wellness Center is open-door and available to anyone in the school, not just the 800 students who attend Monte Vista.

“Teachers use it a place to think, regroup and get revived,” she said.

effort to support student learning that looks at their physical, mental, emotional and social well-being.

There are tips that are given to students on understanding how they are feeling and why and how to self-regulate themselves with calming tips. Students also learn from the cafeteria which foods are “brain foods,” such as blueberries and green leafy vegetables.

During STEM time, students learn about the brain and how it works. There are books, vision boards and music therapy being introduced in the students’ library, computer and music times.

“We’re incorporating it into all aspects of our school,” she said.

Teachers are using minutes of exercise followed by meditation to get students to focus.

Packer said that as more students are understanding the Wellness Center, more students are using it and its resources.

“I had a sweet first grader cry often the first two weeks of school and come tell me he was ‘blue.’ Then, another kid in his class started crying, saying he missed his mom. The first boy said, ‘I know what to do’ and shared with him the calming steps that worked for him,” she said, adding that another younger sibling, who had visited the Center, referred an older brother there to deal with stress. “Kids can be angry at what was said at recess or it can be from being upset at home in the morning. Some find learning Chinese as the first couple of years can be stressful, but we’re here to help them identify, understand and manage their emotions.”

Ririe said that as a result of the Wellness Center, there have been fewer behavioral referrals to the office.

“It’s been significantly less, not even five,” she said, comparing it to 15 to 20 at this point during a typical year. “The kids are working together to solve problems.”

Packer would also like to see it extend this to a student club, Golden Gate Kids, where they can gain leadership and have a voice and reach out to those who may feel left out or alone.

For teachers, she plans to hold Fridays as a “crockpot of ideas,” that may include kick-boxing, yoga and meditation. In time, she’d like to expand the services to the community and well as to other schools in the Bingham High School feeder system.

In the meantime, Packer is preparing a virtual Google classroom in case the school needs to go online in response of the COVID-19 pandemic.

“We can still do it,” she said. “The students could click on yoga mats to learn yoga positions or a book to read social emotional stories.”

Season ends with playoff loss for Bingham girls soccer

late-season slide cost the Bingham girls soccer team, ending in a 3-0 loss to Corner Canyon in the second round of the Class 6A state tournament Oct. 13.

The Miners were seeded eighth in the tournament and secured a first-round bye and a home game against Corner Canyon. Unfortunately for Bingham, the advantages didn’t play out in its favor, as the team finished its season at 10-7 overall.

The Miners tied for second place in Region 3, earning a 7-3 record in league play. At one point in the season, Bingham was 10-4 before losing to Riverton (1-0) and to Herriman in a shootout to end the regular season.

Prior to those two losses, the Miners had won four games in a row in which they didn’t allow a single goal. Bingham’s only other setback in region play was at Riverton on Sept.

10 by the count of 1-0. The Miners also had two early season loss by just a goal, falling to Real Salt Lake Academy 1-0 on Aug. 25 and to Corner Canyon 2-1 in the season opener on Aug. 4.

The bookend loss to Corner Canyon was much more devastating. The game got away from Bingham early, too. Corner Canyon scored all three goals in the first half in what was the most lopsided defeat for Bingham all year.

There was a lot for players and coaches to like about the 2020 campaign, however. The Miners shut out seven opponents and held six other foes to a single goal. Goalkeepers Kensi Willey and Mia Roberts shared duties in the net, each posting three shutouts.

Offensively, the Miners had at least two goals in nine of their games. Greta Davis was

the leader in goals with nine. Six of her goals came in the team’s two games against West in which Bingham won 4-0 and 8-0, respectively. Kassy Leonce was second on the team with four goals, and Emily Reddish added three goals. Four other players—Ruby Cordova, Journey Heward, Marleigh Leister and Berkley Payne—each fond the back of the net twice.

The Miners will look to improve on this season’s mark when the players come back together late next summer for the 2021 campaign. In the past 10 seasons, Bingham’s best year was in 2017 when it advanced to the state semifinals. Last season, the Miners lost to American Fork in a shootout in the quarterfinals. l

Miners finish seventh in state girls tennis tournament

T

he Bingham girls tennis team had the highest finish among Region 3 teams at the Class 6A state tennis tournament, held Oct. 8, 10 at Liberty Park in Salt Lake City.

Overall, the Miners placed seventh in a deep and talented field.

Bingham totaled six points, scoring points at four different positions. Skyridge had 22 points to win the tournament. Bingham was just a single point behind Pleasant Grove and Layton, who tied for fifth place.

Junior Avery Pack had the best individual performance for the Miners at the tournament.

The second singles player entered the event seeded No. 1 from Region 3 thanks to her unblemished 12-0 regular season record. Pack had no trouble in the first round, ousting her opponent in straight sets, 6-0, 6-0.

Things got much tougher in round two.

It took three sets for Pack to get past Reagan Harrison of Weber. After losing the first set 6-4, Pack outlasted Harrison 6-4, 6-2 in the final two sets to move to the semifinals. There, Pack suffered her first defeat of the year at the hands of eventual champion Lucy Droubay of Skyridge, falling 6-0, 7-5.

The second doubles tandem of Jacey Robins and Kaitlyn Oniki also advanced to the semifinals. The juniors won 6-3, 6-0 in the first round and 6-3, 6-2 in round two. The pair,

who had gone 10-2 during the regular season and emerged as Region 3 champions, came up against a duo from Lone Peak that lost just once during the regular season. Robins and Oniki battled but couldn’t overcome their talented opponents, losing 7-6 (4), 6-1.

Bingham senior Lexi Cox won all 12 of her regular-season matches at third singles.

She earned a top seed from Region 3 and breeze through the opening round, winning 6-1, 6-0 over an opponent from West Jordan.

A tough foe from Lone Peak proved to be too much in the second round, however. Cox’s season ended with a 6-3, 6-4 loss there.

At first doubles, seniors Malia Hansen Roberts were the top seeds from Region 3 after posting an 11-1 regular-season record.

Miners set for state football playoff action

How consistently good has Bingham been over the past 17 seasons? Its three losses this year were the most the program has suffered during the regular season since 2003.

Bingham secured the No. 9 seed for the Class 6A state tournament. The Miners were set to host Granger on Oct. 23. A victory in that first-round matchup would advance Bingham to the second round where they would play at Pleasant Grove.

Bingham got off to a strange start to the season. Its first game was postponed because of the coronavirus. Following that, the team dropped consecutive games to Skyridge (357) and Corner Canyon (42-20). However, the Miners responded to those defeats with four straight wins, including a thrilling 2928 overtime win over East on Sept. 25. But the Miners went a step further.

Cael Wightman scored on a 10-yard touchdown run, but instead of going for the tie, head coach Dave Peck elected to go for the win. The strategy paid off, as Bingham converted on a two-point conversion, clinching the victory.

Though the Miners lost to Riverton the following week, they posted consecutive wins over Jordan (49-0) and Copper Hills (28-7) to wrap up the regular season.

As is usually the case with the Bingham football team, the rushing game played a big role in the team’s success. Saia Lomu paced the squad in rushing during the regular season with 689 yards and six touchdowns. Semisi Vi added 417 yards and a pair of scores on 69 carries. Quarterback Troy Mehn tallied 274 yards and four touchdowns on the ground to go along with 1,186 yards passing and eight touchdowns. His favorite target was Isaiah Glasker, who caught 39 balls for just under 600 yards and five touchdowns. Parker Gurr had 15 catches for 213 yards.

Defensively, Bingham had some ups and downs, but there were plenty strong individual performances. Kayden Davis had 49 tackles and three interceptions. Will Hamilton also picked off three passes. Vililianmi Po’uha registered 8.5 sacks and collected 48 tackles. Sam Sinoti led the Miners with 64 stops. l

South Jordan’s official recycling page has answers to your recycling questions

I

n response to widespread confusion about what can and can’t be recycled in curbside bins, South Jordan’s public works employees have been mounting a recycling education campaign. The latest step of this campaign has been to create a massive interactive list of recyclable materials and frequently asked questions, viewable at www.sjc.utah.gov/ recycle.

The big dos and don’ts of curbside recycling in South Jordan? Do recycle plastic bottles with necks, aluminum or tin cans, cardboard and non-coated paper. Do clean any residue off of your recyclables before you put them in the bin. Don’t put in any foods, liquids, glass, Styrofoam, electronics or plastics that are not necked bottles. Don’t bag your recyclables.

One of the biggest areas of confusion is the area of necked plastic bottles. Many people have been taught to look for the little numbers that identify the sort of plastic a container is made of. The rationale is that some numbers or kinds of plastic are recyclable, and some kinds are not. But this is not completely true. Two containers might have the same number and be made of the exact same kind of plastic, but one of them could be recyclable while the other was not.

Thinner, flimsier containers are just too difficult for most facilities to process, even if they’re made of a plastic that is theoretically recyclable. Necked bottles, however—think soda bottles, laundry detergent bottles and milk jugs—are nearly always recyclable, regardless of the type of plastic they’re made of. Their lids can also be recycled, provided that you screw them on

tightly before putting them in the bin.

cled in your curbside bin doesn’t mean that it can’t be recycled at all. Many grocery stores have drop-off stations for recycling plastic grocery bags, and it doesn’t matter where the bags originally came from: You can recycle Walmart bags at Smith’s, and vice versa. Many shipping stores, such as UPS, will happily take and reuse unwanted packing peanuts.

Specialty recycling services exist for many hard-to-recycle items. There are many glass recycling bins scattered throughout the valley, including four in South Jordan. Liberty Tire Recycling takes tires. SpringBack Utah takes old mattresses. Numerous other such services exist, all listed on South Jordan’s recycling information page.

Taking your recyclables to a specialized service is a good way to make sure they get recycled, instead of just going straight from your recycling bin to the landfill. The Trans-Jordan Landfill is a for-profit business and only recycles what it can sell. If it already has too much of a certain recyclable, it gets tossed and wasted, even if you sorted it correctly. If you have a big mountain of paper to recycle, for example, consider taking it to a GreenFiber bin. Instead of possibly overloading the landfill and being wasted, it will be repurposed by a local company that turns

Different year, same fundraising goals for Minerettes

By Catherine Garrett | c.garrett@mycityjournals.com The annual Astra Waller 5K looked a little different this year during the current pandemic, but the goals of the fundraiser for the former Minerette, who passed away in 2011, have remained the same. This year’s Minerettes raised $2,000 for the Cystic Fibrosis Foundation in honor of Waller, who died at the age of 20 from the disease.

Despite widespread economic woes, South Jordan City doing well

A

ccording to an economic breakdown discussed at the South Jordan City Council’s Oct. 6 work session, the city’s economy is faring a lot better than anybody would have expected, considering all the struggles imposed by COVID-19.

“Our sales tax numbers are actually up from what we projected for the year, and our businesses seem to be faring pretty well during the pandemic,” said Mayor Dawn Ramsey.

“We don’t know of any that have directly gone out of business,” said Brian Preece, South Jordan’s director of commerce. “We know some that are in trouble. We know a lot of businesses have gotten COVID Cares relief from either the city, the county, the state or the Feds.” But according to Preece, the only South Jordan businesses that have actually died are businesses that were already starting to fold before the pandemic hit, such as the defunct clothing store Gordman’s.

The businesses that have struggled the most, according to South Jordan Chief Financial Officer Sunil Naidu, have mostly been those in the entertainment sector, such as movie theaters. Hotels have also been doing quite poorly. But restaurants, to everyone’s pleasure, seem to be doing well. Naidu speculated that this may be because most of South Jordan’s restaurants are fast food chains rather than fine dining establishments. Eateries with drive-throughs seem to be doing the best of all. But even those without are doing much better than expected.

“When the governor made his statement urging people to go out to eat and support the local eateries, people in our city took it serious,” said Councilmember Tamara Zander. “People seriously took that to heart, and

I saw a lot of neighbors and friends ordering out eating out when they didn’t have to because they wanted to support their local businesses.”

City officials have been receiving new business license applications steadily throughout the year, with no noticeable drop or decrease in numbers. This year city officials approved 1,708 total active business licenses, including eight new mobile food vendor licenses. As of Oct. 6, 2020, some 27,890 employees worked within the city’s bounds—an all-time high, according to the mayor.

The finances of the city itself also seem to be exactly where they should be, maybe even a little better. According to Naidu, the city spent only a little over $47 million of its allotted $50 million for the year, leaving officials with a savings of around $2.5 million.

Property tax revenues were about what was expected. Sales tax revenues, meanwhile, were even greater than expected.

“Overall, we came up about 9% above what we have received last year in sales tax dollars,” said Naidu. Grocery stores contributed the largest chunk of the city’s total sales tax dollars for the year—about 30%. Car dealerships contributed another 20%.

“I’m very proud of our city’s response to the COVID-19 pandemic,” Ramsey said.

“Our team has worked hard, and we’re able to keep all departments open and all services happening while transitioning much of our staff to working from home. We will continue working closely with the South Jordan Chamber of Commerce, Salt Lake County, the state of Utah and our congressional delegation to ensure our businesses have what they need to remain open and strong.” l

Bingham High theatre directors taking creative approach during COVID-19

That’s one thing that Bingham High theater students are learning.

First, their school, along with others in the state, was put on soft closure last spring in response to the COVID-19 pandemic and many student-actors lost out on competing at state and performing in their final shows.

Then, their longtime directors moved on, and they were introduced to two new directors, who rearranged the season to better comply with safety precautions. And to top it off, one of those directors was quarantined for a period during their rehearsals.

“We haven’t had any students quarantined so far, but if ever someone gets quarantined that is involved in the current or next week’s shooting schedule, we would just choose different scenes (until) we get our quarantined actors back, said Bingham theater co-director Jason Purdie, who was quarantined late September and early October after he was exposed to someone who tested positive.

Purdie is directing “Hamlet” with students this fall, a change in the typical season line-up from producing a fall musical.

Brittany Anderson, who is Bingham’s other new theater co-director, said the reason was to keep in mind the limited crowd size.

work together to solve problems,” he said.

Part of their show, performed by Theatre 4 students, was submitted in the annual high school Shakespeare competition, held virtually this year, as their ensemble piece along with some Theatre 3 monologues and scenes.

Participating in the Shakespeare competition is a tradition for the Miners.

“I love Shakespeare and the competition is a great opportunity for kids to explore, understand and fall in love with his works,” he said, adding that he is disappointed students aren’t able to watch other schools perform.

“There is so much you can do with Shakespeare. I love to play with the time periods and settings and make them more accessible to high school students and audiences.”

In fact, Andersen said it was while she was student directing “Hamlet” at Brigham Young University that she met Purdie.

“He’s absolutely brilliant with Shakespeare, having studied it at Oxford and has an incredible talent for interpreting his works,” she said. “When I saw there were two theater openings at Bingham, I said, ‘Hey Jason, do you want to apply?’ I didn’t know we were both going to get it, but it’s great to be working along someone who is talented and is a friend.”

After Purdie earned his bachelor’s of fine arts in acting and theater education from BYU, he studied at the Oxford School of Drama in England. He has taught for 10 years, including as an adjunct faculty member at BYU. After Andersen earned her undergraduate degree from BYU, she continued to pursue her graduate studies while teaching the past 11 years and also having been an assistant principal.

Andersen gave the students their choice of four musicals for their spring show: “Newsies,” “Anything Goes,” “Grease” or “The Addams Family.” The latter was the favorite that was selected via an Instagram vote.

“The Addams Family” is scheduled for 7 p.m., Feb. 18–20 and again, Feb. 22–23. A 2 p.m. matinee on Feb. 20 also is planned.

Andersen said she anticipates the cast will continue into the spring with completing health surveys and temperature checks, similar to athletes, as well as wearing masks in rehearsals to best ensure the safety of students.

“We don’t want to go through hours and hours of rehearsals and not get to perform,” she said. “That would just be heart-breaking.” l

Living in a long-term community during a pandemic is difficult for residents of senior communities. “They need the support of their families. Our LCSW and Memory Care Director Mindy Simon has been amazing! She’s kept communication going with families. She uses calls, Zoom, Skype, Facetime and sends emails to the families with pictures of their loved ones participating in activities every day,” said Natalie Bowen, executive director for the Auberge at Aspen Park.

The Auberge at Aspen Park, located at 1430 E. 4500 South, had to adapt family visits. “We wrapped one of our small outdoor patios with Plexiglas and ask both parties to wear a mask.

This way they can see each other and communicate without a device—it has worked out great,” Bowen said. The community has been COVID-free since the beginning of the pandemic.

Today’s senior communities are not the “old folks homes” of the past. “We are a high-level memory care community. Nurses and aides are here 24/7, and Dr. Fehlauer is in the community five days a week. He specializes in geriatrics, dementia, Parkinson’s, and all memory issues,” Bowen said.

The Auberge also utilizes the innovative Montessori education model. The program is called Spark, and staff encourage the natural spark within each individual. Each resident has a social role to fulfill in the community. Residents also set goals for progression and improvement. “It is about enhancing what they can do instead of what they cannot do. We identify residents’ strengths,” says Emma Schilling, health services director.

Patricia, whose mother required a greater level of care, describes

the relief she felt when her mom moved to Auberge.

“All the staff made my mom’s transition smooth. She had a complete physical by an RN who showed great care for her. The administrative staff was top notch. All the paperwork, financial issues and room were set up so it was easy for us,” Patricia said.

Another resident’s daughter, Carol Delliskave, said the care her mom receives at the Auberge is “fantastic.” “My mom has been there for almost two years. The staff truly love the residents, and the residents love the staff. They keep me posted on my mom’s condition, they are available any time I have questions, and they encourage her to participate in activities,” Delliskave said.

“Auberge is more expensive than a regular assisted living facility, but you get what you pay for. The care at Auberge is so much better. Mom has been very happy, and that makes us happy,” Delliskave said.

A

s more of us are working and learning from home, it’s important to keep in mind how our brains stay happy and efficient. Years of psychology research (traced back to the late 1700s) has shown us that our brains do well in states: the particular mode or condition that the brain is in at a specific time. Whether we are learning or working from home, it’s important to keep the locations in which our brains are active separate from the spaces in which they aren’t.

State-dependent memory has been defined as the phenomenon in which the retrieval of a memory is most effective when an individual is in the same state of consciousness as when the memory was formed. Psychologists have determined that state-dependent learning can help or hinder our brains while learning new things, emphasizing where and how we learn new information is important. Further, recalling that information is easier if our brains are in the same location with similar stimuli. A common recommended study habit related to state-dependent learning is to study in the same room where a test will occur (Godden, Baddeley, Goldstein, etc.).

One recommendation I commonly share to explain state-dependent learning concerns smell. I’m sure we have all been surprised by a memory experience related to that sense. These experiences are commonly retold as: I smelled a food my family used to make when I was little and remembered a moment from my childhood. While we still aren’t completely sure why smell has such a strong relation to memory (Chen, Proust, Herz, etc.), we can utilize this knowledge for our own learning.

Do you remember scented pens (pens that exude different smells, commonly fruity, depending on the color of the ink)? Before the current age of technology, students were recommended to use a different pen for each class, so the subject-specific smell would help the brain recall information specific to that class or subject and further help learning. A look at the 2020 South Jordan Community Art Show

T

he South Jordan Arts Council held its 13th annual community art show from Oct. 5–16. The show featured around a hundred pieces of art made by local artists, ranging in age from the very young to the very old. Each artist was allowed to submit up to two pieces.

The show was held at the South Jordan Community Center (10778 South Redwood Rd), just off to the side of the main lobby.

Most of the artworks were displayed on a series of triangular wire displays, separated into categories according to the artists’ ages; others were hung on walls or displayed on tables.

The Arts Council awarded first-, second- and third-place prizes to each age division, along with one Best in Show award. This year’s Best in Show piece, as chosen by the Arts Council, was “Who You Lookin At,” a painting by Larry Osoro. The painting features a young woman in Dutch-Baroque peasant clothing and jarringly modern Instagram-esque makeup, with sharp winged eyeliner and strong contouring.

Some of the more striking pieces in the exhibition include Aldo del Bosque’s “Sweet Bear’”(a geometric bear head sculpture made entirely out of old license plates from various U.S. states) and “Navajo Boy” (a portrait of

a young Navajo boy rendered entirely out of patterned pixels of neon-colored puffy paint, similar to the style used by acclaimed artist Chuck Close), Chrystul Fund’s “Great Blue Heron” (an oil painting of the titular bird), Susan Schofield’s “Palette Piano” (a very large painting of a technicolor piano against a black background) and Annabel Lee’s “New York Apartments” (a realistic oil painting of a brownstone apartment building surrounded by trees and ivy).

Lee, a teenage artist who happened to be at the art show with her family when the South Jordan Journal visited the exhibition, said “New York Apartments” was inspired by the quarantine and feeling trapped indoors, as well as just a desire to experiment with oil painting.

“I’m a beginner at oil, and I was just trying out how it works,” said Lee. “I was born Artist Annabel Lee stands with her pieces “Maria” and “New York Apartments.” (Mariden Williams/City on the East Coast, so doing something from Journals) New York was kind of like a way to go back.”

SROs: mentor, trusted adult, police officer

I

n a time of social justice and political unrest, some parents may feel comforted that a police officer is assigned to protect their children in school, while other parents do not feel that way.

In some U.S. cities, school districts are even reviewing their ties with police departments.

“A few states are getting rid of school resource officers; I don’t know if it’s because of the symbol or it’s just a way of retaliation how certain people feel about police,” Hillcrest Junior High School Resource Officer Matt Dibble said. “I wish just people would just see the impact that school resource officers have on kids.

Often, the role of the school resource officer isn’t clear to an outsider. In Murray, there are school resource officers assigned to Murray and Cottonwood Highs, respectively, while in Murray school district, the two junior highs and seven elementaries share two additional Murray Police Department officers.

Dibble said he is responsible for safety and crime prevention, and also to have a presence at Hillcrest and the east-side elementary schools.

“Usually about this time of age, they’re more curious about life and things and what they’re introduced to so hopefully we’re here to push them away from bad decisions they may make,” he said. “This is a prime time for kids to learn the positive things about police officers and just have an interaction.”

Besides checking for school safety, surveying security cameras, and usually walking the halls, giving the kids highs-5s, in a nonCOVID-19 year, Dibble also is a guest speaker in classes, teaching students about his job as a police officer, the laws and protection of citizens’ rights, drug and alcohol awareness and answering questions they may have.

With more tensions in the world, Dibble was a little uncertain how students would see him this fall.

“I wasn’t sure how coming into this school year kids would be with me, but I haven’t had any issues,” he said, adding that his concern was more with new students who didn’t know him than the returning students who “know who I am and how I treat people.”

Building relationships with students is key.

“It helps with interaction with students and police, a lot of them have bad experiences so we’re here to show them we’re human and I’m not here to get you in trouble,” he said.

Two years ago, following the Parkland, Fla. school shooting, Dibble and the school administration knew students were going to hold a protest against school violence.

“We had a walk out and we knew it was going to happen and we let them. We just told them protest all you want, but just stay in the field,” he said, adding that every student com-

plied.

If the situation would have turned violent, Dibble would call for back-up. Then, he would identify students and notify their parents.

“A big part is getting parents involved so they’re aware of behaviors and what’s going on in school,” he said. “If, they’re (the students are) destroying property, we’re not going to let that happen. If they start assaulting others, they’re definitely going to be in custody or secured until we can let things calm down.”

Dibble works closely with school administration, counselors and the school social worker to determine the best course of action for students in any situation.

He also said there is a level of trust with student relationships. While SROs can’t randomly search lockers or backpacks without probable cause, Dibble can escort a student and a backpack to the school office, when he receives a tip, such as a student has a gun from either another student or the SafeUT app.

Once at the office, Dibble and the administration would check for the weapon and address any issues surrounding it.

What makes it more challenging is when something may be posted online, and Dibble has to determine what is credible.

“It’s a big issue here, and at any school really, is social media and texting. A lot of kids

say a lot of things over social media. A lot of things get misconstrued and you can’t really read emotions over texting, so it makes things really difficult,” he said. “A lot of bullying is done online, or over the phone, or it’s in person so they don’t leave a paper trail so if it’s difficult since there’s not a paper trail to determine if someone is being bullied or not.”

Dibble said he still investigates the charge and lets students know there are consequences.

For the most part, Dibble, who wears a blue polo and khakis, and carries his badge, handgun and handcuffs, hasn’t used much force with Hillcrest students.

“I’ve wanted to avoid putting kids in handcuffs as much as possible because I don’t think that is the right answer for a lot of situations.

I’ve only had to put like maybe two or three kids in the past five years in handcuffs. There are some that I’ve had to because they’ve been so unruly or combative,” he said, adding that one circumstance was after the student assaulted an administrator and another time, the student was flipping over a conference table.

Dibble has never had to draw his handgun at the school, but he did say besides communication and have the mindset of working with this age group, having a situational awareness is important so he is able to respond immediately to a situation if necessary.

“Training just kicks in,” he said. “I’ve experienced where I haven’t dealt with something in a long time and all of a sudden, some kind of threat comes up, not necessarily here at the school, but on patrol for something, and all of a sudden your training kicks in. I don’t have to think twice. It’s a mode that I can turn on and off.”

Dibble’s role in elementary schools is also to calm an unruly student, or to track down a student who may have run away and answer students’ questions.

High school SROS also attend extra-curricular activities for a police presence. SROs also may have a role with talking to students about truancy.

Dibble had more than a decade of experience on patrol before he became a SRO five years ago. To become a SRO, he completed a 40-hour training program.

In the summer months, Dibble returns to bike patrol in Murray’s parks or on the Jordan River trail where he will see students and they say hi.

Dibble is comfortable in the role as a mentor, a caring and trusting adult, a police officer who will give students high-5s – and in the role as a tactical cop.

“I just be myself and let them decide if they’re going to like me or not. I don’t try to convince them to like me, but I show them I am who I am,” he said.

Dibble hasn’t always been a police officer.

He allows students to learn about him as a person behind the badge. On his office walls, there

are pictures of musical artists that he’s worked with or talked with, showing his past as a singer of a four-member group, Twenty4seveN, based in Cincinnati.

“It kind of shows ‘I’m no different than you,’” he said.

After performing two years in the music industry, Dibble was ready for change.

“I have a buddy living out here who said, ‘why don’t you start in law enforcement?’” So, he moved.

Although Dibble now wears police blue, he hasn’t walked entirely away from music.

In a recent Murray City Police Department lip sync video (https://www.youtube.com/ watch?v=OShxMZt6pOY), Dibble is front and center, leading the department in the performance.

While Murray Department typically rotates its SROs every five years, Dibble isn’t sure his next move. He does have dreams of being a pilot.

“I do this to give back to the community,” Dibble said. “I feel like I’m doing something important for the kids so they can reflect back later in life and had a good few years in my 7th, 8th and 9th grades. I think more people need to understand the job of a SRO. We’re not there just to be police officers; we’re not running radars down the hallways. We’re there to help kids in any way possible and let them know, you can come talk to me even if it’s not even police-related or criminal-related, you can just come talk to me and have a conversation.” l

Sales tax numbers show large, sustained COVID-19 boost for most cities

his June, the City Journals featured an article about how the first sales tax reports released by the state showed early signs that COVID-19 had actually boosted sales tax collection in the month of March, relative to the same month the previous year.

Readers responded with valid feedback, pointing out that sales tax numbers for March included all the panic-buying of food and toilet paper that was going on at the time. They theorized that sales tax numbers would go down in the following months as the bulk-buying relaxed and as the County’s order to not allow dine-in eating was put in place.

Others pointed out that an increase in sales tax from year to year should be expected, as populations grow and new businesses open. They suggested that the Journals compare 2020 sales tax numbers not just to 2019, but to previous years as well in order to provide more context to how COVID-19 is impacting our economy.

So with these two pieces of feedback, this reporter downloaded additional sales tax reports from the Utah Tax Commission for the months of March through June between the years of 2017 and 2020. What this reporter found is that COVID-19 has been a big boost for the coffers of most cities in the Salt Lake valley.

Twelve out of 15 cities collected more sales tax in the four-month period than in the same period any of the previous three years.

The only cities that didn’t were Salt Lake City, Murray and Sandy. (Murray and Sandy trailed previous years’ numbers March-May, but rebounded in June to beat previous June numbers.)

Many cities have experienced a sustained period of increased sales tax collection throughout all four months, suggesting that there’s been more than just a two-week pe-

riod of panic buying that’s kept Utah dollars flowing.

Seven of the 15 cities have stayed ahead of previous years’ numbers for all four months. Many of them by quite a bit. Riverton’s sales tax collection is up 36% relative to its 2017-2019 average. West Jordan is up 26% and Holladay 22%. Five others are in the 10-20% range (West Valley City, Taylorsville, South Salt Lake, Millcreek and Cottonwood Heights).

The question is: why the big increase?

Stocking up on toilet paper in March doesn’t explain it. And the growth is more than what one would expect from regular economic expansion. So why are Utah businesses as a whole collecting more sales tax during COVID-19?

One possible reason could be that Utahns who normally would be traveling out-of-state for vacation—spending their money at Disneyland or Las Vegas or in Europe—are staying home and spending that money here instead.

There also may have been an influx of college students who normally would have been living on campus, in places like Provo or Logan or other university towns out of state, but who returned to their parents’ houses in Salt Lake County, bringing their generous young adult spending habits with them.

Of course, all these numbers mean is that these city governments should be in good shape. They’re not reflective of the state economy as a whole. According to UtahPolicy.com, sales tax collection is up statewide by 5.9% but the state’s revenue from income taxes is down 10.1%. So while most city governments seem to be in good shape, many individuals and small businesses within those cities may not have been as fortunate. l

Vote-by-mail in Salt Lake County works

Voting by mail has been one of the hot topics of this election season. National headlines have questioned both the security and the process. Salt Lake County voters should not be concerned, as our county has had years of experience in voting by mail, and our Salt Lake County Clerk has been running successful, secure, and reliable voteby-mail elections since 2013. As a Salt Lake County voter, you can be sure that your vote will be counted. In fact, Utah was ranked second in the nation for protecting voter privacy and data.

The Salt Lake County Clerk mailed ballots on October 13th to all active registered voters in the county. Your ballot should have arrived in your mailbox that same week. Ballots returned by mail must be postmarked on or before November 2nd (the day before Election Day) to be counted.

Besides having a postage-paid envelope to return your ballot, Salt Lake County has offered 21 secure drop boxes throughout Salt Lake County where ballots can be returned. The locations are listed on the ballot instructions in-

cluded in ballot packets, and can be found at got-vote.org. Ballots can also be returned to the county clerk’s office or to a vote center. If you aren’t returning your ballot by mail, it must be dropped off at one of the above locations before 8 p.m. on Election Day. A limited number of vote centers will be open on Election Day, but with all social distancing guidelines and precautions around the pandemic, voters are encouraged to use the vote-by-mail system to avoid potential lines and long waits. The vote centers are to accommodate those who did not receive a ballot in the mail.

Some people may not realize how ballots are processed and counted.

When the ballots arrive at the clerk’s office to be processed, the first step is a signature match. This is done electronically by a state-of-the-art machine designed just for this purpose. Ballots with signatures that don’t match what the clerk has on file are “challenged” and the voter is contacted to confirm their identity. Once they’ve verified the voter’s identity, the signature and the

ballot are then separated to protect the voter’s privacy and the ballot goes into another machine to be counted.

After the clerk tabulates all the votes, the results are then certified by the Board of Canvassers, comprised of the Salt Lake County Council Members. The official results are then sent to the State Elections Office. In Salt Lake County we have cameras filming all rooms where ballots are held.

There must be at least two people in an area when ballots are handled. Salt Lake County has been complimented by elections attorneys around the country for our secure process. In Utah, you can track your ballot’s progress at vote. utah.gov to make sure it is counted.

I’m sure I’m not the only one who can’t wait for the election season to end, but at least we know that here in Salt Lake County voters can rest assured that their ballots will be counted, that the process is secure, and that their privacy is protected.

Falling Apart

Well, 2020 finally broke me. I’m overwhelmed, worried about COVID, stressed about the election, climate change, immigration and poverty, and disillusioned to learn Ellen DeGeneres is an actress. It feels like someone shook Pandora’s Box 2.0 like a maraca, releasing sadness, greed and hubris.

I started this column dozens of times, but it feels like my funny is numb. I’d begin writing but devolve into an angry rant where I’m pounding the keyboard like a furious Elton John. I’ve gone feral.

During yoga, I asked my students for advice on how to find my funny. They suggested sharing recipes for Doomsday Survival beverages like Meltdown Mimosas and Disaster Daquiris. I’m afraid if I start researching drinks, I’d sober up around Groundhog Day. (If there is a Groundhog Day in 2021.)

I’m run through a gamut of feelings, enough emotions to create a second or third generation of Snow White’s Seven Dwarfs. I start each day with Hangry then work my way through Weepy, Lonely, Screamy, Worry, Panic and Gloomy. My husband never knows which Peri he’ll bump into when we pass in the hall. It makes everyday discussions a bit wobbly.

Hubbie: What sounds good for dinner?

Me: We’re on a spinning planet, slowly moving toward the sun where we’ll be consumed like a fly in a bug zapper.

Hubbie: So . . . enchiladas?

Americans are resilient, right? We’ve been through tough times, right?

We’ll come together and make the best decisions for our country . . . oh, who am I kidding?

I started screaming at the moon every night like some kind of demon weredog. I’m sure my neighbors are terrified. (Sidenote: I hope someone who’s been living in a bunker since Y2K finally emerged this year to see if it’s safe to come out. Joke’s on them.)

My meditation practice has become a slow descent into madness.

But then.

I zoom in close and watch my grandkids teach a disinterested dog to roll over. I see myriad kindnesses in my life like chocolate, warm blankets and Disaster Daquiris. I zoom out and witness this beautiful world with its billions of people just doing the best they can. Compassion is abundant.

I talk to the trees (literally). I smell pumpkin spice (everywhere). I hike through gorgeous canyons, watching leaves release their grip on branches and freefall to the ground. The stillness settles my thoughts.

I don’t know if you’ll read this before or after the election. I don’t know if we’re facing martial law, a presidential coup or (finally) an alien invasion.

But I know optimism feels better than despair.

We can continue to Catastrophe Scroll though vile social media posts, created by friendless trolls with no sense of humor and a serious case of ringworm, or we can turn off our phones and relearn what “community” means.

One day soon, we’ll have to acknowledge the friendships we’ve lost, the unnecessary arguments we waged and the times we refused to back down. It will be a political hangover of epic proportions, especially if you’ve been drinking Calamity Cosmopolitans.

Those who follow my social media platforms know where I stand politically, and it’s easy to look at the rage in the world and point fingers at The Other Side.

I can stop the blame game, but I won’t stop calling for equality, justice and inclusion in places it doesn’t exist. We must remember that Hope remained in Pandora’s Box. It’s our job to nurture it.

he South Jordan City Council has set a goal to reduce the city’s water usage to an average of 187 gallons per capita per day by the year 2030—a goal shared by all cities in Salt Lake County, as mandated by the state government.

Currently, South Jordan uses an average of about 244.65 gallons of water per capita per day. That means that over the next 10 years, the city will need to reduce its water usage by about 23%.

“It obviously sounds like a lot, but we’re confident that we can we can get to that point,” said South Jordan City Water Conservation Coordinator Jordan Allen. “I will note that the 187 gallons per capita is required for Salt Lake County as an average. So that is not expected per entity; it is actually expected to be an average over the whole county. So that does help. But here at South Jordan, we do want to reach that and kind of go the extra mile.”

The state government has been setting water conservation goals for Salt Lake County and other counties for years, but this goal of 187 gallons per capita per day is new. Previously, Allen explained, the goal had been to reduce the whole state to reduce its water consumption by 25% from the year 2000 by the year 2025. Most counties were on track to meet that goal, but as time went on it became apparent that even more aggressive conservation measures needed to be taken, so the goal was changed.
