outh Jordan city employees are feeling spread thin. At a four-hour city budget meeting held on Jan. 28, presenters from nearly every department—parks and recreation, police, fire, public works, human resources, and finance—explained how the city’s massive growth was affecting their work, and what should be done about it. The resounding message was the same across all departments: they need more staff members, and those staff members need to be better compensated for the amount of work that they do. “Those that choose to be in government do have options, and our competitors are our sister cities,” said Teresa Cook, South Jordan’s human resources director. “We’ve had a lot of employees get offers from other cities because of that.” South Jordan’s employee turnover rate hadn’t dropped below 8% in years, but for the last three years has hovered around an average of 12%. And this year, according to Cook, a whopping 50% of South Jordan city employees are leaving for other work. Hiring new employees isn’t as simple of a task as it may seem on the surface, either. There’s just nobody there to hire. “The quality of applicants are going down, and the number of applications are going down,” said Cook. Because of all this, it’s become a whole lot easier to seduce an experienced employee away from another city by offering greater pay and shinier benefits, than it is to try to recruit a complete newbie and train them from the ground up.
