n open house was held last month at Riverton City Hall for residents and neighbors on Sept. 1. All were invited to chat with elected officials and tour the building. Officials held a ceremonial ribbon cutting for all of the updates that have taken place at city hall over the last 18 months.

“We were able to show off the building’s history as the former Riverton Elementary School while also highlighting the updates,” said Joy Johnson, Riverton’s City historian.

Johnson guided the City Journals on a tour of the building, including the mayor’s office, which is decorated with pictures of Abraham Lincoln and the Constitution. The mayor’s office is a large room containing a large polished wooden desk with a view of the room and also of the framed letter of praise from President Donald Trump.

Updates to the building include a renovated frontage area with parking space and fountain, new digital sign, new lobby area, new flooring, new indoor and outdoor signage, new artwork, renovated council chamber and new historical room.

There are future plans for the art’s council to build, said Johnson.

Posters highlighting the history of the building were on display. The new historical room contains ceiling high, dark wooden shelves. Contained behind glass are decades of Riverton history over the years.

Taking a look into how Jordan School District determined its back-to-school re-entry plan

eturning to school this fall during the COVID-19 pandemic wasn’t just a vote at a Jordan Board of Education meeting.

There were hours—and not just the Tuesday board meetings “that are seven hours long”—that were spent studying the issue for the safe return of 56,000 students, said Jordan Board of Education Vice President Tracy Miller.

“I’m probably spending 10 hours per day, from morning to night,” she said. “I try to shut it off by about 8 o’clock, but we’ve had a few things we’ve had to deal with later that than this week. The biggest thing that has come this week is trying to figure out how to do contract tracing. We had some students go to school the first day and get sick [with COVID-19], and after that, test positive. So, we’re looking at contact tracing—how to notify families. The process is well in place; we have the guidelines from the state and letter templates from the health department, but this is our first experience with implementing this process now.”

This is after Miller and other Board member had studied the guidelines set by the Center for Disease Control, the Salt Lake County Health Department and the Utah Board of Education, and made their re-entry plan for students.

Miller said the state’s manual on reopening schools “is the thing I relied on the most.

We received a lot of detailed information, and that was developed with the state health department, state school board, state epidemiologist and governor’s office. Those guidelines are the ones I follow when making decisions.

They include all the recommendations to mitigate risks within our schools and also stress the importance of having kids in school.”

Even so, she also listened to her community.

“Everything has tugged at my heart, and people’s stories are all over the place,” Miller said. “I feel for everybody on all sides. I think it was an agonizing decision for parents on what’s best for my child and how do I balance the risks of COVID and still make sure what my child gets is what they need. A lot of teachers had to make that decision. Everyone I talked to, I get it, I feel for everybody. I wish we could come up with the perfect solution for everybody. Everyone wants someone else to make the decision, and we’ve tried as school board to own our decisions. We’re doing the best to do the best we can.”

That plan introduced is one that includes flexibility and balance as well as individual choice.

“The plan we came up with, is the best we could do, that is, by having students in school four days per week and having more flexibility on Fridays—which is a good thing, I think, to be able to provide more personalized, individualized instruction, and [it] gives

teachers more time to plan and collaborate,” she said. “That extra time is very much needed this year. To me it’s a balance; COVID is not the only disease in society. We’re dealing with a lot of other issues—mental health is a huge issue we’re dealing with—and how to balance the needs of how can we mitigate risk as much as possible and still provide high-quality education and social and emotional needs for our students. That’s the balance we’ve been trying to find, and finding the right balance because there are pros and cons to every single decision. There’s not a clear [answer]—‘this is great; it works for everybody.’ That just isn’t the case. What we’ve tried to do is provide as much choice as possible.”

To provide students with that choice, a team of teachers worked over the summer to develop the K–8 curriculum online, and districtwide curriculum was made available for specialty high school classes, Miller said. That meant that “every family got a choice” whether they wanted in-person or online education for elementary students or those same options or a hybrid for middle and high school students—as well as “every teacher got a choice where they were more comfortable teaching: online or in person. Choice has been the big thing we’ve focused on.”

Even though the decisions have been made and school has started, Miller still finds herself facing long days.

“I am getting, I don’t even know how to quantify it, dozens of phone calls and emails every day that I respond to; I’ve been out to schools, several teachers invite me to their classrooms,” she said, adding that she had just spent an hour with Riverton High faculty answering questions that morning. “I’m meeting with another group of teachers this afternoon, so just a lot of time this week being in

the schools and seeing how it’s working and finding out what the challenges are with our teachers. It has been hard because we all want to plan and want to know what tomorrow will look like. It’s been hard on a lot of people.”

Addressing education concerns at a time while dealing with COVID-19 isn’t the only discussion for Jordan Board of Education.

Members are addressing changing South Jordan Elementary’s year-round schedule to a traditional calendar year, relocating the accelerated program at Jordan Ridge Elementary to another school, growth issues that result in building additional schools, having boundary changes and more.

“As a school board, we continue to discuss other issues and move forward on other things,” she said. “We have respect for each other, and we don’t agree, for sure. We have different perspectives and different opinions, and that’s how it should be. We make better decisions if we have a diversity of perspectives.”

However, it’s not always easy, especially the past six months.

“It’s been brutal; I think it’s one of the hardest things I’ve ever done,” Miller said.

“But there’s also a lot of great people out there. I’ve got a lot of thank-you emails and even some thank-you cards in the mail. Some people may not agree with my decision, sometimes, but they appreciate and see that I’m trying. They see that I’m taking everyone’s best interest in and that it’s impossible to make everyone happy. I’ve just gotten a lot of support from people—a lot of quiet support; it’s been touching. There are a lot of good, kind, understanding people. That has been what sustained me.” l

Southland Elementary students doing well with new Wellness Room

n the second day of school, a first grader at Southland Elementary School was feeling emotionally overwhelmed. At her mother’s suggestion, she went to the Wellness Room.

“It only took about five minutes,” said Principal Lisa Jackson. “We just played hopscotch, and then she was ready to head back to class.”

The Wellness Room, new this year at Southland, provides a place where students who are feeling stress, frustration or other overwhelming feelings preventing them from learning can calm down and emotionally reset.

“With kids being out of school for almost six months, there’s definitely a lot of anxiety on everybody’s part, especially with all the new

regulations; school looks very different than it did before,” Jackson said. “So, we’ve had quite a few visitors. I anticipate throughout the year it will be a pretty regular place to be visited.”

The Wellness Room is equipped with a variety of comfortable seating options, fidget toys, art supplies, even a weighted vest. Kids who need to burn off extra energy can play hopscotch, squeeze squishy balls or play with kinetic sand. Those who need to calm down can gaze at a lava lamp, read a book or sit alone on a soft beanbag chair or inside a small tent. Wall posters remind students of breathing exercises they can do.

“There are just things to make them feel safe and secure,” Jackson said. “We generally set a timer for about 10 minutes. For the most part, kids are usually ready to go back to class after that 10 minutes is up.”

Psychologist Rex Prescott, who has worked in Jordan District for 22 years, said the diagnosis of anxiety disorders and depression in children has increased dramatically in recent years. These mental health issues affect students’ ability to be successful in school.

“When kids are anxious, their brain works differently,” Prescott said. “And so, they’re not focusing, they’re not paying attention, they’re not reading, they’re not getting the instruction from the teacher; they’re thinking about other things, about what’s happening at home.” These

students fall behind, which causes more anxiety.

The Wellness Room empowers students to regulate their emotions.

“The goal was to give them a place where they can come reset their emotional regulation, to teach them the skills that they need to regulate their own emotions and then to get them back in the classroom as quickly and efficiently as we can,” Prescott said.

When a teacher notices a child is struggling emotionally or behaviorally, they send them to the Wellness Room. The student misses 10 minutes of class, but teachers have found the student comes back to class ready to learn, and the overall time lost is much less.

Jackson said behavioral issues often stem from kids not being able to regulate their emotions. In the past, these students were sent to the principal’s office or asked to take a walk with an adult. Being sent to the Wellness Room feels less like a punishment.

Special education teacher Sarah Hidely said the Wellness Room has been a great resource for her students, those with ADHD can use up some extra energy, and overstimulated students can calm down.

“If they didn’t have this room, then they would be in the back of another classroom trying to take a break,” Hidely said. “But then there’s still so much stimulation or other students that they’re distracted by in their class-

room. To have the extra room that is usually one-on-one with the teacher, they can get some individualized attention. Then they go back to class and can be successful.”

Mental health is a priority in Jordan District, which has multiple resources and supports including social-emotional learning programs and full-time psychologists at all schools.

“We feel like that’s a big part of our job here at elementary to teach kids how to be kind, how to deal with strong emotions like anger or sadness or frustration,” Jackson said. “The school psychologist works really closely with the teachers and those students and helps them with strategies they can use when they’re feeling like that.”

Because of his experience of helping set up Southland’s Wellness Room, Prescott is setting up a Wellness Room at Foothills Elementary, where he was transferred this year.

Travis Hamblin, director of student services for Jordan District, said several schools have had success establishing Wellness Rooms or Calm Corners, which have benefits for both students and staff members.

“Wellness centers enhance the culture of the school, increase mindfulness, increase and focus on self-regulation, validate individuals, increase on-task academic time and increase positive behaviors, to list a few,” Hamblin said. l

Summit Academy theme is expressed in words and deeds

t Summit Academy Charter School’s Independence campus, this year’s theme “We Are One” has inspired administrators and teachers to reevaluate every aspect of the school experience for staff, students and parents.

“We want people to know that we really don’t just say those words; we don’t just say ‘it’s our community, and we care’ or that we want to ‘be one,’ Principal Lisa Cutler said. “We try to look at every activity we do through that lens. We are really making a concerted effort to do things differently. We want to live that more and have that be really be who we are: connected and working as one.”

The staff stayed connected with families even when schooling went online last spring.

When they couldn’t directly support students, they took time to volunteer in a nearby community garden.

This year, Cutler is offering more frequent virtual meetings to keep parents connected with what is happening in the school and with each other.

The We Are One theme inspired a makeover in the building decor; the school’s two atriums are now decorated with school pride murals and uplifting artwork and unifying phrases.

“When you walk in the building, you should be able to feel what that place is like and see what they’re about,” Cutler said.

Middle school students were invited to contribute to a large-scale collaborative art piece, part of Cutler’s vision to fill the school with pictures of students and their work.

The We Are One theme even affected the school fundraiser, a CoRUNavirus Fun Run held Sept 17. Instead of students competing for prizes based on how much money they raised individually, they worked collectively to earn a dress-down day or extra recess when they met their goal as a class.

Cutler wants students’ school experience to be focused more on connections with others instead of just earning grades. That is why teachers and administrators are focused on building relationships with the 900 K–8 students at their campus.

“We try to know the individual—that’s what we do, that’s what’s built into our programs,” Cutler said. “Everything we try to do is to really know each kid and have them be known by all the teachers.” Because she knows student success is related to having a connection with at least one caring adult in the school, Cutler encourages teachers to take the time to really get to know students, even those not in their classes.

Sixth grade teacher Lissa Labrum asks students questions to identify common interests on which they can form a relationship.

“As a teacher, I have learned that by connecting with students, the classroom can

come to life,” Labrum said. “No longer are they just a number or a kid in your class, but they are an individual who is excited to learn and can add something unique to the learning environment.”

She said it also prevents behavior problems.

“If there is a student that I struggle to connect with, I always try to attend a sporting event or activity that they are involved in,” she said. “When students know you care about them, they are more willing to open up to you.”

Middle school teacher Cole Hights said students are more willing to listen to and learn from a teacher who has taken the time to get to know them, which lets the student know they respect and value them. Even a frustrated student responds better to a teacher when they know they will be listened to and treated fairly, he said.

“It’s showing the kids that they are respected as an individual,” Hights said. “Once these kids feel like they are respected and they know their worth, I think we get better students in the classroom, we get better students in the hallways, and we make those connections for a lifelong connection.”

Hights develops this kind relationship with his students by treating them first as humans and second as a student. Like many Summit Academy teachers, Hights starts the school day with a Morning Mingle, in which students and teachers talk about what they enjoy and what is important to them. Some teachers ask students to answer a specific question of the day, while others let students share what they want to.

Tiana Butler, a junior high math teacher, uses what she learns about her students to personalize her lessons.

“I try to get to know my students as people, learning about their likes and hobbies and then doing what I can to incorporate those things into my math and leadership lessons,” Butler said.

Students have responded well to the personal connection with their teachers. When

Pay attention in health class to save lives

I think it will open a lot of eyes when it becomes real in your family and your community.”

Stone always tells her classes about the student from West High School who had learned the skills and helped save the life of a stranger on the side of the road a few years ago.

She said she will add Hunter’s story to her curriculum.

“It takes a lot of courage to step in there,” Stone said. “I give that student full credit for stepping in at a middle school and identifying that help was needed and doing it. Because that’s half the battle—identifying an emergency and acting—especially during coronavirus and especially today, where everybody’s so worried about what everybody else thinks, especially at the middle school level. It’s very commendable.”

While all students are required to take health in eighth grade, students who take Stone’s class are those who are considering careers in which they can help people.

“All of the students in my classroom want to help in some way,” Stone said. “They may not become the PTs, EMTs or CNAs that they intended, but they’re going to be helpers just like that little middle schooler. And that’s what we need more in this country, is more helpers.” l

hen the Jordan Board of Education held a late-night meeting Sept. 16 to close Riverton High School for two days due to a high number of positive cases of COVID-19, it didn’t immediately address RHS students who attend classes at JATC. There was confusion about whether these students should attend class the next morning.

Students taking the first aid and CPR concurrent enrollment class were supposed to be passing off their CPR certification that day. Because the manakins used for the test were reserved by another class the next week, it was one of the only chances they had to complete their test.

“The certification that I give the students is the health care level, the basic life support, so it has to be in person,” instructor Becky Stone said.

and she was the one that taught it to me. If she didn’t teach me how to do it, I wouldn’t have done it.”

Jackson is grateful that Hunter paid attention in class. Kathy Howa is, too.

“You hope that those children are actually listening to you,” said Howa, who has taught for 28 years. “And when something like this happens, and you find out that they did—there is no greater reward than somebody that’s actually saving somebody else’s life.”

Stone had been concerned that not all of her students would be in class for the lessons and practice to pass their certification. She has had one student who missed the CPR section of the class because she was in quarantine.

“I chose to do CPR in the first couple of weeks, anticipating that there would be quarantines and problems developing later on in the school year, and so I’m actually feeling pretty good that only one student needs to make it up versus half the class,” Stone said.

Howa is considering moving up the first aid skills to earlier in her curriculum, too. She plans to show current and future students the video footage of the incident (captured by school cameras) and a picture of Hunter to reinforce that learning the skills can and have saved a life in their own school.

“To be able to use a real-life situation is priceless,” Howa said. “Unfortunately, that had

Missing class could turn out to be a situation of life or death for these students. That may sound like an exaggeration, but on Sept. 2, West Jordan Middle School ninth grader Hunter Olsen saved the life of his friend, who was choking in the school cafeteria, using first aid skills he had learned in his health class.

Hunter said the hands-on instruction he received in health class last year gave him the confidence to use abdominal thrusts to save his friend, Jackson Johnson. He said knowing how it felt to perform thrusts on a manikin helped prepare him to perform the technique on a real person.

“It was pretty similar, but it’s a lot scarier because you can hear them trying to breathe and struggle, and there’s a bunch of tension,” Hunter said.

Jackson, who is also familiar with the technique (his dad is a police officer), was able to assist Hunter when the first few thrusts didn’t dislodge the food from his throat.

“I realized his hands were in the wrong place, so I pushed them down to the correct spot,” Jackson said.

After six thrusts, the food was dislodged, and Jackson could breathe. Full of adrenaline, Hunter pumped his fist in the air and shouted “Ms. Howa!”

“I yelled my eighth grade health teacher’s name,” Hunter said. “It was just in the moment

More trails are coming to Salt Lake County

This year as the leaves changed I was reminded again how lucky we are to live in Utah where we get to experience four seasons in all their glory. Recently I had an opportunity to visit a beautiful area of our County--Butterfield Canyon--for a #BiketheButter Mountain Bike Rally.

With a gentle nudge from our mountain biking friends, we have an opportunity to take some of our Salt Lake County open space and make it more accessible. We have the chance to build a multiuse trail system in the southwest corner of the Salt Lake Valley and tie together Butterfield, Yellow Fork, and Rose Canyons. This exciting opportunity has been made possible with a partnership between Salt Lake County, the Bureau of Land Management, Rio Tinto, private property owners, and some dedicated

and passionate residents.

These residents have taken their passion for mountain biking and pulled the community together to raise money and speed up the timeline for a desired trail system.

This group recently raised $200,000 as a donation to begin this trail planning process.

Mountain biking is one of the fastest growing high school sports in Utah and the west side of the valley has over a thousand students participating. Developing this trail system makes these recreational opportunities available right in their backyard and will expand participation and access. The proposed trail system will link over 70 miles of trail and will provide recreational opportunities for hikers and equestrians, in addition to mountain bikers.

It will be another jewel in the open space crown of Salt Lake County.

Every few years Salt Lake County conducts a countywide needs assessment and the results from both the 2012 and 2017 surveys told us that the number one priority of residents was open space and trails. This year especially, as we all found ourselves spending a little more time closer to home we also saw a marked increase in people using our parks and trails.

We are so grateful for the foresight of visionary leaders who have been setting this

land aside, maintaining it, and making sure that everyone in the county has access.

Generosity and kindness thrive during tough times

mall glimmers of kindness illuminate dark times.

Around the United States, zoos offer free viewing from their animal cams, celebrities read children’s stories for a cause, and children’s book authors offer drawing lessons for house-bound families.

Closer to home, generosity gets personal.

With locations in Sugar House, South Jordan and Taylorsville, Schmidt’s Pastry Cottage began offering free loaves of bread after Gov. Gary Herbert quarantined the state. Since then they have baked and donated 90,000 loaves.

Owner Steve Borg said, “It’s been a lot of work but it’s opened up our hearts. We’ve had a lot of generous people volunteer, donate here and there. We have a flour company donate some flour and so it keeps going.”

All school districts and charters in Utah have been given permission by the USDA Family and Nutrition Service to waive lunch fees for all students, whether they qualify for reduced or free lunch normally.

“This is welcome news for the communities we serve,” Canyons School District’s Nutrition Services Director Sebasthian Varas said. “We have families who may not qualify for free or reduced-price lunch but have been financially hurt by the pandemic. This will hopefully bring them some peace of mind and take at least one worry off their shoulders.”

A West Jordan employee donated $15,000 from his own salary back into the city budget to support other employees who have offered exceptional service during the pandemic.

Such examples of kindness included a West Jordan police officer who organized and purchased a small birthday celebration with his own money for a young girl involved in a recent crime.

“After a recent horrific tragedy...the mother mentioned in passing that a 7-year-old in the family was having a birthday in a couple of days. Our patrol officer quietly took note. This officer teamed up with one of our support staff and a detective to organize a surprise birthday party (from 6 feet away) for the little girl. They delivered gifts, pizza and a visit from a K9 officer with no fanfare and without telling the Chief or their supervisor,” Lee said.

Hispanic Star is a branch of the organization We Are All Human that seeks to support all Hispanics across the country.

Edgar Carreon, Utah hub leader for Hispanic Star, described the organization’s efforts.

“The purpose of the Hispanic Star is to create a platform that highlights and share stories of contributions Hispanics make to society. It is also a platform for Hispanics of all backgrounds to come together to bring about positive acts of kindness in our community,” Carreon said.

After receiving almost 200,000 personal care items (soaps, hair products, feminine hygiene products, laundry detergent) Hispanic Star sent out a call to anyone in the area who needed basic supplies. They organized five locations in the Salt Lake valley to distribute 2,000 kits during the summer.

Telemundo, Univision and radio stations broadcasted the events, inviting anyone who had been adversely impacted by the pandemic to come get kits full of necessities. All the sup-

Not long after the death of George Floyd and the surge of protests calling for defunding of police departments, the Midvale precinct of Unified Police received fortification rather than opposition. Boxes of doughnuts, stacks of cookies and bouquets of flowers arrived at their office.

Precinct Chief Randy Thomas said, “We’ve never had so many doughnuts delivered in my entire life. I can’t eat another doughnut.” l

Riverton City Hall Gets Much-Needed Updates By Mayor Trent Staggs Over the last two years, city staff have been hard at work to provide much needed updates and renovations to Riverton City Hall. Major upkeep was needed, and due to a lack of proper signage, I was constantly told by residents and visitors that there was difficulty differentiating City Hall from the Community Center, Police Department and the Old Dome Meeting Hall. With a desire to make progress on our goal of creating a revitalized, pedestrianfriendly downtown destination as outlined in our city’s strategic priorities, I worked alongside the city council to ensure proper funds were put aside each budget cycle

to beautify and enhance this historic building. We were also fortunate enough to be awarded grant funds which were used to offset a good portion of expenses. With this collaboration and years of planning and hard work from city staff, I am pleased to announce that major renovations are now complete.

Last month we had the exciting opportunity to hold an open house for the public to come and view the renovations made inside and outside Riverton City Hall. With our council members present, we also had a ceremonial ribbon cutting to commemorate the completion of our remodel. At the forefront of our renovations was the beautification and enhancement to the front of City Hall which included new features such as a water fountain, flag poles, digital sign and waterwise landscaping. flooring, paint, signage, artwork and a much-needed remodel to our Council Chamber. In addition, we have revamped our upstairs lobby area within the community center to house historical items. The Historic Preservation Commission has done an outstanding job acquiring artifacts and pictures of our city’s past to fill the displays.

Just like with any historic building, there will always be a need to

smartly allocate funds for future maintenance. With these newest renovations, I believe we finally have a distinguishable City Hall that is stately and provides a local meeting place that every Riverton resident can be proud of. For those that could not make it to the open house, I would invite you to visit City Hall to see all the great renovations and to learn more about our city’s history.

By Councilmember Sheldon Stewart As a young person, I remember watching my father participate and engage in the political process.

I also had neighbors that were actively engaged in elected roles within our local and state government.

As a young child, my neighbors and parents would involve me in the political process. I remember hearing that if you want to see change or make a difference, you must vote.

As I have grown over the years and become involved in various areas of our community, I have learned and developed a love and understanding of rights vs. duties. In general, a right is an entitlement and a duty is an obligation. When it comes to voting, my understanding of what some would say is a right is that it really is our duty.

As citizens of this great country, state, county, and city, we have an obligation to vote for people that understand and represent our communities. All too often, as I listen to many in our country, they make the statement that, “I don’t vote because it doesn’t make a difference.”

I would counter and state that as you vote, you are fulfilling your duty to make your voice known.

In the last citywide election where three council members were elected, we had participation that was 29.96%, which was a poorer showing than Salt Lake County overall.

Total participation for the county was 33.85% or 155,676 ballots were cast out of 459,924 registered voters. If in Riverton alone we were able to increase voter participation by getting an additional 20% participation, or 49% participation, we could influence and drive any race occurring in this next election with exception of perhaps the presidential race. As elected officials, we have done our best to facilitate the ability to vote. Every resident who is registered to vote receives a ballot at their home and the return requires no stamp, as it is pre-paid.

Most people these days have a phone or other device within arm’s reach that can help them research the issues and candidates. Understanding how a candidate’s support or understanding of your concerns and perspectives is critical, and it’s easier than ever before. It’s critical that we all become educated on the candidates and issues prior to casting our votes.

If in Riverton alone we were able to increase voter participation by getting an additional 20% participation, we could influence any race occurring in this next election with exception of perhaps the presidential race.

As a final comment in a presidential year, which is when we typically see higher voter turnout, keep in mind that it is your city, county and state representatives that have the most impact and influence on your daily life. It is the officials at the local level that can impact the roads you drive on either physically or digitally to work, the businesses and restaurants in your community, the location of schools, beautification efforts in your community, and so much more.

Remember, the next time you plan to approach an elected official regarding a concern, that the first thing you should do is ask yourself this question, “Did I perform my duty to vote?”

our schools. I would add it would be prudent to reduce our speed on all roadways in the city as children have been known to cross the streets, even outside of designated school zones. We will have officers conducting traffic enforcement throughout the city to remind the motoring public of our commitment to keep kids safe.

Another area of concern is the area immediately surrounding crosswalks throughout our city. The practice of parents pulling over to the side of the road near a crosswalk and letting their child out to walk the short distance in order to avoid traffic in the school parking lot can cause visibility issues at our crosswalks.

Parking, stopping, or standing, even if you are only stopped momentarily to pick up or drop off, is illegal and can create an unnecessary risk for the children crossing the street. It is critically important to keep the crosswalk area clear to allow cars traveling down the road the visibility to see children as they are leaving the sidewalk toward the roadway, rather than as they are entering the roadway.

Please be aware of this issue as you are dropping off or picking up your children from school. Try to find a spot to pull off the road away from any crosswalks or take the

fter choosing to leave the Unified Police Department, Riverton Police Department personnel said the department is off to a good start.

When a department is considered a good department, some may choose that term relative to those caught violating the law or other scandals. Grading the department beyond that scale, the department seems to have pleased many. Policing has become a hot topic lately, yet in the year prior to Riverton’s Police Departments inception, it was already on

people’s minds, and residents had mixed feelings about leaving the UPD or staying. Flash forward a year later, the overall feeling from residents seems to be acceptance mixed with praise after the departments first year.

Social media posts indicate that residents support the policing in Riverton and feel it is off to a great start.

not realize she had a tail light out and expired registration. Eaves told the City Journals about her experience interacting with RPD officers. Eaves said she was pulled over and, “The Polynesian officer was the kindest most respectful officer I have ever interacted with.

I was so scared because I was with friends, and we had been partying. He was respectful, kind and let me know what I needed to do after making sure everyone was safe. I don’t think I’ll ever forget that.”

Mayor Trent Staggs echoed the praise by saying, “As Mayor it is my duty to lead and make decisions that directly support our way of life and Riverton City’s mission to ‘Provide essential services that enhance the quality of life and sense of community for all citizens.’

It is my belief that the most important service a municipality can provide is the preservation of life and safety for every resident, which begins by having a dedicated and hardworking police department made up of only the finest individuals.”

Just over a year ago Riverton made the decision to become self-sufficient going with the creation their own police department.

“I am pleased to report that the Riverton Police Department has been a tremendous success, and we have seen first-hand the bene-

fits of managing our own department,” Staggs said. “It is apparent that law and order is essential to a community and provides a level of stability that allows our residents to live and do business in trust. With the addition of nine officers for roughly the same price we were paying for 26, we now have 35 sworn officers that are visibly present in our community. These fine individuals have worked hard to build relationships, protect public safety and enforce the law.”

Staggs said city leaders had three main goals in mind after the creation of the Riverton Police Department. The first goal was a service-oriented and community-based police force that would be focused on the needs and concerns of residents. Second, prioritize the hiring process looking for experienced officers that have displayed a commitment to fair and objective policing. Thirdly, Riverton wanted a police force who, “Will protect our citizen,” while also protect residents from financially irresponsible hikes in property taxes that would have occurred had they stayed with the county law enforcement service area.

By creating their our own department and taxing service area, Staggs said it has already collectively saved Riverton property taxpayers “$1.2 million dollars a year.” l

hroughout Riverton last month, the city held multiple events in a day of remembrance for those affected by the events of 9/11. Throughout the town, flags were being displayed starting on Sept. 7 through Sept. 13.

The day of the anniversary, in remembrance of those who died in the September 11, 2001, terrorist attack on the United States. Distinct educational displays were presented at five locations in the city containing sobering facts about that fateful day. Families and individuals were invited to visit each location to learn or be reminded of the toll the terrorist attack took on our nation.

To help engage younger children, Riverton conducted a flag contest. The contest involved taking a selfie or picture with family at each location and email all five photos to city staff for a chance to win a family gift basket valued at over $50. The winner will be selected at random from submissions shortly after the event.

Following the flag contest, the city hosted the “Patriot Day Car Show Parade”. The parade included hundreds of rare and antique vehicles who came from all over northern Utah. They drove through many Riverton neighborhoods on a 14-mile parade route.

Residents and neighbors watched the parade anywhere along the route to practice proper social distancing.

The culminating event involved planning and executing a firework show from multiple locations. The Riverton Patriotic Firework Show began on Sept. 11 at 9:11 p.m.

The show was synced to a live soundtrack on Utah’s radio station KODJ 94.1 FM. The show involved educational messages about 9/11, patriotic music and, of course, the large firework show at Centennial Park, Monarch Meadows Park and Riverton City Park.

The Riverton Remembers 9/11 initiative is planned to help the community remember the innocent people who lost their lives in the terrorist attack that day 19 years ago. Riverton Mayor Trent Staggs said in a prepared statement: “Our goal with these events is to provide our residents with an opportunity to reflect on the tragedies that occurred on Sept. 11, 2001, in ways that are both reverential and unifying. Our nation came together in an unprecedented way following the terrorist attacks 19 years ago. It is my hope that we can remember those who died, honoring their lives with a newfound commitment to advancing the ideals of our founding: freedom, equality and self-governance, remembering that even today in what can be a very divisive world, that there is so much more that unites us as Americans than divides us. l

Sales tax numbers show large, sustained COVID-19 boost for most cities

his June, the City Journals featured an article about how the first sales tax reports released by the state showed early signs that COVID-19 had actually boosted sales tax collection in the month of March, relative to the same month the previous year.

Readers responded with valid feedback, pointing out that sales tax numbers for March included all the panic-buying of food and toilet paper that was going on at the time. They theorized that sales tax numbers would go down in the following months as the bulk-buying relaxed and as the County’s order to not allow dine-in eating was put in place.

Others pointed out that an increase in sales tax from year to year should be expected, as populations grow and new businesses open. They suggested that the Journals compare 2020 sales tax numbers not just to 2019, but to previous years as well in order to provide more context to how COVID-19 is impacting our economy.

So with these two pieces of feedback, this reporter downloaded additional sales tax reports from the Utah Tax Commission for the months of March through June between the years of 2017 and 2020. What this reporter found is that COVID-19 has been a big boost for the coffers of most cities in the Salt Lake valley.

Twelve out of 15 cities collected more sales tax in the four-month period than in the same period any of the previous three years. The only cities that didn’t were Salt Lake City, Murray and Sandy. (Murray and Sandy trailed previous years’ numbers March-May, but rebounded in June to beat previous June numbers.)

Many cities have experienced a sustained period of increased sales tax collection throughout all four months, suggesting that there’s been more than just a two-week period of panic buying that’s kept Utah dollars flowing.

Seven of the 15 cities have stayed ahead of previous years’ numbers for all four months. Many of them by quite a bit. Riverton’s sales tax collection is up 36% relative to its 2017-2019 average. West Jordan is up 26%

The question is: why the big increase?

Stocking up on toilet paper in March doesn’t explain it. And the growth is more than what one would expect from regular economic expansion. So why are Utah businesses as a whole collecting more sales tax during COVID-19?

One possible reason could be that Utahns who normally would be traveling out-of-state for vacation—spending their money at Disneyland or Las Vegas or in Europe—are staying home and spending that money here instead.

There also may have been an influx of college students who normally would have been living on campus, in places like Provo or Logan or other university towns out of state, but who returned to their parents’ houses in Salt Lake County, bringing their generous young adult spending habits with them.

Of course, all these numbers mean is that these city governments should be in good shape. They’re not reflective of the state economy as a whole. According to UtahPolicy.com, sales tax collection is up statewide by 5.9% but the state’s revenue from income taxes is down 10.1%. So while most city governments seem to be in good shape, many individuals and small businesses within those cities may not have been as fortunate. l

on Ence knows how fragile this tennis season can be.

As the head coach of both the boys and girls tennis teams at Riverton High School, Ence saw the boys season this past spring get canceled several weeks into the season and hopes the same won’t happen to the girls this fall.

“No question the boys were extremely disappointed that their season got cut short,” Ence told the Riverton Journal. “So we are constantly encouraging the girls to give their very best effort in each practice and match because the state health officials could shut us down at any time.”

Ence said the team has followed the health guidelines given. “It’s fairly easy to ‘social distance’ during a tennis match, and the girls wear masks and sanitize hands after playing,” he said.

As of Sept. 20, so far so good for the girls this season.

The 17 girls on the Silverwolves team have played almost a full season as state comes up at the beginning of

October. Ence has seen improvement this year, with three weeks to go in the season, the girls were third in Region 3, compared to last year when the girls finished fifth.

“Many girls worked hard in the off season with friends, family and private coaches,” Ence said.

“We wanted to move up in the team standings...so there is some evidence of their hard work paying off.”

Ence highlighted his lone senior, Jaylee Margetts, as an ideal representative of the program. “(She) is our best player,” he said.

“She has been a model of improvement and consistency in each year of the last four years.”

The 6A state tournament takes place at Liberty Park in Salt Lake City on October 8 and 10. The Silverwolves only sent a second doubles team to the state tournament in 2019 who won their first round match, while 2017 and 2018 saw the team finish in the top five at state respectively. l

Ordinary pumpkins become extraordinary in the hands of ‘The Carving Chizel’

rowing up in Spanish Fork, Aaron Reimschiissel always celebrated Halloween with his family in a big way. His mother’s birthday happened to be on Oct. 31 and she celebrated every year with a special party. By carving jack-o’-lanterns for her annual celebrations, Reimschiissel discovered his special talent for transforming ordinary pumpkins into works of art.

This year, Reimschiissel plans to create his unique pumpkin carvings at Halloween events around the state including the Utah Water Conservancy Pumpkin Walk and the Pumpkin Walk in Daybreak. Last year, he carved pumpkins at Pumpkin Nights in Salt Lake City. He specializes in carving very large pumpkins that often can weigh several hundred pounds. These pumpkins have extremely thick and hard rinds which allow for sculpting depth and texture. He has carved everything from faces to monsters and animals to elaborate castles out of pumpkins.

“I try to do something a little bit different each time,” explained Reimschiissel, who uses the name “The Carving Chizel” professionally. He never knows what the pumpkin will look like in advance. “Within just a couple of minutes I have to decide what to make. I have to look at the shape and see what fits into it. That’s the biggest challenge. A face can fit any type of shape. You have to adjust with the pumpkin,” he said.

Murray spook alley carries on in nightmarish times

I

t might seem like there are enough anxiety-inducing things in the world lately, so a frightening Halloween venue might be the last thing people want. Yet owners of Murray’s Dead City Haunted House (5425 S. Vine Street) think now is a perfect time for patrons to get a supernatural scare.

“Entertainment via escapism is always needed in the darkest of times.

We can’t expect everyone to feel comfortable participating this year. We can, however, do everything possible to guarantee safety procedures are in place for those who do,” a Dead City spokes-monster (wishing to stay in character) said.

“This industry has its fans and artists that desperately need a distraction; we understand the responsibility not to disappoint, having invested in all the necessary resources to keep everyone happy and healthy.”

Dead City Haunted House is one of Utah’s newest indoor haunted attractions, now in its third season. They are featuring over 50 rooms of fear, with three all-new areas for 2020. Owner Tim Riggs has a history with the local spook alley industry, dating back to the Utah Fun Dome Haunted House, Rocky Point, and more.

With the COVID pandemic, attraction organizers have had to address customer safety by adding additional precautions and mothballing certain

practices.

“We can only do this together, so face masks are mandatory—to keep the screams safe. The show has been completely overhauled this year while maintaining as many scare spots as possible.

Hands-on options have been suspended, while all actors are kept at socially distanced positions inside the show,” the Dead City spokes-monster said. “Surfaces are cleaned regularly, several UV air filtration systems have been installed above the show to run constantly, and nightly fog sanitizes surfaces from entry to exit. All mazes and claustrophobic tunnels have been removed to maintain group distancing and avoid touching. Online ticket purchases are encouraged at a discounted rate.”

All staff and cast members have temperatures checked before being allowed backstage. Employees communicate and operate through personal mobile devices, and all backstage meetings are kept outside whenever possible. Cast members apply their own makeup, with very few needing it due to the heavy use of masks this season. Bridges have been built above the tighter areas to give actors the ability to operate some new surprises from a safe distance.

As part of keeping staff and patrons apart, Dead City will employ puppets or animatronic monsters to provide the screams.

“You will all have to come see if you can tell who (or what) is real or not inside the show and what they (or it) might do.

Very cutting edge to our knowledge, just one of the many custom creations by our engineering owner that helps make Dead City Haunted House unique to Utah,” the spokes-monster said.

Halloween isn’t Dead City’s only exclusive holiday; they have adapted their attraction to multiple holidays this past year. They hosted a “Krampus Night” in December, based on the central European tradition of a half-goat, half-demon that visits naughty children on Christmas, a complete opposite of Santa Claus. The Krampus event allows Dead City to give the Christmas season a monstrous makeover with a visit by Krampus and his minions. Dead City also hosts “Love Bites,” a vampire-themed Valentine’s Day experience that they hope to do again this coming year.

Krampus Night caught national recognition, and Dead City was recognized

by HAuNTcon and Haunted Attraction Network as “2020 Haunters to Watch.”

The award stated, “Dead City Haunted House impressed us with their video creation, narrative tie into their overall theme, social media contest, and overall use of a limited budget.”

Dead City is open 7:30 p.m. every day in October (except Sundays) and a few weekends in November. l

That pumpkin was featured in a local newspaper article and he was asked to carve pumpkins at another Halloween party. It was there that he met members of the Utah Giant Pumpkin Growers Association. He has been carving for them ever since.

Reimschiissel credits his mom, who enjoys crafting and drawing caricatures, with encouraging his interest in art. He has studied drawing as well as sculpture. Reimschiissel continues to study form and shape to build his repertoire of pumpkin designs.

“Right now I’m learning about skeletons,” he said. “I just bought one to learn more anatomy. I have a lot of ideas in my head!”

Reimschiissel’s wife, Chelsea, had never seen 3D pumpkin carvings before she saw his work. “It’s so cool how creative he can get,” she said. “He never goes in with a plan. Most of the time he just wings it which is amazing to me.

He gets asked all the time how he plans [his designs] but most of the time he just shows up and carves.”

The spontaneous nature of Reimschiissel’s art and the fact that he is often carving in front of an audience is the most challenging aspect. “When people are watching there’s a level of thinking ‘you have to make it look good!”” he said.

He recalled a particularly difficult carving project in which he sculpted a winged devil out of a pumpkin and ended up inserting a separate piece of rind to make the head.

Reimschiissel’s two young daughters, Kaiyah and Kinlee, are his biggest fans. Kaiyah, who is 9 years old, is showing an interest in carving pumpkins as well. “They have so much pride in their dad’s pumpkins. The best thing is bringing them to events. They get so excited and will just stand there forever watching him. They like to tell people that’s their dad,” Chelsea said.

“It’s fun to see the kids’ reactions,” said Reimschiissel, describing the aspect he likes best about carving in front of an audience. In 2019, he carved a “punk beast” pumpkin at Thanksgiving Point. The Utah Giant Pumpkin Growers Association later took that pumpkin and displayed it in front of Primary Children’s Hospital. Being able to share his work with the hospitalized children was one of the highlights of his carving career.

He is looking forward to the upcoming Halloween season and carving more unique pumpkin creations. A

ccording to a July survey by the American Alliance of Museums, some 16% of museums across the United States are in danger of closing their doors due to the financial strain of the pandemic. Even those that aren’t in immediate danger of closing are still under immense financial pressure.

Utah’s museums are, sadly, no exception.

The Hogle Zoo, the Living Planet Aquarium, the Tracy Aviary, Utah’s numerous dinosaur museums—all of them are under a lot of strain, and if they’re to stay open, need the public’s support.

While most museums do have endowments and financial reserves to fall back on, they’re not big enough to keep them going for very long, and closures earlier in the year have already eaten up almost all of that cushion.

Funding is particularly important, and tight, in facilities with live animals. Places like the Natural History Museum of Utah have the option of closing up completely for a while: the dinosaur bones won’t get any

deader if no employees come in for weeks at a time. But zoos don’t have that option. The animals need to be fed and cared for whether visitors are coming in or not, and that makes funding disappear even faster.

The Loveland Living Planet Aquarium, the Tracy Aviary, and the Hogle Zoo all closed for around 50 days from mid-March to mid-May—the high season for most zoos— and all three are still reeling from the impact.

“The Hogle Zoo has taken a major hit, there’s no doubt. We were closed for 50 days during a time of year that is critical to the financial health of the zoo. Spring is when we fill our coffers to help keep us afloat during the fall and winter when attendance declines,” said Erica Hansen, the Hogle Zoo’s public relations manager.

A lot more was lost than just ticket revenue. Spring is also a key time for many zoos’ fundraising events, most of which had to be canceled or moved online.

“We had to cancel our conservation fundraising garden party, and our education fundraiser, which raises money for camp scholarships and free nature programs,” said Patricia Dark, the Tracy Aviary’s marketing director. “Additionally, we had dozens of weddings booked that had to be canceled. All in all we lost about $500,000.”

Keeping zoos open is important, and not just because they’re fun to visit. Zoos are crucial for wildlife conservation, both locally and abroad, and they sponsor a lot of habitat protection and breeding programs for endangered animals. The Living Planet Aquarium farms coral and uses it to bolster struggling and dying coral reefs, which are vital to marine life. The Tracy Aviary hosts and breeds several species that are extinct in the wild, such as the Guam kingfisher. Zoos are the

only chance we have at introducing such species back into their native ecosystems.

“We engage over 100 community science volunteers each year in local and statewide projects that help conserve birds and their habitats. Our work helps many species—from rosy-finches, owls, and hummingbirds in Utah to macaws, pelicans, and plovers in Central America,” said Dark.

To keep doing the important work, zoos need every bit of money they can get, according to Loveland Living Planet Aquarium CEO Brent Andersen. “It costs over $2 million a year just to care for all of the animals—that includes food, veterinary care, staffing, habitat maintenance, etc. The closure happening right before spring break, our busiest two months of the year, has had a tremendous negative impact on funding,” Andersen said. “The reopening has relieved some of that pressure,” but not all of it.

To make things even harder, all three zoos are currently operating at limited capacity—in the aquarium’s case, this is by design, as they have been forced to limit ticket sales in order to enforce social distancing requirements in their mostly-indoor buildings.

“We’ve created a timed ticketing system. This online reservation system allows guests to reserve a specific day and time for their visit. This system ensures that there is always enough room for guests to make physical distancing possible,” Andersen said.

It’s a system that helps keep everyone safe, but it also means they’re seeing 40% less attendance than they have in prior years, which makes things hard. “Fewer guests means less revenue, while the cost of caring for the animals and running the facility remains.”

At the mostly outdoor Hogle Zoo and Tracy Aviary, tickets are being sold as normal, but visitors still seem to be hesitant to return in the numbers they used to. According to Dark, the Tracy Aviary is only seeing 40% of its usual amount of visitors. The story at the Hogle Zoo is similar, even though staff are doing everything they can to make sure that visiting the zoo is as safe as possible.

tirelessly to make that happen,” Hansen said of Hogle Zoo. “We have hours for high-risk and elderly on Monday mornings, 8 to 10 a.m. Masks are required indoors and strongly encouraged outside, we have numerous hand sanitizer stations throughout zoo grounds, distance markers and lots of reminders for guests to take caution. We’ve had a few vocal parties on the great mask debate of 2020, but otherwise, most guests seem to be enjoying their time and are happy to have a safe place to stretch their legs.”

It’s been a decade since COVID-19 reached our shores, ushering in 45 years of hand sanitizer, remote learning and face mask protesters sporting apostrophe-addled signs like “Your an idiot” and “Parent’s against masks”.

But now it’s October. Halloween is at risk.

S*** just got real.

Nothing could be scarier than 2020, with its earthquakes and hurricane-force winds and rising COVID infection rates and elections, but Halloween isn’t just about fear. Halloween is the one day a year conservative moms can buy push-up bras and dress like lusty dog catchers, guilt free. It’s the day Snickers for breakfast and Reese’s for lunch are appropriate meals. It’s the day politically-inappropriate celebrities get tagged on social media.

But COVID changed everything. Los Angeles prohibited trick-or-treating along with haunted house venues, Halloween carnivals and other spooky activities. After a swift and furious backlash from parents who need to give their kids ONE thing to look forward to this year, the city backed down and “recommended” common sense. Like that’s a thing.

Even then, it’s gonna take a lot to scare our children anymore in 2020. They spent months locked in the house, learning fractions online and wearing face masks to the grocery store. Their stress levels are sky-high and adrenal fatigue has caused weepy breakdowns and heartbreaking acceptance.

On the bright side, COVID-19 ushered in a whole new series of costumes for the holiday, including coronavirus outfits, teachers in hazmat suits and the very funny Elsa in a plastic bubble.

I think I’ll dress up as a mail-in ballot since that seems to be the most terrifying thing in the country today. (Sidenote: Vote on Nov. 3. Vote by mail, vote in person, drop your vote off in a ballot box. I don’t

care how you vote. Crawl through a lake of spiders, a graveyard of zombies - just vote!)

The CDC issued COVID-19 risk categories, pertaining to Halloween activities. The lowest risk is a virtual festival where celebrations are held on Zoom because we just can’t get enough of Zoom, can we? (Sidenote: Has anyone investigated the connection between the coronavirus and Zoom?

Moderate risk includes small gatherings where individuals stay apart from each other and wear those Halloween masks from the ‘70s because there is no way germs (or breath) will get through that thick plastic.
