Jordan District turns students into scientists

E

leven-year-old Afton Barron was named Grand Champion winner at the Central Utah Science and Engineering Fair for creating lifesaving and environmentally friendly biodegradable water balloons.

Over two years, she made 21 prototypes and documented her process in a 32-page journal. The project, which protects children and animals from the harm from ingesting latex balloons, has earned her top awards at school and District STEM Fairs for the past two years.

Afton and her two older sisters have all participated and performed at the top level in STEM Fairs. Their mother, Janae Barron, credits the opportunities provided by Girl Scout leaders and school teachers that encouraged their interest in real-world problem-solving and landed her older two daughters in their dream jobs.

As a Girl Scout, Afton was exposed to STEM-based activities and environmental issues that helped her develop her biodegradable water balloons. As a student at Midas Creek Elementary, she had access to the school Maker Lab and was supported by teachers and administrators who provided

Barron, who teaches fifth grade at Midas Creek, is impressed with Jordan District science initiatives, which she credits to District Elementary Science Specialist Paul Nance, who retired in June after 26 years in the position.

She said Nance is the motivation behind the district’s STEM Fair and that his support of teachers and students is why Jordan District students always do so well in STEM Fair competitions.

“It’s a tribute to Paul Nance,” Barron said. “He is leaving a legacy. He has done such a phenomenal job of helping students see that they are capable and competent.”

This year, 310 students from 24 schools participated in the Jordan School District STEM Fair. Top students moved on to compete in the Central Utah Science and Engineering Fair in May, where they dominated, earning 15 of the 19 winning spots. Six of the winners were from Midas Creek.

Nance, in return, credits teachers like Barron, who incorporate engineering principals into their classrooms, encouraging students to figure out their own solutions to problems.

“Janae Baron, she is an instigator for engineering,” Nance said. “If it wasn’t for her, we probably wouldn’t have as many engineering design winners. She’s fantastic.”

JSD STEM specialist Jane Harward said JSD students have terrific teachers to prepare students to present and interview well at STEM Fairs. The teachers are trained by Nance, who, for 45 years, has been an advocate for science and for students and teachers in Jordan District.

“I think his greatest contribution is he builds the confidence that teachers are lacking or looking for to teach science effectively,” Harward said. “He does whatever it takes for them to believe they can do it.”

ence; teachers were on their own to incorporate science concepts in the classroom. Over the years, Nance has been a part of creating and implementing science standards that encourage students to think for themselves with concepts that cross into other subjects.

His final contribution before retiring was to help develop the newest updated science standards, being implemented this fall, that encourage students to actively engage in the process of learning scientific principles with an emphasis in engineering.

“The kids are supposed to do their own investigation instead of the teachers just telling them how things work,” Nance said.

“They are actually letting them figure out how to do it.”

Nance’s philosophy comes from teaching for 19 years where he found that, no matter the subject, students learned best with

“I don’t want them to sit in their desk all day long doing paperwork,” Nance said. “My philosophy is the kids have to be out of their desk at least six times during the day. We stifle a lot of learning by keeping kids in their seat. They come to school so energetic about learning. We just have to show them and then let them experience it.”

Through her research and experiences developing her STEM Fair project, Afton has discovered interests in botany, metallurgy and engineering. This summer, after she has submitted her STEM Fair project to the national Broadcom Master’s competition, she plans to explore these interests, to continue asking questions and to discover more solutions to problems. l

Herriman and Draper cancel, Riverton and South Jordan continue with front-line salute

H

igh winds, fire danger and downtown protests may have reduced the number of cities participating in a firework show to celebrate front-line workers, but the show still went on.

The Frontline Salute fireworks show was scheduled to take place May 30 and encouraged residents of Riverton, South Jordan, Draper and Herriman to #stayhomelookup. Each city purchased fireworks to shoot off from a city park that coordinated with the other participating cities. iHeartRadio was one of the sponsors for the event and broadcasted a playlist and special messages from town mayors that synced with the fireworks show. However, on the day of the event both officials from Draper and Herriman made the decision to pull out.

The weather was the first hurdle that the nonparticipating cities faced. A day filled with high temperatures and strong, gusty winds meant an increased chance of fire danger.

“Both Herriman and Draper have wildland interfaces,” said Draper Mayor Troy Walker. “We could burn mountains down so we need to err on side of caution.”

The next issue cities faced was safety concerns stemming from a decreased police presence. May 30 was the first night of the downtown Salt Lake City protests in the wake of George Floyd’s murder.

“Our police chief had to go downtown, and our resources were too thin,” said Herriman City Councilmember Sherrie Ohrn.

“We never want to jeopardize the safety of residents, so we made the decision to pull out. We were disappointed because we really wanted to participate.”

“The entire Draper Park was a fallout zone [for fireworks], and we had to have a police presence to keep people out of it,” said Walker. “We sent officers down to the protests in Salt Lake, which meant we didn’t have enough of a police presence to keep people out of [the park].”

South Jordan Mayor Dawn Ramsey said her city’s leaders considered the weather and protests but ultimately decided to continue with the show.

“We spoke with the police chief and fire chief, our city manager and our city council and got their input,” Ramsey said.

“There were no concerns in our city for public safety since it wasn’t a gathering event. We didn’t have officers scheduled to be at a specific place.”

the originator of the front-line salute idea, also made the decision to continue with the fireworks show, with a last-minute change to his mayor’s message.

“An hour or so before the show started, we changed some of the sound-bites to include a call for civility,” Staggs said.

Both Staggs and Ramsey said they had overwhelmingly positive feedback from residents of Riverton and South Jordan.

Riverton resident Andy Wade and his family were able to see both fireworks shows from their car. He said the unusual events of the day made it even more meaningful.

“That was almost exactly why we needed [the fireworks show] even more,” Wade said. “As soon as we close things down in the face of adversity, it shows we are giving in. The front-line salute was a great way to show our strength as a city and community.”

Margaret Cowley has many family members who are front-line responders.

She especially loved the recorded messages included with the broadcast music.

“The messages and expressions were exactly what we needed at that time,” Cowley said. “[The mayors] felt it was even more important to continue with the plans in face of what was happening to encourage unity and community. I really appreciated that there are leaders here on a grassroots level that are upholding those really important values in our society.”

Both Draper and Herriman have plans to reschedule the front-line salute for their cities.

“Everybody was disappointed that we had to cancel,” said Draper City councilmember Tasha Lowery. “We are absolutely going to reschedule for the fall once the fire risk goes down. We 100% want to honor all front-line workers.” l

Google and BBB ratings are a very good indicator of what service you can expect from your HVAC professional. Never buy out of a van! Visit your local HVAC business/showroom to see working displays and options. Be weary of those providers who work out of a garage or small shop.

Finally stay away from gimmicks such as “Free Vacations” / “Free Furnaces” or “29.00 Tune ups”. These are all loss leaders or methods that are hidden in the final cost and/or repairs.

Relief available to Salt Lake County small businesses

S

alt Lake County Mayor Jenny Wilson announced in June there would be more money available from the federal government for COVID-19 business impacts.

“It’s been a rough, rough several months.

We knew that our economy tanked,” Wilson said.

After all “non-essential” businesses were shuttered in Utah, and many other states in March of this year, the federal government scrambled to send aid to businesses across the county. Not all business have qualified for loans or grants.

Businesses that have not yet qualified for federal grant money will have a chance to apply for money from the SBIG, Small Business Impact Grant.

At first, the county focused on addressing the immediate health needs of the residents.

Now that many issues have been resolved, the county is able to reach out to help businesses.

“The county has set aside $40 million (from the federal government) for businesses specifically impacted by closures. That means restaurants, hair salons, tattoo parlors, businesses that were not eligible to receive the Paycheck Protection Program funds or other

grants,” Wilson said.

“The ceiling for the most a business can have is $35,000. We expect these funds to be given to more than 1,300 businesses in our community.”

Teresa Lechtenberg, co-owner of Personal Mastery, a taekwondo and kickboxing facility in Sandy, was not eligible for SBIG because her business had already received funds from the PPP. “We fit the qualifications for the SBIG other than we have already received funds,” Lechtenberg said.

The $20,000 PPP was given to help with the immediate need of keeping employees on, so they wouldn’t lose their jobs.

“I’m not sure yet if it will save the business. It certainly helped for the last few months,” Lechtenberg said.

How long will that money last them, if that is all the money they will get to help the business through the crisis?

“I think because of our modified schedule, three months. I think we will feel the effects on the economy for a very long time.

We made 50% this March of what we made in 2019,” Lechtenberg said. l

Couple completes humanitarian project in Bluffdale in honor of brother

M

embers of the Bluffdale Independence Community garden are the recipients of a custom-built gazebo thanks to a final act of goodwill from a Wyoming man and his willing sister and brother-in-law.

Draper residents Carl and Melanie Harris are sprinkling their retirement with

humanitarian projects, including the garden gazebo. Using Carl’s handyman skills, Melanie’s special touch, and funds from Melanie’s brother Chris Fox, they are completing projects to help others across Utah.

“Chris passed away much younger than he should have,” Melanie Harris said. “In the process, he said he had some money he wanted to leave us. We asked what he wanted us to do with the money and he said, ‘Use it for good works.’”

Carl and Melanie, both retired BYU professors, have taken on Fox’s challenge with beautiful results. Carl grew up with a handy father and wanted to use his building skills to help others. So far, they have designed and built a shed at a Habitat for Humanity project in Orem, built a table and a two-story playhouse at a preschool in Moab and built another gazebo at a Sandy garden that donates produce to people in need.

“I kind of fell in love with their beautiful garden, and I asked them if they had any needs because I was looking for a project,” Carl said. “They needed a gazebo so that their volunteers would have a shady spot when they came to sort veggies so we built a gazebo there.”

ed him with Bluffdale resident Emily Swanson, who helped start the city’s Independence Community Garden.

“He came at just the right time,” Swanson said.

The garden, in its second year, was expanding by 20 plots, and Swanson had a vision of including a gathering place.

“I set aside a place in the center of the garden and thought maybe one day it could be a Scout project,” Swanson said. “Then Carl came in and was willing to build it.”

The Bluffdale gazebo project took place over a three-month time period, with much of it occurring during the pandemic. Carl had to get creative with finding the supplies he needed but didn’t let the coronavirus stop the project.

“I’m grateful it was able to go forward when the whole world seemed to be canceling everything,” Swanson said. “He is a really good guy, and I’m glad he has the energy to do what he does.”

Carl designed and built the gazebo.

“For a concept, I look online at gazebos,” Carl said. “Our gazebo in Bluffdale is various dimensions that work for the space.

I like to use materials and a paint color that make sense. That is the pleasure of these projects for me. Expectations aren’t too rigorous, and I can be creative.”

Melanie helps where she can with the projects.

“I like to have my opinion on everything,” Melanie said. “There is some of the work that I can do. There are little things here and there that make it fun for me.”

The site for the gazebo was prepared by Bluffdale City staff. They joined with Swanson and the Harris couple at a special ceremony to dedicate the gazebo in honor of Fox on June 5.

“We want to honor him for his generosity,” said Melanie. “Carl has done a plaque on every project with a picture of my brother that states what the purpose of the project is and why my brother wanted it to happen.”

Both Carl and Melanie say that finding and completing humanitarian projects with the money left to them by Chris is fulfilling.

“Without this money, we couldn’t have done the things that we’ve done,” Melanie said. “We are really grateful to have the opportunity to give back to the community and at same time honor my brother.”

“There are a lot of people out there that are doing great thing on behalf of their fellow human beings,” Carl said. “We just like to be a part of that group. We appreciate that compared to what some people are doing this is pretty minor, but compared to doing nothing it’s OK.” l

Teacher-student relationships are critical for effective online learning, says Riverton teacher

I

n the final months of the school year, teachers and students relied on online learning.

One of the main problems with the quarantine teaching situation became obvious: the lack of teacher-student connection.

“I’ve always known that the relationship with my students matters, but it’s really proved to me over the last couple of months that that relationship is completely invaluable,” said Riverton High School teacher Samantha Mosqueda. “I felt like my ability as a teacher to give the students what they needed on an individual basis was really impaired because I couldn’t see them.”

Mosqueda said, in the classroom, teachers pay attention to student’s emotional health. With distance teaching, she missed that ability to have eyes on students and know immediately, by the way they entered the classroom, that something was wrong.

“All I see is that in Canvas all their test scores are bad or that they haven’t logged in in a few days,” she said.

Mosqueda made personal connection with her students a priority, directly texting students she was worried about. She also posted short weekly videos to outline the week’s assignments and to tell students she missed them.

“I think the ability to see my face and to hear me speak was huge for a lot of kids,” she said. “Even though my YouTube videos were not entertaining at all, it was just a quick check-in. I think that helped provide a little sense of normalcy for them.”

RHS Principal Carolyn Gough was impressed with Mosqueda’s efforts to stay connected with students.

“The videos have really helped students to see and get the feel for being in a classroom setting,” she said. “She’s really done an amazing job figuring out how to do all instruction online.”

Having taken online classes herself, Mosqueda knew students would benefit from having clear expectations and consistent due dates.

“At the end of the day, they’re teenagers that don’t have the ability to keep themselves organized,” she said. “So, I tried to get a lot of that stuff out of the way for them and make it as simple as possible so that they could focus on the content and focus on staying mentally healthy.”

Gough said Mosqueda “has a great grasp of technology, which has helped her to work with students online.”

In addition to the programs she was already using, Mosqueda incorporated new tools. When teaching transitioned to exclusively online, the availability of online resources exploded. Educational companies bombarded teachers with free offers for their products. Jordan District administrators offered new resources, and teachers shared ideas with each other.

For her English classes, she changed her assignments to use books that were available as free audio books.

“I knew that if I had an audiobook that a student could listen to, instead of having to read themselves, I would get a better chance that they would actually do the assignment,” she said.

With all her classes, she had to cut out a significant amount of content and reduce the fun enrichment activities to focus on curriculum essentials.

“There was no way I was going to keep my students on pace with what I do in the classroom,” she said.

Mosqueda said distance teaching was much harder for teachers. In the classroom, teachers adjust the direction of the lesson with real-time feedback from students. Virtually, they had to hope their lessons included enough learning styles so each student would have the same comprehension of the material.

That is why she believes an online learning plan would never work if it didn’t include an actual teacher. The blended learning options being offered to high school students next year have a balance of independent learning and in-person connections with teachers, which the emergency quarantine teaching did not.

“Students will still have to come in every now and then to do things like tests and get help and do labs,” she said. “I can see a lot more schools moving to this model and allowing kids to have that flexibility, but I don’t think

Swimming star and former Riverton athlete excels at RPI

T

he slogan at Rensselaer Polytechnic Institute is: Why not change the world? A former Riverton swimmer did just that.

“When I picked the school, swimming was just kind of a bonus,” Trevor Maxfield said.

RPI is located in Troy, New York, north of Albany on the eastern edge of the Hudson River, nearly 2,215 miles from Riverton.

“I was going to the school for the academics, and my skills fit right in with the team,” Maxfield said. “I loved swimming at RPI.” As a swim team captain, he had 39 wins, finished second 21 times and third 10 times. He currently holds five school records (500-meter freestyle, 1000 free, 400 free relay and 800 free relay). His team also won the Liberty League title all four years he attended the school.

In his time at RPI, he dropped nearly 20 seconds from his 500 free time—an incredible feat considering the race is usually done in under five minutes.

His success was not limited to the pool.

He was named to the Dean’s honor list and graduated in three years, using his fourth year of eligibility to complete his master’s degree.

“It was tough,” he said. “My life was wake up, go to practice, go to class, do homework all day then go back to practice and more homework after practice. My friends would ask me to do something; I would say ‘after my work was done.’ I had to be driven in all aspects. I could not let sports or academics slack.”

In his time, he helped organize a team study hall. He asked the upperclassman to help the underclassman.

“College academics have another layer of learning to play the game that is college,” he said. “We helped the younger students figure out how to study, how to talk to professors—all the stuff they can only gain with experience in school. I wanted to see how we could help each other, not just with homework, but also with college life.”

He plans to attend Stanford University this fall to earn his Ph.D. in computational Trevor Maxfield graduated in three years, completed his masters and swam competitively at RPI in Troy, mathematics.

gram,” he said. “I went for an education, but it was a really great team, and they helped me progress a lot. It became a big part of my college experience that I was not expecting.”

He started swimming when he was 10 years old after he brought a flier home from school. His mother encouraged him to give it a try. Eleven years of competitive swimming have passed, and he plans on taking a short break but rejoining in a masters or intramural program when he can.

“He has done very well for himself,” RPI head swim coach Shannon O’Brien said.

“He leads by example. He trains at 110% all of the time. As he got older, strategy became important to him. He has shown tremendous growth.”

Maxfield has encouraged other students to look for opportunities at schools not in Utah.

“The biggest thing I found was there are plenty of opportunities out there,” he said.

“There are schools all over the place for students to try something new. I encourage kids to explore your options. We miss out on some things by not looking around.” l

Your Local Fire Engine

By UFA Battalion Chief Wade Watkins In Riverton on any given day, your local firefighters are ready to respond to emergencies twenty-four hours a day, and these incidents have a wide range of challenges to address. The key to effectively addressing these challenging situations is having well-trained firefighters with the right tools to do the job.

The community often sees fire engines, but have you ever stopped to think about all of the things that these machines do? Fire engines are amazing pieces of equipment that allow firefighters to perform their jobs and get to emergency scenes quickly. The important thing to know about a fire engine is that it is a combination of a personnel carrier, toolbox,

water tanker and first aid kit. All four components are essential to fighting fires and responding to emergency medical service (EMS) calls.

The goal is to show up on the emergency scene ready to go to work on resolving whatever the problem is.

The primary function of any fire engine is to get the firefighters to the incident safely. Secondly carry water and tools to the fire scene and on average; each fire engine carries 750 gallons. This water is an extremely valuable resource to address the dangers of a quickly growing fire, as fire doubles in size every minute. A typical modern fire engine will carry tools for a wide range of firefighting tasks, with common equipment including a pump, a water tank, hoses, ground ladders, hand tools, self-contained breathing apparatuses and medical supplies.

UFA recommends fireworks be soaked in water for at least 15 minutes before they are thrown away. Leaving them to soak in a bucket overnight is the best practice.

Riverton Announces David Brickey as New City Manager Riverton City officials are pleased to announce that David R. Brickey has been appointed as city manager. The appointment was made official by the Riverton City Council on Tuesday, May 19. The approval of a contract of employment was unanimous.

“Out of a pool of 90 candidates, David was a standout applicant,” said Mayor Trent Staggs. “We are glad to have him on board and know his great experience will help achieve the strategic priorities and execute the policy determined by the elected officials.”

Brickey comes to Riverton after serving as city manager in West Jordan for the last two years, a role that was no longer needed as West Jordan transitioned to a new form of government with a full-time mayor. Prior to that role, he served for two years as West Jordan’s city attorney. He

served as county attorney in Summit County for 10 years. Preceding his time as county attorney, he worked as chief prosecutor and deputy county attorney in Summit County for eight years and as chief deputy county attorney in Iron County for four years. He holds a bachelor’s degree in psychology from the University of Utah and a juris doctor degree from Willamette University.

“I’m honored to be able to serve as city manager in Riverton,” said Brickey. “Exciting things are happening in this city, and I’m eager to join and lead a dedicated group of employees. I look forward to helping our elected officials achieve the goals they have set for this city and help this community reach its full potential.”

Long-term educators appreciate farewells—even at a distance

I

nstead of worrying about her own retirement in the last days of the school year, 29-year educator Shauna Maughan was coming up with a virtual fieldtrip to replace the one she had planned to the Natural History Museum of Utah and Red Butte Garden since the response to COVID-19 closed schools and many places around the Salt Lake Valley.

Even though Maughan was coming up with other activities, she was still sad that her first-and second-grade gifted and talented class at McMillan Elementary didn’t get to participate in making cardboard cars for the youngsters’ traditional movie drive-in held annually in the school multipurpose room.

“Some have been creative and instead of making cars, they created a bus, a jeep, even a spaceship,” Maughan said. “It was sad that it just had to end abruptly like this. I had some fun things planned and didn’t get to say goodbye like I usually do.”

Maughan and others at her school who retired had a reverse parade, where families drove by the retirees at the school. She received some sweet notes and small gifts and got elbow bumps instead of hugs.

“I missed the hugs, but it was an end of year with a different look,” she said. “I had said, ‘I’m going out with a bang, but instead it kind of fizzled.”

Many educators had similar exits—a virtual classroom goodbye, a parade, notes dropped at the school, or a sign or a banner.

“I love what I do and having the interaction with children, but this (end of the school

year) wasn’t the same. I wouldn’t want to do it again. I can’t imagine not being here with the kids (in the fall if the pandemic continues),” Maughan said.

Education has changed with the times.

There are fewer teddy bear picnics or dinosaur days and instead of relying on teacher experience in the classroom, teaching comes from analyzing student data that’s gathered to better focus on improving students’ academic success, she said.

Her principal, Joy Sanford, also is retiring after 25 years in both Murray and Canyons school districts and was sad that she, too, wasn’t “going to get that last hug I had hoped for.” In fact, Sanford had yet to reach out to students and their families to tell them she was retiring when the school went into “soft closure” that extended through the end of the school year.

Sanford backs Maughan’s assessment on education. When Sanford was an instructional coach, she would research the best practices of instruction and share those with teachers. Now, she’s hoping she will be able to do that as a mentor for principals after retirement.

Sanford also said that there’s more of a social-emotional look at education as “life looks very different than what it did.” While she acknowledges technology brought a lot of changes, she said that it changed the culture of knowledge to students and along with it, “a whole different way to communicate and socialize.”

The social-emotion part of education is something Oakdale Principal Lori Jones pointed out in Canyons District. With years teaching and serving as a counselor, Jones recognizes the power of emphasing positive behavior as a preventative measure.

“When students are focused on being kind, they do things that make a difference in the world,” she said. “It helps the world and it helps them. When they’re mean and bullying, it causes social-emotional problems.”

“Students know what is expected and they’re being recognized and awarded for meeting expectations. They feel good about school and it’s a happy and safe place,” Jones said.

And there’s a change in technology— from film strips to flip grids, from overheads to digital storyboards. Coding is replacing cursive in many classrooms as is a teacher lecture.

“Kids are more engaged in their own learning and doing more partner sharing.

Teachers are now the guide and navigating student learning and knowledge,” Jones said.

Jones joined other Canyons principals Christie Webb and Sandra Dahl-Houlihan in saying goodbye to students at a reverse parade at Sandy Elementary, where Webb served her final year.

Webb, who like Jones isn’t one for the spotlight, said she will miss her community of kids and teachers, but has a list of things she’d like to do—starting with sleeping in.

Dahl-Houlihan was principal at Sandy Elementary for several years, but her final year of her 30-year education career was at Bella Vista in Cottonwood Heights. She has several retirement goals: mastering baking with yeast by making cinnamon rolls, reading romance books on her porch and interacting with locals while traveling.

“We didn’t end the year in the usual way,” she said. “Bella Vista always has an egg drop, but this year, we challenged families to do the event. We usually have a field day and the PTA gave directions how to do it together. We usually have an end-of-theyear slide show and a fifth-grade clap-out, and those were done virtually. But I was able to see and thank so many families who came to the parade and tell my faculty 6 feet apart how much I appreciate them, so there was some closure, just not hugs. I’m going to miss the kids, their funny stories, their quirky ways, their jokes and laughter. Kids are the best part of education. It’s where the magic is.” l

t can be difficult to find a silver lining after months of devastating news regarding the novel coronavirus, termed COVID-19.

The pandemic has affected virtually all aspects of life. The virus is directly wreaking havoc on the health of those who have high-risk factors; however, those whose health isn’t affected aren’t completely safe either. You can still feel the virus’s touch via a volatile job market, investment market or our fluctuating global economy. However, if we look ahead, there is potential good to come out of this unprecedented time.

Worldwide, the pandemic is decreasing our carbon footprint. The biggest upside is that there is tangible improvement in the environment according to a recent New York Times report. With much of the world on lockdown, the levels of nitrogen dioxide have decreased. The skies are blue in Delhi, India, for the first time in years. The air quality in China has improved dramatically.

You may have even noticed Salt Lake City is missing the thick layer of smog we experience so often.

Troy McDougal, Riverton City Council representative, District 2, spoke with the City Journals about the positive byproducts of the pandemic.

“I think the city has done a great job

in being innovative in meeting the needs of our citizens,” he said. “Rather than just closing down services, we have tried to find ways to keep going so people could keep going or we could recover faster. Examples of this are doing split shifts with employees to make sure no department ever closed because everyone got sick. Or, when the dump shut down, we provided dumpsters so residents could still do their yard projects and get trash hauled away. It was the ability of many different people willing to think outside the box and try new methods that helped to decrease the effects on our citizens.”

Family matters have started to change.

Many families had developed a system of seeing each other in passing. Children were running off to school; some parents were late at work to catch a few extra hours on their paycheck. Kids were going to practice, games and recitals. Family dinners together were a holiday occasion. However, the coronavirus has forced a lockdown that inspired families to connect. There is the heart-breaking issue of child abuse because some parents are struggling to cope.

Many others are connecting with their children as they teach them from home. Private high schools in Utah charge an average

of $10,082 for tuition, according to Private School Review. While that isn’t an option for many families, getting an education like that of a private school without the price tag is available to Utah students. Companies such as Orem’s Lumen Scholar Institute is allowing children to get the private education for free. The new concept being called the “flipped classroom” in which students self-navigate learning content may have very interesting results. Students are first consuming the content on their own and then asking questions afterward. It’s a step toward more independent learning in the classroom that enables students to learn at a pace that works best for them.

Improved relationships is another benefit of the coronavirus hiatus you may have noticed. Parents are becoming more involved with their children since they are home-schooling them.

“The upside is a better understanding of your child as a student,” said Dr. Jacqueline Jones, author of “Medical Parenting: How to Navigate the Health, Wellness & Medical System with Your Child.”

“Since the pandemic, I have noticed that I have been able to have better and deeper communication with family members and the public,” McDougal said. “Prior to the pandemic, everyone seemed to be running from one activity to another.

So, you had to communicate quickly. With most activities shut down, it gave time to talk in greater detail. Either while taking a walk or on the phone, there was time to discuss, listen and better understand people’s needs and concerns.”

The importance budgeting and saving has become essential. A penny saved is a penny earned is the old axiom Benjamin Franklin said many years ago. Some people are in a state of panic since they aren’t prepared financially for a setback. Others are preparing better and learning from past mistakes. The lessons learned this year may be invaluable tools for the future.

McDougal talked about Riverton City Council and residents’ improvement in some areas saying, “I have seen an increase in emails and phone calls as people have had more time to see what is going on in their community and think about the place they live and how it impacts their life in times of crisis. I have always felt that a fully informed citizenry is critical to having a successful community. When public officials are transparent and provide the correct data and situation, people will make the decisions that strengthen their community and bring about its success.”

Casey Saxton, Riverton’s director of communications, also explained ways Riverton has be innovated during the pandemic to positively move in the right direction.

“We have worked to actively communicate with our residents during the COVID-19 pandemic,” Saxton said. “We

First month of sales tax numbers show uneven impacts of COVID-19

Cities with smaller economies were more likely to see an increase in their taxable sales this March, relative to their sales from March of 2019.

T

he forced closure of many businesses in the Salt Lake Valley because of COVID-19 precautions was not only a concern for business owners, but also city governments whose monthly revenue is heavily dependent on sales tax distribution. However, there is a two month delay from the time the sales tax is collected to the time it gets deposited into a city’s account.

That meant that city leaders around the valley weren’t able to see the initial economic impact of COVID-19 on their city budget until the month of May, when the Utah State Tax Commission released its report for the

month of March.

The report surprisingly showed that many cities in Salt Lake County saw increases in taxable sales relative to the same month in 2019 meaning people actually spent more money in spite of all the store closures. How could that be?

Interestingly, it seems that the smaller a cities’ economy is, the better they have fared so far during the pandemic. Of all the municipalities in Salt Lake County, the nine smallest economies all experienced increases in sales from March 2019 to March 2020.

Of the six largest, four experienced decreases

(Salt Lake City, Sandy, Draper and Murray).

Herriman City, for example, had less taxable sales than any other city in the county in March 2019, with just over $18 million.

However, in March 2020, that number grew to $26 million. That’s a growth of 43%, the highest in the valley. (Of a city’s taxable sales, 1% of the sales tax goes toward local government, with half being allocated based on where the purchase occurred and the rest being allocated to cities based on population.

Because of this, the amount of sales tax funds a city receives isn’t exactly proportional to the amount of taxable sales in that city.)

So what has caused cities with smaller economies to fare better during the pandemic?

Basically, smaller cities have a higher proportion of “essential” businesses. In a smaller and younger city like Herriman, a larger portion of its businesses are things like grocery stores and fast food, which were able to not only stay open, but to even see record sales.

Herriman Assistant City Manager Tami Moody told the City Journals that what many consider a weakness of Herriman (it only has fast food and grocery stores) turned out to be a strength during this time.

“Herriman obviously has fast food and grocery industry. Those two have actually been the industries that have fared better than most. Fast food is already set up to have a drive-up window. When this all started, people were heading to the grocery store to make sure they had everything they needed,” she said.

On the other hand, cities which saw the biggest decreases in taxable sales had a few things in common. One, large shopping malls that were forced to close. With the closures of The Shops at South Town and Fashion Place Mall, Sandy and Murray saw -5.9% and -16.6% drops in taxable sales. Two, a couple of cities lost sales from the closure of venues for professional sports and other entertainment, such as Rio Tinto Stadium in Sandy and the Vivint Smart Home Arena in Salt Lake City. Interestingly though, West Valley City which has both a shopping mall and a major sports/entertainment venue, yet was still able to produce more sales tax than it had in 2019.

Of course, all these numbers come from March, the first month that the virus began to seriously impact the United States and people bought so much that they literally emptied grocery store shelves. The sales tax report numbers for April and May will likely yield more insights into the long-term impacts of COVID-19 on city budgets. l

State parks offer social distancing with a view

tah’s State Parks welcomed more visitors than normal this spring as residents sought a safe escape from COVID-19 quarantine. With restrictions easing throughout much of the state and people looking for safe ways to get out, officials anticipate that visitation to continue. To keep people safe during peak seasons, officials encourage visitors to practice responsible recreation in state parks.

“We didn’t close any doors,” said Eugene Swalberg, public information officer with the Utah Division of Parks and Recreation. “Many of the parks saw greater than normal seasonal visitation.”

Initial lockdown measures restricted visitation to Utah State Parks to county residents only in April. Then, as restrictions eased in May, park visitation took off. The four state parks near St. George, for example, all saw higher than normal attendance this spring even with limitations in place. In fact, some parks had to limit visitors on busy days as parks like Quail Creek State Park filled up.

“Many reservations were canceled due to COVID for a period early on,” Swalberg said. Reservations and day use then increased as restrictions eased and people looked for ways to practice social distancing in the great outdoors.

Even in cooler Northern Utah, park visitation was on the rise this spring. East Canyon, Deer Creek and Willard Bay all saw

more people in April than in years past, according to Swalberg.

In Southern Utah, campgrounds in state parks have been full, while day use has also increased. Kodachrome Basin State Park reported full campgrounds in spring once county-level restrictions were eased for state parks. The appeal of open spaces has continued to attract visitors.

“Once you hit the trails, you’ve got room to spread out and practice social distancing,” said Nathan Martinez, park manager at Kodachrome Basin State Park. “I think people were tired of being cooped up. They wanted to get outside and do some hiking, and this is a great place to do your social distancing.”

Utah has 44 state parks and museums and over 2,300 campsites. Visitors can hike or bike 324 miles of trails in state parks. The parks reflect the diverse landscape of Utah and offer visitors the opportunity to get out.

For those who journey to the parks, the Utah Division of Parks and Recreation encourages visitors to be safe when visiting.

“The buzz word is responsible recreation,” Swalberg said. “We encourage social distancing, and for people to not congregate at trailheads, clean up after themselves, and to stay home if they’re sick.” l

I

n a time of protests, quarantines and uncertainty, many people such as Herriman resident Lindsey McDonald are trying to help people in the best way they know how.

McDonald’s best friend is married to a police officer in Colorado and mentioned that she was creating care packages for her husband’s police department.

“I thought it would be a great way to show our support to our police,” said McDonald.

She posted the idea of showing support to local police on a Herriman Facebook page, and people immediately reached out to help.

“We got quite a bit of support,” said McDonald. “I got $250 in donations to my Venmo account, and we had a lady deliver 20 cards that her kids had written to the police. My sister and her kids as well as my kids wrote cards too. It was a lot of support and I was grateful for it.”

Because many police officers were working overtime, McDonald purchased items for “grab bags.” With the donations, she was able to put together 65 bags for police officers in Herriman and Riverton.

“We put in Clif Bars, Gatorade, gum, hand sanitizer, beef jerky, chips and candy,” said McDonald.

On June 6, McDonald and her kids delivered 30 grab bags to the Herriman Police Department and 35 to the Riverton Police Department.

“We received them very happily,” said Herriman Lieutenant Cody Stromberg. “We had a great interaction and great conversation with them. Herriman is a great place; we are more beneficial than a lot of departments be-

cause of that community support.”

“With the protests that were going on, I know they had worked long hours that week,” said McDonald. “Not only that, but also feeling the stressors that came from social media and the media, they were super grateful, and one of them was a little emotional. Both of the departments said we live in such an amazing community, and they are so grateful for the appreciation they feel from the community.”

Stromberg said the current protests have opened up great conversations with many residents.

“This situation facilitates conversations about how we can be better and how we can improve working relationships and have greater transparency,” Stromberg said. “We are lucky to live and work in a community that supports us and wants to have the conversation rather than taking it the other direction.” l

The world is a new place, at least for now there is a new normal. Many of us are waiting to see if the new normal will become the normal, or if the old normal will come back. Either way for now we have to live in this pandemic shaped economy.

According to the US Bureau of Economic Analysis the personal savings rate hit a historic high of 33%. With the uncertainty of the current situation, and scars from the 2008 recession still fresh, it’s understandable that people would be very hesitant to spend. Not to mention how much toilet paper can one person stockpile?

But there is another side of the story, the economy. If everyone stops spending then everyone would stop earning. So how does one balance the line, spend enough to keep the economy strong but save enough to be responsible.

I propose that the answer to that question is not how much you spend, rather how and where you spend it. Here are five ways to balance the save money vs. build the economy problem.

1. Buy Local has to be a priority now. Over the last 10 years

our economy has been strong. Its been OK, not awesome, but OK if people shifted some of their spending from local. But remember the more local you spend your money the stronger your local economy is.

Now buying local is not as easy at it sounds. Sure it is easy to make the choice to buy your products at a local store instead of Amazon or a website. But it goes deeper than that. Every shopping decision has a different factor of localness.

For instance if you need to buy a power tool or some home improvement product, you can buy it from Lowes or you can buy it from a locally owned hardware store. Both Lowes and the hardware store create local jobs, and they both pay local taxes. but more of the profit at the hardware store will stay local.

Look for local products. Harmons grocery stores does a great job at showing you what products are local. I wish all stores did this.

Last month I was at a hardware store, OK honestly I was at Lowes, I needed a ladder. As I looked at the assortment I realized that

2. Buy Services not Products. If you are trying to help the economy you will likely do more good buying services rather than products.

Let’s consider an example.

When you purchase a lawn mower, the majority of the purchase price goes to the manufacturer which is probably not a Utah Company. But when you pay someone to mow your lawn, nearly all of it stays local. The person who is mowing your lawn is much more likely to do business with the business you work for than say Honda.

3. Launch a side hustle or two. I realize that this is not really saving money, unless you consider the age old advice a dollar saved is a dollar earned, then this is just the flip side of that. In today’s world there are an abundance of ways you can start a side hustle. Sell some of your unneeded stuff on eBay, breed your dog (everyone wants some type of oodle these days), rent out storage on apps like Neighbor, drive for Uber or Lyft, I saw a new App to rent your RV,

and there is one to rent your car, or second home, or bedroom in your first home.

4. Get rid of the storage unit. I laugh everytime I pass one of these storage unit businesses. I realize that there are certain legitimate reasons that one would need to rent a storage unit, but I don't think most people are using it for that type of reason.

I remember my dad taking me to a storage unit that he rented.

It was full of things, I don't know where it all came from but every few months we would go down and sort through some things, and take some new items to add to the collection.

Even at a young age, I remeber sitting there on the back of his truck thinking, “if you put this stuff here because we don't need it, then why do we own it.”

I implore you stop buying stuff you don't need and for sure stop paying for storage on stuff you don't use, and for most of you if you put it in the storage unit you probably don't need it, clean it out, sell it, and save that monthly storage unit fee. l

This stupid pandemic has changed our relationship with food. With most restaurants and bars closed, people are looking for new ways to stay nourished and inebriated.

Working from home for several weeks, we prepared three meals a day, plus snacks, for five people and a needy puppy. And by “snacks” I mean we pretty much ate all day long. We wore a groove in the tile from the living room to the pantry.

When the lock-down started, I innocently said, “Think of the money we’ll save by not eating at restaurants. We’re going to lose so much weight not eating fast food!”

Things went downhill fast.

Not only do we spend a dump truck load of money for groceries each week, but we’re stress-eating 24 hours a day. I’ve baked cookies, cakes, muffins and brownies – and that was just this morning.

My daughter and I take turns making meals. We try to find things everyone will enjoy, which is absolutely impossible.

We have lots of pasta and rice dishes, fish sticks and take-out pizza. My daughter is a vegetarian, so her meals are full of veggies, chickpeas and quinoa, or

One vegetarian dinner started the “Things I would never eat, even if I was going to die” conversation. My husband’s list is basically vegetables, but I have a bounty of foods I would never want to eat again. Things I was forced to eat as a child top my list.

For not growing up in the Great Depression, my mom was adept at whipping up meals that could have been served in a Dickensian orphanage. She’d buy things at the grocery store and I’d cry because I knew what was coming.

Jars of dried beef? Creamed chipped beef on toast. Sour cream? “Beef” stroganoff made with noodles, sour cream gravy and textured vegetable protein.

Once I complained about lumpy

eating it.

“When I was a little girl, I’d be happy and grateful for lima beans,” she’d say. “I wasn’t spoiled.”

“Were lima beans invented when you were a little girl?” I’d ask, which usually got me another spoonful of the vile stuff.

But back to today, where my food choices are substantially subpar. If I’m going to die from a ridiculous coronavirus, I might as well eat what I want.

There is a light at the end of the tunnel. And it’s not some murderous chef with a flamethrower.

Following COVID-19 restrictions, some restaurants are opening again. The hubbie and I donned our face masks, took a swig of hand sanitizer, put on some plastic gloves and hit a Mexican restaurant for the first time in months. The chile verde almost brought me to tears. The margarita definitely did.

It will be an interesting summer as picnics, BBQs, family reunions and vacations are being reimagined. So many of our celebrations revolve around food and sharing it with the people we love. The trick is finding the balance to do it safely.

Our dishwasher runs nonstop. The grandkids (and husband) complain about eating asparagus. But we’re creating new recipes, experimenting with flavors and planting a garden.

We’re finding new ways to stay nourished and inebriated. l
