WILDCAT PARK OPENS IN WOODS CROSS

Byline WOODS CROSS—Residents on the east side of Woods Cross City will now have a place to play. The city has converted the retention basin at 1950 S. Wildcat Way (625 W.) into a park that into a park that officially opened on June 26. at a ribbon cutting ceremony at 10 a.m.

“There will be two play structures,” said Woods Cross Public Works Director, Sam Christiansen. “One for the younger crowd from 2 – 6 years old and the other is for kids 6 – 12. We’ll also have benches so that parents can enjoy the day while watching their kids play.”

Wildcat Park will have a bowery with one table where people can come and have lunch at the park, he said. “There is a walkway around the entire park. Part of it uses the sidewalk that is already there and we added concrete on the north side of the park. The park will also be fenced off by a four foot wrought iron fence so the kids can’t get into the roadway.”

Christiansen said the project is in conjunction with UDOT who owns the property. “It’s a piece of land where the community can gather.”

If there is water present, Christiansen said there is signage to warn people to be cautious. “But we haven’t seen major water in the six to seven years that it’s been there.”

The property is just under one acre and the project cost $559,000, he said.

“It’s paid out of impact fees. When there’s something like a housing development they pay impact fees.Those go to funding the park.”

It’s been a long time coming, said Christiansen. “We’re excited to provide for some residents on the east side a place to play. We’ve received extremely positive feedback. The residents are just so excited they can’t wait. They stop by every day and give comments. It will be good. That area is transitioning. Year of the Shorebird declared at Great Salt Lake

I

n May, Utah Gov. Spencer Cox declared 2021 as the “Year of the Shorebird” at the Great Salt Lake and in Utah, and the year of the Western Hemisphere Shorebird Reserve Network site at Great Salt Lake. It celebrates the 30th anniversary of the 1991 Great Salt Lake Hemisphere Shorebird Reserve Network designation, the highest level of designation given to a site by the Network.

The announcement coincided with the annual Great Salt Lake Bird Festival, held for the 23rd year at the George S. and Dolores Dore Eccles Wildlife Education Center at the Farmington Bay Waterfowl Management Area. The event was not held in 2020 due to COVID-19.

“This declaration signaled and highlighted the importance of Great Salt Lake’s ecosystem for many of our bird species,” said Utah Department of Natural Resources Executive Director Brian Steed. “We also greatly appreciate the many partnerships that work to study and help preserve this unique ecosystem for the benefit of wildlife and others.”

Great Salt Lake and its associated wetlands provide an invaluable food source to around 10 million migratory birds annually, including about 330 different species. Great Salt Lake receives the largest percentage of the world’s population of Eared Grebes feeding during their migration. Between 3 million and 5 million Eared Grebes have been documented using Great Salt Lake as a stopover spot during their migration each year from September to October.

The lake also supports nearly one-third of the global population of Wilson’s Phalaropes, more than 56 percent of the global population of American Avocets, and 37 percent of the North American population of Black-necked Stilts. The lake’s shoreline, playas and mudflats also support 21 percent of the North American breeding population of Snowy Plovers, a species identified as

one of greatest conservation needs by Utah’s Wildlife Action Plan.

“Great Salt Lake is a hub for migratory birds throughout the Americas, and the people of Great Salt Lake have also created a hub of collaboration, connecting communities and cultures whose livelihoods and welfare depend on the conservation and wise use of the natural habitats which are critical to shorebirds and other migratory species,” said Western Hemisphere Shorebird Reserve Network Executive Director Rob Clay said.

The Western Hemisphere Shorebird Reserve Network conserves shorebird habitat through a network of key sites across the Americas. Currently, there are 107 sites in 17 countries covering 38 million acres. Partners at each location commit to conserving and managing sites to benefit breeding, migrating and wintering shorebirds. Thirty years after its designation, Great Salt Lake continues to play a vital role in providing for shore- A Great Blue Heron takes off from man-made nests near the Eccles Wildlife Education Center west of birds, with some species migrating from Farmington their wintering grounds at the southern tip of South America to their breeding grounds in the Arctic tundra, using Great Salt Lake as a stopover site to rest and refuel during their journeys each spring.

Goose on the loose at Farmington Bay

By Becky Ginos | becky.g@davisjournal.com FARMINGTON—It was a wetland rodeo of feathers and water as biologists and volunteers with the DWR zipped through Farmington Bay on airboats last week to round up Canadian geese for banding.

“We do it every year in June,” said Rich Hansen, Waterfowl Banding Coordinator for the DWR. “The geese are very gregarious and gather in big groups. We pull up in the airboats, reach down and grab them. They don’t have their flight feathers so they can’t go anywhere.”

The goose is put into a crate on the boat and given a leg band. “A unique number is given to each bird,” he said. “Once the band is on we determine if it’s a male or female, an adult or a young gosling.”

Then the birds are released, said Han-

sen. “We take all the data and put it into the U.S. Geological Survey. All the information is recorded that it was done at the Farmington Bay bird banding lab on June 10 and whether the bird is an adult/juvenile and male or female.”

That way if a bird is found the band report will tell them the bird banding site, date and year it was done, if the bird is male or female and how old it is, he said. “It helps determine survival rates, migration patterns and areas where the most hunting and harvesting is taking place.”

It helps to monitor the population to see if there is over harvesting, Hansen said.

“Then we can reduce the number of days hunting is open.”

The first Saturday in October to the

first Sunday in February is goose hunting season, he said. “They’re really smart. For the most part they hang out in the city at golf courses or parks where there is no hunting going on.”

Hansen said they captured a couple hundred to band. “The goslings were probably hatched in April and by mid July they’ll be flying again. A lot of birds replace their feathers and molt but they’re the only birds that molt at the same time and become flightless. They do it to coincide with their young after they hatch. It’s interesting how they synchronize that. They go to a good waterbody that’s shallow so we take advantage of their thinking to take the airboats out to catch them.”

ing until they are three or four years old, he said. “When they’re one, two or three years old the non breeders go to places with big open waters to molt together. Non breeders leave areas with young. There’s only so many resources and they don’t want to be competing with breeders and their young.

Most of the birds we caught were breeding adults with their young.”

Hansen has wanted to be a wildlife biologist since he was 8-years-old. “I started volunteering at the Ogden bay area in high school,” he said. “I got my degree in Wildlife Management and waterfowl banding.

We’ve banded 57,000 geese since I started in 2004. All of us wetland managers do it for the love of waterfowl and shorebirds.” l

By Becky Ginos | becky.g@davisjournal.com NORTH SALT LAKE—Firefighters, community leaders and families used their combined strength to “push” in a new engine at Station 82 in North Salt Lake last week.

The ceremonial pushing in of the new apparatus is a long standing firehouse tradition.

“We had a lot more participation and attendance,” said South Davis Metro Chief Dane Stone. “It was a great experience. This station is near and dear to my heart because I spent most of my career at Station 82. The old station was on Center Street and Main. It is a soft spot for me.”

The last new engine at the station was in 2007, he said. “We sold that and they’ve had a reserve engine since 2014. A reserve engine is older and not on the front line.

They’re used while the other engine is getting fixed.”

Station 82 hasn’t been in a new engine in a long time, said Stone. “We’re grateful for the support from the board in funding

this state-of-the art equipment. It’s great for the community. They know we need reliable emergency vehicles to respond to emergencies.”

Property tax funds a lot of the department’s capital needs, he said. “We budget from that but the board has to approve those purchases.”

The engine is made by Rosenbauer and costs about $600,000, Stone said. “They make all of our frontline engines. Our oldest is seven years. Rosenbauer makes all the apparatus similar so that tools are primarily in the same spot. That way if you’re on a different engine when you go for a saw it’s in that same bin.”

“The fire department isn’t terribly visible unless there’s an emergency,” said North Salt Lake Mayor Len Arave. “I’m glad they have this nice equipment when they’re called. If they can’t fight fires properly it not only affects that home but if it spreads it can affect multiple homes.”

Station 82 is different because they have to go up and down steep grades, he said.

“They have to have an engine that is more powerful. They’re finally getting an engine that will support that.”

The whole county is changing paramedic service, Arave said. “There will be tax changes and an increase in rates to cover it but the county will be lowering theirs. We want to give them what they need and stay responsible at the same time. It’s a fine line.”

Recovery center turns scraps into renewable energy

N

orth Salt Lake—The Wasatch Resource Recovery is Utah’s only food waste diversion facility. The facility is dedicated to turning food scraps into renewable energy.

“Organic waste such as fruits, vegetables, dairy, meat, fats, oils and even bottled products can be converted into bio-methane, which is a renewable green gas,” says Elizabeth Barrett the park human manager. Food waste is dropped off from companies for multiple reasons whether it’s expired, produced wrong or the wrong recipe was used it can all be accepted at the facility as long as it has 7% or less contamination.

Organic waste is picked up by your local hauler and delivered to the facility. Once the waste is received it will be put into a grinder which separates food from non-food items such as cardboard, plastic and aluminum. These non-food items will be sent off to a recycling facility. After the food waste is chopped up, secondary water is added to make it into a liquid state.

The liquid waste is pushed through a screen where any remaining pieces of packaging or contaminates is sorted out.

into the digester. The digester is a large dome like structure that can hold 2.5 million gallons of liquid material. There are currently two digesters at the site with plans to build more.

The waste is then spun around and heated to 115◦ so that microbes will grow and break down the material resulting in biogas. The biogas is transferred through a pipeline which is managed by the BP pipelines company.

The last remaining product is a sludge like material which will be dried out, resulting in a nutrient-rich carbon-based material that can be used as fertilizer to grow crops and start the cycle over.

“The benefits of using this facility instead of disposing into a land fill is that the costs are much cheaper, you leave less of a carbon footprint, and you diminish the size of landfills,” said Barrett.

Large companies pay a small price to drop off their waste rather than using the landfills. Many throw their liquid waste into the drain which can result in a fine from the water company.

For locals in the area there is a public drop off at the front of the facility that is free of charge for those wanting to drop off their food waste.l

Seize the day with CenterPoint’s ‘Newsies’

CENTERVILLE—CenterPoint Theatre has done it again, delighting audiences with its production of the Disney hit “Newsies.” Filled with upbeat musical numbers and dance, the show is sure to please all ages.

Based on the real-life Newsboys’ strike of 1899, “Newsies” follows Jack Kelly and his band of newspaper boys as they battle publisher Joseph Pulitzer for fair wages. It all begins with Jack dreaming of a better life in Santa Fe but chances of that are slim on what he makes selling “papes.”

He and the other boys wait outside the Newsboys’ Lodging House to pick up papers to sell on the streets of New York. They have to pay for the papers and anything they don’t sell is just a sunk cost. When Pulitzer decides to raise the rate to 60 cents, the boys plan a strike getting as many other newsboys as possible to join in the crusade.

In the meantime, Jack meets society news reporter Katherine Plummer and is immediately smitten despite her rebuffs. When she hears about the strike, she sees the opportunity to become a real news reporter and writes the story that hits the front page “above the fold.”

In response to the story, Pulitzer sends his men to rough up the boys, taking some to jail.

Feeling defeated and responsible for the attack on his friends, Jack leaves the band with plans to forget himself in Santa Fe. Katherine and the others soon pull him back into the fight, not only for the Newsboys but all the lower class workers who are treated unfairly.

numbers like “Seize the Day,” “The World Will Know,” and “Once and For All,” taking the audience on a journey of friendship, love and perseverance.

Jack Kelly (played by Matt Taylor on M/W/F) had an amazing voice, as did Kathrine (played by Jordan Petersen on M/W/F). Perhaps the most poignant song was performed by Crutchie, a crippled boy (played by Brandon Smith on M/W/F) writing to Jack from his cell at the Refuge.

With a backdrop of metal steps and balconies, the ensemble jumps, dances and somersaults across the stage engaging the audience in non-stop fun. Jack and the boys perform an especially fast-paced number dancing on newspapers and switching them between their feet.

Disney released the movie musical “Newsies” in 1992 but initially it wasn’t a hit in theaters. However, as word of mouth spread, it found its audience and became so popular that youth theater and school groups started producing illegal versions of the show and begged Disney to take it to Broadway. At first it was created as a stage play that would run only four weeks at the Paper-Mill Playhouse in New Jersey. It became a critical and fan success and moved to Broadway’s Nederlander theatre March 29, 2012.

Tom’s Trivia--Utah trends, ranks, and Hollywood’s richest star

More useless information about how the Beehive State is perceived in surveys, studies and polls conducted by research firms around the country. Some are more interesting than others, so enjoy.

Survey reveals the average home workout session for Utahns since the pandemic started lasts just 18 minutes. While Utahns remain to be among the fittest in the country, a survey from IRunFar.com says 2 in 3 would prefer to stay home and drink with friends than working out. Utahns work out at home for just 18 minutes, not close to the CDC’s minimum of 150 minutes of physical activity a week. Delaware residents average 50 minutes per session, the website reported, while nearby Maine residents average only 6 minutes per session. More than half (57%) of people say they’re less fit now as compared to pre-pandemic times, however, a third say they have been steadily ramping up their workout intensity as restrictions ease and summer is on the way.

Don’t drink alcohol? That might be a deal-breaker if you’re single, as 1 in 5 Utah singles said they would not date a nondrinker. A poll by Detox.net, which helps people find drug and alcohol addiction detox centers, said most Americans can’t fathom being in a relationship with a teetotaler. The

survey made the surprising discovery that over 1 in 5 Utah singles (21%) would NOT date a teetotaler, period (compared to a national average of 14%). However, if given a binary choice between dating a teetotaler, and someone who drinks too much, 12% would opt for the latter. This does change slightly when it comes to gender: 19% of men would definitely date someone who drinks too much compared to just 5% of women. Another potential deal-breaker Detox.net found was that 38% wouldn’t date a potential partner who smokes tobacco or uses other substances.

The average Utah office worker wastes five hours a week on tasks that could be automated. That’s the finding of a survey done for company UiPath. Their study showed 52 percent of respondents said they specifically trained in automation over the past year, and 94 percent agreed this has improved their job performance. The study found that office workers in America believe they waste 4 hours and 59 minutes on tasks that could be automated. That’s more than two business weeks per year, per person, of lost productivity. Comparatively when broken down by state, those in Utah say they waste 5 hours and 13 minutes a week.

Just 1 in 10 Utah parents understand

teen slang. Following a national lingo test and survey from Solitaired.com, parents have allowed kids to spend around 41 percent more time playing online, as compared to pre-pandemic. When it comes to slang and gaming lingo, parents are struggling. Messaging each other with acronyms such as TTYL, ROFL or GOAT, teens immediately get what their friends are saying, even if it comes across as a weird, alien terminology.

Just over 1 in 10 (13%) Utah parents were able to understand the meaning of words like ‘Lit’ [amazing, cool or exciting], ‘Dope [cool or awesome]’, ‘Thirsty’ [trying to get attention], ‘Snatched’ [looking good, perfect or fashionable] or ‘Shook’ [to be shocked or shaken up] - lower than the national average of 27%. The rest showed themselves up as total ‘Noobs’ [a person who doesn't know what they're doing or who is bad at something; in other words, a newbie], frankly.

Happiness Inflation: Utahns say they need a 56% salary increase to be happy, survey reveals. Solitaired.com reports that Utahns need an increase in salary equivalent to around $22,445 per year. Broken down across the states, this happiness inflation figure appears to be highest in Alaska (at 60% and well into hyperinflation territory). Comparatively, this figure was lowest in Arkan-

sas (although still considerable) at 20%.

And Utah is the 3rd most equipped state for electric vehicles, with 67 charging points per 100,000 vehicles, according to Zutobi.

The study focuses on the ratio of charging points per total vehicles in a state to reflect capabilities at scale. This allows for them to look beyond the ratio of EV charging points to EVs, as while there may be sufficient points currently, this doesn’t always mean they are the best states at scale.

Finally, who has the most dough amongst Hollywood stars? The usual suspects are among the top 20 wealthiest--Tom Cruise, George Clooney, Robert DeNiro, Mel Gibson, Adam Sandler, Tom Hanks and Michael Douglas among the top 20. But the richest isn’t any one of those. Are you ready?

Applications to open to hunt cranes, grouse or swans SALT LAKE CITY — If you are looking for a unique experience in Utah’s outdoors, consider applying for permits for the chance to hunt greater sage grouse, sandhill crane, swan or sharp-tailed grouse this fall.

The application period for these four Utah bird hunts opens on Wednesday, July 7.

Qualifying to hunt most bird species in Utah is simple: buy a combination or small game license and head afield. However, some bird species also require a special permit in addition to a hunting license. Those species include: • Band-tailed pigeon • Tundra swan • Sharp-tailed grouse • Greater sage-grouse • White-tailed ptarmigan • Sandhill crane • Turkey The permits for band-tailed pigeon and white-tailed ptarmigan are available for free, starting July 29 on the Utah Division of Wildlife Resources website or from any license agent. Permits for greater sage-grouse, sandhill crane, swan and sharp-tailed grouse are available through the Utah hunt drawing.

You can apply for permits from July 7-21 for a chance to hunt these larger, unique birds in the fall.

If you hunt American crows, mourning doves, band-tailed pigeons, sandhill cranes, white-winged doves, geese, ducks, coots, rails, snipes or swans, you are required to register in the Migratory Bird Harvest Information (HIP) program. It is free to register and Utah has a simple, online HIP registration process.

If you are 16 or older and you’re going to hunt any waterfowl — including ducks, geese, swans, coots, rails and snipes — you must purchase a federal migratory bird hunting and conservation stamp, often referred to as a “duck stamp.” Those stamps can be purchased at your local post office, from some license agents or by phone at 1-800782-6724.

To participate in the hunt drawing, you must apply for permits through the DWR website no later than 11 p.m. MDT on July 21. You should be notified of your drawing results by Aug. 6. If you’re not going to hunt swans, grouse or cranes this year, you can still apply for a preference point. Hunters with preference points have a better chance of obtaining a permit for the following year.

Tom Ross: Working for criminal and juvenile justice

t didn’t turn out to be the vacation Tom Ross was expecting. Bountiful’s Police Chief was at home, burning off some remaining vacation days before the start of the new year.

On Dec. 28, he received a call from Utah Gov. Spencer Cox’s office asking if he’d come in for an interview the next day. He was being considered to lead the state’s Commission on Criminal and Juvenile Justice (CCJJ).

“I did the interview on Tuesday and was offered the job on Wednesday,” Ross said. “I never went back to my office in Bountiful. I thought that after Gov. Cox appointed me, I’d be working up in Bountiful until the Senate confirmed me, but I started my job the day after the inauguration on Jan. 5.”

The CCJJ was created in 1983, but Ross is the first law enforcement officer to lead the program--all of the others, including his predecessor Kim Cordova, have been attorneys.

It oversees policy statewide for all adult criminal justice programs, as well as for juvenile justice programs.

“We have multiple layers or groups that are part of CCJJ, including a sentencing commission that looks at penalties, a mental health and substance abuse component, ju-

venile groups, racial disparity and equality disparity groups, research components, and dealing with grants. A lot of grants from the state and federal levels pass through CCJJ.” The commission also plays a role in the selection of judges for district courts. It helps with interviewing potential judges before they meet with the governor who makes appointments that are later considered and confirmed by the state senate.

“We also provide a lot of research for legislators if they are working on a bill involving criminal justice,” Ross said.

He has served in law enforcement for 34 years, including 14 years as Bountiful’s Chief of Police. He also served as President of the Police Chief’s Association of Utah for five years. to be part of his team, it’s very difficult to say no.”

Ross said the biggest change for him, and perhaps the biggest challenge in his new role, is shifting from being an advocate for law enforcement for more than three decades to “a neutral-centered party responsible for bringing criminal justice conversations, policy issues, and programming to the table of

stakeholders. I’m a facilitator and a consensus builder in helping move the conversation forward. I don’t have an agenda--I’m not driving the outcome.”

He welcomes that challenge. He calls the working environment in the Cox administration “very fast moving, constantly getting involved in so many projects. I feel that way about this office--there are so many things that are possible and you try to focus on things that are most needed, and on areas where I can be most effective.

As he did during his tenure in Bountiful, Ross feels the best way law enforcement can function is to create an environment where the public is comfortable.

“The police are only called when it’s a crisis, when everyone else who could control it has failed--from families to persons providing treatment, etc. There needs to be a level of trust on both sides, so we’re partnering, and recognizing that for every voice you hear, whether it’s positive or negative, shows there are people in the community you work for who feel the same way.”

He calls policing an ever evolving profession, and that law enforcement officers

should never rest on their laurels or think “now we’ve made it.” In 2015, Utah created the Justice Reinvestment Initiative (JRI), a new law to address the state’s rising rate of incarceration. The idea behind JRI was to identify and recommend changes in the criminal justice system to reduce incarceration and recidivism rates. It was part of a national movement already working in half of the United States.

“There’s debate on both sides as to whether it is working,” Ross said. “This is where we need to surround ourselves with those different voices--listen to what they are telling us that does work.”

He looks back on his years in Bountiful with gratitude.

“You have an opportunity to change lives, which I think all of us should be focused on doing,” he said. “The one thing that keeps us moving forward as a society and a community is when we feel safe. When you don’t feel safe, everything starts to crumble and break. It’s been my honor to be a part of that on the streets, and now in this position with the state.” l

Julie Freed and Growing Up (at) Lagoon

FARMINGTON—Most 9-year-olds can’t wait to go to an amusement park at least once or twice a summer – but how about being able to go almost every day? That was the idyllic childhood for Julie Freed, who is now the director of special events at Lagoon. She began working at the park at age 9, starring as a character in one of Lagoon’s haunted houses. But no child labor laws were broken – it’s her family’s business. newest and most popular attractions. “Lagoon had been closed during the war and it was rather rundown. So they leased it from the Bamberger family.”

The original owner was Simon Bamberger, who built the popular railroad line that ran from Salt Lake City to the park, and eventually to Ogden, and was later governor of Utah.

“The brothers opened again in the late 1940s, and my grandfather used to tell this story that the first day they reopened, he stood at the entrance, his hands behind his back, and as people came in he was counting. Well a total of 15 people came, and he thought that was incredible,” she said. The Freeds bought the park outright a few years later.

Peter Freed passed away last year at the age of 99, and Julie said he came to the park almost every day until the age of 96. “In our family,” she said with a smile, “we don’t really retire. My dad (David W. Freed – president), mom (Luella Freed, who helps with staffing issues and running rides), aunt (Kristen Freed – vice president) and my sister Kirsten (who works with animals at the park) think we’ll be here forever – but when you love what you do, why would you retire?”

She grew up Lagoon – or at least at Lagoon. By age 12, Julie worked a game called Plop Plop, standing out on the midway and inviting visitors to come play her game. “I remember my grandfather saying ‘This is just what we need – having Julie out front when people first come in.’ So I began greeting people as they walked through the gates.”

All through her years in high school at Judge Memorial, any time the park got busy and they needed people, she would come up and serve drinks or food. She worked the rides, and still does today. “We were constantly on call,” she said. “Kirsten loves working with the animals and behind the scenes, while I love being out in the crowds. I think we compliment each other.”

She only had one “beef” growing up – that Kirsten’s birthday party in June could be held at Lagoon, while Julie, who was born in March, didn’t get that. “We’re not open in March, of course, so I’d have to celebrate my half-birthdays in September. I remember thinking, ‘This is so not fair.’ But of course it was still fun. I got over it,” she said with a laugh.

Through the years, she’s seen the growth of Lagoon, which is the only family-owned amusement park in the nation (all others are corporate-owned). She’s seen new rides and attractions, enjoyed the summer musicals and some of the numerous national acts that have performed at the park, and savored the laughs and smiles she observes every day at the park.

After graduating from Judge Memorial, Julie left the park and went to college at Arizona State University,

majoring in health. She teaches yoga and does some nutritional coaching on the side, but once back home, she returned to the park.

To say 2020 was a year to forget for all of us would be an understatement, but it hit Lagoon particularly hard.

When the park finally opened last spring, attendance was capped at 15 percent capacity by health officials.

That restriction – Julie Freed stayed in place until the final two weeks of the season during its Frightmares presentation. Hundreds of six-foot-distance markers had to be installed around the park’s 150 acres, and over 200 hand sanitizer dispensers were installed.

And then on Sept. 10, the weekend before Frightmares was to open, a horrendous windstorm came through Davis County, proving to be the most damaging storm in the park’s history.

“We lost so many trees, some of them legacy trees that my grandfather had planted,” Julie said. “But the silver lining was that it took every one of our staff to clean things up. We all worked together and it was a bonding experience for everyone.”

Reflecting on the two-plus decades she’s spent in and around Lagoon, she feels very blessed.

“I feel really lucky to have grown up here, to have a job available for me when I returned from college,” she said. “From the minute I got back, I have loved it. I have never second-guessed being back at Lagoon.” l

Circles aims to eliminate poverty through expanded support systems

Often federal and state programs aimed at assisting those who are struggling are prone to eliminating the assistance they provide too early. This can leave people floundering for the support they need and lead to their struggles becoming worse.

The federal poverty level for a family of four in 2021 is $26,500. In North Salt Lake City, in 2019, nearly 5 percent of the population, 4.73%, fell below that poverty threshold. The 4.73% of the population equates to nearly a thousand residents living in poverty. The COVID-19 pandemic has likely exacerbated this poverty level in the city.

To combat poverty rates non-profits have ramped up efforts to support families on their road to financial stability. Many of these organizations are specifically focused on helping families develop the tools necessary to increase their wages.

One such non-profit, in North Salt Lake and Davis County, is Circles. Circles is a nationally run non-profit that started over 20 years ago, by Scott Miller. Circles in Davis County began in January 2015.

Since Circles has begun work in North Salt Lake, 153 families have been influenced

by Circle’s mission of helping families obtain the tools and resources needed to be

self-sufficient.

Lamont Hampton, Circle’s Director, hopes Circles will “inspire and equip communities [in a way] to reduce poverty and remove barriers that stand in their way, with support and resources.” The work this organization performs means that Circles must assist in creating friendships and communities that will support families as they work to better their economic situation. Goal setting, financial literacy, mentoring and counseling are additional ways in which Circles works toward achieving their goals.

Circles relies on a 12 to 18 monthlong training program to help low-income families make lifestyle adjustments including safe housing, education, increasing income, and improving support networks.

Participants in the Circle’s program are pushed to be leaders. Circle helps them by creating a large support system.This support system is an important part of Circle’s philosophy as it allows participants to have increased connections. These connections can translate into jobs, resources and advocates for participants.

This program has the goal that, upon its completion, families will achieve an income of $53,000 per year. This amounts

to an income 200% higher than the federal poverty level. Financial benefits are not the only important benefits participants receive. Those in the program can also expect to gain new skills, obtain goals, and become better connected to the community.

Additional programs Circle hosts include the Children and Teens Program and Big View. Big View, according to Hampton, “Big View teaches our program participants that they too have a voice. Big View helps our families deal with social issues that may affect them. They get to learn how bills are made and passed. They learn how to speak to lawmakers in a professional manner to address a bill that affects them and educate lawmakers on those effects.”

The Children and Teens Program allows participant’s children and teens to accompany participants to meetings where they can experience their own programs and games.

Circles is largely funded through donations and grants. Benjamin Sessions explained that Circles “secured a multiyear grant that will provide a large part of [their] funding for the next three years [and that] this grant is critical to [their] ability to operate [their] program with the cushion needed to aggressively fundraise for the fu-

ture sustainability of the organization.”

Such funding has been put to good use as, according to Circle’s 2020 Impact Report, during the previous year five members of Circle’s program have graduated, three have become homeowners, two have obtained their GED or graduated high school, three are pursuing higher education, an additional three have completed their programs and 12 have obtained fulltime employment.This highlights the positive impact Circles can create for families and the community.

To become involved in Circles residents may act as allies, donate a meal or become a volunteer. Volunteers and allies have made a large impact on Circle’s programs. The same 2020 Impact Report stated that 2,184 volunteer hours were clocked that year.

Those seeking support from Circles can attend weekly meetings that last two hours after contacting Circle’s coaches.

These coaches will answer questions and determine eligibility to participate. During meetings, members are expected to take part by discussing their experiences with the group. After completion of the training program participants will be matched with Circle’s coaches and additional allies. l

Glass recycling is coming to North Salt Lake

D

uring a City Council meeting on May 4, Momentum Recycling approached City Council members with a proposal to bring glass recycling to residents and businesses in North Salt Lake.

Momentum Recycling is a family-run local business that started in 2008. Originally starting as a recycling collection service, Momentum Recycling has expanded to serve 900 commercial customers and 10,000 residential businesses in 13 different cities.

Jason Utgaard, Momentum’s General Manager, is excited about Momentum coming to North Salt Lake as he said that “all [of the existing] programs have been successful, as residents love the service.” This is a positive sign, as North Salt Lake residents are expected to have a similar experience.

Glass recycling, conducted by Momentum, occurs through an opt-in service in which customers can sign up for glass recycling on a monthly basis. Those who opt-in for glass recycling will have a 35-gallon recycling bin delivered to their home. This bin will then be taken out, just like a trash can, once a month.

The collected glass then gets transported to Momentum’s facility. Once there the glass will be processed into cullet. This cullet can be used by other businesses. Recycled glass can

specifically be made into fiberglass, sandblasting media and other bottles. Materials that can be recycled, in addition to glass, include drink ware, food containers and windows.

For Momentum to bring glass recycling to North Salt city code must be amended to allow for residents to opt into Momentum’s services. Momentum hopes that city code will be altered in a way that would make Momentum an approved business in the field of glass recycling collection, allow glass recycling in commercial and residential buildings, allow glass collection to occur by the same vehicle, remove size regulations for recycling containers and allow the collected glass to be moved to Momentum’s facility.

Once it is approved by the City Council, residents will be able to use the services of Momentum Recycling by paying a one-time activation fee of $25 and a monthly fee of $8.

Sam Stuba, Momentum Recycling’s Marketing Coordinator, explained that glass recycling is a beneficial service as “glass has the unique ability to be continuously recycled without compromising its quality.” This means that “by diverting glass from the landfill waste stream, raw materials are conserved and converted to other uses to be used by local Utah industries.” Glass recycling will then be able

to create local jobs, reduce CO2 emissions and allow taxpayer dollars to be utilized in more areas through extending the life of landfills.

Stuba further explained how “over 1.4 million pounds of glass is produced annually by city residents that [are] currently not being recycled.” Being able to recycle more of this waste would not only be beneficial for the environment but also create savings for the city by reducing landfill tipping fees and removing heavy glass from landfills.

Residents can expect Momentum Recycling to expand its services to North Salt Lake soon. The City Council was expected to vote to approve Momentum’s proposal, Resolution 2021-16R, and enter into an agreement with Momentum, Agreement 2021-17A, during a City Council meeting on June 15. Support for this resolution and agreement seems unanimous among City Council members. Once an agreement is reached, Momentum’s goal in North Salt Lake is to obtain 50 subscribers in the first month.

Foxboro Wetlands Park to receive additional funding from the city

T

he Foxboro Wetlands Park, surrounded by residential dwellings, is nearing completion. This park is intended to provide residents with a great location to enjoy recreational activities throughout the year. This space will hopefully be utilized in a way that connects them with nature through the environment by providing a large amount of outdoor space to the area.

The city of North Salt Lake is now planning an influx of funding for the Foxboro Wetlands Park in order to complete this ongoing project. This funding proposal was brought up by Ken Leetham, the City Manager and Treasurer, at a City Council meeting on May 18.

The project specifically is to rehabilitate the 23 acres of wetlands in ways including the re-creation of the water channel, the stoppage of invasive plant species, planting additional wetlands plants, the construction of boardwalks, and the building of piers. These improvements are aimed at making the area increasingly friendly for residents’ use and improving the health of the wetlands.

The cost of completing this project is estimated at $3.25 million. However, as Leetham explained, not including an originally planned fishing pond and cleaning station the cost could be reduced to $2.175 million.

The city had previously received a grant from the Outdoor Recreation Division for this project. This grant is set to expire in 90 days, from the date of the city council meeting, if additional funding for this project is not secured. Luckily, the Redwood Road CDA has created $10 million in available funds for the completion of this project along with sidewalk completion, tree planting, street lighting, signage, striping, property assembly and property acquisition. Further funding will be needed in order to maintain the park and its new facilities when completed.

The $10 million from the Red Road CDA would be appropriated with $3.25 million for the Foxboro Wetlands Park, $455,000 for sidewalk completion, $488,000 for the planting of trees, $547,000 for streetlights, $100,000 for signage, $45,000 for striping and around $5 million for property assembly.

Leetham also suggested the use of a 20year bond to help pay for this project. This bond would not have prepayment penalties and would allow for the city to pay the bond off in 10 years. A 10-year bond was also presented as an option to the City Council.

The City Council has expressed overwhelming support for the completion of this park. Council member Natalie Gordon said that “the Wetlands Park was a part of her campaign platform and that residents really want to see the park completed.”

However, Gordon would like to see “[Removal of] the fishing pond and cleaning station from the plan.” This idea was seconded by City Council member Ryan Mumford.

The exclusion of the fishing pond and cleaning station has garnered support as it will save the city over a million dollars in funds and allow the project to be finished more quickly. While it was acknowledged that the fishing pond would be a great amenity it seems that the cost of such an attraction is too steep to be pursued at this time.

With such enormous support, Leetham will present an amended plan and the creation of a bond for the project for approval by the City Council.

With funding and plans now in motion, residents are expected to be eagerly awaiting the completion of this project, so that they may fully begin enjoying the wetlands. l

Lucile Reading still inspires others through her legacy

W

hen Michelle Wardle runs through her neighborhood in Centerville, she usually passes Lucile C. Reading Elementary.

Although Wardle was only 14 when her grandmother passed away, seeing Lucile Reading’s name on the school brings back memories of Christmas Eve celebrations, family get-togethers and the strong woman who left a legacy of service and love in Davis County.

“My grandma was determined and I think she was definitely capable and very accomplished,” Wardle said. “I get exhausted when I read her history. She did so much in the community. I try to emulate all her good qualities.”

In 1909, Reading was born in Logan, Utah, the daughter of Louis Samuel Cardon and Rebecca Ann Ballard. She attended Logan High School and graduated in 1931 with a bachelor’s degree in English from the Agricultural College of Utah, which later became Utah State University. She married Keith Reading in 1935 and had two sons, James and Don. Reading was passionate about lifting others, especially when it came to education, children and women. She served on the Board of Trustees at Primary Children’s Hospital and the Utah State Federation of

Women’s Clubs, but where she really made a difference was when she was elected to the Davis County Board of Education in 1977.

The first three women elected to the Davis school board, Reading, Sheryl Allen and Theo Italisano set out to upset the usual order of business in the district.

“We definitely wanted to make a change,” Allen said. “We were elected to be change agents. The three of us met prior to the first board meeting to decide which one of us we would nominate as president. We knew it had to be Lucile. She had an innate, natural leadership ability, combined with integrity, empathy and thoughtfulness.”

Reading was elected as the first female president of the Davis Board of Education with a vote of 3-2 and set about bringing all school board discussions into an open meeting format, something that had never been done before.

The first Davis School District board meeting in 1977 was standing-room only.

The majority of women in education were teachers, with men representing more than 90 percent of the school administrators.

People knew change was in the air, and they wanted a first-hand account of the three female board members making history.

Davis School District by making appointments more merit-based,” Allen said. “We addressed the bidding on capital outlay projects and we certainly changed education in terms of improving opportunities for gifted and talented students.”

Allen first met Reading in the early ‘60s when Reading owned and operated the Mother Goose clothing store in Bountiful.

“As a child, I’d go with my mother to the Mother Goose store to buy clothes for my sister,” Allen said. “I was always impressed with the lovely lady behind the counter. She had beautiful gray hair, even then, with a beautiful smile on her face.”

Allen went on to serve in the Utah House of Representatives from 1994-2011 and in 2010 was selected by Salt Lake County Mayor Peter Corroon to be his running mate during his gubernatorial bid. They were the first bipartisan ticket for a major office in the history of Utah.

“Women, in particular, grow and nurture and reach out more if they are mentored,” Allen said. “Lucile was my political mentor.”

Reading was devoted to The Church of Jesus Christ of Latter-day Saints, serving in many positions including eight years on the Primary General Board and in the General Presidency of the Primary. She established funds to send missionaries to places around the world, and helped create a magazine dedicated to educating and enlightening children.

From its establishment in 1971, Reading worked as the managing editor of the church’s magazine, The Children’s Friend, where she continued her mission to enlighten, uplift and demonstrate her devotion to children.

Reading loved to read and write, and participated in many book clubs throughout her life. To help further the creation of children’s books, she created the Lucile C. Reading Scholarship for Students of Children’s Literature, awarded to English majors at Utah State University who want to become writers and teachers of juvenile literature.

Death is usually unexpected, but in Reading’s case, her passing shocked the community. Even at 72, she was still active, working as an editor and serving her third term as president of the Davis School District Board of Education. When she passed away in her sleep on March 22, 1982, she left behind a legacy that continues today.

At the time of her death, a new elementary school was being planned for Centerville. When it was named Lucile C. Reading Elementary, the community approved wholeheartedly.

“People just applauded that decision and embraced it,” Allen said, who served as president of the Davis School Board for six years after Reading’s death. “It was really

a comfort to the community. It was a great honor to follow in her footsteps and I will always be grateful to her.”

Lucile C. Reading Elementary serves approximately 430 children each year and is known for high achieving students and outstanding educators. It’s as if her energy permeates the school, lending her spirit to the development of children who love to read, to write, to explore the world and to express themselves.

Reading Elementary Principal Scott Hughes said most people don’t always understand the heritage of the school. They just know the school is dedicated to creating exemplary students as tribute to an amazing woman.

“Our school’s namesake, Lucile C. Reading, was an amazing person,” Hughes said. “It is important to me that we carry on her legacy. The more I learn about her life, the more impressed I am. She was a trailblazer and a leader in the community . . . Beyond all of that, she was incredibly kind. In a world without enough kindness, we need more Luciles. She is a great role model for our students.”

Christine Wilcox, one of Reading’s six grandchildren, lives in the historic Reading home in Centerville. She said naming an elementary school after her grandmother is an apt tribute and one that will carry on her name for generations.

“She always said, ‘Reading is good for you.’ I think it’s really cool that a school is named after her. The legacy she left behind was that she loved learning. She always said you should be the best person you can.” l

North Salt Lake considers multi-year road reconstruction plan

oads are imperative for North Salt Lake City’s ability to thrive. Having functional and maintained roads means that citizens can easily move around the city for various needs.

Roads are how employees get to their jobs, how customers get to local businesses and how parents take their children to school.

This vital piece of infrastructure is nearing a renewal. Ken Leetham, North Salt Lake City’s City Manager and Treasurer, and his staff are near finalizing a large-scale proposal that would put in motion a multi-year road maintenance plan.

Leetham describes this road maintenance as “a very important project that staff [members] had been working on for several years.”

The city, starting in March, has completed a visual inventory of every street in North Salt Lake. This survey, with help from the Local Technical Assistance Program (LTAP), of roads, has led the city to compile an all-encompassing report on which this multi-year plan is based. Parking lots and trails were also included in this study.

Streets in North Salt Lake experience damage and deterioration from water freezing, water expansion, the force exerted by cars, UV light, weak road bases, and instability of the asphalt mix used to construct roads. These forces lead to potholes and cracking roadways. Such damage presents problems for residents as cars and

commuters can be hindered by these obstacles.

Preserving roads can be achieved through a crack seal, chip seal, bonded matrix overlay, and high-density mineral bonds.

Crack sealing occurs when an adhesive is placed into cracks along roadways. This sealant has the purpose of keeping materials, primarily water, out of these cracks which could lead to further deterioration. According to Joe Rueckert, North Salt Lake City’s Assistant Public Works Director, crack sealing “is the least expensive treatment, [is] done with city equipment, and was part of each treatment type.”

Chip sealing is another low-cost option that protects against water damage on roadways. In addition, it provides skid resistance and helps to stop the aging of roads. High-density mineral bonds are most effective on flat roadways, as they reduce asphalt cracking and maintain its aesthetics. Bonded matrix overlay is a useful preservation method on high-density roads that are angled upward. A bonded matrix can allow for roads to have cracks sealed and for less water to accumulate on them.

Rueckert said that the LTAP study had flaws including that “it did not address future waterworks projects or recent preservation projects...generalized terms for surface treatment suggestions and used several surveyors with differing opinions.”

multi-year plan are scheduled through 2029.

According to Council member Ryan Mumford, “57% of the city’s roads were slated for reconstruction or preservation.” All of these roads will receive crack sealing. There is a $2.1 million per year budget for these ventures, although re-evaluations each year will lead to budgeting adjustments.

In 2021, reconstruction projects are centering around the total reconstruction of roads and bonded matrix overlay treatment. Proposals for

2022 include crack sealing roadways. Current city equipment is the correct size to perform lots of the crack sealing necessary.

Rueckert believes road reconstruction, implemented through this proposal, is important for the city as “this plan should increase the pavement condition index of the roads including the ride-ability and quality of roadways.”

Renewed roads will hopefully make accessing the city and running errands for residents much easier as this project gets underway. l

Utah lifeguards receive an award for saving lives

Because of them, an estimated 100,000 lives are saved annually in the United States. The figure is close to 1 million lives saved worldwide. With their signature red swimsuits, whistles, and life-saving buoys, lifeguards are an invaluable presence in public pools and waterparks this time of year.

While lifeguards work all year in pools that operate yearround, in Utah, where most outdoor pools and waterparks open around Memorial Day weekend, the hiring process for the summer months begins much earlier.

The early onboarding is necessary for new hires to complete the rigorous certification and training process to save lives. The American Red Cross lifeguard certification is more than 25 hours long and includes both testing of hands-on skills as well as comprehension on written tests.

The certification also includes CPR, AED, and First Aid. At JL Sorenson, the in-person course is broken up over 5 intensive days but their trainees also complete coursework online.

Yet even prior to beginning the training process, potential new hires must first qualify by passing a swimming skills test which typically consists of demonstrating the ability to swim 100 yards, tread water for 2 minutes, and retrieve a brick from the bottom of a deep pool (typically around 13 feet deep). In addition to this initial training, lifeguards continue to maintain their skills with regular in-service trainings and meetings.

A lifeguard’s primary responsibility is to prevent drownings and other injuries at aquatic facilities. They do this by monitoring activities in and near the water through patron surveillance. They also prevent injuries by minimizing or eliminating hazardous situations or behaviors, respond im-

mediately and effectively to all emergencies, and administering first aid and CPR, including using an automated external defibrillator (AED).

Lifeguards also have secondary responsibilities and tasks, but these may never interfere with patron surveillance or emergency response. These secondary tasks include testing the pool water chemistry, assisting patrons by performing safety orientations, cleaning or performing maintenance, completing records and reports, performing opening and closing duties, or facility safety checks and inspections.

he Utah economy continues to improve.

Job growth is accelerating, unemployment is dropping, and wages are increasing.

However, the emerging trend of inflation is causing some struggles in the economic recovery.

Inflation essentially describes the principle that prices rise over time. It’s actually good to have inflation; it encourages investment and overall growth. However, if inflation grows too much it erodes the value of cash and can cause asset bubbles, which then can crash.

An example of this is lumber prices, which nearly tripled in price from July 2020 to May 2021, but have dropped nearly 50% in the last few weeks.

Inflation has been increasing nationally and locally for the past few months. The national Consumer Price Index rose in May by 5% from a year before. This is the highest inflation since the summer of 2008. Prices regionally were also up significantly in May, increasing 4.7% over the past year.

A primary cause of this recent inflation is the economic reopening. A year ago, as the pandemic spread and as the economy shut down, demand for many goods and services evaporated. This caused prices for things like gasoline, hotel rooms, and airfare to collapse. With many people now returning to work and going on trips, demand has surged for these products. Gasoline prices alone are up 56.2% in the last 12 months, and the price of used cars and trucks has surged 29.7% over the same period. WOODS CROSS—Students at Woods Cross Elementary had a doggone good time on the last day of school when they presented two bullet proof vests to Woods Cross police K9s Loki and Legend. The sixth grade student leadership council raised the money in a variety of ways to pay for the vests.

“When a K9 on the Wasatch Front was killed in 2018 it sparked the idea,” said student council advisor and SEM teacher Britney McNair. “We’ve been working on this for two years. Because of COVID we weren’t able to finish. We got stuck in our tracks. Then when we started back this year we decided to buckle down and get it done.”

The kids raised $1,500 in four days with penny wars, she said. “We got a lot of money from that. But we could only buy one for Legend. We were not really even close. The original vests cost $4,000 so we called the officers and they researched vests throughout the valley and found one that was way, way cheaper. After they told me that we realized we had enough to buy vests for both dogs.”

“We were part of NOVA so we got to meet the dogs,” said sixth-grade stu-

dent council member Kacey Durtschi.

“We had a poster of a dog in the hall with a vest and we’d break off pieces as we raised money. The PTA holds a monthly movie and we sold popcorn, candy and drinks.”

“Give yourselves a hand,” said Sgt. Mike Daugherty K9 Legend’s handler.

“You had to work and pinch pennies and the dogs appreciate it. Thanks for helping us out to protect our dogs. Legend can’t clap but he shows his appreciation.”

Woods Cross Police Chief Chad Soffe said the kids came to him a couple of years ago and asked what the department needed. “I told them about the dogs who go out on patrol and that they needed vests. They were able to raise enough money to purchase the vests.”

It’s a great thing, he said. “The regular vest is working mesh but it wasn’t bullet proof. They’re expensive so this was nice.”

“In this tumultuous time in law enforcement it was a great message to our officers that we do have community support and they want to keep us safe and our dogs safe,” said Assistant Chief Adam Osoro. “This means the world to us.” l

The last few weeks brought a string of first-world irritations that felt like a game of Whac-a-Mole. I hit one problem and another one popped up. I pound that problem but end up hitting myself in the face with a rubber mallet. I can hear God LOLing from here.

Despite our daily devotion to it, our TV stopped working. We shook the remote and pushed buttons as hard as we could, but there was still no picture. Just a dark, mocking abyss.

We decided to run away from our responsibilities by driving to Idaho and checking-in at an Airbnb. (The room was nice, but the bed was shaped like a taco. I slept on the couch so I didn’t roll over in the night and suffocate my spouse.)

Every 50 years, my husband likes to visit Yellowstone, so we left our Airbnb and drove to the national park to snap pictures of the bison, tiptoe around the geysers and marvel at the wondrous number of people who had the same idea. #HelloCOVID After getting lost in Yellowstone and stopping for Mexican food so we didn’t starve to death, we crossed the Teton Pass just as the sun was setting. Deer lined the road, waiting for the right moment to lunge in front of our car. We’d see their eyes glow-

ing in the dark, then hit the brakes before driving on. It took us 245 years to get back to our Airbnb.

The drive back to Salt Lake the next day was pleasant, except when I had to give my husband the silent treatment because he wouldn’t take me to the Potato Museum (#PotatoIceCream). After we crossed back into Utah, the truck in front of us kicked up a rock that hit the car’s windshield, leaving an extensive and expensive crack across the glass.

Used to be, when you broke a windshield, you’d call the junkyard and they’d take a windshield out of a car in their backyard to replace the broken one. Today’s windshield has monitors, antenna and tracking devices, so it’s worth half-a-million dollars, according to the windshield repair shop.

Why hasn’t Elon Musk created self-healing windshield glass?

We made it back home, picked up the dog and gave everyone their Yellowstone golf balls and Idaho potholders. I looked forward to a nice hot shower but (joke’s on us) the hot water heater stopped working and was chuckling with God and the TV. They all had a good laugh together.

We forked out more cash so we could have hot water, collapsed into our non-taco bed and slept.

A few days later, my husband said, “We have a gas leak in the basement.” It took me a minute to understand what he was saying because he was so calm. My husband is notoriously terrible under stress.

“Why are we still in the house?” I asked.

“Where else would we be?” He responded.

“Not in a house that could explode if we make toast.”

We hustled everyone to the neighbor’s lawn until the gas company gave us the okay.

The water heater had been installed incorrectly but our house wasn’t going to blow up. Today, at least.

I rarely look at the dark side of life and by the end of the week I was chortling right along with God, the TV and the water heater. Sometimes, LOLing is the only thing you can do.

WILDCAT PARK OPENS IN WOODS CROSS

Byline WOODS CROSS—Residents on the east side of Woods Cross City will now have a place to play. The city has converted the retention basin at 1950 S. Wildcat Way (625 W.) into a park that into a park that officially opened on June 26. at a ribbon cutting ceremony at 10 a.m.

“There will be two play structures,” said Woods Cross Public Works Director, Sam Christiansen. “One for the younger crowd from 2 – 6 years old and the other is for kids 6 – 12. We’ll also have benches so that parents can enjoy the day while watching their kids play.”

Wildcat Park will have a bowery with one table where people can come and have lunch at the park, he said. “There is a walkway around the entire park. Part of it uses the sidewalk that is already there and we added concrete on the north side of the park. The park will also be fenced off by a four foot wrought iron fence so the kids can’t get into the roadway.”

Christiansen said the project is in conjunction with UDOT who owns the property. “It’s a piece of land where the community can gather.”
