NEW TEMPORARY WINTER OVERFLOW HOUSING OPENS IN MILLCREEK

T

he Salt Lake Valley Coalition to End Homelessness (SLVCEH) announced they have secured a new temporary housing facility located in Millcreek. The project will be a part of its winter overflow system.

The SLVCEH was created in April 2019 and aims to end homelessness in Salt Lake County. The coalition is led by 16 steering committee members.

The coalition’s website states they have been working to “identify gaps in the system, utilize data, research, and resources to establish creative, effective strategies to address those gaps.”

The new temporary housing facility in Millcreek is in the former Osmond Senior Living Memory Care facility on 950 E. 3300 South in Millcreek. It has 60 beds in a non-congregate setting, or up to 75 under emergency conditions. The use runs from mid-December to no later than April 15.

The facility intends to provide temporary housing during the cold winter months for those people who have already accepted help to transition out of homelessness.

The use of this facility as temporary housing is a permitted one in the zone in which it is located. As such, no public hearing will be held (nor is one allowed by ordinance).

“We are heading into a Utah winter in the middle of the pandemic,” said Millcreek Mayor Jeff Silvestrini, “and it’s going to be a hard time for a lot of people. I'm pleased that our city can be a safe place, at least through this winter, for Utahns experiencing homelessness to call home as they transition to more stable living arrangements."

Millcreek Temporary Winter Housing will be operated by Switchpoint, which runs the Switchpoint Community Resource Center out of St. George, Utah.

‘One of a kind’: Four-sport star finished as one of Skyline’s most decorated student-athletes

C

laire Whisenant could teach you a thing or two about time management.

The 2020 Skyline graduate played four sports in high school, completed the demanding IB program, took AP classes, and found opportunities for community service.

But was she successful in all these endeavors?

Whisenant not only survived her schedule, she excelled.

She was named Skyline’s female athlete of the year. She was a team captain and defensive stalwart on the basketball team. She was a three-time First Team All-State for golf winning multiple Utah Junior PGA tournaments. She lettered in both cross country and track.

And that’s just for sports.

Whisenant finished high school with a cumulative 4.0 GPA. She was the math department’s scholar of the year, a national merit finalist and scored a 35 on her ACT. She holds a Utah seal of biliteracy for Spanish. She was also named Academic All-State for both cross country and basketball.

“What’s most impressive is she’s been able to handle such an incredible athletic load and still have time to be a superb student,” said her Skyline counselor Chris Krueger, who also serves as the school’s IB coordinator.

Despite all her accomplishments, Whisenant has remained humble.

“I was a good student in high school and an athlete, and I look back and am embarrassed at my performance by comparison,” Krueger said. “If I had her kind of record, I’d be screaming my name from the top of Mount Olympus.”

Her basketball coach, Sam White, wondered how she does it all and can keep both feet on the ground.

“I don’t know how she fits it all in,” he said. “I don’t know how she does it and is still really down to earth, not snotty, doesn’t come off as this person who is better than everybody.”

For Whisenant, she credits her coaches and teachers for being flexible with her schedule and made organizing her workload more manageable. But said she also learned how to be more efficient, fighting any urge to procrastinate, utilizing her spare time during classes.

“In the middle of basketball season, if you have games Tuesday and Friday, you can’t wait to start a project Tuesday night because then you’re going to be at the school all night,” she said.

Then take into account, that she participates in Skyline’s IB program, what Krueger describes as “the most rigorous public school academic program in the state of Utah.”

“Most of my athletes choose athletics, they drop out of the program because they like sports. Others typically do the IB program half-heartedly,” he said. “Claire has been able to do both with gusto.

“She’s the most successful student-athlete I’ve ever had complete the program.”

Whisenant admits there was only one moment she ever “kind of considered” dropping something. She was “staring down” her extended essay, a 4,000-word research paper students write the summer and fall of senior year.

“I was staring it down and I was looking at all these sports and I was like, ‘how does IB really help me? Do I really want to spend

all this time writing this essay and doing all these other papers for classes? And I have college applications,’” she recalled, listing off some of her workload. “After a minute I thought, ‘I’ve put in all this work already, enjoyed my classes with my peers and no matter what, I would be taking a similar class schedule anyways.’ So I just decided it’d be a few extra papers and tests and to make it fit.”

For her research paper, she chose a history topic on the pioneer handcart companies (she had distant relatives who were involved in it). History papers tend to be more difficult, possibly even more so for someone more STEM focused. Krueger encouraged her to do an easier subject.

The first draft of the paper was “fair,” Krueger said, and gave her “copious feedback.”

Whisenant thought the rough draft was “decent,” but her score came back and said it was demoralizing. “What have I got myself into?” she asked.

Her response? She spent her entire fall break fixing it. The result?

“She gave me a final product two weeks later that was just superb,” Krueger said.

“One of the strongest history extended essays I’ve ever had handed in.”

Whisenant said it was something she could be proud of. “I was glad I pushed myself, even though it was really rough then.”

Athletic arena

That love of a real challenge drives Whisenant. Maybe nowhere is that more apparent, than her different sporting arenas.

Coach White came to Skyline the summer before Whisenant’s junior year. His first impression was obvious, she got a concussion on the second day of open gym.

In addition to the competitiveness, and an accurate shooter, she was renowned for her defense. White said he told her that she would play all 32 minutes and guard the other team’s best player.

He remembered their first game against Jordan, whose star player averaged 25 per game. Whisenant kept her to four points the whole game.

they’re the best player out there. I think it’s kind of fun,” she said. “I really loved having a specific role on the team this year and knowing every game going into it that my role was to stop that one player.”

She attributed her defending abilities to her years of running, whether in soccer or track and cross country.

“If you can run the court and keep up then you can play solid defense for every possession,” she said. “That’s something I loved about it, it was kind of just like this determination to stay in front of your player and not let them get past.”

It was her leadership that maybe stood out the most. Kenny James, a former basketball coach at Skyline who now coaches the boys and girls golf teams, including Whisenant, thought she was “the glue” of the basketball team.

“She was the leader, the selfless one,” James said.

White said it was obvious early on she would be a captain. “She’s got such an array of different experiences. She’s a motivator, knows how to hold people accountable. I could rely on her to be the coach on the floor.”

That leadership and athletic ability carried over into her golf game, possibly her best sport.

She started playing golf with her family.

Her older brother played in high school and she started to take the sport more seriously in seventh grade.

James remembered how tough and determined she was coming in as a freshman taking one of the older girl’s spots as the No. 3 golfer on the squad. Her iron game is consistent James said, her long game is what she enjoys the most.

Krueger described her as someone with a large amount of foresight, this ability to think through outcomes. And there is no better place for that than the golf course.

“She is a smart player who limits her mistakes,” James said. “If her driver isn’t working, then she’ll simplify and use her 3-wood.

“She doesn’t get herself in trouble doing dumb things on holes she shouldn’t,” James said. “I always liked that she was a very cerebral player.”

White noted she’s capable of compartmentalizing different things and “probably

one of the more mentally tough people I know either adult or teenager.”

Whisenant’s accomplishments on the golf course featured top 10 finishes at the high school state championships and various victories in the Utah PGA Junior Series. She took her golfing talents to Pomona College in Claremont, California (a school with only an 8% acceptance rate).

When you include her running both track and cross country as well, it was easy to understand why she was named the school’s athlete of the year, presented to her by her basketball coach.

“I’m grateful that they’ve been so supportive of me doing lots of things and not trying to stick me to their one sport and it just makes me happy that I left a path behind me at Skyline and I’ll get to look back and watch my younger friends play in their sports and see how they do,” she said. “It’s a special place.”

While Whisenant is now graduated, don’t expect her coaches to forget about her anytime soon.

“She’s pretty special,” James said. “You can’t replace her, you’re not going to find another Claire Whisenant anytime soon.”

“I’m lucky to know her,” White said.

“I’m a better coach because I got to coach her. I’m a better person because I got to know her. I just don’t think we’re going to see another Claire for a long time.

“She’s one of kind.” l`

Punitive measures needed to enforce COVID-19 rules?

ast month nationally, elected officials were adjusting to the varying messages that would follow regarding precautions for different COVID-19 measures of safety.

Residents may have received an email from elected leadership informing them of the spread and the impending implications if it continues.

In a newsletter, Millcreek Mayor Jeff Silvestrini wrote, “I am sorry to bother you with another COVID message, however, like many local officials, I am at wit’s end about how to convince people to team up to help us beat this disease. As winter approaches, COVID cases in Salt Lake County and all across Utah have exploded past warm-weather levels, causing our healthcare system to be stressed as ICU and hospital beds fill up. Doctors and hospital administrators are talking about the real possibility of having to make hard decisions about who is going to get treatment.

This threatens difficulty for everyone, including people experiencing the usual, non-COVID health issues that require hospitalization.”

Silvestrini described the position in local government as one where, “We have been beseeched by many who want us do more to enact or enforce restrictions to battle the pandemic. We also hear from those who believe government has gone too far already.”

Public health orders may only be issued at the county level and only with the governor’s consent. Except for directing police to enforce existing county public health orders, mayors and city councils are powerless beyond giving encouragement to follow the rules. “We in local government are restricted in what we can do. So that leaves us in a quandary,” Silvestrini said.

Is enforcement the community's best course of action? Would issuing residents a ticket encourage them to follow the rules or would it result in a pyrrhic victory over the virus? Would it result in, “spurring even more irresponsible, rebellious activity, like the recent Halloween party at Utah Lake?

Since the data suggests that the virus is spreading more in private social gatherings than in public settings, how would citations

work or be of real benefit? I suppose a few examples in public settings could be made.

What about in private homes? How would that be done? Do we really need or even want to do that?” asked Silvestrini.

Silvestrini echoed the chorus being heard all over the United States as cases rise. “We need to count on ourselves to beat this pandemic, not the government trying to do something it’s really not equipped to do. It is just not realistic to think we can enforce our way out of this. Instead, we need to follow what the medical community has told us to do: wear a mask, limit our social interactions, wash our hands, and stay home when ill. This comes down to simply respecting each other.”

The CDC updates its website frequently. It was recommended by many specialists that for the Thanksgiving holiday, residents utilize digital meeting platforms to connect to avoid the continued spread of COVID-19. The Arizona State University Biodesign Institute released a "COVID-19 Modeling Update" on Nov. 19 projecting hospitals being over capacity after the holidays.

The update graphs the potential rise of the virus in Arizona due to holiday travel, however many states are looking at the data to interpret appropriate responses.

The study shows, “hospital occupancy and total amount of infectious people with COVID-19 are projected to increase to the highest amounts our neighboring state has ever seen in December, even higher than the peaks seen in late June and early July.”

Below are some main points from the recent ASU report.

The report makes assumptions about amount of people traveling during holidays.

There is an assumption that around 1 million Arizona residents will be traveling more than 50 miles and around 2 million will be traveling less than 50 miles for the Thanksgiving holiday this year, the report says on page 24.

The sources for these assumptions are listed as a recent press release from AAA Arizona and a 2015 survey about holiday travel from Statista.

From these assumptions, the Biodesign Institute created three scenarios when it comes to possible COVID-19 spread during the holidays.

The first scenario, titled "Return Home," creates projections for virus spread based on more assumptions.

They include the assumption that the 45% increase in COVID-19 cases that Canada saw after its Thanksgiving holiday on Oct. 21 being transferable to the United States and another assumption that families will return to normal contact patterns after Thanksgiving and will not travel for other winter holidays.

The second scenario, titled "Travel Data," makes projections based on the assumptions that seasonal travel increases will be unchanged compared to previous years despite the pandemic and that the lengths of travel periods will remain the same.

The third scenario, titled "Current Fit," creates projections where no increase in transmission is seen during the holidays.

The report notes that Arizona's hospitals will be over capacity in December under every projection. No matter which of the above assumptions are made, the amount of people in Arizona hospitals with COVID-19 are projected to reach record-breaking amounts sometime next month.

Under the "Return Home" and "Travel Data" projections, hospitals will see the most COVID-19 patients they've ever seen in mid-December.

Even if no changes in transmission of the virus are seen during and after holiday travel, as the "Current Fit" model projects, hospitals will still see their highest numbers in January.

"Arizona will likely surpass the prior July peak of hospital beds occupancy with COVID-19 patients as soon as Dec. 28 with holiday travel and by the third week of January with current transmission and no increase in holiday travel," the report said.

Millcreek’s mayor explained his perception at that moment saying, “Fundamentally, we all have to rely upon each other to act with personal responsibility to do the right thing for our families, our neighbors and ourselves. No one likes wearing a mask. Limiting our social interactions with non-household family, friends or kids’ playmates is hard on us all. But if we want to reopen our economy and get back to normal life, we all must do what is required to beat this pandemic. That requires these sacrifices. With the holidays fast approaching, it will be even

harder. The alternative will result in the virus spreading even further and more people dying, either from the virus or complications from not having access to required medical care because our healthcare system is overloaded.”

Utah’s current population is roughly 3 million people and we have 35 major hospitals listed according to the American hospital directory. If just 5% of Utah’s population needed emergency medical assistance at nearly same time, it would overrun the hospital by over 30 times its capacity.

Utah comes in at 24th with 2.8 hospitals per person, to put that in perspective. When you see a hospital. It is designed to care for the needs of 1,070,000 Utahns at any given moment.

UPD Millcreek Precinct Officer of the Month

t last month’s regularly scheduled Millcreek City Council meeting, UPD Millcreek Precinct Officer Mathew Maycock was praised for his role in responding to a vehicle that had been burglarized.

Maycock’s award citation read, “Officer Maycock was doing area checks at the Holladay Hills Apartment Complex. He located a stolen vehicle leaving the complex. Officer Maycock was able to set up and execute a trap with several officers.”

Those officers were able to stop the vehicle at 1321 E. 3300 South. Following the stop, “The suspect driver was found to be the person who stole the vehicle, and it was learned he is a residential and vehicle burglary suspect.”

Maycock was able to recover “over 50 items of evidence including a loaded firearm and many items of identification belonging to residential and vehicle burglary victims,” said UPD Police Chief Steve DeBry. Maycock’s policing and the role he plays in the depart-

ment were points of praise by DeBry closing the award citation saying, “Officer Maycock is a valuable member of the Unified Police Millcreek Precinct.”

Maycock received a round of a applause from the small group of those in attendance.

New Chef IN THE NEIGHBORHOOD

he Brickyard Bar has been working hard this year to up the dining and drinks ante in the Millcreek and Sugarhouse area, while maintaining a casual atmosphere- starting with Chef Erik Daniels. Erik knew he wanted to be a chef at the early age of 17. He worked at several well known restaurants until he met Ryan Lowder, owner of the Copper Onion.

Lowder saw Erik’s potential and mentored him to become a chef. He worked there for 3 years and climbed the ranks to Sous Chef. He then took a position at the beloved farm-to-table restaurant Avenues Bistro on Third. “I learned a lot about being a chef at that job, maybe more failures than successes, but definitely some successes!” Daniels said. After a couple years of working the foodie scene around Salt Lake, he landed at Proper as a Chef de Cuisine. “I worked with the brewery to make great beer pairings and upscale pub fare. I’ve helped put many staple items on their menus (that are still on the menu), and I did my part to improve the local dining scene”.

Now that Chef Daniels is running the kitchen at The Brickyard Bar he has full control to make his own menu, consisting of from-scratch pub favorites like Traeger smoked chicken wings, an unbelievable pot roast French dip, Wasatch Jalapeño cream ale battered cheese curds, and homestyle fried chicken and waffles on the brunch menu. Erik is passionate about his food and said, “I think good drinks need to be paired with great food, and good company. That’s why I’m happy to be a part of this family at The Brickyard Bar, and to help elevate the bar scene”. Erik has developed a cult-like following for his smoked wings and Brickyard Burger, which have local foodie bloggers visiting regularly.

The food has really helped the bar stay afloat during the pandemic, and has also helped support other local businesses, such as local Frog Bench Farms, where Brickyard Bar sources almost all of their produce.

The bar has been diligent about upholding cleaning standards during the pandemic - high ceilings, keeping the large garage door open (weather permitting), and the patio have made for a safe space to go out. The bar has curated an alcohol selection ranging from the classic domestic beers we all love, to sought-after scotches and whiskeys. 10 iconic signs to set your sights on in SSL

I

n the past year, South Salt Lake City has worked on revisions to the city’s sign code. One part of the code is to designate certain signs as iconic and protected them from removal. This reporter went on a hunt for iconic signs, some neon, and others not, and found at least 10 notable signs.

Lisa-Michele Church of Relentlesshistory.com said last year, “Historic treasures should be preserved because they add beauty and fun to our lives, because they reflect the creativity and vitality of long-time family businesses, and because they remind us of earlier days when more care, effort, and personality went into a sign’s design.

A unique sign became inseparable with the business’s identity and resonated with customers.”

The list certainly is not inclusive and if you have another suggestion, tell us, or better yet, tell the Community Development Department.

The 10 iconic signs of SSL (in no particular order): Ritz Classic Lanes Bowling Pin: The Ritz Classic Bowling Pin sign was erected in 1958 when Verne McCullough opened Ritz Classic Lanes at 2265 S. State St. The pin is 90 feet high and is known as the largest bowling pin in the nation. Initially, the middle rotated letters with “Classic” on one side and “Bowling” on the other. At the base, it advertised a coffee shop, a sports shop and 54 lanes. With 54 lanes, the Ritz Classic was the largest bowling establishment west of the Mississippi at the time.

During a windstorm, the sign tipped over and damaged 20 cars at the dealership next door in 1959. The sign has undergone many changes over the years. An explosion destroyed part of the bowling alley in 1967. The owners chose to build a skating rink over the damaged lanes. The sign was changed to read “Skating” on one side. In the 1980s, the rink was removed and more lanes were added, and “Classic” replaced “Skating.” In 2015, the bowling alley was closed, and the sign soon fell into disrepair.

The sign was removed in 2017. However, as part of the permitting process, SSL required the Ritz Classic Apartments builders to restore the sign. A new sign based on the old one created using LED lights instead of neon by YESCO, which built the original sign.

Bonwood Bowl: Bonnie and Woodrow (Woody) White opened Bonwood Bowling in 1957. The name comes from combining their names. At the time, there were 18 lanes. The bowling craze took off, and the Whites added 10 additional lanes and a lounge in 1958. In 1972, Bonwood added 14 lanes. This addition gave Bonwood Bowing 42 lanes making it one of the largest in the state.

Outside of the bowling alley at 2500 S. Main is a sign with an 8-foot bowling pin and ball and “Bowl” spelled in neon letters. In 2018, an alleged drunk driver hit the sign.

The White family, who owns and manages the Bonwood Bowl, decided to restore the sign rather than replace it.

“The Bonwood Bowl sign is very important to the streetscape of South Salt Lake. It represents a unique and creative design that is unlike any other sign or building feature to be found there,” Church said in 2019 at the ribbon cutting for the restored sign. “Because it has been there more than 60 years, it is a familiar and iconic visual that people associate with this area of the city.”

Standard Building Supply: At 220 W. 2700 South stands a large neon hammer with a direction arrow to the old home of Standard Building Supply. The hammer was installed in the ’50s or ’60s. When it was working, neon light outlined the hammer giving it a bluish hue at night.

Standard Building Supply was founded in 1948. They were acquired by Sunroc Corp., a subsidiary of Clyde Companies, in 2008. In 2009, Sunroc divided its operations and created Sunroc Building Material, which changed its name to Sunpro in 2019.

Town & Country Market: The old fruit neon sign still marks the Town & Country Market location at 2840 S. Main St. The sign was installed in the ’50s and still works. However, because the market isn’t open at night, the sign is off.

The Town & Country Market was initially an open-door fruit market for the farmers in the valley. Dennis Michelson bought the market over 30 years ago. Now

the market is a deli specializing in made-toorder sandwiches.

Siesta Motel: A neon sign advertising the Siesta Motel, 3109 S. State St., looks to be from the 1950s. The neon portions of the sign are covered with plastic to protect it from the weather. It still lights up every night.

Century Theaters: The Century 21 (aka Century 6) sign needs repair, but it reminds people of the dome theaters built around 200 East and 3300 South. The first dome theater (Century 21) opened in 1967.

It had 985 seats and an 80-foot curved screen, which was the second largest in Utah. The dome ceiling was 155 high.

In 1969, another dome theater (Centu-

ry 22) was built across 200 East. In a few years, the theaters fell victim to the trend of splitting large theaters. Century 22 was divided into two screens and Century 21 into three.

Over the years, the theaters were not maintained well, and severe water damage forced the theaters to close. In 1998, both buildings were demolished, making way for a parking lot for the Century 16.

Parker Theatre: The classic cinema marquee at the Parker Theatre, 3605 S. State St., has undergone a few changes over the years.

The building was originally named the Apollo Theater and open Dec. 31, 1946. It had 500 seats. In 1963, it was renamed the

Avalon Theater. The theater mainly showed second-run or classic films, with a hypnotist show on Saturday night. The theater was the love of Art Proctor. After closing as a movie theater, it was used mainly for concerts.

Joanne and Tom Parker, founders of the Salt Lake Children’s Theatre Company, did extensive renovations in March 2012.

The theater reopened as the Utah Children’s Theatre.

They added to the marquee by adding “The Children’s” running vertical and “Theatre” running horizontally. Earlier this year, the theatre was renamed Parker Theatre and replaced Children’s.

Busy Bee Bar & Grill: This nowclosed bar and grill, 2115 S. State St., was known for its garlic burger and the unique neon sign. The sign doesn’t light anymore, but the tubing spelling out the name harkens back to the ’50s or ’60s.

For many years, in the ’50s and ’60s, the motel’s advertising tagline was “Look for the Spike.”

Chinatown Gate: The Chinatown Gate isn’t old (it was built in 2011) nor is it neon, but it is iconic because of its design and placement on State Street. The gate uses colors and architecture in the traditional Chinese style.

The gate welcomes people to an Asian focused shopping center covering 5.7 acres and includes over 100,000 square feet of shopping and dining space. The Chinatown Supermarket anchors the Chinatown Plaza.

Local organization raising awareness of radon gas dangers

J

an Poulsen was 60 years old when she was diagnosed with lung cancer. She was confused because she had never smoked a day in her life. After a little research, she learned that her cancer was caused by a chemical in her very own home, one that is invisible, odorless, tasteless and otherwise impossible to detect without a test: Radon.

Poulsen was lucky in that she was able to beat her cancer diagnosis, but only after having undergone multiple rounds of chemotherapy and surgeries, including the removal of one of her lungs. But many are not so lucky.

Each year, radon is responsible for an estimated 21,000 deaths in the United States alone, according to the Environmental Protection Agency.

Exposure to radon usually happens in one’s own home. The gas forms naturally when uranium in soil or rock breaks down, according to the American Lung Association. It then “enters a home through cracks in walls, basement floors, foundations and other openings.”

Luckily there are relatively inexpensive tests available to measure the level of radon gas in a home. The only problem is that they

need to be done regularly.

Poulsen’s home was tested for radon over a decade before her diagnosis and the results showed a radon level of 2.2 pCi/L, much less than the recommended action level of 4.0.

However, radon levels can rise over time and home renovations can also lead to increased exposure. Poulsen’s family, for example, added a walk-out basement. Following her diagnosis, they had their home tested again and the result was 24.9 pci/L, more than six times the recommended EPA action level.

“If we had known, we would have had our house tested and remediated immediately after we had it remodeled,” said Poulsen.

Poulsen’s journey led her to help form the Utah Radon Coalition, a nonprofit organization dedicated to raising awareness of this rarely-talked-about issue. They hold regular radon awareness seminars, offer free testing kits to qualified individuals and lobby local lawmakers to adopt reasonable measures related to radon safety.

This month, for example, they’ll be encouraging a number of Utah cities including Cottonwood Heights, Draper, Herriman, Mill-

creek, Sandy and South Jordan to join the EPA and many others across the country in designating January as Radon Action Month.

National Radon Action Month “provides a fresh opportunity at the beginning of each new year for all Americans to protect their families by becoming more aware of radon, testing their home, and mitigating radon if the

test finds a high level of radon,” according to the URC website.

They will also be offering free radon testing for homeowners of those six cities during the month of January. Residents can request their free test by visiting www.utahradoncoalition.org and clicking on Radon Action Month 2021. l

Schools flip-flop learning methods to keep providing instruction to students

“I

didn’t know what to expect,” recalled a Canyons School District parent after his first child’s school changed to virtual learning after positive COVID-19 cases reached a 1% limit for the school.

“But it hasn’t been too bad,” continued Marc Hone, even as his three oldest children who attend three different schools all were learning online in late November, following health guidelines to temporarily close their schools. “We rely on Canvas (online learning platform), teacher emails and frequently look at the schools’ websites to ensure they’re getting their assignments done.”

This has been a different experience from last spring when all schools were suddenly put on soft closure for the rest of the school year following Gov. Gary Herbert’s mandate in response to the pandemic.

With four of his five kids then in school, it was a scramble to meet with teachers who held Zoom meetings at the same time and having limited devices, he said.

“It was a disaster last March, just terrible. We were strapped to devices and it was too much screen time. Some classes, it was hard to get on the livestream,” he said. “Now teachers are better prepared, each student is given a Chromebook from school and we’re OK as long as the internet holds up.”

A Granite School District parent, who only agreed to speak anonymously, said when her two high school students at the same school have flipped to virtual learning, each child has had different experiences.

For her freshman, there has been tears and stress keeping up with a 4.0 gradepoint average, but her child has been able to do it.

“She’ll work in front of the computer for six hours, take a break and then, do some more. I asked, ‘Aren’t you done?’

And she said, ‘Well, that was my schoolwork and now, I’m doing my homework.’

And she’ll be there for more hours. This is too much. I think that the quantity needs to be lessened, but the quality needs to remain,” she said.

Her other high schooler, a 4.0 GPA junior, has seen a total disruption in academics, his mother said.

“There’s been a lack of consistency with live instruction and support from some teachers,” she said. “He’s kind of crushed academically because of the stress and everything that goes with it. He’s not sure now that he wants to go to college; kids are starting to lose sight and lose hope.

It’s proving to be really, really difficult.”

schools, had transitioned to remote learning up to three times since school opened in August. Each time, in-person teachers flipflopped their teaching platforms to online.

Most districts are following Salt Lake County’s health guideline of closing schools for two weeks following an outbreak of 15 positive cases at the schools.

Canyons Board of Education set a 1% positive case threshold to trigger a closure.

Many students and family fear the disruptions in education with inconsistent learning when students or teachers are in quarantine or isolation or when entire schools flip-flop.

Alta High senior Coleman Hone, who is also taking classes at Canyons Technical Education Center, said the uncertainty of his schedule has been hard.

“I come home from my morning at CTEC to learn that Alta is online,” he said.

“This isn’t what I’ve grown up with all my life. It’s just inconsistent learning and it throws me off.”

His principal, Brian McGill, said it’s been challenging for his school community.

“It’s really, really difficult on teachers and our kids,” he said. “Students need stability. Some kids quarantined one, two and three times in six weeks just by sitting next to kids who tested positive. It’s hard on kids to stay up on studies and hard on our teachers preparing for all eight classes online.”

In the 12 weeks since school opened, Alta has flipped to virtual learning three times.

“School became unmanageable with so many teachers and staff out. It became a challenge to find substitutes and run school,” McGill said, adding 80% of administrators’ time was contact tracing.

Granger High also has flip-flopped three times.

“While we are becoming more efficient in our use of technology in attempting to engage students, it is still difficult,” Principal David Dunn said. “Establishing a

set schedule for teaching and having students log on has been much more effective in getting students to engage. We set deadlines, but we work with students individually according to their needs.”

However, he added, “First term, we did see an increase in students getting ‘F’ grades. A support system has been put into place to try and help those students get caught up.”

Cottonwood High flip-flopped twice, sent teams to students’ homes to support students, and has seen improvement in student learning—after implementing ideas from other schools, including a set schedule.

“We found that with our students, and it was toward the end of the first quarter, our participation was terrible,” Principal Terri Roylance said. “Kids just did not follow up at home. I ended up mailing all first quarter report cards home to the families with on the back side a little infographic and letter from me saying why did we fail so many kids and it’s because kids did not

engage whatsoever. Not all, but many.”Brighton, like many schools when they flip, learned online teaching is more effective with a schedule.

“The first time, we didn’t require synchronous learning, but instead, let student set their own pace,” Principal Tom Sherwood said. “We learned that they’d procrastinate through the roof, had other concerns at home which made it hard to focus, had troubles with bandwidth, and other issues. It sounded great, but it didn’t work out that way.”

At Murray High, Principal Scott Wihongi said that transition to online learning needs to find a balance.

“Teachers continue to explore how much is too much when it comes to fully online learning,” he said, adding that the school flipped to virtual twice before December.

“They are finding that they have to scale back work a little more since it takes students longer to do it in the home setting.”

Hillcrest High School math teacher Matt Snyder said that when his school flipped around Thanksgiving, they had a schedule for a sense of accountability.

“Students need a structure to be successful; it improves productivity,” he said, adding that the last Wednesday online, only two of his 95 students during the day were absent—about the same as a winter day in a non-COVID-19 year. “Students learn better with interaction. I usually greet students when they come into my classroom, so I make sure I do that when I see them log on. It adds some personality and helps them from feeling so isolated, but if someone were to come by my classroom and see me just talking without anyone here, they’d think I was crazy. It’s strange to be here all alone teaching.”

The transition to virtual learning was not what Hillcrest sophomore Campbell Hone expected.

“I thought I could sleep in, but there’s a schedule and a procedure to take attendance; I can’t wear PJs and we have to have our (Chromebook) camera on,” he said.

“Even so, I don’t feel as connected to other students and my teachers; the class discussions online don’t give off the same intense learning vibe. I don’t want to miss out on my education, but it’s hard to sit in front of a screen.”

While some students are self-motivated and disciplined to learn online, Murray’s Wihongi points out: “In-person learning is much preferable in many areas because of that direct support, connection and structure.

Some students are clearly struggling without that.”

Administrators and parents say students are missing education in a social environment.

“Students want to learn in school, have access to teachers and discussions face-to-face with their classmates. Learning alone is not the same,” Brighton Principal Sherwood said.

That’s what parent Karla-Ann Whitaker said about her son, Jack, who was learning online while Indian Hills Middle flipped in late November.

“He misses his friends, flirting with girls and seeing his teachers,” she said. “It’s been a pain in the butt.

We’ve had tech issues and called the school, we’ve needed different links to have him connect with his classes, his grades have declined. He needs to be self-motivated and stay off his phone, but it’s hard. I know teachers are trying and we need to do what is safe, but it’s a tough adjustment.”

She said that as a single mother who is working and going to school full-time herself, she relies on him to watch his younger siblings, and that isn’t always taken into account with how much longer it takes to do homework online.

Jack supports his mother’s assessment.

“It’s terrible; it’s non-stop Zoom meetings and teachers can only help so much when they’re there and I’m at home on my own,” he said, adding that he has asked for more explanation with math in an email or the next Zoom call, but then he’s also waiting for those to happen. “It’s definitely slowing down the progression of learning.”

Indian Hills seventh-grader Addison Hone agrees: “I can’t stop by after school to ask a question to a teacher. I have to email or ask in a Zoom call and hope there’s not a glitch.”

While she appreciates the efforts her teachers have made, Addison said, “It’s a lot harder to be interactive.

They can’t see if your hand is up. It seems like there’s a lot more work with less instruction.”

Engagement and a sense of belonging is what is missing this year, administrators said.

“It’s hard when we’re not in-person to engage,” Mountain Creek Middle School Assistant Principal Tim Brooks said. “We are not sure where students are, what they’re doing, what’s going on, and we can’t see their expressions as teachers walk the aisles. We try to overcome that with having cameras on, but it’s still hard. We don’t have the same assemblies and talent shows; teachers can’t give them high-fives. It’s like giving kids a Snickers and saying eat it, but you can’t take off the wrapper. We’ve all been learning to be more appreciative, become more patient, get creative and have humor during this time.”

Brighton’s Sherwood agrees: “What’s missing is all that makes high school fun and draws kids in—after-school socials and clubs, wearing school colors to football games, belonging to a school community and buying in to that culture.”

At Alta, McGill said keeping students and staff motivated has been challenging.

“The magic and beauty of what a comprehensive high school can bring is taking a hit,” he said. “It is also heartbreaking when students practice and rehearse for upcoming performances, only to find out that they are postponed or canceled.”

Murray’s Wihongi agrees the school year looks different.

“Missing this year is the overall energy and spirit normally associated with our high schools. Our classrooms and hallways are less busy; our activities and assemblies can’t move forward as normal, so it definitely takes the wind out of the sails, so to speak,” he said.

Teachers and administrators are finding positive outcomes to the changes of education this year.

In the classroom, Hillcrest’s Snyder said students are communicating better.

“There’s been phenomenal eye contact with me as masks are forcing eye contact—and better communication. They say what they need to say. Students following the health guidelines and mask mandates has exceeded my expectations. They’re treating me and others around them who may be terrified to be here with care and respect,” he said.

Murray High’s Wihongi looks to the future of education.

“Our method of curriculum delivery and access will be a huge silver lining to this. We’ll have more options for students to access their education and all of our teachers will be able to blend online and in-person instruction much more proficiently,” he said, adding that, “Snow days will become online learning days. But what remains clear, though, is that in-person learning is the most effective method of learning, hands down.” l

Salt Lake County concludes budget process with no tax increase

With the final approval of the 2021 Salt Lake County budget drawing near, I wanted to share some of the proactive steps we have taken as your County Council to tighten up spending.

In June, because of concerns surrounding revenue impacts from COVID-19, we scoured our budget to find as many cuts as possible – leading to a massive $77 million budget reduction. Because of all the cuts we made in June, and because sales tax revenue did not fall as much as we anticipated, we ultimately had a fairly uneventful budget season.

As we strive to be as fiscally prudent as possible, one of our top priorities is maintaining our AAA bond rating. We are one of only 27 counties in the entire nation with this highest-achievable bond rating. Keeping this bond rating results in much lower interest rates on bonds and loans.

Here are some key principles I have always prioritized during the budget process, this year included.

First and foremost, tax dollars don’t “belong” to the county. The funds are yours. Taxpayers entrust the county, or any government for that matter, with a portion of their hard-earned money because they expect that entity to pro-

vide essential services for society to function. There is no amount of tax dollars that is too small to be scrutinized.

That is why I push back aggressively anytime I hear someone flippantly say, “It’s only x dollars… so we shouldn’t worry about it.”

Any expenditure, whether it is $10 or $10 million, should be reviewed, and if it can’t be fully justified to the taxpayers, it should be cut.

Second, I believe that all government functions should be viewed in two different categories: “need to have” and “nice to have.”

The “need to have” list obviously includes things that are statutorily required of the county to perform, think constitutionally mandated services such as criminal justice and election administration. I also consider public safety to be in the “need to have” category, since keeping our residents safe is a core function of government. However, just because they are essential does not mean they are above scrutiny, because efficiencies can still be found.

The “nice to have” list includes quality of life services the county provides, as well as any other program or initiative that can easily be described as a benefit to county residents, but

Libraries and open space some of the things in this category.

The separation of these two categories demonstrates the same principle that every family in our county goes through in their annual budgets. They strive to live within their means and focus on essential family expenditures sometimes at the expense of luxuries.

Lastly, I review each aspect of our budget and ask, “Is this the proper role of county government?” I’ve said many times that government can’t and shouldn’t be all things to all people.

There are many programs or services that are better suited to other government entities, nonprofits, or the private sector. Particularly in a tight budget year, it’s important to review each program, service, or expenditure and ask that question again and again.

I’m confident that these principles are the essence of good budgeting and fiscal discipline, and I will always advocate for this approach any time government is entrusted with taxpayer dollars. You can rest assured that for 2021, Salt Lake County has a balanced budget with no tax increase.

When my kids were little, I did a bit of substitute teaching.

After I accidentally threw an encyclopedia and flipped a desk over, I realized teaching elementary school probably wasn’t for me.

Teachers are comprised of strong stuff. The molten lava that flows through their veins gives them courage and an unbreakable gaze. A skeleton made of graphene (200 times stronger than steel) keeps them steady and protects their hearts. And those hearts beat a consistent tempo that opens doors to new worlds and encourages students to find their own rhythm.

But teachers are exhausted.

I attended Viewmont Elementary during the 1900s, where teachers were the top of the food chain. I worshiped the good ones, feared the difficult ones, and loathed the mean ones.

I remember the “trip” our kindergarten class took to Hawaii where we ate coconut and learned the hula. And the teacher who caught us eating snowballs, so she melted snow to show us the dirt and grime. (I haven’t eaten a snowball in more than 45 years.)

Or the teacher who shamed me for not knowing the word “chandelier.”

social skills. Okay, I learned them poorly, but I did learn some. I interacted with people my age where we talked about our favorite TV shows, what we had for dinner and whether my crush winked at me or had a tic.

Today, students feel lost.

My 8-year-old grandson started the school year online, changed to in-person learning, then went back online. He might enjoy hanging out with his mom, grandma, and little demon of a sister, but he misses his friends.

Imagine trying to learn long division on a Zoom call. I couldn’t even learn it in person. Or imagine

hosting a virtual call for a class of first graders who have the attention span of a meatball. My mom thought education was vital, but if she had to supervise online learning for me and my four siblings, she would have sold us to the circus.

Teachers are struggling. Kids are struggling. Parents are struggling.

strating unprecedented resilience.

Many kids are failing this year, but are they really? Can you fail when a global pandemic changes the rules? When teachers adapt daily to shifting conditions?

Can you fail when parents work full-time jobs at home while staying on top of online assignments and hybrid schedules?

Teachers are a mighty mix of educator/guidance counselor/ cheerleader/cruise director, and this year their creativity and patience has been tested. It brings to mind my husband’s favorite quote, “Looks like I picked the wrong [year] to stop sniffing glue.”

NEW TEMPORARY WINTER OVERFLOW HOUSING OPENS IN MILLCREEK

T

he Salt Lake Valley Coalition to End Homelessness (SLVCEH) announced they have secured a new temporary housing facility located in Millcreek. The project will be a part of its winter overflow system.

The SLVCEH was created in April 2019 and aims to end homelessness in Salt Lake County. The coalition is led by 16 steering committee members.

The coalition’s website states they have been working to “identify gaps in the system, utilize data, research, and resources to establish creative, effective strategies to address those gaps.”

The new temporary housing facility in Millcreek is in the former Osmond Senior Living Memory Care facility on 950 E. 3300 South in Millcreek. It has 60 beds in a non-congregate setting, or up to 75 under emergency conditions. The use runs from mid-December to no later than April 15.

The facility intends to provide temporary housing during the cold winter months for those people who have already accepted help to transition out of homelessness.

The use of this facility as temporary housing is a permitted one in the zone in which it is located. As such, no public hearing will be held (nor is one allowed by ordinance).

“We are heading into a Utah winter in the middle of the pandemic,” said Millcreek Mayor Jeff Silvestrini, “and it’s going to be a hard time for a lot of people. I'm pleased that our city can be a safe place, at least through this winter, for Utahns experiencing homelessness to call home as they transition to more stable living arrangements."
