idvale City saw over 15% less income than expected at the end of last fiscal year (July 1, 2019- June 30, 2020). Before that fiscal year (FY) ended in June 2020, the city had to curb spending to make up for the dip, but was only able to by 9%. To make up for the gap between expenses and income, some money was used from the general fund balance, or what the city calls it’s rainy day fund: $326,500. Administrative Services Director Kyle Maurer, the staff member in charge of compiling the budget with the City Manager Kane Loader, explained. “After general fund use we will still have about $3.4 million in reserves which leaves 17% of budgeted revenues. Midvale policy is to stay above 15% of budget, state requires 5% minimum, 25% maximum from state law,” Maurer said. Why was fund balance used instead of cutting more costs? “Eighty-six percent ($17,533,447) of our items are difficult to cut: personnel, contracted services such as police, our debt services and telecommunications. “If we cut personnel we won’t be able to keep the service levels we have. Our bond holders would like us to make our debt payments. Only 14% of our items are easy to cut if it needs to be. That’s about $2.8 million,” Maurer said.
