LOCAL COMPANY OFFERS NEW PRODUCTS TO FIGHT THE PANDEMIC

It was equal parts wanting to help and needing to keep our doors open,” Mike Peterson said. Peterson is president of SugarHouse Industries, a company started by his grandfather nearly 80 years ago. SugarHouse Industries specializes in making vinyl boat covers and awnings.

The appearance of COVID-19 in Utah has brought many industries to a halt, including companies offering products for vacations and leisure time.

“People were canceling their orders,” Peterson said. “I was trying to figure out how to stay busy, stay relevant.”

The solution came from Romy Humphries, the sales and marketing director for SugarHouse Industries. She came across a story about another company that was making face shields to protect medical workers from coming in contact with the virus.

“The thing that caught her eye was that the company was using marine-grade vinyl,” Peterson said. “That’s exactly what we use. That made us think real seriously about it.”

Later that day Peterson created a prototype face shield.

The next day he showed it to someone at a local hospital. Two days later the hospital ordered 10,000 of them. Two weeks later, SugarHouse Industries delivered the last of them.

Aside from that very large job, the company has taken orders from smaller medical offices, nursing homes, assisted living facilities, dentists, mortuaries, police departments and others.

Peterson estimates that by the second week of April they had delivered 50,000 face shields and 30,000 masks.

International baccalaureate program awards diploma to high school seniors without testing

I

nternational baccalaureate students at 10 Utah high schools will be earning their diploma without taking their final tests. Those students include those in the Salt Lake Valley at Highland, Hillcrest, Skyline and West high schools as well as at Providence Hall.

In late March, IB announced that they would no longer hold the May 2020 examinations that were scheduled for the diploma program and career-related program candidates because of the global COVID-19 pandemic, and instead, “depending on what they registered for, the students will be awarded a diploma or a course certificate which reflects their standard of work,” their webpage stated.

It is the first time IB has canceled examinations in its 52-year history.

The IB diploma program is made of three core required components— theory of knowledge, a 4,000-word individual research extended essay, and a creative activity service project — in addition to studying six core subjects: language and literature; language acquisition; individuals and societies; sciences; mathematics; and the arts.

Students are evaluated using internal and external assessments, and courses finish with an externally assessed series of examinations, usually two or three timed written tests. Internal assessment varies by subject, for example, fieldwork in geography, laboratory work in the sciences, artistic performances, oral interviews in languages and investigations in mathematics. These typically are graded by the classroom teacher, whose grades are then verified by an appointed external moderator.

The career path not only includes courses from the diploma program, but also those of career-related studies, such as technical and professional coursework. There also is a

At Hillcrest, which is one of three local schools that offer both the diploma and career path, senior Emily Zhang said she first saw the announcement on her IB account, then has been receiving updates from the school’s IB coordinator John Olsen.

“It’s a little weird not to do testing,” she said. “A lot of us are happy that we don’t have to sit through them, but we’re also in shock. We’ve spent the past two years preparing for them, so where do we go from here? It’s unprecedented.”

to see what students know. Our teachers are trained around the country so it’s fair that they will treat students the same as an IB school in Argentina may treat them. They’re all looking extensively at the IAs with a finetooth comb.”

However, as schools were abruptly put on soft closure in mid-March, some of Hillcrest’s 93 students who were to test this year left school that day, not knowing they wouldn’t return, and their projects were left unfinished. Olsen said teachers are working with those students to access the materials to help them finish their IAs. While Zhang has turned in her IA, she said students aren’t clear on how the final score will be calculated. Scores with the IB diploma are used by colleges and universities to determine the amount of college credit a student earns with the program and are expected to be released July 5.

And even though students won’t be taking the year-end test, Zhang still feels that she will be prepared for college.

“I should be fine heading into college,” she said. “I already had tested in two areas last year, so I feel prepared. A lot of us already were reviewing our notes for this year and our teachers are continuing the rigorous curriculum to maintain the IB standard.”

Olsen said some teachers are continuing as if a test is imminent – even having students take previous year tests as practice. Schools also are to submit six IB subjects and teacher comments for IB to review.

“Our teachers are still giving the coursework at the same rigor, so students are prepared, and they earn their grade,” he said.

“IB is adjusting the best they can so the IB diploma will reflect the student’s standard of work.” l

One way that SugarHouse Industries has been able to produce so much is through volunteers — friends, family and neighbors.

Peterson’s youngest children, ages 8, 10, 12 and 15 recently had their first experiences working at the family business.

“Volunteers do the easier assembly: packaging, counting and sorting,” Peterson said. “My 8 year old was just as busy as can be.”

With each shield or mask made by a volunteer they brought in, employees earn “Volunteer Time Off”—paid hours they can spend serving causes they care about during the Christmas holiday.

SugarHouse Industries also put out a call on social media for volunteers to make face masks at home.

“They pick up the supplies, take them home, bring back the masks,” Peterson said.

“People are good and people want to help.

It’s been heartwarming to see the response.

Too bad it takes a pandemic, but that’s the silver lining. People think about how we’re all in this together, and that’s pretty cool.”

So far all of the extra business has come from word of mouth.

“We haven’t been looking for more work because what’s coming to us has been overwhelming,” Peterson said. “The demand has been an unexpected challenge. We were not anticipating the demand, so lately our challenge has been sourcing materials.

We’re going through a lot of it, and suppliers offices are closed or furloughed.”

Peterson is grateful that he hasn’t had to lose any employees. “Worrying about laying off staff was keeping me up at night,” he said. “Now I’m still up at night, but for better reasons. I’m stressing about how to get the work done.”

“It’s a conflicted feeling of hoping the demand stays up so we can keep working.

Yet we want this (pandemic) to end. I worry about the unknown of what the economy is going to look like when this is over. Will people want to buy awnings and boat coverings again?”

For now, the company is busy producing equipment that will help stop the spread of COVID-19.

“I’m just so proud of our employees for stepping up and rising to the challenge,” Peterson said. l

Entrada students learn from professional engineers, surveyors

T

hirty-one-year-old Alexandra Bonillo had earned her engineering degree and computer-aided drafting certificate from Santiago Mariño Polytechnic University Institute in Venezuela, but when she sought political asylum in the United States last spring, she learned she needed to re-validate them so she reached out to Entrada High School.

“I want to get into the field in the United States and make connections through this class,” she said, with the assistance of translator and Entrada administrative assistant Jose Rincon. “I’d like to pursue designing homes, including work as an interior designer and get my realty license to sell houses.”

The course is offered through a partnership between Focus Engineering & Surveying and Entrada, Canyons School District’s high school that offers adults the educational opportunities to earn a high school diploma, prepare to take the GED test or improve educational skills like math, reading and writing. The partnership is one of several offered through Entrada, where local businesses offer instruction in their field so adult learners can get hands-on experience while learning about the career.

For Bonillo, it has been helpful in practicing her English while interacting with professionals.

“I’m learning more commands, shortcuts I didn’t know,” she said about the AutoCAD program.

Bonillo not only left her homeland, but also her parents and sister. She came with friends and, while in Utah, has worked in both a pizzeria and doing housekeeping.

“I’m wanting a better life, and with this class, I’m learning from professionals,” she said.

The six-week AutoCAD introductory course is taught by Jason Barker, vertical engineering department manager, and Travis Benson, site civil design department manager.

“At the end of the course, they will be able to sit at the computer and have a basic idea how to navigate AutoCAD,” Benson said. “To be proficient, it takes years. There’s lots of layers and new ways to do it. There’s thousands of commands, easily.”

In early March, they were reviewing with five students how to block or group things together and copy before moving on to allow them to select a design and create it on the program. With five students, the instructors were able to provide students a lot of individual training.

That was something that appealed to Andrea Orozoo, who along with Jose Guerrero, decided to take the class at Bonillo’s urging.

“I’m learning new depths and commands from the teachers who are professionals,” said Orozoo, who attended Clearfield High after moving from Ecuador. “I’d like to be an architect and design smart houses where lights, fans, televisions and other items could be controlled by voice or a cell phone.”

Guerrero said that his family designed and created clothing in Ecuador before moving to Utah. Now he paints houses.

“My dream is for better education, a better job so I took the Entrada course,” Guerrero said. “It’s been so much fun. I can see how AutoCAD could help create models for clothing. I’m now painting houses and this has helped me so I can understand the blueprints much better.”

lution in the 1980s and 1990s, Benson said.

Barker added that since the initial introduction, CAD programs have become faster with more memory.

“It’s been a real benefit to reproduce drawings and just be able to edit it, instead of erase or recreate the drawing from scratch,” Barker said. “Almost every technical field uses CAD and almost anything we use — a spoon, a keyboard, a chair, a pen — is designed using CAD.” Another benefit is to be able to use a thumb drive, iCloud, Dropbox or other methods to share drawings with clients in different locations to review them, Benson said.

These benefits and information about the career paths were shared with students, including the possibility of a paid internship with Focus after completion of the class.

“Our hope is to find a diamond in the rough at Entrada and introduce all students to a larger skill set. It’s giving these students a confidence boost and an introduction to the field,” Benson said. “We want to inspire the students to do something. This is something we are passionate about and hope if they love this, then they’ll take a class at the community college and springboard them to a university.”

Focus also offers a 12-session introductory surveying class, which is half classwork and half site work. The inaugural class was offered last fall where students learned from third-generation surveyor, Spencer Llewelyn, who is the survey department manager.

“It was cool to see what they were able to do by the end of the course,” he said.

“They were using GPS to survey as close to reality as possible, using construction drawings I made for utilities, curbs, gutters and sidewalks.”

Llewelyn said that while many STEM careers are being considered, some technical fields such as surveying are getting overlooked.

“We talked about the career path, what’s available in the field and schooling,” he said, noting that there are more people retiring in the field than entering it. “There’s not too many barriers to entering it and quite a big demand in the field.”

He said that to be licensed, surveyors earn either their associate’s or bachelor’s degree, then add experience to total eight years.

The partnership with Focus was set up between the company’s general manager, Ron Paul, and Entrada’s adult education program manager Mark Mataya, in hopes to provide adult learners a way to learn about the company and learn from professionals.

The Utah State Board of Education supports this adult education learning.

“Many individuals who have the interest in a career, may not have the right education so they just give up rather than explore their interest,” said Brian Olmstead, Utah State Board of Education Adult Education and Prevention & At-Risk Programs student support coordinator. “We need to build these local partnerships, to make the connections between businesses and Entrada to meet the local demand. This is a great partnership and we want to clearly build more of them. It’s the direction we want to go.” l

Hillcrest High students can be woodworking certified, transfer skills to other classes

Wood shop is a metaphor for life—we are all trying to create something worthwhile.”

That is the philosophy of Hillcrest High School’s woodworking teacher Alaina Hales.

“I teach students problem-solving, conflict resolution. They work through their problems whether it’s with wood and projects or papers and deadlines. Each of us makes mistakes, but we need to learn compromise and revisions.

These woodworking skills are transferable to any class and any part of life,” she said.

At Hillcrest, there are multiple woodworking classes, from furniture design to acoustic guitar building, all supporting the

“Our students will be able to get basic certification for industry standards from safety to using table saws,” he said, adding that the school pays for the certification. “Industry will know that this person with a certification has knowledge in the basics in the field.”

While he said the Woodwork Career Alliance has been well known on the East Coast, it is becoming better known in the West.

“We hope it will bridge us with industry

Senior Andrew Walker also has been combining his knowledge of woodworking with his love of musical theatre.

“I thought it would provide me with a good set of knowledge,” he said. “It’s been cool to learn skills, no matter what I will do in the future.”

After completing a couple of projects, he decided to make a shot glass cabinet for his dad’s collection as an upcoming birthday and Father’s Day present.

“It was cool to design something to make,” he said, adding that Hales passed off on the project. “I’ve learned about safety and use of the machines, even though it was a little terrifying at first.

How COVID-19 is affecting Midvale

s jobless claims rise around the country, and as many businesses have been forced to close, Midvale City has been hit financially just as everyone else.

Finance Director Kyle Maurer informed the Midvale City Council that the budget was going to be tighter than previously hoped.

The city relies on three sources of income: property tax, sales tax and fees.

“We are expecting an 8% drop in sales tax,” Maurer said.

With so much financial uncertainty, the council is looking for ways to cut costs.

City Manager Kane Loader wants employee layoffs to be the last resort.

“We had to do layoffs I believe in 2010.

We’ve learned a lot from that, that’s something we don’t want to do. That’s the last resort in my mind,” he said.

“This is a dire situation for a lot of cities,” Loader said. “We have been blessed that we have a very diverse sales tax base. We’ve got a sales tax base in almost every area. Our building supply places in Midvale have been doing very well. Our food supply stores are doing very well.”

However, cuts still need to be made.

Other avenues the city might take are closing positions that are not yet filled, reducing operating budgets for each department, and delaying projects.

Councilmember Paul Glover said, “There’s a lot of things we really need to discuss… If we’re cutting all of our departments, probably the Arts Council and some of those others are going to have somewhat of a cutback.”

Even with revenues decreasing, Unified Police Department is asking for an increase of contributions from each of the cities it services. They are asking for an additional $500,000 this coming fiscal year (July 2020June 2021), 6% more than last year. UPD also raised their costs last year in an attempt

to keep up with the market demands for police officers.

“You always have the option to go to truth in taxation and say, ‘OK, we’ve got to cover this cost for UPD and it’s going to cost each resident about $60 a month to cover this. Are you willing to do that or do you want us to do something else?’” Loader said.

“Something else” could be Midvale operating their own police force instead of contracting with UPD. City Councilmembers were divided over the possibility of a tax increase.

Glover stated he wasn’t sure the city would be able to cover costs and increased pay to UPD during the next year without a tax increase since the city is losing money much at the same time.

But, “with the way it is, we can’t raise taxes. UPD needs to make cuts too for this time that we’re going through,” he said.

Councilmember Bryant Brown also expressed frustration at the increase from UPD. “We really need to open up a much bigger discussion with the city,” he said. “I have a huge problem with the notion that we’re going on back to back years on fund balance.”

“If we don’t handle this now, I don’t know if we’re ever going to without a massive, massive increase.”

UPD asked for an increase in 2019, which inspired a lot of conversation in May and June of that year.

Maurer said at the end of the discussion that, “We’re still expecting about a $1 million decrease in revenue. We recommend to the City Council that we go through truth in taxation.”

Budget discussions will continue through May and June before a final decision is made before July 1. If there will be a truth in taxation meeting, that will occur in August. l

Senior centers continue to offer services during the pandemic

“It’s nice to be wanted and needed” That’s the way Red Cross volunteer Dwayne Woolley responded when asked why he volunteers with the Red Cross. Dwayne serves as a blood delivery driver acting as courier transporting blood be it fixed sites, blood drives or to hospitals. His typical weekly run is Salt Lake/Orem but he can also be dispatched to neighboring states such as a 6 hour day drip to and from Burley Idaho. How important is his role and role of donated blood in general? Every two seconds someone needs blood and yet Dwayne points out a troubling statistic that only 3% of the eligible population give blood. “Hard to believe, right?” adds Dwayne.

ll Salt Lake County senior centers temporarily closed their doors on March 13 to help prevent the spread of COVID-19. But while the Midvale Senior Center is closed to visitors, its staff is just as busy as ever.

On a Friday morning in April, cars were lined up along Main Street next to the senior center. The drivers were waiting to receive a hot, fresh meal they had ordered the day before.

The meals are cooked on-site, then packaged in a to-go box and delivered to each car.

“What’s important now is that seniors get the meals they need,” said Loriann Warner, manager of the Midvale Senior Center. “We want them to save their income to use toward medical expenses, not food.”

Ann Phengpaseut is employed by Utah Community Action to serve as head chef of the meal program for aging adults in Salt Lake County. Meals served in March included baked chicken parmesan, pork chops with tomato caper sauce, and beef and broccoli with brown rice.

“We have a really good meal here,” Warner said. “Yesterday, we served 59 seniors, which isn’t bad for a drive-up lunch program.

Some are regulars and some are seniors I’ve never seen before. You can tell they’re being impacted in their ability to get to the store because they’re coming for lunches.”

Starting on April 20, meal pick-up moved to the west parking lot to make the process safer for staff and also accommodate more seniors.

Any adult aged 60 plus can take advantage of the Meals to Go program Monday through Friday, 11:30 a.m. to 1 p.m. The center suggests a donation of $4 per meal for those who can afford it. Donations can be made online at slco.org/aging-adult-services/donation. Cash or checks in a sealed envelope may be handed to a staff person, but online donations are strongly preferred.

program, but with new social distancing procedures. Drivers are asked to hang the bagged meal from the client’s door handle, then wait from a distance of 10 feet to ensure the client receives their meal.

“More and more people are calling in to ask for meals as the virus extends,” Warner said.

Volunteers are needed to deliver meals and drive seniors to wellness check-ups like dialysis or cancer treatments. “In between rides, the whole insides of the car need to be sanitized,” Warner said. “All these normal things we do, but we have to add the sanitizing component, which takes time.”

The senior center staff has also been tasked with checking in twice weekly with the nearly 600 individuals that participated in a senior center program during the past year.

“That’s been overwhelming, but we’re doing the best we can,” Warner said. “A lot of seniors have been very appreciative of us calling.

We give them the option if they want us to call back. A lot of them say, ‘Yes, please call back,’ so that’s what we’re doing.”

The Midvale Senior Center is also sending at least one email to seniors each day with information on how to find resources for safety, learning, exercise and more.

Volunteers are also getting creative. The teacher of a popular dance class at the Midvale Senior Center has continued classes online.

“The county can’t promote it as our class, but it’s the same teacher and the same students,” Warner said. “She had their contact info, and they do the class over Zoom every day. I think that, more than anything, would help keep the isolation feelings under control.”

Warner said neighbors of seniors can help by checking in on a regular basis and even offering to grocery shop for them.

“Anyone that’s immunocompromised is in a lot of danger right now,” Warner said. “The more seniors we can serve, the better.” l

Dwayne’s service to the Red Cross goes all way back to 1968 when his uncle instilled a lifelong practice of “giving back” by encouraging his nephew to donate blood. For the next 50 years he did just that until a cancer prognosis meant that he could no longer donate blood but what he could donate - especially as a retiree - was time. Dwayne found that there were plenty of volunteer opportunities with the Red Cross first as a Blood Donor Ambassador to meet and greet donors at blood drives, ensuring that they had a great experience, and then as a driver.

Rich Woodruff, Regional Communications Director for the Red Cross said right now in the Greater Salt Lake area there is a critical need and strong recruitment push for drivers. The organization provides both the training and vehicle for all potential drivers. The schedule can be flexible in terms of both scheduling and time commitments. Woodruff says “the need for blood is constant but so is the need for volunteers and right now especially drivers, so please consider giving back just as Dwayne Woolley has. It’s not just giving the gift of time but for a patient in need access to the gift of life” he adds.

Volunteers need a valid driver’s license with at least three years of driving experience and a safe driving record. They must also be able to lift boxes weighing up to 45 pounds for hospital deliveries. The Red Cross is looking for 20 new drivers to sign up for at least one 4-hour shift each month to ensure they can deliver its lifesaving blood products.

ormer Hillcrest High athletic director and coach John Olsen said it’s a little sad to see the 58-year-old gym being demolished.

“There’s a lot of history you felt in the old gym,” he said. “I always look back at fondness of the games, at the fun memories of Zane Beadles’ jersey being retired, at the kids’ excitement of the introduction of (football) Coach (Cazzie) Brown – those are some

great memories – the losses were never fun.

But with the new facilities, we’ll make some more.” Beginning with the breezeway on April 3 and continuing from the auxiliary gym then to the main gym through April 17, the first part of Hillcrest High School was demolished to prepare space for a four-story classroom wing of the new school, which is being rebuilt on the same site. Students have used the

gymnasium facility for everything from pep assemblies and haunted hallways fundraisers to Husky Howl dances and graduations to physical education classes and athletics. The last competitive event, held Feb. 29 in the main gym, was the school’s unified basketball team game which defeated both Corner Canyon High and Wasatch High and the latter again in the tournament championship game.

Only a few onlookers, mostly those who were using the track and a handful of teachers working from inside the school, witnessed the demolition since the school was on soft closure because of the COVID-19 pandemic.

So, what was the purpose of all that has happened around the globe thus far this year? And how does one address the residents of Midvale after living through March and April? I know you agree with me that there have been no more disruptive months in our lifetimes than these! The COVID-19 pandemic that has swept across the face of every nation on earth and affected every human being in some way. We are seeing that the resilience of our divine race is simply amazing.

Here at home in our city, the economic “winds” have been blowing mostly from the cool north (Nice in July and August, but not appreciated in a cold sterile spring!). Retail stores are enduring an impossible-to-overcome deficit in their sales and therefore, their profit margins, and therefore, their wages, any time soon. However, we are seeing a surge of innovation as businesses, neighborhoods and families try ever more divergent means to infuse profits, love, fun and enjoyment back into their lives. I hope you are watching and listening occasionally to the local news channels and websites to see what is beginning to happen in our commercial world. The shop owners are anxious to once again serve their long-lost customers.

We may have all had to get a haircut last month in a much different manner than usual. Our virtual computer-filled world has its surprising style of togetherness: This Easter Day, 38 of my family gathered electronically around our various laptops and tablets hundreds of miles apart to watch and listen to our Arizona grandson give a report of his seventeen-month proselyting mission in Northern Chile – shortened

by the invasion of the coronavirus. Later in the same evening, the families again got together using the same method to play three rounds of the fast-thinking word game, Scattergories. Such a fun great afternoon and evening could never have happened without the tools of our day!

A reminder: The calendar is flipping months by. The 2020 US Census can still be completed online now. The Census Bureau postponed the field activities until after June 1 due to conflicts with the COVID-19 pandemic. But if you haven’t completed your online census, you can spare the enumerator’s visit to your front door by doing yours NOW. We must do better! The latest completion percentage for Midvale (in mid-April) was only 48%, near the bottom of Salt Lake County municipalities. We can do better than that!

The Census results will help infuse much needed funds spent in our city partially because of the results COVID-19.

Seniors 60 years of age and older: There is a free or low-cost lunch available to you at the Midvale Senior Center, 7550 S Center St., next to City Hall, every weekday, 11:30 a.m. to 1:30 pm. There are a variety of menus throughout the week. The meals will be brought out to your car for takeout. Don’t go hungry!

The COVID-19 pandemic has caused a dismissal from schools across the state of Utah. However, we have several schools within Midvale City that are open to allow students to offer meal services.

MIDVALE CITY BUDGET

The development of Midvale City’s annual budget is one of the most important functions of the government. It requires the efforts of both the executive and legislative branches. The City Council adopts a budget for Midvale City, the Redevelopment Agency and Municipal Building Authority. The budget is one of the Council’s strongest policy-making tools because it is an effective way to set goals and establish priorities.

The City budget year runs on a fiscal year, from July 1 to June 30. Beginning in January, department heads submit budget requests to city management. In April, the City Council holds a Budget Retreat to discuss budget requests, priorities, goals and objectives. City management considers and prioritizes budget requests coordinating with the City Council’s priorities and objectives. In May, the budget recommendations are presented to the Mayor for approval, then they are presented to the City Council for adoption. While the Budget Retreat and public meetings are open to the public, the City Council doesn’t solicit Public Comment until the public hearings that will be held on May 5 and June 16. We encourage our residents to review the tentative budget that is available online and submit their public comments via email Lmagness@midvale.com or on Facebook live during the public comment section of the hearing.

The final budget must be balanced with anticipated revenues. The Council votes on the final budget in June unless the budget includes a property tax increase. Utah law requires that a public hearing be held whenever a taxing entity proposes to raise revenue through property taxes. This is known as the Truth in Taxation process. When a city goes through a Truth in Taxation process, the budget is adopted in August.

Revenue growth is vital to continue maintaining levels of service. Taxes, charges for services, and economic development all contribute to the City’s growth in revenue. Midvale City’s main source of revenue comes from sales tax. Therefore, we have been able to keep our property taxes lower than most cities.

Tax Revenue Distribution

Despite the current pandemic, development continues in the City. Millions of dollars are projected to be invested in the City over the next several years. Proposed projects are anticipated to proceed as planned. City Hall remains open virtually and City staff do their best to create stability for those investing in our community. Inspectors continue to do their jobs — while maintaining the appropriate six feet of distance from others. City planners are accepting plans electronically. Meetings continue, either over video chat or the phone. This continued construction benefits Midvale for many reasons: building fees remain stable if current developments continue to move forward, continued construction keeps people employed, and goods and services are purchased locally so Midvale benefits from the sales tax revenue.

Key indicators show that the economy will go through a major downturn due to the COVID-19 pandemic. Fortunately, we have a diversified economy. A diversified economy creates a sustainable cycle of economic activity where businesses continually feed off of one another and grow larger as the economy grows. Since Midvale City’s economic health is not tied to a single industry or market sector, the financial impact of the COVID-19 pandemic will not be as harsh for Midvale City compared to other cities in the area. However, we do

anticipate a significant drop in revenue for the current budget year (approximately $575,000).

We also anticipate a significant drop in revenue for fiscal year 2021, which starts July 1.

We estimate revenue will be short by $1,000,000 in fiscal year 2021: sales tax (-8%), fuel tax (-21%) and Transient Room Tax (-37%).

Staff has proposed the following to address the budget shortfall. We will continually evaluate the situation. If revenues improve faster than expected, we will review our options.

• Keep budget “flat” ($1,500,000 of new budget requests not recommended for approval) • Suspend all salary and pay increases until December • Suspend travel and education except for essential or required certifications • Implement a hiring freeze for non-essential positions • All proposed capital projects (with the exception of those funded by Transportation Sales Tax) are proposed to be deferred until the economy recovers.

• Defer fleet vehicle replacements one year • Our greatest resource and asset is our highly trained and skilled employees. They provide the services that our residents and businesses need. Due to the expected decline in revenues in the upcoming fiscal year, staff is not recommending cost of living or merit increases at the current time. However, staff will evaluate the City’s financial picture mid-year to see if compensation increases are feasible at that time. City Council and City management are committed to ensuring the current levels of service. Therefore, they are supportive of employee reductions only as a last “cost cutting” step.

• Only increases recommended for approval are for “non-discretionary” expenses (example, signal maintenance cost increases) • Utilize fund balance to cover a portion of the shortfall (approximately $510,000). Keeping a robust fund balance (aka “rainy-day fund”) means that, in the event of a downturn, the city can continue to provide critical services to residents. State law requires that a city maintain a minimum 5% and up to a 25% fund balance for emergencies or unexpected obligations. Fortunately, the Midvale City Council has planned well for the economic downturn. Midvale City has healthy fund balance, which equates to 17% of the City’s General Fund. Utilizing fund balance will allow the City to continue providing core services to its citizens at the same service level as the prior year.

• Property taxes are assessed by the Salt Lake County Assessor’s Office and collected for various local taxing entities. The amount of money the City receives is fixed, and there is no “cost-of-living” or inflation adjustment to property tax. Therefore, staff proposes a 2.3% property tax increase to adjust for inflation (measured by consumer price index.)

This would equate to a $4 increase for the average homeowner. In addition, Staff is also proposing to continue to capture property tax revenues from a general obligation bond (which were used to construct the Unified Police Department building) that will be paid off this year. While the tax increase would result in a tax of $32 dollars for the average home, because it is replacing the levy for the bond it would not result in an increase in the total taxes paid. Recapturing this property tax to help offset additional public safety costs and current debt service payments will allow the City to retain current service levels and will not impact the average Midvale City taxpayer.

The largest Midvale City General Fund expenditure is for public safety. Midvale’s police services are contracted with Unified Police Department (UPD), which is governed by a board of its member communities (Holladay, Midvale, Millcreek, and Taylorsville, county townships, and Salt Lake County). The annual budget for UPD is prepared by its administration and approved by the Board, with each member community having a vote. Once approved, each member community is obligated to fund a portion of the UPD budget based on a formula in the UPD contract.

Given that each community has different economic, fiscal, and policy concerns, it can be challenging to absorb substantial budget increases without impacting other municipal services.

Earlier this year, UPD completed a labor market study that indicated that their police officer’s salaries were not competitive within the market. Based on the market study and policy goals set by the Board, UPD has been looking at ways to offer their officers wage increases.

The largest expenditure for UPD’s budget is personnel, meaning that even modest wage increases can significantly impact the organizations budget. The Administration, UPD Board, and member cities are working together to ensure the financial impact on member communities is sustainable. At the time of this printing, the Unified Police Department board has not passed their tentative budget.

On March 22, 2020, Officers Will Clark and Alex Thompson responded to a shoplifting investigation at WinCo grocery store. An adult female was with her two small children when she was detained for shoplifting. During the investigation, Officers Clark and Thompson reassured the suspect’s two frightened children that police were not going to take their mother away. Officers Clark and Thompson’s calm demeanor made the children feel at ease with the situation. After the mother was cited and released, Officer Clark took it upon himself to purchase the toys the suspect had stolen and gave them to the children. There were obviously very grateful.

Undoubtedly, this simple act of kindness will have a profound effect on how the suspect’s children view and interact with police officers in the future. Officers Clark and Thompson should be commended for their professionalism and dedication to duty.

We have shown how much we care for each other, by the way our Midvale residents have responded: neighbors delivering groceries, cul de sac dance parties, bingo, shared musical talents, and community park cleanups. We spread so much joy and excitement with the Midvale Bear Hunt & Chalk your Walk fun, we’d like it to extend it one more month!

Salt Lake County Guidelines Salt Lake County is committed to balancing the critical needs of both community health and economic stability of our residents. Thanks to the community’s support and cooperation with social distancing, we are seeing great progress. While we’re not able to claim victory quite yet, we are able to cautiously relax some of the business restrictions that we have in place.

We all want to get back to living life as we knew it, but to get there, social distancing, face coverings and other safe hygiene and interaction practices remain critical to our ongoing success.

Salt Lake County has worked with the State, other counties, municipalities and the business community to develop action plans that will get employees back to work and residents back into the marketplace.

On April 29, 2020, Salt Lake County (SLCo) Mayor Jenny Wilson and Gary Edwards, Executive Director of the Salt Lake County Health Department, announced that SLCo would join the State of Utah in moving towards the orange phase of Utah Leads Together 2.0 (ULT). The conditions for businesses opening follow the State plan that is outlined in ULT. Social distancing and common-sense disease prevention methods must continue as we enter this new phase. Face coverings will be required for certain industries and strongly recommended for the public. Residents are encouraged to stay home where possible. If you feel sick, you should stay home. If you are in the high risk or vulnerable category, you are still in the red phase and should take precautions. Phased re-opening plans that outline restrictions for specific categories are available at coronavirus.utah.gov/utah-leads-together/#2.0.

SLCo continues to monitor data on a daily basis. With the successes that we have had with social distancing measures, SLCo wants to make sure that re-opening plans do not cause undue stress on our systems and that we do not have a resurgence of cases.

Utah Leads Together 2.0 Plan – Orange Phase On April 28, 2020, Governor Gary Herbert announced that Utah would be implementing the orange phase of the Utah Leads Together 2.0 plan, effective May 1. The announcement reiterated the severity of COVID-19 and the need for us to stay vigilant in proactively addressing the stopping the spread of the virus.

Moving to the orange phase does not mean going back to business as usual. Personal care services and fitness centers will be allowed to operate with restrictions. Carry out and delivery are still encouraged for restaurants, but in-dining services can resume with social

distancing and other restrictions. State parks are opening, and the State is working with the federal government to open Lake Powell. Groups of 20 or less are now permissible, with social distancing requirements. Schools and playgrounds are still closed. The Midvale City basketball and pickleball courts are still closed.

For those who have traveled, a 14-day quarantine upon return is required. We should all be wearing masks to slow the flow of the virus. The Utah Leads Together 2.0 plan can be viewed at www.coronavirus.utah.gov.

Under the state’s Utah Leads Together 2.0 phased reopening plan, face coverings are required for all employees of retail businesses.

• People are strongly encouraged to wear face coverings at all other times they are in a public place, including in all retail establishment, but this is not a requirement.

• A face covering can be anything that prevents respiratory droplets from spreading, such as a mask or a piece of fabric tied to cover the nose and mouth.

Do not use cloth face coverings on children under 2 years old.

Nor should such masks be used by people who have trouble breathing or who might struggle to remove the mask without help.

Barring pandemic delays, construction on track for Midvalley, Hillcrest

hile students finish the remaining portion of the school year at home, with the directive of Gov. Gary Herbert to ensure social distancing during the coronavirus pandemic, construction on Midvalley Elementary and Hillcrest High continues. “We may be able to advance some planned summer work,” said Leon Wilcox, Canyons School District business administrator. “Right now,

there are no anticipated delays, however that is subject to change if enough workers are forced to quarantine. Also, we could see additional delays as many of the construction materials are manufactured overseas in highly impacted countries where factories have been forced to close such as China and Italy.” Midvalley’s exterior is nearing completion in mid-April and interior work such

as painting in classrooms is well underway with millwork and carpet expected to be installed in May, Wilcox said. The elementary school is scheduled to be completed by this August. At Hillcrest, construction of the auditorium, technical and arts classrooms are underway in the former south parking lot.

Husky assistant to lead girls basketball program next season

atteo Dal Monte’s plan to lead Hillcrest Huskies girls basketball team includes hard practices.

“If we are engaged to practice as hard as we can, shooting before and after practice, and are competitive with every drill, then, we will be playing harder than we will in any game,” he said. “A lot of players graduated in region, which will leave it wide open, so if we prepare well, we have a shot of being in contention.”

Dal Monte was announced April 3 as the new head coach for the Hillcrest Huskies girls basketball team by Principal Greg Leavitt to the school community on YouTube to comply with COVID-19 social distancing.

“He has a calm, good demeanor and knows his basketball,” Leavitt said. “He knows the girls and has a good trajectory of where to take the team.”

Dal Monte grew up playing basketball.

“I’ve played since I was 5,” he said.

“Ever since, I’ve deeply loved the game. In high school, I had the inkling I’ve wanted to coach, so I picked my coach’s brain to learn why he made his decisions. He was a genius with Xs and Os and incredibly smart to create the best system for the personnel.”

While he played at a Burbank, California high school, Dal Monte said he had an ankle injury that sidelined him senior year; he then watched several of his teammates go on to play professionally.

“I knew as a player, I was not good enough to cut it as a player past that level, so I started thinking what I’d do with the team in certain situations and why I’d make substitutions and how I’d approach the game,” he said.

At University of California Irvine, Dal Monte was the women’s collegiate team manager and video intern, and even worked with them as a practice player.

He also would play ball in the gym in pick-up games or with friends. When a group of friends got a female college club team together, they asked Dal Monte to coach.

“That gave me an opportunity to teach, motivate and inspire those players,” he said, about the club that formed in 2015 and has been playing since.

After that, Dal Monte went on to coach the men’s club team when it formed the year after. He has coached for various summer teams, clubs and was a training camp assistant for the LA Clippers.

Dal Monte joined the Hillcrest coaching team two years ago, serving as an assistant and this past season, coaching the sophomore team. He said he appreciated the instruction and opportunity to coach alongside coach Anthony Alford and coach Devin Olenick, who stepped down from the head coaching position after this past season to reunite with his family on the East Coast.

of the freshmen and sophomores on the sophomore team,” Dal Monte said. “They struggled at the start, but they practiced and learned and asked how they could get better.

They learned to be accountable and responded to working hard to improve. They played with the older group, who learned to be role models, communicate and be leaders and they learned not to think individually, but as a team with that mentality,” he said.

Dal Monte also helped coach JV and varsity, and used the opportunity to highlight a varsity, JV or sophomore player each game with the Determination Over Negativity or DON (in honor of Utah Jazz player Donovan Mitchell) award. He would share how the player impacted the team to build leadership and camaraderie amongst the team.

“It was a fun way that the players loved to highlight positivity,” he said.

While coaching this past year, Dal Monte has been working with children who have behavioral concerns at nearby Bell View Elementary, so he is new to being at Hillcrest as part of the faculty and staff and is learning what resources are available to help his athletes be successful students.

I would rather save our newspaper for the news or advertisers, as opposed to my ramblings. However, I felt compelled to follow up with another letter this month.

We have had a steady outpouring of generosity since then. We collected donations ranging from $5 to $100. We are so thankful for each of these donations. We are committed to making sure that these funds are used to improve the reader experience with the newspaper. Over the next few months I will update all those who have donated on how the funds were used.

One of the downsides of the newspaper business is that we don’t always get to hear from our readers. Over this last month we have heard loud and clear from many of you. And with each email, note, letter, and donation we are filled with joy and a sense of validation for the work that we do.

I probably failed to mention something very important last month, there is a better and probably easier way to help support the journals. Since the Journals are funded by advertising dollars, you can help us by doing business with our advertisers and letting them know you have seen their ads in the Journals and that you appreciate them doing business with the Journals. It is their advertising dollars that have kept the Journals printing over the last 29 years.

Like most local businesses the Journals will be hurt from the pandemic, with the actions taken to shut down business many of our advertisers were forced to close their doors. With closed doors there was no reason for them to advertise. This quickly reduced the amount of advertising we had in the Journals. We have been hurt, but we will survive and the Journals will continue to print and hit your mailbox during the first week of the month.

Last year, we (varsity with a record of 6-8 in region) upset Highland (who later won the state championship) and turned some heads. We can show Hillcrest can play basketball,” he said, adding that providing a feeder system will help to sustain the success of the program.

While Dal Monte has the ultimate goal of coaching professionally, he loves helping this age group grow on and off the court.

“Basketball is a good mini-trial run for life and coaching is my language,” he said.

The Social Media Scandal - What I Learned During Quarantine

Hopefully by the time this reaches your mail we are beginning to dip our big toe back into life again. Like many others, being thrust into solitary confinement, left me with some spare time to spend on social media, and thanks to my friends I learned so much about how to handle this disaster. With the vast array of opinions, I found putting it all together difficult though, but I gave it shot anyway. It’s all as clear as mud now, here’s what I learned.

Working from Home: If you are able to work from home you are lucky, unless you are required to work from home, then it’s horrible and you wished you could go to work, because working from home is too much work.

Keeping a Healthy Diet: In effort not to get sick we should eat well, but we should not go out to get healthy fresh food when we run out and eat whatever pre-packaged food we have on hand instead. However, we should order out at our local restaurants to help keep them in business. Then it’s okay to go out to pick up the food. Your food might be prepared by someone sick that doesn’t know they are sick, but it’s okay if you pay by credit card and take the food out of the container. However, you should avoid going to the grocery store at all costs because you might get sick.

Getting Sick: Wearing a mask is not helpful, but if you get sick you should wear a mask. But, don’t go to the hospital if you’re sick, because you might get sick if you do.

You might be sick and not know you’re sick,

so you should wear a mask even while driving alone in the car alone.

The Press: Every article starts with a panic headline designed to shock us. But when we read the article, we find it’s not so shocking after all and perhaps even a little boring, except when our friends post these articles to social media. Then we never read the article, we just start divisive arguments based on the shocking headline instead.

Politics: We are all be untied as American’s; we are proud, and this is the time we shine. But, if there’s a government action that we don’t approve of, then we are not united if we disagree with our friend. We might even be called names, because name calling on social media is okay. Huh???

Love: We love our partners so much we could not live without them, they are our everything, unless we have to live with them non-stop. Then we feel we’d rather live without them.

Home Schooling: Teachers are the saints and I can no longer remember why I even had kids.

Grandparents: You can’t see your grandkids, but if you’re a grandparent and work in a grocery store or pharmacy, then you can see someone else’s grandkids. You can avoid getting the virus and still see your grandkids virtually by using a computer program called Zoom but, watch out, your computer might get a virus instead.

Earthquakes: In the event of an earthquake get outside, but otherwise don’t go outside it’s not safe. Also, keep in mind that on the annual practice day called ShakeOut, there might really be an earthquake, then it’s no longer a practice day and you can go outside.

Tomorrow is Another Day in Quarantine

Midvale

As soon as COVID-19 hovered in the air we breathe, I went into full-on “Gone With the Wind” Scarlett O’Hara mode, ripping up bed sheets to make toilet paper and stockpiling moonshine for antiseptic. Of course, Scarlett was useless in an emergency. For the majority of the Civil War, she whined and married rich men.

I’m also pretty useless in emergencies.

When I knew the shelter-in-place edict was coming, I didn’t stockpile food, I scurried to the library to check out all the books.

After hoarding four months of library books, I told everyone in the house (my husband, my daughter and her two children, ages 3 and 8) to check their 72-hour kits.

They responded, “What 72-hour kits?”

Not a good start.

In the shed, I located an emergency essentials bag that looked like it had housed a family of weasels. Along with 10 years of dust, it contained an expired can of roasted almonds, a box of matches, a pair of underwear and a spatula.

We were doomed.

Tossing my hair like Scarlett, I tied on my shopping bonnet and sang out “fiddledee-dee” as I headed to the grocery store for provisions. By the time I got there, options were limited, unless I was keen on making a casserole with canned asparagus, creamed squid and buckwheat flour. I figured we’d just be creative with dinner. (Lesson learned: 3-year-old granddaughters don’t like creative dinners.)

This has been the worst staycation ever. I do not recommend.

Both my husband and I can work from home, so we take turns sharing the home office space. One person works in the office with a comfy chair every other day, while the other person sits on a workout ball at a TV table in the bedroom.

It’s . . . complicated. And we’re adjusting to each other’s work behaviors.

Husband: Can you not leave dozens of half-empty water glasses by the computer?

Me: You silly scalawag! Are they half-empty? Or half-full?

Anyway, our attorneys are working out the final details.

My puppy, Jedi, is over-the-moon excited to have me around, LITERALLY sitting on my feet all day. She got even clingier when the earthquake rattled our home (not funny Mother Nature) and she made me carry her 60-pound furry body from room-to-room for the next week.

As life was boiled down to its necessities, I realized how often (in the before-times) I would bored-shop, bored-Starbucks and bored-TV-binge. Since March, I’ve narrowed that list down to bored TV binging. (Between “Better Call Saul” and “Ozark” I definitely

know I should avoid the Mexican drug cartel.)

As warmer weather approaches, I miss shopping for new spring clothes. Looking back on how Scarlett made dresses out of her velvet draperies, I tried channeling her creative spirit again. It was tough to made clothes out of our window coverings since we only have wooden blinds. But I did my best.

We’re still in lock-down mode. I replenish our milk and produce once a week. We walk the dog a dozen times a day. We work and eat and read and play games and get on each other’s nerves and fight and make up and write hopeful messages on the sidewalk in colorful chalk.

Like Scarlett, there are lots of things I’ll worry about tomorrow. But if we have books to read, food to eat and our family is safe, I’m very content in my little corner of the world.l
