CLOCK RUNS OUT ON HOLLADAY’S CHANCE TO PARTICIPATE IN RANKED CHOICE VOTING

T

he right to vote is often thought of as the most cherished institution of democracy. At the same time, however, it embodies a glaring contradiction because it seems to inspire reverence and disenchantment in equal measure; some complain that election winners are bought and paid for, and others lament casting “wasted” ballots. Some citizens disenfranchise themselves and decline to vote at all. Others vote grudgingly for candidates they scarcely admire by the logic that they are less horrible.

Lately, albeit, there is a movement brewing which hopes to restore confidence by instituting a new method of electing representatives—ranked choice voting—a method meant to weed out the uglier aspects of campaign politics by allowing voters to rank candidates in order of preference, rather than pick one contender per contest.

After the success of a small pilot program, the Utah legislature in 2020 passed a bill that facilitated and encouraged cities and towns statewide to implement ranked choice voting in their 2021 municipal election cycle as part of an expanded pilot program. Seven counties and 23 municipalities across the state are making the switch. The City of Holladay was poised to be the 24th. But the City Council slept on the issue and found themselves unprepared for the May 10 deadline, and therefore leave in place for now the traditional non-partisan primary election system to be used this year for the city’s biggest race in more than half a decade—an open and at large mayoral contest.

Retiring Crestview secretary leaves legacy of kindness

restview Elementary School’s beloved secretary Leanne Helbling is retiring in June after 30 years. Helbling has been in the office for half of the school’s 60 years, and has seen generations of families come through the school.

“We’ve been like a family, and I will miss all the students and staff at the school,” Helbling said.

Helbling’s retirement is well-deserved.

She won’t miss the commute to Holladay from Magna, but it’s also bittersweet. Helbling, current principal Teri Cooper, and secretaries Lora Willhard and Julie Goodrich have formed a tight bond taking care of students and having fun along the way. “[Cooper] makes us do crazy things. We make silly videos for the end of the school year. We dress up together for Halloween.

We have matching shirts for everything.

And Leanne always just says, ‘Okay, I’ll do it.’ She has such a good attitude,” Goodrich said.

The four women remembered making a carpool karaoke video. Helbling sat on a milk crate to be tall enough, and then they wore their outfits to the mall to “see who would notice.” (Visit the school’s website and YouTube link to see the 2017 – 2018 video.)

In 2020 they made masks fun: Cooper had masks printed from photos of the staff’s actual smiles. They came back “larger than expected” and covered half their faces with toothy grins, especially Helbling’s.

“We have laughed so hard that our stomachs hurt so many times! When I hear about other schools where the office staff doesn’t get along, I realize how good it is here,” said Goodrich, starting to tear up. “This school has a good energy, and we all clicked. A lot of that has to do with Leanne.”

Cooper agreed. “I always say that a

school is the heart of the community, and the office is the heart of the school. Leanne is the heart of our school.” Cooper is also leaving Crestview and will be at Cottonwood Elementary in the fall.

Helbling started her career with GSD working in the library at Vista Elementary and the district resource library.

“I checked out films and materials to teachers. My husband suggested I apply for a secretary job, and the principal hired me.

I’ve been here ever since,” Helbling said.

Over 30 years, Helbling has taken on more responsibilities, transitioned to using computers, and given up her old cash register and adding machine. Through it all she’s flourished.

“She’s the one we always ask for advice. Other secretaries call her for advice.

She’s honest, she’s a confidante. She’s seen many generations come through the school, including my kids, and she remembers them all,” said Goodrich, who also attended Crestview.

Helbling has made a name for herself as someone who cares. Her friend, long-time custodian of the school Steven Anderson, passed away in 2015. Helbling’s influence and support helped him when he decided to quit smoking.

Helbling started a tradition of recognizing kindness in the student body. Each office staff member got to give away a Build-ABear at the end of year assembly. Helbling decided her bear would honor a student who had “shown the most kindness over the year.”

“That was perfect for her. She loves all the students and parents, even the ‘prickly’ ones. She’s very cool under pressure. She’s dealt with everything over the years,” Willhard said.

tired from Granite School District six years ago. Now she can join him in retirement adventures.

“I love all the people who have gone through this school – that’s why I’ve stayed.

Now I’m excited to travel with my husband.

We plan to go to Mexico for two or three months. And I have five grandkids, so I want to be around a lot for them,” Helbling said.

Community leaders model family dinner to prevent underage drinking

eaders from community groups who want to prevent underage drinking met for a “family meal” and panel discussion May 13. The event, held at Maceys in Holladay, was a kickoff for several more planned around the state.

The events are meant to model a family conversation at the dinner table.

“Our messaging through the Parents Empowered campaign is aimed specifically at parents, because their strong disapproval of underage drinking is the number one reason kids choose not to drink,” said Rob Timmerman, moderator for the event. Timmerman is the Salt Lake County Health Department Prevention Director.

Parents Empowered says studies show children who feel close to their parents are less likely to drink underage.

Eating family meals together five to seven times per week helps create that closeness.

“Mealtime is the perfect place to build the relationships that will start conversations. Not all talks have to be about big topics like underage drinking. But that foundation will lead to those essential conversations,” Timmerman said.

At the event, leaders sat around a dinner table and answered questions from Timmerman. The group included Utah State Senate President Stuart Adams, Vice President of Associated Retail Operations (which runs Maceys and other grocery stores) Darin Pierce, and Tiffany Clason, Executive Director of the Utah Department of Alcoholic Beverage Control.

Each group represented had a reason why preventing underage drinking was of value to them. Timmerman said when the idea of creating a coalition among the groups was introduced a few years ago, it was an easy sell.

“Associated Retail Operations latched on to the idea of a coalition immediately because their mission is to be a responsible retailer. They do sell alcohol, and of course they want their sales to be good. But their mission is that they want the communities they sell to, to be healthy and happy,” Timmerman said.

“The American Academy of Pediatrics recommends that around age nine parents start talking to their kids and let them know of their disapproval of underage drinking.

Around that age kids start to see marketing that alcohol is associated with fun and happiness.

“If parents set clear rules, then the kids are going to be less likely to drink alcohol. Parental disapproval is the number one reason kids choose not to drink. It even trumps peer pressure,” Timmerman said.

The group also modeled using the Chit Chat card decks developed by Parents Empowered.

“Chit Chat cards are two decks of cards – one for parents and one for kids – that can be used at the dinner table.

There are questions kids can ask parents, like, ‘What is the story behind my name?’ And there are questions parents can ask kids, like, ‘What sport would you like to learn?’

“You can use these tools to start a conversation. And that can lead to conversations about clear family rules and your feelings on underage drinking,” Timmerman said.

“Prevention is important because a teen’s brain is still developing. The longer we can keep kids from alcohol, the less likely they are to develop an addiction or dependency.

If kids are kept from alcohol until they’re 21, the likelihood of addiction falls to nearly nothing.

“In addition to sad stories of families who have dealt

with these issues, there are monetary costs associated with teen substance abuse. Costs like incarceration, adjudication and treatment. It’s much less expensive to prevent that early on than treat it down the road,” Timmerman said.

School districts are required to teach about the harms and effects of substance abuse at three times during public education. The programs are taught in either fourth or fifth grade, again in either seventh or eighth grade, and then finally in either ninth or 10th grade, usually in a health class.

“The program we use in schools has been tested over 30 years and is one of the most effective drug prevention programs ever created. But successful prevention is a partnership, and we want to support parents and encourage them to play their role in educating their kids,” Timmerman said. l

Continued from front page ried that people might feel we were not being transparent because all the voices I’ve heard from came within the last 24 hours.

I don’t feel that we’ve given this issue the time it deserves to make an informed decision,” said Councilmember Matt Durham.

Despite the council’s ultimate inaction on the issue, a review of the public hearing on the ranked choice phenomenon gives a sense of the greater community’s differing attitudes toward the program, along with what’s at stake and where the city may ultimately end up. Amongst members there was an agreement that the ranked system has merit and potential; the punt appeared to be more political necessity than anything else, as leaders believed it’d be a folly to promote a big new program with minimal due-diligence in a year when the legislative calendar is already crowded by another novelty—a planned truth in taxation process—which will absorb every last dime of the council’s community capital if they’re to muscle through an anticipated rate hike.

“With a storm water rate increase and a [potential] tax increase, there is a lot that the city is going to have to explain to its residents. The workload for the educational and engagement aspects of this year are already big,” explained city manager Gina Chamness during the hearing.

Outreach and education are critical aspects of governance, and the council is deliberate in its efforts to improve public relations and its ability to educate. Good public relations have been a top priority for the council, more so since its ignominious defeat by referendum in one attempted rezone of the former Cottonwood Mall site. Hence, they move with caution and care for big issues.

“We need to vet this issue further. I don’t like to have a public hearing and vote on the same night.” said Sabrina Petersen.

To the city’s credit, residents appreciate the council’s commitment to diligence.

Yet some community members have asked why, if the council is so committed to thorough public process, they waited until the

midnight hour to hold a public hearing on the ranked choice measure. The council suggested it’s partly due to a lack of clarity from the legislature.

“It concerns me that public process seemed to be left out of the equation in terms of what the legislature required here,” said Councilmember Paul Fotheringham.

But the state’s ranked choice voting liaison, Stan Lockhart, shot back with a quick rebuttal, explaining that with such laws there is always an “implied public hearing,” insinuating that if the council was serious about it, the delay was a rookie mistake.

Fotheringham responded, “I agree that this proposal has a lot of merit, so maybe this is on us for not scheduling the public hearing more in advance of the vote. I’ve had so many emails come just today, and I haven’t even been able to review those yet. Additionally, we were only able to hear from those [organizations] who support it. I won’t say I’ll never vote for it, but today it’s going to be a no.”

Fotheringham’s no-vote was welcomed by residents like Kris Kimball, who expressed concern that the ranking system would eliminate a primary elections in favor of instant run offs.

“It takes time for individuals to vet candidates, which is why we have a primary where we have a choice between a smaller number of candidates. With ranked choice voting we might have to decide between as many as 16 running for office. We don’t have the time. That’s why we have a republic and why we’ve set up the current process. I don’t want to see our election turned into a horse race where I have to place a vote on each one and hope that my ballot makes it through to the finish line,” said Kimball during the public hearing.

For others, eliminating the primary election is one of the ranked system’s greatest advantages, because it shortens campaign-cycles and theoretically encourages candidates to speak to broader voting blocks, in contrast to the primary systems that tend to reward candidates who appeal to smaller constituent bases further from

the center and closer to the political poles.

Though it is possible to have a rankedchoice primary and general, all Utah cities so far participating are foregoing the primary in favor of the “instant-runoff” single election.

“The advantages are that ranked choice will be more civil, more economical, and it amplifies the voters voice, because it gives them more input even if their first choice doesn’t work. It eliminates the ‘spoiler effect,’ like we saw in the Provo mayoral primary, where the winner didn’t get a majority vote,” said Hughes Canyon Drive resident Jane Harrison, addressing the council in April, ahead of the public hearing.

While the council agreed about the general merits of the system, some were more gung-ho than others, including Councilmember Dan Gibbons, who said he was “all in,” even as he concedes he may “not have been elected in either of my two races with ranked choice voting.”

For Gibbons, the ranking system helps address extremity creep as well as the cost-prohibitive reality of running for office, and thereby would invite in a greater pool of public servant talent.

“It’s at least six months out of your life to run for office, and that’s great if your wealthy, or retired, or have connections. But there are women and men with families who have to work a lot and don’t have the wherewithal in money or time, and we’ll need those people on the council,” Gibbons said. “We want bright, hardworking people in these seats in the future.

Right now the system is tilted in favor of retired, wealthy people. In my district race, there was close to $30,000 spent. I don’t know it’s a good thing to spend that amount of money, whereas with ranked choice voting we’ll have a shorter, more targeted campaign season where a message can get out.”

For at least one member of the council, the current campaign standard, though challenging, is not something to lament.

“I ran for election when I was 42 years old, and I campaigned for six months with a two year old in the back seat. My child sat in his car seat and napped or watched a movie. And it was a great experience for my family. I was hungry, and I wanted it,” said Councilmember Sabrina Petersen, nodding to the idea that the arduousness of the process itself functions as a vetting machine whereby only the most determined and competent can survive.

Councilmember Drew Quinn was an early supporter of the ranking process, and initially leaned in favor of a yes vote on the basis of the upcoming Holladay city mayoral race, which is an at large seat whose contenders are liable to spend more money and time then standard district races.

“I understand there’s a lot going on.

However, we have a mayor’s race coming up, and that’s a wide-open race. Ranked

choice voting makes a lot more sense with an open mayoral race because the entire city will be voting,” Quinn said during an April work session.

Yet Quinn, who was “on the fence” until the hearing’s final close, eventually conceded the strategic challenges to implementation on short notice could offset the system’s promised benefits.

“One of the concerns I have is that it may be a more difficult system for people who don’t have time to learn how it works, or non-English speakers, and I don’t want to see anyone disenfranchised. The idea of shortening the campaign window can be a blessing and a curse. This is a hard one,” Quinn said.

Residents who spoke during the public hearing were equally divided between those for and against implementing the pilot. One resident who was grateful the council took a pass is Ron Hilton. “My concern with ranked choice is that psychologically it’s hard for a voter to get behind more than one candidate,” Hilton said. “You’ve got your favorite and you don’t think about the others, and therefore people will not fulfill their ballots. And in an extreme case, it would devolve right back into a plurality ballot. So personally, I would go slow, because it could create more problems than it solves.”

Again, liaison Stan Lockhart was sure to parry such concerns.

“In regard to voter education, opponents of ranked choice will say that voters are too stupid to figure it out. The truth is citizens everyday have to rank their choices of preference: what we’re going to do this afternoon as a family, what restaurant to go to, what stores we shop at. Ranking choices is not tough for voters to figure out. What’s important is that they know it is a ranking system,” Lockhart said.

Still, some found the comparison of democracy to traditional consumer practices disingenuous.

“The idea that voting for a candidate is equivalent to trying to choose a place to eat? That’s kind of terrifying. How can you take this heavy responsibility [of voting] and think about it in comparison to a place to eat?” said resident Kris Kimball.

Nonetheless, there is cause to suspect that ranked choice voting may be the inevitable way of the future. Robert Dahle, serving his final months as mayor, said during an April work session, “My own personal feeling is that it’s going to be the direction everyone transitions to down the road. So the question is: what is the council’s appetite to pursue it and execute it this year?”

After taking into account the year’s other legislative initiatives, the council concluded their appetites would be sufficiently sated without an additional issue like ranked choice implementation. Plenty on the plate already.s. l

Granite District encourages public comment at board meetings with prior sign up

he proceedings of a May 4 Granite School District Board of Education meeting made local headlines when a group of attendees wanted to talk about the mask mandate.

Board meetings are open to the public; the board asks that people who want to contribute sign up ahead of time.

The district’s website states: “[We] hold public meetings once or twice monthly to…conduct business. Citizens are welcome to speak in a Board of Education meeting by contacting the communications office at 385-646-4529 to register for a comment time.”

Ben Horsley, communications director for GSD, was at the meeting. He said tensions in the meeting escalated when people who hadn’t signed up wanted to speak.

Video footage of the meeting shows interruptions, shouting and a declaration that the elected board was dismissed and new board members were being appointed on the spot.

“When it became clear that the board was not going to be able to conduct its business, the meeting was adjourned.

[Thirty to 40 anti-mask] protesters remained…for a short time,” Horsley wrote in a social media post.

Horsley said the procedures in place for board meetings allow GSD to conduct necessary business while also hearing from members of the public. Adjourning meant the board did not get to discuss everything on the agenda.

“The board allows the first three patrons to sign up for non-agenda items at each general board meeting (monthly).

People can visit our website and fill out some contact information by noon the day of the meeting,” Horsley said.

GSD’s website, www.graniteschools.org/board, has information on current board members, agendas, yearly meeting schedules, how to sign up to comment and the minutes of previous meetings.

“Those who wish to sign up for a specific agenda item can sign up to speak to those items as well. The same process applies,” Horsley said.

Horsley said even during the tightest days of pandemic restrictions, the board wanted to include the public. The June 16, 2020 meeting was streamed live and a sign up for residents was offered. The minutes for that meeting state

“Citizen Participation: None,” meaning no one signed up to comment.

This year, the Jan. 5 and March 2 meetings also had no citizen participation. The bulk of April meetings were devoted to new staffing appointments. The Feb. 2 meeting had one participant from Taylorsville High—a student named Caitlin Bone.

Bone followed the meeting protocols for non-agenda comments. She introduced ideas for how students could safely participate in school dances. Her comments were covered by several local news sources, and many schools have safely held proms and other activities this spring.

Horsley said the three slots for the May 4 meeting were full and “masks were not on the agenda. The three individuals who [commented on other non-agenda items] had signed up in advance of the meeting.”

Members of the public who participate in meetings can expect to be heard, but some things are out of the board’s jurisdiction. Horsley said the mask mandate was a statewide health order and not something the district had the authority to repeal.

As it turned out, those frustrated by the mask mandate needed only wait a few days. On May 13, Utah Gov. Spencer Cox issued a statement repealing the mandate for the last week of school.

“While masks are still recommended and individuals may still choose to wear a mask, they will not be required for the last week of the school year (starting June 1),” Horsley said.

All testing protocols for GSD also end on that date.

Masks will not be required for summer programs or the new school year in the fall, “unless a new statewide order is initiated.”

Board meetings continue over the summer and are scheduled for June 15, July 6 and Aug. 3. Agendas are available on the website. MAYOR’S MESSAGE June will be a bittersweet month for our City Council and Staff. After 30 years of dedicated public service, 16 as the Holladay Community Development Director, Paul Allred will ride off into the sunset. We will celebrate his extraordinary career at our City Council Meeting on June 17th @ 6:00pm. There will be an open house that day from 3:30-5:30 pm at City Hall. Paul joined the City of Holladay in 2005. We were a fledgling city at the time. The initial visions for Holladay centered on the economic engine that was the old Cottonwood Mall. We all know how that ended. This was followed by the economic downturn of 2008. Suffice to say, the challenges were daunting!

Through it all, Paul worked with our City Council and Staff to redevelop the blighted area that is now home to the award-winning Holladay Village and City Plaza.

Additionally, we added fire station #104, acquired the old Holladay Elementary as our new City Hall complex as well as the adjoining City Park open space, constructed the new playground, protected the open space that is now Knudsen Park, added the Millrock Office Park complex, to name just a few. For those that remember what the city looked like in 2005, the transformation is quite remarkable. Paul’s handprints, both tangible and intangible, will be enjoyed by generations to follow. I know he leaves with a tremendous sense of pride in the myriad accomplishments of his team. Though we will miss him, we know it’s time for him to focus on the next phase of his life.

The Utah Department of Transportation (UDOT) started construction on I-80 between 1300 East and 2300 East and I-215 between 3300 South and 4500 South in Salt Lake County.

Construction will continue through late 2022.

Last November, the City Council approved Google Fiber’s request to begin installation on streets throughout the City. To date Google has installed their line in approximately 33% of the city. Prior to a Google Fiber installation, each property along the affected street is required to have a notice placed on the front door that explains what the construction is and provides the Google Construction phone number at 877-454-6959 for questions and concerns. If notice is not received please call the same number. Work is being completed by the Google Fiber contractor, SCI. The first thing residents will see is colored paint markings on their yards and roads. These are Blue Stakes markings that show the locations of underground utilities, such as gas, water, and sewer. Installation of the fiber network includes placement of a box on each property for a future connection once the installation is complete. The box sizes vary depending on the equipment being installed, and are determined by Google’s design team. The boxes are placed near property lines when possible. Sometime other utilities or landscaping prevent placement near property lines.

Why is Google digging in my front yard?

The fiber installation is taking place within the City right of way, which extends to approximately 10 feet from the edge of most roadways. The hole dug on each property is within the City rightof-way, and provides current and future residents the ability to sign up for Google Fiber service in the future if they choose.

How is the City involved in the construction?

As Google Fiber determines new areas to begin work , they apply for a permit to excavate. After the City reviews it, the permit application is approved if it meets requirements. Your Dog is Too Cool for Hot Cars!

Salt Lake County Animal Services Keep your dog cool! In Utah, it can be freezing and raining in the morning and then heat up in the afternoon, making your car, yard, or patio, a dangerous place for your pet. A good rule of thumb is once it’s over 55 degrees outside, it’s too hot to leave your dog in your car.

HOT WEATHER DO’S & DON’T TO KEEP YOUR DOG SAFE HOT CARS: Once outside temperatures reach 70-degrees, temperatures in a car can exceed 116-degrees within 10 minutes. Even on a mild 75-degree day, cracking a window in your car or parking in the shade doesn’t make a difference.

Temperatures inside the vehicle are deadly. Dogs can suffer from heatstroke, irreparable brain damage, or even death.

If you see a pet inside a vehicle, excessively panting, non-responsive, drooling, or listless, call Salt Lake County Animal Service’s Dispatch number immediately: 801-840-4000. Never break a window of a vehicle on your own to pull out a pet, you could be liable for damages. Take a photo of the pet, the license plate, and give that information to Animal Control Officers.

HOT PAVEMENT: Dogs can burn their paws on the sidewalk in the summer. When in doubt test the surface yourself: place the back of your hand on the pavement. If you CAN’T stand the heat for FIVE seconds, it’s too hot for you to walk your dog. Walk your dog early in the morning, later in the evening, and leave them at home when heading to festivals or farmer’s markets.

HOT BALCONIES: Despite being covered, a balcony can get very hot, VERY fast. A dog left on a balcony may try to escape and injure themselves when they’re left alone and hot. A bowl of water is easily overturned, and the pet is left anxious, dehydrated, and in similar conditions as a hot car. If you see or hear a pet on a balcony that’s in distress call Animal Control: 801-840-4000.

Holladay Interfaith Council Statement on Living in Unity We are a rich, diverse and glorious community of people here in Utah!

Each day, each of us, awakens to the distinct beauty of the Wasatch, the Oquirrh’s, the arches, the canyons, the deserts, and each other. We are a community, and we work, care, worship, and live in this reality, even if there are folks in our community whom we will never meet. At the heart of community, is “unity.” Unity is the vulnerable, humble, courageous, messy work of living together, sorting out how we make decisions that benefit all human flourishing: honoring differences of backgrounds and faith traditions, acknowledging needs and dreams, and alleviating suffering and pain. Unity is by nature then, political. Politics isn’t about red or blue, right or left, but is about how we live together. Protect Our Waterways Did you know that frogs (and other amphibians) are considered an “indicator species,” because they are the first to be affected by degradation of water and the overall environment? According the USGS, the average decline in overall amphibian populations is 3.79% per year, though the decline rate is more severe in the West Coast and the Rocky Mountains. Protect our waterways by using fertilizer sparingly and collecting pet waste.

Wildland Fire Mitigation

By Capt. Dan Brown, Unified Fire Authority Happy Summer, Holladay! While I could not definitively say any season is busier than another, summer is definitely the busiest for us for wild fires. Holladay does not have a great risk for large catastrophic wild fires, but there are still things people can do to mitigate the risk they do have. Here are some things you can do: • Clean roofs and gutters of dead leaves, debris and pine needles that could catch embers.

• Replace or repair any loose or missing shingles or roof tiles to prevent ember penetration.

• Reduce embers that could pass through vents in the eaves by installing 1/8 inch metal mesh screening.

• Clean debris from exterior attic vents & install 1/8 inch metal mesh screening to reduce embers.

• Repair or replace damaged or loose window screens and any broken windows Screen or box-in areas below patios and decks with wire mesh to prevent debris and combustible materials from accumulating.

• Move any flammable material away from wall exteriors – mulch, flammable plants, leaves and needles, firewood piles – anything that can burn. Remove anything stored underneath decks or porches.

School counselors encourage 1, 2, 4, or more years of college

I

n recent years, fewer high school graduates have attended college, but high school counselors say there are still great opportunities outside of a four-year institution.

Recent numbers published by Education Week found a 6.8% drop in Fall 2020 college enrollments from the previous years. This significant jump is most likely a result of the pandemic. Many high school students have found it hard to keep up with coursework with online learning and other changes to their education. Family job losses and financial struggles have put additional roadblocks between students and college.

However, the decline in college enrollments is not a new trend. According to the National Student Clearinghouse, the rate of students enrolling in college has been slowly declining over the last decade.

There are several reasons students may be opting out of attending a traditional four-year institute. Many can’t afford it and are discouraged by the prospect of student loan debt.

Others don’t see formal schooling as a good fit. High school counselors are well aware of these challenges and hope to help students find a suitable path.

“Not everyone is cut out for the traditional four-year college experience, and there is no need for them to pursue that. There are plenty of great jobs available for students in skilled labor, IT, composites, etc. The rise of college tuition is getting out of hand, and students and parents see this,” Nathan Brannon, a counselor at Olympus High School, told the City Journals.

With that in mind, Brannon and other counselors

throughout the Granite School District have been working to implement individualized career plans for each student.

While many students may not be interested in a traditional college, that doesn’t mean the counselors can’t help them find a program that will suit their strengths and goals.

Brian Barnum, a counselor at Kearns High, explained why there’s been a state initiative to view any post-secondary education as an equally viable option, whether it’s a one, two, or four-year program.

“Recently, in the state of Utah, there has really been a huge push for students to see college as one, two, four, or more. With that, as counselors, we have had a bigger push for students to get any post-secondary education that may benefit their future career goals rather than continuously pushing all students to go to a four-year school,” Barnum said. “A four-year school is not suited for everyone and for many students is not the best path to get students where they want to go.”

While a four-year degree is often seen as the most traditional route after high school, the counselors agreed that wasn’t the right choice for many students. That’s especially true when there are so many different trades and careers available.

“There are just so many options nowadays for students.

We have students that will go to traditional college, we have internships, we have apprenticeships, we have students that want to go right into a career, and all of those are great,” said Sara Po’uha, counseling department chair at Taylorsville High School.

Mourning mother of Olympus graduate asks community to donate blood

W

hen Jeff and Lisa Pitts’s youngest daughter Faith was taken to the hospital for emergency treatment of a pulmonary embolism last December, Lisa Pitts’s mind was racing. Faith had just graduated from Olympus High. She had a bright future ahead of her.

But now Faith was in the ICU, getting a blood transfusion of 110 units, more than even the Level 1 Trauma Center had in supply.

“When they told me how much blood they used, and how they would have to get more from other hospitals, the first thought that went through my head was, ‘What if another family comes here tonight and needs blood, and it’s all gone?’” Pitts said.

After a heartbreaking night in the hospital, Faith succumbed to her conditions. Pitts, a mother of four, said she felt like her best friend was gone.

“Faith was my youngest child. She was a miracle baby that came 10 years after I thought I was done having children.

Sometimes she would just come into the room where I was working [at home] and hang out with me. Now the house feels too quiet,” Pitts said.

In her extreme grief, Pitts thought of a way she could honor Faith. It was by doing something she’d done her whole life, something that had given Faith a fighting chance at survival. It was something that, frankly, would get Pitts out of bed in the morning.

She donated blood.

But the Pitts family did more than that. They called the Red Cross and got in touch with local organizer Sheri Van Bibber. They started organizing community blood drives in Faith’s honor.

“When tragedies happen, and the family responds by choosing to donate blood and encouraging others to donate, it’s one of the best possible outcomes,” Van Bibber said.

“About 38% of the population is eligible to donate blood, but only 3% donates,” she continued. “May was Trauma Awareness Month, and the need for blood is high. The events that the Pitts family organizes with us will save many lives.”

The American Red Cross website www.redcrossblood.org says people can donate whole blood every 56 days. You need to be at least 16 years old (with parental permission) and weigh 110 pounds. You must be feeling well and in

The Pitts family will continue to organize blood drives in memory of their beautiful and lively Faith, who loved playing high school softball and volleyball, and could make friends wherever she went.

“When I think of Faith, I see a big bright light, always smiling. She loved art, loved playing video games and was a positive leader as captain of her Olympus High softball team. She would be proud of what we’re doing here today,” Pitts said.

Pitts didn’t realize her 18-year-old daughter had a pulmonary embolism – a blood clot in the lungs. The symptoms Faith experienced in the weeks leading up to her emergency were: • Shortness of breath • Dizziness • Lack of appetite • Rapid weight loss “We wish we would have gotten a second opinion on her initial symptoms.

A blood clot for someone her age was unusual, so we weren’t thinking of it. We don’t know if blood clots run in our fami-

ly, but maybe they do,” Pitts said.

Van Bibber said Faith’s family will absolutely change people’s lives as they continue to organize blood drives.

“I told my clinical staff at the event on May 17 the story behind this blood drive. When I told them, it changed everything about the day. That’s what’s so important to remember. Donating blood will save lives, and you never know when you might be the one who needs it.

“The blood that’s donated today will have far-reaching effects here in our community. In that way, Faith is still helping people. The Pitts family will never be able to know the extent of the impact Faith will have long term,” Van Bibber said. l

New ‘Safe Cam’ program to crowdsource surveillance

T

he Unified Police Department inaugurated a new program that encourages private households and businesses with surveillance cameras to register with a UPD data base with the hope that private video surveillance footage may help officers solve crimes.

When announcing the Safe Cam program at a May council meeting, Holladay Precinct Chief Justin Hoyal explained that having quick access to a list of the owners of private surveillance cameras will speed up police work by helping detectives locate potentially relevant criminal evidence during real time investigations.

“This will help us to know where cameras are in relation to where a crime happens.

Hopefully what it does is give us the knowledge that if crimes happen nearby where a neighbor is registered, we can quickly see whose registered and ultimately that helps us identify suspects,” Chief Justin Hoyal said.

The UPD Safe Cam program emulates practices used in jurisdictions across the U.S., and reveals the way modern police work is increasingly reliant on both technology and crowdsourced evidence. Albeit, some worry it may have a whiff of Big Brother, and in the digital age of super-data farming and ambiguous privacy standards the notion of sharing personal data—surveillance footage or otherwise—a disquieting prospect for some. However, Chief Hoyal anticipated privacy concerns and readily ensured the public that this program does not ride rough shod over constitutional privacy interests.

“This program does not so-called ‘tap into the system.’ We don’t ask for access to their personal information system, and we do not continuously monitor systems on behalf of anyone. We ask homeowners to review their own surveillance and then provide us with relevant footage if they so choose.”

Hoyal said. “It’s completely voluntary, and participants can opt out at any point in time if they don’t want to participate. If we ask someone for footage, and they tell us they can’t produce it, then that’s the end of the story—we won’t ask them again.”

On its face, the UPD Safe Cam program conveys a sense that residents can promote justice and the due capture of criminals without sacrificing personal privacy. Attitudes toward Safe Cam by some Holladay residents have been initially positive, as many have personal connections to victims of crime or have been victims themselves.

“I think it sounds like a good idea. It might slow down crime, especially if the community stepped up together, because it would be like a new version of Neighborhood Watch,” said Natalie Young, educator and mother of two.

“What if the police learned there was a resident that had relevant video footage on their camera but they declined to produce it? What would happen, will you be able to obtain a warrant for it?” asked Councilmember Matt Durham when the program was revealed to the City Council.

Chief Hoyal responded, “Hypothetically, there’s always that possibility. But unless it was a very severe crime, like a homicide, we’re not going to push the issue.”

Holladay resident Trent Young expressed agreeable attitudes toward the program, but also admitted to a hint of ambivalence.

“I can’t think of any reason why I would not want to give the police my footage, but if I didn’t want to and they got a warrant and said I have to, that starts to feel like it’s infringing on rights, and makes it a little harder to support. The idea that they can have my camera footage even if I say I don’t want to give it to them certainly makes it a little less comforting.” said Young, a banking administrator.

Others are looking at those cities who’ve already integrated crowdsource-style surveillance into police practice for a glimpse at how such public-private surveillance models might develop. In the city of Detroit, for instance, police have implemented Project Green Light, which draws on 700 cameras from private entities throughout the city.

But unlike the UPD program, Detroit police don’t merely use the footage as evidence after crimes, they have begun to contract with entities to provide it on an ongoing basis in order to function as a round-the-clock monitoring system.

Of course, the UPD Safe Cam program is in its infancy and is designed to be cautious of overstepping, which instills confidence in most local residents who want to help police—up to a point.

“I understand there are two ways to look at this, but I’m less concerned about privacy interest than living in a safe neighborhood and helping out the police,” said Brock O’Neill, cancer surgeon and Holladay resident, who nonetheless pointed out there are lines he would draw with regard to cooperation. “We have two security systems, one with a camera and one without. If I can help out with safety I want to, but it would be a deal breaker for me if they were able to access my camera or recorded video without permission.”

In some cities, it isn’t just police that are interested in crowdsourcing surveillance footage. In San Francisco, a millionaire entrepreneur helped set up a database of camera owners and locations, and though the police department now maintains the database, it has since become a source for private citizens to request footage also, including

filmmakers and defense attorneys. Although, the police are often granted real-time monitoring access to much of the network, which alarms privacy activist who warn “mission creep” and warrantless surveillance.

Attitudes in the local Holladay community, though, show little skepticism, and trust in the UPD remains relatively strong.

“I know the police have a tough time finding footage at all sometimes. There was a hit-and-run on 4500 South, and they’re looking for footage to find that person. So if this program helps solve crimes like that I’d feel good about participating,” said Natalie Young. l

Holla Dollars aimed to boost local economy

he City of Holladay is finalizing a plan to put cash-equivalent “Holla Dollars” into the hands of residents for exclusive use at locally operated business in the city, hoping to spur a return to pre-pandemic spending habits and ensure the survival of the small business community that contributes to the city’s unique culture and charm.

Unlike a federal stimulus check, albeit, the Holla Dollars program comes with the condition that the money be spent only on participating Holladay companies.

“We definitely know that the Covid pandemic has hit businesses and residents locally, and we want to encourage people to get out and shop in a way that helps both,” said LaNiece Davenport, the city’s new Community and Economic Development Director.

The city aims to bestow $45 vouchers to every household in the city to help residents weather the ongoing recession, and give businesses a boost over what’s hoped to be the pandemic’s final hump, a gesture that local consumers are cheering.

“I think it’s going to make a big difference. Businesses are still struggling and a lot of people are still being careful with their money,” said Gina Raymondè, an administrator with American Preparatory Academy charter school. “It’s not a lot of money for an individual, but anything makes a difference, and when you’re talking about a whole city, that’s going to add up.”

Indeed, the city’s tentatively planned allocation for the program will add up to over $400,000, which will cycle through the local economy between July and December, when the vouchers are slated to expire. The money will be drawn from the city’s general fund, which as of now is sitting on a sizeable cushion, all things considered. Although, the reason the fund is stocked enough to afford a half-million-dollar stimulus measure is due largely to the CARES Act, the trillion-dollar federal stimulus program from which Holladay extracted sums of grant money for certain expenditures, including big budget obligations like public safety. CARES freed up the city’s normally spoken-for cash to be used on other measures, including, to the glee of many local enterprises, small business grants and now Holla Dollars.

“We’re really excited for Holla Dollars,” said Susana Minson, associate manager at Amy Boutique, a store in the Village plaza which pedals an eclectic array of wares. “We’re especially happy that it’s happening as things are starting to loosen up and people are getting comfortable again. And I think that’s been helped along by the ‘Shop Local’ advertisements the city put out, too.”

City officials will rely on a third party to manage and administer the program, which will entail the creation of software/ website/portal where residents can download and transfer the voucher credits. The contracted party will vet households and businesses to prevent fraud. For some residents, the program seems like more effort than is justified.

“Personally, I get the impression that in this area, and at this point of the recession, business are open and hiring and people are back working, so I don’t think stimulus is the answer—It might be just as effective to encourage people to go out and help them feel safe shopping again,” said Sam Robinson, on his way out of local Caputo’s deli with a sandwich to-go.

Robinson, a finance major in his senior year at the University of Utah, has been mulling over the theoretical merits of stimulus programs in textbooks, and he finds himself on the fence about Holla Dollars.

“Stimulus can help, it really can, in a lot of ways. But if I’m being honest I don’t think this demographic needs stimulus.

Holladay has one of the highest household incomes in the state. And I’m starting to wonder if it might all lead to hyper inflation down the road,” Robinson said.

In fact, stimulus programs are inherently inflationary. Yet, for Holladay businesses like Mudita Yoga, who are scraping by with nary a surplus, or any one of the numbers of local entities who’ve shuttered in recent months, you’re liable to hear that stimulus is very much needed and appreciated.

Fortunately for many Holladay businesses, the community ethos is already locally-minded, engrained with the attitude that mom-and-pop shops take priority.

“If I’m given money to spend, it’s going to local business regardless. I wouldn’t spend it on a chain right now. Locally owned is where it’s at,” said Raymondè, sitting outside 3 Cups coffee with a cinnamon roll.

For now the city is putting the final touches on the program, and some are beginning to anticipate how they’ll spend their allotment. There is anecdotal reason to believe that the restaurant sector itself can lick its lips over Holla Dollars.

During a staff report at a May council meeting, councilmember Paul Fotheringham asked of the program: “I haven’t been to the new Cotton Bottom yet, but will the Holla Dollars get me a burger at the Cotton Bottom?” l

Granite District gets new superintendent

O

n April 26, Karyn Winder, president of the Granite Board of Education, introduced Richard Nye as the new Granite School District (GSD) Superintendent.

Martin Bates, who served as superintendent for more than a decade, announced his retirement in January. Nye will assume his new role on July 1.

“Upon the announcement of Dr. Martin Bates’ retirement, we as the Board of Education asked our students, staff and parents what leadership qualities they would like to see in the incoming superintendent,” Winder said. “Dr. Nye embodies those qualities, and we look forward to welcoming him to Granite School District.”

Currently, Nye is the Ogden School District Superintendent. He has served in that position since 2017.

Background

Nye started his educator career as a science teacher at Rocky Mountain Junior High in the Weber School District in 2001.

He moved into administration in 2001 in the Peoria Unified School District in Arizona. Nye returned to Utah in 2005, working at the Utah State University and the Utah State Board of Education. He joined the Ogden School District Executive Team in 2012.

Nye graduated with a bachelor’s in history with a minor in zoology from Weber State University in 2000. He earned two master’s in education from Arizona State University in education administration and supervision and at Weber State University in curriculum and instruction. Nye worked on both master’s during the same time from 2001 to 2005. He earned a Ph.D. in curriculum and instruction from Utah State University in 2011. He continued his education with a fellowship from The Board Academy and a Certificate in Education Finance from Georgetown University in 2020.

Nye addressed the following issues: GSD geographical diversity, racial diversity and economic diversity

“Personalized education opportunities are not a one size fits all endeavor,” Nye said. “As we think of the different school and the communities they reside in, we ask are they tailored to the specific and unique opportunities of that area and address those specific needs of the area, and then education becomes a fixture in the community and provides pathways for the students to be successful regardless of where they might live.”

Fundamental education changes because of COVID-19

“Going back to the concept of personalized learning allowing students and their families to customize what that educational experience is even more. For some students, a classroom setting works best. For others, a different model. What COVID has

done for education has provided schools and school systems with an opportunity to think about how they personalized education for the students and their families.”

He also said, “It is said that necessity is the mother of invention. I would say COVID has made necessity the mother of acceleration as education moves more into the digital age.”

Educational philosophy

“I know that all children can succeed.

There is not a child anywhere that doesn’t have the ability with the right support within a system that meets their needs who can’t achieve at high levels.”

He continued, “When I think of educational philosophy, I think of three parts.

First, academically. What does the child need to learn, and what opportunities are available for them to personalize their experience? Secondly is social and emotional learning. As we think about what does it mean for a child to be emotionally self-regulated and (have) self-efficacy. To be able to thrive on a social-emotional level. The third is talent development of teachers and staff, meaning we cannot meet the needs of students without giving the resources and support to those who have stewardship of meeting the needs of students.”

Message to teachers and staff

“I am so grateful for who they are and how they bring their best self to work every day. They do it because they love children.

My message to educators is one of appreciation, knowing what it means to show up in the classroom and build relationships with students and colleagues. As far as our educators go, the teachers are the heart and soul of education. For the staff, we have supported them in that role and very much in the part of educators who are part of a much larger system that we all move in the same direction creating the conditions for students to succeed. Appreciation and hope as we move together, they will be successful in their space. And be able to accomplish the purposes of why they went into education.”

Why GSD?

“Granite has been a leader in the state in many different areas,” Nye said. “The commitment to students is evident. It’s always impressed me that the deep-down, fundamental commitment is to improve the conditions for students. As we consider what the future looks like in Granite—it’s positive. There are opportunities that exist to improve or refine current practices and to build on successes. The prospect is exciting to me.”

Nye summed up his purpose by stating, “I am a passionate educator desiring the best for children.” l

‘Curator’ Andy White assembles Works by God (or Nature if you prefer)

By Sona Schmidt-Harris | s.schmidtharris@mycityjournals.com Andy White does not consider himself an artist in the traditional sense. Instead, he sees himself more as a curator—a collector and presenter of what nature creates.

“Well, I've always been curious and appreciated things that I see when I hike, or when I run . . . and I thought, ‘This stuff that I appreciate, its’s Art by God,’” he said.

White, however, is cognizant that not everyone agrees that it’s “Art by God,” and so he is fine with “Art by Nature” as well. Artwork that recently got him named Holladay’s Artist of the Month.

Framed snail shells, acorns and pinecones are some of what he “curates.” The effect is lovely and seems to legitimize nature’s creations as art worth framing. “. . . you need to make sure we maintain those things and without the appreciation, it's not as likely to happen,” White said. “So, my hope is people look and say, ‘Wow! Those are snail shells, that's cool!’

And then maybe next time, though they still don't want snails on their flowers . . . we're aware and realizing there's probably a place for them in the system.”

A true purest and naturalist, White has a biology background and taught science in a private elementary school. His prima-

ry artistic motivation is educational, and he has works in the Children’s Museum and Red Butte Garden.

White remembers his mother going to ask him to sweep off the sidewalks.

“So, you go out and sweep those bugs and things off the sidewalks,” he said. “And then later, as an adult, I looked down and said, ‘Well, you know, mom had me sweep that off the sidewalk, but if you look at that closely, that's really kind of neat.’”

Most of what White has collected and curated is from Salt Lake City and the surrounding areas. His goal is to kill nothing when he collects and curates, and for the most part, he has been successful.

White is such a purest, he does not charge for his work and would consider donating some of his pieces if a school or entity were interested in having them in a permanent collection.

Born in Ithaca, New York, White spent a brief time in Cedar City as a boy before the family moved to Central California. As a young adult, he was on the management track at a ski resort but decided it was not for him. He came to Utah around 1975 to check things out and has been here ever since.

tor,” White is a voiceover actor. An Ernest Hemingway type, his voice is as powerful as his persona.

One of Holladay’s oldest buildings, the Meadows cabin, may reemerge from storage

I

n 2011, what was thought to be the oldest building in Holladay, the Meadows cabin, was put in storage. Each log was carefully numbered for future reassembly.

“The Holladay Historical Commission is working with Steve Johnson and Tim Maxwell to restore the Meadows Cabin,” Sandy Meadows of the Holladay Historical Commission said. “Both of these men have restored many old, historical buildings and cabins and feel that the Meadows Cabin is worth restoring.”

The first couple to live in the 1850s cabin was Emma Meadows Smyth and Simon Smyth. They sailed from Liverpool, England in 1853 on the “Golconda.” Part of the Mormon migration, they trekked eastward from Council Bluffs, Iowa with the Claudius V. Spencer Company. When traveling westward, they came upon 500 Native Americans to whom the company gave sugar and tobacco in exchange for safe passage.

Margaret Atkinson in 1889 and bought additional land. The couple had 10 children, and some of their descendants live in Holladay.

The 56 acres of Meadows Farm is now divided into numerous plots and home to many exclusive properties.

and as such, the Holladay Historical Commission is working with Gina Chamness, Holladay City Manager, and council members to confirm a home for the cabin.

“It is suggested that the cabin be placed next to the Casto Home located in the back

of City Hall,” Meadows said.

Pet spotlight: Rescued dog Auburn reportedly loves walks and her adoptive family the Bradneys

O

ur canine residents are subject to Title 8 of the Holladay Code of Ordinances. However, it is reported that most of them are just too happy to care.

One such resident is Auburn, a Chiweenie (a mix between a Dachshund and Chihuahua). “They have the perfect balance of energy to play for hours and sleep for hours like most dogs,” owner and family member Audra Bradney said. “They are a small dog breed with a big personality.”

Though smart. spunky and loyal, Auburn needs a lot of attention at times. “She will only eat her food when my husband, my son and myself are in the house with her,” Bradney said. “This isn’t something we trained her to do. I think she just feels comfortable when all of us are at the house together, that she feels relaxed enough to eat.”

Auburn loves to go on walks, so much so, that the Bradneys must spell out W-A-L-K. If Auburn hears the word, she’ll get “so fired up that she’ll start spinning around, jumping and whining until the leash is attached and we’re out the door,” Bradney said. Auburn also likes car rides with the family and any trail sojourn.

As most dogs, Auburn does not like trips to the vet. Other turnoffs include loud noises like fireworks, knocking, doorbells and beeping. She is also not fond of things out of the ordinary.

Auburn arrived at the Bradney house in 2013 when she was rescued from an Oregon shelter. Ever since then, she has followed them wherever they go.

Though Auburn enjoys being part of a family, she feels no desire to have her own pups (she was “fixed” when the Bradneys adopted her).

Robert was the owner of the Daynes Jewelry Store, which operated on Main Street in Salt Lake City from 1862 to the 1970s. He sang with the Tabernacle Choir for over three decades. He is the father of six children, 28 grandchildren and 57 great-great grandchildren. He reads the newspaper and watches the news each day to keep current. He enjoys his friends at the Holladay Senior Center and at the Wentworth Coventry.

Titans capture Region 6 baseball title

inning a region title is one thing, but capturing a state championship is something else.

The Olympus baseball team crossed the first item of its list. Now, the Titans eye the second.

Olympus cruised through the regular season with a 22-2 record and a 13-1 mark in Region 6. The Titans were a game ahead of second-place Cottonwood. More importantly, the team earned the top seed in the Class 5A state tournament.

The Utah High School Activities Association introduced a new playoff format, with the opening rounds consisting of bestof-three series. Olympus drew 16th-seeded Wasatch and dispatched the Wasps in two games to advance to the championship round.

Game one took place May 20 on Olympus’ home field. The Titans scored in each of the first five innings, including five runs in the fifth to open up a 10-3 lead. Wasatch added a run in the seventh, but it wasn’t nearly enough, as the Titans prevailed 10-4, despite getting outhit 8-7. Ashton Johnson had two doubles and three RBI for Olympus. Corbin Sanchez and Jacob Hall also had doubles, with Sanchez added two RBI. On May 21, Olympus used great pitch-

ing from Josh VandenAkker and solid fielding to win the second game 8-0. The Titans surrendered just three hits and again scored in each of the first five innings. Zach Goodrich stole the show offensively. The senior hit a home run and had two RBI. Jacob Faust hit a triple, while Johnson and Benson Tolman both had doubles.

Sweeping opponents was nothing new for Olympus. The early round tournament results against Wasatch were continuations form occurred all year. Olympus swept every region foe except Skyline, which defeated the Titans 6-0 on April 20. The Titans won every other league game and suffered just one other loss all year, a 6-4 defeat at the hands of non-region foe Stansbury on April 30.

Blowouts were no strangers to the Titans either.

Olympus posted 11 double-digit scoring gums and even had a pair of 20-plus-run outings: a 27-2 thrashing of West Jordan on March 17 and a football-like 21-0 blanking of East on April 21. Fifteen of the team’s 22 regular season games were wins by at least five runs for Olympus.

As of our press time, Olympus had hit 11 home runs, with VandenAkker, Johnson and Mic Paul each connecting on two. Paul

also led the team with six triples. Johnson was the leader with 34 RBI and also posted a stellar 10-1 record from his pitching position. VandenAkker was 8-1 on the mound, while Tolman was a perfect 5-0.

Ten Olympus players will graduate after this season. However, 12 players on this year’s varsity roster are underclassmen. l

Utah Employment Exceeds Pre-Pandemic Levels

irls golf is the first spring sport to hold its state tournament, and the Olympus Titans were runners-up in Class 5A. The Titans placed second behind state power Timpview, shooting a twoday total of 730, two shots in front of the third-place squad, Bonneville. Olympus was a ways back of Timpview, but the Titans still improved its tournament showing from its 10th-place finish during the last championships in 2019. In fact, since girls golf became a sanctioned high school sport in 2012, Olympus had never finished this high.

Olympus had its best day on round 1, May 10 at the Oaks at Spanish Fork course. The Titan shot a 352 on the first day followed by a second-day total of 378.

Junior Rachel Moore was the top Olympus performer. She placed seventh individually with a +24. She shot a twoday total of 170, scoring her best on day one with an 82. She was four shots behind the sixth-place golfer and five shots in front of the eight-place competitor.

Thea Maxwell, just a freshman, turned in a solid performance for Olym-

pus. She was 13th among all 5A golfers with a 183, 37 shots over par. She, too, had a better first round, shooting an 88.

Lily Wagstaff, a junior on the Titans’ squad was two strokes behind Maxwell.

Her 185 tied her for 14th place at the tournament. Another junior, Kayla Long, tied for 22nd. She shot a 192, good enough for 46 over par. Her first day effort of 87 was one of the top showings at the tournament.

Seniors Maya Connolly and Camilla Lunt also helped the Titans’ cause in its second-place finish. They were each +71 during the tournament.

As a team, Olympus tied for third at the tournament by hitting a birdie. The birdie effort was also a key par breaker for the Titans.

By finishing second at state, Olympus was the top Region 6 team at the tournament, 18 shots ahead of the second-best Region 6 squad Skyline, which was fifth at the tournament.

Olympus returns some firepower next season, with Moore, Wagstaff, Long and Maxwell all coming back in 2022. l

ne year after the economic recession caused by the coronavirus pandemic began, Utah’s economy has emerged as one of the strongest in the nation. Utah’s unemployment rate in April was 2.8%, down from 2.9% in March and nearly as low as it was before the pandemic.

Utah is now tied with South Dakota and Nebraska for the lowest unemployment in the nation.

Utah also has the second-highest job growth in the nation, ticking up 2.5% in the last 24 months. This is just behind Idaho’s job growth of 3.9% in the same time period. In fact, Utah and Idaho are the only two states that have added jobs in the last two years. Utah added 35,600 jobs over the past two years, with professional and business services (+15,700) leading the growth. Other sectors that saw notable gains were construction (+11,900); trade, transportation and utilities (+9,800); financial activities (+8,800); and manufacturing (+6,900).

However, the government (-10,500); leisure and hospitality (-7,600); and natural resources (-1,400) sectors have all lost jobs in the past 24 months.

While the strong job market and low unemployment are very positive for Utah, our state is once again struggling with a labor shortage. Simply put, there are not enough people in the Utah labor force to meet demand for workers. If this continues for too long, it could constrain potential economic growth, especially for smaller companies that must compete with larger employers for these workers.

I

f you needed another sign that things were returning to normal, here’s a good one: the Salt Lake County Parks and Recreation outdoor pools opened Memorial Day weekend! The pools are scattered throughout the county and will stay open through the summer.

The county advises patrons to check their website at www. slco.org for updates on COVID restrictions including mask requirements. In general, those who are fully vaccinated do not need to wear masks.

Most of the pools have fun features like lap lanes, leisure areas, zero-depth entry, ADA accessibility, kids play areas, diving boards, sunbathing areas or slides.

All have lifeguards on duty during operating hours.

Opening hours, times and prices differ slightly for each location, so it’s wise to call ahead.

There is great satisfaction in successfully providing for oneself and one’s family, but when someone falls upon hard times, shortterm government assistance can be helpful to get residents back on their feet. We must recognize, however, that government assistance shouldn’t be relied upon forever, and that helping people find jobs and contribute to their community is vital for them and the rest of us. We need the expertise and skills that our Salt Lake County residents have to offer.

In the midst of the pandemic, when joblessness was on the rise, the federal government took measures to subsidize state unemployment payments across the nation. This was intended to keep jobless individuals and families afloat during a time of economic uncertainty. While some states are still struggling, Utah is performing exceptionally well.

our state, Governor Spencer Cox recently discontinued Utah’s participation in those earlier mentioned federal unemployment subsidies. This was done, in part, to combat what are called “perverse incentives,” meaning incentives that attempt to solve a problem but actually prolong or worsen the problems they are meant to solve. In this case, federal unemployment subsidies were intended to help those who could not find employment, but by continuing these benefits in good economic times, we would be disincentivizing those who are unemployed from finding gainful employment in a strong job market. We want government to avoid perverse incentives, and instead encourage people to find a long-term path to success.

There are certainly extenuating circumstances that make it difficult for people to work, but for those who can work, please know that there are plenty of people hiring and you are most certainly wanted! Before COVID, when the hubbie and I used to travel, I’d book us in places that provided breakfast, because I love me a good breakfast buffet.

At one hotel, the breakfast bar offered freshly squeezed grapefruit juice and I couldn’t resist. I don’t usually drink fruit juice because it has so much sugar, which is hilarious because I have no problem downing an entire box of Milk Duds.

Anyway. I poured myself a cup of beautiful, pink grapefruit juice and was walking back to our table when a herd of unruly children came dashing around the corner and crashed into me, spilling grapefruit juice all over my shirt and the floor.

I stood there dripping and waiting for an apology that never came. The monsters ran past me to fill their plates with bacon. I eyed them scornfully, poured more juice and put on my Hat of Judgement.

What kind of mother lets her kids douse perfect strangers with grapefruit juice? What heathen had failed to teach these kids manners?

I got back to my table and told my husband to move so I could take his seat because he had a better view of the dining room. I needed to see the parents of these miscreants and judge them accordingly.

Instead of shutting up, my brain brought up a memory of my daughters. We were at an all-you-can-eat-buffet and the girls were not sitting like civilized humans. They were fighting, dropping food all over the floor, running back for seconds and thirds, and taking every single brownie from the dessert bar.

They were animals. And I just sat there, so happy for the break from making dinner.

I’d been that mom I was judging. My daughters had often run amok. If I’d had a cell phone when my kids were little, I would have been on that phone all the damn time. I slowly removed my Hat of Judgement and reevaluated the current situation.

I turned to my husband and said, “It’s just juice. They’re just kids. She’s just a mom.”

He didn’t know what I was talking about, but he chewed his bacon, nodded, and said, “That’s good.”

Suddenly, I was teary-eyed and felt a camaraderie with this mother. She was in the trenches, doing her very best. Aren’t we all?

The more I practice dropping judgement, the easier my life is. It’s exhausting calling out everyone’s behavior. There are better ways to spend my time, like drinking fresh grapefruit juice and remembering when my kids were wild animals.

T

he right to vote is often thought of as the most cherished institution of democracy. At the same time, however, it embodies a glaring contradiction because it seems to inspire reverence and disenchantment in equal measure; some complain that election winners are bought and paid for, and others lament casting “wasted” ballots. Some citizens disenfranchise themselves and decline to vote at all. Others vote grudgingly for candidates they scarcely admire by the logic that they are less horrible.

Lately, albeit, there is a movement brewing which hopes to restore confidence by instituting a new method of electing representatives—ranked choice voting—a method meant to weed out the uglier aspects of campaign politics by allowing voters to rank candidates in order of preference, rather than pick one contender per contest.

After the success of a small pilot program, the Utah legislature in 2020 passed a bill that facilitated and encouraged cities and towns statewide to implement ranked choice voting in their 2021 municipal election cycle as part of an expanded pilot program. Seven counties and 23 municipalities across the state are making the switch. The City of Holladay was poised to be the 24th. But the City Council slept on the issue and found themselves unprepared for the May 10 deadline, and therefore leave in place for now the traditional non-partisan primary election system to be used this year for the city’s biggest race in more than half a decade—an open and at large mayoral contest.
