POTENTIAL TRAIL SYSTEM PITS CANAL RESIDENTS AGAINST PUBLIC OPINION

T

he 2019 Community Priorities survey, commissioned by Holladay City and conducted by Y2 Analytics, had a few clear takeaways. It indicated that while Holladay residents are generally pleased with the quality of life offered in the city, they are nonetheless unimpressed by the quality of sidewalks, roads and streetlights.

There was one priority in particular, however, that appealed to an especially broad demographic, scooping up a top spot across all age groups. From Gen Z to boomers and those in between, survey responders appear to covet a trail system to enhance walkability and non-motor vehicle recreation.

Although, don’t call footpaths a unifying issue just yet, because the City’s first baby step toward the realization of a larger trail system has been met with threats of organized resistance by property owners near potential pathways.

The consternation arose when the City explained in the February issue of the Holladay Journal that it was “studying the feasibility of trails along canals owned by Salt Lake City Public Utilities that run throughout the City,” pursuant to public opinion in favor of trails as revealed in the 2019 survey.

The City furthermore exhorted the public to participate in an additional, canal-specific survey through the month of February to encourage community involvement.

However, before the latest poll results even returned, a contingent of residents reacted strongly after misinterpreting the City’s overture as a done-deal that would turn their backyards into a parade vista before the year’s end.

Artist’s paintings and figures come alive with bold colors, sense of whimsy and love

B

ursts of birds and color adorn Linda Etherington’s art. It’s a feast of fun and profundity a little difficult to articulate. One could say that her still life isn’t very still. Her fruits laid out with Cézanne-like precision play with colorful pitchers, vases and birds.

“If you go outside and see a robin in your tree, or a blue jay, or whatever, they’re constantly moving. They’re there, and then they’re gone…because they stop just half a breath long enough to be captured,” the recently named artist of the month said. “I feel like birds are that symbol—these little, tiny snitches when we see God’s hand or magical moments.”

Etherington also uses birds in her figures, another favorite subject of hers.

“I do figures because they are really big gifts. Relationships are probably the most important thing we do,” she said.

In “Bring Forth Fruits,” which will be displayed at Holladay City Hall in April, a pregnant woman sits reading a book. The beauty of nature’s bounty is in the forefront with berries, a pear and other fruit. Birds perched on the woman’s book and to her right seem to be heralding the new arrival.

Madonna and child paintings as well as paintings of “ordinary” women with children are also a recurring theme. Her subjects are often surrounded by flowers or have floral designs on their clothing. “That a healthy mother/child relationship is divine, beautiful, blooming, flowering—that it’s growing— that it’s alive. So that’s kind of where that’s coming from,” Etherington said.

It is not just spiritual themes that permeate her paintings.

For instance, in one of Etherington’s paintings, a bird sits on a subject’s head. Or, in “Their Eyes Were Opened,” a bird, standing on one foot, gazes at Eve when she has “discovered” she is naked.

“A lot of times when I’m painting, I start laughing because I’m not that serious of a person,” she said. “I have serious feelings and silly feelings. As a mom of seven, there’s a lot of silly things that have happened.”

Etherington grew up on a farm in Washington where she tended chickens, baled alfalfa hay, fed the sheep, changed water lines, and milked the cow.

“My dad was an engineer by day and farmer in the evenings and on the weekends,” she said. “It was not really a sustaining farm.” The purpose of the farm was to teach the children hard work.

In addition to the beauty of the farm, Etherington’s mother was a primary influence in her development as an artist. An art scholarship recipient from Utah State, Etherington’s mother encouraged her daughter by buying her art supplies and providing her consistent encouragement to create.

Etherington’s work appears in the Springville Museum of Art Permanent Collection; Church Museum of History and Art Permanent Collection; Stanford Hospital: Lucille Packard Children’s Hospital Permanent Collection (Stanford, California); State Art Collection, State Building, Utah; BYU Permanent Collection; BYU Special Collections and others.

She is happy to be the Holladay Artist of the Month and regularly visits the exhibits at City Hall.

“I feel they get such a diverse set of artists. I feel they’re very open to different kinds of art and professional levels,” Etherington said.

I myself knew nothing about this canal project until it popped up on social media,” said Genevieve Christianson, a resident whose home on Shangri Lane abuts one of the canals along which a theoretical trail might be developed.

“I moved into this neighborhood for its privacy, preserved history and untouched nature. How can this continue if you insert a high-traffic, paved trail with light pollution into our quiet neighborhood. We have become organized, and we will continue to oppose this until it’s no longer a threat to our community,” Christianson said.

The council was caught flatfooted by the spate of complaints, and went off agenda to address the issue and allay community concerns during a March council meeting.

“I think the residents are getting way out ahead of this issue. We are on the very front end of investigating, and doing some due diligence to see if we wanted to consider the opportunity to create some walking trails along the canal easements,” Mayor Robert Dahle said. “Maybe that’s our fault as a city and we’ve communicated in a way that makes citizens feel like this is an imminent project.

But that’s not the case at all. It’s a first step to see if we want to move forward.”

Yet the blowback doesn’t square with wider opinions of this evidently trail-hungry community, revealing how one resident’s amenity may be another’s bane, leaving the council in a state of surprise and uncertain what the next steps should be as they await the results of the follow-up poll.

“We haven’t even gotten the official results of the [canal-trail specific] study back and we’re already hearing a lot. That’s helpful,” said Councilmember Dan Gibbons.

Still, there are those who are advocating full speed ahead with a comprehensive trail system, especially members of the burgeoning cyclist community.

“We have one of the fastest growing cycling communities in the entire United States.

People here want to ride bicycles and they’re going to ride them. It makes total sense to increase the designated paths for them,” said a local bicycle shop owner, who asked not to

be identified by name.

“There are tons of benefits to investing in trails. Just think about the economics of it. People really want the infrastructure for cycling. I am 100% in favor of a canal trail system,” said the shop owner.

However, for the canal residents, there is a perception that a trail system may undermine public safety, believing that such public spaces create opportunity for unsavory behavior.

“Part of the charm of the neighborhood is the privacy and feeling safe, and the serenity with the natural environment. Putting a trail in will change that. Who’s to say that only law-abiding citizens will use it. How will we prevent transients from setting up camps and casing our houses?” said Applewood Avenue resident Nicole Naffzinger.

Still it is unclear if the canal community’s fears are warranted; presumably, safe and friendly trail systems exist as well. Also, some worry that not having canal trail systems compromises safety in other ways.

“The ability to take a cyclist and put them on a designated path increases safety in Holladay. You will reduce traffic accidents and fatalities,” said the local bike shop owner, pointing to the growing number of motor vehicle accidents involving cyclists and pedestrians.

It remains to be seen how the City will respond if broader support for a trails system remains robust. On the heels of a revitalized appreciation for the outdoors spurred by the pandemic lockdown, combined with the community’s already high excitement about trails, the City may find itself in a tricky place trying to please all parties.

“I’m in favor of trails, but not in these particular neighborhoods. The questions that have been posed [by canal residents] are impossible to answer because they presuppose it’s a slated project that’s moving ahead with freight train-like speed. Nothing could be further from the truth. It’s the front end of a conversation about one idea that has been put forward,” Councilmember Gibbons said. l

City’s ‘primary gateway’ readied for revamp

A

fter a years-long effort, in March Holladay City leaders approved the Holladay Crossroads Zone, setting the stage for an overdue revamp of the city’s symbolic “gateway” and one of its most economically vital hubs, encompassing an area from the junction at Van Winkle Expressway and Vine Street down Highland Drive toward Interstate 215.

The move closes the curtain on the outmoded C2 zone, a legacy of the “wild west zoning” practices of Salt Lake County that often resulted in eclectic and poorly fore-

thought arrangements, including Maggie’s Tavern, whose outdoor patio and lubricated clientele did not win friends with the abutting residential neighborhood and created constant headaches for municipal officers who fielded multitudinous complaints.

The new zone encourages more functionally relevant and aesthetically cohesive projects for the area moving forward, according to the Holladay City Council, who applauded the final passage with a sense of exhausted relief, like runners crossing a finish line.

“It has been a real goal of the council for a number of years, and this is a milestone.

Long term this will be an asset to the city,” Mayor Robert Dahle said.

Considered the city’s “primary gateway,” staff and leaders anticipate the Crossroads Zone to be a vibrant compilation of mixed-use and attractive areas, with weighty emphasis placed on the facilitation of greater bike and pedestrian access.

“Future development in this area must not only provide economic benefits…but contribute to the City’s overall desirability and quality of life,” according to the Crossroads vision statement in Chapter 13 of the General Plan. “The purpose of the HCR Zone is to create a pattern for new development that is appropriately oriented and situated toward public rights of way, provides an opportunity for increased human interaction and protects and increases the economic vitality of the city.”

The zone’s attention to detail is the reflection of years of work and input, beginning at least as early as the 2017 Small Area Master Plan, recommended by planning commission and approved by the city council.

The SAMP identified the area’s critical role as a transportation hub whose C2 zone was deemed too dated and cumbersome to accommodate the areas dynamic needs. Since 2017, the city chipped away at draft propos-

als, which were massaged and tweaked along the way in response to public feedback gathered in emails and comments offered during public open houses.

The final product is a zone whose detailed requirements can feel granular and will make it difficult for would-be developers to be chintzy on aesthetic components or functional components, emphasizing that the area embody “aesthetically attractive” and “easily accessible” design, which the city hopes will encourage businesses and developers to work together for projects like underground parking.

When fully realized, the Crossroads area may be reminiscent of the Holladay Village, which has won design awards and achieved broad popularity amongst residents. The new zone’s ability to mimic the success of the Village, however, will not be immediately evident as new development will unfold piecemeal over time.

“I believe this is a win-win for all stakeholders involved. I believe it improves life for the residents and puts in place some protections that were not there in the legacy zoning. And it opens the doors for landowners to do things in the future that will benefit their business and the whole city. It’s something to be proud of,” said Councilmember Dan Gibbons, who represents District 5 where the zone is located. l

Holladay Hills development builds momentum

T

he Holladay Planning Commission in March unanimously approved the final subdivision plats for the remaining eight blocks of the 12-block Holladay Hills development at the former Cottonwood Mall site.

The move concludes the foundational footprints for the sub-sections of the 58-acre development, speeding up a process that was originally anticipated to happen in phases and allowing developers to focus on the next stages of the design approval.

The project’s movement was welcomed by commissioners, who, like many in the community, have lamented the languished state of the site over the last decade and expressed excitement that plans are finally underway.

“We’re excited to see stuff going on the site, and we’re looking forward to all this happening,” said commissioner Jan Bradshaw.

The subdivision plat is a rudimentary stage of the approval process that establishes streets and utility work, so future plans specifying the block’s functions and designs will need to return for the commission’s approval before beginning.

To date, only one of the 12 blocks has

been approved for vertical development, and passersby can anticipate mixed-use buildings beginning to ascend on the northwest corner of the former mall site, which is Block D. The developers—a partnership between the Woodbury Corporation, Millrock Capital, LLC and Ball Ventures—consider the Holladay Hills a “legacy project, which will include living and office space, along with dining, shopping and entertainment options and a central park for gatherings,” according to the group’s public relations officer Amanda Butterfield, who spoke with the City Journals in February.

The group anticipates the full development reaching completion within the next five to 10 years.

Developers hope that the project will reflect their efforts to glean community input and repair the location’s tarnished associations after the infamous 2018 “Holladay Quarter” project, which relied on a staggering rezone that residents fought tooth-andnail before finally defeating in a referendum vote that was ultimately upheld by the state supreme court, who ruled the rezone to be of such breadth that it constituted a legislative as opposed to administrative decision and was therefore subject to referendum results.

“We learned so much from meeting with Holladay residents [after the failed Holladay Quarter], and we continue to learn from their ideas and comments on this property,” explained Woodbury vice president Jeff Woodbury when speaking with the Holladay Journal after the Holladay Hills initial approval back in 2019.

After the referendum, the area reverted to the 2007 Site Development Master Plan (SDMP), which makes it “referendum proof,” as councilmembers have said. The Holladay Hills was approved in accordance with the SDMP in 2019.

tah’s 45-day legislative session came to an end in March with the passage of 502 bills, which, if signed by the governor, will attempt to address a host of issues facing the state, from the mundane and administrative to the hotly contentious and narrowly victorious. In that regard, this session was nothing new, but in many other ways this year’s pandemic-induced hybrid process was unlike any before it.

The capitol’s corridors were retrofitted and its cafeteria repurposed to accommodate distanced deliberation, and committee hearings were predominantly remote affairs, which can be an impediment in a field where personal touches, body language and nonverbal communication convey volumes.

“Before, it was easier to read people’s faces and get a sense of where they’re coming from. Instead we were Facetiming and Zooming and phone calls. It was more difficult, to feel out where they are and get people behind something cohesively,” said Sen. Kathleen Riebe, one of Holladay’s five representatives to the state legislature.

Beyond pandemic adjustment, albeit, the session entailed other irregularities, like a high-alert atmosphere seeping in from the political discord on the national stage. Coming on the heels of a turbulent presidential transition that ended in an assault of the U.S. Capitol, Utah intelligence and law enforcement officials had reason to suspect that partisan anger was eager to express itself at Utah’s own state capitol. Hence, precautions were taken.

“A lot of the protestors had weapons, so there were patrol men everyone. You couldn’t come in or out of the Capitol without passing five or six UHP officers. There was a sense of fear and anxiety going into it for all those reasons,” said Carol Spackman-Moss, Holladay’s longest serving representative to the state.

In the end, however, anxiety settled down. And if the session was initially “a little more divisive in ways, especially on social issues,” according to Sen. Jani Iwamoto, the legislators nonetheless returned to their roles as problem solvers and embodied the comity for which Utah’s statehouse is known.

“It’s a more collegial group than I was expecting. And I was impressed with everyone’s willingness to work together. Sometimes we got off-kilter with the tone of issues, but we found a lot of common ground,” said Holladay Rep. Doug Owens, who worked across the aisle with the divisive Southern Utah legislator Phil Lyman to pass a bill laying the groundwork for a visitor center at the Bears Ears National Monument.

Wayne Owens. So far he’s doing a good job of making a seamless transition to the role by sponsoring and passing a Holocaust education bill that his predecessor, powerhouse Patrice Arent, championed before retiring in 2020.

Holladay’s state representatives uniformly agreed there were three major areas of success this session, including bills related to police reform, education and infrastructure.

Iwamoto is a veteran at the capitol with a reputation for building big coalitions.

Iwamoto sponsored a series of police reform bills whose sweeping support was a testament to the appetite amongst legislators to improve policing in our state after a series of local and national incidents of officer misconduct sparked droves of protests.

Iwamoto’s Internal Investigations bill requires law enforcement agencies to provide records related to peace officer conduct to entities where a peace officer implicated in investigation seeks employment with outside agencies or private companies. The bill will increase transparency and “make sure if there is a bad cop we get rid of him, because there’s nothing good cops hate more than a bad cop,” Iwamoto said.

The bill passed with unanimous consent.

Iwamoto also worked on reform bills around campus safety, which promote information sharing between campus police and outside agencies. “Students need to know who to contact and communication needs to be seamless,” she said.

Holladay’s legislators were also excited about changes in education. Though they expressed ambivalence toward Amendment G—which opened up the income-tax silo, traditionally used exclusively for public education, to be used for additional needs including mental health programs—they were nonetheless happy that it triggered a companion bill which mandates funding increases to match student enrollment growth.

“I think the majority [party] is finally convinced that we have to pay better salaries to educators because we have a teacher shortage. And it’s even worse in the current situation because some have left and they aren’t coming back. We can’t even find full-time subs to replace them,” said Spackman-Moss, who had a career as a teacher and is powerful voice on the Education Committee.

The education funding was in part possible because of an unanticipated budget surplus heading into 2021, which ran contrary to 2020 projections by fiscal analysts. Utah’s diversified and growing economy continues to outperform other states even in the pandemic. Additionally, federal funds made available through stimulus legislation was put to good work in ways that promise to deliver for students into the future—including a ma-

jor broadband expansion projects that bring online learning and a host of other benefits to many of Utah’s rural communities.

“We’ve increased bandwidth to bring broadband equity to all corners of our state. I would be surprised what other state had better bandwidth equity considering how many rural communities we have,” said Riebe, who works as a technology specialist for the Granite School Board. “We’ve been working on this for five years, laying all the groundwork, and finally it came together. Although partly for the wrong reasons in the sense that it shouldn’t have taken a pandemic to get support, because it’s not just a school issue.

It’s a telehealth issue, it’s a business issue, and it’s a mental health issue,” said Riebe.

Even if the money pot was flush, legislators had to work hard to move their priorities through both houses, and fighting upstream is something Holladay’s five representatives ought be accustomed to, considering they’re all Democrats swimming in the sea of a Republican super majority. Being the minority party requires skillsets and tactics beyond those of their counterparts. The art of alliance forming, for instance, is crucial.

“As a Democrat, you can’t ram things through. If you have two Democrats running a bill it will never fly. So when I’m in committee I say to my colleagues I’ll do anything to make bills better. I call my bills ‘stone soup,’ because they get a lot of love and a lot of people behind them,” said Riebe.

Still, for Democrats, it’s an uphill battle, and representatives like Riebe can often walk away from a session with a string of devastating defeats, sometimes hinging on the vote of a single Republican powerbroker.

“There are times when [interest groups] want to kill a bill and they can sway the right person. There are some legislators who can pretty much kill a bill by themselves,” Riebe said.

Riebe devoted much into a consumer protection bill that put controls on emergency clean-up crews, like businesses who clean up accidental deaths and suicides.

“I had a constituent who couldn’t pay and they put a lien on her house. People going through turmoil and tragedy shouldn’t be price gouged. But a certain legislator stood up and said that wasn’t the capitalistic way,” Riebe said, expressing dismay that the bill was killed.

Holladay’s Democratic reps have also learned the importance of playing defense; it’s not just about what you pass but what you block from passage. By using alliances wisely, they feel like they’re able to call in favors on occasions when they really oppose something.

“Even though we don’t pass a lot, we stop a lot of bad stuff. And if you look at the numbers the ratio we passed the same number—it’s a tough process,” Riebe said.

That’s not to say that Holladay’s dems are always happy with legislative outcomes—far from it—and they grinned and bared it through a variety of bills they found hard to stomach, including an election law re-

form bill that makes it difficult for non-party affiliates to participate in Republican primary elections; as well as a rollback of training requirements for concealed carry weapons permit.

“I disagreed with doing away with training for concealed carry permits—I think it’s a good thing to have a few extra hours of training for that, and I don’t think it’s a material burden on the right to bear arms,” said Owens.

Whether passing bills or blocking them, laws demand an enormous amount of work from many legislators, often to unsung glory. While each bill only has two sponsors, one from the House and Senate, respectively, there are enumerable hours of committee hearings, amendment proposals, research and team building behind the scenes. This is something that first-year Holladay House Rep. Gay Lynn Bennion spoke on.

“I didn’t have any of my personally sponsored bills make it through, but before coming to congress I’d been part of women’s state legislative council for seven years—so I’m familiar with how sessions work and know that bills can take years of work before getting passed,” said Bennion.

Bennion is a member of the Natural Resources Committee, and was instrumental in the passage of bills creating two state parks—including Utah Raptor State Park and Lost Creek State Park.

“These places were being used like state parks but without facilities so petroglyphs and artifacts are compromised. This will help with signage to remind people to be culturally sensitive, and lets us manage those areas in ways that are better for long-term use for visitors and the environment,” Bennion said.

Bennion also helped move through a water-metering bill that encourages secondary water services—like the Holladay Water Company—to help customers meter their water use at no additional cost, hoping to promote conservation without consumer burden.

She also helped pass a Colorado River commission bill which creates a body to study and charge to increase the efficaciousness of the way Utah taps its water allotment from a shared source that sustains much of the western United States.

Despite the strangeness of this year’s session, Holladay’s legislative reps seemed overall pleased with the session’s outcome, and were happy that the public got involved, too.

“I feel like there was more public involvement. Before, people have to drive in from all over the state, find parking and get there on time. You didn’t have to do that with our remote sessions, so we heard from many constituents,” said Iwamoto, who was the sole legislator to attend the entire session remotely out of concern for her 93-year-old mother after whom she cares. The Senate gave Iwamoto a standing ovation for the feat.

Of the session at large, Spackman-Moss put it succinctly: “This is one for the history books.”. l

Three Holladay area teachers win Excel Awards

ranite Education Foundation surprised nine educators and one administrator with Excel Awards on St. Patrick’s Day. Three of the winners were teachers from Skyline, Olympus and Driggs Elementary. And luck had nothing to do with it—the awards were well-deserved based on the teachers’ hard work and dedication.

“I’m a former student from Skyline, and I credit this community with the success I’ve had since I graduated. It is a great honor to give back to the community that gave me so much,” said Skyline social studies teacher and Excel winner Tayler Khater.

Khater’s students include this year’s social science Sterling Scholar winner, Aarushi Verma. Verma took AP European history from Khater her junior year.

“Not only is [Mr. Khater] a phenomenal teacher, but he’s incredibly understanding.

It was a tough year for me in terms of my school class load, and he was flexible with due dates and extensions,” Verma said.

“That characteristic stuck with me because I think it’s rare to find teachers who can be completely supportive and flexible with workloads,” Verma said.

Khater decided to be a teacher because he was inspired by his own Skyline AP European history teacher, Dierdri Farr. “She was

an educator who went above and beyond in caring about me as a student,” Khater said.

Olympus High Spanish teacher Mike Kraniski was another winner. Kraniski’s colleague, Spanish teacher Molly Dingley (who won an Excel Award herself in 2019) said Kraniski is very deserving.

“Mike is thoughtful, organized, and the epitome of a team player. He is the type of teacher that not only helps and offers suggestions, but who also truly listens, and tries to implement new resources into his own practice,” Dingley said.

Kraniski said he was honored by the recognition, and loved that his family was in on the surprise.

“I just lost it with joy and unbelief as I hugged my wife Jami, daughters Madison and Ashlynn and son Gabe. I do not have adequate words to express how special the whole experience was for me,” Kraniski said.

Kraniski said his love of teaching began when he taught some English classes in Italy.

“Building those relationships and seeing [the students] progress was a pure joy that I wanted to continue.”

He believes that learning languages also teaches awareness and diversity of other cultures, which in turn breaks down barriers.

Driggs Elementary’s winner Carolyn Pearson has taught nearly every grade and is loved by students and parents. Stephanie Gloeckner’s daughter was in Pearson’s class in first grade, and Gloeckner has been a fan of hers ever since.

“She is an amazing teacher!” Gloeckner

said. “Every year my daughter asked if she could just take Mrs. Pearson with her to the next grade level.” “[Pearson] is a true educator, always looking for ways to inspire, motivate and encourage her students to learn. We are so lucky TM to have her as part of the Driggs community,” Gloeckner said.

CONSTRUCTION UPDATE 3900 SOUTH IMPROVEMENTS UPDATE Speed Reduction The speed limit on 3900 South has now been reduced from 40 mph to 25 mph between Wasatch Boulevard and 2300 East. This speed reduction will last until the end of the project. Drivers should plan extra travel time and use caution in the area. Fines will be doubled for speeding through the construction zone.

Ongoing Work Crews are working on the east end of the project area and will continue working west.

Currently, crews are focusing their efforts between Wasatch Blvd-to 2700 E while they relocate water meters and conduct utility work. Construction activities are taking place on the south side of 3900 South, and traffic has been shifted to the north in this area.

Residents and drivers are encouraged to plan for delays on 3900 South and use an alternate route when possible to avoid construction activities.

Highland Dr Construction Update Construction started March 15 on a project to add left-turn lanes at four intersections on Highland Drive – Spring Lane, Lakewood Drive, Walker Lane, and Fardown Avenue. These new turn-lanes will help traffic flow more smoothly and safely through the intersections and in front of Oakwood Elementary School. In addition, an existing crosswalk is being moved from the middle of the block on Highland Drive south of Fardown Ave up to the Fardown intersection, and a new overhead pedestrian signal will be added to help people cross the street more safely. Work will continue through July.

While construction is taking place, plan ahead for lane closures and heavier-than-normal traffic on Highland Drive. Please stay alert and use caution when driving through the work zone, as crews and machinery are working close to the travel lanes.

Comes to Holladay Last November, the City Council approved Google Fiber’s request to begin installation on streets throughout the City. The work being done now is ONLY the trenching for the fiber. Progress Brings Changes for Glass Recycling at City Hall Park Beginning May 1, 2021, glass recycling drop-off will no longer be available at City Hall Park. A portion of the City’s soon to be constructed skatepark will occupy the area where the glass recycling container is current located. We are working with Wasatch Front Waste and Recycling to identify another location for glass recycling. When we find a new spot, we will publicize the new location on our website and through social media, so keep an eye out for that update.

Distracted Driving Awareness Month

By Capt. Dan Brown, Unified Fire Authority April is Distracted Driving Awareness Month.

More people will be commuting as the state opens up and people return to work. In 2020, even with the large decrease of people on the roads, we had the largest increase in road fatalities in a 12-month period in 96 years (according to the National Safety Council). On a typical day, more than 700 people are injured due to distracted driving in the United States. Here are just a few steps to reduce the risks of distracted driving: 1. Use your cell phone for emergency situations only. While you’re driving, a cell phone should only be used for emergency purposes. Even then, it’s best to pull over safely to the right shoulder to make a call. Even hands-free devices can still cause you to miss important visual and audio cues needed to avoid a crash.. Remember, it’s against the law in a growing number of jurisdictions.

You could be ticketed and fined.

2. If you are drowsy, pull off the road. Drowsiness increases the risk of a crash by nearly four times. If you feel tired, get off the road; don’t try to get home faster.

3. Avoid eating while driving. Finishing your breakfast on the way to work or school may seem like a time-saver, but it means you are less attentive to the drivers around you.

Food spills are a major cause of distraction.

4. Do your multi-tasking outside the car. Everyone spends a lot of time in their vehicles, and it may seem like the perfect time to get little things done: calling friends, searching for good music, maybe even text messaging. Don’t do it. Focus on the road and the drivers around you. Get everything settled before you start driving.

2016 Statistics from the Utah Department of Public Safety • 5,748 distracted driver crashes resulting in 3,303 injured persons and 27 deaths.

• Where driver distraction was known, 9% of all crashes in Utah involved a distracted driver.

• Nearly half (54%) of distracted driving crashes were rear end crashes.

Community comes together for the Utah Food Bank

P

eople often only think of the Utah Food Bank during the holidays, but food insecurity is a 365-day reality for many people in Utah.

"Five hundred eleven thousand Utahns, which equates to one in six individuals, are at risk of missing a meal today. Even more alarming is that one in five Utah kids are unsure where the next meal is coming," reports the Utah Food Bank website.

"So, this year, the pandemic has done things that rippled through our state," Ginette Bolt, president and CEO of the Utah Food Bank said. "Many people who have come to us for help this year have never had to come before. They were unemployed suddenly in April or May. Perhaps the restaurant or the movie theater or the bar where they worked was closed immediately. They've maybe had money for two or three weeks, and after that, they needed help. So, a huge percentage of people had to find services. So, this year not only was it important for us to be able to serve regular clients, but we had to be able to really fill the gap for those first-time users."

Feed Utah food drive Utahns across the state joined together to collect food on March 20. Early indications show the drive was extraordinarily successful.

"We look to be on track for it to be close to, if not, record-setting poundage from a one-day food drive," Heidi Cannella, communications director of the Utah Food Bank, said.

At one collection point in Salt Lake County, youth removed collected food donations from cars, trucks and trailers.

"Because it is a good cause," said one youth named Cooper, standing in the rain.

The drive was so successful that they ran out of boxes at the collection point, but people kept coming. Staff decided to put the small donations directly into the last of three semitrailers.

"But there's nothing more heartfelt when you have a child look at you and be excited and say, 'I get to have dinner tonight.' That's what this is about. This is what we do," Bolt said, "There is no reason for children in this day and age, in our area in our state, to go hungry. It takes a collaborative effort; we all have to work together."

Associated Foods and The Church of Jesus Christ of Latter-day Saints were major supporters of the drive.

"We are Associated Food stores, and we're passionate about food. We're in the food industry, and we love our communities and so anything that we can do to help support and uplift our communities we support. Anything that involves food is where we want to be involved," Ashlee Johnstun, director of customer relations of Associated Food Stores, said.

rate stores across the state participated along with many of their independent retailers.

They also sponsor food drives within their stores throughout the year.

Another way Associated Foods helps is by pulling dated food before the expiration date. The food either goes to Utah Food Bank or a local pantry.

"You know this is who we are. And especially with the new children and youth program that just launched last year. It's all about having children and youth lead and care for those in need," said Ahmad S. Corbitt, first counselor in the Young Men General Presidency, The Church of Jesus Christ of Latter-day Saints.

Corbitt also said, "We are out here doing this with our neighbors. Of course, there are a lot of members of the church here. They're also Baptists and Catholics and Greek Orthodox, Jews and Muslims. You know, it is a statewide community-wide movement that will help feed everybody, and hunger doesn't respect religion or wherever you live, so we don't either. We are a respecter of everybody."

The journey of the peanut butter jar Cannella explained the journey of a peanut butter jar that is donated. After it is collected from the doorstep of a person who donates, it is brought to a collection point.

Volunteers place the jar in a large box that is loaded into semitrailers.

The boxes are delivered to the Utah Food Bank, where additional volunteers sort the donations. The sorted items are placed into storage.

It is likely that with two weeks or so, that peanut butter jar is taken to a food pantry or used in a mobile food pantry. Days later, that peanut butter jar is opened, and someone along the Wasatch Front is being fed and nourished.

Other Utah Food Bank programs Besides networking with local food pantries, the Utah Food Bank has a variety of targeted programs.

The Kids Café is a program that targets at-risk children. The Utah Food Bank partners with after-school educational sites such a Promise SSL, where children are fed a meal at a site. Last year, this program provided 484,234 meals to children.

The Mobile School Pantry is the newest program. Each month during the school year, a Utah Food Bank truck arrives on school property. Staff and volunteers assist students and their parents in receiving food. Last year, through distribution at 85 school sites, 336,414 individuals, including 195,655 children received food.

The Commodity Supplemental Food Program (CSFP) is a federally funded program design to improve the health of seniors living in poverty. The USDA ships nutritious food directly to Utah Food Bank. Last year,

36,114 CSFP were delivered to individual residences and senior housing sites or picked up at a local food pantry.

The UFB Food Box Program targets homebound people with disabilities and seniors living in poverty. The boxes are delivered to the client's home. Each box contains about one week's worth of nonperishable food, plus as much fresh food as available.

Last year, 9,550 boxes were delivered.

Mobile pantries are used to deliver food to what are classified as “food deserts” or areas that are underserved by traditional food pantries. The mobile pantries are not just for rural Utah. Many mobile pantries are found within the county, like in Bennion, Hunter, Granger and Millcreek. Last year, 654,934 individuals were served.l

Art imitates life: Driggs second-grader wins Reflections with sculpture made of ‘smashed things’

“The theme ‘I Matter Because…’ resonated with our students in ways we could never have expected when it was picked two years ago. Students created incredible works of art, music, literature, film and dance to show us that every person matters, in ways big and small,” Shellum said.

Shellum said next year’s theme, “I Will Change the World by…”, is another timely one. “Our students will change the world in ways we can’t predict, and it’s going to be exciting to watch them solve some really complex problems.”

To support Asher’s creativity, Merrick said she’ll continue to get him things like old VCRs and alarm clocks that he can smash up and explore, and hopefully one day he’ll learn how to put them together and maybe even create something amazing and new.

“He likes to take things apart. He wants to know what’s inside,” Merrick said. “Even though now he doesn’t really understand how things work or how to put them back together, I think he dreams of making some new vision, some new machine with what he takes apart.”

Shellum praised Asher and all the students who entered the contest. “Asher’s piece of art shows that fresh perspective we need so much,” Shellum said. “We are immensely proud of him and of all the students who entered. It’s been wonderful to celebrate students and their creations.” l

ongratulations to Asher Merrick, a second-grader in Valene Ottosen’s class at Howard R. Driggs Elementary in Holladay, on his winning Reflections entry. Asher’s entry was a sculpture which won at several levels and is now advancing to the national Reflections contest.

“The theme for this year was ‘I Matter Because…’ and that’s perfect for Asher. He’s a unique kid with strong opinions,” said Asher’s mom Caitlan Merrick of Holladay.

Asher has an interesting hobby that he worked into his project: he loves smashing things. “I think he likes it both because it’s just fun to smash things, and also because he wants to know what’s inside,” Merrick said.

“In the fall I knew he wanted to enter Reflections, and I told him he should write something because he’s a good little storyteller, but he wanted to make a sculpture. I thought it would be a fun after-school activity. So we got some broken electronics from Goodwill for him to use,” Merrick said.

Merrick let her son break the old electronics down into smaller pieces and asked him what he’d make. “He said he wanted to make our family,” she recalled.

Asher loved getting recognized at school as his entry kept winning and advancing to higher contests. “One day they said his name over the intercom at school because he was one of the winners, and he came home and was so excited about it. I was glad he’d gotten that positive recognition,” Merrick said.

The theme ‘I Matter Because…’ and Asher’s repurposed electronics sculpture turned out to be well-suited to one another.

Asher’s personal statement, which accounts for a big percentage of the Reflections judging, illustrated his thought process.

“I matter because even though I’m the breaker in our family, I’m also the fun that puts us back together and makes things better after they’re broken,” Asher wrote.

Though Reflections judging is anonymous, Merrick thought it would have been nice to for the judges to understand how much this sculpture reflects Asher and his personality.

“For him to win was sweet because even though the judges don’t know him personally, this is a perfect theme for him. He’s loaded with strong opinions and emotions and he doesn’t hold back. That can be a challenge in school, so it was nice to have something where he was recognized positively,” Merrick said.

This year students have been asked to be flexible and resilient in so many ways. Driggs PTA president Liz Shellum said programs like Reflections, which gives kids a creative outlet, are more important than ever.

t Cottonwood High, more than 40 languages can be heard amongst students in the hallways, according to the Colts’ student body president.

“We have so many cultures, so many different backgrounds, we want to celebrate those,” student leader Faith Godina said.

She said that as a student pushed his pin in a world map to show he identified with the Republic of Congo. Already students had marked countries they came from or where their families originated—from India to Mexico.

According to U.S. News & World Report, Cottonwood High, with about 1,750 students, is one of the most diverse schools in Utah, with 51% of the student body identified as minorities. Of that percentage, Hispanic, Black and Asian comprise 44%.

Indicating countries on the map was one of several activities lined up for students to participate in during the school’s first diversity week celebration. Flags were hung in the commons celebrating those countries as well.

The four-day school week was set up with each day celebrating the Colts’ diversity: language, music, talent and food.

“It looks a little different than we wanted with COVID-19, but we’re getting good participation with the first year,” she said.

For example, students submitted recipes for a school cookbook rather than make ethnic food samples for their classmates to taste.

Godina had planned to submit an Italian cookie recipe she makes with her grandmother.

The cookbook was then to be posted and distributed to classmates so they could try their hand at international cooking.

Students also submitted restaurant recommendations for cooking from their homeland.

“We wanted this to be the most authentic it could be, not what we perceived to be authentic,” she said. “We want this week to be genuine.”

Student body officers also posed questions to the student body about culture and traditions and a contest to identify a flag that represented a part of Cottonwood’s population. Winners could sample a piece of candy from another country.

Students also could submit a talent video or a piece of art representing a part of Cottonwood’s diverse culture to share.

“The week got more people talking and groups uniting in activities,” Godina said.

Pymm was raised in Northern California and spent four years in Italy. “My love for the environment runs like poetry in my blood. When I came back from Italy, where I’d shopped at local markets, the big box store had lost its appeal,” Pymm said.

Teaching yoga at Kearns Oquirrh Park Fitness Center means I need to stay certified in CPR and first aid. After completing my recent CPR class, the only thing I know for sure is, “Hi, I’m Peri Kinder and I’m certified in CPR” is not the same as “Hi, I’m Peri Kinder and I can save your life.”

My previous medical training was years of watching M*A*S*H episodes, specifically the one where Father Mulcahy performs a tracheotomy on a wounded soldier by slicing open the man’s throat and sticking a pen down his windpipe. We didn’t learn how to do that.

Theoretically, we learned how to identify serious injuries, how to administer aid and how to use an AED (not to be confused with an IED or an IUD).

We were taught the signs of shock, which include being irritable and restless, and I realized I’ve been in shock for a half-century. If someone is in shock, you should cover them with a blanket. I do that after work. I wrap up in a blanket and tell my family, “Stay away. I’m in shock.”

Another technique we covered was how to make small talk with people who are injured. We’re supposed to put them at ease until emergency personnel show up. But I’m terrible at small talk. Someone could have a bone sticking out of their thigh and I’d say, “So, do you like to eat

he 2019 Community Priorities survey, commissioned by Holladay City and conducted by Y2 Analytics, had a few clear takeaways. It indicated that while Holladay residents are generally pleased with the quality of life offered in the city, they are nonetheless unimpressed by the quality of sidewalks, roads and streetlights.

There was one priority in particular, however, that appealed to an especially broad demographic, scooping up a top spot across all age groups. From Gen Z to boomers and those in between, survey responders appear to covet a trail system to enhance walkability and non-motor vehicle recreation.

Although, don’t call footpaths a unifying issue just yet, because the City’s first baby step toward the realization of a larger trail system has been met with threats of organized resistance by property owners near potential pathways.

The consternation arose when the City explained in the February issue of the Holladay Journal that it was “studying the feasibility of trails along canals owned by Salt Lake City Public Utilities that run throughout the City,” pursuant to public opinion in favor of trails as revealed in the 2019 survey.

The City furthermore exhorted the public to participate in an additional, canal-specific survey through the month of February to encourage community involvement.

However, before the latest poll results even returned, a contingent of residents reacted strongly after misinterpreting the City’s overture as a done-deal that would turn their backyards into a parade vista before the year’s end.
