I am particularly excited for our keynote speaker, California Department of Food and Agriculture Secretary Karen Ross. Ross will provide a unique perspective on the state of California agriculture and its perception in Sacramento.

CITRUS MARKET ANALYSIS: CHALLENGES AND OPPORTUNITIES

Based in California, Magaña is responsible for covering and analyzing the U.S. and North American fresh fruit, vegetable, and tree nut industries.

Prior to joining Rabobank, he served as deputy director of economic research for FIRABanco de Mexico, one of the most important agricultural banks in Latin America, where he conducted analysis on the agricultural sector for over a decade.

His research agenda and experience include agricultural market integration under the North American Trade Agreement, consumer trends in fresh fruit and vegetable markets, food security, and food price dynamics, among other related topics. He also has experience as a professor at Tecnológico de Monterrey, where he taught economics and applied econometrics for seven years.

Magaña earned his bachelor’s degree in Agribusiness from Universidad Autónoma Chapingo. He also earned his master’s degree and his Ph.D. in Agricultural Economics from Texas A&M University.

KAREN ROSS

Secretary California Department of Food and Agriculture

INDUSTRY LUNCHEON / STATE OF CALIFORNIA AGRICULTURE

Karen Ross has served as Secretary of the California Department of Food and Agriculture since 2011. During her tenure, the Department has focused on core functions to protect and promote California agriculture, investing in the Department’s employees to provide the best service to farmers, ranchers and consumers and fostering an agricultural industry that embraces its role as a global leader.

Secretary Ross is passionate about fostering the reconnection of consumers to the land and the people who produce their food and improving access to California-grown agricultural products.

Secretary Ross has strengthened partnerships across government, academia, and the non-profit sector in the drive to maintain and improve environmental stewardship and to develop adaptation strategies for the specific impacts of climate change. She has initiated programs to provide greater opportunities for farmers and ranchers to engage in sustainable environmental stewardship practices through water conservation, energy efficiency, nutrient management, and ecosystem services.

Before joining CDFA, Secretary Ross was chief of staff for U.S. Agriculture Secretary Tom Vilsack. Prior to that appointment, she served as President of the California Association of Winegrape Growers from 19962009 and as Vice-President of the Agricultural Council of California from 1989-1996.

JARED PLUMLEE Board Chairman

Jared Plumlee has been Chairman of the California Citrus Mutual Board since October 2022. Before taking on the Chairman role, he served as Vice Chairman and also chaired the Government Relations Committee. Plumlee is the VP of Farming at Booth Ranches. He is a third-generation farmer in the Central Valley and has been a part of the Booth Ranches team since 2009.

TOM WOLLENMAN

Marketing Committee Chair

Tom Wollenman is the current Marketing Committee Chair, a position he has held for the past three years. He also served as Board Chairman from 2010 to 2013. Wollenman is a third-generation citrus grower and also serves on the boards of CCGA and the California Ag Labor Association. He was formerly the Vice President/General Manager at LoBue Citrus before retiring in 2018.

TIMOTHY ‘BOOMER’ MURRAY Government Relations Committee Chair

Boomer Murray has served on the CCM board since 2022 and has held the position of Government Relations Committee Chair since 2022 as well. As an agriculture real estate professional and citrus grower, he brings a unique perspective to the board. Murray has also served on the Boards of Sunkist Growers, Inc. and Fruit Growers Supply.

MATTHEW LEIDER

Water Task Force Chair

Matthew Leider has been a memeber of the CCM board since 2014. In his time with CCM he has held the position of Governement Relations Committe Chair and now serves as the Water Task Force Chair. Leider also serves as a Director at the Friant Water Authority, the Chair of the Tepot Dome Water District, and a Board Member of the Eastern Tule GSA.

BRIAN FIEN

Pest and Disease Task Force Chair

Brian Fien is in his second term as Chair of the Pest and Disease Committee. He is a second-generation citrus grower and the owner of Fien Ranch. As a fully licensed PCA, licensed CCA-WR, and CCA-NSp, he brings a high level of knowledge and expertise in pest and disease management to the committee and board.

MARIBEL NENNA

Labor Task Force Chair

Maribel Nenna has chaired the Labor Task Force since 2023. She also serves as a Director of the California Ag Labor Association. Nenna currently works at Jireh Packing Co. in their Grower Services/ Field Division.

Executive Vice President, California Agricultural Leadership Foundation

Abby Taylor-Silva joined the California Ag Leadership Foundation as executive vice president in November 2020. She applies her industry and alumni experiences to advance the foundation’s mission. She comes to Ag Leadership after ten years as vice president of policy and communications for the Grower-Shipper Association of Central California. Abby earned a bachelor of arts degree in political science with a minor in agricultural and managerial economics from UC Davis.
