SECTION 1.
OBJECTS OF THE BRIGADE.
1. To afford holders of first aid from St. J ohn Ambulance Association* of l.neetmg tocrether fo r ambulance and nursIng practIce , WIth object of combining individual efforts for the public advantage.
') To render first aid to the sick and injured un public with the sanction of t?e and other authorities and to maintain in readll1ess for duty a body of trai ned {nen and women qualified so to act.
0. To enrol and organise from the Brigade such a:ru,l, Military and Air Force Units in which. arc to serve as a supplement to the pubILc medIcal se rVlces In cases of necessity at home and abroad.
4. To train and em ploy men in ambulance transport duties.
5. To develop and promote every Ineans of rendering aid to the sick and injured.
COMfdON OBJECT OF AMBULANCE AND NURSING DIVISIONS.
6. The primary distin,ctive. duty of.all ill.embers of the Brigade is the renderm g of first md, thIS respect. the Ambulance and Nursing Corps and DIvISIOns are o?- exac.tly the same footing. Except as r egards stret?lwr drIll , whlch . women are not expected to perfonn, the dutle? of Ambulance Sisters, as members of the Brigade, are practICally the san1e as those of ambulance men.
But a it is necessary to be prepared to tend first aid cases which it m ay be inconv enient or imposs i ble to remove at once to a hospita l or to the patient's and in of the possible employment of members of both sexes, as SICk attendants in case of war or other emergency , every male member is to be encouracred to obtain the nursing certifica.te of the St. John Ambula;ce Association, and to engage III

such sick nursing Und8l' medical direction as he or she may be able to undertake.
It being impracticable to regulate nursing in the homes of the sick poor under Brigade supervision, it is to be di 'tinctly understood that any such work undertaken by members of the Brigade is to be considered as done on the individuall'e , ponsibility of such members.
BRIGADE YEAR.
7. The Brigade year coincides with the civil year, viz., 1s t Janu ary to 31st Decenlber.
RELATION TO ORDER AND THE ST. JOHN AMBULANCE ASSOCIATION.
8. The St. John Ambulance Brigade shall be the union in one body of the Ambulance and Nursing Corps and Di vi sion s connected with the Ambulance Department of the Order of St. John.
The Brigade shall be under the general control .of the Am bulance Department of the Order, and shall be dIrected by the Chief Commissioner only.
All members of the t. John Ambulance Brigade shall be ipso facto mem bel's of the St. John Ambulance Association.
LOCAL CENTRES OF THE ST. JOHN AMBULANCE ASSOCIATION
9. There is not necessarily any connection between a Division of the Brigade and the local Centre o! Association. Nor ha s a local Centre of the ASSOCiatIOn any voice in the management of a Di-vision or any seat on its Committee.
If however as is sometimes the casp, a Diyision is enti{'ely financ'ed by a local Centre, Centre a voice in the financial affairs of the DlvisIOn. UnIform and equipment purcha sed or supplied by the Centre, the equipment not includincr uniform shall revert to the Centre, If the Divi ion ceasesb to exist part of the Brigade, or is disbanded.

of the equipment purcha.sed with the grant, but in all cases the uniform must remain the property of the Brigade.
QUALIFICATIONS
.
11. Enrolment in the Br;"igade.
The qualification for membership of the Brig<Lde shall be a certiiicate in first aid from the St. John Anlbulance Association, or such other certificate approved by the Anlbulance Department of the Order, and no person other than a medical practitioner, or fully trained certificated nurse shall be enrolled in a Corps or Division until he or she has obtained such certificate For nlembership of a Nursing Division, a cercificn,te in home nursing approved by the Ambulance Departnlent of the Order must be obtained in addition to the certificate in first aid. In each case the certificate or certificates must be produced before enrolment.
12. The certificates at present approved by the Ambulance Department of the Order, are St. John Ambulance Association, British Red Cross Society, St. Andrew's An1bulance Associn,tion.
13. Only pers?ns of character and suitable physique shall be enrolled In the Bngade, and no person enrolled in [Lny Corps 01' Division of the Brigade shall be n,llowed to join any other Corps or Division without the consent of the Commissioner in whose District he or she last served. In case of Officers the authority of the Chief Commissioner must also be obtained.

The examination in parts 1. and II. of the Official Manual of. D!ill and Camping be conducted by the CommIss lOner, an Officer of hIS Staff or Superintepclent of a Corps, when specially detailed by him for this duty.

In all cases the examin1i.tion shall take place as soon as the member to be examined considers himself sufficiently prepared.
16. For appointment to the rank of Nursing Officer the nominee shall be a quali6ed trained nurse, i.e., a nurse who has com pIc ted 11 three years course of training in 11 general hospital havjng a recognised nurses training school attached, and who, having qualified in the examination of the institution has received a certificate to that effect.
17. Sergeants and Corporals must pass an examination in part 1. of the Ofticial Manual of Drill and Camping prior to being [l,ppointecl.
The examination may be carried out by a Superintendent of a Division, with the sanction of the Commissioner of the District, or Assistant Commissioner of the County or Area.
SECTION 2. ESTABLISHMENT.
18. The establishment of the Brigade shall con ist of:Headquarters, London.
District Headquarters.
COUll ty Headquarters.
Corps and Divisional Headquarters.
19. The Officers of the Brigade shall consist of :Brigade Heltdquarters:-
The Chief Commissioner.
The Deputy Chief Commissioner.
The Surgeon-in-Chief.
The Lady Superintendent-in-Chief.
The Assistant Surgeon-in-Chief.
20. District Headquarters :-
The Commissioner.
Assistant Commissioners.
District Surgeon.
Lady Di trict Superintendent.
District and Lady District Officers.
District Sergeant-Major.
21. County Headquarters :-
Assistant Commissioner.
County Surgeon.
District and Lady District Officers.
If the County is a large one it may be sub-divided and dealt with as two or more counties, for example, Yorkshire.

22. Corps:Corps Surgeon.
Corps Superintendent or Lady Corps Superintendent. Three Corps Officers 01' lady Corps Officers.
One Corps Sergeant-Major for Ambulance Corps.
23. Ambulance Divisions :-
Divisional Surgeon.
Divisional S u perin tend en t.
One Ambulance Officer to every 16 men including N.C.O's.
One Sergeant to every 16 111 ell , including Corporals. One Corporal to ever), 8 men.
24. One Secretary who may be appointed Sergeant while engaged as such. Sergean t's rank for this purpose is honorary ancl carries no executive powers.
25. Lance rank may be grnnted to Privates and Corporals pending qualification within the year for substantive rank.
26. An Ambulance Division shall consist of not less than 16 Privates, but in special circumstances a section of 8 Privates £i'om an outlying district may be recognised as attached to an existing Division.
27. Where an Ambulance Division or Corps is in possesSIOn of motor transport, a Transport Officer or N.C.O. may be appointed in addition to the above establishment according to the amount of transport under his charge.
Nursing Divisions :-
Divisional Surgeon.
Lady Divisional Superintendent.
Nursing Officer (Trained Nurse).
One Lady Ambulance Officer to every 12 Ambulance Sisters.
One Lady Secretary.
29. Officers of Corps or Officers and members of Divisions may be appointed Secretary, Treasurer or Storekeeper by the Superintendent with the approval of the Commissioner and sanction of the Chief Commissioner, but such appointments in a Division carry no official rank other than that held by them in their Division. Application will be made to the Commissioner on form B.F.7.
30. On the recommendation of the Commissioner of 11 District and the approval of the Chief COlnmissioner a person not a member of the Brigade may under special circumstances be appointed Hon. Member and Secretary or Treasurer to a Oorps or Division. Hon. Members will not

wear the unifo.!'ln of the Bri.g ade or its badge, nor will they take any part In the execut.lve work of the Brigade outside the duties of their special appointment.
:i 1. Promotion to Staff' Sergeant :_
As an inducement to diligent performance of duties and in of exceptionally good service , Sergeants may be speCIally recommended by the Commissioner for promotion to the rank of Staff Sergeant.
No Sergeant will be eligible for this distinction who ha s not served in that rank for the five preceding years, and has not been efficient as defined in the General Regulations in each of those years.
It is to be clearly understood that this promotion cannot be claimed as a right on the grounds of mere length of service It can only be allo wed in special cases, and each case will be considered on its merits.
Staff Sergeants thus appointed will be entitled to wear the uniform of that rank.
32. Bands:-
Oorps and Divisions may include Buglers 01' Bands in addition to their establishment. They must be regularly enrolled members of the Brigade holding the necessary qualifications and wear the uniform laid down in the Dress Regulations and conform in all matt ers to Brigade Regulations.
SECTION 3.
FORMATION OF A DIVISION.
33. On the formation of a Division the propo eel members will each sign the B.F.1A. or N. in triplicate thereby undertaking to conform to the Brigade Regulation and Standing Orders and the Rules approved for the Division.
Three forms will be signed by the person superintending the formation of the Division , and forwarded to the Commissioner of the District or Assistant Commissioner of the County or area in which it is proposed to raise it, together wiLh the book of rules for Divisions , with uch alterations in manuscript as the Division may propose. Forms and book of rule can be obtained from the Secretary of the Brigade.
The Commissioner of the District will forward Divisional rules and forms with any remarks he may wish to make to the Chief Commissioner for approval. If sanctioned by the Chief Commissioner the forms will be signed and returned

34. Seniority of Corps and Divisions is determined by date of registration.
FORMATION OF A CORPS.
35. vVith the approval of the of the Chief Commissioner, three Ambulance DIvlSlOns or two Ambulance and one N lusing Division, may apply for registration as a A Corps shall consIst of a mInImum aggregate of 100 members exclusive of Officers and N.C.O's.
When a Nursing Division forms part of an Ambulance Corps not more than 25 Ambulan ce Sisters are to count towards the minimum of 100.
36. The employes of any R.ailway, Company, members of a Police Force, or other organlzatlOn, may be enrolled as a Division bearing the name of such Company, Force , or organization, provided they to .the Regulations of the Brigade as regards effiClent They may either wear the uniform .of body. tv whlCh. they belong should it be in possesslOn of one, WIth BrIgade Arm Badge or the Briaade uniform. They wIll not be called out for publIc duty .with the.sanction of the head of the Company, or organlzatlOn to whlCh they belong.
INVALID TRANSPORT.
37. The Invalid Transport work carried out by a Corps or Division shall be under the charge of the Officer In charg e of the Corps or Division or a Transport Officer appointed for the purpose
A Corps or Division with one or more Ambulances attac hed may apply for the appointment of a Transport Officer.
38. Payme nt t? mem,bers of the Brigade as such for se rvices r endered IS forbIdden, but out-of-pocket expenses of Brigade nlembers engaged in tr ansport of invalids may be refunded.
39. The wearing of uniform by men out port duty is grea tly to be desired, but as tIme reqUIred for changing is frequently of the utlnost Importance to the patient, it should not be insisted upon.

SECTION 4.
DUTIES OF OFFICERS AND OTHERS.

40. The s.hall be solely responsible for. the admmlstratlOn and discipline of the BrIga de and Its ,R eserves, includin g such units as may be enrolled fr?:n It for the Naval , l\Iilitary and Air Force , vVhen mobllized the Reserves will be under the control of those authori ties.
41. Th e Deputy Chief Cmn'lnissione?' shall be directly resronsible to Chief 90r;nmissioner, and perform such dutIes as the ChIef CommlsslOner may delegate to him.
42. Th e SU1'geon-in-Ohief shall be the adviser to the Chie,f Commissioner on .matters concerniug the medical and su rglCal work of the Bngade, and shall endorse all appointments of Surgeons in the Brigade.
43. The LacZy Superintendent-in-Chi ef shall be the sole medium of communication with the Chief Commissioner on all matters r elating to the Nursing Co rp s and Divisions, shall be consulted on any question therewith. She WIll be held resp onsible that uniform is of strictly regulation pattern and will n'om time to time report to , the Chie f Commi sioner sho uld any alteration in nniform be desirable. When practicable she shall inspect Nursing units of the Brig'ade. All appointments of Lady Officers shall be endorsed by her.
44. The Assistant SU'I'geon-in-Ohiel shall assi,t the S luge on -in -Chief.
45. 001n'lnission e'l" shall be responsibl e to the Chief Commissioner for the organization, administration and discipline of the Ambulance Corps and Divisions and the Nursing Corps and Divisions within the District. They must reside within the boundaries of the District. They will correspond dir ect 'with the Lady Distri ct uperintendent on all nlatters relating to the Nursin g units in the District. They will comm unicat e to the Assistant Commi 'sioner of a County or Area any information conce rnin g nursing matters whi ch he should be cognisant of.

46. 47. Assistant Oommissioners not appointed to a County or Area shall perform such du as l?ay be delegated to .them by the Commissioner to whose DIstnct he may be appOInted.
48. District Surgeons shall supervise the medical and surgical work of .the. DIstnct under the orders of the Commissioner of the DIstnct.
49. County shall advise and report to the Assistant Commissioner in charge of the ?n all matters pertaining to the training and re-exammatIOn Corps and Divisions in the C?unty and arrange for nations to be held annually In accordance WIth the Bngade Regulations.
50. Lady Superintendents shall be the assistant to the Commissioner in all matters concernmg the efficiency, discipline and duties of the Nursing Corps and Divisions within the District'.
51. Lady District Officers out. the duties detailed to them by the Lady DIstrIct Supermtendent of their District.
52. In Districts to which a Comlnissioner has not been appointed, Lady District of a will be personal aSSIstant to the ASSIstant CommisslOner of theIr County.

53: Oorps S 'tlJrgeon8 shall supervise the surgical and medIcal work of the Oorps. They will see that Divisional Surgeons are carrying out such duties as are laid down for them and that the annual re-examinations are regularly held.
54. Divisional shall have charge of the medical and surgical work of their Divisions, and act under the instruction of the Corps Surgeon, if the Di vision forms part of a Corps, or the Oounty Surgeon, where appointed, jf is not part of a Corps, or the District Surgeon If there IS no County Surgeon. They are responsible for the instruction of the members of their Division in first aid and home nursing, and will arrange with the Superintendents to ensure the attendance of the members for that purpose. They will turn out for public duty to the of their ability. When en public duty they will superVIse the first aid and home nursing work of the Division or Sections to which they may be detailed , and such instructions as they may issue for the treatment of patients are to be acted upon by all ranks of such Division or Sections.
55. Corps Superintendents shall be responsible for the general control and discipline of the Oorps to which he may be appointed, and will see that Officers in charge of Divisions within the Corps are carrying out their duties in accordance with the General Regulations. They will take command of the parade when the Divisions of the Corps are combined , but in exercising such command he will act under the instructions of any senior Officer who may be present. They will endorse and su bmit recommendations for appointments within the Corps, and shall be the channel of communication for all matters concerning the Corps and its Divisions.
56. Cmps Ojjicers shall carry out the duties delegated to them by the Corps Superin tendent on the approval of the Commissioner. Corps Officers allotted the duties of:(a). Secretary, will transmit all orders and notices issued by the Commissioner or Assistant Commissioner of the District or County respectively, or by the Corps Superintendent. He will see that Divisional Secretaries take the necessary steps to insure that Brigade Forms are completed in a satisfactory manner and are ready for transmission to Headquarters at the proper time.

(b). Inspect01' of St01'es, will take charge of all stores belonging to the Corps as a whole and supervise the issue of same. He will see that Divisional Storekeepers carry ou L the du ties of their offices in the several Divisions.
(c). 1'1'easurer, will have charge of all funds which are the common property of the Corps as a whole, and will prepare the annual balance sheet and statement of accounts and see that the Divisional Treasurers are carrying out the duties of their offices in their several Divisions.
57. Lady 001],)S Superintendents will be responsible for discipli?e and elu ties of the Nursing Divisions wIthIn a Corps, to whICh she may be appointed , to the Lady County Officer.
58. G?rps 0ffice1·s. These Officers wi]] carry out the dutIes detaIled to them by the Lady Corps 'uperilltendent.
Divisional Supe1'intendents will command their Divisions, be responsible for their administration and for the drill, discipline, dress, and equipment of Officers and will take. all proper measures to ensure theIr WIll arrange the details for duty accordIng to the dIrectIOns of the Commissioner or Assistant Commi.ssioner , or other Officer appointed for the or III the case of a Corps, through the Corps SuperIntendent. They will sign and be responsible fol' the correctness and punctual despatch of all returns and correspondence for Brigade, District or County Headquarters. They will arrange in consultation with the Divisional Surgeon for all re-examinations. On all occa ions of public duty, they will be in charge of members and transport detailed to them.

65 Corps Sergeant- Majors will carry out the duties of an AdJutant within the Corps to which appointed, and assi L in the clericfll work of the Corps.
66. Staff Serge(J;nts, SeTgeants und Uorpo?'Cd, will assist the Officers in the discharge of their duties, attend all parades, and perform such other dutie .. as mR.V be requir ed of them.
67. DivisioJlu.,l Sec1' etcwLes of both Ambulance and N ur. ing Division ,acting under instructions of the Divisional Superintendent , will advise all nlerubers of drills, practices, and meetings, will keep the Brigade Record Sheet, Returns of Drills and Duties , :Minute Book and Occurren ce Book, will prepare all returns, and, unless it be found necessary to appoint a Treasurer , will keep the ash Book and prepare the Annual Statement of Account. All correspondence that is not required to be signed by the Superintendent will be signed by the Secretary a "by order."
68. Divisional Sto1'ekeepeJ's of both AmLulance ancI Nursing Division " under the supervision of the Divisionfl.l Superintendent, will see that the stores under charge are at all times in a clean and proper condition and ready for immediate use or inspection, and will keep the List of Stores, taking note of all articles issued on loan . The duti es of this office, involving a it does the charge of stores and equipment of Divisions, should only be held by a thoroughly reliable member.
69. Divisional Treaswl'e1's of both Ambulance Nursing Divisions, ull:der the supervision of the Divisional Superintendent, will keep the Cash Book and prepare t.he Annual Statement of Account.

RECORD S AND RETURNS.
70. It is the business of every member to see that his or her record is properly kept and submitted to Headquarters annually. If is not done cannot claim to have a gnevanr-e If the year for w111ch records not r eceived are not allowed to count towards the SerVICe Badge, Service Medal or Servi ce Medal Bar.
71. A Briga.de Record Sheet (B .F.1A or N) containing the name, and qualification of every member, including Medica] a n d Ambulance Officers shall be kept by each Division from the daLe of its registration, and subsequently from the commencement of each official year ( 1st January), and shall be revised as variations occur, the name of each new me?nbe?" being entered in his or her handwriting on joining in token that he or she underta7ces to cornply with the Rules of the Division, the General Regulations of the Brigade, and the Standing Orde'f's of the Brigade and Disi'rict. At the end of each official year ( 31st December) the Record Sheet shall be completed in triplicate, and submitted to the Commissioner of the District , through the proper channels, fo r approval and signature One copy will be returned to t h e D ivision, one retained by the Commissioner, and one transmitted to the Chief Oommissioner.
72 Clerical work will be lessened and the value of the Record will be enhanced if the instructions appearing on the Record Sheet (B.F.1 ) referring to filling in " Ren1arks" ??lumn, be cal'efnlly and FOl: If a member has been dIsmIssed the DIVISIOn, " dIsmlssed . should be entered opposite the name in the" Remarks lJ column. If a member holds the Medallion, "Medallion" should be placed opposite the name . If a member can speak a foreign language, the name of that language should appear OppOSIte the name in the (C Remarks" column. The same should be done where a man has military training , specifying in what branch of the Service.
73. Transfers should be recorded against the member's name in the "Remarks" column of the B.F.1 (A or N), viz., "Transfer r ed to . . .. . ... Division," giving the date . The same note should be made against his name on the B.F.3 with date.

74. M:embers transferring to other Divisions or Brigade O verseas should be supplied with a personal Record Sheet B.F.4, filled up under the various headings, and signed by his Divisional Superintendent and by himself, and approved by the Commissioner . .
75. On B.F l (A or N), opposite the name in the new Division, the transfer should be recorded as follows:"transferred from Division," adding the date. This sbould also be recorded on B.F.3.

77. The Book of Regulations should in all cases be kept up to date by the insertion, in proper place, of ,the corrections or altera.tions ent out wIth the Bngade Oruers for the purpose.
78. The books of the Division shall be examined annually by the Inspecting Officer.

EFFICIENCY.

82. Exceptions. .., .

83. Medical Officers and Trained Nurses are exempted from re-examination , but should as far as possible conform to the other requirements.
84. Leave of absence from Annual Inspection if for a sufficient reason, may be granted by the Commissioner with the approval of the Ohief Oornmissioner.
85. Sickness as a reason for absence fi'om Re-examination must be certified by a medical man.
86. District and Oorps Officers will be as efficient ; or otherwise, annually by the OommissIOJ?-er according to the manner in which they carryon their dutIes.
87. Examinations under the Association may count as re-examination for efficiency under rules laid down , para. 100 of this section.
88. Officers and Members of the Brigade who have attended a course of lectures in Sanitation delivered by a Medical Officer of the Brigade, and .who hav: passed an examination conducted by an examIner detaIled by .the Ohief Secretary of the St. John Ambulance ASSOCIatIOn, will be granted a certificate to that efiect.

This examination may, provided the member is in possession of the Medallion granted by the Association, take the place of the Brigade Annual re-examination for that year, but not for the Label, nor must the examination Sanitation the place of the Brigade re-examination In two consecutlve years.
Officers and Members in possession of the Oertificate for Sanitation as applied to Forces in the Field must re-qualify every third year.
88. Re-examinations for efficiency should be held prior to 31st July in each year thus giving time for those who fail or have been unable to attend, to be examined during the latter half.
90. Officers and Members of the Brigade unable to attend the Annual Re-examination must understand that they are indivjdually held responsible for not becoming efficient. If they failed to pass or attend the first re-examination they must apply for another opportunity to sit.
91. New members are exempt from re-examination in their first year, provided they obtain their certificate in that year.
RE-EXAMINATIONS.
92. The Brigade re-examination will be carried out on form B.F.11.A.. and successful candidates will become eligible for the awards of the Association which their previous attainments qualify them to receive.

95. The Divisional Officer or Secretary will enter the names of the whole Djvision with their classification (V oucher, Medallion, Label, or Pendant) on B.F.! In. (in triplicate, care being taken that the names appear 1n the sarr.le order on each of the three forms ), and on the gummed hp and hand them to the examiner at the commencement of the examination. These forms (B.F.11B.) will be attached to the B.F.llA. to which the gummed slip is now affixeu and on conclusion of the examinl1,tion will be forwarded by the examiner to the Chief Secretary, St. John Ambulan ce Association.
96. The Chief Secretary, St. John Ambulance Association will enter the results of the examination on B.F.llB. return one copy to the Division and two copies to Lhe Chief Commissioner, who will forward one copy to the Commissioner for record.
97. The annual re-examination whenever practical will be conducted by a Medical Officer with the Division to be examined. No exam1natlOn shall be held without the permission of the Assistant Commissioner in charge of the County, where appointed, otherwise the Commissioner of the District.
98. J n the case of member s unable to attend the re-examination of their own Division, they will notify the fact as soon as possible to the Officer in charge of their Division. who will arrange if possible for such members .to be re-examined with a neighbouring Division , or otherwlse i"tt some future date. 100. The Officer in charge of the Division sending snch members will cause to be inserted on the B.F.1A. for their Division the name of the Division with which such took their re-examination.

In the case of members who attend an Association examination , they will, prior to the exami nation, notify the Officer in charge of their Division the place and elate of the Association examination they propose to attend, and must notify the Class Secretary that they are members of the Brigade and hand to the Class Secretary form B.F.IIB. for submission to Hea.dquarters with the Examiner's Report.
The Offi cer in charge will obtain forms B.F.I1B. for the purpo se and enter the names of such members thereon before handing them to the members or member to be re-ex amined. This also applies to \'1hole Dj\"jsions sitting for an Association examination ill lieu of Brigade re-examination.
Unless the foregoing procedure is <1dopted, the members will run a serious risk of being returned as inefficient for the year in which they default, and will lose credit for the Service Badge , Service Medal or Service Medal Bar.
101. The latest. date a member may join to count his service for year of joining is the !3l st July.
ANNUAL INSPECTION.
102. The Annual Inspection shall be held each year. Ea ch Division shall be inspected annually by the Chief Commis ioner the Commissioner of the Di trict. or all Officer of the Brigade specially appointed for Failure of a member to attend the InspectIOn w1thouL adequate excuse will involve loss of efficiency for the year (see para. 84 of this section).
Nursing Divisions will be inspect.ed by the Lady Superintende nt-in-Chief whenever practlCable.

of the Inspection. They will forward a written report to the Officer on whose behalf the Inspection was made, who will himself communicate the result to the Division inspected, and to the Chief Commissioner.
105. Inspections by persons other than Officers of the Brigade, except with the sanction of the Chief Commissioner, are forbidden.
106. The periodical testing of members in first aid being provided for by the annual re-examination, the annual inspection shall be especially directed to the following matters; the fitness for their respective duties of all Ambulance Officers, Sergeants Corporals, particularly as regards their capability for teaching the recruit squad, company , and stretcher drill; the setting up, marching, drill and saluting of all ranks; the correctness of the uniforms and badges; the condition of the ambulance material; the care with which the Brigade R eco rd Sheet, Return of Drills and other books are kept; and the production of Brigade Regulations, Brigade Orders and an audited stateluent of accounts (form B.F.12 )
107. In the case of Nursing Divisions , special attention shall be paid to the same matters as fa r as 111ay be appli cable.
DRILL AND INSTRUCTION
108. The authorized drill book of the Brigade shall be the Official Manual of Drill and Camping.
109. The members shall attend parades for drill and duty as the Senior Officer of their Division shall direct, provided that it shall be incum bent upon every mem ber to make in each year at least twelve attendances for drill and instruction in first aid, of not Ie s than one hours duration each (o r instru ct ion in the case of member of Nursing Divisions ).
CAMPS OF INSTRUCTION
110. Camps of Instruction may be held from time to time with the approval of the Chief Commissioner. The of .such Camps should if possible be arranged for a tlme prevIOUS to, or after, Army manoouvres or training.

Ill. All Corps and Di visions taking part in such Camps share proportionately in the expenses thereof. RegulatIOns for the governance of Camps of Instruction are IS8ued by the Chief Commissioner and must be strictly adhered to.
112. It is impe.rative .that each Camp of Instruction must be under the ImmedIate control of the Commissioner of the District, or of an Assistant ComnliFsioner detailed for that duty by him.
110. Travelling expenses will be allowed for either of these but it must be clearly unden:tood that he is sleep WIthIn the boundary of the Camp. If the Camp is In personal ?harge of the Assistant Commissioner, travelling expenses wlll be to enable the Commissioner to make one visit ot inspection.

SIGNALLING.
115. Two classes of persons engaged In signalling are recognised by the Brigade:(1). Instructors.
( 2). Signallers. of the Brigade holding a Certificate as Instructor in Signalling in a.ny of Bis Majesty's Forces will be eligible for appoint.ment as Instructor in the Brigade.
116. Signallers will be required to obtain a certificate from a recognised School of or from an Officer or Non -C ommissioned Officer of and above the rank of Sergeant of either the Regular or Territorial Army , qualified as an Instructor in Signa1ling.

117. Candidates will be required to read or send a message at the rates of Big Flag - six words per minute. Small Flag eight words per minute. Semaphore - ten words per minute. The examination should be carried out in accordu,nce with the Training Manual of Signalling, latest edition, so far as applicable.
118. To retain the Signalling Badge, a Signaller will be required to pass an annual test on the lines laid down in the Training Manual of Signalling.
INSUBORDINATION, AND OTHER OFFENCES.
119. In cases of insubordination on parade, the offender is to be ordered to "fall out." In these cases and in cases of default or other offence , a report of the cirCUlllstances is to be made to the Commissioner of the District within twenty-four hours. The Commissioner will suspend the offender from duty, notify the facl immediately to the Chief Commissioner, and without loss of time, cause an enquiry to be held, sending the report to the Ohief Oommissioner for decision.
In the case of Officers a.bove Corps rank, the Comlnissioner may suspend the Offi ce r from duty and will forward without delay a written chprge ag9jnst such Oilicer to the Chief Commissioner.
AMBULANCE MATERIAL AND EQUIPfdENT.
120. Uniform, equipment, and ambulance material purchased with money subscribed by the Members, or collected from other sources by them, are the property of the Division as a whole. They should be vested in a Committee for the time being of the Division.
DISPOSAL OF MATERIAL ON DISBANDMENT.
In the event of a Division being disbanded or otherwise ceasing to exist, the uniform, equipment, funds, etc. , lapse into the charge of the Commissioner of the DistrICt. If he considers that there is no likelihood of a Division

being formed again in the immediate locality within twelve months, he can distribute the uniform, equipment, etc., as he thinks fit, within the limits of his command.
121. In the case of the disbandment of a Corps, but not of all the Divisions forming part of the Corps, the uniform, equipment, etc., will be distributed amongst the continuing Divisions as may be decidecl on by the Commissioner of the District vVhen Ambulance material is furnished at the COl;3t of a Railway, or other Company or body, it may be vested in trust in such manner as the provider may desire.
SECTION 6.
APPOINTMENTS
122. Officers. The Chief and Superior Officers of the Brigade shall be approved and appointed or promotecl by the Grand Prior of the Order on the recommendation of the Chief Commissioner. Such appointment or promotion shall be made triennially on St. John the Baptist Day and shall expire on the Eve of St. John the Baptist the triennial period for which they were made, subject to ren8lval. Vacancies may be filled up from time to time as and when requir ed
123. The Chief Officers shall be members of the Order of or above the grade of Knight of Grace or Lady Grace, and the Superior Officers :Members or Hon. AssocIates of the Order.

127. The other Officers of a District, County, Corps or Diyision, including Warrant Officers, shall be and appointed, promoted or transferred, b.r the ChIef Commissioner, and shall only be removed by hIs order.
128. The Secretary and Staff Officer to the !-acly Superintendent-in-Chief shall. be a of the Bngade and appointed by the Clnef C.ommlsslOr:er, ?n the recommendation of the Lady Supermtendent-m-Chief.
129. No person shall assume the tit!e or of an Officer before the receipt of an officlal notincatlOn of appointment from the Chief Commissioner.
130. . Non-Commissioned Officers, Division.al Secretaries, Treasurers and Storekeepers, shall be ap.pointed by Commissioner of a District, with the sanctIOn of t.he qhlef Commissioner a.nd shall be removed only by order of the Chief Notification of their ap pointment will he communicated to thern by the Commissioner after receiving the sanction of the Chief Commjssioner.
131. When an Officer, Warrant Officer, or N.C.O. is promoted he or she shall ipso facto vacate the rank held at the time of his promotion. The onl y ranks that can be held simultaneously are ?f Corps Surgeon qqrps Superintendent, and DIVISIOnal Surgeon and DIVISIOnal Superintendent.
ACTING RANK.
132. In special cases an Officer may be appointed to act temporarily in a rank higher than his own, but he shall wear the uniform of his substantive rank.
POSITION OF OFFICERS TRANSFERRED.
133. District and County Officers transferring to another District or County will take their seniority in their new District or County from date of transfer.

135. It is desirable that subject to paras. 22 to 28 Officers and N.C.OB. should be absorbed into the establishment of their new County, Corps or Division as vacancies occur. UntIl they will parade as supernumeraries but may be utIlized by the Senior Officer present to take the place of members of similar r ank who a r e absent.
OFFICERS WARRANTS.

NOMINATIONS FOR APPOINTMENT.
137. Nominations for the appointment , promotion , or of Assistan t Commissioners, District, Corps and DlvislOnal Officers shall be made to the Chief Commissioner through. the proper channel of communication (see Brigade RegulatIons, sectIOn 10 , para. 185), on Form B.F.7. For the purpose .of transfers B.F.4 shall be used, and accompany the arphcatlOn. In the case of new Divisions, appointments WIll be probationary for twelve months.
Appointments will not be effected until the Officer previous.ly holding the position to which such appointment is deSIred has tendered a resignation in writing, unless in special circumstances the Chief Commissioner thinks fit to do so.
HONORARY MEMBERS ,
138. Presidents, Vice-Presidents,and I{onorary Members way,. in recognition of services rendered to the Brigade, be appOlnted to Corps and Divisions on such conditions as may be approved by the Chief Commissioner. They will not have any administrative or executive powers. They

wiH not have the right to vote at any meetings of the Corps or Division other thn.n those of any finance committee to which they may be appointed members, or to perform public duty with members of their own or any other Corps or Division.
They are not entitled to wear the uniform of the Brigade. Application for the admission of Honorary members must be made on Form B.F.7.
139. Promotions in and appointments to Divisions will not be entertained until the Annual Returns for the preceding year have been received by the Chief Commissioner, except under special circumstances.
Promotions, appointments and resignations of Officers of the Brigade will appear monthly in First Aid and the St. John A?nbulance Gazette.

SECTION 7.
BRIG ADE RESERVE.
143. Members who have rendered three years ei?cient service .and undertake in writing, to comply WIth the RegulatIOns regarding it, may, in special cases, be placed on the Reserve List of the Brigade. The application to be placed on this List must be made to the Commis::,ioner of the District through the usual channels of communication and, if approved, will be su bmitted by him to the Chief Commissioner for his sanction. Mern bel'S of the Reserve will pay the usual annual subscription to the District.' Corps or to which they may be attached. They wlll be reqUIred to pass the annual re-examination in (and in the case of members of Nursing DIVISIOns ) and WIll attend not less than six drills a year.
144. A certificate that this has been done in the case of each member on the Heserve shaH be furnished with the

Brigade Record Sheet by the Officer in charge of the Corps or Division to which such member is attached. Members transferred to the Reserve will be permitted to retain their uniform, subject to Divisional rules, and may, with the permission of the Officer in charge, undertake public duty in connection with the Division to which they are attached.
145. Superior , District, and Corps OffieerR will not be required to fulfil these conditions. They must undertake to return to the Active List for administrative purposes within their District should they be called upon to do so by the Commissioner of the District.
146. Service in the Reserve will not be allowed to count towards the Service Medal, Bar or Badge, exc e pt as allowed under para. 152 in this Section.
147. Members of the Reserve must not wear the uniform of the Brigade, except when called up on duty, on any occasion without the written consent of the Officer in charge of the Corps or Division to which they are attached, who will be guided by the instructions contained in Section 11, para. 223.
148. Divisional Officers and N.C.O ' s. on the Reserve will fall in on parades as supernumeraries. They will from time to time be called on to take an active part in the parade and be available to replace any abs entee of corresponding rank. When present at practice drills they will take up their respective duties under the Officer in charge as if on the active list.
149. Privates will fall in In the ranks III the ordinary way.
150. No person on the Reserve whatever his rank may have been, has any executive authority unless allowed to act for a time as Officer, Sergeant, or Corporal by , and in the presence of, an Officer on the Active List.
151. Alllnembers of the Reserve will wear a letter" R l1 ')n each shoulder cord or strap.

152. Officers and members of the Brigade who have resigned or joined the Reserve and wish to return to the active list of the Brigade, must obtain the sanction of the Chief Commissioner. If they rejoin within twelve months of their leaving, their continuity of service will be allowed to count towards the Service Medal , Bar or Badge. Those on the Reserve rejoining after this period shall count half their Reserve service towards these awards. Officers and members not on the Reserve List will on rejoining after one year lose the benefit of previous service.
RETIRED LIST.
153 Officers of the Brigade y,rho retire after fifteen years service may , with the consent in writing of the Chief Commissioner, continue to wear their uniform on suitable occaSIOns.
CHANGE OF ADDRESS
154. Offi?ers of the Brigade having to gl ve up thell' actl va work In the Brigade 0 wing to their mOVIng to a locality where the Brigade is not represented, may, with the permission of the (;hief Commissioner, be retained in the Brigade for such period as he may consider sufficiept to. enable them to make arrangements to carry on theIr dutIes in th8 Brigade or to raise a Division in the new locality.
155. Bearing in mind the obligations existing between the Brigade and the Public S ervices, it is necessary that the Chief Commissioner should be kept informed of changes of permanent abode in the case of all Officers and members in charge of Corps and Divisions.
156. Any member who wishes to leave the United Kingdom temporarily or otherwise should notify the fact to the Commissioner, who will inform the Chief Commissioner.

157. Changes of address and notifications of intention to leave the United Kingdom by members below the rank of Officer will be dealt with by the Commissioner of the District and represented to Brigade Headquarters.
158. Any member of the Brigade leaving the country without fulfilling these Regulations breaks the continuity of his service, and loses seniority in the Corps or Division.
SECTION 8.
RESERVES TO FORCES OF THE CROWN.
159. Reserves of members of the Brigade are enrolled for:-
The Royal Naval Auxiliary Sick Berth Reserve. The Military Hospitals Reserve. The Voluntary Aid Detachments.
160. Members desirous of enrolling in one or other of these Reserves can obtain the Regulations governing the conditions of such service through the Officer in charge of their Corps or Division.
161. All correspondence concerning these Reserves, except Voluntary Aid DeLachlnents, mu st be sent direct to the Chief Commissioner who alone communicates with the Departments of the Crown concerned.
SECTION 9.
PUBLIC DUTY.
162. The primary and distinctive duty of all nlembers of the Brigade is the rendering of first aid, and in this respect the Ambulance Corps and Divisions and the Nursing Corps and Divisions are on exactly the same footing.

at once to a hospital or to the patients ' homes, and in v iew of the po ss ible employrnent of members of either sex in case of war or other emergency, eve r y male member is to be encouraged Lo obtain the nursing certificate and to engage in such si ck nursing nncler medical direction as he ma.y be,able to undertake.
164. It being impracti cable to regulate nursing in the homes of the sick poor under Brigade su pervision it is to be distinctly understood that any such work undertaken by members of the Brigade is to be considered as done on the individual responsibility of such members.
GENERAL RULES FOR PUBLIC DUTY.
165. Commissioners will issue such instructions u.s they may think fit with regard to the occas ions on which the Oorps and Divisions in their re spect ive Districts may perform Public Duty without reference to Brigade Headquarters.
166. When any public duty is to be undertaken by the Officer in charge of a Corps or Division, he should in\"ariably endeavour to arrange with the local authorities as to the po sition of the anlbulance stations which it is proposed to establish, and for such police protection and assistance u.s may be necessary. If ambulance sisters are they should be distributed amongst the stations as detaIled by the Officer in charge of the Corps to which they belong, or , in the case of independent Divisions , by mutual arrangement between the Officers in ch arge of the Ambulan ce and Nursing Division s. 168. The :Medical Officer on arrival has the en tire charge and control of the StR.tion, as far as all medical matters are concerned; he will give such instructions to the <?fficer in charge. as are necessary in his opinion for carryIng out the medIcal treatment of patients within the the Officer in charge must give effect to such Ins tructlOns.

170. .Under arrangement :vith the English Rail way Companles, members of the Bngade of all ranks travelling on ambulance duty in Brigade uniform are allowed to travel at a reduced fare on production of a Voucher. duty does not iD:clude at meetings. Books of 25 vouchers are Issued free of charg'e to District of Corps and Divis'ions, Medical Officers and Supenntendents or other members in charae of Pivisions, on written application to the Secretary of the Bngade.

PUBLIC DEMONSTRATIONS.
171. No Corps Divisions or individual members of the Brigade, as such, shall take part in any public procession or other demonstration, unless actually doing ambulance duty, without the permission of the Chief Commissioner; and under no circumstances, except when the duty is ordered from Brigade Head-quarters, shall members of the Brigade perform any public duty or take any part in an ambulance demonstration in a District other than tbeir own, witbout the consent of their own Commissioner and t.he Commissioner of the District in which the duty is proposecl to be undertaken or the demonstration is held.
172. In the case of any Public Procession, the proper place for the ambulance man or ambulance sister, as such, is on the line of' route, on duty, and not as part of the processlOn.

174. Tho Great Coat when rolled will be worn by Officers, Warrant Officers , and Staff Sergeants over the right shoulder, and when unrolled, buttoned up. Sergeant s and rank and file will wear the great coat, when rolled , over the left shoulder; when unrolled, hooked at the neck and buttoned up.
17 5. Unless otherwise ordered, the waistbelt and pouch , havresac and water bottle will be outside the coat when fine and beneath when wet.
176. Gloves when not. worn on the hands will be kept in tho pockets of the havresac; they must not be carried under the shoulder strap or under the belt.
177. The havresac will be worn unrolled on the left hip slightly to the rear, the strap passing under the right shoulder strap and under the belt, both in front and rear, top of havresac level with the waistbelt.
178. The individual water bottle will be worn on the right hip , slightly to the rear, the strap passing under the left shoulder strap and under the waistbelt behind and over it in front. The buckle of the havresac and water bottle will be on the chest, the loose ends of the straps hanging downwards and secured neatly to the straps by runners.
179. The cane on occasions of a Review, Inspection or Drill will be carried by the Officer Commanding only; in Route Marching Order , by all Officers and Sergeants, and by all ranks when walking out after duty. It will not be carried at Church Parades.

189. Divisional Surgeons writing on medical and surgical matters will, when their Division forms part of a Corps, forward their communications to the Corps Surgeon, the Corps Surgeon forwarding his communications to the County or District Surgeon as the case Iuay be.
190. Divisional Surgeons will communicate direct with Oountyor District Surgeons, as the case may be, when their Di visions do not form part of a Corps.
191. The printed forms to be used for making the vanous returns and reports required by these Regulations will be furnished free of charge on application from Officer or other members in charge of a Corps or Division direct to the Secretary, of the Brigade, at Headquarters.

SECTION 11.
AWARDS AND WEARING OF BADGES, DECORATIONS AND UNIFORM.
201. ,Awards for service within the Brigade consist of a for every three years efficient service , up to and Includmg twelve years. A silver Service :Medal granted by H.R.H. The Grand Prior and the Chapter-General of the Order all the completion of fifteen years efficient service; a Bar to the :Medal and a Cross on the ribbon when the med.al is not worn for each successive five years efficient serVIce.
The Service :Medal will be worn on the left breast.
The Bar..on the ribbon immediately above the llledal. These WIll be presented free of charge but if lost except on public duty , must be replaced at the cost of the owner. The number and nature of these awards must be entered opposite the recipients name on the form B.F.l (.A or T).
202. The Badge which is a four pointed silver star will be worn on the left arm, eight inches from the bottom of the cuff

203. The Service Medal replaces the three years badges which are then no longer worn.
204.. Applications for these awards will be made by the Officer In charge of the Corps or Division, or in the case of Surgeons by their senior Surgeon , on B.F.4.A. for the Service Badge, and B.S.M./A. and B.F.4. for the Medal and Bar which must be signed by the applicant and certified by the forwarding Officer.
205. On a claim for the Service Medal being approved by the Grand Prior, two inches of the Service Medal ribb on will be sent to the claimant with permission to wear it pending receipt of the Medal.
206. Other awards of the Grand Prior a nd ChapterGeneral for which members of the Brigade may becOlue eligible are the Life Saving Medal or Certifi cat e of Honour, Vote of Thanks, Membership of the Order , or advancement in the Order.
207. Membership awards or Vote of Thank s must be applied for on Form A/ H forwarded and supported by the Commissioner of the applicant ' s District , to the Chi ef Com ill issioner.
ARM BADGES.
208. The Brigade Arm Badge will be worn by all certificated persons temporarily to and doing duty with the Brigade other than its regular members.
RECOGNITION OF SERVICES BY THE ORDER.
209. Application for the recognition of Brigade members' F;ervices rendered to the Association, and submitted on form A/ H. must in all cases be endorsed by the applicant's Commissioner, and submitted to the Chief Commissioner

for approval. Applications for Brigade service only will be sent forward on form A / H. to the Commissioner who will forward it with his recommendations to the Chief Commissioner. Such applications will not be considered, except under very special condi tions approved by the Chief Commissioner, unless the applicant has ten years honourable and efficient service to his credit in the Brigade.
SIGNALLER'S BADGE.
21l. A Signaller'S BadO'e in black and white, (em broidered for Instructors) , will be worn 8 in. from bottom of cuff" on the left arm. Application for the badge of either class will be submitted through the usual channel of comlllllnications to the Chief Commissioner accom panied by a copy of the applicant's signalling certificate duly certified by the Officer in charge of his Brigad e unit.
MEDALLION BADGE.
212. The Medallion Badge may be worn by men only who h a ve obtained tbe medallion of the John Ambulance Association. This Badge consists of a circular disc of white cloth in. in diameter (pattern D) sewn on the front of the l eft sleeve 9 in. from bottom of cuft: Applications will be countersigned by his Officer , who shall certify that the applicant is in possession of the Medallion.
NURSING BADGE.
213. The Nursing Badge may be worn by men who have obtained the certificate in nursing from the St. John Ambulance Association. This Badge consists of a cross (pattern E) sewn on the fron t of the l eft sleeve 9 in. from bottom of cuff. Men entitled to wear both Nursing and M e dallion Badges will wear the nursing badge sewn on the b adge, the latter in this case shall be 1 in. in dIameter.
214. Members of Nursing Divisions will wear the medallion itself suspended from the neck by a black ribbon passed under the collar, the medallion lying immediate)y below the centre of the collar in front. The ribbon is not to be seen.
The Bronze Medallion only will be Worn in uniform.

V.A.D. BADGE.
215. Members enrolled in St. John Voluntary Aid Detachments will wear Badge No. 39 on the left arm of dress, midway bet,ween the point of the shoulder and the point of the elbow.
BANDSMEN AND BUGLERS.
216. Detachable wings may be worn by Members of the Brigade when parading as Bandsmen of their unit of the Brigade. The wings shalt be of regulation pattern, and will not be worn except when parading as a Band.
Authorised Buglers will wear a Bugle Badge on the right arm above elbow, and a black and white regulation cord attached to bugle.
RESERVE
BADGES (Naval).
217. A Member enrolled in a Brigade Reserve for the Naval or Military Forces through the Brigade, may wear the Badge of that Reserve, issued through the Chief Commissioner , on the left arm of the dress mid way between the point of the shoulder and the point of the elbow.
H R.H THE PRINCE OF WALES 'S PLUME. MEMBERS OF No. 1 (PRINCE OF WALES S) DISTRICT.
218. Members of the above District will wear as a collar Badge the Prince of vr ales's Feathers in wnite metal above the badge worn on cloak or coat, and on the right ann.
WEARING OF BADGES, MEDALS AND DECORATIONS.
219. :N 0 Badges other than those of the prescribed pattern issued from Headquarters, St. John's Gate, london, and no medals or decorations not granted or authorised to be worn by the Sovereign, shall, unless specially sanctioned , be worn in uniform 01' on Bri gade duty in plain clothes.
220. The order in which decorations, medals and ribbons are to be worn in Brigade uniform and on Brigade duty in plain clothes is as shewn in Appendix II.

224. Medals and medal ribbons are to be worn by all ranks as follows:
Medals-other those awarded for saving life (Albert Medal excepted), WIll be worn on the left breast. Life Saving Medals will be worn on the right breast.
The ribbon is to be l}-in. in length. In the case of medals with clasps, one inch of the ribbon is to appea r at top, and the ribbons of other medals (if any) are to be lengthened accordingly. The position of the medal or medals is to be four inches from the centre of the chest. Medals worn on the left breast will be in the order set out in Appendix II.
225. Medals except those which are dull bronze , should be kept bright and the ribbons should at all times be clean Special attention should be given to this detail.
\Vhen ribbons are worn they will be !-In. III length. Members of N unnng Dl visions will wear the ribbons on the cloak as well as on the dress.
SECTION 12.
CONFERENCES AND COMMITTEES.
227. Dist?'ict Conference. Conferences of Officers of a District may be held from time to time with the approval of the Commissioner.

228. County 01' A rea Conferences may be held by the Assistant Commissioner in charge of a County. The procedure at Conferences shall be as set forth in the following Rules. The Minutes of such Conferences shall be sent to the Chief Commissioner.

231. A mendntents. After a motion has been moved and seconded, amendments may be moved thereto at any stage of the debate thereon, and no amendment upon an amendment shall be proposed, and only one amendment shall be considered at the same time.
Every amendment shall be moved and seconded in the same manner as a motion, and shall thereupon be reduced into writing and handed to the Chairman, who shall read the same to the meeting. The debate on the original motion and the amendlnent shall then proceed together.
In puttmg an amendment to the meeting, the Chairman shall first read the original motion, and then the amendment proposed.
When an amendment has been carried, the original motion as amended shall become a substantive motion, and be subject to further amendment.
All amendments shall be relevant to the original motion, and shall not be in anticipation of any other motion, standing on the agenda paper, nor a mere negation of the original Illotion.
The mover of an anlendment shall not be entitled to reply, but the seconder may reserve his speech.
232. Speaking on the Motion or Amendm,ent. A member having spoken on the original motion, shall be entitled to speak upon any amendment, but having spoken npon an amendment shall not afterwards speak upon the original motion, but a member having only spoken upon an amendment may afterwards speak upon the original motion.
Points of Order. Any member mav rise to Ie a point of order," but in so doing must at once" define what such point of order is.
233. Personal Explanation. No member may rise to (( a point of explanation" arising on another n1ember's speech.
234. Closure. The terms of the closure shall be : (( That this question be now put."
The cl.osure may be moved upon any motion at any time dUrIng the debate thereon. If the closure be agreed to, the motion or amendment before the meeting shall imrr:ediately be put without further debate) amendment or motIOn.

If the closure be negatived, the discussion of the motion or amendment before the meeting shall proceed as if the previous question had not been moved.
Voting. The voting upon any question shall be taken by show of hands, excepting when a ballot is demanded by three or more of the members present.
In case a vote shall be refused or its validity disputed an appeal shall be made to the Chairman whose decision shall be final.
The Chairman shall have an original as well as a casting vote.
Questions. Any member shall be at liberty to ask a question or questions providing such question or questions be not irrelevant to the matter under discussion.
235. General. No business except that on the agenda paper shall be brought forward without the consent of the majority of the members present, and only after the agenda paper has been disposed of. The member wishing to introduce such business shall first state the nature thereof, and the motion for leave to introduce the same shall be put and voted on without debate.
No member, except the mover in reply, shall speak more than once upon the same motion; but this rule shall not preclude any member from rising to a point of order or personal explanation.
Any member not present to introduce his motion may depute any other member to represent him.
If at any meeting any doubt or question shall arise as to the meaning, construction, or operation of any of the foregoing rules or practice thereunder, it shall be referred to the Chairman, whose ruling shall be final; but such ruling shall not be demned to constitute a precedent.
The proposer of a motion shall. be allowed .to for ten minu tes, and each succeedmg speaker, lncludmg proposer in reply, for five minutes.
236. Divisional Oorn?nittees. vVith reference to Rule 2 of Divisional Rules, Appendix 1., that. the affai.rs. of a Division shall be managed by a CommIttee conslstmg of certain specified members, it is to be understood such affairs do not include any of the m.atters for wh.lCh the Superintendent and others are res.ponslble,. and ,vhlCh enumerated generally as the « Dutles of Officers and others in General Regulations, Sectioll 4, page 59.

The Committee is intended to voice the opinion and wishes of members of all rank s, and especially on matters which are not provided for in the Regulations, such as means of raising funds, and purposes to which they are to be applied.

237. A Divisional Committee is consultative and advisory only, and has no executive powers.
SECTION 13.
COMPETITIONS
238. Competitions in first aid and nursing are held within the Brigade, and outside.
No member or party of the Brigade is allowed to com pete as such in an outside competition without the sanctioll of the Chief Commissioner.

239. The Competitions within and open to the Brigade are :-
(a) The « Dewar" Chaileng-e Shield and" Symons Eccles " Challenge Cup for competition by Ambulance Divisions.
(b) The " Perrott " Challenge Shield for competition by Nursing Division s, The regulations regarding these Competitions will b e issued by the Chief Commissioner.
240. The arrangements for holding the final competitions for these Shields will be made bv the Chief Commissioner.
241. District, County and Local Competitions within the Brigade may be arranged under conditions approved by the Chief Commissioner.
242. All trophies for competition within the Brigade, whether general or local must he registered at He a dquarters and insured by the District, Corps or Division concerned.
SECTION 14.
FINANCE
243. Each Corps or Division will be self-supp ort ing , obtaining its Funds from m em ber's subscriptions, Brigade flag days, public donations, entertainments, to house solicitatlOns for money by mem bel'S of the BrIgade in uniform are contrary to the spiri t of the Order and derogatory to the Brigade, and are forbidden.
244. Provision is made in the establishment of a Corps for a Corps Officer to be appointed Corps Treasurer . It is however , permissable for the Corps Superintend ent to be also Corps Treasurer (see duties of Corps Treasurer, Section 4).

246-. Accounts. These are to be kept by the Divisional Treasurer and passed by a full meeting of the Division after having been audited by auditors appointed to each Corps or Division. The appointment of Auditors should be subject to the approval of the Commissioner of the District. They should not, if possible, be members of the Corps or Division.
A statelnent of Accounts shewing all monies received and expended shall be submitted to the Chief Commissioner annually on Form B.F. 12.
247. Funds raised for Brigade purposes must not be spent for purposes other than those set out in the Objects of the Brigade.
248. Brigade Flag Days. Each Division is entitled , and expected , if possible, to hold one Flag Day in each year for the collection of funds. Ot the net amount collected by each Division 10 per cent. is to be forwarded to the Headquarters, London, 15 per cent. to the District Headquarters of the Division, the remaining 75 per cent. will be retained by the Division. Only Flags of approved design shall be used for these Brigade Flag Days.
249. Application for permission to hold a Flag Day must be made some tilne previously to the local municipal and police authorities.
250. The approval of the Commissioner must be who will notify the same to the Chief Con1mlSSlOner.
251. Flags and Posters can be obtained on payment from the Stores Department of the Order, at St. John 's Gate, Clerkenwell.
252. All property, such as Trophies , Ambulance Drill Halls or Headquarter8 buildings, belonging to a Division or Corps, should be vested in a trust, preferably consisting of the official trustees of the Order.

BRIGADE STANDING ORDERS.
COGNIZANCE OF RULES
1. A copy of the Rules of the Division and of these S tanding Orders will be issued to each member and ignorance will not be admitted as an ex cuse for' nonobservance of them
PARADES AND DRILLS
2. Punctuali ty is absolutely necessary at all parades and dnlls, and members arriving late will be liable to lose credit for attendance. Members obliged to fall out must notify the cause to the Officer , N.C.O. 01' senior member in charge. and obtain permission to do so.
3. A t all members will faU in by DiviSIOns, when attendancehsts WIll be made out by the senior N.C.O. ?r mem?er in charge, which will be collected according to mstructIOns.
4. Members must , if possible , attend all parades for public nuty. 1£ unable to do so, they must give due notice to the Officer in .charge of their respective Divisions.
5. Members unable to attend a parade on duty shall not do so as spectators,
6. All members when in nniform , and when on duty in plain clothes, shall be subject to discipline, and shall obey the Orders of the Officer, N.U.O., or senior member ill charge.

8. The Brigade uniform is only to be worn on bona fide Brigade duty ordered by or through the Superintendent . 9. Members must not appeal' in mixed dress, i.e., part uniform and part plain clothes. \Vat ch chains and trinkets must not appear outside the uniform.

10. Men in uniform will salute all Officers In unlform. If addressing an Officer, or addressed by one, they will salute and sta.nd at attention, saluting a second time retirino·. Members, when without their caps, will not salute the hand: if standing still, they will come to attention; if walking, they will. turn the head slightly towards an Officer when passing hUll.
Members of Nursing Divisions will bow when and after being addressed by an Officer, also when passing an Officer.
REPORTING CASES OF FIRST AID.
11. Members will report., to the Officer in charge of their Division, every instance of first aid rendered by them, whether on or off duty. Under no circumstances shall the re-dressing of injuries be performed by a member of the Brigade.
SUBMISSION OF GRIEVANCES
Any member having a grievance or desiring to make any representation may claim to have same submitted through t.he proper channel of communication. If a member is not satis6ed with the decision or opinion, he or she may claim to have the grievance or representation submitted to the Chief Commissioner.
EFFICIENT SERVICE.
13. Efficient service in anyone Brigade year, viz., from 1st. January to 31st December following, under these Regulations, except in the case of Medical and District and Corps Officers shall be taken to mean a mem :-
(a) has In that year passed the re-examinatlOn prescnbed in the General Regulations.
(b) has attended in that year at least twelve drills, of not less than one hour's duration each, at each of which there has been some practical application of first aid, i1lid in the ca e of Nursing Divisions nnrsing also.
(c) has been present at the annual inspection ordered.
(d) is certi6ed by the Officer in charge of his or her Corps or Division as efficient in drill, or nursing duties, as the case may be, and
(
e) has turned out to such Officer's satisfaction when called upon to perform public duty, unless coming under para. 30 of section 3.
If a member fails to qualify under anyone of these heads, he or she will lose credit for the year, as regards service for the Service Medal and Service Badges, except as allowed for in para. 82.

Officers of a District Staff must be certified by the Commissioner as having performed their respective dut.ies to his satisfaction in each of the years for which they claim efficient service as District or Corps Staff Officers.
Medical Officers of Corps and Divisions must, in each of the years for which they claim efficient service in the Brigade, have put in at least twelve attendances at the drills or practices of their Corps or Divisions, must have been present at the annual inspection ordered , or have given a satisfactory excuse for absence and must have performed their duties to the satisfaction of the Commissioner of their respective Districts.

6. That the Division shall meet for practice and instruction at least twice in el1.ch month, and at such other times as may be appointed, and that the Surgeon ::;hall attend the practice at least once R, month.
As, however, work in the agricultural districts, :1nd in some other employment, is sometimes of a nature not to .be delayed or postponed, exception rna} be made under specIal circumstances, but due notice of such omission to hold the drills must be given :1t the time to the Commissioner of the District, provided always that t,he minimum number of twelve drills in the Brigade year is held.
7. That a list of members and their respective addresses shall be kept in such public and conspicuous positions as may be determined.
8. That each member shall be responsible for the preservation of all articles issued to him or her which are the property of the Division or have been lent for its use, fair wear and tear excepted.
9. That the ambulance and nursing material of the Division shall be vested in the Committee of the Division but if the Division is disbanded or otherwise ceases to exist, the uniform, equipment, etc., will lapse into the charge of the Commissioner of the District. * If he considers after the expiration of twelve months that there is no likelihood of another Division being formed in the immediate locality he may distribute the uniform, equipment, etc., as he thinks fit, within the limits of his command.
10. That any member who may be privately nursing an infectious case shall not undertake any public duty while so nursing the case, nor until he or she receives permission to do so from the Surgeon of his or her Infectious diseases are scheduled in "The Infectious Disease (Notification Act 1889 , 52 and 5:5 Viet., Cap. 72 )
11. That the Division shall have power to make special additional rules to meet local requirements, provided that such rules be in accordance with the General Regulations ot the Brigade and sanctioned by the Chief Commissioner. through the Commissioner of the District. * ·

12. The adoption of these rules is obligatory on all Ambulance and Nursing Divisions.
