OBJECTS OF THE BRIGADE.

The objects of this organization, are:-

1. To afford holders of first aid certificates from the St. John Ambulance Association opportunities of meeting together for ambulance and nursing practice, with the object of combining individual efforts for the public advantage.

2. To render first aid to the sick and injured on public occasions, with the sanction of the police and other authorities) and to maintain in readiness for such duty a body of trained men and women qualified so to act.

3. To enrol a body of civilians, qualified in first aid and trai.ned in ambulance drill or nursing duties, willing to be placed at the disposal of the Military n.nd other Authorities as a supplement to the public medical services in case of necessity either at home or abroad in either of the following :-the Bearer Companies, the Royal Naval Auxiliary Sick Berth Reserve) the Military Home Hospitals Reserve, or the St. John Voluntary Aid Detachments.

4. To train men in ambulance transport duties.

5. To develop and promote every lneans of rendering aid to the injured.

GENERAL REGULATIONS .

1 The St. John' Ambulance Brigade shall be the union in one body of the Ambulance Corps and Divisions and the Nursing Divisions connected with the Alnbulance Department of the Order of St. John The Brigade shall be under the general control of the Am bulance Department of the Order, and shall be solely directed by the Chief Commissioner.

2. The qualification for membership of the Brigade shall be the obtaining of a certificate in first aid from the St. John Ambulance Association, and no person other than a registered medical practitioner, shall be enrolled in a Corps or Division unlil he or she shall have first obtained such certificate. For membership of a Nursing Division, a certificate in nursing from the St. John An1bulance Association lllUst be obtained in addition to the certificate in fi rst aid. Except in the case of a trained nurse from whom the certificate in first aid of the St. John Ambulance Association only is required.* In each case the certificate or certificates must be produced before enroln1ent.

Only persons of good character and suitable physique shall be enrolled in any Corps or Division, and no person who is, or has been enrolled in any Corps or Division of the Brigade shall be allowed to join any other Oorps or Division without the consent of the Deputy Comn1issioner in whose District he or she last served .

No person shall be allowed to be a rnel1lbel' of a Corps or Division in any District unless he or she resides in the District and wi thin reasonable distance of the Headquarters of such Corps or Division.

3. The ranks and appointments in the Brigade shall be as set forth in Schedule I., and the duties of officers and other members shall be as laid down in Schedule II.

No titles other than those set forth in Schedule I. shall be allowed in the Brigade.

4. The Ohief Officers of the Brigade shall be:-The Chief Commissioner, The Surgeon-in-Ohief, The Lady Superintendent-in-Ohief. They and the other superior officers of the Brigade shall hold their appointments for a period of five years subject to renewal.

*By the term trained nurse is meant-A nurse who has completed a three years course of training in a general hospital having a recognized nurses train· ing school attached, and who, having qualified in the examination of the imititution has received a certificate to that effect.

The Chief Oommissioner shall be a Knight of the Order of the Hospital of St. ,John of J erLlsalem in England and a member of the Central Executive Committee of the Ambulance Department of the Order, and shall be approved and appointeu as Ohief Commissioner Ly the Grand Prior of the Order.

The Chief Oomillissioner shall be solely responsible for administration and discipline of the Bngacle,lncludmg the control of the Brigade Branch of the Royal Naval Auxiliary Sick Berth Reserve, the Bearer Oompanies, the Military Home Hospitals Reserve, and the St. John Voluntary Aid Detachments.

5 The Ohief Medical Officer of the Brigade shall be designated the Surgeon-in-Chief, and shall be approved and appointed by the Grand Prior. All appointments of Medical Officers to the Brigade shall be endorsed by him.

6. The Ohief Officer of Nursing Corps and Divisions shall be the Lady Superintendent-in-Chief who shall be approved and appointed by the Grand Prior and shall be selected from either the Ladies of Justice or the Ladies of Grace of the Order of St. John of Jerusalem. The Lady Superintendent-in-Chief shall be the sole medium of communication with the Ohief OommissioneI on all luattcrs relating to the Nursing Corps and Divisions and shall be consulted on any question therewith. She will be held responsible that uniform is of Rtrictly reo-ulation pattern and will frOlll time to time report to the Ohief Commissioner should any alteration in uniform be desirable. When practicable NlHsing units shall be inspected by the Lady Superintendent-in-Ohief and all appointments of Lady Officers hall be endorsed by her.

The Lady Superintendent-in-Ohief shall have the assistance of a lady member of the Brigade to act as h61 Secretary and Staff Officer with t.he rank of Lady Distr.ict Secretary, and perform such dutIeS as the Lady Supenn· tendent-in-Ohief may appoint.

5a. The Commissioner shall perform such duties as may be delegated to him by the Chief Commissi.oner. He shall hold his appointn1ent from the Grand Pnor of the Order.

7. The Superior Ambulance Officers shall.be designated Deputy Commissioners, and Assistant Oomilll and shall be approved and appointed by the Grand Pnor.

4 The St. John Ambulance Brigade.

The Deputy Commissioners shall be responsible to the Chief Commissioner for the organization, administration, and discipline of the Ambulance Corps and Divisions, and the Nursing Divisions in the District to the charge of which they may be appointed, and shall be l\1embers of the Order. They must reside within the boundaries of their respective Districts.

The Assistant Commissioners shall perform such duties as may be delegated to them by the Deputy Commissioners to .whose Districts they may be appointed. Officers holding thIs rank should reside at a distance from District Headquarters and from each other, and shall be Members or Honorary Associates of the Order. Their numbers shall be regulated by the requirements of the respective Districts.

8. The Staff of the Chief Commissioner shall consist of the Surgeon-in-Chief: the Lady Superintendent-in-Chief of N tU'sing Corps and Divisions, the Commissioner, and the Depu ty Commissioners.

9. The Staff of a Deputy Commissioner shall consist of the Assistant Commissioners and the District Officers. The District Officers shall consist of District Surgeons, Superintendents, Secretaries, Inspectors of Stores, and Treasurers. Their numbers shall be regulated in each District by the requirements of the District. Lady District Officers shall be appointed where considered ad visablc.

The Medical Officer of a Division shall be designated DIvISIOnal Surgeon, and as a rule there shall be one Surgeon to each Division.

11. The Officers of an Ambulance Division shall consist of a Surgeon, a Superintendent, and of Ambulance Officers as required, in the proportion of one to every sixteen rank and file. Ambulance Officers shall rank as Warrant Officers.

12. The Ambulance Officers shall be assisted by such and Corporals as may be required, one Sergeant bemg allowed to every sixteen men including Corporals and one qorporal to every eight men.

Pnvates and Corporals may be granted Lance rank to Corporal and Sergeant pending qualification within the year provided the establishn1ellt laid down for N.C.O.'s is not exceeded.

14. In each Division there shall be a Divisional Secretary and an Inspector of Stores, or enrolled lT1elllbers acting as such, and if necessary a member or honorary member may be appointed to act as Divisional Treasurer; but the duties of these offices lnay be combined, and shall, whenever practicable, be performed by the Ambulance Officers, Sergeants or Corporals, or by the Nursing Officers in the case of a Nursing Division. In Nursing Divisions the titles of the above-named appointments shall be Lady Di visional Secretary, Lady Divisional Inspector of Stores, and Lady Divisional Treasurer. The above-mentioned appointments do not carry any rank.

The position of Secretary or Lady Secretary and Inspector or Lady Inspector of Stores shall not be held by any but an enrolled member.

In a Division which is under the charge of a Superintendent, the Deputy Commissioner may confer the rank of Sergeant on the Secretary if a private; but it must be distinctly understood that such appointment is only to be conditional and under special recommen.dation, is temporary and local only, and although conveJlng the right to wear Sergeant's uniform, does not entitle the holder to exercise any executive authority over the members of the Division.

Secretaries who hold the rank of Divisional Secretary and Sero'eant are to wear the letters H.S, worked in silver wire on black cloth ground, Regulation pattern, sewn on the centre of the chevron.

The chevron and badge H.S. are the property of the Division and must be returned to the Superintendent by the Secretary and Sergeant when he vacates his appointment.

The badue worn by a Divisional Secretary and Sergeant is intended to show that the wearer of that badge is not part complement in that rank of the Division, but borne for special duties. Consequently where the duties of Secretary u,re carried out by a or Corpora,l is part complement as such of the DlvlsIOn no alteratlOn In uniform is to be nlu,de, and the letters H.S. are not to be worn.

I13. The Officers of a Nursing Division shall consist of a Surgeon, a .Lady Superintendent and Nursing Officers in the proportlOn of one to every twelve nursing

15. All Officers of the Brigade except th?se named in paras. 5, 5a, 6, 6a, and 7 of these RegulatlOns, shall be appointed or promoted by the Chief Comnlissioner, and shall only be removed by his order. It is not in the power of any Officer except a Deputy Commissioner to punish an Officer, Sergeant, Secretary, Treasurer, or Inspector of Stores, by suspending him fr01TI duty. In cases of insubordination on parade, the ind ividual is to be ordered to "fall out." In these cases and in cases of default or other offence, a report of the circl..uTIstances is to be nlade to the Deputy Commissioner of the District within twenty-four hours. The Deputy Commissioner will suspend the lTI81TIber from duty, notify the fact immediately to the Chief Commissioner, and without loss of time, cause an enquiry to be held, sending the report to the Chief Commissioner for his information. No person shall assume the title or functions of an Officer of the Brigade until he or she shall have received an official notification of appointment from Brigade Head-quarters.

Divisional Secretaries, Lady Secretaries, Inspectors of Stores, Lady Inspectors of Stores, Treasurers, Lady Treasurers, Sergeants and Corporals, shall be appointed by the Deputy Commissioners of Districts, with the approval of the Chief Commissioner, A.nd shall only be removed by the order of the Chief Commissioner.

When an Officer is promoted he shall ipso facto vacate the rank he held at the time of his promotion. The only ranks that can be held simultaneously are those of Corps Surgeon and Corps Superintendent, and Divisional Surgeon and Divisional Superintendent In special cases an officer may be appointed to act temporarily in a rank higher than his own, but he shall wear the uniform of his proper rank.

Members of the Brigade once appointed to nOn-COlTImissioned officer's or officer's rank, will retain that rank unless promoted or put back by the Obief Commissioner.

If they have to leave their Division or Oorps and join a Division 01' Corps in another district they will retain their rank in the Brigade, and unless there is a vacancy for thelTI in their new position be ularked as (e attached," and make their annual attendances without holding any command in their new Division or Oorps.

They will parade as Supernumeraries, but may be utilized by the Senior 0 !TIcer presen t to take the place of members of similar rank who may be absent.

16. Recommendation for the appointment and promotion of Medical, Ambl..llance, and Nursing Offieers shall be made to the Chief Oommissioner, through the Deputy Commissioner of the District, by the ::)enior Ambulance ofij cer of a Division, or by the senior Nursing Officer of a Nursing Division, who must sign the printed apPlication\ form

In the case of new Divisions these appointments will be probationary for twelve months.

17 . Superintendents Officers will be required to pass an exammatlOn In parts. I., II., III., of the Official Drill Manual (Hule 23) and In first aId on or before 6rst appointment as Olticers.

8 The St J ohn A mb'ulance Brigade mInImUm aggregate of 100 members exclusive of Officers, Sergeants, and Corporals. ,Vhen a Nursing Division forms part of a Corps not more than 25 nursing sisters are to count towards the minimmu number of 100.

A Corps so con tituted is entitled, in addition to each Divisionttl Staff, to a Corps Surgeon, Corps Superintendent, Corps Secretary, Corps Inspector of Stores, and Corps Treasurer. The duties of these Officers are laid down in

' Schedule II., page 31. Lady Corps Officers shall be appointed where con idered advisable.

The name of (( Corps" hitherto borne by a large Ambulance Division of 72 men and over will in the future not be allowed. This Regulation does not apply to units in existence as such before June 1st, 1908.

The employes of any Rnilway or other Public Company, and the members of a Police Force, may be enrolled as a D ivision bearing the name of such Company or Force, provided they conform to the Regulations of the Brigade as regards efficient service (rule 36 page 21), and wear the Brigade badge on their own (i.e., Railway, etc.) uniform, or the Brigade uniform. The qualification (e), will n ot be enforced except with the knowledge and sanction of the members' employer.

20. Each Division shall adopt the rules for the guidance of all ranks which are printed in Schedule IV, page 38. These r ules shall be issued on sale together with the Brigade Standing Orders (Schedule rIr page 35), and the statement of the Objects of the Brigade, and each member shall provide himself with a copy thereof.

The Division shall have power to make additional special rules, provided they be in accordance with these Regulations and sanctioned by the Chief Commissioner through the Deputy Commissioner of the District

21 . Upon the formation of a Division, a Register Sheet shall be made out in triplicate and each proposed member shall sign it, thereby undertaking to comply with the Rules of the Division, the General Regulations of the Brigade, and the Standing Orders of the Brigade and District When completed, the three copies of the Register Sheet will be certified and signed by the proposed :lVIedical Officer and proposed Officer in charge of the Division, or other person superintending its format.ion, and forwarded, itogether with a book of rules for Divisions, including a ma,nuscript copy of any special additional rules that may

The following books and records shall also be kept by each Division, viz.-Return of Drills and Duties Occurrence Book, :Minute Book, List of Stores, and Cash Book. No special form of the last three books shall be required. The books of the Division shall be examined annually by the Inspecting Officer.

The Member in Charge of a Unit is responsible that a properly audited Balance Sheet of all money received and expended during the Brigade year, is submitted at a Committee Meeting to be held in October of each year and entered in the Minutes In cases where the Unit is financed wholly, or to a great extent by an individual, firm or Society, a detailed statement of Account should also be supplied to him, or them, should a request to that effect be made to the Committee. If the Balance Sheet appears in the Minute Book, as is h erein directed to be done, the production of the Oash Book at the Annual Inspection will not be required.

30. There is not necessarily any connection between a Division of the Brigade and the local Centre of the Association. Nor has a local Centre any voice in the management of a Division or any seat on its Committee. The two are distinct.

If, however, as is sometimes the case, a Division is entirely financed by a local Centre, the Centre has a voice in the financial affairs of the Division, lJut in the financial affairs only. In such instances, as the uniform and equipment are presumably purchased or supplied by the Centre, such equipment will reyert to the Centre, if the Division ceases to exist as a pR.rt of the or i, disbanded, but the uniform will remain the property of the Brigade.

If a Centre makes a grant of money to a Division for the purchase of uniform or equipment, or for both, the qentn should indicate its wishes in writing as to the ultImate disposal of the equipment, etc., purchased the grant.

32. The primary and distinctive duty of all menlbers of the Brigade is the rendering of first aid, ftnd in this respeet the Ambulance Corps n.nd Divisions and the Nursing

Divisions are on exactly the same footing. Except as regards stretcher eh'ill, which women are not expected to perform, the duties of nursing sisters, as members of the Brigade, are practically the same as those of ambulance men.

But as it is necessary to be prepared to tend first aid cases which it may be inconvonient or impossible to remove at once to n, hospital or to the patients' homes, and in view of the possible emploYlllent of members, of both sexes, as sick ;:tttendants in case of war or other emergency, every mem bel' is to be encouraged to obtain the nursing certificate of the St. John Ambulance Association, and to engage in such sick nursing under medical direction as he or she may be ftble to undertake.

It being illlpracticable to regulate nursing in the homes of l.he sick poor under Brigade 3upervision, it is to be distinctly understood that any such work undertaken Ly mem bel'S of the Briga,de is to be considered as done on the individual responsiLility of such members.

33. Deputy Commissioners will issue such instructions as they may think fit with regard to the occasions on which the Corps and Divisions in their re pectiYe Districts may perform public duty without reference to Brigade Headquarters.

"\i\Then any publie duty is to be undertaken by the Officer in charge of a Corps or Divi ion, he should invariably endeayour to arrange with the local authorities as to the position of the ambulance stations which it is proposed to establish, and for 'uch police protection and assistance as nwy be necessftry. The Medical Officer on arrival has the entire charge and control of the StR.tion, as far as all nlOdical questions are concerned, he will give such instructions to Lhe Officer in charge as are necessary in his opinion for cn,rrying out the medical treatlnent of patients within the station, and the Officer in charge must give effect to such instructions. Should the Medical Officer think it necessary for medical reasons th:1t any member of the Brigade should be sent temporarily outside the Station, he will give insLructions to the Officer in chn,rge who will give effect to such instructions, if not inconsistent with any regulations issued by Superior Authority in respect of that Station. The Officer in charge must see that the Occurrence Book and reports are duly forwarded to the proper authority.

Urgent Call.

On notice bein a received by a n181l1ber, at any time, that the services of a detachment are urgently required for the rendering of first aid or the removal of an injured or sick person, he should, if practicable, at once proceed to the point indicated, first taking steps to summon one or more lnembers, and to inform one of the officers (If the Corps or Division of the occurrence. In the ab ence of an Ambulance Officer of the Corps or Division, the senior mem bel' present will assnme command, nnd, should the services of n surgeon be considered necessary, he will take ilnmediate steps to summon a :Medieal Officer of the Brigade, or at onee have the patient eonveyed to the nearest hospital or to his home.

Books of 25 vouchers are issued free of charge to District Staff Officers, Superintendents of Corps, Medical Officers, and Superintendents or other members in charge of Divisions, on written application to the Chief Commissioner, Head-quarters, St. John's Gate. Each Voucher must only be issued in strict accordance with the instructions, and must be signed by the issuer, who will be held pecuniarily responsible for irregularities or loss.

35. No Corps or Division, and no individual member of the Brign.de, as such, shall take part in any public procession or other demonstration (unless actually doing ambulance duty) without the permission of lhe Chief Commissioner; and undcr no circumstances, except when the duty is ordered from Brigade Head-quarters, shall mem"bers of the Brigade perform any pu"blic ambulance duty or take any part in an ambnlance demonstration in a District other than their own, without the consent of their own Deputy Commissioner and of t.he Deputy Commissioner of the District in which the duty is proposed to be underlaken or the demonstration is to be held.

Corps, Divisions, or individual members of the Brigade perfonning any public duty in a District other than their own will report themselYes to the Deputy Commissioner of District or his representative and will be under his orders while on duty in that District.

In the case of any public procession, the proper place for the ambulance Inan or nursing sister, as such, is on the line of route, on duty, and not as part of the procession.

Teams of Brigade members acting ns such , whether wearing uniform or in plain clothes, are forbidden to compete in any competition, unless such competition is confined to Brigade nfembers only, except with the written sanction of the Chief Commissioner.

36. Efficient service in anyone Brigade year, viz., froni 1st Oct. to 30th Sept. following, under these Regulations , except in the case of Medical and District Staff Officers, shall be taken to mean that a member-

(a) has in that year passed the re-examination prescribed in rule 24;

(b) has attended in that year at least twelve drills, of not less than one hour's duration each, at each of which there has been some practice in applying first aid;

(c) has been present at the annual in pection ordered;

(cl) is certified by the officer in charge of his or her Corps or Division as efficient in drill, or nursing duties, as the case n1ay be, and,

(e) has turned out to officer's satisfacti.on whenl called upon to perform publIc duty, unless commg under pn,ragraph 7 of rule 19, page 8.

Failure to qualify for three successive years will entail the discharge of such member from the Brigade.

Members of the Brigade who have served honourably and efficiently in the Brigade for a period of not less than fifteen years, shall be eligible to apply for the Service Medal issued by command of H.R.H. the Grand Prior of the. Order on the authority of the Sovereign. All applicatIOns for the Service Medal on the score of service in the Brigade (which must be on the prescribe(l Form Ref. B s1.l.), will be submitted by the Officers in charge of Corps or Divisions excepting in the case of Medical Officers rule 26, page 14, through the Deputy Commissioner of the Di trict. This f01'111 is to be obtained on application to Brigade Head-quarters.

IAbsence from the annual inspection shall not disqualify for service for Lhe Service Medal, provided it is shown to be unavoidable to the satisfaction of the Chief C0ll11nissioner.

37. A Service Badge shall be issued, free of charge, to Sergeants, Corporals, Privates, and N lusing Sisters, to denote that the wearer has performed efficient service in the Brigade during three years, and a further similar badge shall be issued for each additional three years' efficient service, up to and including twelve years, viz., four badges. the completion of fifteen efficient service, the badges WIll be replaced by the SerVIce Badges of service will not be worn with the medal, but a bar to the medal will be granted for every further five years' efficient service.

The badge shall not be worn in plain clothes, but meInbers of the Brigade who belong to the Police, Rail way, Fire Brigade, or Postal Services, and fulfil all the conditions of efficiency prescribed in rule 36, may with the consent of their departmental heads, wear the badge on their respective uniforms, provided that the Brigade Badge (No. 2) is also worn on the arm.

In order to facilitate the checking of the services of applicants for the Seryice and for the Service form !}iF..:.. for the Brigade year, will in future be taken as the Irecord of such service. The latest date on which a m81nber can join to count his service for that year, is the 30th April.

Service Badges will not be replaced free of cost except when lost on actual public Brigade duty, in which case

Members who have rendered three years' efficient service R,nd undertake, in writing, to comply with the following regulations, may, in special cases, be placed on the Reserve List of their Division. The application to be placed on this list must be made to the Deputy COlnmissioner of the District, and, if approved, will be s"Llbmitted by hiln to the Chief Commissioner for his s::mction.

Ex-members on the Reserve List will pay the usual annual subscription to the Division to which they may be attached. They will be required to pass the annual medicn,l re-examination in first aid (and nursing, in the case of eX-inembers of Nursing Divisions) and will attend not less than six drills a year. A certificate that this h n,s been done in the case of each ex-member on the Reserve LiHt shn,ll be furnished with the Brigade Record heet Ly the officer in charge of the Division to which such ex-member is attached.

41 . ,Vith reference to the· rule that the affairs of a Division shall be by a Committee consisting of certain specified members, it is to be und erstood that such affairs do not include any of the matters for which the Superintendent and others are responsible, and which are enumerated generally as the" Duties of Officers and others" in General Regulations, Schedule II, page 3l.

The Committee is intended to voice the opinion and wishes of members of all ranks, and especially on matters which are not provided for in the Regulations, such as means of raising funds, and purposes to which they are to be applied.

Such nominations must be sanctioned by the Deputy Comlnissioner of the District and submittcd to the Chief Conlmissioner for record or appointment, bnt when once appointed the appointment cannot ue cancelled excepting by order of the Chief Commissioner

A meeting of the COll1lnittee may bc called by the Isuperintendent or by a majority of the l1lClnbers of the Committee.

At Ineetings of the Oommittee the senior menlucr present will preside.

If, after authorizing a meeting of the Committee, the Superintendent is unable to attend, as he invariaLly should do, either he will postpone the meeting, or, if he permits it to be held, he nlust be furnished with a report of the proceedings.

42 . Honorary members may under exceptional circumstances be admitted in Divisions on such conditions as mn.y be approved by the Chief Commissioner, provided that they shall have no right to vote at any meetings of the Division, lother than those of any finance cOlnmittee to which they may be appointed members, or to perform public duty with the members of their own or any other Corps or Division. Honorary Inenlbers are not entitled to wear Lhe unifonn of the Brigadc. Application for the admission of Honorary m81nbers must be made on Form

43. 44. Camps of Instr uction may be held from time to time with thc approval of the Chief COlnmissioner. All Corps and Divisions taking part in such canlps shall share proportionately in the expenses thereof. Regulations will be issued by the Chief Commissioner for the governance of Camps of Instruction and must be strictly adhered to.

DUTIES OF CORPS OFFICERS.

1. Officers of a Corps, which consists of more than one Division, are as a rule, to confine their duties to the inspection of the several Departments which they individually represent.

2. The duties of the Corps Surgeon are to generally supervise the surgical and Inedical work of the Corps. H'e will. see that Divisional Surgeons are carrying out such dutIes as are laId down for them m the General Regulations and that the annual re-examinations are regul arly held.

3. The Corps Superintendent, in addition to the general control, will see that each Officer in charge of a Division is carrying out the duties belonging to that position, and in accordance with the Genera.l Regulations. He will take command of the parade when the Divisions of the Corps are com bined.

Recommendations for appointments in a Corps n,nd in the Divisions of a Corps shall be submitted through the Corps Superintendent, who shall be the channel of ?omlJ?up.ication for all matters concerning the Corps and Its DIVISIOns

4. The Corps Secretary will transmit all orders and notices issued by the Deputy Commissioner of the District or by the Corps Superintendent. He will see that the Divisional Secretaries take the necessary steps to insure the Brigade Forms are completed in a s!1tisfactory manner, and are ready for transmission to Head-quarters at the proper time.

Corps Inspector of Stores.

5. The Corps Inspector of Stores will take charge of all stores belongmg to the Corps as a whole and supervise the issue of the same. He will see that the Divisional Inspectors of Stores carry out the duties of their offices in their several Divisions.

Corps Treasurer.

6. The Corps Treasurer will have charge of all funds which are the common property of the Corps as a whole, and will prepare the annual balance sheet and statements of accounts, and will see that the Divisional Treasurers are carrying out the duties of their offices in their several Divisions.

7. The names of all Corps Officers should be entered on the B· 2 I!..:. of a selected Division of their Corps. Corps Officers in the course of visiting the units of their Corps, should get credit for each visit as a Drill. The visit should be recorded on the '!!'.,F...:. of the selected Division.

When a Corps Officer appears at a Divisional Parade or Drill (if drill is proce.eding) the Officer in charge will stop the drill, using the command" Stand fast," he will then go up to the Corps Officer , salute, and make the request, « Can I 0"0 on, sir?" The Corps Officer, if he has any business to transact., can get it done, or if he desires Lo see the drill, the exercises can be proceeded with. At the same tiu18, it must be remembered, that the Corps Officer is senior, and the men cannot be without his consent . The Corps Officer is in command ,>vhile present.

GENERAL RULES.

OFFICERS.

1. All badges of rank in t.he Brigade will be worn on both sides of the collar of frock coats, tunics, patrol jackets, fatigue jackets and mess jackets, and on the straps of great coats, below the Brigade badge. On gren.t coats the Brigade badge will be at the top of the shoulder strap-i.e., nearest the neck.

2. The Brigade badge will be worn by all Officers, except Officers of Nursing Divisions, and will be the only badge worn on the collar, by Ambulance Officers.

3. Nursing Officers will wear the badges provided for their respective ranks, mounted upon white box cloth, which will extend 1 of an inch beyond the badge all round

4. Officers who weal' the black serge fatigue jacket and trousers need not provide themselves with any other jacket, tunic, or trousers, in order to be held to be in possession of the full uniform.

When the fatigue jacket is worn with the forage cap, and bel t and pouch, as full dress, medals can be worn.

5. Water bottles and havresacs (white canvas) can be worn on public duty, and on other occasions as may be required.

6. As brown leather leggings are now uniform for "Infantry ot the Line," the same colour ma.y be adopted by members of the Brigade, but it must be clearly understood that uniformity in this respect must be observed in each unit. The leggings must be brown or black, not some brown and some black, in the same unit. The colour must likewise be tha t of the pouch and belt worn by the Inembers of the unit.

7. The badges enumerated in the following paragraphs (8 to 10) will be worn on the tunic or jacket, and on the great coat if the property of the wearer.

8. The Service badge consists of a four-pointed star (pattern C) to be attached 1 in. above the point of braid on left sleeve of tunic or jacket, or 8 inches above the bottom of cuff of great coat. In the case af two or more such stars being worn they will be placed in a horizontalllne, one inch and a half apart, from centre to centre, and symmetrically in respect of the point of braid, or centre of sleeve of great coat.

9. The Medallion badge, to be worn by men only who have obtained the medallion of the St. John Ambulance Association, consists of a circular disc of white cloth, in. III diameter (pattern D), sewn on the front of the left sleeve, 1 in. above the position of the service badge.

10. The Nursing badge, to be worn by men only who have obtained the nursing certificate of the St. John Ambulance Association, consists of a cross (pattern E ), sewn on the front of the left sleeve 1 in. above the position of the service badge. who may be entitled to both the nursing and medallion badges, will wear the former sewn on to the latter, which in this case is to be 1 in. in diameter.

11. When authorized buglers will wear a bugle badge on the right arm above the elbow, n.nd a black and white cord, Regulation pattern, attached to the bugle.

12. The Bearer Company, Royal Naval Auxiliary Sick Berth Reserve, Military Home Hospitals Reserve and St. John Ambulance Company uadges, will be wOl:n by all members enrolled in those services. on the outer slde of the left arm of the Patrol jacket, way between the point of the shoulder and the point of the elbow.

13. MEDALS.

Medals and medal ribbons are to be worn by all ranks as follows. than meuals awarded for saving life (the Albert Medal will be worn. on the left breast. Life saving medals WIll be worn on the nght breast.. The ribbon is to be one inch in length. In the case of Inecbls with clasps, one inch the ribbon is to appea:r above the top clasp, and the nbbons of other medn,ls (If n,ny) are to be n,c?ordingly. outside the great coat. Sergeants, rank and file, will wear the great coat, when rolled, over the left shoulder, when unrolled, hooked at the neck and buttoned up. Unless otherwise ordered, the waist belt and pouch, havresac and water bottle will be outside the coat when £ne and beneath it ,vhen wet.

Gloves when not. worn on the hands will be kept in the pocket or havresac; they must not be carried under the shoulder cord or the belt.

The haV1'esac will be worn unrolled on the left hip slightly to the rear, the strap passing nnder the right shoulder cord, and under the belt, both in front and rear, top of the havresac level with the waist.

The indivicll/,al water bottle will be worn on the right hip, slightly to the rear, the strap passing under the left shoulder cord, and under the waist belt behind and over it in front. The buckle of the havresac and water bottle straps will be on the chest; the loose ends of the straps hanging down wards and secured neatly to the strn,ps by runners.

Tbe cane will on occasions of a Review, Inspection or Drill, be carried by the Officer commanding only, in Route Marching Order, by all officers and sergeants, and by all ranks when walking out after duty. It will not be carried at Church Parades.

SCHEDULE VII.

RULES OF PROCEDURE AT CONFERENCES.

1. Motions shall be placed upon the agenda paper, and shall be moved in the order in which they are so placed, but by leave of the nleeting, and with the assent of the proposer the order may be varied.

2. Motions sh all be affirnlative in form, and commence with the word" That," and shall not be in the alternative.

3. Every motion shall be proposed and seconded, and before any debate th ereon, shall be reduced into writing and handed to the Chairl1lan, who shall read the same to the rneeting, and thereupon the Debate shall conunence. If a motion be not seconded, it shall be deemed to have dropped.

4. No lllOtion shall be withdrawn during the discussion of an amendment 'without the consent of two-thirds of the mernbers present.

5. After a 111Otion h[\,s Leen moved and seconded, amendments Inay be moved thereto at any stage of tbe debate thereon; but no amendment upon an amendInent shall be proposed, and only one amendment shall be considered at the same tilne.

The Reserve is formed for the purpose of supplementing the Royal Naval Sick B81·th Staff in hospitals and afloat in time of national emergency and maritime war, and is controlled by an Inspecting :Medical Officer appointed by the Admiralty.

Volunteer' for this Reserve will be enrolled solely from the St. John Ambnlance Brigade.

Before being enrolled, the yolunteer must elect in which of the following classes he will serve when called out :-

Olass A.-Ships of war or armed mercantile auxiliaries.

Class B.-Hospital ships and non-fighting auxiliary ships

Olass G.-R. Hospitals, and Harbour and 'hore Establishments abroad.

Olass D.-R. Hospitals, and Harbour and Shore Establishments at home.

Age for Olasses A and B - Not under 18 or over 45 . C and D - Jot under 20 or over 50.

INSPEOTIONS.

Royal Naval Auxiliary Sick Berth Reservists will, if possible, be inspected once a year by the Inspecting :JIedical Officer appointed by the Admiralty.

A grant of 2s for the day of inspection and Is. for provisions will be allowed each man attending the inspection, and a free pass to and fro will be given if the distance is over two miles from his place of residence, subject to the H.eservist being found efficient.

SPECIAL COURSES OF INSTRUCTION FOR TEE RESERVE.

Opportunities for passing through an " Adyanced of First -klid and -'- ursing" a, "Oombined St. John Ambulance AssocIatIOn N ursmg and 'ick Berth Heserve Advanced Oourse," and" Hospital)) or ' :JIan-of,Ya,r)) courses will be gi ven. MA LOF-WAR COURSE.

Reservists who are in possession of the Advanced Course Certificate, and have joined for Class A or B, will be eligible for this course

After the initial course, they will take the Hospital and Man-of-"War courses alternately.

The course will be arranged to give an insight into the routine of a sick berth and Ship-of-'War and the arrangements for "Geneml Quarters, &c."

The daily rate of pay for Reservists undergoing a week's continuous training will be 2s 6d nailway passes will be issued by the Admiralty to enable Reservists to join the or Hospital to which they have been ordered for training. Subsistence allowance for the journey will also be issued.

BR ICADE BEARER CO MPAN IES.

Enrolment in this Reserve does not entail any extra drill or duty in t ime of peace.

The conditions on mobilization as regards pay, separation allowance, p<:;nsions for injuries on service, and widows' and children's pensions, WIll be the same as laid down for the Royal Army Medical Corps.
