Hello and welcome to the City of Lake Worth! Lake Worth is located 10 miles west of downtown Fort Worth and covers 2.5 square miles of well-established neighborhoods lined with live oak trees, making our city a premier home for all age groups.

Residents of Lake Worth have varied reasons for living here, from the family friendly community feel to our outstanding city services and centralized location. Lake Worth continues to be a quiet community with multiple amenities that include our Senior Center, Library, and eight community parks – all only minutes from everything the downtown Fort Worth area has to offer.

The businesses that call Lake Worth home have the benefit of being centrally located within an economic corridor connected by Highway 820 and Highway 199. This provides plenty of traffic past our storefronts and easy access to the shops and restaurants that abound in our small town. Although we are often praised for the attribute of a small-town atmosphere, we always welcome opportunities to accommodate new growth and seek new ideas from our residents and business partners.

Slow down, relax, unplug, and experience the beauty and charm of Lake Worth, Texas. Located in Northwest Tarrant County, the city is home to one of the most beautiful lakes in Texas – Lake Worth. The 2010 US Census population for the city was 4,584; Texas Municipal League (TML) estimates the current population as 4,710. The city covers approximately

Lake Worth was built in 1914 as a reservoir and for recreation. The property is owned by the City of Fort Worth, while the Tarrant Regional Water District controls the reservoir’s water rights.

The City was incorporated on February 19, 1949, and first adopted its Home Rule Charter in 1965. The Home Rule Charter was amended in 1968, 2003, and again in 2008.

MAYOR/CITY COUNCIL The City operates under a Council/Manager form of government with a City Council comprised of the Mayor and seven Council members. The term of office is two years with the terms of the Mayor and three Council members expiring in oddnumbered years and the terms of the other four Council members expiring in even-numbered years. The City Manager is the chief administrative officer for the city.

CITY COUNCIL MEETINGS The City Council meets regularly on the second Tuesday of the month. Meetings are usually at 6:30 p.m. in the Council Chambers located at 3805 Adam Grubb.

CITY ADMINISTRATION The Administration Department is responsible for overseeing the management of day-to-day operations of the city including building permits, code enforcement, inspections, communications, and municipal court. The Administration Department is comprised of the City Manager, Assistant City Manager/Director of Finance, City Secretary, and Human Resources.

Your Justice of the Peace Court #4, Tarrant County is here to serve the citizens in the adjudication of the cases in Criminal Law (Traffic Offenses, Non-Traffic Offenses, Juvenile Law, Parent Contributing, Parks and Wildlife Offense), Civil Law (Small Claim, Debt Claim, and Evictions cases), and Administrative Hearings (Tow Hearings, Property Hearings, Handgun, Driver’s License Hearings, and Truancy).

• With the cooperation and assistance from the Tarrant County Auditor’s Office we have implemented a one (1) banking institute for greater accountability on funds collected and dispersed from the JP #4 court;

• During a Departmental case review we located approximately 2,700 active civil cases in the case management system that dated back to 2009. After a collective effort, the active civil case for JP #4 has been reduced to approximate 1,300 with the oldest being from 2017.

• Extended the hours of operations for greater customer service; • A new common forms rack has been placed in the lobby for increased access and ease of needed forms to file court cases; • Updated JP #4 website making it more user friendly; • Reorganization of the docket to maximize, streamline, and increased case count for the better adjudication of cases.

• Implementation of an Electronic Communication Form that is able to send judgments and case document information via e-mail.

This process will decrease the cost we spend on paper, ink, stamps and time used by clerks in mailing out court documents to litigants.

MEDSTAR MOBILE HEALTHCARE 10

Lake Worth’s ambulance service is provided by MedStar Mobile Healthcare, the trade name for the Metropolitan Area EMS Authority.

MedStar is a regional governmental cooperative agency established by the City of Lake Worth, and 14 other member cities in the Fort Worth area. MedStar is accredited by the Commission on Accreditation of Ambulance Services (CAAS), and their 9-1-1 call center is accredited by the International Academies of Emergency Dispatch (IAED). Less than 1% of ambulance providers in the United States maintain this dual accreditation – a testament to the quality of service Lake Worth residents receive through this unique EMS system design.

Although MedStar’s headquarters facility is located in west Fort Worth, just south of the Naval Air Station Joint Reserve Base, ambulances are strategically deployed throughout the service area to cover both anticipated 9-1-1 response volume, as well as geography. This unique “Dynamic Resource Management” system is designed to reduce response times, while enhancing clinical, operational and economic effectiveness.

This is why you will routinely notice an ambulance staged at locations like the Quick Trip in Lake Worth at the intersection of Jacksboro Highway and Boat Club Road.

MedStar’s 2018-2019 annual budget is $48 million and none of that budget is funded through local tax subsidies – they are funded entirely from the fees they collect for the services provided.

MedStar’s crews run an average of seven 9-1-1 calls every 12 hour shift they work. This means that they are exceptionally well experienced emergency medical care providers. This high utilization helps assure you will receive the best EMS care when needed.

MedStar has been recognized nationally for many of the innovative programs they provide to Lake Worth and the other residents in the Authority’s member jurisdictions. Programs such as their 9-1-1 nurse triage program, which helps callers with low-acuity medical cases find appropriate locations for their care, which in many cases could be a trip to their doctor, or to an urgent care clinic. This helps avoid an unnecessary trip to the emergency department, and helps keep emergency medical resources available for higher acuity needs. MedStar’s Community Health Program deploys specially trained paramedics to help patients at high-risk for preventable emergency care utilization more effectively manage their medical care.

This year, you may have seen a new type of ambulance being used

by MedStar’s crews. These new ambulances were specially designed by the EMTs and Paramedics to

help facilitate safe and effective patient care. Some of the features specifically designed to MedStar’s specifications include: • An integrated, under-the-hood generator that powers a dual high-performance air conditioning system, critical to providing mobile healthcare services to patients in the hot Texas environment.

• A specially designed “floating” patient compartment to smooth the ride not only for patients, but also crew members who perform medical care in the back of the moving ambulance.

• Revolutionary new crew seating that allows paramedics to complete patient care interventions while fully secured in a four– point harness for safety.

• A refrigerated safe to secure medications.

• Five “live-view” cameras on the ambulance, allowing the personnel to observe patient care, and providing an exterior view from the sides, front and rear of the ambulance.

A

s parents, we want nothing more than to keep our kids safe and healthy. But these days, it feels like our eyes and ears are on the lookout for too many threats than we can keep track of, whether it be online predators, safety concerns at school, the authority figures they put their trust into, and even who they are hanging out with when we aren’t around.

Those concerns are overwhelming because it’s a lot to keep track of, and we didn’t have to worry about the same concerns growing up. The biggest piece of advice our parents gave us was Stranger Danger, which may have worked like a charm 30 years ago but sadly falls way short in today’s world.

We’re not going to lie; keeping our kids safer takes hard work and diligence. But here are 7 tips to get you started.

REALIZE THAT STRANGER DANGER ISN’T GOOD ENOUGH ANYMORE Your children must realize danger can come in many forms. While they should be mindful of strangers, not all strangers are bad people. In fact, many predators these days are people they know and would normally feel comfortable with. To keep them safe, teach them what is and is not safe behavior. If something doesn’t feel right, they should trust their gut.

KEEP THEM EDUCATED Not only should your children know their name, your contact information, important phone numbers, addresses, etc., but they should be educated on the law, what is acceptable behavior versus what is over the line, how to protect their privacy online, how to be more aware of their surroundings, and yes … what sex is and how to properly understand their bodies.

MONITOR SOCIAL MEDIA AND WHO THEY ARE TEXTING Nothing is off limits when it comes to your child’s privacy and safety online.

Social media, and the Internet in general, can be a dangerous place, and your child needs to be aware of that.

Parents should set house rules and have access to any passwords their child has for online accounts or cell phones.

You should also consider having a list of sites your child visits regularly. Limit your child’s time online and what sites they are allowed to visit, and install content blockers on all PCs. MAINTAIN AN OPEN LINE OF COMMUNICATION Your child needs should feel like they can talk to their parents about anything, even the most sensitive of subjects, without fear of getting in trouble or not being taken seriously.

Talk openly and often, and consider using role play to go over various scenarios they could face.

GET INVOLVED You should always be aware of what is going on in your child’s life, beyond just asking questions about their day at the dinner table. Go to baseball or cheerleading practice, volunteer

at school in Watchdog programs, the PTA, etc., attend other school functions, or follow up with teachers and babysitters. Predators can’t attack if parents are involved.

EDUCATE YOURSELF There are plenty of resources online to help parents become more educated on the dangers their children will likely experience on a daily basis and how to spot predators. Knowing what questions you should ask and how to anticipate potential dangers will go a long way in protecting your child.

TEACH THEM TO TRAVEL IN GROUPS Whether they are walking home from school, going to the mall, or even to a friend’s house, your children should always travel with at least one or two other friends. If they are stuck in a position where they must walk alone, ensure they have a cell phone and that they are talking or staying in contact with you until they reach where they are supposed to be.

The City of Lake Worth has recently purchased their first Combination Jet/Vac/HydroExcavation Machine mounted on a tandem Axle Freightliner Chassis. Sean Densmore (Director of Public Works) and Mike Shelley (Superintendent of Wastewater/Water) made the decision to go with the Camel Maxxx 1200 machine manufactured by Super Products, LLC in New Berlin, WI but sold and serviced locally by Patterson Equipment Company of Roanoke, TX. These style trucks have many uses in a municipality setting with the High-Pressure Water System and Hose Reel, for cleaning sub-surface pipes in the sewer system and storm out fall drains, to the High CFM Positive Displacement Vacuum Blower for removing any material that may be obstructing the critical flow in these systems.

This machine is also equipped with a High-Pressure water lance and 50’ x ½” Reel to be utilized with the 8” Vacuum Tubes for Hydro-Excavation to uncover and repair broken water/sewer lines or to identify underground

PUBLIC WORKS UPDATE: • Street Projects for 2018 - 2019: Construction is underway, with the help of Tarrant County Precinct 4, on five (5) streets in Lake Worth. The Public Works Department estimates using over 4,100 tons of asphalt on this year’s projects. Streets included are Lakeview, William Springs Road, Roberts-Cut Off, Fewell Drive and the outside West bound lane of Azle Avenue.

• The Water and Sewer Department completed one (1) sewer line rehabilitation project that included replacement of 1,350 linear feet of 6-inch line and replaced five (5) manholes.

• Concrete Projects for 2018 – 2019 included replacement of 2,400 linear feet of curb and gutter and over 400 square yards of drive approaches in the public right-of-way.

• What is all the construction on SH 199? The Lake Worth City Council approved a $3 Million-dollar sanitary sewer project in the Spring of 2018. This project is a complete replacement of the 18” Force Main that runs from Charbonneau lift station (by Chipotle) all the way to our connection point in Fort Worth (by Atwoods). This is a large-scale project that we anticipate being complete in October of 2019. We apologize in advance for the inconvenience however, upon completion, this upgraded system will service residents and businesses in Lake Worth for the next 50 years.

The Lake Worth Multi-Purpose Facility (MPF) is a facility that can be used for multiple functions such as birthday parties, baby showers, family reunions, graduation parties, business training, luncheons and more. The MPF is located at 7005 Charbonneau Road between the Lake Worth Library and Senior Center. This facility offers three (3) meeting rooms (that can be rented individually or combined) and a full-size kitchen is also available. Hours of operation for MPF is from 7:00 a.m. to midnight. All rentals require a 2-hour minimum. All rental deposits are refundable if no damage occurs to the rental area and the cleaning checklist is complete.
