SPECIFICATION

Intercultural Garden

Arts Plinth

Background

The City of Ballarat welcomes the use of the Arts Display Plinth at the Intercultural Garden site situated on the corner of Sturt Street and Pleasant Street North, Ballarat.

The intention is for it to be used by numerous Artists over many years and therefore appropriate use of the structure is of the upmost importance to ensure ongoing, sustainable use well into the future.

1 USER CONSIDERATIONS

The Plinth is constructed from 32MPa re-enforced concrete and sealed with a 2-part epoxy, antigraffiti sealer (Haymes Ultimate Anti-Graffiti) to protect it from permanent damage.

The plinth has been constructed from naturally coloured concrete so any holes created to anchor artworks can be easily filled with minimal changes to the overall aesthetics of the plinth.

Filler products must strictly adhere to the engineering details provided below.

The plinth itself can be decorated and therefore used to compliment or form part of the arts installation, but all installations must be approved in writing by the City of Ballarat prior to implementation.

The Artist will be responsible for returning the plinth to its original condition by allowing for the chemical removal of any paint or other applications and the re-application of one coat of the recommended epoxy sealer (Haymes Ultimate Anti-Graffiti) by one of our approved suppliers.

Prices for reapplication can be obtained on request.

Prior to the application of the anti-graffiti sealer, written confirmation from the City of Ballarat stating that the plinth has been returned to a satisfactory state must be obtained.

Any departure from this specification could incur financial penalties.

There is a central conduit which can be accessed to provide lighting for the artwork through the use of solar powered LEDs. All fixtures and fittings are to be provided by the Artist and The City of Ballarat takes no responsibility for the security of these temporary items.

All proposed artwork installations must be approved in writing by the City of Ballarat prior to implementation.

The Artist will need to provide certification from a qualified engineer that any proposed installation is in accordance with this specification.

3 INSTALLATION CONSIDERATIONS

It is the responsibility of the Artist to provide a dilapidation report of the plinth prior to its use

This will be used to compare with the condition of the plinth once the artwork has been removed and any unreasonable damage caused will need to be rectified by the Artist.

Prior to the commencement of any works, the Artist or contractor/s employed by the Artist must convene a site meeting, with the Project Manager in attendance, for the purpose of reviewing the relevant work process and if applicable, all Safe Work Method Statement documentation.

The Artist is to ensure that all personnel responsible for the works on site must have completed a City of Ballarat contractor induction prior to undertaking any works

Depending on the proposed installation, agreement must be reached on the establishment of the site and the relevant considerations including, but not limited to:

• Suitability of proposed plant

• Traffic management (Human and Vehicle)

• Temporary fencing location

• Storage location

• Waste management

• Amenity for personnel

• Working hours

• Existing site conditions

• Sound and Dust control

The City of Ballarat Project Officer will inspect the site prior to commencement and during works to ensure compliance.

The Contractor is to undertake all works in accordance with the current Occupational Health and Safety Act and shall ensure that the works proceed in accordance with good safety practices.

4 PERMITS

The following permits will be required for the installation of the works:

Hoarding & consent permit

This permit requirement covers cases where a road reserve is to be used in connection with building operations and including but not limited to:

• Placing or erecting structures on or over the road

• Placing or operating plant or equipment on or over a road reserve

• Storing or placing timber, bricks, soil, or any other materials on a road

reserve

• Building Regulation 604, report, and consent by Council to building permit applications involving precautions over streets required by the relevant building surveyor under the Building Regulations

Footpaths and nature strips are included in the definition of a road reserve.

A traffic management plan, in most cases is required for the issue of this permit.

Asset protection permit

Required when construction works are equal to or exceed the value of $15,000 or any of the following works irrespective of value:

Demolition

Pools

Retaining walls

These are in place to protect public assets and manage reinstatement works.

5 INSURANCE

The Artist must be the holder of a Public Liability Insurance policy for a minimum amount of $20,000,000 per incident and where applicable, Professional Indemnity for a minimum of $10,000,000 and hold current Work Cover Insurance. Proof of this coverage must be forwarded upon request.
