ON THE COVER: HIGH SCHOOL STUDENTS TEST THEIR CULINARY SKILLS “If you can’t stand the heat, get out of the kitchen.” The quote from the 33rd president of the United States, Harry S. Truman, doesn’t hold any water for more than 100 Nebraska students working to become the next great chef. In February, more than a dozen teams from schools across the metro proved they can handle the heat and then some. They put their skills to

the test at the 15th annual High School Culinary Invitational organized by the Institute for the Culinary Arts at Metro Community College (MCC).

Metropolitan Utilities District is a proud founder sponsor of the competition at MCC’s Fort Omaha campus. The groups used various cooking techniques to bring their recipes to life and fill the

air with mouth-watering aromas.

From top to bottom the event featured elements just like any cooking show you’d see on TV. Each team was constrained by a countdown clock as they focused on letting the ingredients shine.

Ultimately each final plate is scrutinized by local culinary experts as they taste and provide valuable feedback.

In addition to supporting the culinary invitational, M.U.D also funds two $500 scholarships annually to MCC students to assist culinary students and students pursuing the trades.

Natural gas is the number one choice for professional chefs as it is a clean, efficient and abundant fuel.

INFRASTRUCTURE REPLACEMENT GOALS ACHIEVED IN 2019 The reliability of the District’s gas and water systems continues to be a top priority and great progress was made on the infrastructure replacement (IR) program in 2019. Multiple strategies, including partnerships, innovative techniques and new technologies, were used to help reach these goals.

“We achieved our IR goals for both gas and water in 2019 — even with a slower start due to historic spring flooding that impacted several District facilities,” said Vice-President of Engineering and Construction Cory O’Brien. “On behalf of the management team, I would like to congratulate and thank all of our employees for their outstanding efforts.”

Through a combined effort of internal gas and water crews and external contractors, the District replaced 40.6 miles of gas mains and 10.1 miles of water mains at a cost of $40 million.

To ramp up the pace of the water IR program, the District added a dedicated water IR crew to the Construction division and partnered

with three water construction contractors.

A second dedicated District crew is being added this year.

In addition, the District introduced the CORE (Condition Assessment, Optimization, Replacement/Rehabilitation, Examination) initiative, a strategic approach to prioritize the replacement of linear water assets.

Tactics included: • Implemented several advancements and/or technologies to improve corrosion protection and condition assessment (to identify assets with higher likelihoods of failure).

• During water main break repairs, we conducted soil testing (as it can affect the condition of, and corrosion impacts to, some pipe materials).

• Piloted leak monitoring systems that can detect even the smallest of leaks with the use of listening devices; many main breaks begin with a leak.

• Main replacement work is prioritized by targeting the highest risk mains in the system and will be enhanced with the development of a comprehensive factorbased risk modeling software.

Whenever possible, the District coordinated IR projects in conjunction with road, redevelopment and city sewer separation projects to save money and minimize disruptions to the community.

A proactive stakeholder outreach program was developed to provide more timely and effective communications to the neighborhoods and others impacted by IR projects.

Since 2008, when the IR program began, the District has replaced approximately 324 total miles of cast iron gas mains and 89 miles of cast iron water mains. By the end of 2027, the District plans to replace the remaining 234 miles of targeted gas mains.

A roadmap has been developed to increase water main replacement from the current rate of 10 miles per year to 25 miles per year by 2025.

HISTORIC 2019 FLOOD LEADS TO PLATTE RIVER REHAB PROJECT A year removed from historic flooding across Nebraska and things look quite different. In mid-March of 2019, the District’s property line along the Platte River and the Platte South Water Treatment Plant was overrun by rising flood water. The rapid flow caused by ice jams and snow melt swept in, leaving behind more than 50,000 tons of sand. With the landscape covered, well houses surrounded and roads washed away, there’s no doubt the work ahead would be daunting.

“We have two and a half miles of riverbank frontage and approximately 1,400 feet of that riverbank was destroyed,” said Doug Whitfield, director, Platte South Plant.

According to Doug, the event was the worst flooding he’d seen along the Platte since 1993, even then he says there was little damage. “We’re fortunate we didn’t have any

damage to well houses or any of our major infrastructure.”

Fast forward 12 months and that stretch of riverbank has been dramatically transformed again. For months after the flooding subsided, District employees worked with HDR to develop plans while also navigating the process with the Army Corps of Engineers. Once granted approval for in-water work, the physical work began in December. With heavy machinery, contractors moved in along the river to rebuild crucial finger dikes that had been ripped away.

Over the course of two months, six finger dikes were restored. A massive dump truck was loaded repeatedly, transporting more than 11,000 tons of rock to restore the essential structures meant to keep the powerful river in check. Nate Williams,

engineer I, Plant Engineering, serves as project manager. He said, “If you thought the amount of rock used there sounded like a lot, just wait.” According to Nate, the staggering sand piles strewn about total close to 50,000 tons. The granular build-up eventually will all be picked up and moved further inland, spread across roughly 14 acres of land, then cultivated close to a foot down into the soil. “We’ve had unknowns where we’ve had to make adjustments, but protecting the wellfield is so important to ensure our water operations remain safe and reliable,” said Nate.

With a large chunk of the riverbank work now completed, the focus will shift to surveying and inspecting the remaining riverbank frontage. If more damage is found, repair work could begin this summer.

2019 DIVISION HIGHLIGHTS ACCOUNTING Payroll processed 921 W-2 earnings statements and 21,545 payroll checks to employees and board members, totaling $69.9 million in gross wages.

CONSTRUCTION A dedicated water infrastructure replacement (IR) crew was added.

CONTRACTOR SERVICES Processed 1,679 applications for water and 1,353 applications for gas in new residential construction.

Coordinated commercial gas service installation for 116 new projects resulting in nearly 700 new gas meter sets.

Collected more than $6.8 million in fees associated with new service applications.

CORPORATE COMMUNICATIONS AND CUSTOMER SUCCESS Developed and launched the District’s water brand, On Tap, to promote safe, high quality drinking water. In conjunction with the launch, a mobile hydration station was unveiled and used at various community 6

events. The station has eight water faucets and can provide up to 300 gallons of water.

Updated service standards and provided training sessions for field employees.

Began measuring customer satisfaction through a Net Promoter Score, which is a tool that can be used to gauge loyalty to the brand or customer relationships. In 2019, the average score was 87. Scores above 70 are considered excellent.

CUSTOMER ACCOUNTING To maintain a downtown presence for face-to-face customer interactions, we opened a customer service branch office September 3 inside the Omaha Public Power District’s Energy Plaza lobby. Our branch office provides account services, cashier windows and payment kiosks.

The two utilities retain their own identities and operations, while providing a convenient one-stop location for customers. In addition, the Remittance Processing division was eliminated, with three cashiers joining the branch team and four employees transferring to Customer Accounting.

CUSTOMER SERVICE Representatives answered 361,512 calls for a 92.6-percent answer rate.

The average wait time for customer calls was 2 minutes 12 seconds.

ENGINEERING Annual IR program goals were met.

Internal and external crews replaced 40.6 miles of natural gas mains and 10.1 miles of water mains.

FIELD SERVICES Continued focus on emergency response has decreased the District’s average response time in 2019 to 21.92 minutes compared to 22.57 minutes in 2018 and 30.42 minutes in 2014.

GAS OPERATIONS Annual gas sales in 2019 were 37,302,101 decatherms (Dth), the highest since 1975.

A new peak gas sales day was set January 30, 2019, with gas sales of 325,376 Dth. Prepay gas purchases with the Central Plains Energy Project and three other companies saved customers $5.9 million in 2019.

Gas Distribution completed 20 years without a lost time accident in 2019.

HUMAN RESOURCES Successfully completed and implemented Employee Central, a self-service SuccessFactors update that allows users to view and edit personal employee information electronically.

The update launched in early 2020.

Implemented quarterly one-on-one meetings for supervisors with their SPA direct reports.

Meetings are tracked via electronic forms launched from SuccessFactors and support the District’s Organizational Excellence pillar.

INFORMATION TECHNOLOGY Finished development and testing of “Texting Ahead” for Field Services personnel, which launched last March.

With this technology, customers receive a confirmation and reminder of their appointment via text message. The message also includes a photo of the technician when they are en route to create a sense of trust and security before they arrive.

MARKETING Metro, the Omaha area’s mass transit provider, continued to operate more than 20 compressed natural gas (CNG) buses in its fleet.

Dispensed more than 1.9 million gasoline gallon equivalents of CNG in our service territory. This is the equivalent of more than 3,000 residential homes’ annual gas usage.

Citing “strong financial metrics and low debt,” S&P Global Ratings upgraded the District’s gas system credit rating to “AA+” with a “stable outlook.” This rating brings the District to the highest rated municipal gas system of those to which S&P assigns credit ratings.

Worked with developers to secure natural gas use in six new multifamily development projects.

Processed 299 rebates for natural gas dryers, promoting the direct use of natural gas in customer homes.

METER SERVICES In 2019, Measurement and Meter Reading combined to form the Meter Services Division consisting of 42 team members.

Combining the two measurement-related areas provides for a single business unit to drive, manage and operate metering functions to include testing, repairing and reading gas and water meters.

PURCHASING/STORES Standardized cordless tools used by Construction, Water Distribution and Gas Distribution to a single manufacturer. This has streamlined the procurement process and significantly reduced the amount of inventory maintained and service repairs made.

RATES Introduced a consumption-based component (variable) to the water infrastructure charge that was in addition to the existing fixed infrastructure charge. When combined, the fixed and variable infrastructure charges are designed to collect the appropriate level of funding needed for future IR and maintenance projects.

SAFETY, SECURITY AND BUSINESS CONTINUITY Emergency response and business continuity plans were successfully executed during the 2019 spring flood.

Safety and Security continued to develop and implement ways of reducing the risk of injuries and collisions within the District.

Safety introduced a new program for front-line supervisors called S.T.A.R.T. (Supervisor Training in Accountability and Recognition Techniques) to help them improve the safety culture through changing perceptions and behaviors.

TRANSPORTATION New equipment and vehicles were researched, demonstrated and procured for the 2019 dedicated water IR crew in Construction.

WATER DISTRIBUTION Sent the emergency water truck to Glenwood, Iowa, from March 21-April 2 to provide bulk potable water to the residents while their city’s water treatment facility was repaired from flooding.

Assisted a Mueller technician to complete installation of 50 leak loggers on hydrants in downtown Omaha as part of a pilot project.

WATER OPERATIONS The three water treatment facilities responded to the 2019 historic spring flood with no restrictions or water quality violations.

Florence Plant: In response to the spring flooding, crews filled sandbags at the intake station and placed cement barricades around the low service pump station and electrical equipment. Large water containers filled the bottom level of the low service pump station to displace any water flowing in.

Platte South Plant: Flood waters in March covered wellfield access roads, making wells unreachable. Electricians were on 24/7 standby to shut off electrical power to the wells and gas generators allowed the wells to continuously pump water to the plant. Roads were washed out and more than 50,000 tons of sand filled the area. Approximately 1,400 feet of riverbank was destroyed.

Platte West Plant: As a result of the March 2019 flood, the Platte West Douglas County wellfield suffered damage.

Numerous washouts caused significant damage to roadways, levees, fields, valve vaults and electrical facilities. All damage was repaired by a combination of District forces and contractors ahead of the summer pumpage season.

WATER PRODUCTION Basin 1 renovation was completed at the Florence Water Treatment Plant as part of the Florence Capital Improvement Plan.

Overhaul of the chemical building continued.

WATER QUALITY The Environmental Protection Agency and Nebraska Department of Health and Human Services audited the water quality lab for bacteriological testing. We maintained certification for total coliform, E.coli and heterotrophic plate count.

As the coronavirus forced staff reporting changes, more employees were instructed to work from home. Information Technology team members trained other employees on connecting to the network from home using District devices. Kathy Cox, Construction, sits in on one of the training sessions.

DISTRICT RESPONDS TO GLOBAL PANDEMIC As news of the coronavirus swept the world, anxiety and uncertainty filled the minds of people everywhere. Employees at the District were not immune to these emotions, and management has been taking the necessary steps to help protect its most essential resource.

More than 90 percent of Field Services technicians are reporting from home. To practice social distancing in the field, work continues but technicians are only entering homes when necessary. They are also asking pre-screening questions prior to entering the homes.

On March 10, President Mark Doyle issued the first of many coronavirus updates to all employees. The email reassured employees that parts of the District’s Pandemic Preparedness Plan had already been implemented and management was taking a proactive approach to planning.

Customer communications have been released announcing that the District will not disconnect gas or water services due to non-payment, and late payment charges have been suspended. This is to ensure customers have access to tap water for drinking, cooking and thorough hygiene practices such as hand washing, bathing and cleaning.

Over the following days, updates were shared on a regular basis. The District suspended work-related travel, personal travel guidelines were developed, a pandemic absence policy was announced and employee work options were reevaluated.

Chris Fox, director, Water Quality, said, “Coronavirus has not been shown to be a waterborne disease and our water distribution system has not been compromised. We continue to offer safe, reliable drinking water to our more than 218,000 customers.”

As of publication, efforts were underway to comply with the Center for Disease Control’s social distancing recommendation by managing staffing numbers to below 50 percent reporting to District facilities. This means employees are working from home, reporting directly to job sites, working alternating shifts or reporting to facilities but not entering them. Efforts to shelter-inplace were underway at our three water treatment facilities.

Mark added, “The health and well-being of our employees and the public is our number one priority. Our employees are working hard every single day to ensure our customers continue to have access to these life-essential services during this crisis. We know how important it is to keep the water flowing to our customers. Each employee is vital to the community and it has never been more apparent than it is right now.”

HEAT THE STREETS Employees and their family members joined more than 600 others March 7 at the 13th annual Heat the Streets Run & Walk for Warmth. The event, consisting of a one-mile walk and 5K at Aksarben Village, raised nearly $90,000 for utility assistance.

MEETING THE NEXT GENERATION OF POTENTIAL M.U.D. EMPLOYEES Students got a chance to learn about the utility business during the 2020 Careerockit initiative. The annual effort, coordinated by the Greater Omaha Chamber of Commerce, connects students with organizations including M.U.D. to educate and possibly propel them toward a future career.

This year, employees met with dozens of students from Ralston Public Schools and the Boys and Girls Club of the Midlands. Over the course of two days, they used the Minne Lusa Pump Station at the Florence Water Treatment Plant as a classroom. Students and teachers got a closer look at jobs across the District and the work it takes to operate a water treatment facility.

“The sky is the limit for these youth. Oftentimes they don’t realize that this is the best time to identify their interests. At M.U.D. they can get their foot in the door with a great job and then take advantage of tuition assistance and evolve their career in any number of different ways,” said Bonnie Savine, vice-president, Human Resources.

Gene joined the District in 1985 as a special laborer, Construction. He was promoted to pipe layer in 1988, pipe layer-welder in 1990 and utility worker in 1992. He was named crew leader in 1993, group leader in 2000 and foreman in 2005.

Prior to joining the District, Paul worked at the Douglas County courthouse and Holiday Inn Old Mill. He attended University of Nebraska-Lincoln.

Norine Hoffman, administrative clerk V, Transportation, plans to retire September 5 with 41 years of service. Norine joined the District in 1979 as a data entry operator, Accounting. She was promoted to verifying operator in 1980 and to audit order clerk in 1984. Norine was named information systems clerk I, Information Technology, in 1990 and information systems clerk II in 2001. In 2004, Norine was promoted to payroll clerk, Accounting, and became administrative clerk II, Engineering, in 2011. Norine was named administrative clerk III in 2013 and promoted to administrative clerk V in 2015. She became administrative clerk V, Transportation, in 2018.

Prior to joining the District, Norine worked at Mutual of Omaha and A&W. She has served on the e-board for IBEW Local 1521.

Norine has two sons, two daughters and seven grandchildren. In retirement, she plans to spend time with her grandchildren.

Gene is a member of the Papillion City Council. In retirement, he plans to spend time at the family cabin and golf. Gene and his wife, Mary Ann, have one daughter.

Joe Smith, industrial gas meter technician, Meter Services, retired March 21 with 28 years of service. Joe joined the District in 1992 as an auto service person, Transportation. He was promoted to stores clerk II, Stores, in 1994 and became an apprentice meter mechanic, Meter Services, in 1998. Joe was promoted to meter mechanic in 1999 and to industrial gas meter mechanic in 2000. He was named industrial gas meter technician in 2007.

Paul Finney, water plant engineer, Water Pumping, retired April 2 with 27 years of service. Paul joined the District in 1992 as a water plant operator trainee, Water Pumping.

He was promoted to water plant operator in 1993 and water plant engineer in 1995.

In 2010, Paul became water plant engineer, Platte South Plant, and he was named water plant engineer, Water Pumping, in 2016.

Cliff Novy, building engineer, Central Maintenance, plans to retire June 13 with 30 years of service. Cliff joined the District in 1990 as a pipe layer trainee, Construction.

He was promoted to building and grounds maintenance worker, Central Maintenance, in 1991, and advanced to building engineer trainee in 1992 and building engineer in 1995.

Prior to joining the District, Cliff worked for the City of Omaha Public Works department.

In retirement, he plans to spend time with his grandchildren, ride his motorcycle and visit Minnesota. Cliff and his wife, Joann, have two daughters and three grandchildren.

IN MEMORIAM Terry Prososki, 65, died February 11. He was a mechanic, Transportation, when he retired in 2013 with 11 years of service. Terry joined the District in 2001 as an auto service person. He was promoted to apprentice mechanic in 2001 and to mechanic in 2004.

Elizabeth “Betty” Brubaker, 98, died February 26. She was an administrative assistant, Vice-Presidents’ Office, when she retired in 1983 with 22 years of service. Betty joined the District in 1961 as an administrative assistant, Corporate Communications.

She advanced to administrative assistant, President’s Office, in 1973 and to the Vice-Presidents’ Office in 1976.

Marlin Cohrs, 91, died January 29. He was mechanical maintenance foreman, Maintenance, when he retired in 1990 with 39 years of service. A U.S. Marines veteran, Marlin joined the District in 1951 as a laborer, Construction. He advanced to foreman in 1962 and was promoted to mechanical maintenance foreman, Maintenance, in 1974.

Aubrey Reed, 85, died January 24. He was an accountant, Accounting, when he retired in 1999 with 34 years of service. He began his career in 1965 as a junior accountant and was promoted to accountant in 1967.

He also worked as a construction analyst, Construction; supervisor, Operations, Administration and Supply, and personnel technician/administrator, Human Resources.

Leroy “Lee” Jensen, 93, died March 21. He was a senior customer service technician, Field Services, when he retired in 1989 with 34 years of service. Lee was a military veteran and joined the District in 1955.

Brian Smith, 50, died April 2 with more than 31 years of service. He joined the District in 1988 as a special laborer, Water Pumping, and became a water plant maintenance trainee that same year. Brian was promoted to plant maintenance person in 1991, to water plant maintenance mechanic in 2000 and to crew leader-general maintenance in 2005.

Duane N. Johnsen, 86, died March 9. He was a system operator, Gas Distribution, when he retired in 1995 with 45 years of service.

Duane joined the District in 1950 as a laborer, Construction, and moved to Gas Distribution as a utility worker in 1953. He was promoted to system operator, Gas Distribution, in 1991.

Terry L. Smith, 68, died March 1. He was a system controller, Systems Control, when he retired in 2015 with 26 years of service. Terry joined the District in 1988 as a water plant operator II, Water Pumping, and was promoted to water plant operator in 1989. He advanced to water plant engineer in 1990 and transferred to the same position at the Platte South Plant in 1995. He was promoted to water plant shift foreman, Water Pumping, in 1997 and to system controller, Systems Control, in 2005.
