THE ACADEMIC PROCESSION
he tradition of the academic procession and academic apparel goes back to the early days of the oldest European universities, where gowns and hoods began to be required in the fourteenth century. Although European institutions continue to show great diversity in their specifications on academic apparel, current practices in this country follow the code established by the American Council on Education. Academic apparel indicates the most advanced degree held by the wearer. Gowns for the bachelor’s, master’s and doctoral degrees are distinguished by the variation in sleeve length and by the width of the edging. The color of the edging of the hood indicates the subject of the degree (e.g., white for arts, yellow for science, light blue for education, dark blue for philosophy) and the colors of the lining of the hood indicate the institution from which the degree was received. For Montana State University Billings the colors are blue and gold. Apparel for the doctoral degree is distinguished by the panels on the sides of the hood, the gold tassel on the cap, and the velvet trim on the gown. Montana State University Billings’ baccalaureate candidates who have excelled academically wear honor cords. Gold honor cords (signifying summa cum laude) distinguish graduating seniors who have attained a grade point average of 4.0. Gold and silver entwined honor cords (signifying magna cum laude) distinguish graduating seniors who have attained a grade point average between 3.75-3.99. Silver honor cords (signifying cum laude) distinguish graduating seniors who have attained a grade point average between 3.50 and 3.74. Blue and white entwined honor cords (signifying high honors, 3.75-4.0, and honors, 3.50-3.74) distinguish recipients of Associate degrees and Certificates. Honors designations are based on the cumulative grade point average which includes graded transfer work from other institutions. Red, white, and blue cords signify faculty, staff, and students who have served in the armed forces or are active duty military.

U
pon the occasion of the retirement of Professor Michael C. Campbell from the College of Business at Montana State University Billings, the Board of Regents wishes to express its appreciation for his service to the University, the Montana University System, and the people of the State of Montana. EXPLANATION
P
rofessor Michael Campbell received his BS in Accounting (with distinction) from Colorado State University, Fort Collins, in 1971. He obtained an MS in Business Administration (Accounting emphasis) in 1975 and a CPA license from Colorado in 1973. Professor Campbell has been licensed as a CPA in Montana since 1979. He has been one of the pioneers of online education at the College of Business. Professor Campbell has served as the Chair of the Department of Business Administration for 15 years and as the Interim Dean of the College of Business (COB) for one year. Professor Campbell has been a leader of the College of Business AACSB accreditation effort since 1996, and successfully seen the COB through the initial accreditation effort and two subsequent reaccreditations. He has served in various capacities at the College of Business, Montana State University Billings for 40 years. Professor Michael Campbell developed and taught courses in Accounting Information Systems, Information Processing and Control, and Computer Applications for Accountants. He is one of the pioneers of online education in Accounting at Montana State University Billings and was responsible for offering an online version of the Accounting option. Professor Campbell has developed numerous courses for the Continuing Professional Education (CPE) program including Accounting Software and Computerized Reporting Options, Internal Control in a Small Business Environment, ATB Financial Statements and Accountant’s Trial Balance. Professor Campbell has published over twenty refereed articles and received numerous grants from Montana State University Billings and also more than $200,000 worth of grants from external sources. He has been a three-time Dean’s nominee for the Faculty Excellence Award at Montana State University Billings. For these and other contributions, the Board of Regents of Higher Education is pleased to confer on Professor Michael C. Campbell the rank of Professor Emeritus of Accounting at Montana State University Billings and wishes him well for many years in the future.

Cindy Dell holds a BS in Psychology (1989) from Eastern Montana College, a Master’s Degree in Special Education, Personnel and Guidance, (1990) from Montana State University Billings and an Education Doctorate from Montana State University in Adult and Higher Education. Dr. Dell has served the College of Education for 32 years. She worked as an Academic Advisor for the College of Education from 1995-1998, and as the Director of Certification and Field Experiences from 1998-2004. She served as an Assistant and then Associate Professor of Education from 2004-2020, and most recently she has also served as the Department Chair of the College of Education. Dr. Dell sets a very high standard for teaching, leadership and student advising. As a teacher, Dr. Dell has proven to be highly innovative in her practices in online education, being one of the first faculty to embrace online teaching on our campus. As a colleague she has always been willing to share her knowledge, and support and mentor other faculty. Dr. Dell has been recognized several times for her teaching and is the winner of the ASMUSB Outstanding Faculty Award (2013), and the Disability Services Outstanding Faculty Award (2010). Since becoming a faculty member, Dr. Dell has eight peer-reviewed publications and seventeen professional presentations. A recently published paper was the winner of the Knowledge Award for the Literacy Research and Practice Journal. In addition to this scholarly work, Dr. Dell has been a leader in accreditation, leading the College of Education through a number of accreditation reviews, serving as chief review writer. Dr. Dell has served on the CAEP and NCATE Board of Examiners. Dr. Dell’s leadership has been invaluable to the College of Education. She has served on the Academic Senate, including the executive committee, the Student Success Committee, has chaired the Undergraduate Curriculum Committee, and was the Vice-Chair of the IRB. For these and other contributions, the Board of Regents of Higher Education is pleased to confer upon Dr. Cindy Dell the rank of Associate Professor Emerita of Educational Theory and Practice at Montana State University Billings.

U
pon the occasion of the retirement of Dr. Lisa Kemmerer from the College of Liberal Arts and Social Sciences at Montana State University Billings, the Board of Regents wishes to express its appreciation for her service to the University, the Montana University System, and the people of the State of Montana. EXPLANATION
A
member of the Department of English, Philosophy, and Modern Languages from 2001 to 2020, Dr. Lisa Kemmerer taught courses in ethics, religious studies, and other areas of philosophy. In her classes, she combined best practices in service and community-based learning, civic engagement, and diversity education, helping her students to become publicly engaged citizens. Her frequent guest speakers provided multicultural viewpoints, particularly those of Native Americans, broadening students’ understanding of complex issues. Her students received real-life, hands-on experience in effecting change in their community; students often noted that taking a course with Dr. Kemmerer changed their lives. With degrees from Reed College, Harvard Divinity School, and University of Glasgow, Dr. Kemmerer is a prolific scholar-researcher and author, earning numerous grants and publishing eleven books, three poetry chapbooks, roughly 100 articles, and dozens of anthology chapters, encyclopedia entries, and book reviews; she has even created videos in her areas of expertise. Dr. Kemmerer organized conferences, forums, and other events at MSU Billings, including the first world religions conference in Billings, featuring speakers from every major religion of the world, including indigenous speakers. In conjunction with Campus Ministries, she also organized the series called Stirring the Pot: Forum by and about Women. The major focuses of Dr. Kemmerer’s research and service activities are ethics and comparative religions, focusing on animal ethics and Asian religions. At MSUB, she became internationally sought after as an activist and speaker. She created a traveling exhibit, Animals and World Religions, that has been shown in Canada and many places in the United States. Dr. Kemmerer also founded Tapestry: Women’s Institute of Integrated Justice, an NGO dedicated to mentoring young women scholars in her field of expertise. Both the exhibit and Tapestry shine a spotlight on MSU Billings as Dr. Kemmerer’s home institution. Dr. Kemmerer’s many contributions to her academic disciplines and to MSUB have brought her recognition and awards. During her years at MSUB, she won a “Making a Difference Award” from MSUB’s Student Opportunity Services student association, two Teaching Excellence Awards from the Associated Students of MSUB, the Cox Fellowship for outstanding junior faculty, and a Faculty Excellence Award. All of these achievements, along with her service and dedication to the University, Billings, and international communities, demonstrate her worthiness of recognition with emeritus status. For these and other contributions, the Board of Regents of Higher Education is pleased to confer on Dr. Lisa Kemmerer the rank of Professor Emerita of Philosophy at Montana State University Billings and wishes her well for many years in the future.
