Letter from the Presidents
Dear Donors and Friends,
We are pleased to present the 2023 Access to Justice Campaign Annual Report. Throughout the year, the Campaign remained focused on increasing funding for 14 regional and statewide programs that provide legal services to our low-income neighbors.
It is important to reflect on the purpose of the ATJ Campaign and why increasing resources for civil legal aid is so important to the legal framework of our state. Each day, thousands of Michigan residents face the threats of evictions, domestic abuse, financial exploitation, and barriers to employment. Access to free legal services allows low-income residents to remain in their home, secures their income, and provides a safe living environment for their children. In addition, attorney representation creates order in the judicial system and leads to just and effective courtrooms.
This report highlights the impact of your generosity on the lives of thousands of Michigan households. We encourage you to read about the amazing work being done and the impact it has on so many individuals and families. The work of civil legal aid saves and changes lives.
On behalf of the Michigan State Bar Foundation and the State Bar of Michigan, thank you for your commitment to access and fairness in the justice system. We look forward to building on our successes with the support of the Michigan legal community.

Legal aid attorneys serve low-income clients in crisis. Their clients come to them on the verge of homelessness, under the threat of domestic violence, and faced with mountains of paperwork they do not understand. Their attorney is their last line of defense and, quite frankly, their saving grace.
– Dan Quick Michigan Bar Journal, April 2024

WHY I DO THIS WORK

I do this work because we fight for fair outcomes for those who would otherwise have no voice. Ensuring that each party in a court case has a chance to be heard improves not only the individual outcome, but also the justice system and community at large.
Hannah K. Scruton Managing Attorney
for St. Joseph Office, Legal Aid of Western Michigan

I do this work because I truly and deeply believe that it is vital to the functioning of our legal system so that it lives up to the highest ideals of our nation. The American Pledge of Allegiance states that we are a nation “with liberty and justice for all.” Therefore, as an attorney, ensuring access to justice for those who might otherwise be disadvantaged or disenfranchised is both my duty and privilege.
Mario Azzi Supervising Attorney, Metro Eviction Prevention, Lakeshore Legal Aid

A woman brought her father, an older veteran, to Legal Aid for help when he received a collections notice for a medical bill. He did not remember being billed for the service, and it appeared that, if this service was properly billed, his veteran benefits would have covered the cost. Legal Aid confirmed that the Department of Veteran Affairs did not have a record of the service or billing. Legal Aid sent a dispute letter and the collection agency ceased attempts to collect. This case involved less than five billable hours and made a significant difference to the veteran’s income and peace of mind.
Legal Aid helped a pregnant single mother facing an imminent eviction after her land contract was forfeited. She was working a fulltime minimum wage job and struggling to make ends meet. She had entered a predatory land contract to purchase the home and had made monthly payments for 3.5 years.
The compounded unpaid interest, investor tax rate, and required insurance resulted in only $10,000 of her $31,000 in payments being applied to the purchase price. Legal Aid helped negotiate a contract buyout and connected her to a nonprofit lender. Due to her payment history, she was able to obtain a 0% interest rate. The eviction order was vacated and she was able to keep her home.

Contributions to the ATJ Campaign support legal aid organizations that not only improve peoples’ lives, but also enhance the accessibility, effectiveness, and efficiency of the justice system. – Craig Lubben Michigan Bar Journal, December 2023
Additional Legal Community Support
CY PRES AWARDS
Join the lawyers who, in the true spirit of cy pres, have designated the Access to Justice Campaign as a recipient for residual funds from class action lawsuits. Both plaintiff and defense counsel have a say in naming cy pres recipients.
Supporting the ATJ Campaign through cy pres awards is another way that the Michigan legal community can demonstrate a strong commitment to expanding legal representation to low-income families in our state.
In 2023, the following law firms directed cy pres awards to the ATJ Campaign and the Michigan State Bar Foundation:
• Bursor & Fisher
• The Miller Law Firm
Interest on Lawyer Trust Accounts (IOLTA) revenue remains a critical source of funding for Michigan civil legal aid organizations and helps ensure access to justice for low-income communities. The Michigan State Bar Foundation (MSBF) established the Banking on Justice Campaign to increase the impact of Michigan’s IOLTA program by recognizing financial institutions that waive all fees and pay higher rates on their IOLTA accounts.
The interest rates paid on IOLTA accounts vary widely and where you bank matters! The Michigan State Bar Foundation encourages the Michigan legal community to hold IOLTA accounts with the following Banking on Justice financial institutions:
• Bank of America
• CIBC
• Citizens National Bank
• Community Unity Bank
• Encore Bank
• First National Bank of America
• Huntington
• Isabella Bank
• KeyBank
• The State Bank
• West Shore Bank
