An Introduction to Durant’s Park System

Project Introduction When people talk about the places they love in a community, parks are typically at the top of the list.

Parks are essential to the physical, economic, environmental and social health of cities and residents.

Parks, trails, open space and recreation programs provide communities with many benefits. The purpose of the Durant 2030 Parks and Recreation Vision is to guide the City of Durant in maintaining and enhancing the community’s parks, trails and recreational opportunities.. This document provides current insight in the existing conditions of the parks, and concepts for the development of new park areas. The planning process included reaching out to the community for their thoughts on the existing conditions of Durant’s parks as well as what they would like to see in the future This document is also intended to guide recreational development in the City as the community grows.

The information in this report represents the results of an interactive and engaging public outreach program with Durant community members. Prior to inventory and data collection, the project team met with city staff and the Park Board to establish goals and critical success factors for the project. To ensure the project the project started off on the right plan, we outlined the following objectives for the

The population in Durant has increased 9.5% since 2000. As the City continues to add more families and the Feldhan Park expansion that was recently acquired will allow for the community to expand its recreational offerings to the growing communality and the region.

An essential reason for creating a park vision plan is to utilize the plan to increase the community’s ability to secure grant funding for planned park system improvements.. Grant programs from the Iowa Department of Natural Resources award additional scoring points for projects that demonstrate a relationship to a local recreation plan. Project Goals One of the goals of the plan and process of is to educate and raise awareness of the importance of parks and recreation. Another goal is to help ensure that future investment in Durant’s park system meets the needs of the community.

In the Spring of 2019 the City of Durant requested the assistance of MSA Professional Services Inc. to complete a 2030 Parks and Recreation Vision. The process of developing the Vision would include a concept for guiding the development of recent parkland acquisition. The planning effort was kicked off June of 2019, and the plan represents input gathered from the community, stakeholders, and City staff.

A community survey, suggestion boxes, stakeholder meetings, and community meetings helped guide the development of this plan by providing valuable input. Guidance on plan preparation was provided

by City Staff and the Durant Park Board. Meetings between the Park Board and the consultant provided input for the plan content throughout the four phases of the project.

Importance of Parks Health

Property Values

When citizens have access to parks, trails, and recreation facilities, they exercise more and are generally healthier and happier. Additionally increased exposure to natural areas has been linked in improved physical and mental health.

Recreation programs also contribute to community health.

Recreation programs offered for all ages promote life-long learning and a supportive community atmosphere.

Numerous studies have shown that close proximity and access to parks, trails, and open space has a positive impact on residential property values. Commercial property values can also be increased with proximity to recreational amenities, creating potential for these sites to act as catalysts for future growth and development. Access to recreational amenities helps fuel growth and investment in local economies.

Cultural & Social

Parks have important social benefits. Parks are often part of the identity of and focal points for neighborhoods and districts.

As places for neighborhood activities, celebrations and informal interaction they provide places for community members to come together.

Two important activities in Durant are youth baseball and softball. with baseball/softball activities.

Parks contribute to aesthetics of a community. Parkways, trails, and landscaped areas around town are all things that contribute to making a city a beautiful place to live, work, and play. Improved linkages should also connect community parks to other community nodes. Attractive, safe and well marked linkages make essential contributions to a city’s livability and viability.

Parks and open space provide environmental benefits. Natural and planned vegetative landscapes found in parks, preserves, and open spaces improve air quality and water quality.

These areas also play a role in managing stormwater quality and quantity to protect property and investment.

Park and Open Space Standards The definitions used in this plan are modifications of definitions used by the National Recreation and Park Association (NRPA). They are used to classify the existing recreation system and to guide plans for the future. They begin with the smallest and most intensely used and the proceed to the largest and least used. Neighborhood and community parks are normally provided by municipalities. Larger recreation areas are normally provided by larger units of government or private enterprise.

Mini - Parks

Typically on a small lot (1/4 acre), located within a residential neighborhood. Usually have one facility and benches.

Neighborhood Playgrounds

Serves the needs of children 5-15 years old. It provides open fields, courts, shelter facilities, and play area. It should be within walking distance.

Neighborhood Parks

This provides open space for all ages and enhances the overall environment. A natural location is ideal for this type, and it usually has tables benches, paths, lights, and is walkable.

Classifications

Regional Context & Existing Plan The City of Durant is located in the corners of Cedar, Muscatine and Scott County. Approximately 24 miles from the Quad Cities (Bettendorf, Davenport, Moline, and Rock Island), 36 miles from Iowa City, and 62 miles from Cedar Rapids. Surrounding small communities, Wilton, Stockton, Blue Grass, and Walcott have all experienced slight growth. This is a little uncommon for small towns in Iowa as most of them have seen a decrease in population. Durant is fortunate as the community is very close to major regional employment opportunities and amenities while retaining rural City and close-knit community feel.

Existing Plan The City has an adopted Comprehensive Plan that was updated in 2013. The recreational goals of that plan were utilized to help formulate the goals of this plan. It is anticipated that this plan will be added to the appendix of the existing Comprehensive Plan along with the current Iowa Living Roadways Community Visioning Report.

Parks & Recreation Inventory The map shown below displays the existing Durant Parks in green and the City limits are shown in purple. The orange boundary represents areas within a 1/4 mile distance to the parks. 1/4 mile is about a 5 minute walk. The community is well served by the existing parks system as there are very few developed residential or commercial areas of the City that are outside of these service areas.

Feldhan Park This community park is the largest in Durant. It is located on the eastern edge of the city. The park is currently about 14 acres and is easily accessible from highway F58. It features baseball/softball fields of varying sizes, a trail, green space, and a concession stand with restrooms. This park location will be expanding soon as the city purchased land on the west side of the current parking lot.

Jaycee Park This 5.3 acre community park is located more in the center of town, one block north of 5th Street between 6th and 7th Street and 10th and 11th Avenue. This park features a baseball field, batting cage, tennis court, skatepark, a toddler playground ages 2-5, a bigger playground for 5 and older children, greenspace with big trees and shade, and a large concession stand/park shelter with restrooms and a drinking fountain.

West Park West Park is located on the block with City Hall and the Community Center and is across from Durant High School. It features an bandshell, ample greenspace and a basketball court. There are lots of big trees that provide nice shade in the green space. The park is also home to the Durant Community Center as well as the City Hall and Public Library Building.

Overview of the Process

Park planning and visioning is done for cities so that their recreation needs can be identified and improved. Planning process and plans are intended to allow the City to better serve the recreational needs of the public.. Inclusive, innovative and engaging community outreach was a foundation to this planning process. The project team incorporated different opportunities for engaging the community members of Durant, with flexible options for engagement. We understand that not everyone has the time to attend traditional meetings or is comfortable voicing their opinion in front of others in a public setting. Providing different strategies and tools for receiving input allows everyone a chance to become actively involved in the discussion of how to improve their community.

Analysis of existing conditions to establish an overall vision for Durant Parks and Recreation

The newly created Parks Plan and its Action Plan for Implementation will serve as a tool and guide for future development.

Project Kickoff and Brain Storming

The project kick off event was held in August 2019 at Durant City Hall. This consisted of the project team, the City Operations Officer and the Park Board. The Park Board’s input is valuable to the planning process and necessary guidance needed for the plan. This meeting allowed us to introduce the project to them and determine next steps in the process based guidance from the Parks Board. Following the meeting survey was sent out to the members of the committee, those results are analyzed later in this plan.

Parks Board

The Durant Parks Board played an integral role in the planning process and engagement. The project team met with the park board along with the City Operations Officer 4 times throughout the process to give plan feedback, as well as participate in a visioning exercise for the Feldhan park expansion.

Focus Group Meetings

The project team met with a variety of stakeholders throughout the community. This is an important aspect of public engagement as it allows us to hear and take into consideration specific park users such as the baseball and softball league, bikers, parents, and kids.

Community Survey A community survey, distributed online and by paper, received many responses and provided great feedback for the plan The survey was distributed through Survey Monkey, the link and QR code were distribute around the City. Paper copies where made available at City Hall. Information encouraging the community to visit the website and take the survey was displayed on large banners at both Jaycee and Feldhan parks. Additionally, comment boxes were stationed at City Hall and the Feldhan Concession Stand to gather additional information A goal of the survey was to gather feedback from park users no matter the use. The quality of feedback is important to the planning process and this survey was well responded and had great feedback.

Key Concerns and Outcomes Concerns

ADA Regulations and Accessibility Improving accessibility for all is a primary goal. Although Durant has made improvements to sidewalk and trail conditions, there should be specific improvements geared towards providing access and accessible parks and recreation amenities and newer more accessible playground equipment.

Safety Updating Durant parks to be safe for everyone of all ages is a key priority for the city. Lighting is a concern as well as materials under the playground at Jaycee Park. The 2018 EMC Insurance Audit also included several necessary improvements to existing facilities that address observed safety issues. The audit is included as Appendix B.

Opportunities Future Feldhan Expansion This park expansion space is a blank canvas for the city. Public input comes back positive for more variety of amenities in the parks system, this is the perfect opportunity. The western portion of the existing area of the park cannot be seriously altered due to conditions of the donation of the parkland when it was established. The City budget and CIP must be considered in the decision along with the capacity of the parks and recreation department to take on more land. The use and future of this expansion is essential as Durant Park amenities seem to be at capacity at points. Durant is also projected to grow and has potential incoming housing developments. This space should be utilized to its full potential.

Updating Jaycee Park Jaycee Park seems to be the most used park in Durant due to its location and different play areas for younger and older children. There are safety concerns in this park that could be addressed with small updates of park materials such as removing and replacing the rocks in the park and changing the material underneath the playground equipment. This would also be the ideal location for a splash pad, which is a more cost realistic option than a city pool.

Sprucing Up Pythian Sisters Park Pythian Sisters Park is in ideal location to the town center that many feel is underutilized. Small improvements such as more seating or a small water feature like a fountain would bring more use in the summer. Higher usage of the park would also assist in the promotion of downtown businesses.

Promoting West Park Maintain and promote the use of the bandstand and basketball courts. Also, consider adding amenities that benefit the Community Center and Library users; such as a small play area, seating, and a wedding ceremony gazebo.

Vision of the Parks and Recreation System Overview The City identified a need to expand its parks and recreation offerings for current and future residents.

Part of this was the purchase of 18 acres of greenfield to be developed as part of Feldhan Park on the east side of the existing park. Successful implementation of this plan is attained when recommendations are attainable and align with the capacity of the City of Durant. This is to be a collaborative process involving city staff, stakeholders, and community members.

Plan Objective Develop a comprehensive, usable, living document which outlines the current assets and improvements of the park system. Through this analysis and process Durant will be able to create a concept for the Feldhan Park extension. Feldhan Park Expansion: Feldhan Park is one of Durant’s many assets. It currently has a looped trail system, restored prairie, picnic shelters, and baseball fields for community games. The trail is lined with trees and there are benches throughout the park.

Based on the public input received, the following needs were identified: more sports fields, more playgrounds for children, and more parking spaces. The proposed concept plan addresses theses needs and desires as well as issues and opportunities that the design team observed during the site visit.

Feldhan Park Expansion Concept 1

Existing Housing

This concept is based on public feedback, Park Board input, and existing infrastructure. It is cost effective for the City and designed so it can be done in phases. The phased cost approach is shown on the next page. There are some limits with what can be added west of the ball diamond as that area can only have natural features. The additional parking lot would help relieve the existing and allow more people to come to the park and is strategically placed close to the existing road to minimize costs. The multi-use grass fields are an essential need that was brought up multiple times from many different stakeholders.

This second concept has been included after the Parks Board and Public Works Department reviewed the plan and wanted to address flooding and drainage concerns in another way. It is cost effective for the City and designed so it can be done in phases. The phased cost approach is shown on the next page. The northwest location of the proposed additional parking lot would be more expensive due to additional road construction. The road would be built from the highway to the parking lot entrance and would be wide enough for over-flow street parking.

Feldhan Expansion Estimated Costs The Feldhan Park expansion is a high priority for the City of Durant. The recommended financial option for the City is to separate the project into three different phases. The estimated costs and phases are shown below. Proposed Jaycee Park Improvements Jaycee park is conveniently located in the middle of the City. From our public engagement feedback, this is the most commonly used park because of the variety of equipment and the location. Many residents love that there is a toddler playground as well as a older child playground. There are safety concerns with the material underneath the playgrounds and it has been suggested that rubber tiling should be the replacement. An addition of an ADA accessible swing as been recommended as well.

With the help of public engagement feedback and the Durant Park Board, Jaycee Park was determined the best location for a new Spray Park or Splash Pad. These are low cost options that will give some aquatic relief in hot Iowa summers without the high maintenance and cost of a pool or aquatic facility. A Slashpad Options/Cost. informational sheet is included on the following page. Water usage estimates are also shown on the Options/ Costs sheet. The cost estimate shown below is the minimum for the construction of a recirculating Spray Park.

Proposed Pythian Sisters Park Improvements In 2019 the City of Durant participated in the Iowa Living Roadways Community Visioning Program in partnership with Flenker Land Architecture Consultants, Iowa State University Landscape Architecture Students, Iowa Department of Transportation and Trees Forever. The program selects communities through a competitive application process, provides professional planning and design assistance along transportation corridors to small Iowa communities.

Fire Station

The design created from the visioning program includes preserving the existing healthy trees, electrical outlet services, Veterans Memorial Plaza, and southern fence, and adding new elements that will provide activities that enhance the park as a public gathering space. This concept was not part of this planning processes but is included to show proposed improvements.

The new enhancements suggested are; 1. Spray fountain and large freestanding letters spelling Durant 3. Seatwalls integrated into planters and movable tables and chairs to provide a quiet and comfortable place for eating and gatherings.

Proposed Concept: Pythian Sisters Pa

Recommendation As the City of Durant is most likely going to focus the majority of their parks spending on the Feldhan Park Expansion, we think that it is beneficial to do small, less costly upgrades to Pythian Sisters in the next 10 years. Our recommendation is to consider the addition of the spray fountain and some seating so that people have a place to sit while their children are playing in the fountains. This would add amenities some to Pythian Sisters park without overtaking the budget on Feldhan.

Action Plan The Action Plan is designed as a guide to help the The City of Durant along and community leaders prioritize opportunities and address issues within the City of Durant and the surrounding area as it relates to parks and recreation. The desired vision for Durant cannot be created over night. However, by incrementally implementing the recommendations within this plan, Durant can achieve the desired outcomes set forth in this comprehensive plan.

Potential Funding Sources There are five broad funding sources available to help offset costs to complete the projects listed in this Plan, as described below.

• General Municipal Funding – It is assumed that some general municipal funds/borrowing will be required to assist with the completion of projects or as a matching source for state or federal grants (e.g.wayfinding, signage, or park land acquisition).

I think the rocks around the playground equipment at Jaycee park isn't safe. The rocks end up on the sidewalk and can make moving around unsafe for people that aren't steady on their feet.

And the parking lot at Feldhahn isn't safe. People drive way too fast through it, no one knows the correct / best way to park and there's always kids running through it since it divides the 2 ball diamonds.

Also at Feldhahn, a lack of some kind of fencing or landscaping between Field 3 and the highway is dangerous. Durant Parks and Recreation 2030 Vision Survey around the playground equipment are a huge issue. Rocks spill over onto the sidewalk and have slipped myself and seen many running kids slip on them. Not too mention they are constantly thrown, hitting other kids and bystanders. Also at Jaycee, the age limit is not enforced on the equipment. Many older kids often play too rough with younger children in the area.

Avoid putting the parking lot in the middle of the park. With the current set up it's not feasible to let your child go to the snack shack from Field 2 or 3 without adult supervision. Add a handicapped accessible playground for the kids that aren't playing in a ball game. Add a water

Adding ball diamonds with lighting and more diamonds would be a plus. A soccer/football field would also meet a high demand for practice space for those sports. Parking is also a need as well as updated bathrooms. A fishing pond would be a great addition that would be received extremely well by many outdoorsmen young and old. There are a large number of young kids who love to fish but many times only have dangerous areas along streams by the road and the paper edition to access fishing spots.
