The 2012 Mower County

Livestock Hall of Fame

The 2012 Mower County Livestock Hall of Fame reception will be held Wednesday, August 8th at 4:00 p.m. in the Crane Pavilion on the Mower County Fairgrounds.

Dan Vermilyea will be inducted into the Mower County Livestock Hall of Fame at a ceremony beginning at 4:00 p.m. The first inductees into the Hall of Fame were made in 1984 at the Mower County Centennial Fair.

MITCHELL BUXTON 1950 – 2012 The Mower County Fair and the Midwest Showman’s Association have lost a friend, a mentor, and a “Concessionaire Extraordinaire”. Austin native Mitchell Buxton dedicated his life to entertaining fair goers across the country and bettering the outdoor entertainment industry. His smile and his stories will be missed by many.

GENERAL RULES AND REGULATIONS PROGRAM The Mower County Fair Board is proud to present the 2012 Mower County Fair attractions and exhibits. Full details will be announced in the press of this area, over radio and television stations and on the website www. mowercountyfair.com. Full information will be sent to individuals upon request. General announcements of the program will be found throughout this document.

GATES The Fair will be in operation Tuesday - Saturday 7:30 a.m. to 10:00 p.m. Sunday from 7:30 a.m. to 5:30 p.m.

GENERAL NOTICE The management will appreciate immediate report by patrons experiencing any mistreatment or extortion at the hands of any employee or concessionaire at the fair.

Please report any irregularity to the Board immediately.

No liquor of any type will be allowed on the Grounds except for that which is purchased in the beer garden or grandstand or designated by the Fair Board. There will be no exceptions. Shirts and shoes required. No animals will be allowed on the fairgrounds during the week of the fair except those involved in exhibition.

ATMs are available on grounds near the Grandstand and by the security office. Because many fairgoers have cell phones, there is no public telephone on the fairgrounds. For emergencies contact the security office.

POLICING AND LIABILITY Every precaution for safety of visitors and exhibits will be taken, but the Board assumes no liability for personal injury or for loss or damage of any property of the concessionaires, exhibitors or fair patrons due to theft, fire, tornado, flash floods, weather conditions or any other cause. The society will provide proper policing for night and day but will not be responsible for any loss or damage to articles and animals.

LOST AND FOUND Is located in the security office on the fair grounds.

CONCESSION POSTINGS All concessions shall post in a conspicuous place in front of the entrance to their place of business a sign giving prices to be charged for meals, drinks, lunches or other articles offered for sale.

SOLICITING There will be no permission given for the soliciting of subscriptions on the grounds. NO PERSON, PARTIES OR ORGANIZATIONS SHALL DISTRIBUTE ANY KIND OF LITERATURE OR SELL ANY ITEMS OTHER THAN FROM A PAID CONCESSION LOCATION. THEY SHALL REMAIN IN THIS LOCATION AT ALL TIMES SUBLETTING SPACE Space of any kind cannot be assigned, sublet, disposed of or transferred without the written consent of the commercial space superintendents.

EXHIBIT/DISPLAY POLICY No commercial booths or displays may be set up or operated by 4-H and FFA exhibitors, other than in commercial exhibit areas on the fairgrounds where space has been rented from the Mower County Fair, unless prior approval is obtained from the Mower County Fair Board.

EXHIBITS LEFT AFTER FAIR Any person, corporation, or club owning any property left on the grounds two weeks after the close of the fair without having approval of the fair board to leave the same shall forfeit the same to the fair board for removal with a charge. Arrangements agreeable to both parties where it so applies will be made for disposing of equipment.

CONCESSIONS AND PRIVILEGES The Fair Board will use every precaution to guard against extortion in any form practiced upon any patron of the Fair. A violation of this rule by any concessionaire will cause cancellation of his/her contract, forfeiture of all money paid and expulsion from the grounds as the management may direct. The Fair Board authorizes the leasing of only such concession privileges as are required to supply the necessary desires of public or that may add to their comfort, convenience and pleasure. Under no circumstances will privileges of a demoralizing nature be tolerated upon the fair grounds or in any of the buildings. No concession will be permitted to operate unless operated in a legitimate and businesslike manner. Standards of quality will be enforced. All cook houses, lunch rooms, refreshment booths and other stands must be substantial in structure and their appearance must meet the approval of the Fair Board. All such concession stands may sell only good wholesome food and pure honest merchandise at a reasonable price. Prices must be posted. All articles of food and drink must be kept under glass or screen. Any representative of the Mower County Fair Board shall have access to premises at all times. Each concessionaire must confine themselves to the space assigned. Failure to do so may subject them to cancellation of their contract without reimbursement. Booths and concessions must be manned during all hours the fair is in operation. All concessionaires must stay during the duration of the fair. The operator of a loud speaker shall control volume so as not to interfere with other concessions or become a nuisance to fair patrons.

PARKING Paid parking will be allowed in the parking lots on the grounds. The only vehicles allowed on streets will be service trucks during specific hours and emergency vehicles. THERE IS LIMITED HANDICAPPED PARKING SPACE AVAILABLE at the regular charge near the Creative Arts and Horticulture Buildings. Motorcycle parking is available in the fairgrounds lots. Absolutely NO motorcycle parking will be allowed along the fairgrounds fence or boulevard. Two wheeled vehicles, bicycles, ATVs, golf carts, roller skates, skateboards, long boards, roller blades or scooters WILL NOT be allowed on the grounds from August 1-15, 2012 other than those operated by fair personnel or approved by the fair board President.

OVERNIGHT PARKING INFORMATION Overnight parking passes for fair week will go on sale Wednesday, July 11, 2012 at 9:00 a.m. at the fair office.

Sales will be first come first serve with preference given to livestock exhibitors. Purchasers will be allowed ONE overnight parking space and it must be occupied by a unit suitable for clothes changing and showering/ 2012 MOWER COUNTY FAIR - PAGE 23

bathing. Passes will cost $85 for 4-H and FFA exhibitors and $125 for all others. Electrical service is available but not guaranteed. No pass will utilize more than one electrical connection. There are no water or sewer hook ups. The parking pass must list emergency contact information and must be displayed in the window of the unit. THERE WILL BE NO ADDITIONAL VEHICLES ALLOWED TO PARK IN OVERNIGHT PARKING. The fair board reserves the right to revoke passes without refund in case of violation of policies.

PROPERTIES ON FAIRGROUNDS All properties on the fairgrounds of a permanent structure or attached to permanent buildings are the property of the County of Mower and under jurisdiction of the board of directors of the Mower County Agricultural Society. The rules and regulations of the Society have the force of common law of the State of Minnesota as defined by Minnesota Statutes.

INTERPRETATION OF RULES The management will not be responsible for typographical errors in this book, but should any occur, same will be interpreted by the Board of Directors. The Board of Directors reserves the final and absolute right to interpret these rules and regulations and determine all matters, questions and differences in regard thereto or otherwise arising out of an incident at the fair.

WEATHER CLAUSE If from stormy weather or other causes, the receipts will not pay for the premiums awarded, the premiums will be paid by an equal division of the receipts to the exhibitors, who have been awarded premiums, after paying the expenses of the fair.

EXHIBITION OF LIVESTOCK IN MINNESOTA 2012 REQUIREMENTS Veterinarian: Dr. John Stevenson, 507-433-5225 GENERAL REQUIREMENTS: Livestock and poultry that exhibit symptoms of any infectious or communicable disease, including ringworm and warts, may not be exhibited. All animals must be examined by the official veterinarian on the day they are admitted to the exhibition and at least once daily during the exhibition. All animals imported into Minnesota for exhibition must be accompanied by a certificate of veterinary inspection and satisfy Board of Animal Health importation requirements.

Official Identification – Please note that the following types of identification are not considered official on certificates of veterinary inspection or test records required for exhibition: 1) 4-H tags 2) Producer tags without the state or USDA assigned premises number and individual animal number preceded by state abbreviation 3) Tattoos not registered with either a breed association or a state agency.

Cattle, Swine & Poultry slaughter classes which are kept in a separate building and slaughtered immediately following exhibition, do not require test or individual identification.

CATTLE: Cattle originating from Minnesota’s Modified Accredited Advanced (MMA zone: Animal movement certificate - All cattle that are moved from the MAA zone to exhibition must be accompanied by an animal PAGE 24 - 2012 MOWER COUNTY FAIR

movement certificate approved by the Board. Whole herd test - All cattle originating from Minnesota’s MAA zone must originate from a herd that has had a wholeherd tuberculosis test within 12 months of exhibition.

Individual animal tests - With the exception of items (1), (2) and (3), each animal for exhibition must be negative to an official tuberculosis test conducted within 60 days prior to being moved for exhibition purposes.

1)Animals that originate directly from an tuberculosis accredited herd 2) animals less than two months of age.

3) Steers and spayed heifers less than 18 months of age.

Cattle originating from Minnesota’s TB Free zone being exhibited in the TB Free Zone: No requirements.

SHEEP and GOATS: All sheep and goats, including wethers, must be identified with official identification approved for use in the Scrapie eradication program.

Official identification includes USDA Scrapies identifications tags and tattoos approved by the Board of Animal Health. Sheep and goats that are within 30 days of giving birth (before or after) cannot be exhibited without prior approval by the Board of Animal Health.

SWINE: Swine must be individually identified.

HORSES: All horses must be negative to an official test for Equine Infectious Anemia (EIA) within 12 months prior to the opening date of the exhibition. A test is not required for suckling foals accompanying a negative dam.

POULTRY: “Poultry” is defined as “turkey, chickens(fancy ,exhibition, and game),waterfowl and game birds maintained in captivity ( excluding pigeons and doves)”. Minnesota Origin 1) with the exception waterfowl, must be individually identified with a leg or wing band and a.) Must have a negative PullorumTyphoid (Salmonella pullorum – typhoid) test conducted within 90 days prior to the opening date of the exhibition; OR b.) Originate directly from parent stock tested negative for Pullorum-Typhoid disease within the last 12 months. 2.) Turkeys must be identified by leg or wing band and: a.) Must be tested negative for Salmonella pullorum – typhoid, typhimurium, Mycoplasma gallisepticum, and Mycoplasma synoviae.

Within 90 days prior to the opening date of the exhibition OR b.) Originate directly from parent stock qualified as Salmonella pullorum – typhoid, typhimurium, Mycoplasma gallisepticum, and Mycoplasma synoviae tested negative within the last 12 months.3.) Water fowl and pigeons are exempt from pullorum – typhoid testing for exhibition.

Out of state Origin 1.) Must meet above requirements, plus the following import requirements: a.) Poultry, as defined above, greater than five (five) months must be tested and negative within 30 days of import and a Certificate of Veterinary Inspection (CVI). b.) Poultry, as defined above, greater than five (five) months must have an import permit and a disease classification for poultry as listed above, supported by a CVI, NPIP Form VS 9-3 or equivalent form. Contact your local Official State Agency for the forms listed above.

DOGS: Dogs over six months of age must be accompanied by a certificate of rabies vaccination issued by a licensed veterinarian.

ANIMAL CARE AND WELL-BEING It is the policy of the Mower County Fair to see that all livestock is handled in a humane manner, which ensures the animals comfort and protection. This policy of humane handling is directed to, but not limited to those who transport, exhibit, manage and view the animals. If this policy is not complied with, these persons responsible will be removed from the grounds.

LIVESTOCK ENTRIES AND ENTRY FEE All Entries must be pre registered by July 16th Entry form, AND PAYMENT must be submitted by deadline. Checks are to be made payable to Mower County Fair. Bedding fee for all beef and dairy must also accompany entry form (see bedding for livestock) Stalls, pen space and cages will be allotted on first come, first served basis. The last to enter will be the first to be canceled if there is not sufficient room BEDDING FOR LIVESTOCK Bedding will be placed in stalls for all Beef and Dairy prior to arrival; this includes Open, FFA and 4-H animals. A bedding fee will be paid only once per animal even if shown in more than one division. Payment for bedding must accompany the entry form that needs to be submitted by July 16th to the fair office. A separate check for bedding should be written out to John Grass.

Amount will be $12 for beef, and $6 for dairy. Beef will be bedded inside and outside tie outs. Additional Shavings will be available on grounds for purchase from a vendor fair week CHORES All animals need to be clean and stalls and pens ready for public inspection by 9 a.m. daily. Exhibitors who use the tie outs are responsible for cleaning and maintaining the tie out areas. Cattle will be allowed in tie outs from 9:00pm – 9:00 am only. Grooming stalls will be placed in designated areas.

PREMIUM AWARDS Exhibitors will be awarded their premium awards on Sunday, August 12th at the designated release time.

Exhibitors may get checks from Superintendents of respective departments. ALL PREMIUM CHECKS WILL BE VOID IF NOT CASHED WITHIN 60 DAYS. No premiums will be paid for any display or exhibit in any department taken out before the regularly scheduled release time. The premium awards at the Mower County Fair shall be confined to offerings in the premium list which have the approval of the Minnesota Department of Agriculture.

CLASSES SHOWN AND AWARDS Exhibitors will be limited to the showing of two entries in single livestock classes and one entry in group classes. When there are fewer entries in the class than the number of premiums offered, the judge may award prizes of such grade as the animal deserves. An animal owned in partnership may be entered in one partner’s name in all classes to which it is eligible, but must be shown under one ownership throughout the classifications of the Fair. The entry must carry a footnote showing the actual ownership as it appears on the Herd Book Record. Cattle must be owned by the exhibitor from the time of making entries, except that progeny of bull or cow may be shown as proof of

breeding qualities without such ownership in Milking Shorthorn, Red Poll and Dairy breeds. All entries shown in the open class livestock departments must be registered unless class otherwise states. The official fair entry blank must be filled out giving all necessary registration information.

COMPETITION An article entered for competition in one division may not compete in another.

PROTESTS Protests must be made in writing, accompanied by a fee of $20 and filed with the Secretary before the close of the fair. All appeals and protests will be settled by the Fair Board at a future meeting when all parties involved shall be notified to appear.

PROPER ENTRY All parties entering animals or articles must be sure that they are entered in the proper class.

IAFE (INTERNATIONAL ASSOCIATION OF FAIRS AND EXPOSITIONS) NATIONAL CODE OF SHOW RING ETHICS. Exhibitors of animals at livestock shows shall at all times deport themselves with honesty and good sportsmanship. Their conduct in this competitive environment shall always reflect the highest standards of honor and dignity to promote the advancement of agricultural education. This code applies to junior as well as open class exhibitors who will compete in structured classes of competition. This code applies to all livestock offered in any event at a livestock show. In addition to the “IAFE National Code of Show Ring Ethics,” fairs and livestock shows may have rules and regulations which they impose on the local, county, state, provincial and national levels. All youth leaders working with junior exhibitors are under an affirmative responsibility to do more than avoid improper conduct or questionable acts. Their moral values must be so certain and positive that those younger and more pliable will be influenced by their fine example. Owners, exhibitors, fitters, trainers and absolutely responsible persons who violate the code of ethics will forfeit premiums, awards and auction proceeds and shall be prohibited from future exhibition in accordance with the rules adopted by the respective fairs and livestock shows. Exhibitors who violate this code of ethics demean the integrity of all livestock exhibitors and should be prohibited from competition at all livestock shows in the United States and Canada. The following is a list of guidelines for all exhibitors and all livestock in competitive events.

1. All exhibitors must present, upon request of fair and livestock show officials, proof of ownership, length of ownership and age of all animals entered.

Misrepresentation of ownership, age or any facts relating thereto is prohibited.

2. Owners, exhibitors, fitters, trainers or absolutely responsible persons shall provide animal health certificates from licensed veterinarians upon request by fair or livestock show officials.

3. Junior exhibitors are expected to care for and groom their animals while at fairs or livestock shows.

4. Animals shall be presented to show events where they will enter the food chain free of drug residues.

The act of entering an animal in a livestock show is the giving of consent by the owner, exhibitor, fitter, trainer and or absolutely responsible person for show management to obtain any specimens of urine, saliva, blood or other substances from the animal to be used in testing.

Animals not entered in an event which culminates with the animal entering the food chain shall not be administered drugs other than in accordance with applicable federal, state and provincial statutes, regulations and rules. Livestock shall not be exhibited if the drugs administered in accordance with federal, state and provincial statutes, regulations and rules affect the animal’s performance or appearance in the event.

If the laboratory report on the analysis of saliva, urine, blood or other sample taken from livestock indicates the presence of forbidden drugs or medication, this shall be prima facie evidence such substance has been administered to the animal either internally or externally. It is presumed that the sample of urine, saliva, blood or other substance tested by the laboratory to which it is sent is the one taken from the animal in question, its integrity is preserved and all procedures of said collection and preservation, transfer to the laboratory and analysis of the sample are correct and accurate sample taken from the animal in question and correctly reflects the condition of the animal at the time the sample was taken, with the burden on the owner, exhibitor, fitter, trainer or absolute responsible person to prove otherwise. At any time after an animal arrives on the fair or livestock show premises, all treatments involving the use of drugs and/or medications for the sole purpose of protecting the health of the animal shall be administered by a licensed veterinarian.

5. Any surgical procedure or injection of any foreign substance or drug or the external application of any substance (irritant, counterirritant, or similar substance) which could affect the animal’s performance or alter its natural contour, confirmation or appearance, except external applications of substances to the hoofs or horns of animals which affect appearance only and except for surgical procedures performed by a duly licensed veterinarian for the sole purpose of protecting the health of the animal, is prohibited.

6. The use of showing and/or handling practices or devices such as striking animals to cause swelling, using electrical contrivance or other similar practices

are not acceptable and are prohibited.

7. Direct criticism or interference with the judge, fair or livestock show management, other exhibitors, breed representatives, or show officials before, during or after the competitive event is prohibited. In the furtherance of their official duty, all judges, fair and livestock show management, or other officials shall be treated with courtesy, cooperation and respect and no person shall direct abusive or threatening conduct toward them.

8. No owner, exhibitor, fitter, trainer or absolutely responsible person shall conspire with another person or persons to intentionally violate this code of ethics or knowingly contribute or cooperate with another person or persons either by affirmative action or inaction to violate this code of ethics. Violation of this rule shall subject such individual to disciplinary action.

9. The application of this code of ethics provides for absolute responsibility for an animal’s condition by an owner, exhibitor, fitter, trainer or participant whether or not he or she was actually instrumental in or had actual knowledge of the treatment of the animal in contravention of this code of ethics.

10. The act of entering an animal is the giving of consent by the owner, exhibitor, fitter, trainer, or absolute responsible person to have disciplinary action taken by the fair of livestock show without recourse against the fair or livestock show for violation of this Code of Show Ring Ethics and any other rules of competition of the fair or livestock show without recourse against the fair or livestock show. The act of entering an animal is the giving of consent that any proceedings or disciplinary action taken by the fair of livestock show may be published with the name of the violator (s) in any publication of the International Association of Fairs and Expositions, including Fairs and Expositions and any special notices to members.

11. The act of entering of an animal in a fair or livestock show is the giving of verification by the owner, exhibitor, fitter, trainer or absolutely responsible person that he or she has read the IAFE National Code of Show Ring Ethics and understands the consequences of and penalties provided for actions prohibited by the code.

It is further a consent that any action which contravenes these rules and is also in violation of federal, state, or provincial statutes, regulations or rules may

2. All poultry except waterfowl and pigeons must be

accompanied by an official form identifying the

fowl by leg or wing bands and a negative test for

pullorum – typhoid must have been conducted

within 90 days of entry or from parent stock tested

negative within 12 months of entry.

3. The New American Standard of Perfection will

govern the judge in all varieties recognized therein.

Any breeds or varieties not recognized by the

standard cannot compete for special or sweepstake

prizes or awards.

4. Entries in poultry class shall consist of single

specimens and pens. Pens shall consist of 1 male

and 2 females of the same variety. Single entries

may not be entered in pens.

5. All expenses or transportation must be prepaid

and all specimens entered at the risk of the owner.

6. All birds will be judged by comparison.

7. All eggs laid during the show will be the

property of the association.

8. Exhibitors will not place display cards on

coops until the judging has been completed.

9. Regular premiums paid on all standard breeds

provided there are three or more entries. If less

then three, second premium amount will be paid.

10. Birds entered in the utility class cannot

compete in exhibition class.

11. All birds must have numbered leg bands.

12. All exhibitors wishing to sell their poultry will list

same with the superintendent.

13. Exhibitors may be required to show proof

of ownership of birds entered.

14. Number of entries may be limited for each

exhibitor if space is not available. Entries taken on

A bedding fee will be paid only once per animal even if shown in more than one division. Payment for bedding must accompany the entry form that needs to submitted by July 15th to the fair office. A separate check for bedding should be written out to John Grass.

Amount will be $12 for beef, and $6 for dairy. Beef will be bedded inside and outside tie outs. The Fair Board will not furnish straw. Additional Shavings will be available on grounds for purchase from a vendor fair week.

5. Lots will be divided by weight with no more

than 20 animals shown per lot.

6. Animals entered in lot 4 must also be shown as

individuals.

option unless exhibited in 4-H. 8. When there are fewer entries in a class the number

of premiums offered the judge may award prizes

of such a grade as the animal deserves.

their knowledge and skill in safe operation of farm

operator must have an auto operator’s license or

permit in their possession, 3. Open Class Tractor Driving contest is open to

any one 18 years or older who holds a valid

driver’s license.

at least 3 over contestants to go to state.

General Rules: 1. You may exhibit in more than one lot, but only

one entry in each lot.

2. All articles competing for premiums must have

been grown by the person in whose name they

are entered.

3. Each entry must consist of the amount of seed

or other materials as called for in each class.

4. All winning samples of grain may be colored

before being returned to the owner after the fair,

at the option of the fair management. The coloring

will not damage the vitality of the seed.

5. Any sample of grain showing color from other

fairs may be rejected at the discretion of the judges.

6. Each article must be correctly labeled with its name

or if unstated seed it must be so stated.

7. Separate articles must be furnished for each entry.

No duplication of varieties will be permitted in an

exhibit nor can any varieties be shown under

anonymous.

8. Decayed, injured or inferior specimens must not

be exhibited and when such specimens appear in

a collection not only will they be counted but

they will be considered by the judges as

lowering the comparative standards of the exhibit.

Taste in arrangement and neatness will be

considered by the judges in making awards.

9. No fruit is allowed premium if judges decide the

fruit is not true to name.

10. When the number of competitors in any lot is less

Saturday, August 11th at 1:00 pm • Fair Square Stage General Rules: 1. Entry fee $10.00. Please return entries by August 9, 2012 to the Mower County Fair.

2. 2011 First place winners must enter a different division in 2012.

3. First place winner in each division will be eligible to compete at the Minnesota State Fair.

4. There is a 4 minute time limit for each act.

5. You may have an accompanist, not part of the act and he/she may be of any age.

6. Only instrumental tapes may be used for background NO VOCAL BACK UP on tape.

7. Contestants are required to use the sound system provided by the Mower County Fair.
