Other programs about which you will want to know:
The MVMA Volunteer Veterinary Corps: Veterinarians receive training and credentials in order to volunteer their time to help animal owners and local officials in the event of an animal emergency.
Missouri Veterinary Medical Association Academy: Document 40 hours of CE to qualify for an MVMA Academy plaque for your clinic wall. Members receive an additional discount at the Fetch dvm360 Conference.
Missouri Stocker Feeder Quality Assurance Program: Become a certified veterinarian in this program in order to certify producers in a standardized health cattle program complete with ear tags that build value at the market.
Missouri Veterinary Medical Foundation: This is the MVMA’s charitable sister organization dedicated to public and professional education, preserving the history of veterinary medicine and nurturing the human-animal bond.
District VMAs: You may reside and/or work in one of the nine districts in Missouri, which is supported by a local VMA. We encourage you to become a member of your local VMA if you have not already done so. For a small dues fee, you will be invited to several local meetings each year where you can receive continuing education and networking with your colleagues.

Missouri Spring Legislative Brief
As I write this legislative update, there is just one day remaining in the First Regular Session of the Missouri 103rd General Assembly. We are cautiously optimistic as we wait to see whether what we have been told will ultimately hold true: SB 883 will not move forward at this time.
On Thursday, April 30, the Senate Agriculture Committee voted 4-1 to pass Senate Committee Substitute for SB 883.
The primary changes to the substitute were requested by the MVMA as part of ongoing efforts to modernize and update Chapter 340. However, the MVMA remains opposed to the bill as the legislation still has not addressed our concerns with the use of “indirect supervision” of the surgical procedure of OPUs, as well as oversight, liability on the veterinarian, animal welfare, no established VCPR, and more.
During the executive session, Senator Jason Bean and Senator Sandy Crawford stated they would be voting yes to advance the bill in committee but still have concerns with the bill as drafted. Senator Tracy
McCreery stated before voting no that she has significant concerns with this bill in addition to the deceptive manner in which the bill came forth, that have not been addressed.
At this stage in session, we do not expect SB 883 to advance any further. The Missouri legislature adjourns on May 15th at 6:00 pm.

For the First Time in Two Decades, Pseudorabies Detected in Commercial Swine Herds

Five boars at a small swine facility in central Iowa were confirmed to have pseudorabies virus (PRV) after being shipped from Texas a few months ago. This is the first known case of PRV in commercial swine since 2004, when it was eradicated from the commercial swine industry
The U.S. Department of Agriculture's (USDA's) Animal and Plant Health Inspection Service (APHIS) National Veterinary Services Laboratories (NVSL) announced April 30 that it confirmed via enzyme-linked immunosorbent assay (ELISA) and latex agglutination testing (LAT) the presence of antibodies to PRV at the Iowa swine facility. This confirmation was a result of routine surveillance testing, not premovement surveillance.
"Initial traceback indicates that the five affected boars came from an outdoor facility in Texas. Animals from that herd also tested positive for pseudorabies," the announcement said. "APHIS is working with officials in Iowa and Texas to expand traceback efforts and identify any additional potential exposures."
PRV is still prevalent in feral swine populations in the U.S. The Texas herd was housed outdoors, and this was a spillover event from contact with feral swine, according to Iowa Secretary of Agriculture Mike Naig.
He said during a May 1 press conference, "Since last weekend, we have been working on a joint and coordinated response with USDAAPHIS, and we've been preparing for this type of event now for many years. Iowa has had a number of high-path avian influenza cases over the last couple of years, and so our team is very well-oriented to this type of response and the type of activities that we're undertaking."

FDA Adds Ointment to its Emergency Use Arsenal Against Screwworm

An ointment has received emergency use authorization (EUA) for the prevention and treatment of New World screwworm (NWS) infestations from the Food and Drug Administration (FDA) on April 24.
After an EUA for a similar topical spray for NWS was issued in March, this latest authorization is for the F10 Antiseptic Barrier Ointment with Insecticide (benzalkonium chloride, polyhexanide, and cypermethrin topical ointment) to prevent and treat NWS infestations in cattle, horses, minor hoof stock species, raptors, and wild and pet birds as well as captive wild, exotic, and zoo mammals. It is not for use in dogs or cats.
The ectoparasiticide and antiseptic ointment is available over the counter. The topical ointment comes in comes in 3.5- and 17.6-ounce jars containing the active ingredients benzalkonium chloride 0.405 g/100 mL, polyhexanide 0.03 g/100 mL, and cypermethrin 0.25 g/100 g.
The directions on FDA's fact sheet say to apply a layer of ointment over the entire wound site. The FDA advises using disposable gloves during application and washing hands after use.
The application may be repeated once a week if necessary or as advised by a veterinarian. The ointment is water-soluble and should be reapplied if the animal is exposed to rain or bathed.
Treated cattle, goats, and sheep must not be slaughtered for human consumption within 30 days of treatment, according to the FDA. The same applies for nondomesticated minor species of hoofstock. Further, milk from cows, goats, or sheep during treatment and for 10 days following treatment must not be used for human consumption.
A withdrawal period has not been established for this product in preruminating calves, and treated calves and calves born to treated cows must not be processed for veal.
The ointment is also not for use in food-producing species that have not been assigned a withdrawal period.

Results From MVMA Access to Care Survey
This survey was sent in November 3, 2025 to help better understand the current demand for large animal veterinary services across Missouri.
The survey results validated the MVMA's stance that after-hours/emergency care is readily available for established clients.
For after-hours care: 94% of established clients are seen immediately or by the next day versus 62% of new/non-regular clients.
For emergency calls during business hours: 90% of established clients will be seen that day (98% seen during the week in a timely manner) versus 42% of new/non-regular clients being seen the same day (88% seen within the week).
Breaking down the after-hours/emergency access data by region could assist in identifying gaps; however, it would be difficult to identify counties (or regions) who are served by mobile veterinarians, veterinarians in nearby counties, or even veterinarians across state lines for those in border counties.

Equine Committee
The MVMA Equine Committee met on Thursday, January 29, 2026. In 2024 we had decided to have committee members submit horse health care articles for the MVMA website and social media on a rotating monthly basis. We decided to continue this and had committee members volunteer to write articles on specific topics monthly through January 2027. We need to still figure out a schedule of topics and volunteers.
The MVMA Equine Committee will host the 14th Fall Equine Dental Seminar and Wet Lab at the Longmeadow Rescue Ranch September 25-27, 2026. Drs. Dennis Rach and Bruce Whittle will once again teach the course and several other committee members will serve as wet lab assistants as in the past. It is through the efforts of these volunteers and the great support and help from the MVMA staff that we are able to continue to offer this popular course. We already have a number of veterinarians on a wait list from last year. Brief discussion was held on the mid-level practitioner issue that has affected several other states including Colorado and potentially Florida. The embryo transfer bill that has been introduced in the Missouri legislature was also discussed. Committee members expressed concern with non-veterinarians performing some of these services in the horse if the scope of the bill is not limited to cattle due to the concern for rectal tears in the mare.

Practice Act Task Force
The MVMA Practice Act Review Task Force (PAR TF) was created in July of 2024 to review and revise the current Missouri Practice Act. The PAR TF has met regularly since its creation. It is the mission of the PAR TF to work in support of the MVMA membership and in conjunction with the MVMB to review and update the Missouri Veterinary Practice Act. Upon completion, these recommendations will be presented to the MVMA membership, mutually friendly, interested stakeholders, and the Missouri Legislature. The TF reports and solicits opinions and ideas at each Executive Board meeting. In addition to those meetings, MVMA staff and task force representatives have met with the MVMA Board of Governors and the MVMB. We have also met with representatives of the UMCVHC regarding concerns and impacts of recent legislation on the practical application of the existing Practice Act and how the statutes and rules impact the College of Veterinary Medicine. It is important to remember that, in addition to the Practice Act providing the guidance and guardrails for the practice of veterinary medicine in Missouri, there are two main underlying functions of the document. One is to help protect the welfare of the animals treated in Missouri; the other is to help protect the citizens of Missouri from being defrauded by those who are providing animal health care-related services that are defined as the practice of veterinary medicine.
Our work has been steady and methodical, although slowed down by proposed legislation that challenges the definition of what constitutes the practice of veterinary medicine.
We have officially completed our first pass through all of the statutes in Chapter 340. At this time, we have presented and received approval on several changes, including the following:
• Adding a preamble that defines the purpose and authority of the Practice Act.
• Updating language to include veterinary technologist, along with any reference to veterinary technicians.
• Recognizing AAVSB PAVE certification as a valid pathway for a Missouri veterinary license application.
• Defining a Certified Veterinary Assistant.
• Providing a token pay increase for MVMB members.
• Clarifying that a credentialed licensee providing teaching instruction, lectures, or demonstrations at a School of Veterinary Medicine, or as part of a CE course, is not the unlicensed practice of veterinary medicine.
• Move the wording details for the process of notifications and license renewal procedures from Chapter 340 to the Rules section.
• Changing wording to allow the MVMB to create ad hoc committees from all of its licensees. Such an ad hoc committee would be tasked to study and provide guidance to the MVMB regarding a particular issue. This is important in providing a pathway for the MVMB to gain insight and opinions from Missouri-licensed technicians.
• Recognizing the extension of the VCPR to Missouri-licensed veterinarians working under the same facility permit, and with access to the medical records and case history.
• Creating a “Limited Practice” category that allows the MVMB to set parameters for permitting a “niche” type of practice. Such a practice would be limited to a specific facet of veterinary medicine.
• Recognizing that both Veterinary Interns and Veterinary Residents are DVM or equivalent degree holders, who are in the process of receiving additional clinical training.
• Establishing a definition for telemedicine that clarifies it requires a Missouri-licensed veterinarian who has a properly established VCPR.
• Adjusting multiple statutes to allow for the use of a variety of forms of communication and notification, including digital communication.
• Remove or rewrite statute wording that is nullified by the impact of recent legislation like 324.009, and the directive and intent of 340.328, 4.

ADVISORY COMMITTEE TO THE COLLEGE OF VETERINARY MEDICINE
1. Provide a forum for the free exchange of information in regard to relationships of the College of Veterinary Medicine and the veterinary profession in Missouri;
2. Provide the College of Veterinary Medicine with counsel and advice concerning its goals, priorities, programs and other responsibilities;
3. Serve as one vehicle of communication between the veterinary profession and the College;
4. Provide the College of Veterinary Medicine with information relative to concerns of the veterinary profession;
5. Provide the veterinary profession with information concerning the College, its goals, priorities, and programs;
6. Submit an annual report to the MVMA Executive Board and membership
ANIMAL WELFARE COMMITTEE
1. Address issues dealing with the commitment to the welfare, care and humane treatment of animals;
2. Utilize the positions and recommendations of the AVMA Animal Welfare Committee;
3. Should interact with humane societies, livestock and farm organizations and other animal welfare groups;
4. Advise the MVMA Executive Board and membership on current opportunities to promote animal welfare in Missouri;
5. Work closely with the Public Relations Committee on animal welfare issues;
6. Submit an annual report to the MVMA Executive Board and Membership
EMERGENCY MANAGEMENT AND PUBLIC HEALTH COMMITTEE
1. Be composed of at least twelve (12) veterinarians of which three (3) will represent companion animal medicine, three (3) equine medicine, three (3) ruminant medicine, and three (3) swine medicine;
2. Investigate the prevalence and incidence of animal diseases throughout the State and advise the MVMA membership and other persons of important disease problems;
3. Provide recommendations for disease control programs as necessary to regulatory officials in federal and state government;
4. Submit an annual report to the MVMA Executive Board and membership.
EQUINE COMMITTEE
1. Be composed of 10 members that have expressed an equine interest, one from each of the districts of the MVMA;
2. Oversee the guidelines, implementation, and promotion of the Missouri Association of Equine Practitioners;
3. provide a forum for the free exchange of information regarding equine veterinary medicine in the state of Missouri;
4. Submit an annual report to the MVMA Executive Board and membership;
5. Provide to the MVMA office copies of all minutes, and correspondence received and sent. These items will be maintained in the committee file;
MVMA Committees & Responsibilities
LEGISLATIVE COMMITTEE
1. Review legislation, both beneficial and detrimental, affecting the veterinary medical profession and/or groups closely allied to the profession and inform members of the profession and others of the view of the MVMA;
2. Inform the MVMA Executive Board and membership of pending legislation and its possible effect upon the profession and the public;
3. Seek direction from the MVMA legislative consultant concerning legislation affecting the veterinary medical profession;
4. Formulate and implement plans and procedures necessary to obtain passage of any legislation approved and supported by the MVMA;
5. Begin functional year on October 1, of each year;
6. Submit an annual report to the MVMA Executive Board and membership;
MISSOURI STOCKER FEEDER QUALITY ASSURANCE PROGRAM
1. Oversee the guidelines, implementation and promotion of the MSFQAP;
2. Communicate with the Animal Health & Regulatory Medicine Committee on policies concerning veterinary inspection of livestock at Missouri livestock markets;
3. Maintain liaison with the Animal Health Division of the Missouri Department of Agriculture, Veterinary Division of the U.S. Department of Agriculture, Missouri Marketing Association, and other groups on matters of mutual interest;
4. Submit an annual report to the MVMA Executive Board and membership.
SCOPE OF PRACTICE COMMITTEE
1. Investigate complaints of unlicensed individuals allegedly engaging in the practice of veterinary medicine (including but not limited to diagnostics, treatment, prescribing, surgery and disease prevention)
2. Ensure that the veterinarian is the sole primary care provider in the animal healthcare system
3. Promote communication between veterinarians, federal and state agencies, along with pharmaceutical manufacturers concerning animal health and safety issues
4. Encourage veterinarians to pursue education in integrative therapies
5. Submit an annual report to the MVMA Executive Board and membership
VETERINARY TECHNICIAN AND PRACTICE STAFF COMMITTEE
1. Provide information to the membership on the status of veterinary technician training available in the State;
2. Maintain liaison with colleges offering veterinary technician training programs and support them in their recruitment efforts;
3. Maintain liaison with the Missouri Veterinary Technicians Association (MVTA);
4. Have a member of the committee serve on A.V.M.A. inspection team when evaluation of technician training program is needed; submit an annual report to the MVMA Executive Board and membership.

1. Support new graduates as they transition into the profession;
2. Encourage and increase participation of new graduates in organized veterinary medicine;

1. To determine if a large animal veterinarian shortage exists;
2. Investigate the causes and circumstances of the perceived shortage;
3. Evaluate existing efforts to address shortages, and recommend what steps should be taken.
WELLBEING TASK FORCE
1. To identify existing resources for assistance in the areas of suicide, depression, dependency, compassion fatigue, and life balance in order to compile a guide to those resources for our members.
