Rocky, a young orphan raised on the streets of Bombay, aspires to attain wealth and authority. His mother's dying wish was to witness him become a king Under the guidance of Shetty, a gold smuggler who recognizes his potential, Rocky is sent to Bangalore with the mission to eliminate Garuda, the merciless son of Suryavardhan, a crime lord who controls the Kolar Gold Fields (KGF)

KGF, a clandestine gold mine, is a place where countless slaves endure inhumane conditions Suryavardhan and his associates have deceitfully obtained the land lease from the government, pretending to operate a limestone mine Garuda has taken over his father's empire as Suryavardhan remains paralyzed, much to the chagrin of his uncle, Adheera, who safeguards KGF's security

Upon reaching Bangalore, Rocky encounters Reena, the daughter of Rajendra Desai, one of Suryavardhan's associates Love blossoms between them, but he also finds himself in conflict with Kamal, the son of another associate named Bhargav Rocky impresses Andrews, the overseer of the gold smuggling operations, and convinces him that he can eliminate Garuda.

Rocky infiltrates KGF disguised as a slave and befriends some of the laborers there He discovers the history of KGF and witnesses the plight of the people. He crosses paths with Virat, Garuda's brutal brother, and his gang of henchmen Through his acts of fighting for the rights and dignity of the slaves, Rocky earns their respect and admiration

With a plan in mind, Rocky sets out to assassinate Garuda during a ceremony where the announcement of his successor is anticipated. However, one of his allies betrays him, resulting in his capture by Virat Nevertheless, Rocky manages to escape and confronts Garuda in a dramatic showdown, witnessed by everyone. He triumphs over Garuda, assuming the mantle of the new ruler of KGF

The news of Garuda's demise spreads among Suryavardhan's associates, leaving them astounded and fuming with anger They form an alliance with Adheera, determined to launch an attack on KGF, eliminating Rocky and seizing control of the gold mine. Concurrently, Rocky faces opposition from the government, which, after discovering the unlawful activities at KGF, orders a crackdown.
