Welcome to Borough Council MR. LOUIS PREVOST

Lou Prevost was born and raised in Wellsboro until graduating from Wellsboro High School followed by a Postgraduate year at Mercersburg Academy. He earned a Bachelor of Arts Degree in Biology from Lafayette College and then went on to graduate with a Certificate in Hotel Management from École Hôtelière de Lausanne in Switzerland .

His career experience in the hospitality industry and as a Board Member of the Greater Philadelphia Hotel Association, Greater Philadelphia Tourism & Marketing Corporation, Delaware County Conference and Visitors Bureau and Main Line Chamber of Commerce Boards will serve him well as a Council Member to fulfill his duties to protect and serve the people of our wonderful community.

In July 2006, Lou and his wife Susan purchased a home in Wellsboro. Their three children and seven grandchildren enjoy visits to Canyon Country every season.

Lou has been a Member of the Wellsboro Planning Commission since 2007 demonstrating proactive involvement regarding the recent updating of the Wellsboro Borough Comprehensive Plan and the establishment of the Wellsboro, Charleston, Delmar and Duncan Townships Joint Planning Commission.

Lou recognizes the importance of preserving the quality of life, safety and character of Wellsboro’s downtown and surrounding neighborhoods, while simultaneously encouraging and supporting our vibrant business community.

He keeps active with running and especially enjoys bicycling the streets of his hometown and the beautiful Pine Creek Rail Trail. Protecting our environment, wildlife and water quality and exercising fair, informed decision-making will always remain a top priority for Lou in his role as Council Member.

The Wellsboro Parking Authority and Wellsboro Borough Council continue to urge business owners and their employees to utilize parking areas off Main Street to leave the prime parking for customers. In that regard, be aware that those vehicles remaining in place for more than two hours may be marked and ticketed.

Town Tidbits...

Wellsboro’s Code of Ordinances Online — Check It Out!

The Borough’s 650+ ordinances are now easily accessible on your home or business computer or from your smart phone.

To get the answers to your questions about all the local ordinances in one location, go to www.wellsboroborough. com and page down to BOROUGH’S CODE OF ORDINANCES, where you can word search any item of interest. The CODE is designed for easy navigation and provides a choice of viewing options on any PC or Mac platform, with optimized viewing for smartphones and tablets.

General Code of Rochester, New York, completed the Codification of Ordinances in June. Council adopted the new legislation, and it went ‘live’ in July on our website. The project updated the existing ordinances with new and amended legislation to make it enforceable and a reliable resource for our community.

Borough Council also updated the Zoning Ordinance recently.

We’ve added it to the website just below the CODE. At year end, the Zoning Ordinance will be integrated into the CODE, along with any other new ordinances put into effect this year.

Sidewalk Subsidy Program Follow-up As an important follow-up to the Sidewalk Subsidy Program: Residents wishing to have sidewalk blocks removed and disposed of under this program must first fill out the application and submit it to the Borough Office – The name and telephone number of the contractor must be on the application. The resident or contractor need to contact the Borough Office once they are ready to have the blocks removed and the PA One Call is done.

Have You Noticed?

You may have noticed a certified arborist, Dincher and Dincher Tree Surgeons, trimming a number of trees around the Borough. The Borough received a Tree Vitalize Grant to provide professional trimming, focusing on younger trees, to shape trees to grow appropriately in a downtown setting.

A requirement of the grant was to provide an educational component. Through the grant, a group of Wellsboro Area High School students were able to follow the crew and learn proper trimming techniques. A few of the students were even able to participate and trim some of the Borough’s trees.

Borough Council Update

At the October Wellsboro Borough Council Meeting, Mr. Lou Prevost was appointed to serve the remainder of Mr. Mike Hummel’s two-year term (serving Ward 2). Mr. Hummel’s resignation also meant new elections were needed to appoint a Council President. Mr. Craig West was elected as the Borough Council President and Mr. John Sticklin and Mr. Mike Wood remain the Council Vice-President and President Pro-Tempore, respectively.

2019 Borough Budget

The Wellsboro Borough Council also adopted the 2019 Budget with no increases in the water, sewer, or the garbage rates. The Council also set the Real Estate tax rate for 2019 at 6.33 mills, with no increase.

STORM WATER CONCERNS

Wellsboro’s storm water conveyance system, like most, directs storm runoff from the streets into the collection system. In Wellsboro, the storm water system is disconnected from the sanitary sewer system, which means the storm water runs directly into the streams, instead of into the sanitary sewer, which ends at the Wastewater Treatment Plant. This separation prevents the Borough from sending rain water through the treatment process, which would burn treatment chemicals, which ultimately costs more money to treat a higher volume of water. One thing to remember with the separated systems is that anything that enters the storm water will eventually reach a stream. The storm water collection system is a collection system, not a treatment system. For this reason, care should be taken to not allow any chemicals or hazardous materials from reaching the storm water conveyance system.

Borough App Now Available

The Wellsboro Borough Mobile App is now available for both Android and iPhone users. The Borough uses the App to notify users of road closures, events, or meeting schedules. The App is directly linked to the Borough’s website and can be downloaded by searching “Borough of Wellsboro” in the App store. Download today for the latest Borough updates!

HOW DO I GET APPROVAL FOR MY PROJECT?

Guthrie Wellsboro also offers walk-in hours from 7 a.m. to 6 p.m. Monday through Friday, and 8 a.m. to noon Saturdays.

Fill out an application and submit to the borough office at 14 Crafton Street. The application can be found on our website at www.wellsboroborough.com under forms. Submit the application 10 days prior to the scheduled HARB meeting, with color photos of the property and existing conditions, along with samples or color drawings of materials to be used during the proposed project.

Attend the HARB meeting, where the recommendation will be made to approve or deny the proposed alterations.

The recommendation is made to Borough Council, which then can issue the Certificate of Appropriateness. This certificate is required prior to applying for a building permit or starting work.

The Certificate of Appropriateness is good for one year from the date of issuance.

Each year, Martin’s Garden Center provides the Christmas Wreaths and Bows for placement on the gaslights in the Borough. The wreaths are made primarily from Concolor Fir and will remain in place from the end of November through the New Year.

The Bows are dark scarlet red in color, and made of faux velvet.

This year there are 72 being ordered, 4 more than last year. We intend to decorate the new Borough Office on Crafton Street.

Martin’s begins their wreath-making in early NOVEMBER. They usually have 3-4 people working to affix the fir to the wreath forms. The Concolor Fir is obtained from an old tree farm Martin’s acquired some years ago. Martin’s staff cut fresh greens as they make the wreaths.

The Wellsboro Borough Crew will pick up the wreaths on November 14th or 15 and have them installed in place soon after for all of us to enjoy!

Wellsboro Electric Co. expects to complete its voltage conversion project in the downtown area and northeast corner of the borough by the end of the year. The project is part of the company’s ongoing commitment to improving electric reliability in the Wellsboro area.

Over the past two years, WECo crews have replaced dozens of old transformers with new ones and removed multiple spans of copper electric lines, replacing them with low-profile, spacer cable, which is less intrusive to the street scape and provides additional protection against outages caused by tree contact because it is a covered cable.

The project is aimed at converting voltage within the borough from 2,400 volts to 7,200 volts, which will provide more capacity for future growth, result in better quality of service and provide additional backfeed opportunities between the downtown area and rural portions of the WECo service territory.

Once completed, WECo will retire and dismantle its old Buena Vista Street Substation. Crews have about 13 of the old transformers to replace on Buena Vista Street and Charleston Street in the area of McDonalds before they will be able to switch the circuit over to the new hilltop Buena Vista Street Substation and bring the project to a close.

While Wellsboro Electric customers will not notice a difference in their electric service as a result of the voltage conversion project, they will benefit from added reliability that will result from the circuit’s relocation to the new hilltop Buena Vista Street Substation.

“Increasing reliability is the main reason for the conversion project,” said Tyler Mead, WECo technical assistant of engineering and operations. “The added benefits are that it allows us to utilize our automated meter system and it helps with beautification of the town. We’ve removed a bunch of old wires and replaced them with one small bundle of wire, so it really cleans up the look in town.”

Plans for 2019 include working on the Austin Street Substation voltage conversion project, which will close out the reliability work that began in 2016.

Christmas on Main Street Christmas on Main Street—it’s the way shopping was meant to be. This blossoming and evolving event is becoming a fixture and a much-anticipated weekend follow-up to Dickens of a Christmas. Friday to Sunday, December 7th-9th the town will host the historic Shiny Brite Christmas ornament tour. Shoppers can purchase a $5.00 passport/guidebook at various downtown locations. Passport-holding travelers then wander through businesses where vintage Corning glass ornaments—ones that were manufactured here in Wellsboro—will be on display. To enter the grand prize basket drawing, travelers must receive a stamp from a select number of stops on the ornament tour. Guidebooks will be on sale the week of the event.

Rick Beckwith, from Seniors Creations and the Main Street Olive Oil Co., will be engraving a downtown scene onto a limited number of keepsake ornaments. Ornaments will be available for purchase at all participating passport locations.

Proceeds benefit next year’s event.

Wild Asaph Outfitters will have a Community Appreciation Day, with five percent of sales donated to a non-profit of choice by the customers.

Pop’s Culture Shoppe will be raffling off a 2018 limited edition puzzle made from a photo by a local photographer, and, on Friday night, Pop’s Playroom will be open until midnight for a free, family-friendly, holiday-themed game night. Highland Chocolates will be hosting a chocolate fountain event and factory tours. Tony’s Tioga Trolley Tours will be running for free from Main Street to Highland Chocolates and The Farmer’s Daughters on a twenty minute loop both Friday and Saturday.

In addition to in-store specials, shoppers can wander in to a craft fair at Soldier’s + Sailor’s Memorial Hospital, a holiday event at the Green Free Library, have photos with Santa at the Fifth Season, attend shows at the Deane Center for the Performing Arts, have brunch with Santa at the Penn Wells, see a one-dollar showing of Elf at the Arcadia Theatre, and enjoy a live nativity.

There are even whispers that Santa may bring two live reindeer!

In these structures, the logs are buried into the banks and anchored down with re­bar and large rocks. The purpose of the structures is to direct the flow back towards the center of the stream, preventing scouring of the banks. The work area has been re-seeded and trees have been re-planted through the area. Once grown, these trees will provide habitat adjacent to the stream and shade for the stream.

Sidewalk Maintenance Requirements

Feb. 16-17, 2019

The owner or owners of any lot or lots in the Borough of Wellsboro with sidewalks in the public right of way shall maintain such sidewalks in a safe and passable condition, free of tipping hazards and obstructions. The said owner or owners shall repair any defects in such sidewalks and remove any obstructions, which make them unsafe or impassable to pedestrians. The obligation of maintenance shall include but not be limited to: • Repair of holes, and repair of cracks having a width in excess of ½ inch at any one point along a length of one foot or greater.

• Maintenance of a constant grade.

– Repair shall be made when one or more sections of the sidewalk rises above or drops below the grade of the edges of immediately adjacent sections resulting in an irregular surface with depression greater than ½ inch in depth.

— Repair shall be made when the curb is out of vertical alignment with the adjacent curb or an adjacent section or slab of sidewalk in excess of ¾ inch.

— Repair shall be made when the curb is out of horizontal alignment with the adjacent curb in excess of ½ inch.

• Repair of any section of sidewalk that has spalling on twentyfive percent (25%) OR MORE OF ITS SURFACE. • The removal of leaves, tree limbs, grass clippings, debris, cinders, gravel, grits, or any other refuse on such sidewalk or projecting branches and other obstructions below six 6) feet, eight (8) inches above the sidewalk. The property owner shall be responsible for the prompt removal of any such items whether or not such items were deposited by the owner, his tenants, anyone acting under his direction, control, license or any third party.

NOTICE TO CITIZENS OF THE BOROUGH OF WELLSBORO The Wellsboro Borough Council has indicated its’ intent to begin to enforce the Sidewalk Ordinance #344. To property owners in the Borough, this means that if no sidewalk exists, you will be required to install one, and if yours is in disrepair, you will be required to repair and/or replace it. The Borough has a Sidewalk Program that can assist property owners in this regard by, • Removing the old sidewalk blocks • Disposal of the blocks, • Setting the line and grade and supplying the gravel base for the contractor.

All the property owner has to do is set the forms and pour and level the cement.

The Superintendent has established a list where you may sign up for this service at the Borough Office on a first come first served basis.

Please take advantage of this Sidewalk Program by planning and making improvements to your sidewalks.
