Sticklin Retires After 23 Years For the last 23 years the Wellsboro Borough Council has had the pleasure of having John Sticklin representing our community. First appointed to council in 1998 to fill a vacancy, John has generously given his time to the people of Wellsboro Borough.

Representing our community was a challenge that John took very seriously. His fondest memories of his time on council were when he could be hands on with projects. Appointed as a representative for the Parks & Recreation Board, John has been instrumental in many park projects. He enjoyed working at Hamilton and Nessmuk Lakes, building and placing new docks, as well as making other improvements with the Parks and Recreation Director, Pete Herres.

John found that the most challenging part of being a representative of Wellsboro Borough Council was finding ways to improve the borough without raising taxes. One of these improvements he is proud of was the decision to hire a Borough Manager. Initially john questioned the hiring of a Borough Manager, but the position has proved itself invaluable. With the advent of a manager, the department heads can now focus on tasks and there has been an increase in productivity. The Borough Manager has also been implemental in many projects that would have not been possible without their involvement.

ON THE INSIDE...

As John finishes his last year on council, his advice to the incoming council representative is to stay true to the character of our community. Keep it a place that people want to visit for its beauty and charm. Keep our streets safe for children. Keep it a community where the residents are proud where they are from and keep it that way for future generations.

Wellsboro Borough would like to thank John for all his years of service. Being a council member is not an easy position and we want to thank you for being here through the good and the bad for the last 23 years. Our community has been blessed by your presence and we wish you the best as you pursue your retirement to its fullest.

Woodland Park Project

Phase 1 of the Woodland Park Rehabilitation Project is complete. The project included a new barbeque pavilion and pit and a new pavilion at the upper entrance to the park. One of the biggest changes is the conversion of the driving loops to walking trails between the three pavilions. The walking trails are closed to any kind of motorized vehicle, bike, or skateboard or scooters. Park visitors enjoying the short trails can take a break or watch their children enjoying the new playground on one of the benches placed along the trails and entrance points.

The pavilions are now open for reservation for family functions or for groups to use. Two sets of cornhole boards were installed adjacent to the upper pavilion; users just need to bring their own bags to use the court. Finally, the centerpiece to the project is the new playground, complete with new rubberized safety surfacing.

To keep with the streetscape theme of the Borough, along with benches, gaslights were re-furbished, converted to LED, and installed at entrance points and along the walking trails. These re-purposed gaslights, at one time, stood on the boulevards on Main Street or Central Avenue. Other improvements to Woodland Park include stormwater infrastructure, paved parking lots, retaining walls, and the removal of deteriorating trees.

Of course, a project of this size and cost could not be completed by the Borough alone. Local foundations and groups provided the match for the DCNR grant amount of $427,000. Donations from the Wellsboro Social Club, Packer, Tabor, Etner, Mary Worthington, Sweet and Wellsboro Foundations, the John Banik Estate (through the Lions Club) contributed to the project.

The Laurel Health Foundation provided funds for the new playground equipment and installation. LandServ, Inc. out of Boalsburg served as the General Contractor on the project. Kevin Borden installed the electrical components of the project including the converted gaslights. Mr. Brian O’Shea stained the new pavilion, while Priset Construction installed the new sidewalk leading to the park. Professional services were provided

by YSM Landscape Architects, RK Webster Engineering and Wetmore Survey. Tree Masters, LLC and Mark Breon completed the tree pruning, removal and stump removal.

Gehman Iron constructed and installed the ADA railings and decorative railing at the BBQ pit. After the BBQ pit was constructed, the Lions Club provided materials and manpower for sealing the concrete block at the pit. Finally, Park and Rec. employee John Freliegh assembled the new benches and assisted with the gaslight LED conversion.

Borough employees Mark Dieffenbach, Ray Statts, Jason Dilly, Brian Blackwell and David Statts contributed many hours on the project, completing what was needed to keep the project moving forward. Like any other park project in Wellsboro, Parks and Recreation Director, Mr. Pete Herres was heavily involved throughout the entire process from obtaining match funds, writing the grant application, to overseeing construction.

Upcoming Grant Funded Projects

As always, the Borough looks for grant funding to complete projects that would strain the annual budget or be impossible without the use of grant funding. The Borough has already applied for (and received) grant funding from local foundations (Tabor and Packer) for an upgrade to the benches and dugouts at the Meade Street Recreational Area.

Another source of funding the Borough applies for regularly is the Low Volume Road Grants through the Tioga County Conservation District’s Dirt and Gravel Road Program. In the past, the Borough has used these funds to install stormwater piping and inlet boxes the length of Bodine Street and the first phase of Buena Vista Street. The remaining section of stormwater along Buena Vista Street has been awarded and will be installed in 2022. The Borough intends to keep utilizing these grants to move forward with stormwater infrastructure, and is looking to apply for the first phase of Fischler Street this year.

CLEANUP WEEK IN WELLSBORO WILL BE HELD THE WEEK OF OCTOBER 18 THROUGH 23 ON YOUR REGULAR GARBAGE PICKUP DAY 1. All items for pickup must be placed at the front curb, and small, loose items MUST be placed in bags, boxes, or bundled.

2. Items that are acceptable for cleanup week are: • Leaves and lawn rakings (must be bagged) • Trash • Old Lumber or Boards less than 5 feet long • Old Furniture • Mattresses (must be wrapped in plastic) • Tires – only 2 tires will be picked up 3. Brush pickup: • Brush, small tree limbs and shrub clipping are acceptable items • This material must be bagged or bundled together • Small tree limbs must be cut into 3 foot lengths or less and bundled together • The NTSWA drivers use their discretion on brush pickup • The Borough Department of Public Works does not pick up brush or brush piles deemed too large for Cleanup Week pickup **The Borough offers two areas for brush or tree clipping disposal. Residents can dispose of leaves, grass clippings or shrub clippings at the compost bin at the Borough garage at 233 Old Tioga Street. Larger branches and tree logs can be disposed of at the compost area at 11 Wheatley Ballfield Park Lane off Meade Street. To use the Meade Street area, residents need to pick up (and return) the key from the Borough Office. ** 4. Items not allowed: • Demolition/construction materials • Refrigerators and AC Units (anything with Freon) • Electronic Devices – Computer screens, televisions, printers, etc.

• Scrap Metal **For items not allowed during cleanup week, residents can contact the Northern Tier Solid Waste Authority’s Tiadaghton Transfer Station at 570-724-0145 for hours, information, and pricing, or to possibly schedule an extra pickup (at the resident’s cost). The Tiadaghton Transfer Station is located at 10455 Route 6. ** Scavengers who pick reusable items or scrap metal do so at their own risk, and must leave any pile intact and cannot litter, nor dispose of items elsewhere in the borough. Please note that cleanup week requires the garbage pickup to start earlier in the day than normal and residents should plan accordingly.

STPR Road Rally

September 17 & 18, 2021 Known for its tight turns and narrow roads, the Susquehannock Trail Performance Rally has been a part of our community for the past 42 years. The rally now starts with a spectator friendly Waste Management Phase that features a jump where cars fly over 125ft in front of the crowd. The second phase takes the rally to the twisting tree lined roads of northern PA for the 24-mile Mine Hole Stage. The event also features Super Special Stages. For more information visit stpr.org

One of the functions of the Wellsboro Department of Public Works is to maintain and repair the water and sewer mainlines within the Borough. Recently, our crews have been dispatched to free up blockages in some of the sewer mains. The most common culprit causing the blockages is residents flushing disposable wipes. Yes, the wipes are marketed as flushable, but they do not break down in water like toilet paper does, leading to blockages in sewer mains. Why is it important to you as a resident to throw wipes away as opposed to flushing them? Unfortunately, a blockage in the mainline can lead to a sewage back up into a residence.

If you have pharmaceuticals to dispose of, please do not flush them down the toilet. The Wellsboro Police Department has a collection container for pharmaceuticals in their front lobby at 28 Crafton Street.

By properly disposing of these items, residents can do their part in keeping the sewer lines flowing free and preventing blockages which can lead to damage to the pipes or a sewage backup which can lead to damage or a costly clean up for a resident. If you question whether you should flush something - it’s simple if it isn’t toilet paper or human waste, it goes in the trash.

Fall Leaf Disposal

Fall Cleanup: 1. Acceptable for cleanup week are: • Leaves and lawn rakings (must be bagged) • Brush, small tree limbs and shrub clipping are acceptable items • This material must be bagged or bundled together • Small tree limbs must be cut into 3 foot lengths or less and bundled together • The NTSWA drivers use their discretion on brush pickup • The Borough Department of Public Works does not pick up brush or brush piles deemed too large for Cleanup Week pickup Compost Areas: The borough offers residents two options for disposal of grass and yard clippings, including branches and trees. The compost area at the borough garage on Old Tioga Street is for the disposal of grass clippings and yard clippings only.

No contractor dumping or dump trailers are permitted at this area. Items such as logs and stumps should be left at this site. Items such as stones, bricks, or metal can damage the grinder, which leads to a repair expense for the borough. If the compost bin is empty, please place the materials (small branches, leaves and weeds) in the back of the compost bin and work forward and do not dump material in or across the driveway. Residents can use this or the Meade Street areas for free. However, if a contractor is hauling for a resident, then the daily fee applies.

The compost area at Meade Street (at the ballfields) is available for contractors and the disposal or larger items such as logs, large branches and stumps. There are separate areas in the compost area for different items. Please place your items in the appropriate piles when dumping your materials. The fees for contractors to use the Meade Street area are $35 for the day or contractors can pay an annual fee of $300. Contractors paying the annual fee receive a key to the Meade Street area.

Residents who use contractors to dispose of materials at Meade Street are asked to let the contractors pay the fee and sign the key out. The fees are used to offset the cost of the tub grinder the borough contracts annually to grind and chip the materials at the compost area. To get a key, please stop in to the office from 8am to 4pm on Monday through Friday to sign one in and then again when you return the key.

The wood mulch left behind from the grinding process is available for anyone to use at no cost. Residents or contractors can get a key and load as much mulch as they please. The borough tries to put these materials to use when possible.
