The UK new car market remained stable in August, down just -1.3%, according to the latest figures from the Society of Motor Manufacturers and Traders (SMMT). In what is traditionally one of the quietest months of the year for new car sales, with many buyers preferring to wait until September’s new number plate, 84,575 units were registered, just 1,082 fewer than in the same month last year. Continuing the recent trend, fleet purchases drove the market, accounting for six in 10 cars registered last month, or 51,329 units, despite a -1.2% drop compared with the same month last year. Registrations by private buyers, meanwhile, were flat, up 0.2% units to 32,110. Business registrations were down by -30.3% to 1,136 units.
Petrol and diesel uptake fell by -10.1% and -7.3% respectively, but together these fuel types still represented more than half (56.8%) of all new car uptake in August. Plug-in hybrid (PHEV) registrations declined -12.3%, with a 6.8% share, but hybrid electric vehicle (HEV) uptake increased, by 36.1% to take 13.8% of the market.
Battery electric vehicle registrations, meanwhile, rose 10.8% thanks to heavy discounting by manufacturers over the summer and a raft of new models attracting buyers. Market share in August reached 22.6%, the highest for a month since December 2022, when BEV’s commanded 32.9% of all new cars reaching the road.
Ahead of the Autumn Budget due on 30th October, the industry is calling for urgent action to bolster the market for new EV’s including binding targets on public charge point provision commensurate with those placed on industry, the reintroduction of incentives for private buyers and removal of disincentives, including the Vehicle Excise Duty expensive car supplement, set to be introduced in 2025.
Mike Hawes, SMMT Chief Executive, said, August’s EV growth is welcome, but it’s always a very low volume month and so subject to distortions ahead of September’s number plate change. The introduction of the new 74 plate, together with a raft of compelling offers and discounts from manufacturers, plus growing model choice, will help increase purchase consideration and be a true barometer for market demand. Encouraging a mass market shift to EVs remains a challenge, however, and urgent action must be taken to help buyers overcome affordability issues and concerns about chargepoint provision.

Pay-per-mile car tax bands will cost drivers £190 if they do this mileage
It could cost motorists, road users and drivers a whopping £190 each, according to early projections, with the Labour Party government set to introduce the changes.
The changes come ahead of the ban on sales of new petrol and diesel cars in 2035. Rachel Reeves, the new Labour Party Chancellor, could introduce the scheme for motorists in a bid to build a “fairer” system across the country. Fuel duty is now 53p a litre for petrol and diesel vehicles. Zero-emission cars will also pay vehicle tax for the first time in 2025. The charity CBT - Campaign for Better Transport - is leading a forum of 37 organisations supporting reform, including motoring and other transport industry bodies.
What is a pay-per-mile scheme?
Using a pay-per-mile system will not only generate the income needed to cover the expected drop in road tax, we’re told it will put drivers off using unnecessary cars of all types. This would help to reduce congestion, especially if proposed variable rates of road charging were used, with high-traffic hours costing more than low-traffic ones.
Silviya Barrett of CBT said: “The new chancellor faces a looming black hole. She can avoid it, in a way which is fair, and which garners broad public support. But she should start now, as this issue will only get more pressing.” CBT said the easiest first step would be to levy a small pay-per-mile charge on zero-emission vehicles, with a transition period exempting existing drivers.
The letter said the group “fully appreciate that such a change would be difficult and be criticised by the opposition”. However, it said its research showed that 65% of the public believe it is fair for electric car drivers to be taxed, but at a lower rate than petrol and diesel drivers.
Who will pay more under pay-per-mile?
Andrew Jervis, CEO of ClickMechanic says three groups of motorists could be hit worst. He says they could impacted under a pay-per-mile system with commuters, families and those in rural areas likely to face the highest fees.
Andrew says motorists who barely use their cars still have to pay this amount to drive on UK road. He said: “There are people out there who pay the current £190 Vehicle Excise Duty while barely using their vehicles, so a pay-per-mile scheme would give them some extra money in their pockets each year.”
Who will pay less under pay-per-mile?
Drivers who do not get behind their wheel often will “likely” notice a reduction in their annual car bills if the change is brought in. Currently, the UK’s Vehicle Excise Duty (VED) fee is set at a flat £190 per year for petrol and diesel owners regardless of how often they use the roads.
How much will pay-per-mile cost me?
According to analysis from the paper, drivers travelling fewer than 3,166 miles per year would save on the £190 VED fee. However, this mileage estimate doesn’t take into account fuel duty which could also be combined into any new pay-per-mile fee.
This would place the cut-off between saving on car tax or paying more at around 9,500 miles per year.- Previous governments have had to back away from the idea of pay-per-mile or road charging schemes as politically toxic, despite widespread support from experts and MPs on the transport committee.

The All-New Dacia Spring is a big deal in every sense after being judged ‘Best Car Bargain of the Year 2024/2025’ by the independent organisation, Best Cars of the Year. Comprising of industryleading car designers, engineers and executives together with motorsport icons and automotive media professionals, the Best Cars of the Year judging panel singled out the pure-electric AllNew Spring for its value and versatility.
A star of the Best Cars of the Year stand at the recent British Motor Show, the All-New Dacia Spring is priced at only £14,995 on-the-road, making it the UK’s most affordable new electric car. Ahead of the first customer deliveries later this year, orders are now open and static left-handdrive versions are displayed in Dacia retailers nationwide for
customers to see, touch and feel.
The success of the All-New Dacia Spring in Best Cars of the Year’s annual New Car World Championships follows the Dacia Jogger picking up the same award at last year’s ceremony.
On Best Cars of the Year declaring the All-New Dacia Spring an unbeatable bargain, judge Dr Andy Palmer said: “The Dacia Spring is great for several reasons – particularly among those looking for an affordable, practical efficient electric vehicle. Rewriting the EV rulebook, the All-New Spring combines its incredible value with a comprehensive standard
specification and everyday usability. It offers a choice of Expression and Extreme trim levels and has a range of up to 140 miles (WLTP mixed cycle) or 186 miles (WLTP urban cycle).
The Spring can be ordered with a 45 hp, or a more powerful 65 hp/48 kW motor. Using its 7kW charger, the compact 26.8 kWh battery can be charged from 20% to 100% on a suitable domestic outlet in less than 11 hours, or in just four hours on a 7kW charger. The standard specification includes such features as a 7-inch digital instrument cluster, cruise control, manual air conditioning, rear parking sensors, Media Control system with USB port, electric front windows and remote central locking.
Volkswagen is upping the ante by launching a new, even sportier version of the ID.3 GTX. In addition to the ID.3 GTX, which delivers 210 kW (285 PS), the new ID.3 GTX Performance with 240 kW (326 PS) is now also available to order. This means that the electric compact sports car is equipped with Volkswagen’s most powerful electric drive motor. Both GTX versions effortlessly convert their power into traction on the rear axle. The body and chassis layout offers significant benefits here: with the new 79 kWh battery (net) located in the sandwich floor and precisely in the centre of the vehicle, this design offers a sporty low centre of gravity and ideal axle load distribution for driving dynamics and vehicle handling that guarantees plenty of fun.

Kai Grünitz, Member of the Volkswagen Brand Board of Management responsible for Development, says: “With its spontaneous and superior power delivery, the new ID.3 GTX Performance is for me the electric counterpart to our sporty compact car icon, the Golf GTI Clubsport. Of course, an electric drive and a turbocharged petrol engine each have their own unique character. Yet the ID.3 GTX Performance and the Golf GTI Clubsport share the same fascinating lightness when they accelerate.”
Powerful engine, large battery and high charging capacity. The ID.3 GTX Performance is the first model to feature an enhanced version of the Volkswagen Performance drive system. Here the output could be increased from 210 kW (ID.3 GTX) to 240 kW (ID.3 GTX Performance). The electric drive motor produces a maximum torque of 545 Nm for both output ratings –thus exceeding the drive power of the most powerful Volkswagen V6 turbocharged engines.
In the GTX Performance version, the ID.3 packs a powerful punch, sprinting from 0 to 100 km/h in just 5.7 seconds. The drive is not electronically limited until 200 km/h –a first for the ID. family. The energy comes from a 79 kWh lithium-ion battery (net), which absorbs up to 185 kW of power at DC quickcharging stations thanks to innovative charging and thermal management with battery pre-conditioning.
The battery can be charged from 10 to 80 per cent again in about 26 minutes. The ID.3 GTX Performance’s WLTP range is up to 601 km.
Sports DCC for the topof-the-line version. The GTX-specific running gear is equipped with stronger stabilisers and is tuned to the drive system’s very high performance. The basic layout consists of a MacPherson front axle and a five-link rear axle with a sophisticated guidance system. The progressive steering system, which has been adapted to the ID.3 GTX, is fitted as standard.
The ID.3 GTX Performance can also be equipped with the modified Sport DCC
adaptive chassis control. The newly configured Vehicle Dynamics Manager uses more sensor signals than before. As a result, the system is able to better detect how the wheels and body are moving in order to control the shock absorbers accordingly by means of refined algorithms. This ensures precise handling and perfect roadholding – and not just in sporty driving situations.
Sporty GTX design. The ID.3 GTX and the new ID.3 GTX Performance differ from the other models in the product line with their special design elements. The GTX-specific front bumper features a new independent black air intake in a diamond-style design and customised signature light. The 20inch Skagen GTX wheel rim is available completely in black as an option. A host of GTX-specific features also customise the vehicle interior. Simple and intuitive operation. The new ID.3 GTX Performance comes with the latest generation of software and infotainment system with a 12.9inch (32.8-centimetre) display, the IDA voice assistant with ChatGPT and an improved, intuitive
operating concept. In addition, optional features such as the enhanced augmented reality head-up display, a redesigned Wellness app and the premium sound system from Harman Kardon are available.
Standard systems. The ID.3 GTX already has a wide range of state-ofthe-art assist systems as standard to ensure comfort and safety on board. These include the cruise control system (can be extended to Adaptive Cruise Control ACC by an upgrade), Autonomous Emergency Braking (Front Assist) with pedestrian and cyclist monitoring, lane keeping system Lane Assist, oncoming vehicle braking when turning function and Dynamic Road Sign Display. Also included as standard: the Car2X traffic hazard alert function. Systems such as Connected Travel Assist with online data utilisation are optionally available. This system enables assisted longitudinal and lateral guidance over the entire speed range as well as assisted lane changing on motorways. In addition, lane guidance without detected lane markings is possible if online data is available.

Latest statistics show that there has been a 41% increase in zero emission vehicles registered for the first time.
The UK’s charging network continues to grow at pace – there are now over 50,000 public chargepoints, with 44% more than this time last year, putting the country well on track to reach 300,000 chargepoints by 2030. The certainty of the ZEV mandate will give industry renewed confidence to invest in our infrastructure.
Additionally, last month the UK and EU agreed to extend trade rules on electric vehicles, saving manufacturers and consumers up to £4.3 billion in additional costs and providing long-term certainty for industry.

BP Pulse’s approach to decarbonising transport has already attracted record investment in gigafactories and EV manufacturing, including:
•Nissan’s recent investment of over £3 billion to develop 2 new electric vehicles at their Sunderland plant
•Tata’s investment of over £4 billion in a new 40 GWh gigafactory
•BMW’s investment of £600 million to build next generation MINI EVs in Oxford
•Ford’s investment of £380 million in Halewood to make electric drive units
•Stellantis’ £100 million investment in Ellesmere Port for EV van production
The government also continues to support the rollout of EV infrastructure. Applications for the first round of the £381 million Local EV Infrastructure Fund are currently being assessed. This funding will deliver tens of thousands more chargepoints in local areas across England and transform the availability of charging for drivers without off-street parking. The government has also launched a £70 million pilot to support the deployment of ultra-rapid charging points at motorway service areas.

“London is Uber’s top city for EVs worldwide, with well over 10,000 electric vehicles on the platform in the capital. However, the availability and up-front cost of EVs can still be a barrier for many drivers.
“The ZEV mandate coming into force is a significant moment which will help to drive down the costs of EVs and increase supply – accelerating the uptake of EVs over the next decade.
“As part of our Plan for drivers, we intend to consult on ways to make installations cheaper and quicker for chargepoint operators, review the grid connections process for chargepoints, and also consult on the expansion of permitted development rights to make installations easier.”

Lexus is making the first revisions to its all-electric RZ luxury SUV range, introducing a new front-wheel drive model and a new entry-level grade, providing more customer choice and the potential for an increased driving range.
The Lexus EV ownership experience is also being enriched with the roll-out of Lexus Reserve, a ground-breaking complimentary hybrid vehicle loan programme for owners of Lexus electric cars.
Introducing the RZ 300e
Lexus is extending its RZ range for 2024 with the introduction of the new RZ 300e, a front-wheel drive version of its all-electric luxury SUV. It will join the line-up later in 2024 alongside the RZ 450e, introduced in 2023 which uses Lexus’s DIRECT4 all-wheel drive system.
In this new form, the RZ has an increased official driving range of up to 297 miles (WLTP combined cycle with 18-inch wheels), compared to 272 miles for the RZ 450e.
The RZ 300e uses the same 71.4kW/h lithium-ion battery as its sister model, powering a front electric motor. Output is 201bhp (150kW) with 266Nm maximum torque, enabling 0-62mph acceleration in eight seconds.
Structurally, the new model adopts a rear subframe, replacing the e-Axle unit featured in the all-wheel drive version.
In other respects, the two RZ versions are alike, displaying uniquely Lexus takumi craftsmanship luxury, a fully digital cockpit and the latest safety and multimedia technologies with the third generation Lexus Safety System+ features and the Lexus Link Pro multimedia system.
Urban: the new RZ entry-level equipment grade
Customer choice will be further extended later in 2024 with the addition of a new entry-level Urban grade for the RZ – both the new 300e and 450e versions.
The equipment specification remains fitting for a Lexus luxury model, with standard features including 18” alloy wheels, to help maximise the EV driving range, the Lexus Link Pro multimedia system with 14-inch touchscreen, wireless smartphone charger, dual-zone climate control, heated steering wheel and a 10-speaker audio system.
Safety and driver assistance features, in addition to the Lexus Safety System+ package, include Intelligent Clearance Sonar with front and rear sensors, Blind Spot Monitor and Rear Cross Traffic Alert with auto-braking and the Safe Exit Assist system to help prevent doors inadvertently being opened into the path of traffic approaching from the rear.
Across the wider model range, customers can now specify 18-inch wheels, to help maximise their RZ’s driving range, on both Premium and Premium Plus versions.
Prices and ordering details for the new RZ range and equipment options will be announced nearer the on-sale date later in 2024.
