WELCOME

n an editorial entitled “Innovate or Stagnate”, HH Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, clearly reasons that innovation is central to the continued success of corporations, the evolution of civilisation and the development of humanity. His Highness clearly underlines this fact by writing: “Consider this: only 11 per cent of the Fortune 500 companies from 1955 exist today, while the average time that companies stay in the top 500 has fallen from 75 years to 15. In this age of rapid change, those who lag behind become irrelevant. Their choice is simple: innovate, or become irrelevant. “To avoid this fate, governments must focus on what really matters: how to be like the 11 per cent of companies that have remained, through the decades, in the top 500. The life cycle of companies should teach governments that the secret of eternal youth is constant innovation – seizing opportunities and behaving like the dynamic, entrepreneurial companies that are defining today’s world and shaping its future.”

His Highness then states that he is always amazed when governments think that they are above the need for innovation. “Innovation in government is not an intellectual luxury, a topic to be confined to seminars and panel discussions, or a matter only of administrative reforms. It is the recipe for human survival and development, the fuel for constant progress and the blueprint for a nation’s rise.” His Highness then identifies two key factors that are as important for companies as they are for governments. “The first key to businesslike innovation in government is a focus on skills. Companies in the top tier of innovation invest continuously in their employees to provide them with the right skills for the marketplace. Governments must do the same, by constantly upgrading skills and nurturing innovation – among their own employees, across key sectors of the economy, and at the foundations of the education system.” The second key to transforming governments into engines of innovation is to shift the balance of investment towards intangibles, as in the private sector. “Whereas more than 80 per cent of the value of the S&P 500 consisted of tangible assets 40 years ago, today that ratio is reversed. More than 80 per cent of the largest companies’ value is intangible – the knowledge and skills of their employees and the intellectual property embedded in their products.” His Highness’ editorial could not be more timely considering that Jebel Ali Free Zone (Jafza) is celebrating its 30th anniversary this year. Many things have changed through the years, but as His Highness’ words clearly illustrate, for a company to flourish it needs to embrace innovation. As a result we started an innovation sprint two years ago with the aim to renew Jafza and Economic Zones World (EZW). In the face of economic challenges, we have accomplished a great deal with some of the concepts already mobilised and others ready to launch. Matajircom is the world’s first purpose built smart retail hub and has the vital role of promoting eCommerce in the region

by attracting anchor tenants and industry players, and ultimately establishing Dubai and EZW as the eCommerce hub of the region. This includes incubation centres, an eCommerce academy, an innovation centre and an eCommerce award. In the healthcare sector Jafza has shown rapid growth by offering a comprehensive platform that allows companies to reach and rapidly serve the entire Middle East market. Networking, such as our highly successful presence at Arab Health 2015, as well as best practices promotion, stand us in good stead. Our Trade Promotion Office (TPO) is integral to empowering our customers to reach regional markets, while our Trade Centres have been highly effective in expanding vertical markets, such as the automotive sector, thereby making EZW the hub for various industries. This year we expect more than 15% growth in the Food & Beverages sector by continuing to capitalise on our strength in physical goods movement and Dubai’s financial and regulatory infrastructure to incubate business to reach Middle East Africa and South Asia (MEASA). Naturally, innovative technology plays a fundamental role in every aspect of our business. For example, EZW is utilising technology to network efficiently and is targeting a 10 times growth in our customer base. At the heart of our technological innovation is delivering the best possible customer service and the highest efficiency. For example, Jafza uses Enabling Multiservices Professional to improve customer experience and increase capacity. There are more fundamental innovations on the way that will help us grow the community and service them within EZW. But as the editorial by HH Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, makes clear – innovation needs to be continuous. The acquisition of Economic Zones World by UAE-based DP World – the operator of Jebel Ali Port – is yet another important milestone in Jafza’s success story

he numbers speak for themselves when it comes to illustrating the phenomenal success of Jebel Ali Free Zone (Jafza) and its central role as the trade and logistics hub. It serves a market of more than 2.5 billion customers in the wider Middle East region, spanning West Asia, the Commonwealth of Independent States, Africa and the Indian Subcontinent. The free zone posted an impressive 10 per cent surge in its revenues for the year ended 31 December 2014, while operating profit rose by more than 13 per cent to AED 1.18 billion. Jafza also contributed more than 21 per cent to Dubai’s GDP in 2013, and sustained more than 200,000 jobs in Dubai in 2014. The free zone companies account for almost half of Dubai’s total non-oil exports and a quarter of the Emirates' total non-oil trade. Last year, Jafza companies are estimated to have generated trade worth AED 370 billion and Jafza accounts for more than 75 per cent of total trade generated by all of Dubai’s free zones combined. Simply put, Jafza – in synergy with Jebel Ali Port, which is ranked among the Top 10 container ports worldwide – is the economic engine that powers Dubai. The rise of Jafza is a reflection of Dubai’s strategic leadership. In 1971 Jebel Ali was a small village on a desert beach, and it might have remained so if it had not attracted the intuitive commercial eye of Dubai’s then Ruler, HH Sheikh Rashid bin Saeed al Maktoum. It is said that Sheikh Rashid’s advisers were astounded to hear that he planned to develop a deep sea port 30 kilometres from Dubai, especially as the newly opened Port Rashid on the mouth of Dubai Creek was still under-used. But as HH Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, relates in his autobiography, My Vision, his father puffed on his pipe and said: “I am building this port now because there will come a time when you won’t be able to afford it.” When Jebel Ali Port opened in 1979, it signalled the beginning of the UAE’s transition to a true global player in the maritime sector. Today, Jebel Ali is the biggest man-made

harbour in the world, the biggest port between Singapore and Rotterdam, and the transhipment centre where the UAE meets the world. The idea of a free zone was born when a chance encounter planted the notion in HE Sultan Ahmed bin Sulayem’s mind, which encouraged him to travel the world studying tax-free trading zones. When he returned home he approached Dubai’s future ruler HH Sheikh Mohammed bin Rashid Al Maktoum with a proposal to build a free trade zone at the port. “If you really believe in it, you go run it,” Bin Sulayem said Sheikh Mohammed told him. As a result, the region’s first free zone was created in 1985 with Bin Sulayem serving as Jafza’s first chairman. The free zone, which was initially created to support the port throughput, eventually evolved into the international trade and logistics hub for the wider Middle East region. Jafza offers incentives to its customers to enable them to do business with greater ease and profitability. These consist of 100 per cent foreign ownership – in comparison to non-free zone areas where majority local partnership is required; zero per cent corporate tax for a period of 50 years, a concession that is renewable; unrestricted repatriation of capital and profits; zero per cent import or re-export duties; zero per cent personal income tax; no currency restrictions and no restriction on hiring foreign employees. These incentives attracted 19 companies in Jafza’s first year of operation, a figure that is dwarfed by the 679 new companies that joined the free zone last year. And today, it is home to a remarkable 7,000+ companies. During his tenure, HE Sultan Ahmed Bin Sulayem enthusiastically pushed the development of Jafza. He began to sell the Jebel Ali Free Zone concept worldwide, establishing offices in many countries where Jafza could link with each country’s businesses promoting the associated economic and strategic benefits. In 1990, the Dubai Government established Dubai Ports Authority as an independent commercial company to take over the management of Jebel Ali Port and Port

Rashid, and operate both as a single unified port. That made logistics far easier and it was at this point that Jafza gained traction with major players such as Mercedes Benz and Swarovski establishing a hub in the free zone. As more companies came to Jafza, other firms also began to realise the benefits of establishing operations there. This growth was supported by the Jebel Ali Free Zone Authority making significant investments

in new land, warehouses and offices. This drive for excellence was rewarded in 1996 when Jafza became the first free zone to be awarded an ISO certification. At the start of the new millennium there were several thousand Jafza businesses. A fresh approach to Jafza’s management operations was needed after the initial focus had previously been on securing new clients through marketing and by providing

basic administrative services. The size of Jafza’s client list warranted better client management and support services tailored to meet business needs. In response to the changing requirements Jafza, since 2005, began to use technology to develop working relationships with its established clients. “The move reflected Jafza’s continued focus on innovation,” said Salma Hareb, CEO of Jafza and Economic Zones World, commenting on Jafza’s futuristic approach. In 2007 Jafza commissioned the largest Customer Relationship Management (CRM) system in the region for processing close to a million transactions a year, including visas, licenses, leases and other services. Jafza had now matured from a free zone that offered “hand holding” to potential clients doubtful about moving into an area, to an operation whereby clients needs were specifically tailored to. “As a business facilitator we keep 8 | ISSUE 42 – JUNE 2015

augmenting our value propositions to customers on a continued basis to meet the requirements of changing market dynamics,” Ms Hareb added. “All of our products, services and initiatives are tailored to fit this commitment. “Jafza initiatives can be grouped under two categories: firstly, those that are designed to enhance customers’ operational efficiencies, and secondly, those that support customers in growing their businesses. “Jafza initiatives under the first category include the free zone’s continued investments in upgrading its physical infrastructure and facilities, and the investments which further enhance its IT infrastructure, in order to provide its customer services more efficiently. “The initiatives under the second category include our drive to maintain dialogue with our customers through strategic forums which focus on exploring

ways to enhance growth opportunities for our customers.” Today, over 7,000 of the world’s bestknown companies, including 100 Global Fortune 500 enterprises, have established their regional base in Jafza. Jafza is now one of the world’s leading free zones, the region’s most efficient logistics hub, and the only free zone in the world located between a top container terminal (Jebel Ali Port) and a top international airport (Al Maktoum International Airport). The synergy between Jebel Ali Port and Jafza is impossible to miss, so it came as no surprise that UAE-based DP World – the fourth-largest ports business in the world and operator of Jebel Ali Port – purchased Economic Zones World (EZW) from the Dubai World conglomerate for $2.6 billion. Acquiring a strategically located asset integral to Jebel Ali’s continued success enhances our competitive advantage and aligns with our strategy of providing port-centric integrated logistics solutions at key gateway locations. “Combining the two assets makes economic and strategic sense for all parties involved, including customers, particularly in the context of a significant growth phase in port capacity at Jebel Ali and a strong economic outlook for Dubai and the wider GCC region. The two assets will allow DP World to co-ordinate planned expansion and deliver an improved customer proposition.” In other words, everybody stands to benefit from this merger and it sets the course for continued growth. More than 1000 companies in the pharmaceutical and healthcare sector from Europe, USA and Indian subcontinent visited the Jafza stand during the four-day Arab Health exhibition held at Dubai World Trade Centre in February. These companies wanted to know more about the Free Zone facilities, including the multimodal connectivity it offers to rapidly reach all leading regional markets. The companies showed a keen interest in the

rapidly expanding healthcare markets in the Middle East that Jafza serves as a trade and logistics hub. The Jafza stand also received top governmental officials from several European countries, the US, CIS and Africa who were interested in the growing opportunities in the regional healthcare sector. Ibrahim Mohamed Aljanahi, Deputy CEO of Jafza and Chief Commercial Officer of Economic Zones World, the parent company of the Free Zone, commented on Jafza’s remarkable success at Arab Health 2015. “The MENA pharmaceutical market is estimated to post a compound annual growth rate of more than 10% over the next five years,

ore than 1700 iznternational businesses visited the Jafza stand at Gulfood, showing keen interest in the Free Zone facilities Jebel Ali Free Zone (Jafza) posted a 13% increase in the number of food and beverage (F&B) companies operating in the Free Zone during 2014. It expects growth in excess of 15% during the current fiscal year. The Free Zone’s growth projection is based on the rapidly growing interest of multinationals in the food and beverage sector in the wider Middle East region. These numbers were revealed by Talal Al Hashimi, Chief Operation Officer of Jafza in his welcome note at the Jafza Customer Forum for FMCG, Food and Healthcare companies, held on 17th Febuary at TechnoPark’s stateof-the-art Business Park. Talal Al Hashimi said: “FMCG, Food and Healthcare is the third largest sector in the Free Zone in terms of size. The sector has

witnessed 300% growth in the number of companies in the last decade, growing from 283 in 2004 to 829 in 2014. The sector has registered 400% growth in the volume of trade during this period, reaching AED 30 billion last year. Looking at this trend I expect doubledigit growth this year. This remarkable growth reaffirms Jafza’s position as the trade and logistics hub, and the sector’s huge growth opportunities in the rapidly growing wider Middle East region. he Jafza Roadshow and Business Seminars held in France were a spectacular success. During the four-day roadshow in March, the Jafza team interacted with a large number of French companies. The Jafza Seminars, held in Paris and Lyon, attracted 300 leading French companies from diverse sectors spanning food, healthcare, and machinery to automotive parts and logistics. The companies were very interested in exploring opportunities in the wider Middle East region, which Jafza serves as a trade and logistics hub. Petrochem Expands Company's MD feels market is set for brighter days

he market for petrochemicals seems to have turned the corner, according to the region’s largest petrochemicals distributor. “The last three years have been challenging for the chemicals and energy sectors,” Yogesh Mehta, the managing director and joint owner of Petrochem, said following the completion of the fourth phase of its expansion at Jebel Ali Free Zone. He said oversupply and a market cluttered with too many players with wildly varying capabilities, together with softer demand, had eaten into margins. “But the environment is getting better this year and we are having a good first quarter and hope to have a good year,” Mehta said. “Prices have bottomed out and that makes for a stable environment for energy and the chemicals industry,” he said, forecasting that oil prices – to which many chemicals’ end

prices are linked – is likely to trade between US$50 and $60 per barrel this year. He said gross margins on turnover are back to 2.5 to three per cent for Petrochem, which last year had global sales of about $1.1 billion. The company has been operating out of Dubai since 1995 and is ranked by ICIS, a chemicals industry data firm, as the top independent distributor in the region and No 11 in the world. The expansion has grown the storage facility from seven to 10 tanks at Jebel Ali. Together with the chemicals they contain – which are the raw material for a range of products in the paint and packaging industries – the asset there is now worth about $150 million, Mehta said. Jebel Ali is the largest of the company’s two facilities – the other is near Cairo in Egypt – that distribute to 27 countries throughout Africa, the Middle East and Asia.

‫شاركت املنطقة احلرة جلبل علي «جافزا» يف مبادرة‬ ‫«دوام ب��ا م��رك�ب��ات» ال�ت��ي اأطلقتها ب�ل��دي��ة دب ��ي‪ ،‬بهدف‬ ‫امل�ساهمة يف خف�ض انبعاثات غاز ثاين اأك�سيد الكربون‪،‬‬ ‫ون�سر الوعي ح��ول ظاهرة االحتبا�ض احل��راري وثقافة‬ ‫النقل اجلماعي‪ ،‬واأهمية حتقيق اإمارة دبي اإجناز ًا جديد ًا‬
