1. Introduction This Pollution Incident Response Management Plan (PIRMP) has been prepared

by Constructive Solutions Pty Ltd (CSPL) on behalf of the Moree Plains Shire Council (Council) for the Moree Artesian Aquatic Centre (MAAC) to describe the activities at the MAAC, to assess the risks of a release of pollutants into the surrounding environment and describe the response measures to collect and contain any fugitive emissions, in the unlikely event that they should occur.

It also provides details of the responsible persons within the MAAC organisation and the contact details of relevant emergency services agencies, which will need to be informed of an incident and take such corrective action as is deemed necessary.

MAAC site activities and operations

The MAAC operates under License No. 4015 issued by the EPA under the Protection of the Environment Operations Act 1997, with an annual return date of 25 June.

This license regulates water pollution resulting from the swimming pool and specifies the location of monitoring/discharge points and areas as below:

The licence contains limit conditions that must comply with Section 120 of the Protection of the Environment Operations Act 1997 (Prohibition of pollution of waters), though there are no load, concentration or volume and mass limits set in the license.

Sampling is carried out at locations 1,3 and 4 (see above) and reported upon in the annual return for Aluminium, Chlorine (combined residual and free residual),

Faecal Coliforms, Nitrogen (total), Oil and Grease, pH, Phosphorus (total), Temperature, Total dissolved solids, Total suspended solids. The 2011 return shows that there were no non-conformances for any of these pollutants.

Monitoring of volume of the liquids discharged to water is recorded continuously in KL/day. In 2011-2012, this volume varied between 425 and 1576 KL/day, with a mean figure of 917 KL/day.

1.2.1 Pollution Studies and Reduction Programs There is a Pollution Reduction Program (PRP) intended to contribute to the achievement of Water Quality Objectives for the Mehi River as described in “Water Quality and River Flow Interim Environmental Objectives Gwydir River Catchment� published by NSW Environment Protection Authority, 1999.

The EPA considers this PRP to be the first step in a process of ongoing improvement to reduce the pollution load entering the Mehi River from waste spa water discharged from the premises. The outcomes delivered by this PRP and the results of the monitoring program described in conditions M2 and M6 will be important factors in determining the size and nature of further reductions to pollution load following this PRP. Description of surrounding area and land uses

The majority of the zoning under the Moree Plains Local Environmental Plan is B5 – Enterprise Corridor, although the western perimeter is zoned R1- General Residential. The land zoning map (Sheet LZN_011) is provided in Appendix A. The MAAC is contained on two lots, bounded on three sides by public roads and to the south by a lane.

In summary the adjacent land uses are: 

Eastern side: Generally open space on the far side of Gosport Street.

Approximately 100m away is the rail corridor and the Moree Railway Station.

The corridor of land has been identified for Stage 2 of the Moree Bypass;



Southern side: There is a lane and a number of residential allotments;



Western side: On the western side of Warialda Street there is a number of motels and some residential allotments;



Northern side: There is a Lillyman’s Drinks industrial shed and a small section of vacant land; and



Further to the North along Anne Street there a number of motels.

None of these chemicals is classified by SafeWork Australia – Approved criteria for classifying hazardous substances [NOHSC:1008(2004)] as hazardous, though some are classified as corrosive (see Safety Data Sheets, Appendix B for safety details of all chemicals housed on site).

It should be noted that (with the exception of liquid sodium hypochlorite used as a pool disinfectant and the inorganic acid), the quantities of chemicals are small and in the event of an unforeseen discharge, would be diluted with considerable volumes of artesian water.

6. Pollution Incident Response Table 6 below sets out the response mechanism to a series of potential pollution incidents as identified in the Section 5 - Environmental Risk Assessment, including details of required actions, responsibilities and contact details of MAAC and emergency services personnel (where appropriate). It can be seen that there are few pollution incidents that would require the involvement of emergency services agencies, but they are shown here using the precautionary principle.

Notification of relevant authorities: From 6 February 2012, each relevant authority must be notified when material harm to the environment is caused or threatened.

1. If the incident presents an immediate threat to human health or property, call 000 as Fire & Rescue NSW, NSW Police and NSW Ambulance Service are first respondents; 2. If the incident does not require an initial combat agency, notify relevant authorities in the following order: 

8. Communicating with the Community 8.1

Community engagement protocol

The following engagement will occur continuously: 

The Pollution Incident Response Management Plan (PIRMP) will be posted on the MPSC web site and the MAAC web site, and updated from time to time as necessary;



There will be a letter box drop to all surrounding residents/property holders considered likely to be affected by a pollution incident with the letter advising the existence of the PIRMP and that the plan can be viewed on MPSC’s web site, at the MAAC or Council offices; and



Neighbours will also be advised that they can give mobile phone details to Council or the MAAC so that they can be notified by SMS in the event of an incident that may affect them.

Should a pollution incident occur, the following engagement will be undertaken: 

Neighbours will be advised by SMS or direct contact (if SMS contact details not provided) of an incident, including what action(s) they should take, and what response has been actioned by MAAC; and



Details of the incident and the response will be also be posted on MPSC’s Facebook and twitter accounts (see MPSC web site for details).

9. Pre-emtive Actions to Minimize Risk of an Incident 9.1

Spill containment kits

The sodium chlorite delivery access station (see Drawing 1, Appendix A) provides spillage containment to the requirements of the EPA license No 4015 and the 3 5000 L storage tanks are bunded to contain 110% of the respective storage volumes.

It should be noted that, based on the 2011-2012 EPA return, even at the low discharge figure of 425 L/day of artesian water, the complete collapse and escape of the contents of one 5,000L container would constitute only around 1% of the daily discharge of water to the storm water system.

9.2

Stormwater cut-off valves

The location of storm water cut-off valves is shown in Appendix A.

9.3

Standard operating procedures for handling of chemicals

Reference should be made to the Safety Data Sheets (SDS), provided as Appendix B.

9.4

Maintenance equipment

&

testing

chlorine

dosing

A Stranco Ezetrol chlorine & pH swimming pool controller controls the dosage of chlorine to the pools with a measurement range from 0 - 9.99mg/L. The Ezetrol is programmed to feed chemicals, when called for, only for a limited preset period. This protection minimises any further complications in the event of a blocked injector, empty day tank, split hose, failed flow switch or failed probe. An Overfeed Failsafe condition is indicated by ‘overfeed’ being shown in the alphanumeric display. Before accepting and cancelling the alarm, the operator determines the reason for the ‘overfeed’, rectifies the fault and only then restores normal dosing.

The Ezetrol is regularly tested to ensure that it is performing satisfactorily and is routinely maintained according to the manufacturer’s instructions. A copy of manual is available in the Aquatics manager’s office.

Skin Contact: Gently brush away excess solids. Wash gently and thoroughly with water (use non-abrasive soap if necessary) for 5 minutes or until chemical is removed.

Eye Contact: Quickly and gently brush particles from eyes. Immediately flush the contaminated eye(s) with lukewarm, gently flowing water for 20 minutes or until the product is removed, while holding the eyelid(s) open. Take care not to rinse contaminated water into the unaffected eye or onto the face. Obtain medical attention immediately.

Take special care if exposed person is wearing contact lenses.

Ingestion: If swallowed, do NOT induce vomiting. Wash mouth with water and contact a Poisons Information Centre, or call a doctor.
